Lands Cabinet Secretary Charity Ngilu today ignored a State House order stopping Cabinet Ministers not to honour summons to appear in Parliament to answer MPs’ questions. The National Assembly amended Standing Orders in August to create a General Oversight Committee comprising all members of the House under the Speaker where Cabinet Secretaries are supposed to appear and answers MPs’ questions. But the changes raised constitutional issues since CSs are only required to respond to parliamentary queries through the House Committees whose chairmen should later report to Parliament.

When we put the clothes on him he just lit up - he started posing for us and everything,” said Yena. She adds: “He looked amazing, like Fantastic Mr Fox, so we posted it on Facebook as a joke.” The Telegraph newspaper says fashion brands are sending Bodhi clothes to model for them. Catholic clergy want change on homosexuals Senior clerics taking part in a review of Catholic teachings on the family have asked the church to adopt a more positive stance on homosexuality. A preliminary report by bishops during a Vatican Synod said homosexuals had “gifts and qualities to offer”. The report does not challenge the Church’s long-held opposition to same-sex marriages, but gay rights

groups hailed it as a breakthrough. Conservative groups rejected the report, with one labelling it a “betrayal”. More than 200 bishops have been taking part in the Synod since October 5. It was convened by Pope Francis to discuss abortion, contraception, homosexuality and divorce. Monday’s report, issued half-way through the two-week meeting,

said: “Homosexuals have gifts and qualities to offer to the Christian community. “Are we capable of welcoming these people, guaranteeing to them a fraternal space in our communities?” The document adds: “Without denying the moral problems connected to homosexual unions, it has to be noted that there are cases in which mutual aid to the

point of sacrifice constitutes a precious support in the life of the partners.” Human Rights Campaign, a leading US gay rights organisation, said the document set a “dramatic new tone”. The London-based Catholic gay rights groups Quest called parts of it a “breakthrough”. But Voice Of The Family, a conservative Roman Catholic

Kenyans to increase spending on luxury items by 56 per cent Kenyans will soon increase their spending on clothes, shoes and accessories by up to 56 per cent, a Wall Street Journal review profiling Africans has revealed. As the number of middle-class Kenyans continues to rise, they will, in the coming years, spend more of their money on fashionable or designer clothes, cars, baby products and mobile devices. What surprised Wall Street Journal researchers is that Kenyans, among their African counterparts, will soon begin to spend less of their money on beer and other alcoholic beverages. Spending on beer alone is expected to fall by 6 per cent among local consumers in the coming

years. “Although the demands vary in these countries, one thing is for sure, Nigerians, Ghanaians and Kenyans go for quality brands,” says the report. “People think if you sell something in Africa it has to be cheap,” explains Alison Graham, a chief investment officer at New York based financial services group, Voltan Capital Management. The research shows that with a little extra spending money, consumers in developing markets will begin to buy international designer brands. But if money becomes tight again or if someone in the family loses a job, they will trade down to a local brand.

A tenant who killed his landlord over rent dispute in Kawangware has been arrested. Police say they arrested the tenant last night in the area, several hours after he had escaped from the scene of the murder. The suspect was reportedly furious over the landlord’s move to lock his house over unpaid rent, which he had failed to remit for two months. Police say he had used a metal steal to attack the landlord killing him on the spot before he escaped on Sunday night.

Government rubbishes vaccine rumours The Government has dismissed allegations by the Catholic Church that tetanus vaccine could cause sterility in women. Health Cabinet Secretary James Macharia says the Neonatal Tetanus vaccine which is to be administered to approximately 20 million women across the country is safe and only

seeks to prevent deaths associated with the disease. “It is a safe certified vaccine,” he said. Catholic priests have claimed that the drive could be a ploy by the Government to secretly administer family planning measures amongst the womenfolk.

Tetanus remains a big threat to babies in the country as statistics show that a new-born child dies every day of the infection. Health ministry records say 550 babies died of tetanus last year.

Developers keep off Sh8b Karen property There was no activity at the controversial 134-acre piece of land in Karen, Nairobi, today as police officers awaited court orders barring work on the disputed plot. The High Court had on Monday directed Lang’ata police boss to ensure there is no activity on the land valued at about Sh8 billion. But developers instead kept away even as police awaited to be served with the orders. “We are yet to be served with the orders,” Lang’ata police chief Elijah Mwangi said earlier today. Tractors and earth movers that were Monday clearing the plot left on Monday evening after word went round that the court had issued the orders. “Parties in this suit are bound by court orders and since they have not been set aside, the OCPD of Lang’ata should ensure invaders are evicted and status quo as at the time the land was not occupied remains,” Justice Nyambura Gacheru ruled on Monday. Kenya Power Managing Director Ben Chumo said to achieve a 24-hour economy, there is need to provide adequate public lighting to industrial and residential areas, commercial centers, roads, railway and public transport

facilities. “We are mapping out areas where there are streetlights on Kenya Power infrastructure in conjunction with the county government officials for the initial rehabilitation as work continues to identify other street lighting that requires attention,” said Chumo. He said business transactions and

productive activities are restricted to daytime operations due to perceptions and experiences of insecurity associated with poor night-time visibility. Chumo said the funds are part of Sh953 million allocated by the National Treasury to repair lights on Kenya Power infrastructure. “Only 30 per cent of the city is lit, out of which 40 per cent of

