A total of 19 people have been reported killed in Mandera County in the raging inter-clan violence. Unconfirmed reports indicated that Ethiopian raiders are involved in the clashes. More than 180 houses were on Wednesday burnt at the Rhamu area, the epicentre of the latest clashes. Police say the death toll from the fighting has hit 11 with hundreds of residents displaced from their homes. Ethiopians linked to Mandera killings From Page 1 The estimated 200 attackers said to have crossed over from Ethiopia shot indiscriminately at Kenyans in the border town in a raid that lasted several hours on Tuesday. A police report said the heavily armed assailants attacked Banissa in military fatigue. At least six bombs are said to have been used in the raid. At least 20 houses were burnt, property destroyed and a dispensary and school vandalised.

The attackers blocked all roads leading to the town to make it difficult for intervention by security forces. “The number of injured is yet to be confirmed,” the police report noted. Those killed could also not be identified as they had been taken for burial at undisclosed locations. Members of the Degodia community are the majority of the town’s inhabitants and were the top targets in the attack. Members of the Garre and Degodia communities, which account for

almost 80 per cent of Mandera County’s inhabitants, have been locked in endless feuds that are based on historical and political differences. The two communities overlap into neighbouring Ethiopia. There are reports that those in Ethiopia are heavily involved in the latest clashes. Deputy Police Inspector General Grace Kaindi on Tuesday said the skirmishes are a spill-over of similar conflicts between the two communities in Ethiopia.

The fighting started last week at Rhamu where residents normally use dhows to cross River Daua that separates the two countries. On Monday, similar attacks were reported in Rhamu Dhimtu, about 30 kilometres from Rhamu town on the way to Banissa as gunmen suspected to be from the Garre community attacked villages and torched 15 houses. The on-going fighting has disrupted key activities in the region. International humanitarian group, Red Cross, has suspended

operations after its staff were attacked on Monday. Police have launched aerial patrols to provide support to ground officers as they hunt down the raiders. An aircraft, MI-17 registration number 5Y-EDM, left Wilson Airport on Tuesday with General Service Unit Commandant Joel Mboya Kiltili, Kenya Police Airwing Commandant Rodgers Mbithi, and AP Deputy Director of Operations Mwangi Nderitu, among other top officers, on board as they seek an end to the killings.

A Brazilian settlement scheme that is made up of only young, ‘extremely attractive’ women is the new talk of town. Noiva do Cordeiro, in the southeast part of the country, has a population of 600 mainly women. Men are sent away at 18 and the few husbands available are only allowed in town on weekends. But young women in the town are growing increasingly frustrated over lack of men, and have appealed for eligible bachelors to step forward. “The only men we single girls meet are

either married or related to us…. everyone is a cousin. I haven’t kissed a man for a long time,” Nelma Fernandes, 23, told The Mirror. “We all dream of falling in love and getting married. But we like living here and don’t want to have to leave the town to find a husband.” The unusual settlement was founded by Maria Senhorinha de Lima, who was branded an adulterer and thrown out after fleeing her forced marriage. Other women rejected by society joined

her in isolation, and Noiva do Cordeiro was born. “But the appeal for bachelors has a caveat: it requires men to do what we say and live by our rules,” said Nelma. “There are lots of things that women do better than men. Our town is prettier, more organised, and far more harmonious than if men were in charge. “And there’s always time to stop and gossip, try on each other’s clothes and do each other’s hair and nails.”

Chinese main culprits in ivory trade

A Chinese is involved in every seizure of ivory in Kenya, a report by wildlife charity BornFreeUSA says. The report, “Out of Africa: Mapping the Global Trade in Illicit Elephant Ivory”, also identified Jomo Kenyatta International Airport and Mombasa Port as major conduits for the multi-million-dollar illegal global ivory trade. It warned that ivory and wildlife trafficking converges with other forms of organised crime.

