IEBC chiefs petition in House From Page 1 “He also prays that this House recommends to the President to form a tribunal for their removal. I, therefore, direct the Justice and Legal Affairs committee to deliberate on the petition and file its report on or before June 10, 2014,” Muturi said as he introduced the petition.

The Committee is supposed to investigate whether the grounds raised in the petition are sufficient to warrant the disbandment of the electoral body.

The committee chaired by Ainabkoi MP Samuel Chepkonga will scrutinise the petition within 14 days and file a report.

The whole House will then debate the report’s findings and pass a resolution within 10 days of receiving the document.

If the committee finds the grounds raised by the petitioner as sufficient, MPs can pass a resolution to remove the commissioners. But if MPs find the reasons as insufficient, they will

recommend for its dismissal.

House Majority Leader Aden Duale urged the committee to be fair and objective in its investigations.

Buke had used Suba MP John Mbadi to hand in the petition to the Speaker moments before Parliament went on recess last month.

The MPs resumed sittings on

Tuesday.

Parliamentary Standing orders require that the Speaker reports on any petition brought before the House other than those filed by MPs. Apart from Hassan, Buke also wants other commissioners, including vice chair Lillian Mahii Zaja, dismissed.

‘White Widow’ not spotted in Lamu, says police boss

Police have dismissed claims that a white woman seen trying to cross into Somalia could have been Samantha Lewthwaite, otherwise known as the ‘White Widow’.

A foreign woman reportedly paid two Kenyan policemen to escort her in a rented four-wheel-drive car from Lamu to the border where she tried to pass through Kenyan Immigration officials into Somalia.

Police have, however, denied that the woman matched any description of Lewthwaite. The ‘White Widow’ has been on the run since 2011 when she fled Kenya after police uncovered a terror cell she allegedly ran in Mombasa.

Lamu police commander Leonard Omollo told the AFP news agency that the woman had been identified as a Spanish tourist who had since returned. “These are wild allegations, which are not true,” Omollo told AFP, saying the escorted woman had been identified as a Spanish tourist.

“This lady was a visiting tourist from Spain and she has since returned home,” he said.

Lewthwaite, 30, is the widow of Germaine Lindsay, one of four Islamist suicide bombers who attacked the London transport network on July 7, 2005, killing 52 people.

She has been linked to Somalia’s Al Qaeda-linked Shabab network which has launched a string of attacks in Kenya, including last September’s assault on Nairobi’s Westgate shopping mall.

An Administration Police officer was yesterday morning found dead in his house at the Utawala AP camp in Nairobi.

Police suspect that Edison Kipyegon, 42, committed suicide three days ago. His official gun, a Ceska, was found next to his body.

The firearm was loaded with 14 rounds of ammunition when police found it. Kipyegon is also said to have switched off his mobile phone a day before he is suspected to have committed suicide.

his year, the World Cup scores will be predicted by pandas, Chinese Authorities have said.

The team of baby pandas will aim to outdo Paul the Octopus, the famous football fortune-teller who successfully predicted the outcome of eight matches by choosing from a set of two boxes bearing the flags of competing nations. He died in 2010.

The pandas will predict match winners by picking food from a selection of baskets and climbing trees at China’s panda breeding base in the south-western province of Sichuan.

China hopes the pandas will be able to match the worldwide

fame achieved by Paul, the late German octopus, who correctly predicted the results of several 2010 World Cup games using its tentacles.

The pandas, aged between one and two years old will select food from three bamboo baskets representing either a win, a loss or a draw during the football matches’ group stages.

For the knock-out rounds, the animals will select winners by climbing trees marked with the national flags of competing nations.

With the World Cup just days away, the pandas will have to make accurate assessments in order to beat Paul.

National Police Service Commission chairman Johnstone Kavuludi says the decision of the vetting panel is final and that officers whose vetting is unsuccessful should not wait for official dismissal letters to leave the service.

He was alluding to a case of a county commander alleged to have refused to leave after he failed the vetting test. Instead, the officer is reported to be giving orders to his juniors and threatening them of dire consequences if they disobey “for he was still in charge.”

“The commission’s decision is final and binding and anyone

whose results are unsuccessful should vacate immediately,” he said yesterday at the Kenya School of Monetary Studies during a sensitization forum for OCPDs and their deputies who are set to be vetted beginning this month.

Mr Kavuludi who also chairs the vetting panel said the process is conducted in a fair and transparent manner based on set criteria.

