to dismiss the proposed law as vague. The lawmakers said definitions of key terms, such as psychological abuse and sexual harassment, as contained in the Bill are vague and ambiguous. They also said majority of the proposals in the Bill cannot be applied in Kenya’s multicultural diversity. “There is nothing like

sexual harassment between a husband and wife in the Kamba culture where I come from,” said Benson Makali of Kitui Central. “Some of the things raised in the Bill can be solved through our holy scriptures and cultural set ups,” said Majority Leader Aden Duale who led male colleagues in dismissing the Bill. Despite repeated appeals

from women to male colleagues not to shoot down the Bill, the latter said discussing the proposals was a waste of parliamentary time. “We don’t want to create laws to manage our bedrooms and sitting rooms. We have more serious issues to deal with like terrorism, food insecurity and devolved system,” Duale said.

Robin Williams’ remains cremated Robin Williams’ body was cremated the day after he died and his ashes scattered in San Francisco Bay, US. This according to his official death certificate. The document, issued in Marin County where he died, does not list an immediate cause of death. Instead it merely says, “pending investigation.” Williams committed suicide on August 11, 2014 by hanging himself with a belt at his home in Tiburon, California. At the time of his death, he was reported to have been severely depressed. The coroner is still waiting for the results of toxicology tests to see if Williams had any chemicals in his body when he died. Those results will be available in a few weeks.

China’s search engine Baidu stalls on users

A man was last night shot dead during a robbery at an Mpesa shop in Githurai, Nairobi. The man had walked into the shop and stumbled upon a robbery in progress with four thugs demanding money. Police say the victim tried to help the owner of the shop by grabbing the one of the thugs in an effort to disarm him and was shot dead by one of the other three before they all escaped. No arrest has been made so far in connection with the incident.

Baidu, China’s number one search engine, is proving to be a difficult tool to work with. Google, the world’s most popular search engine, has been blocked almost continuously in China since May, but the government-backed Baidu is turning out to be an extremely unreliable replacement. Baidu, which boasts that more than 90 per cent of Chinese internet users access its service each month, has been the country’s dominant search engine even before the blockade had began. However, many users, especially students, researchers, and technicians who need to rapidly find reliable information online, are finding it to be a poor substitute for Google. “Users complain that for in-depth research, Baidu is often awful,” says Cathy Sizhao Yi, a research analyst for Qwartz, a US-based company. “Once Google is unblocked, I would stop using Baidu,” says Chinese Lawyer, Duan Wanjin. “Its results suck.” However, since the platform is a government-backed search engine, Baidu is a financial success.

Knut: Teachers lack skills for laptop project roll out

Most teachers in Kenya lack the necessary skills to facilitate the implementation of the primary schools laptop project, Kenya National Union of Teachers (Knut) Secretary General, Wilson Sosion has said. Sosion says it is necessary to integrate ICT in the education system and build capacity for teachers and administrators already in the service first before the country can fully embrace and capitalize on the imminent digital revolution. “A huge volume of teachers in Kenya cannot even open a computer,” Sosion lamented adding that the time has now come, “to build their capacity for effective service in conformity with digital practices,” Sossion was speaking on Tuesday at the Jomo Kenyatta University of Agriculture and Technology at a stakeholders’ forum for a Masters programme in ICT

Police recruits sue NPSC for nullifying their enlistment Police recruits whose results were cancelled by the National Police Service Commission over alleged massive irregularities have challenged the decision in court. Forty two recruits from Njoro and three others from Ololung’a centres are accusing the Johnstone Kavuludi-led

commission of unlawfully cancelling their results. They claim they were successfully recruited in their respective centres and were waiting to be issued with appointment letters. In an urgent case lodged in the High Court on Wednesday, the aggrieved

recruits say the move is against their legitimate expectation having undergone a rigorous exercise. Judge Isaac Lenaola directed the recruits through their advocate to serve their application on NPSC and return to court on Thursday next week. A total of 10,000 police recruits were

being hired in 289 centres countrywide before complaints of irregularities arose from various quarters. The judge also directed the National Police Service Commission and Independent Policing Oversight Authority to embrace negotiation to solve the recruitment fiasco.

Kenya’s HIV/Aids war requires Sh12b annually Kenya needs to allocate Sh12 billion annually to the war against HIV/Aids to curb new infections. A new report launched on Wednesday says the country records at least 100, 000 new infections annually. The money will help control the spread. Dubbed ‘The National HIV and Aids Estimates’, the report which was launched by Health Cabinet Secretary James Macharia projects that Sh1.75 trillion is required to prevent 1.5 million infections by 2030. “With a budget of Sh11.7 billion per year, Kenya would reduce the number of new infections by 66 per cent,” says the report. The Government allocated only Sh670 million to the NACC in this year’s budget. Fighting the Aids menace has mainly relied on donor support as expenditure rose from Sh63 billion in 2009 to

Sh72 billion in 2013. The Government’s concerns follow shocking data by the World Health Organisation (WHO) which ranks Kenya as having the fourth highest number of HIV/Aids infections across the globe. With 1.6 million people living with the virus, Kenya is ranked only behind South Africa (5.6 million), Nigeria (3.3 million) and India (2.3) million. Macharia said 58, 465 people died of HIVrelated illnesses in 2013. Out of those living with the virus, 191, 840 are children. “There is need for concerted efforts which incorporates all stakeholders to help us fight this scourge,” Macharia said. NACC and the National Aids and Sexually Transmitted Infections Control Programme jointly did the survey, proposed voluntary male circumcision, treatment and condom distribution as control measures.

