Poachers funding terror in E. Africa THURSday, JUNE 26, 2014

The International Police Organisation (Interpol) has warned of a possible link between poaching, illegal charcoal trade and terror groups.

In a report released on Tuesday in Nairobi, Interpol says governments have not done enough to combat environmental crimes which are worth an estimated $213 billion, or about Sh18,689,948,668,450, each year.

“Money made through illegal

logging, poaching, fisheries, mining and the dumping of toxic waste is being used to fund militia, and terrorist and criminal groups,” the Environmental Crime Crisis report says.

“Transnational criminal organisations are making immense profits by exploiting our natural resources to fuel their illicit activities,” said Interpol’s Executive Director of Police Services, Jean-Michel Louboutin.

Countries have been urged to adopt a coordinated approach to crime fighting, tighter laws, certification schemes and awareness campaigns to target the end market which is

mainly Asia.

The report said criminals “from other sectors” were being attracted to environmental crime because of “a combination of high profits and low probability of getting caught and convicted.

Louboutin called for a dedicated and concerted international effort so as to effectively combat the crimes which are a threat to global security.

It’s estimated the illegal charcoal trade in East, Central and West Africa generates up to Sh765 billion in net profit each year.

And that is expected to swell as

demand for charcoal rises over the next 30 years, with a predicted surge in the population of sub-Saharan Africa by one billion people by 2050, the report said.

Kenya has particularly been a victim of terror activities in the recent past with more than 100 people killed over the last six months alone in terror-related activities.

Terrorist are suspected to be radicalising poor youth whom they use to hurl grenades and other improvised explosive devices at innocent civilians like was witnessed in Gikomba in May. At least 12 people died in the incident.

The report says militiamen often impose tax on the illegal cargo at various roadblocks.

It cited one roadblock case, the militia were found to be making Sh1.53 billion each year from charcoal-related traffic in Somalia’s Badhadhe district.

The proceeds help terrorists buy advanced weapons for their activities.

“The scale of finance from charcoal enables non-state armed groups to purchase advanced arms, undertake larger and more complicated military training,” the report said.

Mathare gangs rebrand as youth groups to gain legitimacy

Russia offers anti-terror training for cops

Gangs in Nairobi’s Mathare slum are attempting to reform as they struggle to survive in an environment that offers limited opportunities for young men. A study by Anthropologist, Naomi Van Stapele reveals that men living in Mathare tend to have less social and economic opportunities than their female counterparts.

This trend is partly because NGOs focus primarily on empowering women instead of men. Van Stapele, who has worked in Mathare for more than 20 years, says young men join gangs to survive and strengthen their sense of identity and shared brotherhood.

The gangs’ sources of income

Russia has offered to train Kenyan police in counter-terrorism. Deputy Foreign Affairs Minister Gennady Gatilov told President Uhuru Kenyatta that Russia will provide 25 scholarships for the police officers.

“Russia has also suffered terror attacks and this gave us the impetus to scale up our expertise and technological capacity to deal with the evil,” Gatilov said when he met President Kenyatta at State House yesterday.

Uhuru welcomed the support saying it will help Kenya’s anti-terrorism war.

More on ARVs as State revises treatment rules More Kenyans living with HIV will now get access to antiretroviral (ARV) drugs, Health Cabinet Secretary James Macharia has said.

Speaking during the launch the Kenya Aids Indicator Survey (KAIS) Final Report and the New HIV Treatment Guidelines Wednesday, Macharia said infected people with a CD4 count of 500 will now access the drugs after the government reviewed treatment guidelines. This means an additional 214, 000 HIV patients will not join the ARV therapy. Earlier, only those whose CD4 count had reached 350 were allowed access to the drugs because they were considered weaker. CD4 count is the number of white blood cells that are still active and can defend the body against disease invasion. “The new guidelines will make HIV patients live longer and reduce their chances of

transmitting the disease to others,” Mr Macharia said.

The new guidelines also allow pregnant and breastfeeding mothers manage the virus and continue taking the drug after delivery despite the count of the CD4 cells.

The KAIS report says one person in every 200 Kenyans aged between 15 and 64 are infected every year, amounting to 106,000 infections annually.

At present, 1.2 million adults between the age of 15 and 64 are living with HIV. This translates to 5.6 per cent.

Despite the new infections, there is a decline of the number of those infected.

The study says in 2007 there were 1.4million against the current 1.2 million. The Ministry said 85 per cent of those aware that they are infected and qualify for the drugs are on therapy. In 2013, WHO recommended an increase in the number of those qualifying for ARVs.

Celebrities petition David Cameron over UK government policy on drugs More than 90 celebrities, politicians, lawyers and health experts have petitioned UK Prime Minister David Cameron to review the government’s policy on illegal drugs.

