For scientists tracking the deadly Ebola virus in West Africa, it is not about complex virology and genotyping, but about how contagious microbes — like humans — use planes, bikes and taxis to spread So far, authorities have taken no action to limit international travel in the region. The airlines association IATA said yesterday that the World Health Organisation is not recommending any such restrictions or frontier closures. The risk of the virus moving to other continents is low, disease specialists say. But tracing every person who may have had contact with an infected case is vital to getting on top of the outbreak within West Africa, and doing so often means teasing out seemingly routine information about victims’ lives. In Nigeria, which had an imported case of the virus in a Liberian-American who flew to Lagos this week, authorities will have to trace all passengers and anyone else he may have crossed paths with to avoid the kind of spread other countries in the region have suffered. The West Africa outbreak, which began in Guinea in February, has already spread to Liberia and Sierra Leone.
With more than 1,300 cases and 729 deaths, it is the largest since the Ebola virus was discovered almost 40 years ago. Sierra Leone has declared a state of public emergency to tackle the outbreak, while Liberia is closing schools and considering quarantining some communities. “The most important thing is good surveillance of everyone who has been in contact or could have been exposed,” said David Heymann, a professor of infectious disease epidemiology and head of global health security at Britain’s Royal Institute of International Affairs. The spread of this outbreak from Guinea to Liberia in March shows how tracing even the most routine aspects of peoples’ lives, relationships and reactions will be vital to containing Ebola’s spread. Epidemiologists and virus experts believe the original case in that instance to have been a woman who went to a market in Guinea and then returned, unwell, to her home village in neighbouring northern Liberia. The woman’s sister cared for her, and in doing so contracted the Ebola virus herself before her sibling died of the haemorrhagic fever it causes.

5 suspected robbers killed in Nairobi Five suspected thugs were last night killed in separate incidents in Nairobi in the war on crime. Police say the five had made various robbery attempts before they were killed and that they recovered two pistols and some of the stolen property.One of the suspects was killed in Majengo slums, two in Kaloleni, one in Soweto and one in Mowlem. Police say the two killed in Kaloleni had attacked an Egyptian and robbed him of property while the one in Mowlem was lynched by a mob. Those killed in Majengo and Soweto were shot by police after botched robberies. Nairobi police boss Benson Kibue says they are investigating the matter.
MCK to audit journalism colleges Universities and colleges offering training in media will be audited in the next two months to ensure they conform to standards as stipulated in the Media Council Act 2013, Media Council of Kenya (MCK) Chief Executive, Haron Mwangi has announced. He said the council had already set up a committee comprising scholars, college lecturers, examination bodies and the Ministry of Education to inspect the institutions. “This will ensure that all colleges have equal standards and quality and that examinations offered are responsive to emerging issues and competence requirements in the journalism and media industry,” he said. The council is allowed by The Media Council Act 2013 to set standards for the journalism profession and inspect and accredit colleges to ensure that quality and relevance are maintained.
Radio is more popular than television Radio is the leading source of news, current affairs and gossip in the country. A report from the Kenya Audience Research Foundation states that on average, 93 per cent of the Kenyan population listens to radio at least once every seven days. The study shows that the average time spent listening to radio per day is 6 hours. Carol Kimutai from research group, Africa Annual, says that the popularity of the radio medium is followed by television and newspapers respectively. According to the Communications Commission of Kenya (CCK), in the last quarter of 2013, the average monthly audience for radio broadcasts was 16.9 million, while television
recorded only 2.13 million viewers. “Radio has a lower barrier to entry plus there are many radio stations, including vernacular stations, people can listen to,” explains Joe Otin, a Managing Director at Ipsos Pan-Africa. A 2010 National ICT survey showed that 78 per cent of rural and 83 per cent of the urban population own radio sets, compared to 29 per cent of rural and 66 per cent of the urban population that own television sets. Kimutai says that many parts of rural Kenya are yet to join the national power grid, which makes radio a” preferred medium because it can run on battery or solar power.”
Westgate suspects face more charges

