The once bustling Eastleigh streets have been reduced to ghost zones. The roads are empty, shops closed and houses vacant. Kenyan Somalis fear venturing out of houses for fear of arrest and deportation to Somalia. The government launched a security operation a month ago in Eastleigh, South C, Pangani and other residential areas to drive out suspected criminals and illegal aliens. Since the Operation Linda Usalama Watch was started a month ago, hundreds of illegal aliens from Somalia Congo, Ethiopia and other nations have been arrested.
The operation followed strings of terror attacks targeted at civilians, government installations, security agents and public facilities. Members of international terror organisations have made it public that they will continue the attacks to protest Kenya’s decision to send security forces to Somalia in the war against al Shabaab. Mr Baraza Wabomba, the OCPD of in charge of Starehe, says officers deployed in groups of 10 are always under an inspector and claims of looting are lies. “I am surprised by the rape cases claims. Nobody has made a report to that effect,” says Wabomba He says officers do not take bribes “and if there are such cases, they
should be reported to me directly.” “Why give a bribe in the first place?” he asked. The police boss said the woman who was allegedly thrown out of the balcony by an officer was running from the police because she had no proper papers. The OCPD believes claims of harassment are made by illegal immigrants. Meanwhile, some ethnic Somalis in Eastleigh claim they have no other home. “I was born in Nairobi to Kenyan parents and I only see Somalia on TV. If I get deported to Somalia, where will I go? None of my people are there,” says an ethnic Somali man who does not want to be identified.
Kenya has recently suffered serialised terror attacks suspected to be the work of the Al-Shabaab militants. The attacks have forced Kenyans to live in fear of attacks. But Kenyans believe the government should sustain the operations because some militant groups have inflicted fear of attacks anywhere, anytime. “They (terrorists) make us feel insecure everywhere we are: our homes, supermarkets, buses, hotels, bars..everywhere. If its possible, they should be driven out,” says Cliff Omolo, a Nairobi resident. Adan Mohammed, a winner of Uongozi, a 2013 reality TV show about leadership that ran on NTV, boarded route 48 matatu heading
to work but was forced to alight when all passengers abandoned the vehicle. He had to take a taxi. Mohammed is not the only victim of acts of xenophobia. Last week, a woman claimed she was allegedly tossed three floors down from a balcony by an officer. But Wambomba says the woman was trying to escape from the officers because she had no identification papers. The late Internal Security assistant minister Orwa Ojode at one time told Parliament that Al-Shabab was a snake that had its tail in Somalia and the head in Eastleigh. The Government considers Eastleigh as a hotbed for suspected Al-Shabab recruitment.
Ousted Kidero vows to appeal court ruling
Ousted Nairobi Governor Evans Kidero and his deputy Jonathan Mueke have vowed to challenge the nullification of their election at the Supreme Court. The Court of Appeal on Tuesday set aside an earlier ruling by the High Court that declared Kidero validly elected. Two of the three judge bench argued that Kidero’s challenger, Ferdinand Waititu, was not given a fair chance in the hearing.
The bench was made up of Judges GBM Kariuki, Patrick Kiage and Mohamed Warsame. Justice Warsame however dissented the decision by his two colleagues. Dr Kidero’s lawyer Tom Ojienda yesterday said his client will move to the Supreme Court to appeal the decision. “We shall definitely appeal the decision,” he said yesterday after the ruling had been delivered.

MPs up in arms over sacking
PIRACY IS ON THE DECLINE The presence of an international taskforce on the Indian ocean, and a number of precautions taken by shipping companies have reduced piracy off the Somali coast and in the Gulf of Aden to practically nothing, says Atalanta, a European anti-piracy fleet patrolling the area. “The economic model of piracy has been broken,” explains Etienne de Poncins, the head of EUCAP-Nestor, a European Union mission whose aim is to beef up security along the coast of Kenya, Somalia, Djibouti, Seychelles and Tanzania. Atalanta says that the last capture of a major vessel by pirates was in May 2012.
MPs have faulted the replacement of National Youth Service director general Kiplimo Rugut with former state house comptroller Nelson Githinji. Five MPs allied to United Republican Party (URP) said the changes, made last week are illegal and want Devolution and Planning Cabinet Secretary Ann Waiguru to reinstate Mr Rugut with immediate effect. The MPs, led by Nandi Hills’ Alfred Keter, said Mr Rugut was informed of his replacement through an SMS. Keter further claimed there is a ploy to install someone who can be compromised at the youth service.
Since then, several vessels have been attacked or targeted but the pirates have not actually managed to capture any of them. In 2013 the International Maritime Bureau recorded only five attacks, all of which failed. The pirates have, however, managed to seize a handful of small vessels known as dhows, in order to launch their attacks on other bigger vessels. These small ships are a far cry from the vessels they seized when piracy was at its peak. Catches in those days included two supertankers, each transporting close on two million barrels of crude oil and a Ukranian cargo ship loaded with weapons.
Mandera gets lion share of Uwezo Fund

