Major-General Philip Kameru on Thursday took oath of office as the country’s new spy chief to mark a fresh wind of hope that the rising threats of terror will be countered by “brilliant” intelligence gathering. After sitting at the helm of intelligence gathering for Kenyan troops fighting in Somalia, Kameru is said to have provided accurate information that have enabled the Kenya Defence Forces storm and capture bases from al Shabaab militants. A string of gun and grenade attacks by the al Qaedaaffiliated terror group have marred Kenyan troops’ operations in Somalia. Most of these raids have been blamed on poor intelligence gathering.

But since President Kenyatta named Kameru to succeed General Michael Gichangi, who quit two weeks ago as the Director General of the National Intelligence Service (NIS), Government critics and supporters have hailed the move. During his vetting by the National Assembly, MPs from rival sides of the political divide agreed that the 56 year-old is equal to task and wished him well. And barely hours after MPs approved his nomination, the first time Parliament approved such an appointment, the former military intelligence boss took oath of office in a ceremony witnessed by President Uhuru Kenyatta and his deputy William Ruto at State House, Nairobi.

But Kameru will have to grapple with an expanded role even as he plots to deal with discontent within and outside the organisation.

His swearing in came just a week to the first anniversary of the Westgate Mall attack in which al Shabaab gunmen killed 67 people. NIS was blamed by the public for failure to prevent a four-day siege and other small-scale attacks. Analysts blamed the intelligence agencies, which receive support and training from US, Britain and Israel, among others, for lacking proper coordination.

Born in 1958, Kameru joined the military as a cadet in 1978 and rose through the ranks to become the Director of Military Intelligence in July 2011. He holds a Master of Science in Security Management from UK and another Master of Science degree in National Resources Strategy from US.

Australian court sets Arunga free on bond Esther Arunga was today freed on bond by an Australian court after revelations that her husband killed their son to save him from demons. threw him against the wall. She picked him, but their first born was dead. The couple has earlier told investigators Sinclair was playing with his two-year-old sibling, when he tumbled down the stairs. They only gave him painkillers before letting him rest in bed. Their son was pronounced dead by paramedics who were unable to resuscitate him on June 18. Timberlake was arrested Tuesday morning by Australian police and charged with murder before a Brisbane Magistrates Court after an autopsy on the late son showed what was described as “significant” internal injuries. He was remanded till December 4, when the case will be heard. Mention for Arunga’s case was set for October 20.

600 Chinese ‘expats’ in Kenya for rail project A total of 600 Chinese expatriates are already in the country for the construction of the Standard Gauge Railway. The announcement came even as the China Road and Bridge Corporation (CRBC), the main contractor for the project, said the total number of foreigners will be halved to less than 2, 500 and not

CRBC Manager of Liaison and Cooperation Julius Li in a statement to newsrooms this week said it will require less than 2,500 expatriates to build the 609km line from Mombasa to Nairobi. The project, which is set for completion in 2017, will cost Sh447 billion.

This translates to less than 10 per cent of Chinese employees compared to 90 per cent of Kenyan workers that will be contracted,” he said. NTSA in road safety drive for children

A road safety campaign targeting school children has been launched by the National Transport and Safety Authority (NTSA) in conjunction with other stakeholders The campaign aims at reducing pedestrian fatalities, considering that 80 per cent of them are school children. The road safety campaign launched in Nairobi aims at sensitizing children on road safety rules, and will be rolled out to other parts of the country.

Young Kenyans, especially those working in the private sector, are more up-to-date with new information than the government, an information-gathering system known as Twitter mapping has shown. Seeking to better understand social, economic and state activity in Nairobi, researchers at French Institution, École Polytechnique Fédérale de Lausanne and economist, Jonathan Ledgard, have found that members of the police, army and the air force barely use Twitter. NHIF rates row settled as Atwoli gives greenlight

