Kenyan troops to Somalia may withdraw by 2016

Kenya Defence Forces could pull out of Somalia by 2016 if a new roadmap by the African Union is followed through.

The latest assessment by stakeholders was announced

by AU Acting Special Envoy to Somalia Lydia Wanyoto.

It is estimated that Somalia’s federal government will have developed enough capacity to independently run the affairs of the war tone nation by the withdrawal date.

Army may quit Somalia by 2016 From Page 1 The only roadblock is the “complete flush out of Al-Shabaab” from the sea.

“Going by the current projections, we are almost certain that we shall see take off in 2016 and according to our roadmap, Amisom would be leaving Somalia in 2016. The target is achievable. So, as we clean out Al-Shabaab, we have the mandate to build capacity and this is a process we have embarked on,” she said.

to Uganda Sheik Sayid Ahmed Dahir, who echoed the remarks, saying his country is ready to take off.

“Somalia will have no more conflict in the coming years; and with the help our friendly countries, we are now ready to take full control.

We welcome the capacity building trainings that our partners are conducting and I urge our countrymen to enforce what they have studied for the betterment of our country,” he said.

Amisom is made up of troops from

Kenya, Uganda, Burundi, Ethiopia and Sierra Leone. Kenya has contributed the largest number of the troops.

Some politicians have questioned the continued presence of KDF troops in Somalia, with others calling for their withdrawal to halt attacks by Al-Shabaab insurgents.

The militants have claimed they will continue to launch attacks in Kenya unless the troops are withdrawn.

But President Uhuru Kenyatta has maintained that the troops will

continue to fight the terror group right inside Somalia until the mission of making Somalia secure is achieved.

The opposition have been demanding for the withdrawal of the soldiers, saying their mission has ended. They claim the military has been accused of illegally selling charcoal while terrorism in Kenya has not abated.

KDF first crossed into Somalia in October 2011 following a spate of abductions on Kenyan soil by the militants.

The plan to withdraw the troops in two years’ time are also seen as parts of plans to allow Somalia to conduct her general elections scheduled for 2016.

The two envoys spoke during the international humanitarian law training on Wednesday at Munyonyo Commonwealth Resort in Kampala. During the exercise, more than 30 officers from Somalia National Army were equipped with techniques on how to handle civilians.

Recovered US ebola patient discharged from hospital

US authorities intervene in copyright dispute sparked by Monkey selfie Animals, ghosts and gods cannot own copyright, the United States Copyright Office has said.

This is in reaction to an objection by David Slater, a British nature photographer, to a decision by Wikimedia (the US-based organisation behind Wikipedia) to distribute a monkey ‘selfie’ for free taken by the photographer’s camera.

Slater gave his camera to a monkey, which then took a picture of itself. He claims that, as a professional, he owns the rights to the picture, but the US Copyright Office seems to disagree. The copyright watchdog has since published a draft update to its rules regarding ownership of creative works like photographs, text and art. The update explicitly states that it will only recognise pieces produced by human beings The office published a list of examples of prohibited claims and made sure to include “a photograph taken by a monkey”, which, of course, refers to the recent Wikipedia case.

Uhuru term to stretch into 2018 if polls Bill passes President Uhuru Kenyatta’s first term may spill over to January 2018 if a new Bill seeking to change the month of general elections is pased

by MPs. The Parliamentary Committee on Justice and Legal Affairs yesterday gave the green light for the publication of the Bill which wants the month of the elections changed from August to December.

Committee chairman Samuel Chepkonga, while endorsing its publication, said the Bill should be published “forthwith” so that the electoral commission gets prepared for the new dates.

The Constitution spells out that the general election be held on Tuesday of the second week of August of every fifth year in the election circle but MPs now want the polls moved to the

Monday of the second week of December.

According to the committee, the change is meant to free Kenyans from the hassles of politics in the middle of the year.

The legislators argued that having elections in August interferes with the budget process, the school calendar and national exams, as well as voter turn-out.

But on the other side, the change in law will also extend the term of all elected leaders, including President Uhuru Kenyatta, by at least four months.

Ugenya MP David Ochieng who is sponsoring the Bill said he hopes it will be introduced into the House when members return from recess, which begins next week. However, there will also be a 90-day AUgUSt hoUSE: CParliament in session. the house is due to discuss a Bill that seeks to change participatory period once election dates from August to December. the Bill is tabled.

One of the US aid workers who recovered from an Ebola infection said he is “thrilled to be alive” as he and another patient were discharged from hospital.

Dr Kent Brantly, 33, thanked supporters for their prayers at a news conference in Atlanta.

