The National Authority for Campaign against Alcohol and Drug Abuse (Nacada) says the taxman was not aware the consignment it auctioned on March 18 at Kilindini harbor would be used to make alcohol. Methanol is mainly used for industrial purposes.

He said products of companies suspected to have used the product will be recalled and their safety for human consumption reviewed before they are sold.

Kenya has the third best graduates in east africa

No job losses in parastatal merger Civil servants in parastatals set to be merged will not lose their jobs, the government has assured.

Agriculture, Livestock and Fisheries Cabinet Secretary Felix Kosgei yesterday said the staff will be re-absorbed once the new bodies are formed.

Speaking after a meeting with CEOs of the parastatals falling under his ministry at his Kilimo House office, Mr Kosgei said the officers will continue serving in the same ranks they were before the merger.

A taskforce formed by the government to advise on the merger has recommended that the state bodies be reduced from 262 currently to 187.

It placed a July 1 deadline for the mergers.

Following a recent report by the Inter-University Council for East Africa (IUCEA), which mentioned that universities have been producing half-baked graduates, it has emerged that Kenyan students are the third best in the region. The country produces more competent students when compared to each of the other four countries that were surveyed.

The study shows that Uganda has the worst record, where at least 63 per cent of graduates have no job market skills. Tanzania comes second where 61 per cent of graduates are not ready for the working world.

Kenya was the third worst with 51 per cent of graduates lacking labour makret competency. Rwanda and Burundi were ranked as the

countries with the highest number of job-ready graduates. On average, at least half of graduates produced by East African universities are half-baked.

The study concluded that graduates lacked employability skills – technical mastery and basic work-related capabilities.

“Employers said most graduates lacked self-confidence, could not express themselves properly and lacked the technical mastery required in the jobs they are seeking,” said Professor Mayunga Nkunya, Secretary to the IUCEA. Kenya’s public universities admitted record numbers of students last year, meaning that employers may have to sift through the riff raff to find competent employees as soon as these scholars graduate.

12 fired as police purge starts Twelve high ranking police officers have been sacked.

The officers, from the ranks of senior assistant commissioner of police and assistant commissioner of police, deemed unfit by the vetting board.

This was revealed yesterday when the vetting panel released the results from the vetting of 166 officers.

The panel recommended that nine others be investigated further before a decision is made on their suitability to serve.

Those found unfit include head of investigations at CID headquarters Samuel Nyabengi, Kajiado county police commander Tito Kilonzi, director of police logistics Stephen Kemei, David Birech of police headquarters and Alexander Munyao of the Kenya Police College.

Others are Peter Muinde of CID Training School, Roba Kailcha, who heads police operations at Dadaab refugee camp, Wilfred Mbithi attached to police operations in Nairobi and Kakamega AP boss Paul Onyango.

The panel cited offences

including drug and human trafficking, rape, bribery, violations of human rights, financial impropriety and engagement in other criminal activities for their

sacking. Former police spokesman Eric Kiraithe, who now heads the airport police unit, is among those whose cases will be probed further. He is in the group

alongside Marsabit county AP commander Washington Ajuog, David Bunei of GSU training school, Pius Barasa of the Inspection section among others. At

the same time, the panel announced the reinstatement of deputy commissioner of police Philip Tuimur whose removal it had earlier recommended. Tuimur

appealed his sacking.

A total of 196 officers have now been vetted and the exercise is now set for the 1, 168 OCPDs and their deputies.

Security for loans set to go in Helb reforms Students who require loans for university education will no longer provide collateral before their applications are processed once the Higher Education Loans Board is converted into a bank.

Education Cabinet Secretary Jacob Kaimenyi said the requirement will lock out thousands of students from poor backgrounds who need to secure funding.

“It will not be a must that you provide collateral before the loan is given,” he said on Thursday after meeting county education boards at the Institute of Curriculum Development in Nairobi.

Kaimenyi has proposed a Bill to have the board converted into bank so that it can respond better to growing demands for loans.

He said interest on the loans will remain low.

Kaimenyi asked Kenyans who owe loans to repay

to ensure the Board helps more young people qualifying for university education. Thousands of graduates have defaulted repaying the loans owed to Helb which are said to stand at more than Sh8 billion.