The stage has been set for the national health insurer to increase workers contributions to the kitty after an agreement was struck by the stakeholders. Cotu Secretary General Francis Atwoli gave the green light yesterday allowing the National Hospital Insurance Fund (NHIF) to increase workers monthly health contributions. Cotu had initiatlly opposed the move when it was first mooted in 2011 and they workers union moved to court to bar the implementation of the plan. However, Mr Atwoli yesterday backed the move saying the workers have now been properly consulted and that they have realized the benefits abound in the new rates. “Cotu is in support of the scheme in view of the enhanced benefits under the increased contribution rates and the on-going reforms,” Mr Atwoli said during a joint press conference with top

A judge in the US has ordered an HIV-positive man to stop spreading the disease and to seek treatment after he infected eight people in four years. The man, known only as “AO” in court documents, is required to show up for counselling and to protect future sexual partners. Officials maintain they are not trying to criminalise sexual activity but to protect public health. The man could face fines or jail time if he does not comply.

USIU, Glaxo Smith-Kline sign deal for pharmacy students internships Pharmacy students at the United States International University Africa will have the opportunity to undertake their internship with Glaxo Smith-Kline (GSK). This follows the signing of a memorandum of understanding between the university and the global

firm. Both USIU-Africa vicechancellor Prof Freida Brown and John Musanga, GSK managing director signed the deal. In a statement, Mr Musanga said that under the agreement, pharmacy programme students at USIU would benefit from the professional practical sessions

at the company. Students will study manufacturing processes involved in developing GSK products in a framework assessed by staffers and programme faculty. “I believe that the university’s collaboration with the multinational will enable students to interact with

the company’s experienced researchers,” Prof Brown said. The five-year Bachelor of Science in Pharmacy programme at USIU-Africa, is expected to begin in January 2015, with an initial intake of 60 students. It is awaiting the final review by the Pharmacy and Poisons Board.

A new school of science and technology building is being constructed by the university at a cost of over Sh500 million. The students will benefit from the nine state-of-the-art laboratories at the school. Prof Brown also commended GSK for developing a trial vaccine for Ebola saying the

fragile national health systems across the continent call for more medical research and clinical trials. USIU also signed another MoU last week with the Machakos County to allow students to do their practicals at Machakos County Level 5 Hospital.

Pistorius faces 15 years in jail for accidental killing Oscar Pistorius has been found guilty of culpable homicide, the South African term for unintentionally but unlawfully killing a person. The verdict comes a day after Judge Thokozile Masipa cleared Pistorius of murder in the killing of his girlfriend Reeva Steenkamp. Ebola survivor to return to Sierra Leon An Ebola survivor is to return to Sierra Leon, the country where he was infected, to help fight the disease. Early today a US teenager, who shot three students in the back was rearrested after escaping from police custody on Thursday. Ohio police reported the teenager identifies as TJ Lane, 19, was recaptured while running to escape his three life sentences he got after the pleaded guilty for the murders in Chardon High School in February 2012.

Githurai officer won’t be freed, insists police body The Independent Policing Oversight Authority (IPOA) has told Githurai protesters to remain calm as they await for the judicial process to take its course. IPOA said on Thursday it has evidence in the case in which police officer Titus Musila has been charged with murder. Githurai residents protested for two consecutive days earlier in the week over the arrest of an officer who is accused of shooting dead a witness. But speaking during the launch of the authority’s four-year strategic plan at KICC, Nairobi, on Thursday, IPOA chairman Macharia Njeru said they had done research on available evidence before taking action. “IPOA will not just collect evidence or act on rumours and take action. It is a process because we are also accountable to other institutions. Whoever is charged, he has a day in court because we are not the one to

determine the guilt of someone or otherwise,” he said. Inspector General of Police told the protesters to follow the law and refrain from violating other people’s rights. The protesters had blocked the Thika Superhighway, forcing motorists to seek alternative routes to their destinations. Kimaiyo said if the residents have genuine concerns, they should follow the legal procedures without affecting other innocent Kenyans. The officer, Titus Musila, was charged with murder on recommendations of the Independent Policing Oversight Authority over the death of a suspect last year. He is accused of killing Kenneth Kimani Mwangi in Githurai, Nairobi on April 14, 2013. IPOA opened inquiries after a key witness in the trial, Oscar Muchoki Mwangi, was also shot dead on August 24 this year.