DocuSign is a free-to-try online tool made by a company with the same name. It provides users with electronic signature technology and services for the electronic exchange of contracts and signed paperwork. DocuSign is free-to-use for the first 14 days but will cost between Sh900 and Sh2,700 a month once the trial period expires. The tool comes as Kenya promotes the use of digital signatures to allow for people to access online services. These including those offered by the Kenya Revenue Authority (KRA). Sh89m funding up for grabs for Aids study organisations

The Collaborative Initiative for Paediatric HIV Education and Research (Cipher) has invited NGOs, research groups, medical teams and other organisations to apply for $1 million (Sh89 million) funding. Deadline for applications is October 31, 2014. Dubbed the Grant Programme 2015, the initiative is a collaboration with the International Aids Society grant programme. Applications will be accepted in form of letters of intent (LOIs) for research projects that address priority research gaps in paediatric HIV between October 1 - 31, 2014. Researchers from low-and middle-income countries, including Kenya, are encouraged to submit applications, Gamala Luitel, a spokesperson for the group says. Potential applicants should visit the international Aids Society website “iasociety.org” for details. The grant offers early-stage researchers up to $75,000 (Sh6.7 million) each for up to two years of research. Applicants must be partnered with a principal investigator (PI), who is an individual who obtained a final research degree (PhD or MD) and has research training for less than 10 years. The project must demonstrate potential to contribute to the improvement of HIV diagnosis, prevention and treatment. Other areas of interest include care for infants, children and adolescents affected by HIV in resource-limited settings by responding to identified research gaps.

Professor Paul Kimani, a plant breeder from the University of Nairobi department of plant science and crop protection, says the new seeds, which are commonly referred to by their ‘KCB’ code names, are already doing well in Ethiopia and could do the same for Kenyan farmers. “80 percent of fresh export vegetables are grown by smallholders , who sell them to exporters through contracts or brokers,” said Lydia Neema Kimenye, a researcher with the Food and Agriculture Organisation (FAO). Prof Kimani says the beans, which are sold in canned form, are popular in South Africa, Zimbabwe, Zambia and Brazil. “They have a high yield potential compared to other varieties and most important are drought tolerant and resistant to several diseases,” he adds. Dr Seyoum Leta, BioInnovate’s Programme manager says that the canning industry in Kenya has the capacity to produce over 400 tonnes of canned beans every year but currently only handles 150 She adds that if Kenyan farmers were to produce the industrially preferred beans suitable for canning, they would stand to make a fortune because Sub-Saharan African countries make at least Sh40 billion a year exporting the crop.

The white ancestral stone of Kathiga Gaceru Mbeere people believe Kathiga, a big white rock, is a special stone for their ancestors’ spirits who reside at Kathigagaceru forest! Sammy Kaunga, a cultural researcher, says the stone was and still is highly revered. Mbeere warriors could rest by it to catch a breath and a sip of water before returning to the battle field. The stone has remained white with pearly sparkles to date. The community believes the ancestral spirits have kept the stone spotless. It is believed that the wrath of ancestor could befall anyone who tampers with the stone. And it came to pass. Indeed, after the region embraced Christianity; tragedy struck. It is believed the ancestors were unhappy with the interruption of the ecosystem after a church and a school were built beside Kathiga! Strong winds blew away the roof top of a school constructed near the ‘holy’ stone-- twice. Classes were repaired, but stronger wind struck again, ripping off not only the roof but demolishing the walls too. Essien not infected with Ebola virus, says AC Milan AC Milan have “denied” that Ghanaian midfielder Michael Essien has contracted Ebola while on national team duty. Reports in Ghana over the weekend claimed Essien was being treated for the deadly virus. But the player’s Serie A club released a statement which said: “AC Milan categorically denies the alleged reports from abroad about its players. “Such reports are totally without foundation and what is more were never confirmed by any employee of the club.” The Daily Times Nigeria and Newswire NGR cited an AC Milan official in the report which claimed Essien had contracted Ebola. While the club claimed no employee spoke to either news outlet, the player was quick to allay fears with a statement on Twitter. The statement
