Meet Nairobi’s most dreaded traffic cops He might be the most feared man on Nairobi’s Valley Road — just a glimpse of his motorbike causes motorists, especially those joining in from feeder roads, to doubt themselves. But Police Constable Rider Emmanuel Mwambingu says his intention is not to instill fear, but to maintain order in his station of work. “My primary responsibility is the enforcement of traffic regulations and I try to do my job to the best of my ability,” Mwambingu told XNews. Mwambingu joined the force in 2006 as a constable, initially serving Nyanza and Rift Valley Provinces. He is currently attached to the Nairobi Area police station. “Being a traffic policeman is hard work but I love it,” he said. “People hate you when you arrest them, failing to understand that it’s never personal.” Mwambingu is especially feared by most because of his stand against corruption — he would never take a bribe.

Mrs Mutuku commands traffic in Embakasi area and is mostly seen on Mombasa and Outering roads. She is a stern officer, who is feared by public service (PSV) operators because she doesn’t take bribes. “We consider Bensouda a total problem to us because if she nabs you-it’s straight to the courts. However, we all admit that when she’s on the road, the traffic flows smoothly.

People fear her a lot,” said Bernard Kamau, a Kayole route tout. Operating along Lang’ata road from the Lang’ata Police Station is Constable Walter Kunguru, who has 16 years experience. Kunguru has gained respect from matatu drivers and touts due to his strict obedience of the law. “I take offenders straight to court when I find them breaking the law. There are no two ways about it,” said

Kunguru. “In addition, I take full responsibility over my cases and I personally follow them through until a ruling is made,” he said. Kunguru, like Mwambingu and Bensouda, said he despises corruption. “Taking bribes makes a cop dirty and people will always lose respect for you once you take their money, he said.

Security tightened as Easter celebrations set in Security has been beefed up across the country as Christians begin the Easter Holiday celebrations. Traders from Nairobi’s Wakulima Market have protested over the filthy conditions of the area. Following the demonstration outside City Hall, vegetable vendors urged the County government to clean up the market. Wakulima Market is known for its muddy floors, where vegetable peels litter the ground and muddy puddles are scattered across the area. Given the onset of the rains, the situation has worsened. Customers are finding it hard to walk through the market because some parts of it are flooded while others are too polluted to reach. Traders say they have been making losses because more people are opting not to go there. County officials have also hiked the trading fees for operating in the market, with a net of onions getting a tax of Sh40 up from Sh20 a few weeks ago. The traders have asked County officials to clean up the market and reduce the fees.

A British national of Somali origin was last night detained at the Jomo Kenyatta International Airport after arriving from London. Jama Sufi had reportedly jetted into the country to attend a prayer rally being organised by prophet Owuor in Eldoret. Police say he was detained and could be deported after he failed to explain his plans in the country. This comes even as the state is set to deport some 225 foreigners arrested during the ongoing crackdown on illegal immigrants. 214 of those facing deportation are Somali nationals while another six are Ethiopians.

Rescue teams search for 300 Korean ferry survivors Desperate search for S Korea ferry survivors continues. Emergency services are continuing to search for nearly 300 people missing after a ferry carrying more than 470 people sank off South Korea. Officials say 179 people have been rescued from the tragedy whose victims are mainly 16- 17 year-old students of Danwon High School in Ansan, near the capital, Seoul. They were heading on a field trip to Jeju island with about 15 teachers Teams used lights to search overnight but strong currents have hampered divers’ efforts to enter the ship, where it is thought many were trapped. At least nine people are confirmed to have died, with dozens more injured. The vessel was travelling from Incheon port, in the north-west, to the southern resort island of Jeju. It is not yet clear what caused the ship to list at a severe angle and flip over, leaving only a small part of its hull visible above water. Reports from local media say the captain

was being questioned. The nine whose death have been confirmed include four 17-yearold students and a 25-year-old teacher as well as a 22-year-old female crew member. Identities of the other three were not immediately known. The latest figures say 475 people were on board, with 287 still unaccounted for. Figures issued by the government have changed several times, prompting criticism. Rescue efforts are concentrated on the ship, which sank in about 30m (100ft) of water. “We carried out underwater searches five times from midnight until early in the morning, but strong currents and the murky water pose tremendous obstacles,” said Kang Byung-kyu, minister for security and public administration. One senior emergency official was quoted as saying it was unlikely the remaining passengers would be found alive. The US Navy has sent an amphibious assault ship, the USS Bonhomme Richard, to assist with the search.