Nancy Writebol, 59, was discharged on Tuesday.

The two were brought to the US for treatment three weeks ago.

The outbreak has killed more than 1,300 people in West Africa, with many of the deaths occurring in Liberia.

Today is a miraculous day,” said Dr Brantly, who appeared healthy if pallid as he addressed reporters on Thursday at Emory University hospital.

“I am thrilled to be alive, to be well, and to be reunited with my family.

As a medical missionary, I never imagined myself in this position.”

He said Ebola “was not on the radar” when he and his family moved to Liberia in October.

After his family returned to the US as the Ebola outbreak tore through West Africa, he continued to treat Ebola patients and woke up on 23 July feeling “under the weather”.

Dr Brantly said he lay in bed for nine days, getting progressively sicker and weaker.

On 1 August, he was flown to Atlanta for treatment at Emory.

Emory infectious disease specialist, Dr Bruce Ribner said after rigorous treatment and testing, officials were confident Dr Brantly had recovered and can return to his family.

Purge security organs of graft, ex-officer urges Retired military officer Bashir Haji Abdullaih has asked the Government to fight corruption within security agencies if the ongoing reforms are to be effective.

He says external threats from terrorists have become an internal problem because of corruption at the borders and the Immigration Department.

Speaking during a public debate on Kenya’s struggle for justice and security, Abdullaih however, applauded President Kenyatta for making changes at the Immigration Department.

“There are number of issues at hand. When we talk about external threats becoming internal threats we mean that the external group is using

internal elements to carry out these attacks or the same group has sneaked into the country,” Abdullaih said.

“If you look at the group coming in to carry out the attacks, the issue of manning, surveillance and control of our borders is very weak.

On Wednesday, MajorGeneral (rtd) Gordon Kihalangwa replaced Jane Waikenda as the Director of Immigration.

Insecurity, poor facilities, corruption, lack of adequate healthcare and education systems have pushed Nairobi to the bottom of the list of the 20 most habitable cities around the world.

The Kenyan capital is ranked 122nd out of 140 cities surveyed whose results were released Tuesday by the Economist Intelligence Unit.

But Nairobi has improved two places from last year, when it ranked 124.

Private cars set for vetting to reduce road accidents Private motorists will soon have their cars inspected as the Government launches a move to keep unroadworthy vehicles out of the roads.

The National Transport Safety Authority (NTSA) says the inspections will start in January.

All vehicles which are older than four years will have to undergo the mandatory inspections.

“The law is already in place and we are putting in necessary structures to support the inspection,” the agency’s Director General Francis Meja said on Thursday.

There are a total of 18 inspection centres countrywide and the agency says the exercise will be carried out annually.

Unroadworthy vehicles have been blamed for a number of fatal crashes on the highways and the move is part of the campaign by the Transport ministry to reduce road accidents.

US reckons IS militants most dangerous threat Islamic State militants are the most dangerous threat the US has faced in recent years, Washington has warned.

Defence Secretary Chuck Hagel said US air strikes had helped to break the Islamist advance in Iraq, but the militants could be expected to regroup.

America’s top general Martin Dempsey stressed that IS could not be defeated without attacking their base in Syria.

The warnings come after IS posted a video showing the beheading of US journalist James Foley.

The US has now begun a formal criminal investigation into Mr Foley’s death, with US Attorney General Eric Holder warning that the country has a “long memory”.

It has emerged that a special US military mission tried but failed earlier this summer to rescue Mr Foley and other US hostages held in Syria.

The militants had also reportedly demanded a ransom of $132m (Sh11.2 billion) for his release.

Speaking at a news conference on Thursday, Mr Hagel described IS as

an imminent threat. “They are beyond just a terrorist group. They marry ideology, a sophistication of strategic and tactical military prowess, they are tremendously well-funded... this is beyond anything that we have seen.”

US did not rule out additional action against the militants.

Jamii Bora unveils insurance cover for stolen ATM cards Jamii Bora Bank customers will receive an insurance cover of up to Sh40,000 compensation in case of ATM card robbery or hijacking.

The bank said on Wednesday the cover will be offered by the Heritage Insurance Company following a previous agreement signed between the two companies.

The deal will ensure Jamii Bora debit card holders customers pay an annual fee of Sh510 in exchange for the cover.

The insurance will also cover emergency accidental expenses, card replacement and a life cover.

ATM fraud has cost banks millions in losses as customers complain of missing cash from accounts. Since 2012, lenders have lost more than Sh1.4 billion to thieves who make copies of the outdated strip cards.

