From Page 1 Police officers who allegedly extorted money, harassed innocent Kenyans and assaulted others during the Operation Usalama Watch conducted in April should be prosecuted, the force’s oversight authority has said.

The Independent Policing Oversight Authority (IPOA) says it is awaiting proof into the allegations before it recommends prosecution of about 29 officers.

Operation Usalama Watch was conducted in Eastleigh from April 1, 2014 to flush out illegal immigrants who were believed to be helping terrorist activities in the country.

Human rights organisations, including the United Nations High Commission for Refugees, condemned the operation saying a number of human rights and privileges were abused.

Victims claimed police officers harassed them and demanded bribes.

And after investigating the abuse claims, IPOA chairman Macharia Njeru says his authority has established that the officers demanded bribes ranging from Sh1,000 to Sh20,000 from suspects.

The authority also says the detainees were beaten up during arrests and in police stations.

While releasing the report on their investigations on Monday, the authority directed the National Police Service headed by Inspector General David Kimaiyo to institute investigations against the suspected officers in 90 days.

“Police should carry out a postmortem on the operation with a component of the public element and report its finding to IPOA within 90 days,” its report says.

“Failing to act on IPOA’s lawful order or directions is an offence under Section 31 of the IPOA Act, attracting a fine of Sh500, 000 or imprisonment of three years or both,” Njeru warned.

The authority said while the operation was meant to achieve public good, the implementing officers failed to uphold professional ethics.

The watchdog reports that compliance with the law or respect for human rights and fundamental freedoms as envisaged in the constitution were not adhered to.

“It is IPOA’s position that while this operation was intended for a good cause, its implementation was problematic and wrought with many challenges,” says the report.

“Police officers should strive to accord detained persons their rights at all times as stipulated in the

Constitution,” the report adds.

The failure was largely attributed to lack of a command structure during the operations.

Njeru also directed Kimaiyo to set up command structures for efficient operations in future.

The report comes as another indictment on officers especially less than a month after another from the Independent Medico-Legal Unit warned that Kenyans are five times more likely to be gunned down by security agents than gangsters.

The report says officers are responsible for over 70 per cent of fatal shootings compared with just 15 per cent committed by thugs.

Zimbabwe to probe artiste’s degree award The Zimbabwe Council for Higher Education (Zimche) is investigating the circumstances in which world-renowned musician Oliver Mtukudzi was conferred with honorary doctorate degrees by an unregistered organisation.

Mtukudzi and nine other prominent Zimbabweans were recently conferred with Honorary Doctorate of Human Letters (DHL) degrees by little-known International Institute of Philanthropy (IIP) in recognition of their “contribution to humanity.”

However, it has emerged that the Harare-based institution was not

affiliated to any degree-awarding university.

“We will investigate the issue. I will consult with my colleagues and give a comprehensive response,” Zimche acting chief executive officer Hilton Chikuya said.

Among those honoured alongside Mtukudzi were Zimbabwe Revenue Authority Commissioner-General Gershem Pasi and Isabel Chihuri, the wife of Police Commissioner-General Augustine Chihuri.

Some of the honoured “philanthropists” do not have a proven record in humanitarian work.

“We have asked schools retaining certificates for whatever reason to release them to the owners and ask the government to clear what was owed to the institutions,” he said.

10 Lamu reservists give up firearms for fear of attacks Ten more Kenya Police Reservists (KPR) have surrendered guns to police in Lamu for fear of attacks by militants terrorising residents of Lamu and Tana River counties.

Raiders have been targeting police stations in latest attacks that aim to take away guns from armed security officials.

The surrender brings to 18 the number of officers who have returned weapons over fears that they may be harmed or killed by militants still operating in the area.

The 18, who include a chief and his assistant, said they had received reports and threats of looming attacks from militants because they are armed.

Police at Kiunga station confirmed that 18 guns with more than 2000 bullets had been surrendered and were expecting two more today.