They want a change in the

law so drug possession is no longer a crime.

The call comes as part of a global day of action against the so-called “war on drugs” and protests are planned to take place in 100 cities on Thursday.The signatories

of the letter include groups involved in law enforcement, such as the Prison Governors Association and the National Black Police Association.

UK comedian Russell Brand, musician Sting, author Will Self and Sir Richard Branson

are among those who have signed the letter, which was drafted by the drug charity, Release.

Protests are planned in several cities including Paris, Warsaw, Mexico City and Rome. A public gathering

is expected in London later today. The petitioners say use of legal sanctions for drug possession has led to the “unnecessary criminalisation” of more than 1.5 million people in the last 15 years. They say

evidence from Australia, Czech Republic and Portugal shows that health problems linked to drugs are “dramatically” reduced when users are given medical support rather than being prosecuted.

Mututho wants brewers of illegal drinks hanged Brewers of illegals drinks could soon face death sentences if proposals by the anti-drugs authority are adopted.

The National Authority for the Campaign Against Alcohol and Drugs Abuse (Nacada) chairman John Mututho in proposed amendments to the Alcohol Drink Control Act 2010 wants death sentence incorporated so as to act as deterrence. He says the move will help reduce the number of deaths caused by consumption of illegal liquor.

“There are major proposals which we will come to discuss in a matter of days and we would not like to see Kenya go the way of America and other countries,” Mututho told a stakeholders’ meeting and the Senate Committee on Administration and Justice on Wednesday. More than 90 people died across the country after drinking illicit brews in the last month. The deaths have pushed Nacada into tightening regulations against alcohol abuse.

Mututho said the authority will also roll out major programmes aimed at reducing the number of drug addicts.

“We are not going to take it very kindly for people who walk scot free in the issue of alcohol and drug abuse,” he said. He said the Kenya Bureau of Standards (KEBS) has developed a software to help consumers tell whether they are drinking safe alcohol.

“There is a number on the bottle and you just punch and the central data will tell you automatically that this is a good drink and the date of manufacture. But you must be careful because contents can be changed,” he warned.

PSVs’ July 1 deadline switch to cashless system stalls The plan to introduce cashless payment of bus fare is yet to pick up even as the July 1 deadline imposed by the National Transport and Safety Authority (NTSA) approaches. A spot check on the compliance with the new requirement revealed that most commuters are yet to embrace the idea.

Buses which had gone cashless in fare collection have been forced to accept cash payment in order to attract conservative trvellers.

“We are used to cash and the fact that at times we pay even Sh10 to where we want to go is not something we want to run away from,” said a commuter at the CBD today.

“It will take time for people to accept the cashless regime,” he said.

“July 1 is here and we even don’t have the cards, how do you expect the transition to occur?” another commuter posed.

The Matatu Owners Association (MOA) and Matatu Welfare Association (MWA) introduced the system as they sought to protect passengers from theft which they claim may be draining a third of commuters’ revenue.

Operators say more than 2000 cards have been issued.

Companies such as Compliant MOA introduced the system but later resumed cash payment as commuters shied away from their vehicles.

Nyayo Highrise suffocates in putrid sewage stench Residents of Nyayo High Rise live with their hands on their noses due to the pungent odour from the estate’s sewers.

The whole residential area is almost always engulfed in the rancid smell of sewage odour that lasts many hours, especially when it rains.

Residents say this has been happening for years now but no action has been taken to rectify the anomaly.

They blame the situation on negligence of Nairobi Water and Sewerage Company and the City County of Nairobi.

“This estate is a good place but the swage problem makes it unconducive and appalling,” said Norman Maingi.

He said that even when it drizzles the estate reeks so much making it is hard even to breathe.

This means the residents dread

rainy days because all they take in is foul air, which poses serious health risks for them.

Doctor Paul Murithi of Mathare Hospital says constant inhalation of this foul air is unhealthy.

“Asthmatic individuals can easily get attacks in such an environment because of minimal oxygen around them,”he said.

He also said that one can

contract bronchiospasms, allergy attacks and it can trigger rhinitis, an inflammation of the inner lining of the nose that is characterised by a runny nose, nasal itching, nasal congestion and sneezing.

Bronchospasm is an abnormal contraction of the smooth muscle of the bronchi which leads to an acute narrowing and obstruction of the

respiratory airway because of inflammation of the lung lining. A cough with perpetual wheezing usually indicates this condition.

It can lead to asthma if not treated well.

Nyayo Highrise is not the only estate with a sewerage problem.

Kiraitu tells miraa farmers to grow other cash crops Miraa farmers have been advised to grow alternative cash crops as leaders explore new markets for their endangered product.