Westgate terror suspects are now facing three additional charges. They will now also answer to charges of conspiracy, being members of Al-Shabaab and being in possession of an article connected with a terrorism offence. The suspects, Hussein Hassan Moustafa, Mohammed Ahmed Abdi, Liban Omar and Adan Abdikadir, had been charged with committing terrorist acts, harbouring a terrorist and being in the country illegally. But prosecution lawyer, Mungai Warui yesterday applied to Chief Magistrate Daniel Ochenja to have the additional charges brought against the four. He told Capital FM that they wanted the charges amended in order “to prefer charges we can easily prove.” Mohamed Abdi had all the three additional charges preferred against him while Liban Omar had the additional charge of making a false statement preferred against him for lying to an officer on the origins of a mobile phone found in his possession. “On October 15 at the Anti-terrorism police unit headquarters with intent to mislead Chief Inspector Charles Ogeto, you made a statement that a Nokia 305 was given to you by your brother on September 24, 2013 knowing the same to be false,” the particulars of the additional charge preferred against him read.
Governors council in court to challenge County Governments Act The Council of Governors has now moved to court to challenge the legality of the County Governments Amendment Act 2014 that seeks to introduce County Development Boards chaired by Senators.
Speaking during a press conference at the Jacaranda Hotel in Nairobi, chairman Isaac Ruto described the Act as unconstitutional, arguing that Governors are the Chief Executives of County Governments and it would
therefore be prejudicial to create such a body. The law was signed on Wednesday by President Uhuru Kenyatta after it was approved by Parliament. Ruto further pointed out that it interferes with the
principle of separation of powers and that the Senate is a legislative and not an implementing body. “We hereby strongly object to the passage into law of the County Government Amendment Act 2014,
which seeks to introduce County Development Boards chaired by the Senator. It is gravely prejudicial to create a body dealing with development and such a body fails to recognise the development
role of the Governor at the county level,” he said. While indicating that they will ignore the Act, Ruto explained that the law also negates the role of the Members of the County Assembly.

Kidero climbs down on rugby event alcohol ban
Nairobi Governor Evans Kidero (pictured) has relaxed an earlier ban he imposed on the sale and consumption of alcoholic drinks during the Kabeberi Sevens rugby tournament set for this weekend at the Nairobi Railways Club. In a statement, Kidero has instead called for controlled and responsible consumption of alcohol to protect youthful lovers of the sport. “Consumption will be undertaken in the specific and controlled areas and as provided in the Liquor Licensing Act. There shall be no sale of alcohol to minors, family areas and after 6pm,” the statement said. Rugby fans are also expected
to obey the city’s Alcoholic Drinks Act which was enacted this year while organisers are to ensure no minors are exposed to alcohol. The Kabeberi Sevens, the opening leg of the Kenya Rugby Union (KRU) Safaricom Sevens Series, will take place tomorrow and Sunday at the Railways Club. It is one of the five-legged
National Sevens Series and is expected to attract more than 10,000 fans. Kidero said he will deploy enforcement officers to ensure the law is adhered to. Addressing a news briefing on Thursday, Kidero warned that those found with alcohol during the two-day event will face the full force of the law. “We know consumption of alcohol makes people lose senses; no alcohol will be allowed in the field and nobody will be allowed to drink in cars and we will have breathalysers in and around the pitch,” he said. “It is the county’s responsibility to protect the health and well-being of Nairobians.”

MPs tell Kimaiyo, Kavuludi to quit over recruitment Three MPs have asked Police Inspector General David Kimaiyo and chairman of the Police Service Commission (NPSC) Johnstone Kavuludi to quit for presiding over a “fraudulent” police recruitment exercise. John Waluke (Sirisia), Abdikadir Ogle (Wajir North) and Nyandarua County Women representative Wanjiku Muhia told the two they wasted public funds on the exercise and should resign. The calls followed an explanation by the NPSC on the fomula used by the commission to enroll 10, 000 recruits. Deputy director of personnel at
the National Police Service Kitoo Kapchanga told the Parliamentary Committee on Administration and National Security that the recruitment process which was done a fortnight ago was based on the ethnic composition of the service. That means more than 30 communities said to be marginalised in the service were given more slots with at least 25 to be recruited in the districts where they are. He said the recruiting officers on the grounds were then given instructions to act based on that information. But the MPs dismissed the formula as too academic saying it cannot apply in
many districts which are cosmopolitan. Mr Ore said the commission should have known that the formula was impractical as it was too academic. “It can never work for tribes are not bound by any formulas,” he said. As such, they said Mr Kavuludi and the Inspector General both of whom are members of NPSC should take the blame and quit for wasting public money on an exercise that was bound to fail. Both Kavuludi and Kamaiyo had appeared before the committee which is investigating claims of nepotism and corruption during the exercise.