Last week, the panel declared 12 offices unfit to serve when it released the results for the vetting of some 166 officers of the ranks of senior assistant police commissioner and assistant police commissioner.

Among those sacked is the head of investigations at the Criminal Investigations Department headquarters

Samuel Nyabengi, Kajiado County police commander Tito Kilonzi, deputy director of police logistics Stephen Kemei, head of police operations at Dadaab refugee camp Roba Kalicha, David Birechi (police headquarters), Alexander Munyao (Kenya Police College) and Sharif Abdalla (Nyeri).

Others who were also sent packing are Joseph Musyoki of Administration Police headquarters, Peter Muinde of CID Training School, Emanuel Kenga Karisa (Vihiga County Police), Wilfred Mbithi (operations Nairobi) and Paul Onyango (Kakamega AP). The panel cited drug and human trafficking, bribery and abuse of human rights as some of the reasons for their sacking.

Protesters challenge ban on marches for abducted girls Protesters have challenged in court a ban by Nigerian police on demonstrations calling for the safe return of the 200 girls kidnapped by Islamist group Boko Haram.

“We shall be accompanying our lawyers to the court

where we hope to obtain an immediate restraint on this unconstitutional, undemocratic and repressive act,” the protesters spokesman said.

Organisers of the protests, Oby Ezekwesili and Hadiza Bala Usman, said their

marches have been peaceful and they cannot see why they are now prohibited. They cancelled yesterday’s march and accompanied their lawyers to court seeking to overturn the ban. Nigerian police had on Monday banned any more

protests in the capital Abuja regarding the campaign to get the girls back, saying they could be targeted by terrorists.

The girls were abducted from the remote north eastern village of Chibok, near the

Cameroon border, on April 14. The move by the police was however seen as tactic to save the government face as most of the anger by the protesters was directed at it for its failure to protect the girls who hail from the neglected

northern part of the country.

Nigerian authorities say they face a dilemma in that they risk getting the girls killed if they try to free them, or encouraging more abductions if they give in to the terrorists and do a deal.

UK warns of more attacks The British government has warned of “imminent attacks” in a revised travel advisory on Kenya.

The government says “further attacks are likely” in parts of Nairobi, Coast and areas within 60 kilometres of the Somali-Kenya border.

“Attacks could be indiscriminate in places frequented by foreigners, including hotels,

bars, restaurants, sports bars and nightclubs, sporting events, supermarkets, shopping centres, beaches, buses, trains and transport hubs. Be particularly vigilant in the areas,” the advisory posted on the Foreign Commonwealth Office (FCO) website stated.

The warning is a repeat of a May 14 announcement with emphasis on imminent

attacks the only difference.

The advisory particularly warned travelers from UK against going to Eastleigh and low income areas of Nairobi, including townships and slums. A similar warning last month led to mass cancellation of hotel bookings by tourists at the coast as many travellers trooped back home.

“If you’re currently in an area

to which the FCO advise against all but essential travel, you should consider whether you have an essential reason to remain. If not, you should leave the area,” the advisory cautioned.

Varsities finally settle Sh3.7b pay arrears for staff University managers have finally honoured an agreement signed with the teaching and non-teaching staff by paying Sh3.7 billion staff salaries arrears.

Secretary General of the Kenya University Staff Union Charles Mukhwaya said the vice chancellors have paid the cash to offset salaries and house allowance.

The union had threatened to go on strike to demand for the cash which they claimed the managers had refused to remit even after signing an agreement in March that committed them to do so.

Teaching and non-teaching staff of the universities went on strike in March this year to demand Sh3.7 billion

which was allegedly diverted to other projects by the institutions. The money was part of a Sh7 billion collective bargaining agreement signed in 2012.

But after 21 days of strike, a deal was signed in which the universities agreed to pay. But the staff last month threatened to stage another strike claiming they had not been paid for three months since the agreement was signed. But on Wednesday, Mukhwaya urged all the 25, 000 members not to down tools saying the money had been wired to their accounts. “Since they have already honoured the duly signed agreement, we are calling on our members to continue with normal duty,” he said.

The bombers also attacked the US Embassy in Dar es Salaam, Tanzania, on the same day.

In recent months, there has been a spate of small-scale grenade, bomb and armed attacks especially in Eastleigh area, Mombasa, and North Eastern Province.

“Further attacks are likely,” the warning claims.

