Ministry proposes free medicare for poor patients TUESday, May 27, 2014

The trend by many health workers to turn away patients who cannot afford services may soon end if a new Bill drafted by the Ministry of Health becomes law.

The Health Bill 2014 proposes that health staff should attend to emergency cases regardless of whether a patient can pay for the services.

“Any clinician who fails to provide emergency medical treatment while having the ability to do so commits

an offence and is liable upon conviction to a fine not exceeding Sh1 million,” the Bill proposes.

That penalty also includes an option of a one year jail term or both.

The proposal will come as a major boost for patients some of whom have died because doctors failed to attend to them for inability to foot bills.

The Bill also proposes that an emergency medical treatment fund be established so as to cater for “unforeseen situations.”

This means the kitty to be established could foot bills for emergency cases.

The Bill does not, however, mention what happens if health staff down tools.

Nurses and doctors have been turning away patients during strikes.

The Kenya Medical Practitioners and Dentists Union (KMPDU) has, however, described the proposal as unfortunate and now realistic.

KMPDU Secretary General Sultani Matendechero told X News that

implementing the provision is impossible because some doctors are incapable of handling certain situations because of technicalities involved. He said the medics normally refer patients to other hospitals.

He said if passed into law, the Bill will force private hospital owners to close down.

“It is common sense that private hospitals owners have invested in premises and would obviously want to get money back.

Forcing them to treat patients for

free means they will definitely close down,” he said.

He said Kenya is in desperate need of a Bill to guide operations in the sector but disagreed with the manner in which policy makers are carrying out the process.

“The enactment of such a law is behind schedule but policy makers do not want to hear views from other stakeholders. We have decided to sit back and see where it all ends,” he said.

england county mourns worker who died in Kenya Tributes have been flowing in for an English woman who died of malaria while working as a volunteer in Kenya.

Christi Kelly, 21, was taken ill last week but died later in hospital, a charity said.

Her family from Ilfracombe, Devon, say she had all the necessary injections and was taking anti-malaria tablets.

Her mother Carol Kelly said when she last spoke

to her daughter she had been in bed and was feeling unwell.

Mrs Kelly, 41, said: “She was teaching the children dance, she absolutely loved it out there.

“She was living at the orphanage and teaching at the primary school.

She taught dance but she obviously helped out with the cooking and so on.

“We had been speaking to her a lot more because

of all the troubles in Kenya but they were fine..”

Miss Kelly, a former Plymouth university student, was three months into a ten-month placement with Moving Mountains, a trust which improves social conditions in Kenya.

Armed thugs shoot woman in Mathare

Kenya is the second best leading investor on the continent Kenya is one of the continent’s leading investors in terms of development. The country, which is East Africa’s biggest economy, is only second to South Africa in that regard.

Kenyan firms are leading the pack of African companies that are financing new investments in their own countries and in their regions, says a recent report by the African Progress Panel, a research group that collects information about development in the continent.

Army: We know where our girls are

The Nigerian military say they know where more than 200 girls, who were kidnapped by Boko Haram are but they will not attempt a rescue.

Nigeria’s Chief of Defence Staff said it was “good news for the parents,” although he admitted the military would not risk “going there with force.”

The girls were abducted by the murderous gang from their school in northern Nigeria in April.

Sources earlier revealed that a deal to release some of the girls was close but was called off by the government.

An intermediary is said to have met leaders of the Islamist group and visited the place where the girls are being held.

He says an agreement was almost reached to release 50 of the girls in exchange for the release of 100 Boko Haram prisoners.

But the Nigerian government pulled out of the deal after President Goodluck Jonathan attended a conference on the crisis in Paris. The reasons for the withdrawal are unclear.

Nigeria’s government is under pressure to do more to secure the release of the girls.

Thousands of people have died since Boko Haram began a violent campaign against the Nigerian government in 2009 and in the subsequent security crackdown.

Chief of Defence Staff Air Marshal Alex Badeh said on Monday that “the good news for the parents of the girls is that we know where they are” but said he couldn’t reveal the location.

“But where they are held, can we go there with force? We

can’t kill our girls in the name of trying to get them back,” he added.

Mr Badeh was addressing demonstrators who had marched to the Ministry of Defence in Abuja to protest against the government’s response. “Nobody should

come and say the Nigerian military does not know what it’s doing,” he told the crowd.

Judiciary, security chiefs to discuss bail for terrorists Security chiefs and judiciary bosses have agreed to convene a two-day conference to deliberate on how best to handle terror suspects.

The announcement was made yesterday by Chief Justice Willy Mutunga after he and other top judiciary officials held a five hour meeting with security bosses at the Supreme Court building.