South Koreans will be extinct by the year 2750 if nothing is done to stop the nation’s falling fertility rate. Researchers from the National Assembly Research Service in Seoul (NARS) report that the country’s fertility rate declined to a new low of 1.19 children per woman in 2013. This is well below the fertility rate required to sustain South Korea’s current population of 50 million people, South Korean news agency, the Chosun Ilbo reported. In a simulation, the NARS study suggests that the population will shrink to 40 million in 2056 and 10 million in 2136. The report indicates that, at the current birth rate, the last South Korean will die in 2750, making it the first national group in the world to become extinct. David Coleman, a population expert at Oxford University, had warned that South Korea’s fertility rate is so low it threatens the existence of the nation. The NARS simulation, however, is a worst-case scenario and does not consider possible changes that may come in the future.

Panic in Gigiri as police gun down three suspects Three suspected thugs were yesterday shot dead by police and two firearms recovered from them at a petrol station in Gigiri. Nine bullets and several handcuffs were also found on the slain suspects. Police said the men also had a communication gadget at the time of the shooting and that they were planning a robbery in the area. Gigiri OCPD Vitalis Otieno said undercover police were trailing the men who were in a salon car for hours before striking at the Kobil petrol station, which also houses the Gigiri Java Coffee restaurant. Police say the gang was on a mission to hijack and divert a lorry that was carrying dozens of empty LPG cylinders in the area when they were intercepted. “They had pistols, police communication gadgets and a pair of handcuffs when the incident happened,” said Otieno. A traffic police officer then stopped the lorry at the junction

of Limuru road and UN Avenue before boarding and directing the driver to park at the petrol station. The suspects then followed the lorry to the petrol station, where the officers pounced. The 3.30pm incident occurred just about 200 metres from both the US and Canadian embassies which are heavily guarded. It caused a lot of panic in the diplomatic zone with many mistaking it for a terror attack. Witnesses said the premises were hurriedly closed and workers ordered to remain inside as customers in the busy Java Coffee house and attendants at the petrol station scampered for safety. Otieno said undercover police were trailing the men who were in a salon car before the shooting happened at about 4 pm. He added they are trying to establish if the same gang was behind the shooting of an Asian businessman in his premises along Kirinyaga Road on Tuesday morning.

City fires leave scores homeless Several houses were last night burnt down in two separate fires in Nairobi leaving many without shelter. The fires happened in Ngong Town and Shauri Moyo area. Police say they are yet to know the cause of the blazes in both incidents but investigations have been launched. Those whose structures were affected have pleaded for help to reconstruct them.

Ignorance about road regulations, laziness and lack of road safety awareness has been blamed for the high number of Nairobians who are not using footbridges and pedestrian crossings. The Nairobi County Government’s Transport and Urban decongestion committee, in a report, says 26 per cent of city residents are not keen on road safety. Other reasons why people don’t use the footbridges include negligence, insecurity on the bridges, presence of hawkers and street families and the fact that such bridges are not strategically placed.

Kenyatta calls for joint EA efforts on terrorism President Uhuru Kenyatta has asked regional police chiefs to consolidate efforts in combating terrorism and other crimes. He said victory in the war against crime will be realised faster if police forces in the East African region work in solidarity and mustered self-belief. “It is also in our best interest to tighten our collaboration in intelligence gathering, and in the execution of the programmes that we agree together,” President Kenyatta said. He added: “The signs are very encouraging: our standing cooperation in our common life and in our trade; our common interest in good governance, in security and in education – all these stand us in strengthen us for the fight we must wage.” The President spoke on Wednesday in Mombasa when he opened the 16th

East Africa Police Chiefs Co-operation Organisation (EAPCCO) Annual General Meeting. He asked police chiefs to meet regularly and ensure resolutions passed are implemented. He said in the last five years, the region has witnessed a rise in terrorism, drug trafficking, money laundering and crimes against the environment, adding that efforts must be scaled up to defeat the vices. Block gruesome images, adviser urges Facebook One of Facebook’s safety advisers will ask the organisation to introduce safeguards to prevent users from stumbling on gruesome images. The move follows complaints over photos showing severed heads taken in a parts of Syria that are controlled by jihadist group Islamic State (IS). The firm initially refused to delete the images, saying they did not contravene its guidelines. It later blocked the material after being contacted by BBC. Stephen Balkam, chief executive of the US’s Family Online Safety Institute (Fosi), said he planned to raise the issue next month at a meeting of the Facebook Safety Advisory Board on which he serves. “There may be instances in which graphic photos and videos, like the beheadings in Syria, can be justified as being in the public interest,” he told BBC. “However, if they are hosted on Facebook or other social media platforms, there should be two barriers put in place.