Mandera South constituency is the biggest beneficiary of the Sh5.3 billion Uwezo Fund released by the government to be disbursed to women and youth enterprises. The constituency was allocated Sh31 million followed by Turkana West with an allocation of Sh29 million. Kinango constituency in Kwale County was allocated Sh27 million. Other big beneficiaries include Mandera North which was given Sh25 million, and Banissa, also in Mandera county, (Sh24 million). Turkana North and Makueni also received Sh24 million. Lunga Lunga was allocated Sh23 million. All the constituencies will get between Sh15 million and Sh31 million with more than 70 electoral units set to receive their cash this week. Allocation of the funds was based on the county’s poverty index and population. The criteria used was to
ensure no constituency received less than Sh15 million or more than Sh31 million. Uwezo Fund chief executive Wilfred Buyema said the constituencies already have bank accounts through which the board plans to dispatch the money. He urged the youth, women, and persons with disabilities in all the 290 constituencies to form and register groups so as to access the money. Buyema said they have already trained and advised potential recipients across the 47 counties on how to manage the funds. The money is part of the Sh6 billion promised to the youths and women by the jubilee administration. Some Sh700 million was set aside for administrative duties. Mr Buyema said the state has formulated conducive self-employment policies that will ensure that enterprises owned by the groups successfully mature.
KDF seeks tough punishment for deserters to raise morale The Kenya Defence Force (KDF) is appealing for tougher punishments to its officers who may want to quit the military. A state
lawyer, Alex Muteti, told the Court of Appeal in Malindi that the military has lost 800 officers since 2011 as most of them are now deserting the
force. He argued that unless tougher penalties are given to those leaving, those currently protecting the nation’s
interests in Somalia could be demoralized. “That is why they must be tried in a court martial so that those serving are not de-
moralized,” he told the court. His pleas were an attempt to persuade the court to overturn a High Court ruling that suspended the trial of
26 former naval servicemen by three court martials in Mombasa. The 26 are accused of deserting the force in 2007.

Varsity unions in strike threat over delayed cash Teaching and non-teaching staff at public universities have threatened to down tools for the second time this year if the institutions fail to pay allowances by end of the month. The Universities Academic Staff Union (Uasu), Kenya Universities Staff Union (Kusu) and the Kenya Union of Domestic, Hotels, Education Institutions, Hospitals and Allied Workers (Kudheiha) said they will withdraw services in the institutions if they do not receive a cheque for the cash by May 30. “Public universities’ staff unions hereby put both the government and university managements on notice that if by May 30, 2014 members will not have been paid fully their new basic salaries, house allowances and arrears, the staff will down their tools,” Mr Charles Mukhwaya, Kusu Secretary-General, said on Tuesday.
Mukhwaya asked the universities and the government to address the issue to avert a crisis. “It will be unfortunate and unwarranted to inconvenience our students and their parents to cause universities to close. But do staff have a choice? No. Let the concerned parties avert this unnecessary crisis,” he said. In March, activities in the institutions was grounded for 10 days when the staff went on strike demanding the implementatio of a Collective Bargaining Agreement of 2012. In the agreement, the universities were to pay Sh7.8 billion in allowances to employees in two phases of Sh3.9 each. The union claimed vice chancellors had diverted their allowance cash to other projects. The unions have accused the universities and the government of delays in releasing the Sh3.9 billion.
Riots as cops shoot dead 4 in Kiamaiko Four suspected thugs were on Tuesday evening shot dead and a homemade pistol recovered from them in Nairobi’s Kiamaiko area. The killing of the four sparked protests and clashes from area residents who attacked police and members of certain communities. The riots lasted several minutes as protesters barred police from picking up the bodies but officers managed to take the remains to the mortuary. Witnesses and police claimed aggrieved members of the public accused police of being used to eliminate a certain community. Starehe OCPD Baraza Wabomba said two other suspects fled on foot. “Some of the stolen property was identified by victims. We reacted to a situation and managed to get the suspects red handed,” he said.