He has also asked private corporations to help the ministry expand scholarship base for bright but needy students.

He said the government cannot facilitate the achievement of education for all without supplementary efforts without public-private partnerships.

The government invests 6.4 per cent of the Gross Domestic Product annually on education.

The Kenya Commercial Bank and Western Union foundations signed a partnership to provide full secondary school scholarships to poor students. The partnership will bring on board a total of Sh17 million.

Alarm as more boys drop out of school Alarm has been raised over the high number of boys dropping out of schools. A report released yesterday by the Kenya Taxpayers Association indicates that a total of 23, 054 pupils dropped out of school in 2013 alone with boys accounting for 57. 3 per cent of the dropouts. Overall, slightly

over three per cent of boys in schools across the country are reported to have dropped out.

The percentage of dropout for girls stood at 2.5. The study also revealed a higher dropout rate for girls at 16.8 per cent in the upper primary classes four to seven compared to 15 per cent of boys at the same level.

A total of 5, 000 schools were sampled across 23 counties with Taita Taveta leading in the number of drop outs. Elgeyo Marakwet recorded the least incidences of dropouts. The report attributes the high rate of dropouts for boys in Taita Taveta to the mining activities, which lure the boys away from

school. Sustained affirmative action championing girls’ education has also been seen as a contributing factor to the high school dropout rate among boys because more attention is on the girl’s education.

The report recommends that parents take keen interest in the performance of children.

Kirinyaga county reported the highest number of parents following up on their student performance. It performs well in national exams.

Pakistani woman stoned in ‘honour killing’

Just days after a Sudanese court sentenced a woman to death for apostasy, another shocking incident has been reported in Pakistan where a pregnant woman was stoned to death in public by her family members for refusing to marry the groom they had chosen.

Farzana Parveen, 25, was killed because her actions had ‘brought shame to the family’.

She was attacked on her way from her lawyer’s office in the eastern city of Lahore where she was expected to make a declaration that she had married Mohamad Iqbal of her own volition.

Frazana’s father had accused Iqbal of kidnapping his daughter. He was among Farzana’s murderers, who included her brothers and cousins.

One family member made a noose of rough cloth around her neck while her brothers smashed bricks into her skull, said Mushtaq Ahmed, a police official, citing the preliminary report into the killing. She was three months pregnant, he said.

Police officials said Farzana, who came from a village in Punjab, had refused to wed the cousin whom her family had chosen for her, opting instead to elope with a widower, Mohammad Iqbal.

According to an April report by the Human Rights Commission of Pakistan, 869 women in the country were victims of such so-called honour killings last year.

And the activists say the true number may be much higher.

The killings are common in the tribal traditions in Pakistan but are not a part of Islam. Although they’re common in rural areas, Tuesday’s attack in a public area of a big city was unusual and shocking.

Sh1 SMS directory links businesses to clients Two entrepreneurs have created a mobile phone service that allows Kenyans to access information on every business for as little as Sh1.

Dubbed the ‘SMS Directory’, the platform allows any phone owner to send a phrase and receive feedback in 5 to 10 seconds at normal SMS charge. “There is no extra charge,” says Louis Sajero, who developed the concept with a cousin, Wycliffe, three years ago.

By sending an SMS to 0723-

911-910, users instantly access businesses in and around their location and service providers across the country.

“You write what you want and you get instant feedback,” said Sajero. “If you are sick, you just type ‘Ambulance’ and you will get back a list of service providers” Businesses can add names onto the directory’s pre-existing list of 1,000 enterprises at an annual fee of Sh1,000.

For Sh300 a year, they can

pay for a ‘category’ package, which puts them on a list of similar businesses.

The function that puts the product above competition is that businesses in the directory get notifications every time someone sends a query that affects them.

“They receive a person’s number and can to follow up on the inquiry,” said Sajero.

At the end of the month, businesses are invoiced Sh2 per notification.

One of the biggest challenges

the duo face is lack of exposure. While their business will make Sh1million once all clients clear bills, Wycliffe and Sajero have experienced difficulties tracing people to work with.

“People don’t know that we exist, that their phones are powerful, that they can save money by using our directory,” says Sajero.

He believes his product, which is still in the pilot stages, will eventually change the way people lead lives.