Kimaiyo extends Lamu curfew by another month The dusk-to-dawn curfew imposed in Lamu County by Inspector General of Police has been extended by one month. The extension which takes effect this evening will be in force until September 21. The curfew which was first imposed on July 19 was prompted by increased insecurity in the county. More than 100 people have been killed and property worth millions of shillings destroyed in the last two months. Kimaiyo directed residents of Lamu to cooperate with police and remain in-doors during the curfew period. Only those with a written permit from the County Police Commander are exempted from the order. The extension, he said, is meant to allow for more security operations to make the area “completely secure and safe for citizens.” “During this time, members of the public are expected to comply with the aforementioned instructions and similarly cooperate with the security agencies in

order to achieve the objective of this operation,” he said. The police boss said the situation will be reviewed and appropriate action taken by September 21, when the extended order expires. Although the intensity and scale of attacks have decreased, there have been continuous raids in the area. The recent one was Monday night by unknown gunmen at Bodhei Police Station

near Lamu who hijacked two miraa vehicles and later burnt a police car before fleeing. Kimaiyo also declared Boni and other adjacent forests prohibited areas. He said all public transport vehicles in Lamu and Garsen will only be allowed to move under police escort. Officers will offer security for schools and other vital installations in the county.

Often described as the ‘WhatsApp for feature phones’, Saya is a mobile messaging app that caters to high-growth mobile markets worldwide, bringing cheap mobile messaging to people who do not have Smartphones in emerging economies. Swazuri team launches Lamu 500,000 acre allocation investigation The National Land Commission has started scrutinising papers on the controversial 22 parcels of the 500,000 acres of land in Lamu County that have since been revoked. Directors of the companies named as owners of the land were due to be taken through a quasi-judicial process at Kenyatta International Convention Centre (KICC) to unearth the truth on the ownership of the land parcels. The commission will scrutinise the papers to

find out if the land was legally acquired before the commission makes a determination. NLC CEO Tom Chavangi says the hearings will be open to all Kenyans before the commission makes recommendations on whether to write to the Chief Lands Registrar for the revocation of the titles. The move follows instructions by President Kenyatta who also asked the Commission to revoke the title deeds for the allocated land. The land, whose titles

The allocations were made in anticipation of the construction of the Lamu Port and South Sudan Ethiopia Transport (LAPSSET) Corridor project. Mission to rescue Foley failed, US officials reveal A US secret military mission had tried but failed to free US reporter James Foley and other American hostages in Syria, US officials have said. Their comments come after a video of Foley’s beheading by a masked militant, who speaks with an English accent and identifies himself as an IS member. The militant said the journalist’s killing was in retaliation for US attacks on IS in Iraq. US President Barack Obama condemned the killing as “an act of

violence that shocks the conscience of the entire world”. He compared IS militants, who control large parts of Syria and Iraq to a “cancer” and said the group’s ideology was “bankrupt”. The UN, UK and others have also expressed abhorrence at the video with UK premier David Cameron admitting that it is “increasingly likely” that the militant who beheaded the journalist is British. It is estimated that IS, which has seized large parts of northern Iraq

and Syria, has up to 400 recruits from the UK in its ranks. UK police are still trying to confirm the militant’s identity. Mr Foley’s mother Diane said he “gave his life trying to expose the world to the suffering of the Syrian people”. The Kenya Association of Hotelkeepers and Caterers (KAHC) says that 15 hotels have closed shop in Malindi with seven left operating. In Diani, five hotels have

Mike Macharia, the Association’s CEO called on the government through the Foreign Affairs Ministry to address the issue of travel advisories by holding continued talks with some of the western countries which still have travel advisories against Kenya. Perhaps the most recent one is the professional indemnity package, which insures professionals in their line of duty. Though the number of players in the insurance sector has continued to grow, penetration of insurance products has remained low. Only seven per cent of Kenyans have any form of cover, according to data from

the Central Bank. Meanwhile, professional indemnity is becoming a necessity among white collar workers. The cover protects individual professionals and companies from bearing the full cost of defence against a negligence claims made by a client, and any damages awarded in such a civil lawsuit. Stanley Kibichu, a Nakuru-based contractor bought one such cover and it saved his business. A month after signing a Sh450 million contract, disaster struck as a building he was putting up collapsed due to negligence on