At least 10 people have died of hunger in Baringo county as residents turn to eating pets. The failure of the long rains has been blamed for the starvation in the county that has led to the closure of four primary schools. A 35 year-old woman slaughtered a neighbour’s cat to feed her 80 year-old mother and a daughter aged two fearing they would succumb to hunger. The incident occurred at Kakoghit Village in Tiaty constituency. Jepteker Ng’uriawiang confessed to journalists she captured the cat and hit it several times before skinning it. Children and elderly women remain the most vulnerable to the disaster. Humanitarian organisations say the situation has become alarming and have appealed to the government to assist them with food aid.

Sh3 million has been set aside for the reconstruction of parts of Gikomba market that was recently burned down, the Nairobi County government has said. Before his ouster on Tuesday, Governor Evans Kidero assured traders that their destroyed structures would be reconstructed. He said there are plans to build a modern market. “This market has experienced several fire incidents leading to massive losses,” he said. He promised to seek compensation from the Kenya Power after claims that a transformer reportedly exploded before the inferno destroyed the popular facility. “A committee compris-
ing county officials and representatives of the traders will be formed to help those affected by the fire,” Kidero said. Public works officials will also visit the market to assess the damage. Part of the busy market was burnt on Monday night in an inferno that started barely two months after another fire destroyed property worth millions of shillings at the facility. Firefighters were unable to access the area because of poor roads. Traders claim the Nairobi Fire Brigade officers only arrived after the flames had licked many stalls. The traders said the engine had no water and helplessly watched as their goods went up in flames.

Matatus to raise fares over security measures Commuters in Nairobi could soon start paying more after matatu owners announced they will increase bus fares to cater for security costs. The Nairobi Metropolitan Union (NMU), which brings together some 105 matatu saccos, said they are considering increasing the costs. The Inspector General of

Police say the 30-year-old man was on transit from Kinshasa, DR Congo, to Guangzhou in China. He was expected in court this morning to face ivory trafficking charges. Dealing in ivory or it’s products is illegal in Kenya and offenders risk life in prison. At the weekend, two pilots were arrested in Karen ferrying17 kilogrammes of ivory in their car. The research shows that out of 5 airlines operating from Nairobi, Ethiopia charges less for flights leaving Nairobi than other carriers, including British Airways, Emirates, Ethiopian Airlines, Kenya Airways and Qatar Airways. The country’s IT sector has been growing at a rate of about 10 per cent per year and provides employment opportunities for hundreds of Kenyans, a recent study by the of ICT ministry indicates. Google loses data privacy suit Search engine giant, Google, has lost a case involving limits of data privacy in Europe. The European Court of Justice (ECJ) judges ruled that the company was responsible for the material processed on its servers. The court ruled that Google must respond to legitimate demands from individuals before deleteing certain private information they deem harmful. “An Internet search engine operator is responsible for the processing that it carries out of personal data which appear on web pages published by third parties,” the judges said in a statement. “They are therefore responsible for removing unwanted links if requested.” The ruling came as a surprise and major disappointment for the

Firms must notify customers before withdrawing service
A law that recently came into effect dictates that consumers have the right to be notified before a service provider terminates their services. The law, which is part of the Consumer Protection Bill, states that customers should be given reasonable notification before companies, particularly those in basic telecommunications sector like airtime bundles or internet access, terminate services. The Communications Commission of Kenya (CCK) says there are more than 7.7 million computer internet users in the country, while 29.7 million people access the service through mobile phones. The Consumer Protection Bill states that each of the clients should be informed before the internet service provider cuts off connection. Providers that terminate services before giving a warning can be prosecuted. In light of the developments, providers have been sending notifications through texts or e-mails. Zuku, a product of internet and pay-tv provider, Wananchi Group, told XNews they inform customers should they experience problems with internet connectivity. They send regular e-mails to customers to ensure their bills are paid on time and only cut off connection when payments are late.