“Such a loss must be reported to the bank within 24 hours of occurring,” said Sam Kimani, the Chief Executive of Jamii Bora Bank.

Jamii Bora’s move follows a drive by banks earlier in the year to phase out the use of magnetic stripe technology in their ATM cards. The facilities were replaced with more secure chip and pin

technology.

Chip and pin cards have proved to be successful in other countries. Nigeria’s Central Bank reports that their drive has reduced cases of ATM fraud by more than 90 per cent since it was introduced over 4 years ago.

Meanwhile, Kimani says the Jamii Bora cover will also protect customers from loss of funds withdrawn by forceful means anywhere in the world.

“It also covers emergency first aid expenses for bodily injuries as a result of the robbery or hijack incidents,” he said.

McDonald’s restaurants closed down in Moscow Four McDonald’s restaurants have been shut in Moscow by Russia’s main consumer watchdog for allegedly breaching sanitary laws.

The closure is part of an ongoing investigation into McDonald’s food standards in Russia. Consumer watchdog, Rospotrebnadzor, claimed the restaurants had breached many sanitary laws. The watchdog further said it will carry out checks at other McDonald’s restaurants in central Russia.

Last month, Rospotrebnadzor filed a lawsuit in Moscow urging the restaurant chain to withdraw certain products.

The complaint alleges contamination of a McDonald’s product tested in Novgorod, Russia, and

misleading nutritional information.

In a statement, McDonald’s said it was studying the complaints and vowed to provide safe and quality products.

By surveying families who send children to private and public schools and colleges, researchers from Egerton University have found that some Nairobi households spend up to Sh3.7 million a year on their children’s education.

Internet platform SoundCloud to start bombarding fans with ads SoundCloud, the popular online platform that allows internet users to access free music, will start bombarding fans with ads.

Without paying artists or record companies, SoundCloud lets people freely upload and stream any kind of audio. Musicians have embraced it as a way of sharing their hottest work with fans.

Lorde, the teenage pop star from New Zealand rose to fame after posting her song “Royals” on the platform.

The company says about 175 million people listen to music on its platform each month, more than four times the global audience of popular site, Spotify.

“We have listeners in every single country in the world and in space,” said Alex Ljung, SoundCloud’s chief executive.

History SoundCloud was originally started in Stockholm, Sweden, but was set up in Berlin in August 2007 by Swedish sound designer Alex

Ljung and Swedish artist, Eric Wahlforss.

In April 2009, SoundCloud received €2.5 million (Sh293 million) funding from Doughty Hanson Technology Ventures. By May 2010, SoundCloud announced it had one million subscribers.

On Thursday, as part of a new licensing deal with entertainment companies, SoundCloud will begin incorporating advertising and for the first time to let artists and record labels collect royalties.

Implications Many web users complain that ads, especially the kind that pop up at random, are a frustrating part of visiting their favourite sites. The new feature is likely to cause users to raise complaints and make the SoundCloud experience less enjoyable.

However, the site plans to introduce a paid subscription service that will let listeners skip those ads, as they can with Spotify and other licensed services.

Paul Gamba, who did the study with a number of colleagues, says the cash spent varies from household to household.

“School fees is an area where income groups play a big role in determining expenditure shares,” he said. “There was wide dispersion with household incomes ranging from Sh1,200 to Sh2,184,000 per month.”

Gamba and colleagues, along with Francis Karin, a senior researcher at the university, said school fees takes about six per cent of every household’s expenditure.

The poorest households spend only three per cent of income on school fees while the wealthiest spend 14 per cent. This means the wealthiest households spend up more than Sh305,000 a month on fees.

The survey showed that a Nairobi household has three children. Majority of parents send children to affordable public schools. A small number of those surveyed took children to expensive private institutions.

Gamba says the average amount of money spent on fees ranges from Sh406 a month for the lowest income earners to Sh13,434 for the wealthiest group.

State seeks private firms to run new berths at port

The government has announced plans to source for a private company to manage berths 20 and 21 at the port of Mombasa once construction is complete by 2016.

Transport Cabinet Secretary Michael Kamau, the move is aimed at ensuring faster operations at the port and enhancement of efficiency.

“All people who are working up to berth 19 will continue working as usual because this is additional capacity,” Kamau said.

“So it is more people coming in, it is more employment, it is faster movement of cargo and of course fulfilling the conditionality of the loan,” he said.

One of the main qualifications of the firm to manage the berths will be experience in operating a berth with a capacity of 400, 000 20ft equivalent unit (TEU) containers.

