Members of Parliament on Tuesday extended the constitutional deadline for six crucial Bills to save themselves from a possibility of being sent home.

The MPs were facing imminent failure to meet a constitutional deadline which would have exposed them to petitions seeking their removal.

The National Assembly had a deadline of August 27, 2014 to pass six Bills failure to which the House was at the risk of facing the consequences of the petition.

MPs duck sack over Bills deadline From Page 1 The Victim Protection Bill, Public Service (Values and Principles) Bill, Persons Deprived of Liberty Bill, Environmental Management and Coordination Bill, Public Audit Bill and Procurement and Asset Disposal Bill are all required to have been debated and passed

by August 27, 2014.

This deadline was imposed by the constitution that was promulgated in 2010.

But MPs managed to extend the

deadline by eight months.

If MPs had failed to honour the deadline, anyone could have initiated their removal by moving to court.

The High Court would have set a new deadline for the lawmakers to pass the crucial Bills. And should they have failed to honour the new deadline, the Chief Justice would have been required by law to issue a declaration for the dissolution of Parliament.

Aware of the risk at hand, National Assembly Speaker Justin Muturi

called for a Kamukunji where MPs agreed to marshal the required numbers to extend the deadline.

At least 233, two thirds of the 349 members, are required to approve such an extension.

And when Implementation Oversight Committee (COIC) chairman Njoroge Baiya moved the motion seeking the extension, all the 266 members present approved it.

They argued that the Bills are key and require proper time for debate.

The MPs even shifted blame over

the Bills’ delay to the Executive.

“The delay in complying in presenting these legislation emanated from the delayed presentation of the draft bills from the Executive in spite of the persistent pressure put up by the Commission for the Implementation of the Constitution (CIC), Constitution Implementation and Oversight Committee (CIOC) and even Parliament through the Speaker and the Leader of Majority,” Baiya said.

But CIC chairman Charles Nyachae said the MPs should have concluded four of the six Bills within the set timelines.

In a statement, Nyachae said only the Public Audit Bill and the Public Procurement and Disposal Bill needed extra time.

But Baiya, while moving his Motion, said they needed at least nine extra months to debate the Bills given that they catered for crucial issues.

City Hall to set up Sh255m new health centres in five estates

Residents of Dandora, Mukuru kwa Njenga, Umoja, Njiru and Embakasi estates in Nairobi will soon have easy access to better healthcare services.

This is after the county government approved the construction of seven new outpatient facilities in the residential areas.

The facilities will operate on 24-hour basis and will be set up at a cost of Sh255 million.

Speaking during the release of the 2014 Nairobi Cross-Sectional Slum Survey on Tuesday, Timothy King’ondu said another Sh110 million has been set aside for immunisation in low income areas.

The County Health Executive said the project is at the procurement stage.

“The governor has secured a budget and the project is at an advanced level,” King’ondu said.

A total of Sh16million will

be spent on construction of each facility and Sh20 million on buying equipment.

The move is a step towards the achievement of the Millennium Development Goal on health.

He said another Sh50 million will be secured to improve emergency service response and transfer of referral cases.

He said service delivery remains a challenge because of the more than 50 year-old facilities that were designed to serve a few people against a current large population of city residents.

Kingondu said the project provides employment opportunities for unemployed medics.

“It is unfortunate that the county has some of the country’s highly qualified staff but does not have enough medical facilities where they can work,” King’ondu said.

GOOD NEWS, FINALLY: Children in Dandora will be among beneficiaries of seven new health facilites that were recently approved by City Hall. The outpatient facilities, which will also be set up at Mukuru kwa Njenga, Umoja, Njiru and Embakasi, will operate on a 24-hour basis.

Gender body faults ‘biased’ envoys hiring The National Gender and Equality Commission has faulted the recent appointments of envoys and their deputies saying it lacked gender balance and diversity. The commission’s chairperson Winnie Lichuma, in a statement yesterday, said the 20 envoys appointed did not meet the twothirds gender threshold and lacked representation of youth and persons with disability.

“The appointments yet again go against the gender equality and inclusion principals as envisaged in the constitution and point to a disturbing trend.”

Mukuru fire leaves scores homeless More than 100 people were last night left homeless after a fire swept through several structures in Mukuru slums, Nairobi. Police say up to 20 houses were burnt down in the fire in which no injury or death was reported. The cause of the fire is yet to be known. Those who were affected have asked for help to rebuild their structures and continue with their lives.

The study reports that 11 per cent of Kenyans believe that hard work will get them a decent job while 17 per cent insist that friends and family connections will get them employed.

Meanwhile, 58 per cent strongly believe that education is the key to success.

The study noted that Botswana, Ghana and Zambia in that order, were the African countries that value education most. Kenya came in 8th on the list, followed closely by South Africa, in 9th. The Ivory Coast was last, with close to half of the population valuing connections to prominent friends and family members as the key to financial success.