On Monday, KDF bombed several locations in Boni forest to flush out the attackers.

No word came out after the bombing amid reports the attackers are still hiding there.

But the attackers reportedly torched houses in Ras Gitau in Manda Island on Monday. No arrest has so far been made.

Church of England to ordain women bishops The Church of England on Monday passed a new legislation that paves the way for women to become bishops.

The church announced that its leaders had voted to allow women become bishops with the possibility that the first such female bishop could be appointed as soon as December.

They compared the brains of people with compulsive sexual behaviour and healthy people. The results, published in the journal PLoS One, showed higher levels of brain activity in the three parts of the the brain: the ventral striatum, dorsal anterior cingulate and the amygdala.

These are all areas that become excited in addicts when they see their drug of choice.

The United Nations Trust Fund for Human Security (UNTFHS) has asked organisations and NGOs to apply for grants worth up to $2.5 million (Sh219 million) a year.

“The Fund accepts grant applications from UN organisations and designated non-UN organisations which translate the human security approach into practical actions, particularly at the field level,” said Gamala Luitel, a spokesperson for UNTFHS. Grant requests of $1 million (Sh88 million) per year can be made for projects carried out by an organidation and $2.5 million (Sh219 million) annually for projects implemented by more than one organisation.

Though the projects are globally distributed, priority is given to countries and regions where insecurity is critical.

“Sustainable funding has helped many NGO’s implement diverse programmatic interventions which has not only benefited the communities but has also improved the standard of living,” says Dr Charles Rambo of University of Nairobi’s Department of Extra Mural Studies.

Applicants can submit concept notes via email to humansecurity@un.org by September 1, 2014.

The price of cooking gas has fallen by Sh400 in the last three months due to reduced consumption in the last three months A 13kg cylinder is retailing at Sh2, 800 down from 3, 200 in May. Reports say retailers have

been forced to cut down the price of the fuel to attract consumers, many of whom have been using kerosene and charcoal ovens to save money.

Before the price fall, the cost of cooking gas, had been on the rise, following the introduction of 16 per cent value added tax on the commodity last September.

Since then, the tax, together with rising oil prices, had pushed up the cost of cooking by up to 20 per cent putting off many consumers.

Three months ago, a 13 kg cylinder of cooking gas in Nairobi had been going for an average of Sh3, 200 up from about Sh2,600 before the introduction of tax in September 2013. Now, dealers are selling it for as little as Sh2,800.

Samsung cuts links with Chinese supplier over child labour

Nairobi residents can look forward to improved water supply when the ongoing Sh4 billion expansion of the city supply systems is complete in two years.

The Nairobi Water and Sewerage Company (NWSC) Managing Director, Philip Gichuki, says the expansion includes the construction of two major pipes, giving the general Karen and Embakasi areas each an extra 40,000 cubic metres of water a day “There’s a major line which is going to be constructed to transfer water from the Kiambu reservoir to Embakasi. This way we are going to serve the areas which do not have proper supply in the eastern part of the city ” Gichuki says.

The second line will be from the Kabete treatment water works to Karen and will serve the western part of the city, which Gichuki said is also undersupplied.

Currently, only one out of three Nairobi households receive water three to six days a week. The rest receive water only twice a week.

Gichuki believes this expansion will improve the supply significantly.

The company is banking on an ongoing review of consumer water charges in order to grow revenues to finance these and other development projects in the city. The new tariffs will see the cost of water rise to almost twice as much.

Samsung Electronics has suspended business with a Chinese supplier accused of violating child labour laws.

The technology firm said it has found evidence of suspected child labour at the supplier’s Dongguan Shinyang Electronics factory. This is after the China Labour Watch, a rights group, published an investi-

gative report last week claiming to have found five underage workers, aged 14 and 15, in the factory.

Samsung said it conducted an independent investigation and found evidence of illegal hiring process that took place on June 29, four days after the conclusion of a labour audit commissioned by them.