Those present at the meeting included Interior Cabinet Secretary Joseph Lenku, Rachel Omamo (Defence), Chief of Kenya Defence Forces Julius Karangi, National Intelligence Service boss Michael Gichangi, and CID director Nde-

gwa Muhoro, among others.

Speaking to the media later, Dr Mutunga said the meeting will aim at forging a common working relationship between the two arms of government in combating terror.

Court gives man Sh0.2m for police torture A man who sued the government over alleged torture by police has been awarded Sh200, 000 in compensation.

Joseph Njuguna Njoroge had sued the government claiming police had arrested and beaten him up alongside three of his friends in Kiambu, thereby violating his right to dignity, freedom and security.

He had sued the Attorney General and Director of Public Prosecutions demanding compensation for the torture.

High Court Judge David Majanja ruled that the arrest was not done in accordance with justice procedures.

He directed that Njoroge be paid Sh200, 000 in damages and the sued parties to pay for costs of the suit.

Njoroge said he met friends for coffee at a hotel in Banana on March 19 in Kiambu. As they walked home at about 9pm, they were arrested.

When they inquired on why the officers were arresting them, Njoroge was beaten up and ordered not to show the officers how to do their work.

165 vetted officers to know fate tomorrow

More than 165 senior officers vetted in March will know their fate tomorrow when their employer releases the results.

The National Police Service Commission today announced that the results will be released tomorrow at CID Training School in South C, Nairobi.

“Vetting results of SACPs and ACPs to be released tomorrow 28 May 2014 at the CID training school, south C,” the commission posted on Twitter.

The function will take place between 8am and 1pm.

Sources at the commission said the panelists have completed compiling the results and officers who are to be affected have been notified.

Sources said the law requires that the interviewees are informed first before the results are made public.

It is expected that up to 20 officers face early retirement because they have attained the age of 55 and above.

Population numbers threaten Vision 2030 goals Kenya will not realise the Vision 2030 goals if the population growth rate is not controlled, the National Council for Population and Development has warned.

NCPD says the current birth rate is a major threat to the

attainment of the vision as the population is likely to outweigh services.

Kenya’s current birth rate stands at 2.9 per cent. NCPD Deputy Director Charles Osiebe says the country will not attain a middle income

economy status by 2013 if the rate is not controlled.

“Due to the inflated birth rate, poverty at the individual level is on the rise,” he said.

He said between 2008- 2012, the economy grew from 0.6 per cent to 5.6 per cent, but

growth in income level has been hampered by high population growth.

He asked all Kenyan couples to give birth to socially and economically manageable families.

Most Kenyan families have an

average of four children but the number rises from six to nine in some rural areas.

The 2008 Kenya Demographic and Health Survey and a preliminary report on the 2009 population and housing census show high fertility

rates among Kenyans.

It is estimated that by 2030, Kenya’s population will hit 77million at the current annual birth rate and experts say the figure will negatively affect service delivery and increase the poverty rate.

US study boosts war on anti-biotics resitance The war against resistance to antibiotics has got a boost following an announcement

by University of Columbia scientists stating that they have identified the molecule that prevents bacteria from forming into biofilms.

Resistance to antibiotics has been attributed to the formation of bacteria into biofilms.

However, the researchers say they found a peptide known as 1018 which can help prevent bacteria from causing

infections that are difficult to cure.

According to the study whose findings were published in the PLOS Pathogens journal last Thursday, the peptide can stop biofilms from forming, or even destroy the strips altogether.

“Our strategy represents a significant advance in the search for new agents that specifically target bacterial biofilms because antibiotics are the most successful medicine on the planet. The lack of effective antibiotics would

lead to profound difficulties with major surgeries, some chemotherapy treatments, transplants, and even minor injuries,” says Bob Hancock, a professor of Microbiology and Immunology at the University.

“Currently there is a severe problem with antibioticresistant organisms as our entire arsenal of antibiotics is gradually losing effectiveness,” he added.

Many bacteria that grow on the skin, lungs, heart and other human tissue surfaces form

biofilms, highly structured communities of bacteria that are responsible for two-thirds of all human infections. There are no approved treatments for biofilm infections and bacteria in biofilms are more resistant to standard antibiotics.

The research comes as hope amid concerns raised by the World Health Organisation over the alarming rate at which diseases were becoming drug resistant.The WHO in a report early this month described the anti-biotic resistant as a global

Cop found hanging from tree at Uhuru Park A police officer attached to the Anti-Stock theft unit in Malti, Garbatula was Tuesday found hanging from a tree at Uhuru Park, Nairobi.

Nairobi Central Police Commander Paul Wanjama said they could not divulge his identity as they had not notified his next of kin.