A ban imposed on miraa by the British Government came into effect early this week leaving Somalia and Yemen as the only importers of the product.

Meru Senator Kiraitu Murungi and area women’s representative Florence Kajuju have told the farmers to start growing other crops for money now that the ban has finally come into effect and that any hopes of a positive outcome from an appeal appear faint.

“It is time we embrace other crops such as beans, yams and potatoes which have ready market,” Mr Murungi told the farmers in Maua on Wednesday.

Mr Murungi, however, urged the farmers to fully utilise the remaining markets to exploit whatever little there is to be gained.

“We should also take advantage of the remaining miraa markets and utilise them fully,’’ he said.

Britain became the latest western country to ban miraa after it classified it as a class C drug making it illegal.

Anyone found in possession of miraa or distributing it risk between two to 14 years imprisonment.

But Mr Murungi said the ban does not spell doom for farmers as they can still be more creative and manufacture by-products of the crop such as chewing gums.

President Kenyatta announced that the successful launch of a $2billion (Sh175 billion) Eurobond issue will spur the economy. The Eurobond is loan to Kenya from foreign governments aimed at helping drive the development agenda. Kenya

will repay the loan at an average interest rate of 6 per cent per year.

President Kenyatta was speaking during a news conference Wednesday in an address on issues touching on the Eurobond and the state of the economy.

He said the successful launch of the Eurobond would cut government local borrowing which would in turn lower interest rates.

“By accessing the external

funds, we will reduce government borrowing from the domestic markets thereby helping drive down interest rates which should boost investment, spur economic growth and provide more employment opportunities to our people,” he said.

Kenyatta said under the measures, all banks must use a reference rate from the Central Bank of Kenya to determine the rate to be charged on loans. This will

encourage transparency among lenders and help borrowers find the best rates available.

He expressed confidence in the loan which will be used to fund “infrastructure projects in energy transport and agriculture.”

He said the funds would help public and private sector players to “tap into international markets.” The move will help them expand their investments.

Paul Kokubo, head of the Information and Communication Technology Authority (ICT) Board says with government support, the sector can

create one million jobs.

He says if the momentum is to be created, the sector “can surpass agriculture in five years.”

The major problem has been the number of IT graduates who join the market every year. Many of them unwittingly become software developers thinking their applications (apps) will be as booming as Facebook and Twitter.

“Apps are not businesses,” says iHub’s Leo Mutuku. The iHub is a work space that brings together software developers

and innovators from the technology community in Nairobi.

“You can build apps, but the technology is the not the end itself,” says Mutuku.

“One needs to build a team and a business around an app and not call the app itself the business.”

Kenyans have developed a number of apps, including iCow, a mobile tool for dairy farmers, and Olalashe, a tool that helps people who are lost. Some apps earn developers up to Sh100,000 a month in ads and sales revenue.

Kaspersky Lab, a leading internet security firm, has uncovered evidence of cyber-thieves who have robbed more than 190 customers of a European bank.

The world’s largest privately held vendor of software security products said it found a server in January being used in an attack that snatched more than 500,000 euros (about Sh60million) in one week.

The firm says it believes majority of victims were based in Italy and Turkey.

It said it had alerted authorities of the problem, but declined to identify the bank.

The criminals deleted evidence that could have been used to trace them.

“On the command-and-control server, we detected there was no information as to which specific malware program was used in this campaign,” said Vicente Diaz, the principal security

researcher at Kaspersky Lab in a statement.

Kaspersky said the attackers used a ‘Trojan programme’ to steal the cash as soon as each victim logged into their online bank account.

Trojan programme are named after the famous war of Troy in which warriors hid in a giant wooden horse (the Trojan horse) and attacked a city from within its walls. A Trojan programme is a virus that remains invisible in a computer until it attacks the device by either stealing or deleting information.

Kaspersky said based on computer logs it had obtained, the sums stolen from each account appeared to range from 1,700 euros (Sh203,000) to 39,000 euros (Sh4.7 million).

While the detected computer server has been shut down, the firm warned that it believes the thieves could strike again.

all the profits go to the seller. While it is illegal to operate in some parts of the city, a number of property owners can tolerate the occasional vendor on their doorstep.

Awiti has managed to secure a small slot for herself within the city. But she has to remain on the lookout for

Council workers, who usually crack down on unlicensed vendors.

“I live in Muthurwa so town is not far from me,” says Awiti. She boils the maize at home, wraps them in a plastic bag to keep them hot and in five hours, they are sold out. She starts selling at 11am.

NSSF plans 30,000 houses for Mavoko The National Social Security Fund (NSSF) has sold all the apartments on State House Road and is planning to put up more housing units, this time, in Mavoko, Machakos county.