“First, an interstitial, or cover page over the graphic images. With an interstitial in place, a user, particularly a child, will not have the image appear in their timeline or be easily seen if they are sent a link to the images. “Secondly, there should be an age gate, saying that you must verify that you are 18 years of age. While this is easily circumvented, it does at least warn the user and may well deter both kids and adults alike.” Balkam had initially criticised Facebook last year after it rejected calls to delete a video clip showing a woman being beheaded in Mexico. At the time, the site did briefly place a warning over the clip before deciding to remove it on the basis that it “glorified” violence. Knut’s strike threat over delayed allowances Teachers have again threatened to lay down tools to force the Government honour their agreement on increased allowances. The Kenya National Union of Teachers (Knut) on Wednesday issued a 21-day notice to the Teachers Service Commission to launch talks on the deal or face the strike. Secretary General Wilson Sossion said members have become restless because the deal which formed part of a returnto work formula after last year’s strike has not been honoured. “This was to be written within 90 days after resuming duty yet nothing has been done to date,” Soosion said. “Failure would mean the employer shall be provoking teachers to an industrial unrest upon the expiry of this notice,” he said.

Researchers find tomato cure for prostrate cancer Eating tomatoes may lower the risk of prostate cancer, research has shown. Men who take more than 10 portions of tomatoes each week reduce the risk by about 20 per cent, studies in UK have shown. Prostate cancer is the second most common cancer in men worldwide and is the biggest threat in Kenya, with every 17 per 100,000 being victims. Cancer is the third highest cause of deaths in Kenya and accounts for seven per cent of the national total deaths annually after infectious and cardiovascular diseases. Cancer experts recommend balanced diet high in fruits and vegetables and low in red and processed meat, fat and salt. The Bristol team analysed the diets and lifestyles of around 20,000 British men aged between 50 and 69. There are 35,000 new cases and around 10,000 deaths related to prostate cancer reported in UK every year. Researchers found out that men who take more than 10 portions of tomatoes each week - such as fresh tomatoes, tomato juice and baked beans

- saw an 18 per cent drop in prostate cancer risk. Eating the recommended five servings of fruit or vegetables or more a day was also found to decrease risk by 24 per cent, compared with men who ate two-and-a-half servings or less. “Our findings suggest that tomatoes may be important in prostate cancer prevention,” said Vanessa Er, of the School of Social and Community Medicine at Bristol University. “But further studies need to be conducted to confirm our findings, especially through human clinical trials. “Men should still eat a wide variety of fruits and vegetables,

maintain a healthy weight and stay active,” the report indicates. The cancer-fighting properties of tomatoes are thought to be due to lycopene, an antioxidant which can protect against DNA and cell damage. Researchers also looked at two other dietary components linked to prostate cancer risk selenium, found in flour-based foods such as bread and pasta, and calcium found in dairy products such as milk and cheese. Men who had optimal intake of the three dietary components had a lower risk of prostate cancer, they said.

US health official warns of global Ebola threat A top US public health official has warned that the Ebola outbreak in West Africa could worsen if an “unprecedented” response to bring it under control is not hastened. Tom Frieden, the director of the Centers for Disease Control in the US said the epidemic “is likely to get worse before it gets better.” “Every day this outbreak goes on, it increases the risk for another export to another country.