Police retrieved a police certificate of appointment, a national ID and an ATM card from the officer’s body.

Wanjama said the cause of the officer’s death has not been established but intimated that he could have committed suicide by hanging himself.

“We are yet to investigate the matter fully but we have confirmed that the man is a police officer attached to the Anti-Stock Unit going by documents found in his possession,” he said.

The incident had been reported to the officers by members of the public who discovered the body hanging from a tree early today morning.

Security and welfare of officers is a major concern for Inspector General of Police, David Kimaiyo. Last year Mr Ayub Okinyi, also of the Antistock theft Unit, was gunned down in the city with his sister in law in Nairobi.

Equity clients to enjoy new banking service Equity Bank is set to launch a new banking system that will allow customers to make all transactions on mobile phones.

The Equity Mobile Virtual Network Operator (MVNO) service will take effect in July 2014.

“By linking the account to mobile phones, customers can apply for loans, move money to and from their bank accounts, pay bills and carry out trans-border transactions from their mobile phone,” the bank says.

Every SIM card will act as a debit card and will allow customers to pay for goods by tapping the phones on a platform known as a ‘mobile point of sale terminal’.

“All our account holders will receive a SIM card without any ‘know your customer’ requirement because it’s already done while opening the account,” James Mwangi, Equity Bank’s Chief Executive Officer, James Mwangi, said as he unveiled the MVNO strategy.

The network will also allow for smooth money transfer to all banks across Kenya.

Mobile money transfers will be charged at one per cent of the transaction value. Other services in the local market charge about 16 per cent for similar services.

Instant loans will be available at a maximum rate of two per cent per month instead of the 7.5 per cent per month offered in the market.

Grenadier to set up Sh1bn hotel in upmarket Runda Grenadier Ltd, a local investment company, is set to build a Sh1 billion hotel and retail centre in Runda, Nairobi.

Leather industry under-exploited Cement prices to fall The Export Promotion council has urged Kenya to take advantage of the world’s growing demand for leather products.

The council says livestock farmers can make millions of shillings from the sector.

Other countries in the region, including Ethiopia and Nigeria, have been raking in millions of dollars from the industry. Together with Spain, they account for 32 per cent of the world’s sheepskin leather exports, valued at a total of $572, 639,000 (Sh50.1 billion). They sell to markets such as Italy and China.

Currently the local industry

Both ventures will operate

out of Shanghai’s free trade zone.

In January, China lifted a 13year ban on gaming consoles.

The ban had been imposed due to the adverse effect of gaming on the mental health

of young people for the ban.

Sony’s move comes one month after Microsoft Corporation and BesTV New Media Co Ltd announced the launch Microsoft’s flagship Xbox One games console.

It has been a while since Kenyans heard from Camp Mulla. The hip hop group hit the airwaves with a bang on their premier in 2009 with their first single, Low. They named their musical style “2-5-Flow” or “254Low” (pronounced two five flow), a derivative from Kenya’s calling code + 254.

Their second single, ‘Party don’t stop’ earned them massive airplay on radio and

TV. Kenyans could not get enough of the youngsters after this track.

Camp Mulla got their first public appearance in February 2011 at fellow musician Collo’s Valentine’s Day concert.

What followed were a series of appearances at hip hop events, school concerts and award-shows such as the Chaguo La Teeniez Awards.

The group also performed

at 2012’s first eviction of the big brother Africa show and Tusker Project Fame Season 5 grand finale in 2012 Camp Mulla was the first African artists to be nominated for Best International Act (Africa) award at the 2012 BET Awards.

Their silence has allowed competing bands, like Elani, to flourish.

Catherine Samba-Panza, 60, was sworn in as the interim president of the Central African Republic (CAR) on January 23, 2014 in the midst of a raging civil war in her country.

Samba –Panza was appointed president because of her perceived neutrality in the volatile sectarian scenario in CAR. The former corporate lawyer is facing the hard task of ending the country’s bloody war between Muslim and Christian militias.

Tears of joy flow from a spectacular weeping stone (picture below) you spot on your way to Kakamega in western Kenya.

Nobody knows how long the 40 metre rock has stood there, but the Luhya community have incorporated it into their culture, especially the Isukha sub-community that live around it.

Weeping is often associated with grim news or misfortune, but Joshua Afune Mchinji says the stone’s tears signify joy.

“The cry of the stone has been associated with success from time immemorial.

When the stone cries it is a forecast of good harvest.

It is a cry of happiness that the hard toil has at last borne fruit or success at war,” Mchinji says.

The community believed the stone was the residence of Mulungu, their God and the ancestral spirits and defined the destiny of the people.