Collymore said the company will seek to improve further by providing ICT solutions that will encourage the growth of local businesses, and to provide “the best customer experience” to customers. “We have increased the popu-
lation coverage of our 2G and 3G networks, completed network modernization in six key cities, and rolled out fibre to 50 percent of our base stations in Nairobi,” Collymore said. “In October 2013, we commissioned tests to measure key quality metrics such as dropped calls, voice quality and data speeds. These tests show that our network delivers the best data services and compar-
ative voice services.” The announcement follows a similar statement from Orange Kenya, the cheapest network in terms of voice calls. Orange recently faced criticism from the Advertising Standards Committee for releasing an advertisement, claiming that it was the cheapest network in Kenya. Voice calls from the network cost Sh2 per minute to other

Peanut vendors can make upto Sh54,000 a month Selling peanuts can bring in Sh54, 000 a month, says a report from AgShare, an agricultural marketing and price analysis group. While most sellers make Sh300 a day (Sh9,000 a month), studies by the Food and Agriculture Organisation (FAO) indicate that there is potential to make more. FAO says farmers produce an average of four bags of groundnuts a month from one acre. The farmers themselves make less than the retailers because of their high operating expenses. “The poor performance in groundnut farming is attributed to lack of improved seeds, crop diseases and poor harvest handling techniques that result in loss of value,” says Boris Bravo-Ureta, a US professor of agricultural economics. His research, which involved farmers in Kenya the East African region, says those planting groundnuts were making less than they should. “Studies reveal that farm yields for groundnuts are considerably below achievable levels,” he explains. He says that by using organic fertilisers, farmers can improve their yield.”

Makueni group thrives on selling seedlings Three years ago, Masha Ndeti and Longo Mwendwa were living from hand to mouth. They knew little about farming and the poor Makueni weather only made their vegetable gardens more of a burden than an investment. A USAID report says some Makueni-based farmers earn less than Sh100 a day. Today, Ndeti and Mwendwa can make up to Sh500,000 a month, depending on how well her crops perform.
By joining the ‘Kaasuvi Mbike Ngwike’ group, an organisation of small-holder farmers in Makueni, they have turned from a life of squalor to wealth and prosperity. The group first tried growing maize, green grams and pigeon peas but had little success. They knew little about low cost irrigation and soil fertility methods like planting legumes. KRep Bank came the women’s aid by first helping them set up a tree nursery which branched out
into other ventures and soon they were growing crops using drip irrigation. In 2010, the Kenya Horticulture Competitiveness Project (KHCP) trained the group in the application of agricultural techniques such as nursery preparation, the use of hybrid seedlings, soil sampling, and greenhouses. “We no longer rely on them. More overweight babies being born due to lifestyle Early this year, 29-year-old Nevlyn Mango gave birth to a 7kg baby boy in Busia County. diabetes were 163 percent more likely to have oversized babies. Dr. Protus Nyongesa, a gynecologist in Nairobi agrees with the findings of the study. “The bigger the mother, the bigger the child and this could lead to complications during birth,” he said. Dr. Nyongesa also pointed out that big-baby incidences have risen due to changing lifestyle. “This trend is increasing because of the changing health trends in terms of food, nutrition and lifestyle.” In most Kenyan communities, heavy babies are received with pride¬. Sir Bradley Wiggins took a resounding time trial victory at the Tour of California to move into the race lead on stage three on Tuesday. The Olympic champion powered across the 20.1-kilometre course around Folsom in a sensational time of 23 minutes and 18 seconds to win the stage by 44 seconds over nearest rival Rohan Dennis. Averaging 51.5km/h on a sweltering day, Wiggins quickly got into a rhythm and sent a message to his rivals on the out-and-back course, catching two riders as he motored towards the finish. “I didn’t plan to have taken as much time as that but it was a great course for me and I’d prepared well for it. The 2014 IAAF World Junior Championships which will be held between 22-27 July in Eugene, Oregon, is set to be the biggest ever IAAF event to be held on US soil. The biggest ever World Athletics Series event hosted in US was the 1992 IAAF World Cross Country Championships in Boston where 580 athletes competed. Based on member federations, the biggest event to be held in US was the 1987 IAAF World Indoor Championships in Indianapolis, where 84 nations took part. But this year’s IAAF World Junior Championships is set to surpass the marks after 177 member federations expressed
interest in the championships. A total of 1758 athletes have made provisional entery. The final numbers will marginally differ, but even with the expected drop in figures, this year’s World Junior Championships will still be the biggest IAAF World Athletics Series event in USA. “We couldn’t be more excited for this fantastic event and to welcome our guests from around the world,” said Vin Lananna, president of the local organising committee for the IAAF World Junior Championships. “I know that the entire TrackTown community will do everything in its power to make this an unforgettable experience for both the athletes and fans.”