is reported to have lost control before it collided with an on-coming matatu which was transporting passengers to Nairobi in the 7am accident. The 10-seater matatu is operated by the North Rift

Travellers Company. Witnesses said the accident occurred as showers hit the area. There were suspicions that the accident may have been caused by the driver’s poor visibility of the road.

The 11 died on the spot. The driver and conductor of the trailer ran away after the acccident. Koibatek police boss Bernard Kibe said they are looking for the two. In another incident, seven

casualties were taken to the Kenyatta National Hospital after a bus they were travelling in was involved in an accident near Utalii College along Thika Superhighway, Red Cross officials said.

PLO tells State to deal with insecurity, poverty The government has been asked to deal with poverty, insecurity and health to enhance development of the youth. Former Kenya Anti-Corruption Commission director Patrick Lumumba asked the government to tackle the three challenges for the creation of a conducive environment for the youth to grow economically. “Poverty, insecurity and health are important for a holistic realisation of development. Insecurity hampers business while unhealthy people cannot work. The challenges need to be addressed immediately,” he said. He was addressing the sixth Student Leaders Conference at Bomas of Kenya on Wednesday. Lumumba said the government should equip educational institutions with facilities to ensure they offer quality education to boost the development agenda.

“Equip schools with facilities for quality education because it is key in unleashing the potential of the youth,” he said. He said the proposal to use sniffer dogs to detect drugs in schools by the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) should be supported. “Whatever lawful method that is used to curb drugs in schools must be supported. It may not eliminate the problem, but it will reduce the drugs because it is for the good of our youth,” Lumumba said. He said corruption is a national disaster that has derailed development and culprits should be sacked. “President Uhuru Kenyatta said he will take action against corrupt officers in the government. He should be telling us he has sacked them,” Lumumba said.

Fire kills 2 kids, man in Githurai

Three people were burnt to death while a four-year-old baby was electrocuted in two tragic incidences in Nairobi. In the first incident, a man and his two children were killed when fire broke out in their house at Githurai last night. The fire whose cause is yet to be established is said to have engulfed the house and killed the three in their sleep. Their bodies were taken to the City Mortuary as locals demanded to know the cause of the fire. Nairobi police boss Benson Kibue said investigations have been launched. In the second incident, a four-year-old girl was electrocuted in Kibera. The girl is said to have been playing outside their house when she stepped on a live wire which killed her instantly. Police have blamed illegal power connections for the fires.

A watchdog agency has expressed concerns over the rise of hate speech on social media warning that it is threatening national security. The National Steering Committee on Media Monitoring says hate speech on social media has taken a religious dimension following security operation usalama watch and could erode the

discrimination by appealing to public emotion. “We believe that the measures taken for Kenya’s security operations are commensurate with the threat posed by terrorism,” she added. She said the agency has already written to two lawyers and a politician regarding their remarks about the operation.