The company must also be ready to own 51 per cent of the facility, with the remaining 49 per cent going to Kenyan investors.

“After the procurement process is over, which we are going to commence maybe in another months’ time, we will start international competitive bidding,” Kamau said during a business stakeholders meeting organised by the Kenya Ports Authority (KPA) in Nairobi.

The construction of the berths will cost Sh23 billion. The berths will be able to handle a capacity of over 550,000 TEU containers annually.

“At the moment there is no berth 20

Many people see wealthy people as sources of inspiration but not all rich people are smart. In fact, many of them lose their fortunes when they succumb to arrogance.

“We have all seen it in our careers - people who we thought would have gone on to be the tops in their company or industry but who end up shooting themselves in the foot,” explains Erick Jackson, the founder and Managing Partner of Ironfire Capital LLC, a tech-focused business company.

Double catch in fish, strawberry farm Two enterprising young men are making over Sh3 million a year from fish and strawberries in a creative move that has given them clients from as far as Rwanda, Tanzania and Uganda.

Samuel Gitimu and Edward Nyagah, came into the spotlight in 2012, when their innovation was voted the best model in the Nature Challenge, a contest organized by the World Wide Fund for Nature (WWF) and NETFUND to foster

green farming techniques that safeguard the environment and promise higher food returns.

“Our system integrates the plants and fish and the two become symbiotic, ultimately forming a long term, sustainable green model,” noted Gitimu.

The system consists of a fish pond or fish tank, which is set up in one end of a greenhouse with the crops growing above the water.

The waste from the fish introduces

two types of bacteria into the tank, which become the fertilizer for the plants.

“The aim is to use a soilless medium to grow the crops because it is only the water and nutrients that the crops need. The crops inside the structure all depend on these nutrients, which are generated by the fish,” explained Gitimu.

He says they were inspired by Australian farmers, who were doing something similar iy. Gitumi says

an 8x15-metre greenhouse can take about 1,000 strawberry plants and over 1,000 tilapia fish and that the structure can give returns of over Sh3 million annually, based on three harvests per year.

Gitumi says that anyone using the system can “harvest 15 tonnes of straw berries per year and 6 tonnes of tilapia” over the same period.

Last year alone, the duo set up over 12 systems and the demand is growing steadily.

side valleys is Kitalo Cave, a refuge for Maasai Morans during their period of living in the wild, following their circumcision.

Save for the few herds of Maasai livestock you encounter grazing on the lower hill slopes, Olesekut is delightfully isolated from civilization, and from its summit you get magnificent views of both Ngong Hills and Mt Olorgesailie.

From the Van Gaal era starting with a shock loss, Suarez-less Liverpool asserting title credentials and Fabregas shining for Chelsea, fans were exposed to what could shape up to be one of the most captivating seasons to date.

Already winners in Kabeberi and Dala in the 2014 national circuit, the bankers will be out to defend the title they won in the past two years.

In last year’s final, they beat Quins 12-5 in the finals. The bankers lead the overall standings with 44 points.

Dala Sevens losing finalists, Homeboyz, face Nondies, Kisumu and Thika in Drift Woods Sevens. Homboyz are second in the standings

with 36 points after two rounds of the circuit. Quins are third with 29 points after a disappointing performance in Kisumu.

KCB coach Curtis Olago said they are gunning for all five circuit wins and will not rest on their laurels despite taking lead after two rounds.

“We are happy with the performance so far. We have won two tournaments but our intentions is to get better and win all the five legs,” said Olago.

Olago predicted tough competition in the next leg considering the Kenya Sevens stars will be back to their clubs.

CK’s Janmohamed says she won’t go back on resignation Former Cricket Kenya chairperson Jackie Zehra Janmohamed, has said she will not reconsider her decision to step down form the hot seat saying that was a well consulted move.

This comes even as acting chairperson Anil Patel and CK executive members asked Janmohammed to rescind her decision.

“CK wishes to state its stand on the recent reports circulating that the chairperson Janmohamed had resigned from her position,” said Patel.

Janmohamed, who made sporting history in December 2012 by being elected the first female to chair a country cricket board, resigned late last month citing “personal reasons”.

Upon her election, Janmohamed, a lawyer by profession, said she believed she could make a difference, hence her acceptance of the post.

“Cricket has been a part of me since when I was a child. I grew up watching cricket and since there was no women’s cricket, I moved to umpiring and then administration. Now I wish to step down on grounds I won’t wish to state now, the move was widely consulted, I wish CK, all the best,” said Janmohamed.

Janmohamed’s choice was a major shift for the 60-year-old male dominated board.