That is what makes the area so sacred. Sacrifices known as emisango were held at the foot of the stone and involved the slaughtering of several animals.

“During sacrifices, a huge bull, goats and chicken were slaughtered at the foot of the stone. Women only cooked ugali from millet, but they could not participate in the ceremony unless they were old,” Mchinji says.

Other sacrifices were held in the evening or at dawn.

Adulterous men were barred from the ritual.

“For adulterous men who attended the ceremony, it was believed that meat could get stuck in their throat as a punishment,” he says.

The community believed the stone was their symbol of courage during war with enemies especially the hostile Nandi.

Enjoy the crispy samosa anytime Samosas are an Indian delicacy made of a crispy sheet of refined flour with flavoured stuffing such as ground beef or chicken.

They are generally considered a snack but can also be eaten as meal especially for breakfast—with tea or coffee or juice. Even though they are

small, they are guaranteed to fill the stomach. The secret to a good samosa is the stuffing.

This is what determines its taste and brings out the flavour. The most common stuffing is spiced ground beef but there are also vegetable variants, where potatoes, green grams or peas are used

the inside and the fillings will be undercooked. It should not be rolled too thin; if it is too thin, it will not be able to hold the stuffing.

Samosas can either be prepared by frying or baking.

When frying samosas, the oil is heated first to high temperature and the

samosas are gently dipped into it. The heat is reduced and they are left to cook at low temperatures. This is to ensure that the samosas do not absorb too much oil. They are fished out after attaining a golden-brown colour.

When baked, there is no

much difference in the taste but texture wise, fried samosas are better.

But from a health perspective, baking is preferred because no oil is used.

Baking is usually done at at 1800C for about 30 minutes.

Origi return appeases Amrouche

Harambee Stars coach Adel Amrouche is confident ahead of Friday’s Africa Cup of Nations return leg clash against Comoros after the return of Norway based goal-keeper Arnold Origi.

Malindi, Rachuonyo in ‘Money’ to fight in September Copa provincial finals Malindi United was among teams that booked provincial finals slots after day seven of the Copa Coca Cola tournament.

Malindi, who were beaten to third spot by Gunners FC last year, drew two matches—against Moyeye Academy and Mnarani— but still topped the North Coast group ahead of Tana Boys and Malindi Youth.

Floyd Money Mayweather is set to fight again in September after edging out Marcos Maidana and unifying welterweight titles two weeks ago.

No Wozniacki hang-ups as Rory romps to victory

Rory McIlroy confessed to mixed emotions after pulling off an incredible victory in the BMW PGA Championship at Wentworth on Sunday.

It was the first triumph on European soil for the 25-year-old and it followed a fabulous final-round 66 that saw him overcome a seven-shot final-day deficit to Thomas Bjorn.

McIlroy sprayed the champagne to mark his success but there were no

wild celebrations later, and he later admitted that the low-key celebration was partly due to his split from fiancee Caroline Wozniacki on the eve of the “There are definitely mixed emotions and, given all that’s gone on and starting seven shots behind, I’m sitting here with the trophy wondering how the hell it’s happened,” he said.

Asked to explain how he had managed to put his personal turmoil to one side and pull off the win, McIlroy added: “When I got inside the ropes this week I used it like a release.

“I was just focusing on the job in hand and trying to get the ball round in the

lowest number of shots possible.”

That proved one shot lower than Irishman Shane Lowry with Englishman Luke Donald and Bjorn tied third.

Not only was it McIlroy’s first victory in Europe but his first on the European Tour since November 2012, when he triumphed in the DP World Tour Championship in Dubai.

Kenya will move on without Oliech, says Adel Amrouche Harambee Stars coach Adel Amrouche has banned star striker Dennis Oliech from Friday’s return leg of the 2015 Africa Nations Cup preliminary qualifier against the Comoros in Moroni.

The coach cited indiscipline and an unexplained one-week absence from camp for his decision. Oliech returned to camp yesterday morning.

“There is nobody bigger than the team. I am seeing him for the first time since we played against Comoros. There is no preferential treatment in my tea and he will not simply play,” Amrouche said without mincing words.

“We cannot bend rules just to

accommodate or excite people.

To Amrouche, it doesn’t matter where you play but rather the team spirit and what you bring into the team.”

The AC Ajjacio striker is said to have walked out of camp immediately after first leg contest on Sunday May 18, which Kenya won 1-0.

On whether the player will be recalled for future assignments, the coach said: “I am only focused on Friday’s game I don’t know whether he deserves a place in the team.”

Harambee Stars leave for Moroni tomorrow.

Kenya will need a draw of any kind to advance to the next stage.