Bhang causes abnormal changes on brain, study Smoking cannabis just once or twice a week could result in “major” changes to areas of the brain important for emotion and motivation, new research has shown. A study conducted by US scientists has warned that even casual smoking of the drug could cause negative alterations in the users’ brains. Experts have now challenged the idea that “casual” marijuana use is largely harmless after doctors found

that young adults who used the drug only recreationally had “abnormal alterations” to the nucleus accumbens and the amygdala. Previous studies have shown that regular cannabis use in young adults can affect the brain’s ability to produce the brain’s “reward chemical” dopamine, which is usually produced during pleasurable experiences such as sex, eating or social interaction. In this latest study, conducted

in a relatively small sample of 40 people aged between 18 and 25, researchers from Harvard University and Chicago-based medical group Northwestern Medicine, used neuroimaging techniques to analyse the brains of cannabis users, as well as non-users. They found that the nucleus accumbens was unusually large in the cannabis users, while the amygdala also had noticeable abnormalities. Anne Blood, assistant

professor of psychiatry at Harvard Medical School said that the areas affected were “core, fundamental structures of the brain”. “They form the basis for how you assess positive and negative features about things in the environment and make decisions,” she said. The severity of abnormalities in these regions of the brain was directly related to the number of joints a person smoked per week.

The more joints a person smoked, the more abnormal the shape, volume and density of the brain regions, but the effect was noticeable even in those who smoked once or twice a week. It is estimated that between 119 and 224 million people across the world smoke cannabis. More than 500 000 of this are Kenyans with the current use of the drug said to be 1.2 percent.

Dismissing reports that the company was about to close down operations in Kenya, the communications service provider said that it will roll out a 3rd Generation (3G) network across the country. The 3G product helps consumers access the second-fastest available internet

service. “We are putting in more capital to meet growing demand for our services to the market and provide our customers with superior services,” said Telkom Kenya Chief Executive Officer, Mickael Ghossein. About 58 per cent of Kenyans cannot afford to go online, a report from the Alliance for Affordable

Internet (A4AI) has revealed. Although the cost of accessing internet has dropped by 90 per cent in the past decade, many Kenyans still find the cost of connectivity too high. Broadband, a basic service that connects computers and mobile phones to the internet, costs 40 per cent of the average monthly income in Kenya at Sh12,200,

GOtv has announced the launch of the ‘GOcard’, a device that can be fitted into a digital TV. The gadget enables a set to access the service provider’s channels. As the deadline for digital migration inches closer, anyone with a TV set is required to either buy a set top box or digital decoder to access channels once the analogue system is shut down on September 2014. Digital TV brings with it a host of new features, including access to more channels and improved quality for pictures and sound. “A weaker digital signal is still much better than a

weak analogue signal,” says GOtv. The provider says the GOcard, a type of wireless decoder, is available from all leading electronic retailers in Nairobi, Mombasa and Kisumu. It will cost Sh3,499 and includes a two-month ‘GOtv Plus’ subscription and external antenna. The card will give users access to more than 30 channels. “Our philosophy is to remain innovative in order to continue to deliver the best possible digital TV to Kenyans and to keep them at the cutting edge of the move to digital television,” said General Manager Felix Kyengo.

SRC urged to hike civil servants’ pay State officers and civil servants are likely to get a salary increase following the recommendations of a public forum on the government wage bill. The forum has urged the Salaries and Remuneration Commission (SRC) to review salaries of civil servants to ensure they match the Gross Domestic Product (GDP). The GDP is a unit used to measure the health of a country’s economy. Kenya’s is likely to grow 5.8 per cent in 2014, the Ministry of Finance says. While this is good for the economy, the wage bill is much higher. Speaking during the forum in Nairobi, Institute of Economic Affair (IEA) Programme Officer David Owiro said there is need for SRC to review the salaries of state officers and civil servants. “Kenya’s wage bill is higher compared to the GDP something which has worsened its economic productivity,” he said.

Drugs sector’s potential to boost jobs for the youth

The industry has potential to provide employment to hundreds of Kenyans who are yearning to enter the job market. Medical research company, IMS Health says as the largest producer of pharmaceutical products in the Common Market for Eastern and Southern Africa (COMESA) region, Kenya can create over 1,000 jobs in the sector annually. In 2008, the industry employed 3,389 people. “If the industry utilized to full capacity and instituted two shifts per

day, this will boost wage employment by over 30 per cent,” says United Nations Industrial Development Organisation (UNIDP). The pharmaceutical sector comprises more than 35 companies that collectively employ over 2,000 people. More than 65 per cent of the workers are in direct production. Pharmaceutical firm Laboratory & Allied, one of the latest companies to join the market, created 180 jobs by setting up a processing plant in the region.