House-help dies in Umoja fire incident

A 25-year-old house-girl was on Tuesday night killed in a fire incident that also left members of a family of four with serious burns at Umoja Two area, in Nairobi.

Police say they suspect a leaking gas cylinder may have exploded, setting the house on fire.

The blaze trapped members of the family before locals rescued the survivors. Nairobi police boss Benson Kibue said the four were taken to the Kenyatta National Hospital in serious condition.

Elsewhere, a man was injured this morning at Bombolulu, in Nairobi’s Kibera slum when fire razed 20 structures. The fire left about 20 families homeless.

Another fire incident was reported at Karen County market which burned down several structures.

Tension in Migingo as Ugandans invade isles Fresh tension has gripped the disputed island of Migingo in Migori County even as more Ugandans are said to be encroaching on other Kenyan islands of Ugingo, Ringiti and Pemba in Homabay County.

Fishermen in Migingo have reported fresh harassment by people believed to be

Ugandans who are confiscating their fishing nets and boats , and demanding money.

This comes amid claims that Ugandan police officers are now fully in control of the disputed Migingo Island where they are also harassing Kenyans.

“Only three days ago, they

incited their people to attack Kenyans while they provided them with security,” Migingo Beach Management Unit chairman John Obunge said.

He said a Kenyan police officer who had tried to intervene was also seriously injured during the altercation.

Review of schools curricula underway A general review of schools curricula began today at the Kenya Institute of Curriculum Development.

Stakeholders met this morning for a briefing on the data gathering tools which will be used in the assessment.

“Needs assessment will provide the data that will reveal the status of education and give insights into the curriculum reforms,” the KICD director, Lydia Nzomo (pictured above), said.

“The process is participatory and the public will be required to give their input on the views to be incorporated,” The review will also determine appropriate subjects, suitable competencies, appropriate assessment modes, preferred topics, suitable pedagogical approaches and learning experiences.

Education Cabinet Secretary Jacob Kaimenyi said the review will identify appropriate resources, talents to be nurtured, preferred structure of education and challenges which impede effective implementation of the curriculum in line with vision 2030.

The review was last done in 2002 despite the fact that it is supposed to be done after every five years with stakeholders attributing the failure to lack of funds.

DigiTrack wants to employ sales, marketing officers

The baker has asked KCB for Sh1billion loan to fund the expansion of its milling plant in Thika.

“We are in talks with KCB for the financing of the project and are optimistic the transaction will be sealed by the end of next month,” said Kenblest Group Chief Operations Officer Neel Shah.

KCB has given Kenblest Sh180 million advance to buy a new fleet of vehicles.

The site for the new plant is being developed as the company awaits the loan balance.

Kenblest is the biggest bread maker in Kenya and produces close to 330,000 loaves a day.

Its produces 200 tonnes of milled wheat and maize over the period. The new plant will help the company increase the production capacity to 300 tonnes a day. This means the company will be

forced to recruit more staff.

“This is a huge investment and is in line with our expansion plans as we seek to diversify our product portfolio by the end of the year to boost our sales volume,” said Shah.

The announcement follows plans by Mini Bakeries, the maker of Supa Loaf bread, to construct a Sh3.5 billion residential estate in Kiambu. The project is part of the company’s goal of reducing over-reliance on revenue from bread sales.

Eurozone inflation dips to 0.7per cent The Eurozone inflation has fallen again, this time to 0.5 in May from 0.7 per cent in April.

The European Central Bank’s (ECB) inflation target was two per cent.

This means the bank will be expected to take steps to boost growth and counter deflation threats.

Inflation can slow down growth as consumers delay purchases in the hope of benefitting from price drops. Businesses also postpone investment ventures which subsequently affect the rate of unemployment.

The high levels of unemployment means consumer spending has been weak over a prolonged period.

The dip makes it difficult for businesses to raise prices even after costs rise.

Instead of sending a message with the account number one was seeking information on to 5551, the power supplier released a new short code 95551.

But the change appeared to have done something to the system because unlike before, queries irregularly get feedback, as per several tests by X News.

On contacting Kenya Power’s customer care via phone call to 95551, the respondent agreed that the SMS query seldom works. When it works, it may end up giving wrong information.

Going by confirmation by the customer care assistant, the 95551 service was initiated to help register clients so that “they can receive bills on SMS on time.”

Luckily for Kenya Power, clients can view bills any time through the online contact centre (contactcentre.kplc.co.ke/ KEIOPEN/) which works like a charm. All you are required to do is enter the account number into a textbox, press submit and in a flash, the balance is displayed.