With about 6,500 ICT jobs created every year, Dalberg says realising the full potential of digital jobs requires investment across the demand and supply chain.

Olande’s friend would give him sack of charcoal on credit and he would pay him back after selling it.

One sack of charcoal costs Sh1,500 in parts of Athi River. From the sack, Olande gets up to 50 tins of

charcoal which he sells at Sh50 each. He can sell 20 to 25 tins in a day giving a return of Sh500. One sack of charcoal can last two days, and by then he would have sold at least 50 tins, making Sh2,500, which is a profit of Sh1,000 every two days or so. In a week, he can make about Sh7,000.

Also the subletting period should not be more than 6 month although this can be extended or renewed by the landlord for a further three months.

Section 28 of the Rent Restriction Act says: “The tenant of any dwelling house may, with the consent in writing of the landlord, be allowed to sublet his or her

housing unit”. The Act states that the landlord cannot refuse to let the tenant sublet the unit unless they have a reasonable reason to do so.

“Public sector housing development is characterized by subletting as in the case of Pumwani, each unit has three rooms plus a kitchen,” explains Karanja. “The demand for rental accommodation has made the units extremely competitive in the rental housing market.”

Karanja says that residents have taken advantage of this situation to earn an extra income by sub-letting. As many as 64 per cent of the tenants in the area were found to be subtenants who rented single rooms, charging no less than Sh1,000 a month.

The scholarshiops, worth Sh17 million, will cater for tuition fees, school uniform, learning materials and as a mentorship program over fours for the beneficiaries.

The programme, dubbed ‘Education for Better’, hopes to help more disadvantaged

students complete their secondary education. Thousands of students in Kenya drop out of school every year due to a lack of funds.

In East Africa, there were 4.6 million children out of school, says a survey by the Education for All Global Monitoring Report. While this is a reduction from 12.5 million 15 years ago, the Report notes that some people barely make it into secondary school with only 47 per

cent of students getting past class four. “Western Union’s program recognizes that one of the main reasons our consumers send money is for education,” Richard Malcolm, Regional Vice President for Western Union in Southern and East Africa, said. He was speaking during the signing ceremony on Wednesday.

“Our goal is to support education by facilitating access to quality secondary school education for all students

thus promoting financial literacy for greater financial inclusion.”

The KCB Foundation chairperson, Catherine Kola, said the partnership with Western Union Foundation is necessary to help meet demand for scholarships.

“Through this partnership an additional 40 students will benefit from the KCB Foundation scholarship programme from this year,” Kola said.

Nairobi to get Sh0.5bn road network upgrade All of Nairobi’s major roads will soon be connected in a move aimed at easing congestion in Africa’s most expensive city, City Hall has announced.

As part of a Sh500 million development plan, the Nairobi County Government is looking to ease traffic jams within the Central Business District (CBD).

Nairobi, which is famous for having the fourth most frustrating traffic jams in Africa, loses over Sh50 million per day in terms of productivity, fuel consumption and pollution, to traffic congestion, says a survey by the International Business Machines Corporation (IBM). Commuters lose up to an hour or more stuck in traffic. The move could help cut that time o mere minutes.

Dubbed the Nairobi Integrated Urban Development Master Plan (NIUPLAN), the initiative is still a proposal, awaiting approval from City Hall’s Executive Committee.

Speaking on Tuesday, Land, Physical Planning and Housing Executive, Tom Odongo, expressed confidence in the idea, stating that it would help move offices away from the CBD. “What the master plan has done is to create growth nodes that will now take office activities that do not need to be located in the CBD,” he explained. “There are so many businesses that do not need city centre locations, they would be able to pick locations in those growth nodes and then also dispersing employment into various areas.”

XN: How many hours do you work in a day?

Croatia spying on Cameroon Croatia boss Niko Kovac said he has had to hold training sessions behind closed doors due to a Cameroon spy -- but revealed he has spies of his own watching their Group A rivals. During the Croatian national team’s training camp in Bad Tatzmannsdorf in Austria on Tuesday, a man was pictured in local media closely following the players

and writing observations in his notebook.

The matter was reportedly initially dismissed as an isolated incident, but there was a repeat on Wednesday as a man was seen filming and making observations on Croatia’s preparations. Local police were alerted but were unable to eject the German national as the training

ground is a public space.