“The number of companies engaged in manufacturing and distribution of drugs in Kenya will continue to expand, driven by Government efforts to promote local and foreign investment,” says the survey. The research shows that to improve the industry, the sector will have to train more university graduates eyeing entry into the field. “If the sector is to become a significant player, firms must make significant investment in plant and equipment and personnel,” UNDP says.

Coca-Cola’s world sales have for the first time in 15 years slumped. The Atlanta- based company said the carbonated drinks sales had fallen by 1 per cent in the first quarter of the year. The fall has resulted to a profits drop by almost 8 per cent. In UK the sales dropped by more than 10 per cent and in the rest of Europe, the sales were down by 5 percent. The world’s largest beverage manufacturer Coca-Cola said it would increase its global marketing budget this year by more than 10 percent to Ksh 347 billion in a bid to boost demand. Net income for the first quarter of the year fell from

Ksh 153 billion to Ksh 141 billion from the same period one year ago. The drop in sales can be attributed to the pressure that fizzy drinks manufacturers have got from doctors, who claim that the drinks, which have sugar content, lead to obesity. Despite this, their demand for non-carbonated drinks like juices, ready-to dink teas, sport drinks and energy drinks is increased with an overall global sale rise of 2%. “Our growth momentum is steadily improving in line with our expectations. We are gaining global volume and value share in non-alcoholic ready-to-drink beverages,” said Coca-Cola Chief Executive Muhtar Kent.

Bleaching creams still in the market The streets of River Road are littered with conmen. Every one of them is desperate to make an extra shilling. Many people often fall prey to these vultures. Gladys Kositanyi, a self-proclaimed cosmetics salesgirl, claims that her products can work miracles for those willing to loosen their pockets. “Mafuta ya uso, madam?” she asks as a young woman hesitantly walks past her. When asked how her magic works, Kositanyi claims that her products can lighten the

darkest of complexions. She motions towards a beautiful girl who is seated on a Volkswagen. She flashes an immaculate smile as passers-by ogle at her. The parking lot outside Mombasa Rest House is a nesting ground for women who claim to have the cure for flat buttocks. Gideon Osolo, an M-PESA agent, claims that these women purchase bleaching creams and mix them with other cosmetics. Mr. Osolo, who has been working at his stall for the past two years,

says that the government banned bleaching creams because of their poisonous mercury content. As a result, the women who sell these products often repackage the original creams in new containers. Some products are even sold in the form of pills. Kositanyi says that her cream is ten times more potent than the original. Her bulging posterior and her glowing complexion serve as a testimony to her products’ effectiveness. When asked about the possible side effects of her

products, Miss Kositanyi acts elusive. Her colleagues are adamant concerning the effectiveness of their ware. The Kenya Anti-Counterfeit Agency recently confiscated a bootleg supply of beauty soaps and products worth over Sh14 million. These items, among other illegal products that make their way into the streets, are said to contain harmful substances like mercury iodide. The Agency has warned consumers to only buy respected brands from licensed distributors.

Importing goods at the port no longer a hassle. Kenyans import over Sh1 trillion worth of goods every year, according to the latest report by the Kenya Revenue Authority (KRA). A number of small scale importers note that the goods they receive are either cheaper to import or not available in the country. From vehicles to clothes, supplies and electronics, consumers have taken it upon themselves to bring in whatever they can afford. The government has also made plans to reduce the time it takes for imported goods to be released from the country’s port, a problem that has raised concerns in the past. The time to clear goods at the port had reduced from 7 to 6 days, an indication that the measures put in place were effective, said Kenya Ports Authority (KPA) Managing Director, Gichiri