“If the investigations conclude that

the supplier indeed hired children, Samsung will permanently halt business with the supplier in accordance with its zero tolerance policy on child labour,” the company said in a statement.

Samsung company had previously conducted three audits on the electronics supplier since 2013, with the latest one ending on 25 June

Names of places, people among Abagusii were from environment

CulTurAl IdeNTITyS: They say Kisumu is a name they gave the lakeside city after settling there.

The Abagusii say Kisumu is a name they gave the lakeside city after settling there in the course of their movement into Kenya. Onkundi Nyorosa, 87, says Omogusii built tents, ebisumu, for temporary stay.

“The place had clay. It had a lot of water; they were to stay here shortly. The plural of tents is ebisumu, hence, the name Bisumu,” he says.

The arrival of the Luo

(Abagere or Abarwaroche) sparked conflict that forced them out of Bisumu. The Luos corrupted the name to Kisumu. Nyorosa says the five wives of Omogusii moved towards Nyando, a marshy area called ekemunto in Abagusii language. A girl was born there was called Kemunto, to mean the one born at the marsh. As they moved towards the Rift Valley, another girl was born at

Risonto, (now River Sondu).

Many herbs, emeraa, were grew at the site. The girl born there was called Moraa.

Nyorosa says Luos expanded their territory after edging the Abagusii past River Sondu before settling at Kabianga.

At that place, children and livestock died in large numbers. Crops dried too.

“Let us move out of here.

Mogusii called this place Kabianga, to mean ‘they have

refused’,’ Nyorosa says.

To-date, the place is called Kabianga.

They moved to the current Buret District. They called the place Tureti ya abagaka before the Kipsisgis corrupted the name to Buret.

From Buret they moved to Ondicho, the current Kericho, as they migrated to Sotik. Sotik had many birds that destroyed crops, one of which was called ensoti.

Fill up on healthy mukimo Traditional Kenyan dishes vary depending with the different communities. But some meals have been adapted to suit the taste of people from other regions and cultures. One such dish is mukimo.

It is a traditional Kikuyu dish that is served at family dinner tables and ceremonies. A celebration is considered incomplete without this favourite delicacy.

The dish is made by mashing peas, green maize, potatoes and vegetables together to create a flavour-filled dish that is quite nutritious.

The main ingredients are green maize, potatoes (peeled and diced), green peas and pumpkin leaves. The pumpkin leaves have to be freshly sprouted because the big and not so fresh ones are tougher and are stringy, and will ruin the dish.

Spinach can be used as a substitute for pumpkin leaves but they have to be frozen before cooking along with the other vegetables to keep them fresh.

When the potatoes are done, the rest of the vegetables are done too. Drain the water in a bowl and put all the vegetables including the boiled maize in a big bowl and mash them until smooth, gradually adding the reserved water to moisten. Taste and adjust seasoning with salt and pepper. One can choose to add cream, butter or margarine or even curry powder, while mashing it to give the mukimo flavour.

It can be served with beef or chicken stew, vegetables or even eaten on its own.

Kroos nearing Madrid move German midfielder Toni Kroos has revealed he is set to swap Bayern Munich for European champions Real Madrid.

Sri Lanka batsman to retire from Test cricket

Former Sri Lanka captain Mahela Jayawardene will retire from Test cricket in August.

Jayawardene, 37, who has scored 33 centuries in 145 Tests, will quit after the home series against Pakistan.

“I believe this is the right time,” said the batsman, who will still be available for one-day internationals.

“It was not an easy decision to make given that it has been a great privilege and honour representing my country during the past 18 years.”

Sri Lanka start the first of two Tests against South Africa on Wednesday before they take on Pakistan in another two-match series.

Jayawardene, who made his debut for his country in 1997, has scored 11,493 Test runs, at an average of 50.18.

His highest score came in Colombo in July 2006, when he made 374 against South Africa, a total which remains the fourth best innings in Test history.