Scientists want action on drug resistant malaria Scientists are calling for quick action to contain the spread of drug-resistant malaria which has now reached the Cambodia-Thailand border after ravaging most of South East Asia. “Radical action” is needed to prevent further spread of malaria parasites resistant to key drugs, say scientists. The spread could undermine recent gains in malaria control, they report in the New England Journal of Medicine. No evidence was found of resistance in three African sites - Kenya, Nigeria and the Democratic Republic of Congo. The study analysed blood samples from more than 1,000 malaria patients in 10 countries across Asia and Africa. It found the malaria parasite had developed resistance to front-line drugs known as artemisinins, in western and northern Cambodia, Thailand, Vietnam, and eastern Burma, also known as Myanmar. There were signs of emerging resistance in central Burma, southern Laos and northeastern Cambodia. Of particular concern was the corner of Asia on the Cambodia-Thailand border, where resistance to other antimalarial drugs has emerged in the past. “Resistance is now present over much of South East Asia,” said lead scientist Prof Nicholas White, of the University of Oxford. “It’s worse than we expected. “We have to act quickly.” Prof White said it might be possible to prevent further spread, but conventional malaria-control approaches would not be enough.
Hope as parties agree on ceasefire in Gaza Israel and Hamas have agreed to an unconditional 72-hour pause in their three-week conflict, the United Nations and the US announced, allowing for both sides to begin talks on a longerterm ceasefire. The truce began at 8am local time today and gives delegations from Israel and Palestine time to convene in Cairo for negotiations to be mediated by the Egyptian government. In a joint statement, UN Secretary
General, Ban Ki-moon and US Secretary of State, John Kerry said the ceasefire would give “innocent civilians a much-needed reprieve from violence”. The pause would allow Gaza’s civilians to “bury the dead, care for the injured, and restock food supplies”, they said. Repairs would also be made to water and power infrastructure damaged in the 24 days of conflict, which has killed 1,400 Palestinians, mostly civilians. “This is a lull of opportunity,” Kerry told
reporters in New Delhi. “It is imperative people make the best effort to try to find common ground.” However, “forces on the ground will remain in place”, meaning Israel had succeeded in its insistence that its troops continue to search for and destroy Hamas tunnels during any humanitarian pause. “We urge all parties to act with restraint until this humanitarian ceasefire begins, and to fully abide by their

commitments during the ceasefire,” the two top diplomats said. Ban and Kerry, who have been at the forefront of efforts to seek an end to the conflict, said the UN’s representative in Jerusalem, special coordinator, Robert Serry, had received “assurances that all parties have agreed to an unconditional humanitarian ceasefire in Gaza”. Hamas spokesman, Sami Abu Zuhri said the group would abide by the ceasefire as long as Israel forces also did.

Home loans costs fall, demand rises As the cost of housing continues to rise, it may soon be cheaper to buy a home than rent one. The cost of paying for a home loan is set to fall after some bank lending rates recorded a drop of more than 6 per cent. The latest report from leading real estate firm, Hass Consult, reveals that though house price rose in the second quarter of 2014, rent prices have jumped by 3.2 per cent for apartments and semi-detached houses. Over the period, asking price for apartments has risen by 1.3 per cent. This means new tenants must dig deeper into the pockets for a start on a lease. “Demand for buying and renting was
concentrated in the mid-market; semidetached houses and apartments,” says a statement from Hass Consult. “If people can’t afford to buy, they are going to rent. And if they are pushed into the rental market, the rent rises with extra demand,” said Farhana Hassanali–Hashmani, Property Development Manager at Hass Consult in an announcement earlier this week. But the future looks bright for home loans takers compared with tenants. “The last three months have brought some real shifts in the market,” says Hassanali. “The government led initiatives to curb bank rates and reduce interest rates in the banking sector have quickly started to have an impact,” she
says. She says the government’s introduction of the Kenya Bank Reference Rate at 9.13 per cent will help bring down the cost of home loans for consumers. She says the move has seen Standard Chartered Bank take the lead in announcing a promotional mortgage rate of 10.9 per cent, the lowest in the market. “Together with rate cuts from KCB, I&M, Chase Bank and Consolidated Bank, this has brought the average mortgage rate across the country’s top 15 mainstream lenders down to 15.7 per cent after holding their previous rate at 17 per cent for many months now,” Hassanali says.