Ndua. To import any commodity into Kenya, one has to consult a clearing agent. The agent will then process a set of import documents on their behalf through Kenya Customs, the government body that deals with import and export services. The agent uses an electronic platform known as on the Simba 2005 system and clear the goods on a person’s behalf. According to the Ministry of Transport, an ongoing construction project on Nairobi’s Southern Bypass will ease conjestion by reducing the frequency of traffic jams on the highway. “If completed effectively, the bypass will offload a significant portion of traffic from Mombasa road which is usually congested throughout the day, leading to massive economic losses in terms of fuel and time wastage,” said construction analyst, Yarinka Lukiza. “On average, motorists and passengers can spend between 30 minutes to one hour on Mombasa road,

stuck in immovable traffic.” Nairobi is home to Africa’s most rampant traffic jams, according to a recent global report on city commutes. The survey indicates that city residents can spend up to 2 hours covering a distance that would otherwise take 15 minutes in free flowing traffic. The new bypass will be built as a dual carriageway from Mombasa Road and will be linked to the Kabete-Limuru Road at Kikuyu town, according to Infrastructure Principal Secretary, John Mosonik. “The development of urban roads, especially in Nairobi is crucial in ensuring there is minimal congestion for vehicular traffic,” he said Musonik.

Cobbler making a decent living mending old dirty shoes Johnson Wambua runs his business under a makeshift iron sheet canopy. He sits next to a lady who sells smoked fish and a fruit vendor. He works six days a week, from Monday to Friday, mending shoes. Armed with what appears to be a fish-hook needle, a ball

of brown thread and bottle of wood glue, Wambua appears to have mastered his craft. Within minutes of engaging in a friendly conversation, he is done repairing a torn up slipper. Even as he sets it down, a pair of freshly-glued men’s leather shoes is drying in the corner. At any given

time, he has a large plastic bag filled with sandals, boots, heels and slippers. He has a second smaller bag, filled with khat, which he chews ferociously as he threads his clients’ footwear. His customers come from apartments and residential areas all across the area.

Known for its affluent residents, Kileleshwa is the perfect place to set up shop. . He is one of two cobblers, situated along Nyeri Road, Kileleshwa, two matatu rides away from the nearest competition in Kawangware. Wambua gets three to four customers a day, who, he

says, bring in about Sh100 per head. “One sole is one hundred,” he explains. “Stitching is 30 bob. Sole replacement is two hundred for one shoe.” He also sells laces for Sh50 a piece. On a good day, he makes Sh1,000 and every month he rakes in no less than Sh20,000. Having

worked as a cobbler for over 3 years, Wambua has found that he can set his prices as high as his customers will allow. A spot check of Kawangware cobblers reveals that other repairmen charge a quarter of what he does. Sole repairs cost between Sh30 and Sh50.

Firms pay dearly for experts Kenyan companies are paying dearly to retain a few available experts for specialised services. The Human Capital Report, 2014, says the few specialised workers are prone to ‘poaching’ because of the talent. Recent reports have suggested the Red Devils have offered the German international 16 million euros in annual salary should he agree to a transfer at the end of the current campaign. Allan’s 404 set for Concours THURSday, April 17, 2014

Arusha based motoring enthusiast Tor Allan has registered his 1966 Peugeot 404 for Concours d’Elegance. The event will be held at the Nairobi Racecourse on Sunday September 28. Last year Allan was placed second in the up to 1700cc touring car class and also took home the prize for the most successful competitor from Tanzania. For many spectators, Allan’s Peugeot 404 evoked memories of the successes achieved in bygone East Africa Safari Rallies, which followed a marathon route through Kenya, Tanzania and Uganda. The latest entries on the list include a 1951 Bentley limousine of Roger Tanner, which will be making a first appearance at the Nairobi Racecourse. The Bentley has been listed in the class for over 4,000 cc touring cars which is expected to feature several Jaguar and Mercedes machines. Also driving down the