Sleeping pills increase risks of catching Alzheimer’s disease by 50 pc

Common sleeping tablets and anxiety drugs taken by millions of patients across the world pose a 50 per cent increase in risk of Alzheimer’s disease infection, researchers have revealed. If one takes drugs known as benzodiazepines, which include diazepam and lorazepam, for three months or more, they risk being diagnosed with Alzheimer’s disease after five years. At least six million

Jamii Bora Bank unveils Sh2million home loans scheme Shelter Afrique, a pan-African finance institution that supports the development of housing and real estate sector in Africa, has loaned Sh100 million to Jamii Bora Bank Limited for low cost housing loans. The loan agreement will assist the bank lend customers planning to buy low-cost residential houses, build new structures and improve homes. JBBL Chief Executive Officer Sam Kimani said the loan scheme targets self-employed, salaried individuals and community groups whose monthly net income is Sh100,000 or below. “Mortgage application shall be subject to the bank’s lending policies and

procedures and would be fully secured in line with the terms and conditions set out under the agreement,” he said. The deal comes as Kenyans become more reluctant to take home loans. Only 20,000 of about 16 million Kenyans with income have applied for mortgages. The agreement will ensure Jamii Bora provides mortgage fund applicants at an annual interest rate of no more than 20 per cent. The maximum single loan amount has been set at Sh2 million. Under the deal, Jamii Bora Bank will pay interest semi-annually to Shelter Afrique for a period of seven years. The agreement takes effect immediately.

“As Africa continues to develop what we expect to see is rapid urbanisation,” Shelter Afrique Managing Director James Mugerwa said. “By most measures, 70 per cent of Africa will live in urban centres by 2030…. this points to a huge gap between demand and supply for adequate and affordable housing. We believe our social housing line will be one of the many ways to bridge this gap.” He said there is a huge shortage of decent housing in Nairobi and other parts of Kenya and called for solutions suitable for low to middle income groups.

Huawei probe corruption deals Huawei are conducting an internal probe over possible violations of the company’s code of conduct. The chief executive of the Chinese telecommunication firm, Ken Hu, said it was a routine investigation and not a corruption probe as had been reported in the Chinese media. “We do this on a regular basis each year. We do investigations, and discipline those people that violate our code of conduct. I think this is nothing new,” he said. Earlier this week, it had been reported that internal inspections had found out

that 116 workers and 69 distributors were involved in corruption involving hundreds of millions of renminbi (Chinese currency) by August 16. Suppliers are reported to have paid off Huawei procurement staff to achieve higher sales in the competitive Chinese smartphone market. Local media claimed four workers had so far been handed over to authorities. Hu declined to confirm the number of staff allegedly involved or whether arrests had been made, saying results of the investigation “are not a big issue.”

Poor city households save Sh1,980 on maize flour a year Kenyan adults spend about Sh160 a month on maize products, experts from Egerton University have revealed. Maize has been the main staple food in Kenya for many years, says Milu Muyanga of Egerton University’s Institute of Agricultural Policy and Development. The crop is so vital that the Government imports it from neighbouring countries in case of shortage. Muyanga and colleague Joshua Ariga say each Nairobi household takes about 98 kg of maize per year. Adults consume about 50 kg of the total over the period. Scholars also discovered that among Nairobi’s poorest households, posho meal accounts for 2.03kg of the total 4.80kg consumed per adult per month (42 per cent).“The form of maize consumption varies substantially by income,” said Muyanga.

GoFundMe no longer funds witchcraft, abortion projects Days after closing down a woman’s attempt to crowdfund an abortion procedure, GoFundMe, a website that helps individuals and small businesses finance projects, has banned fundraising efforts for abortion and sorcery, among other things. History Last week, a crowdfunding page started by an Illinois woman seeking an abortion was removed from the site. In an email, a customer care representative told the