The executive apartments are a departure from the Fund’s focus of developing commercial buildings and homes for middle-income earners.

“We are not short of cash, but when doing a project you need a guarantee that it will sell,” Richard Lang’at, NSSF’s Managing

Trustee, said as he made the announcement earlier this week. A number of investors managed to scoop up the houses, which will be completed by May 2015.

Lang’at says the development planned for Mavoko, where it owns 960 acres, will 30,000 residential units, shopping malls, recreational facilities, and schools, and will cost an estimated cost of Sh80 billion. The development is expected to be complete in the next one year.

Their announcement comes at a time when the uptake

of home loans is low mostly due to the high interest rates charged by banks.

Carol Kariuki, Managing Director of real estate firm, the Mortgage Company, says less than 20,000 Kenyans out of a possible 16 million buyers have taken up home loans.

Speaking with regard to a recent report by Hass Consult, the country’s leading authority on housing, she said most of these loans only seem affordable to middle class Kenyans since they cost an

average of Sh6.9 million. The average interest rate charged on the loans is about 16.4 per cent per year.

The Ministry of Lands has said foreign contractors will have to meet tough new rules if they want to operate in Kenya, Chinese companies have, in the recent past, won nearly all the tenders to build, repair and upgrade the country’s major roads.

This has locked out local builders who have protested to the government for the tough tendering conditions.

The new regulations, which will raise the bar even higher, were released earlier this month by Lands Cabinet

Secretary, Charity Ngilu.

Under the new rules, the government now requires foreign firms to reserve 30 per cent of their contract or stake to local builders.

The stringent guidelines, will now give all state-funded construction projects worth Sh1 billion and below exclusively to local contractors, who will be free to share a small part of the business with foreign contractors.

The rules, which will also require contractors to seek approval from National Construction Authority (NCA) before employing expatriates, will boost local contractors and help in the transfer of skills and technology in a move that is likely to create hundreds of jobs for Kenyans.

Rugby union chairman says CEO’s sack illegal Kenya Rugby Union chairman Mwangi Muthee has termed the sacking of Jack Okoth as the Chief Executive Officer as ill-advised and illegal.

In a letter circulated on Tuesday by KRU secretary Eddie Omondi and copied to club chairmen, Okoth, an immediate KRU secretary, was relieved of his duties following a KRU Board meeting on June 23. Michael Otieno, the KRU Rugby Services Director, has replaced him in an acting capacity.

Speaking to XSPORT, Muthee said Okoth remains in office and branded those behind the move as selfish individuals out to kill the sport while settling

personal agendas.

Muthee said only five KRU board members, Dennis Ratemo, Paula Lanco, Eddie Omondi, Moses Ndale and Philip Jalang’o, attended the meeting.

“We all know there are some individuals whose sole objective is personal gain. We cannot allow them to hold the union hostage and we must stand above that,” Muthee said.

“It’s not rocket science that a decision like that requires the full KRU board to be present.

As chairman I was not present, the vice chairman, treasurer and secretary and other members must attend such a meeting,” he said.

The newest AFC Leopards player Joseph Wanyonyi said it is his family’s desire to see him play for the former Kenyan champions.

The player, who reportedly paid Sh500,000 to cross over from arch-rivals Gor Mahia for a Sh70, 000 monthly pay, said money was not the main reason why he ditched the reigning champions.

His father John Wanyonyi, the player said, worked hard to ensure his move to Ingwe.

“It’s a great feeling to join a club that has always been close to my heart. Though I scored against them few weeks ago when I featured for Gor, it’s time I honoured my dad’s wish,” said the former Aspire Academy player.

LeBron to dump Heat NBA superstar LeBron James told the Miami Heat on Wednesday he will exercise an early termination option in his contract and become a free agent.

Richie Paul, James’ agent, told the team of his client’s decision, which came ahead of a deadline next Monday to decide whether or not to opt out of the last two years of his Miami contract.

Heat president Pat Riley claimed the move was not a surprise and looks forward to new contract talks with the NBA’s biggest star.

“I was informed this morning of his intentions,” Riley said in a statement.

“We fully expected LeBron to opt-out and exercise his free agent rights, so this does not come as a surprise.”

The move does not prevent James from re-signing with the Heat, and could give the club greater flexibility to add talent and remain within NBA salary cap

rules.

“We look forward to sitting down with LeBron and his representatives and talking about our future together,” Riley said.

James, who was set to make Sh1.7b next season, won his first career NBA titles with the Heat in 2012 and 2013.

Nigeria will be appearing in the second round for the first time since 1998, where they will face France on Monday.