Argentina debt crisis takes a spin Argentina’s debt crisis has worsened after defaulting on her debt repayment following failed talks in New York with a group of bond-holders. The holders were demanding a full pay-out of $1.3billion (Sh114. 2billion) on bonds they hold but Argentina says they cannot afford. The country has accused them of using the country’s debt problems to make a big profit. A US judge had set a deadline of 04:00 GMT (07:00 EAT) on Thursday for a deal. “Unfortunately, no agreement was reached and the Republic of Argentina will imminently be in default,” said Daniel Pollack, the court-appointed mediator in the
case in a statement. “The full consequences of default are not predictable, but they certainly are not positive.” US courts have blocked payments to other bond holders who had agreed a separate deal with Argentina until agreement with the hold-outs is struck. This is the second time that Argentina has defaulted on its debt in 13 years. In 2001, the country defaulted when she suffered an economic meltdown that led to the freezing of savers’ accounts to stop a run on banks. Analysts predict that the latest default could increase the problems of the recession hit-economy.

Bank of America to pay govt Sh114 billion for bad loans Countrywide a subsidiary of the Bank of America, must pay the US government $1.3 billion (Sh114 billion) for selling defective home loans, a New York judge has ruled. Countrywide, which was acquired by the Bank of America in 2008, was found guilty of selling bad loans as part of a programme called “hustle” to US mortgage giants, Fannie Mae and Freddie Mac in 2007. History Bank of America bought Countrywide at the urging of US regulators during the
2008 financial crisis. The “hustle” suit came about after Edward O’Donnell, a former Countrywide Executive, issued a fraud complaint. O’Donnell, now known as a whistle-blower, said a programme Countrywide instituted in 2007 known internally as the “high-speed swim lane” (also known as “HSSL” or “hustle”) did not properly screen mortgage applications. Meanwhile, Countrywide staff, who were paid based on loan volume and speed of
processing, got sweeteners to approve the loans. Investigators found out that 43 per cent of the loans sold via the hustle programme to the government were defective. In October, a judge found the bank legally responsible on a fraud charge but did not calculate the penalty. “We’re reviewing the ruling and will assess our appellate options,” said Spokesperson Lawrence Grayson. Bank of America has spent nearly $40 billion (Sh3.5 trillion) in legal matters
relating to the country’s housing market collapse during the crisis. Implications The bank is in the coming weeks expected to announce a multi-billion dollar settlement with regulators over similar charges. After the ruling, Countrywide will pay the Sh114 million while Rebecca Mairone, a former Countrywide executive involved in the dealings, will also be required to pay $1 million (Sh88 million) in fines.
The women in Robson’s study admitted taking 14.5 minutes on their weekday make-up routine, 24 minutes on Saturday or Sunday, and 76 minutes more than once a week getting ready for a major night-out. A similar study from UK-based company, SuperDrug, found consistent findings in women of different ethnicities. Researchers from global data company, Euromonitor, note that in Kenya, prices of cosmetics have risen at least 12 per cent in the past year. The study says in the next two years, eye and facial make-up, lip and nail products will be the most common items in many women’s purses. Sarah Wolverson, a director for Superdrug found in a survey that several women of different walks of life will have spent more than Sh1 million on make-up in a lifetime. In the same span of time, more than Sh129,000 will be spent on lipstick, Sh274,000 on mascara, and Sh200,000 on eye shadow. The rest will go into items like foundation, lip gloss and nail polish, among others.

AFB to give small businesses loans of up to Sh5m Africa Finance Business (AFB), a finance company with operations in Kenya has unveiled a loan service that targets small and medium enterprises (SMEs) by giving them access to loans worth between Sh50,000 and Sh5 million. The service is for businesses that find it difficult to borrow money from conventional lenders. AFB is a Mauritius-based consumer finance company that opened its Nairobi office as part of a Sh250 million capital investment in 2013. At the time, the company was unveiling its retail credit card. The card, which works like a loan service, can be used in supermarkets, glassware shops, clothing shops and bookshops, among others. It allows customers to spread the cost of their purchases into affordable monthly instalments over a period of six months. The company now has at least four offices in Africa, with other offices operational in Lusaka, Accra and Cape Town.

It also improves soil quality by increasing the nitrogen and phosphorus levels in the decomposed matter. Every week Njoroge slaughters around 15 animals, a number the group says gives enough waste for their work.