Pusetu-K threatens to join strike by medics

Rival groups in Dandora fight for land Police have been deployed to a piece of land in Dandora after up to 20 people were yesterday wounded in a fight between two groups.

The land belongs to the Kiambu-Dandora group and police say the owners had disagreed on how it should be shared. The members of the group fought using stones and sticks leaving up to 20 people wounded before police were called to quell the situation. Police have now been deployed at the field to ensure peace.

The Federation of Public Service Trade Unions of Kenya (Pusetu-K) has urged the government quickly resolve the ongoing strike by health workers in the counties or face a national strike by civil servants. The civil servants union yesterday threw its weight behind the Kenya Medical Practitioners and Dentists Union (KMPDU), which is overseeing the strike by the health workers.

The workers have downed their tools to protest over delayed salaries which they say the county governments have not paid. Pusetu-K has given the national government 14 days to convene a joint meeting of concerned parties to resolve the dispute.

“If the national government fails to resolve the impasse within 14 days, we shall ask all the workers to down their tools,” Pusetu-K secretary general, Charles Mukhwaya said at a press conference in Nairobi. Pusetu chairman Tom Odege, KMPDU secretary general Victor Ngani, Knut’s Wilson Sossion and Universities Academic Staff Union (Uasu) secretary general Muga K’Olale were all present at the conference. Pusetu said health is a serious matter, especially when the country is faced with an Ebola threat.

Ebola-ravaged Liberia imposes night curfew Liberia has imposed a nighttime curfew and quarantined part of capital Monrovia to contain the deadly Ebola outbreak as the death toll in West Africa surged to 1,229.

President Ellen Johnson Sirleaf has blamed the public’s disregard of advice from health staff and disrespect for official warnings as the main reasons why the epidemic has bolted out of control.

The curfew starts from 9pm to 6am local time. All movement in and out of the West Point area will be blocked.

Locals who have taken the greatest brunt of the outbreak are reportedly helping the spread of the disease by freely mixing with quarantined patients. They have also been accused of taking the patients home in total disregard of doctors advice.

On Saturday, a mob attacked a health centre in West Point

during which 17 suspected Ebola patients disappeared.

Liberia earlier in the month imposed a state of emergency, but the number of deaths from the disease has continued to climb.

Of the 1,229 people who have died of the virus, Liberia accounts for 466 deaths.

Another 394 have died in Guinea while Seirra Leone has recorded 365 deaths and Nigeria four. A total of 2,240 cases have been reported in the region.

Meanwhile, three doctors who have been infected with the deadly disease and started taking an experimental drug last week showed remarkable signs of improvement, a Liberian minister said.

Information Minister Lewis Brown said the drug was given to one Nigerian and two Liberian doctors who had caught Ebola as they helped to save lives of other victims.

The benefits for mothers who breastfeed their babies Breastfeeding can halve the risk of post-natal depression, according to findings of a new study.

But the research warns of increased risk of depression in women planning to breastfeed but find themselves unable to do so.

The study of 14, 000 new mothers that has been published in the Maternal and Child Health journal, has also called for more support for women who are unable to breastfeed.

Although breastfeeding has clear-cut health benefits to the baby with the World Health Organisation (WHO) recommending nothing but breast milk for the first six months, many charity organisations note that it still remains a “huge issue” for many mothers.

However, researchers at the University of Cambridge say the impact on the mother was not clearly understood.

One in 10 women will develop depression after the birth of a child.

The researchers analysed data from 13,998 births in south-west England.

It showed that out of all women planning to breastfeed, there was a 50 per cent reduction in the risk of post-natal depression once they started breastfeeding.

But the risk of depression more than doubled among women who wanted to, but were not able to, breastfeed.

“Breastfeeding does appear to have a protective effect, but there’s the other side of the coin as well. Those who wanted to and didn’t end up

breastfeeding had the highest risk of all the groups,” the study noted.

“It is right to tell mothers that it’s right to breastfeed.. there are many benefits, but the thing we need to rethink is giving more support to those who did want to breastfeed and to recognise those who are unable to, are at substantially elevated risk and to make sure health visitors keep an eye on these women,” the report notes.

Fifty-five per cent of married women in slums use contraceptives compared with 39 per cent in other areas of Nairobi.

A report by the African Population and Health Research Centre also shows that 39 per cent of teenagers between 15-19 years of age in slums use contraceptives as a high number admit that a condom is their choice contraceptive.

Head researcher Blessing Mberu says many young women have sexual relationships with older partners and will not complete education.

“Government must put in place effective measures to prevent young girls from engaging in sexual acts at early age,” she said.

“The level of contraceptives use is not enough to push the transition to a point where it will be sustainable,” Mberu said.

Director of Medical Services Nicholas Muraguri says this project will improve child health and reduce avoidable blindness among children as Kenya seeks to attain Millennium Development Goals.