23-year-old woman: “In this case, your campaign contains subject matter that GoFundMe would rather not be associated with.” GoFundMe operates like a charity with strangers giving donations to users who can freely sign up for services. The site keeps a small percentage of a person’s donations, ranging from between about 1 to 10 per cent. GoFundMe has raised cash for projects worth over $200,000 each (Sh17.7 million) for

attack victims, sick patients and orphans. The site has also helped raise ($46,000) Sh4 million for users out to make a simple potato salad. Implications As a private firm, GoFundMe enjoys the right to choose the kind of content to promote. Until now, the decisions have been made solely in response to campaigns that receive large numbers of complaints. GoFundMe’s other banned content includes hurtful or

hateful language, violence or hatred, bigotry, racism or sexism. The list includes profanity, treasonous behaviour, false, misleading dishonest statements and unexplained sciences or absurd claims. The move has received backlash from pro-choice campaigners (activists who support a woman’s right to terminate pregnancy), who have threatened to withhold cash if abortion rules, in particular, remain in effect.

Higher income households pay about Sh120 for a standard two kg packet of sifted maize flour. “Because posho meal is relatively inexpensive compared to sifted flour, this plays a key role in poor people’s diets in urban areas,” says Muyanga. By buying a 90kg sack of maize at about Sh3,000, poorer households can have it sifted at a posho mill for less than Sh10 per kg (less than Sh900 in total). On average, wealthier households spend Sh5,880 on maize flour a year as their poorer rivals spend Sh3,900 (Sh1,980 less). Ariga says since the study is based on estimations, some households could be spending up to five times as much. Households headed by less professional individuals are more likely to consume posho meal, Muyanga said.

Kwale locals reaping from bixa farming Farmers in Kwale stand to make a fortune from growing the revived bixa plant, a key ingredient in food colouring products. As demand by hotels for bixa grows, farmers at the Coast are emerging as winners as prices increase almost five fold. Richard Kanai, the General Manager of Kenya Bixa Ltd, the company buying the crop from farmers, says better prices are drawing many farmers back to tending the shrub with some farmers even increasing their acreage under the plant. After the tree was introduced by the Japanese and the Kenyan government in the 1970s, its popularity died a slow death due to low market prices and little regulatory

follow up by the government. Yet, it is one of the few crops around that requires little initial investment to earn good returns. The shrub is quite resistant to diseases, pests and drought. The areas at the Coast where the shrub is being actively grown are Kwale, Mswabweni, Lamu, Malindi and Kiunga towards the Somalia border. There are two bixa farming seasons in a year. A first-time grower harvests 2kg of seed a year, and in three years’ time, the trees are producing 8 to 15kg annually. An acre has roughly 300 trees, and if each tree produces 8kg of Bixa in a year, the farmer earns Sh84, 000, selling at the current market price of Sh35 a

kilogram. “That’s almost pure net profit,” said Kanai. However, expenses incurred include acquiring compost to make the land fertile, and labour costs per acre can cost up to Sh10, 000 a year. Currently, Kenya Bixa Ltd is operating at only 30 per cent of its processing capacity, due to lack of enough material to process. The factory can process 4 million kg of seeds per year. However, since 2008, it has not processed more than 1 million kg. To help address its raw material shortages, Kenya Bixa has contracted 100 farmers with 5 acres or more of land to grow the plant for them.

Wozniacki opens up on McIlroy split Caroline Wozniacki (pictured) has opened up about her split with US Open champion Rory McIlroy, claiming the northern Irishman broke the bad news on phone. The couple were due to marry in November before McIlroy publicly called time on their relationship in May. Despite revealing she’s now in a “happy place”, Wozniacki says she was shocked after McIlroy ended the affair. “I thought at least it would be face-to-face or something, but there was nothing. A club statement released soon after La Liga authorities had set the kick-off times for the weekend action said there was no doubt over Suarez’s availability. “Luis Suarez can play the clasico which will be played at the (Estadio) Santiago Bernabeu on October 25 at 18:00,” the statement said.

The Kenyan Premier League action resumes this weekend with eight matches lined up. I want to end on a high in Marrakech this weekend,” said Ndiku.

The world 3,000m indoor champion will representing Africa in Sunday’s event, said he is now weighing options on featuring in 800 and 3,000m steeplechase races next season. “I will also attempt the crosscountry which I am conversant with having won several titles in junior categories in the past,” he added.