Mombasa - Nairobi railway to cut travel time by two hours The Mombasa-Nairobi Standard Gauge Railway (SGR) will provide employment to as many as 30,000 Kenyans. It will also save commuters at least two hours in travel time, Li Juguang, the project’s Deputy Manager, has said. As part of a development by the China Road and Bridge Corporation (CRBC), Li says the scheme attaches great importance to staff localisation. With the proportion of Chinese staff to their Kenyan rivals standing at about 1 to 10 people, Li says local staff will be the main force for implementing the project. The railway line will connect Mombasa and Nairobi with total length of 485 kilometres. Designed speed is 80km/h and 120 km/h for freight

IFMIS to change the face of Government procurement A few months ago, the government, through the National Treasury, launched the Integrated Financial Management Information System (IFMIS) strategic plan (2013-2018). IFMIS is a public finance tool that enhances efficiency, effectiveness and accountability in public finance management. In a move that could see projects funded in a fast, efficient and effective manner, Treasury officials say that IFMIS aims to become a catalyst for economic growth and development. Speaking with Dennis Lukhoba from X News during an exclusive interview, IFMIS Director, Mr Ochieng’ spelled out the benefits of the System to taxpayers and the government at large.

IFMIS was first rolled out to government ministries in 2003 and later revamped in order to stabilise and enhance its implementation. The system provides the Government with an ‘audit trail’, whereby IFMIS agents are able to follow up transactions by knowing who exactly made a transaction at a particular time and who approved that transaction.

DL: What is IFMIS? Mr Ochieng’:

DL: Why has the government invested in IFMIS? Mr Ochieng’: There are a number of reasons as to why the government has invested in the IFMIS system. One is that it improves the speed by which government transactions take place.

This is a system or a computer application that it used for public finance management. It entails various components, whereby we are looking at planning, which is public sector planning, budgeting, expenditure control, expenditure management, accounting, procurement, audit and reporting.

What we are saying is that we have a single platform that is able to do all public finance operations from end to end.

He went on to say that IFMIS will ensure that the government raises, manages and spends public resources in a wellorganized and open manner with the aim of improving service delivery.

So we are actually talking about improving the speed of procurement, improving the speed of payment and also the speed by which we do our internal processing. It, in itself, has an inbuilt control. For example, when you are doing expenditure within government, this must be done within an approved budget. So when you make a requisition to buy something, you get into the system and make your requisition. If one of my officers wants to buy a computer, the requisition comes to me first. I see the necessity then I approve that and then it goes to the next person. We are trying to bring in some form of control to the approval process.

DL: Where is IFMIS currently being used? Mr Ochieng’:

The IFMIS system has been rolled out to all the Ministries, Counties and Agencies. We call them MDAs,; Ministries Departments and Agencies together with the Counties.

By Departments and Agencies, we are talking about Constitutional Commissions. All these are using the IFMIS system. Other departments like the Judiciary and the Public Service Commission are also adopting its use.

DL: The Government recently launched a system known as ‘e-procurement’. Can you tell us what that is? Mr Ochieng’:

He said that the Government will benefit from the previously unprecedented amount of funds that they are likely to save.

E-procurement is the automation of the entire government procurement process. When we talk about e-procurement, we are saying that we have automated the entire process right from procurement planning, requisition management, tendering, contract management, contract awards and payment.

He added that government Ministries will be preparing their procurement plans on the system.

For example, say that if we will be buying a pen for let’s say Sh12, and due to competition we buy it at Sh10, there is that Sh2 for every pen that we save that can actually be transformed to cater to other activities.

Mr Ochieng’ compared the e-procurement system to a common transaction with a local retailer.

DL: What are the benefits of the e-procurement system? Mr Ochieng’: The taxpayer gets the benefit

Theirs is just to ensure that they respond to their bids appropriately and once the contract has been awarded to them, we also ensure that we automatically pay them and they get their dues.

We are talking about enhancing efficiency the speed by which we are doing procurement, creating an element of transparency and also competition because we are looking at being open. Everybody will be watching. Now that we are doing contract management and following up, we will be ensuring that we monitor the way various contracts are being performed.

Sport no action: Formula One’s governing body will not punish Nico Rosberg after team-mate Lewis Hamilton accused him of a deliberate collision during the Belgian Grand Prix.

