Judge suspends hiked church marriage fees The High Court George Odunga has suspended a Kenya Gazette notice that would have seen an increase in fees charged for church marriage certificates. The move follows an application by Bishop Mark Kariuki to challenge the notice. The Registrar of Marriages had in the notice directed preachers to seek fresh permits to conduct weddings. The order also raised the fees for marriage certificates. The clergy were required to pay Sh500 to the Government for each certificate, more than double the previous Sh200 fee. P2

Bishop Kariuki for the Evangelical Alliance of Kenya argued that if the notice dated September 5 was effected, it will make it impossible for thousands of Kenyans to celebrate and legalise marriages. He accused the respondents of failing to give religious ministers reasonable timelines to comply
with the notice. The Attorney-General had warned that the clergy licences will be cancelled if they failed to comply with the notice by November 1, 2014. Bishop Kariuki argued that the notice was discriminatory as it is not a requirement for any other faith or form of marriage. “That the mandatory requirements for persons professing the Christian faith to get clearance certificates from the Registrar of Marriages prior to the
celebrations of a church marriage is discriminatory as it is not a requirement for any other faith or form of marriage,” he argued. The bishop has named Attorney General and Registrar of
Marriages as respondents, claiming the notice is contrary to Article 47 of the Constitution. Article 47(1) states: “Every person has the right to administrative action that is expeditious, efficient lawful, reasonable and procedurally fair.” Kariuki also claimed the Registrar of Marriages has not reimbursed him and other church ministers for books surrendered. Fresh abductions mar Abuja, Boko Haram ceasefire deal Hopes of a ceasefire deal between Nigerian government forces and Boko Haram militants have suffered a huge blow with fresh reports that the insurgents abducted at least another 60 young women and girls from Christian villages in northeastern part. Residents said the heavily armed fighters left 1, 500 naira (about Sh800) and kolanuts as bride price
for each of the women abducted on Saturday, a strong indicators that they would be taken as sex slaves. The abductions took place at Wagga and Gwarta villages. The raid come on the backdrop of persistent government claims of a ceasefire deal with the militants. The agreement is supposed to allow for the release of more than 200 girls abducted by the group in April.
Boko Haram has remained silent on the deal the government said it signed with the group in neighboring Chad last week. Officials have emphasised there is no set time line for the release, which will likely happen on piecemeal basis. Meanwhile, Boko Haram, has let its weapons do the talking, continuing five years of violence.
Last weekend, gunmen believed to be members of the group attacked two villages and a town in northeast, killing at least eight people and kidnapping others. Residents of Wagga, near a town where more than 200 girls were abducted in April, told CNN heavily armed fighters stormed the village Saturday and took away 40 women by force.
The gunmen went door-to-door as they seized women and young girls before driving off in vans and motorcycles into the bush. Enoch Mark, a priest from Chibok whose daughter and niece were among the more than 200 schoolgirls taken away in April, said he received a call from an elder in Wagga on Saturday with news that 40 women had been abducted.

Freedom of the press in Kenya has ‘noticeable problems’ Freedom of the press in Kenya has ‘noticeable problems’ and is just a few steps away from becoming a ‘very serious situation’ should the government decide to take away these liberties. A 2014 survey from Reporters Without Borders measured the freedom of information and journalists in 160 countries around the world and came up with surprising results. The survey measured press freedom around the world by breaking down the liberties into 5 categories, namely; ‘good situation, satisfactory situation, noticeable problems, difficult situation and very serious situation’. Finland topped the list for the
fourth year running, followed by Netherlands and Norway. The United States held the 46th spot while Kenya’s level of press freedom was ranked among the bottom 60. Here, the press freedom situation is termed as having ‘noticeable problems.’ Sudan, Saudi Arabia, Eritrea, Somalia, Yemen and China have the least press freedom and their situation is termed as ‘very serious’. Reporters Without Borders describes these countries as “news and information black holes and living hells for the journalists who inhabit them.” Namibia is the only African country where freedom of the press falls into the ‘good situation’ category.
The National Transport and Safety Authority (NTSA) has warned matatu operators that they risk having the licences revoked should they fail to honour the December 1, 2014 deadline to install the cashless ticketing system. NTSA head of licensing John Muya told the PSV operators in Nakuru yesterday to install the system in good time to avoid a last-minute rush warning that the deadline will not be extended.