Savannah creates special road cement

Savannah Cement has developed a road construction product that hopes to put an end to potholes, irregular bumps and damaged roads by heavy vehicles. In a move aimed at supporting the ongoing roads development projects at the county and the national level, the company has come up with a cement blend product known as a Hydraulic Road Binder (HRB). Potholes and poor roads are responsible for accidents and have caused more than 3,000 deaths over the last one and a half years based on numbers from the Ministry of Transport. HRB is used in road construction works to stabilize road surfaces. This makes Savannah Cement the first Sub Saharan Cement manufacturer to make such a product. The company has also formally received a quality certification for
the new product from the Kenya Bureau of Standards (KEBS) at par with existing European standards. Speaking when he received the certification from KEBS earlier this week, Savannah Cement, Managing Director, Mr. Ronald Ndegwa, said the new product will retail at a lower rate than conventional cement and is expected to contribute up to 30 per cent in cost saving to the Sh25billion national road construction budget. Globally, HRB products are used in place of mainstream cement and lime products for the sake of stabilising soil on loose road surfaces. This is a process that combines soil, cement and water to produce a hard, durable paving material that can be used for the foundation or base of road and airport pavements, parking and storage areas.

Many companies have therefore resorted to building cars with blind-spot monitoring systems that use radar modules. They usually place one in each rear quarterpanel to scan and detect vehicles in adjacent lanes. The driver is warned in case the scan detects a vehicle. In Ford’s application, this is as simple as flashing LEDs located on the side mirror. BMW’s “active blind spot detection” will even vibrate the steering wheel as a tactile warning to drivers who start changing lanes when another vehicle is in the blind spot. Audi’s optional “side assist” illuminates yellow LEDs in the side mirror any time the radar system detects an approaching vehicle in an adjacent lane—even before the Audi driver has flicked on the turn signal. Lane-departure warning systems are offered by a few manufacturers and are not limited to the most-expensive vehicles. Honda, Buick, Toyota, and Ford, among many others, use cameras to monitor lane markers. Land Rover has revealed that the 2015 Range Rover Sport SVR has set a new Nurburgring lap record for the fastest production 4x4. The brand has done the challenging German track in eight minutes and 14 seconds. First revealed at the 2014 Goodwood Festival of Speed in June, the Range Rover Sport SVR is a super-SUV. It is Land Rover’s fastest and most powerful production car ever. “We wanted to see whether an SUV could behave like a performance car in this challenging environment. The results are spectacular and the Range Rover Sport SVR has demonstrated outstanding onroad performance capabilities,” said Mike Cross, Jaguar Land Rover Chief Engineer, Vehicle Integrity. Under the SVR’s bonnet is a tuned version of the regular
Range Rover Sport V8’s 5.0-litre supercharged engine. The engine is squeezed to produce a massive 550hp, a 40hp increase over the next most powerful model in the range. It’s not just the engine that helped the Range Rover Sport SVR achieve its record-breaking time. The Special Vehicle Operations division worked on the chassis by tuning the suspension to improve the car’s handling, grip and agility. Mike Cross said: “The Nurburgring is a benchmark for vehicle development and testing, and cars become stronger, more durable and faster over its 13 miles and 70-plus corners.” The eightminute 14-second time means the 2.3-tonne off-roader is one second faster around the same track than a BMW 1 Series M Coupe sports car.

Statistics show that more than 50 athletes have jumped ship into lucrative offers by adopted countries. Qatar and Bahrain are the key buyers of Kenyan talent. Kenya has now launched investigations into how her younger athletes are switching allegiance to the oil-rich Arab country of Bahrain. The latest case came last week when Kenyan-turned Bahraini, Ruth Jebet turned up at the World Junior Championships in Eugene, Oregon, in the US. She sprinted away with the 3,000m steeplechase gold leaving Kenyans in the dust. Jebet won the women 3,000m steeplechase event in 9:36.74 as Kenya’s Rosefline Chepg’entich took silver ahead of compatriot, Daisy Jepkemei.

The last remaining slots for this year’s COPA Coca-Cola national finals will be filled this weekend when Eastern and Coast regions host their provincial finals. The battle in Coast will pit defending provincial champions Malindi United and North Coast counterparts Tana Boys against their South Coast nemesis Changamwe Youth and Mvita Youth in winner takes all matches. The first match of the evening will see Malindi begin their title defence against Mvita Youth. Malindi won only two matches but still topped the North Coast Branch league with 9 points, one ahead of Tana Boys. Mvita, on the other hand finished tied on 12 points with Changamwe Youth in South Coast. Changamwe and Tana will clash in the second boys’ fixture. The winners of either of the matches will clash in the final where the 2014 Coast Provincial champions will be crowned and handed a ticket for the Nairobi national finals. In the ladies matches, Wesa Starlets from North Coast will clash with Mombasa County Starlets as Brighter Starlets take on Malindi Action Girls. The matches will be played at Mombasa Stadium on Saturday.