“The equipment will help us open new facilities where Kenyans can be able to access quality eye care. With simple surgery they will be able to see again and able to fulfil their potential. We are committed to ensuring avoidable blindness can be prevented and Kenyan children contribute to their growth and potential,” he said.

“We are also committed to ensuring we provide the services everywhere. The funds will be used in partnership with Christian Blind Mission to sponsor cataract, glaucoma and trauma related surgeries for needy children under the age of 15 at all identified hospitals,” Dr Muraguri said.

The equipment include eight

retinoscopes, eight rechargeable direct ophthalmoscopes, two indirect ophthalmoscopes, microscopes, free spectacles and 11 sets of titanium cataract instruments to all hospitals.

The donation is part of the of the Sh400 million four-year commitment the bank made last year towards child eye care in East Africa.

Standard Chartered General Manger East Africa Lamin Manjang says the project will ensure children who cannot be medically or surgically treated are given support and educational opportunities by ensuring clinical equipment are available.

“Without effective intervention the number of blind people across the world will increase to 76 billion by 2020. Avoidable blindness is not just a health issue but also an economic issue.

For many, going blind can mean end of education, livelihood and jobs. They have fewer opportunities to provide for families and community. These are shocking statistics and that is why we are supporting this initiative,” he said.

The beneficiaries include Kenyatta, Moi Teaching, Coast General, Nyeri and Garissa provincial hospitals, Kitale, Narok and Malindi district hospitals.

The initiative has earlier helped restore sight for over 4,500 children in Kenya.

by Russia’s ban on most imported Western food will be compensated by the European Commission.

US teenager’s Bitcoin venture pays off big A 15-year-old American boy used Bitcoin, an online currency that is accepted in many parts of the world, including Kenya, to turn $1,000 (Sh88,000) into $100,000 (Sh8.8 million).

With his millions, Erik Finman, the young entrepreneur, has now founded Botangle, an online education program that links students with instructors around the world.

Finman, who got the $1,000 from his grandmother, saw the value in Bitcoins.

“I just thought it was an amazing tool, and it was going to be really big,” Finman told CBS, a US-based news agency in an interview earlier this week.

Inspired by Alexis Ohanian, the founder of Reddit, an entertainment, social networking and news website where registered members can submit content, Finman decided to use his earnings to launch Botangle.

Bayern plot Atletico raid for Diego Godin

Bayern Munich sporting director, Michael Reschke is reportedly in Madrid to speak with representatives of Atletico Madrid for the transfer of defender, Diego Godin.

Bayern are looking for replacement to Javi Martinez, who will miss the entire season after a knee surgery. The team has made Godin a priority.

But Atletico directors and manager Diego Simeone have vowed not to allow Godin to leave without a fight after he signed a contract extension and was recently named a vice

Makau back from 8-month injury layoff

Former world Marathon record holder Patrick Makau, is back running after an eight-month injury lay off and he wants his record back.

Makau says his knee is fully healed and he will mark his return with a run at the sixth Mwea Classic Marathon followed by a half marathon in Germany in September before competing in next year’s Tokyo Marathon.

“The injury on my left knee was bad; it side-lined me for eight months. I was not happy seeing my colleagues winning in my absence but I have now recovered fully and I’m ready

to go for it,” said the 29-yearold, whose last major competition was at 2013 London Marathon.

“I am fit; my focus is to break the record again by lowering Kipsang’s time when next season begins. It’s a big possibility because it’s just a matter of training,” said the two time world half marathon silver medallist.

Makau’s (2:03:38) dethroned Haile Gebrselassie’s (2:03:59) as the world marathon record holder at the 2011 Berlin Marathon. The record stood for two years before Wilson Kipsang set a new world best

Fiery Besiktas rattle Arsenal

Kenya 7s juniors fourth at Youth games after Fiji loss Kenya finished fourth overall at the Youth Olympics rugby sevens competition after losing 12-0 to Fiji in the bronze medal match this morning in Nanjing, China.

The Kenyan juniors were unable to repeat the heroics of the group stage where they defied all odds to beat the fancied Pacific islanders who lost 17-12 to qualify for the semi-final. The Fijians exacted revenge when it mattered most and got their and took home the bronze.

Coach, Paul Murunga hailed the performance of his young charges.

“I am proud of the boys’ display. They held their own against better prepared opponents and this team has shown

what Kenya is capable of and if this group of players is kept together, nurtured and exposed, they can definitely attain great heights,” Murunga said.

In the semi-final, Kenya gave a spirited effort but narrowly lost 12-19 to unbeaten Argentina in a much better performance. At the pool stage, Argentina beat Kenya 32-5.

The match between Kenya and Argentina was closely contested although the young Pumas again muscled their opponents at contact areas. Their sleek ball handling also proved too much for the Murunga’s boys.