Three Cabinet Secretaries will on Tuesday face Parliamentary committees to respond to queries touching on their dockets. The appearance comes barely days after the cancellation of a grilling session involving the CSs and all MPs. Government Chief Whip Katoo ole Metito, who outlined business to be transacted by the National Assembly next week, said Joseph Lenku (Interior), Jacob Kaimenyi (Education) and Agriculture’s Felix Koskei will respond to MPs queries on Tuesday. Lenku and Kaimenyi were to be grilled by the General Oversight Committee two weeks ago before they vanished from Parliament. It was agreed that the ministers continue responding to MPs queries through House committees. He said a report would be tabled in the House on whether to amend Standing Orders to remove the General Oversight Committee. He directed the ministers to continue appearing before the committees every Tuesday between 10.30am and 12pm to answer questions posed to respective ministries.
A Doctors Without Borders physician who recently returned to New York from West Africa has tested positive for Ebola to become the first diagnosed case in the US city. Nairobi County to borrow Sh4 bn to pay for salaries The Nairobi County government will borrow Sh4 billion from banks to pay its workers’ salaries after members of the county assembly approved the request. The executive had written to the members requesting for their nod in the move aimed at catering for expenditure and funding capital developments. Assembly majority leader, Elisha Otieno, while introducing the motion on Wednesday, said the county government had stated that the loan was necessary in order to address obligations and challenges it was facing. “Our monthly personnel bills, including the county assembly, is at Sh1.5 billion and even as the county relies on the national exchequer, there are always delays and it is for this reason that the County seeks approval for a revolving overdraft of Sh1.5 billion,” he said, quoting a letter from the County Executive for Finance, Mr Gregory Mwakanonngo. Lloyds to lay off 9,000 workers in service upgrade British retail bank, Lloyds Banking Group, plans to cut about 9,000 jobs in the next three years. The plan to reduce more than a 10th of staff is part of a move to automate consumer-facing, especially online services. The announcement is due next Tuesday as Chief Executive Antonio HortaOsorio reviews thirdquarter results. At the height of the financial crisis in 2008 and 2009, the bank suffered a near-collapse before axing over 30,000 workers. In 2011, they announced plans to cut a further 15,000 jobs in attempts to get back on their feet. Lloyds Banking Group is also expected to close some of its branches which
are across the United Kingdom due to the increase and favourability of online banking by their customers. It currently operates more than 2,000 branches across the country. It is believed that they have more than 10 million customers, who actively use online banking and about 4.5 million of them make use of mobile banking. The banking trade body, British Bankers’ Association, estimates that digital banking transactions are now worth almost £1bn (Sh142.8 billion) a day, with almost 40 million mobile and internet banking transactions every week in the UK.