the part of his project managers. “I was very lucky I had obtained a professional indemnity cover against errors and omissions in the year 2000,” Kibichu said. “If it were not for this cover, my career could have fizzled.” Simply put, professional indemnity cover protects professionals like lawyers, contractors, doctors, lecturers, engineers, designers, or accountants against common errors or omissions in their line of work. Kwale’s Ukunda airstrip set for upgrade Kwale County is set for an upgrade as the government moves to improve the area’s airstrip and roads. President Uhuru Kenyatta has informed the county’s leaders that plans to upgrade the airstrip are complete. The small airfield is located near Diani Beach and serves a number of local areas including Diani, Tiwi and Msambweni. Most of the flights to these airstrip operate from Nairobi’s Wilson airport. The airstrip provides tourist access to beach resorts and inland game reserves. The upgrade will be a major boost for tourism sector of Kwale county and the country at large. The Kenya Airports Authority says there are plans to extend the runway to give access to larger aircraft. The airport will then be able to offer services to Jomo Kenyatta International Airport in Nairobi, as well as international flights to Zanzibar, Arusha and Dar es Salaam. Last month, President Uhuru Kenyatta held a meeting with Kwale leaders

New placement rules more inclusive The recently concluded public university and college placement exercise has shown commitment to controlling the quality of education and making it accessible to all that deserve it. The new arrangement and the establishment of the Kenya University and Colleges Central Placement Service that chose learners who did not meet university entry requirement are immediately placed in mid-level colleges. The KUCCPs CEO John Muraguri Tuesday told a national TV morning show that students were placed on merit. For years bright students who do not meet university cutoff points had either to bribe their way into middle level colleges or be lost to crime and other vices. Now that they will be state sponsored, Kenya is in the

path to compete the African academic giants, South Africa and Egypt. For the first time again, it is laudable to learn that physically challenged students were considered. Special consideration were given to disadvantaged group like girls, the disabled, and those from marginalised areas who were admitted on lower grades than the rest. For the first time in history of the country, 72,330 students were selected for government finding into these higher institutions. Universities will take in 56,937 while the middle level colleges are to absorb 15,393. Some lecturers have said the number of instructors is still low to cater for these students. A total of the 449,216 students sat the KCSE exam. This implies a good number is still out of the bracket.

Immediate action must be taken against poison-laced drinks

But it saddens when energetic people are constantly dying of poison-laced drinks in pubs and other distribution dens. In this case, the same police are alleged to work in cahoots with the sellers in robbing the society of its building blocks: the youth.

It has been established that methanol, car acid battery acids, among other corrosive chemicals are added to the alcohol to make it ëstrongí. It makes no sense that the police, who are supposed to support National Campaign against Drugs and Alcohol (NACADA) in implementing the famous Mututho law are abetting law breaking by allegedly taking bribes.

Those drinking in those dens should also be judged for wanting to commit suicide too. Both are about jumping off high points or cliffs into a body of water but in tombstoning, the jumper leaps­—actually just drops— vertically straight down into the water like a stone would, hence the name tombstoning. AK chiefs in 2017 Youth Games bid row

Athletics Kenya (AK) National Executive Committee (Nec) has differed over the composition of the 2017 World Youth Athletics Championships bid committee. The rivalry erupted after AK president Isaiah Kiplagat launched a committee bidding to host the world event. Local athletics governing body Nec member Barnaba Korir dismissed the committee as incomplete without involving athletes. “This is a sham how can you constitute the bid committee without the input of athletes? This is unacceptable and it should be reconstituted,” he said. Kiplagat said bidding was a technical issue and they have named members from different sectors. He thanked First Lady Margaret Kenyatta for accepting to be the committee patron. “As you well know this bid is not an AK venture but a national initiative that will bring pride to Kenya. For this reason we underscore the importance of the support from the Kenyan public and more so the government and the City County of Nairobi,” he said.

The bid papers are required for submission to IAAF September 25th in Monaco Korir, who is also AK Nairobi branch chairman, said many countries bidding to host international events use sportsmen and women to spearhead the attempts. He cited Sebastian Coe, a former 800m world record holder and former England soccer international David Bekham who were used by London to bid to host the 2012 Olympics. Football legend Pele was also utilised by Brazil as it sought to host the 2014 World Cup and 2016 Olympic Games in Rio De Janeiro. Kiplagat said former Germany soccer great Franz Bakenbeur spearheaded his country’s bid to host the 2006 Fifa World Cup. Korir said Kenya has many athletes who can be involved in the bid such as five-time cross country champion Paul Tergat who is an International Olympic Committee of Kenya (IOC) member and four-time Boston marathon champion Catherine Ndereba. The committee comprises Kiplagat, David Okeyo, Fatma Awale, Jackson Tuwei or Isaac Mwangi (AK).

Barcelona won’t sign new players until 2016 after ban appeal flops Barcelona will wait until January 2016 to sign new players after the world governing body Fifa rejected the club’s appeal against a ban. Newly appointed Harambee Stars assistant coach Musa Otieno, says laying down strong youth structures will work towards bringing out a strong senior team. Otieno, appointed to assist Bobby Williamson in the new look Harambee Stars technical bench added that the two years Kenya will be in the cold should be used to full advantage. “Yes at the moment that looks like torture, but I say two years are not enough.