Nico escapes FIA punishment Formula One’s governing body will not take action against championship leader Nico Rosberg even after Mercedes team-mate Lewis Hamilton accused him of a deliberate collision at the Belgian Grand Prix on Sunday. “FIA will not intervene in this issue,” said a spokesman for the governing body. He said it would require a ‘new element’ for stewards to open an investigation once the results had been declared official and discounted Hamilton’s post-race comments. “A comment alleged to have been made in an internal briefing and later denied by the team itself does not constitute such a ‘new

element’,” said the spokesman. Hamilton claimed in Spa Rosberg had admitted hitting him on the second lap during a failed overtaking manoeuvre to ‘prove a point’. The impact left Hamilton with a puncture that damaged his car and led to his eventual retirement. Rosberg damaged his car’s front wing but finished second and extended his overall championship lead to 29 points. Stewards took no action during the race and Rosberg offered a different version of events to Hamilton, saying it was merely a racing incident.

It’s time for me to go, says Lampard FRANK Lampard has retired from international football. The former Chelsea midfielder, now at Manchester City from sister club New York City, made the announcement on Tuesday. Lampard scored 29 goals for England and captained the team in their last group match against Costa Rica in Brazil. The former West Ham midfielder made his first appearance for the senior side in October 1999, starting the 2-1 win over Belgium at the Stadium of Light. But it took a further four years and 11 matches for him to finally score, with against Croatia at Portman Road. The 36-year-old midfielder was expected to retire, along with Liverpool’s Steven Gerrard when England were bombed out of the World Cup. But after weeks of it agonising over his decision has finally decided to end a 15 year run which earned him 106 caps, the same number as Manchester United legend Sir Bobby Charlton a record only bettered by Peter Shilton, David Beckham, Gerrard, Bobby Moore and Ashley Cole.

7-year-old golfer Wangari all ready for continental championships Age is just but a number for Chanelle Wangari, Kenya’s sole representative to next week’s continental golf championship in South Africa. The seven-year-old girl said she is ready to take on the rest of the juniors in the championships that will start on September 1-5. Wangari is the only Kenyan representative at the annual non-handicap championship that attracts top junior golfers from Africa, USA, England, Belgium and France aged between 6-18 years. The tournament offers the only unique opportunity for African junior golfers to interact and showcase their skills amongst other top contenders from other countries at the international level. “I am taking it easy. I will not fear anyone but play own game, that way I will return to Kenya triumphant,” said Wangari. She has won several trophies locally and Wangari will be seeking to win her first major international title. The Junior Golf Foundation has already presented Wangari with the national flag ahead of her departure to South Africa. “I am not afraid of the big stage since I trust in my abilities. “My secret is praying and working hard.”

Kenya under-19 in Africa rugby finals The Kenya under-19 team will remain in the Africa Rugby Confederation (CAR) top tier after beating Zimbabwe 27-20 in Windhoek, Namibia, on Tuesday. Kenya is due to play Namibia in the finals to determine African team qualifiers for next International Rugby Board Junior World Rugby Trophy. Namibia overran Tunisia 78-3 in the second match on Tuesday. Tunisia and Zimbabwe will battle it out to avoid relegation to Tier B. In the Kenya, Zimbabwe match, the junior side, christened Chipu, scored three quick tries early in the first half and survived a rally by Zimbabwe in the second.

Paul Murunga, the Kenya under-19 coach, said from Windhoek that it was vital for Kenya to score as many points as possible. “That was the plan to beat Zimbabwe,” he said. Bill Isabwa scored two tries while Alex Olaba, Warren Nyanjom and John Paul Kariuki scored one each. Kenya led 22-5 at half-time and one try in the second half. Arsenal’s new signing Alexis Sanchez couldn’t have picked a better occasion to score his first goal for his new club. The Chile international got on the end of a lovely one-two between Mesut Ozil and Jack Wilshere to score on the stroke of half time. With that goal, Arsenal have probably recouped the money they spent on him.