Microsoft replaces Nokia brand with new devices Microsoft, one of the world’s leading software companies, is phasing out the Nokia brand from its new devices less than a year after acquiring the Finnish mobile firm. A new range of Nokia smartphones will soon be known as ‘Microsoft Lumia’, the company has said. Microsoft paid US$7.2 billion (Sh641 billion) to acquire Nokia’s device business in 2013 following an earlier partnership in 2011. The deal was finalised in April 2014. Microsoft thereafter said it would sack 18,000 staff in coming months to reduce operating costs. The move has been criticised as one of
the biggest layoffs in the history of the tech industry. Nokia phones were tremendously popular worldwide in the 2000s, but the company has suffered brutal rivalry from new devices like the iPhone. In 2011, Nokia partnered with Microsoft to launch the Windows phone brand. Microsoft dropping of Nokia brand represents the end of an era, says Sidney-based tech expert Pete Pachal. Every Microsoft website and Nokia social-media account will need to be updated as the word ‘Nokia’ is subsequently deleted. But Nokia’s non-mobile division, which
makes other electronic devices, will continue to use the name since it is not owned by Microsoft.
This means as many as 25 million Kenyans use kerosene as a key source of fuel for cooking or lighting purposes. Health Cabinet Secretary James Macharia has said in previous announcements that “more than half the population is off the electricity grid in urban and rural settings.” A study by the International Finance Corporation (IFC) concurs with the findings. “Nearly three quarters of all Kenyan households use kerosene as their main lighting fuel, followed by electricity and collected firewood. Luminanaet, an organisation that deals in solar lighting, says some households are spending a quarter of earnings on kerosene. “Households are spending around Sh250 a week on kerosene,” says Katherine Harris, a researcher for Luminanet. The solar energy firm also found out that the lowest earning Kenyans were making Sh5,000 a month but spend Sh1,000 of it on kerosene.

Liquid Telcom Kenya, an Internet Protocol (IP) provider upgraded the centers with 30MB internet network and set up five ground satellite stations in Perkerra,
Marsabit, Buchuma, Kiboko, and Transmara. Chief Commercial Officer at Liquid Telcom, Paul Statham said the upgrade was timely and crucial in enhancing food security as it made research faster and easier due to the increased speed of conducting research. He added that the technology will enhance dissemination of relevant
information to farmers in a quick and affordable manner. “Agricultural research is an integral aspect in ensuring food security. There is a wealth of information at KALRO and it needs to be leveraged by getting it to as many farmers as possible. This is what the Liquid Telecom WAN built on fiber optic and satellite technologies has been built to do,”

Maize farmers fight weeds and pests using smart new planting techniques Maize farmers in western Kenya are using Napier grass and a plant called Desmodium to keep harmful weeds and pests at bay. Through a control method dubbed the ‘Push and Pull’ technique, the farmers are not only increasing their yields, but cutting costs on farm inputs like pesticides while providing feed for their animals as well. The Desmodium wards of pests hence the name ‘Push’, while the Napier grass attracts them, earning the name ‘Pull’. Fred Luttah, who was among the early adaptors produces over 300 kilos of maize from a quarter-acre plot in a single harvest. This is an improvement given that he used to harvest less than 32 kilos from the same amount of space. The new technique helps fight pests like cutworms, which attack maize farms and weeds like the notorious ‘purple witch’. Farmers from the region adopted the technology five years ago through the guidance of the Mwangaza Farmers Group Organization (MFAGRO) a local group that has specialized in
offering services to farmers in the region. Dick Morgan the Chairman of MFAGRO said: “We try to minimize the use of chemicals especially those that are have a long term negative impact to the environment.” To get the best results from Push
and Pull, a farmer is encouraged to plant Napier grass all-round the border of his land. The maize is then grown in the same area as the Desmodium plants. When the pests like the cutworm and the maize stem borer attack maize, Desmodium produces a

scent that repels them. The Napier grass bordering the crops produces an aroma that attracts the pests, forcing them to leave the maize and attack the grass. Growing maize with Desmodium limits the growth and survival of the purple witch weed.

In fact, new research shows that 26 per cent of Kenyan entrepreneurs do not have faith in their relatives’ ability to keep their businesses running. Dr. Hazel Gachunga from the Jomo Kenyatta University of Agriculture and Technology did a study and discovered that a well-performing business will fail if it is left in the hands of an incompetent manager. Kenya has about 1.6 million registered small and medium enterprises, which account for about 96 per cent of all business enterprises in the country. In order for a business to remain successful, the owner must pass it on to someone competent. “Successful succession can provide a family-owned business with a competitive edge over a nonfamily-owned business by enabling the continued use of accumulated knowledge of family members,” she says in her study. Florence Mutunga, a researcher on behalf of the International Journal for Academic Research in Business backed the study. She recommends a need for the government to create an information base to support and promote SMEs in succession planning.