Kovac said in “Now you understand why we’re closing our training sessions [to the public]. The man in question is probably from the Cameroon’s national team as their manager is German.”

However, he added: “We also have our men with them [in their camp] so we’re even -it’s 1-1.” Cameroon have said

their primary objective is to emerge from the challenging Group A which also has hosts Brazil and Mexico. The West Africans are hoping the tropical conditions in Manaus would help the Indomitable Lions secure victory over Croatia. “We want to make it out of the group, otherwise going there would be pointless,” said Weiss.

Rise of tiki-taka football

On February 1, Spain mourned the death of Luis Aragonés. The man who had put the smile back on to the face of Spanish football had finally lost his battle with leukaemia.

Apart from the 1992 Olympics in Barcelona, Spain were without a title to their name since winning the European title in 1964. They were perceived as the world’s greatest footballing underachievers.

Benedikt Howedes and Julian Draxler were both back in training on Wednesday morning just hours after being involved in a car accident during a Mercedes film shoot. Formula One driver Nico Rosberg was also involved in the incident near their World Cup training base on Tuesday which left two people in hospital.

“I am shocked by the accident,’ said Rosberg, who leads the Formula One World Championship after winning Sunday’s Monaco Grand Prix.

two people who were injured and I wish them a fast recovery.’ Rosberg, Wehrlein, Draxler and Howedes were not injured in the accident.

“We cannot offer any statement concerning the severity of injuries, as both injured parties are currently undergoing treatment. Pascal Wehrlein was uninjured in the accident.

“We deeply regret this accident and send wishes of

quick recovery to the injured.

We will work in full cooperation with the authorities in determining the exact circumstances of the accident.”

Germany manager Oliver Bierhoff said in a statement: ‘During a driving event of our partner Mercedes-Benz there was a serious accident,’ “We regret to say that two people were injured and treated on the spot before being taken to hospital.”

Cold hand for world beaters THURSday, MAY 29, 2014

Kenya was ranked third in the race for the golden baton won by Americans while Jamaica came second at the inaugural World Relays championships held in Nassau, Bahamas.

More than half of the Kenyan team flew back on Tuesday night to a rather cold reception at the Jomo Kenyatta International Airport.

There were no government official to receive the team and an angry Athletics Kenya deputy president David Okeyo asked the Ministry of Sports in particular to support the team.

“The government has to stop the kind of games they have been playing. A team of world beaters and record breakers arriving but not even a single official in sight. This is very shameful,” said Okeyo.

Kenya managed two world records of 14:22.22 in men’s 4x1500m final. The

team comprised Collins Cheboi, Silas Kiplagat, James Magut and Asbel Kiprop.

On Saturday, Kenya’s women’s 4x1500m quartet improved the world record by more than half a minute to 16:33.58. The team comprised Mercy Cherono, Faith Kipyegon, Irene Jelagat and Hellen Obiri.

Okeyo, who treated the athletes to a breakfast at his Riadha House office assured them of the federation’s support a they embark on ways of attracting the government backing.

“We shall come up with a detailed budget to send to the government. This is in regard to helping us in training and preparing sprints athletes, the expenses are quite high,” he said.

Okeyo said the federation will shift to preparing two teams for the Commonwealth Game and Africa Championships.

Pochettino must take Spurs to Champions League, says owner Mauricio Pochettino signed a five-year deal to take over as Tottenham boss – and was immediately told to get the team into the Champions League.

Chairman Daniel Levy has declared that the club expects to challenge for the top four.

Malcolm Glazer, the owner of Manchester United and the US National Football League (NFL) franchise Tampa Bay Buccaneers, died yesterday aged 85.

His death was announced by the Buccaneers but the team did not say where he died or the cause of his death.

Mr. Glazer’s failing health started in April 2006 when a pair of strokes left him with impaired speech and limited mobility in his right arm and leg.

The reclusive Palm Beach businessman’s family has, however, not revealed the cause of his death but the family will go on in running his football and soccer franchises.

The Buccaneers said yesterday that Mr Glazer’s wife, Linda, along with their five sons and daughter, would continue family ownership under a longestablished estate succession plan.