The only stain is that there are no security stops. Anyone with your account number can get information on what you owe Kenya Power. They also indicate the time you should have paid up.

“I started on a small scale with about 20 traditional bee hives,” she said, noting that she currently works with a group that has a total of 900 hives. Margaret currently processes and packs honey under Jjllima Holdings Limited.

The movie “Sanctum” is the best demonstration of just how perilous cave diving is.

The movie was inspired by a true strory of the 1988 Nullarbor cave expedition in which a15-man documentary film crew was trapped by a rockslide 80 metres underground.

Colombia’s star striker Radamel Falcao is officially out of the 2014 World Cup as his team submitted their final 23-man squad without his name.

Coach Jose Pekerman made the announcement at a news conference on Tuesday from the team’s training facility in Buenos Aires, Argentina, dealing a serious blow to their chances at the tournament.

Falcao’s presence had been in doubt ever since he underwent knee surgery in January after a Coupe de France game with his club, Monaco. But Colombians had been hoping for a miracle recovery in time for the World Cup as Falcao posted photos of himself on social media taking nine-kilometre (six-mile) runs.

“We can say to all of Colombia that he did more than was within his power to play,” said Pekerman. “He deserved the right for us to wait and keep the hope alive.”

The 28-year-old said that as he lacks match fitness, “the smartest thing to do” is to stay on the sidelines. He said he still plans to travel to Brazil to cheer on his teammates.

“I had great hope to play but, well, one has to support the team from outside and wish it the best,” Falcao said.

Falcao’s nine goals in the South American qualifiers paved the way for Colombia’s return to the World Cup for the first time since 1998. The team make their debut in Group C on June 14 in Belo Horizonte against Greece.

Colombia was a favorite to win the group, which includes Japan, Greece and Ivory Coast.

Liberia over two decades, the country never advanced beyond the qualifying rounds.

Brazil has a long history of success in the tournament. They’re the only country to have played in every World Cup and they’ve won the trophy five times.

They’re an experienced bunch that features talent in every position, and this will likely be the last run for players such as Andres Iniesta and Xavi.

Argentina:

Lionel Messi, one of the top three players in the world, will be looking to put his underwhelming season with Barcelona behind him. He’ll attempt to carry Argentina to its first World Cup title win in nearly three decades.

The team did not perform up to

standards in their previous World Cup showing, with much of that due to former manager Diego Maradona and his unorthodox tactics.

Germany:

With one of the best managers in the world, Joachim Loew, calling the shots, German boasts an excellent mix of young talent and experienced veterans.

From top to bottom, the Germans have very few weaknesses that can be exploited. The main question mark

surrounds the health of their stars.

Italy:

This country has a history of success in the tournament. They’ve won it four times, and reached the semi-finals six times in the last 11 appearances.

The Italians have a few superstars who can carry them through, but they lack depth which may hurt them. . Belgium, Uruguay, Colombia, France and Netherlands complete the top ten rankings, Nigeria is the best ranked team at 17th.

Kenyan soccer teams to inherit EPL merchandise More than 26 Kenyan teams will benefit from sports equipment the English Football Association in a continued partnership with Alive and Kicking Kenya.

The eight-year deal which also involves members of the Royal Air Force has been running since 2006. The Taking Football Top Africa and Beyond Charitable appeal is run by Wing Commercial Neil Hope, a member of the English Football Association.

National Special Olympics Games qualifiers moved to August 12-13 The national championships which will be used to pick a team for the World Summer Games in Los Angeles, USA, will be held on August 12-13.

The competition was initially expected to be held on June 26-27 in Machakos. The venue remains unchanged.

Special Olympics Kenya (SOK) Sports Manager Susan Masila says they have extended the date so that regions can make adequate preparations.

Masila said regional championships that

will pick athletes to participate at the national level will be held simultaneously on August 9-10.

Those selected will travel to Machakos a day later. Masila spoke on Tuesday during the launch of Friends of Special Olympics Kenya (FOSOK) at Impala Club in Nairobi.

The organisation manages sports for intellectually challenged athletes.

Kenya is expected to send 60 athletes and 15 officials to the 14th Special World

Summer Games set for July 25-August 2 next year. Kenya will participate in football, athletics, swimming, half-marathon, basketball and handball.

Kenya won 21 gold, 13 silver and one bronze at the last Special Olympics World Summer Games held in Athens, Greece.