The company’s net sales grew 4 per cent to reach Sh61.3 billion in the full year up to June 30, 2014. However, its Senator Keg sales dropped by 75 per cent. Earlier in the year, the Brewer asked the government to lift a tax on Senator Keg. The tax had pushed a majority of its consumers towards the consumption of deadly and unhygienic illicit liquor. From the results, Safaricom was the country’s largest taxpayer, followed by the Teacher’s Service Commission (TSC) and then the Interior Ministry. Then came the head of house (HoH) task which Nhlanhla seized leaving Alusa, Ellah, Laveda, Permithias, M’am Bea, JJ and Macky2 on the nomination chopping board. Housemates were then charged with an haute couture presentation which they wagered 100 % but
failed to impress Biggie and therefore lost. Losing their fashion strut affected Luis so horribly that he almost gave up on the game. Had fellow hotshots not intervened, he would probably be on his way to Namibia. But there were also great moments like when Permithias and Laveda shared a romantic kiss yesterday morning while fellow housemates were still
snuggling in bed. Hotshots are prepping for a pantomime extravaganza tomorrow. The winning team will be immune from nominations unless one is added to the nomination pool by HoH. East Africa will know the fate of their nominated representatives this Sunday. Will Alusa be safe or is Kenya almost saying adios to BBA Hotshots?

Limo out to defend Osaka race honours
Defending Osaka Marathon champion Jackson Limo is seeking to become the first man to shield the honours during Sunday’s race. Limo, 26, who won gold in a time of 2:12:06 last year is confident of lowering his personal best of 2:09:06 set in Paris in April. In last year’s results, another Kenyan, Monica Jepcoech, took gold in the women’s category in 2: 39:23, while Japan’s Yuri Yoshizumi took silver in 2: 41 minutes. Bronze went to Japan’s Kiyoko Shimahara in 2:44:37. Limo, a former student of Kitany Secondary School, says he has been training well and is confident of positive results on Sunday. “My training has gone all very well…. I like the progress I’m making. The target is to improve and defend the title,” said Limo. Limo has also won Lewa Marathon and Discovery Race. “You have to aim higher… 2:09:06 in Paris in April this year highlights my progress. I want to do sub 8 before the end of the year,” said Limo. He will face stiff opposition from Osaka’s first winner Elijah Sang (Kenya) and SerOd Bat-Ochir of Mongolia, who won last year’s Hofu Yomiuri Marathon in 2:09:00.

Chris Froome likely to give 2015 Tour de France a miss
Chris Froome said he may not compete in the 2015 Tour de France as the route was unveiled on Wednesday. Team Sky’s 2013 winner, who crashed out this year, may instead ride in the Giro d’Italia and the Vuelta a Espana. “The team and I will give it some careful consideration before we make any commitments to which of the grand tours I will compete in,” he said. Current champion Vincenzo Nibali and Spain’s Alberto Contador will start as favourites over a tough course. “I see myself as quite a balanced GC rider and the Giro, with its inclusion of a long TT of
60km and tough uphill finishes, will make it a well-balanced race which suits me well. “If I did the Giro I may also be able to get myself back to top shape for the Vuelta and go there with a realistic chance of aiming for the win. “In the past I’ve only targeted one grand tour each season but it could be a good opportunity for me to focus seriously on two.” Froome pulled out of this year’s Tour after crashing twice on stage five. Man United welcome Chelsea to Old Trafford this weekend as they look to get back on track after a 2-2 draw with West Brom on Monday night. The Old Trafford outfit face a massive challenge against the Premier League leaders. Chelsea have been in excellent form
this season and sit comfortably at the top of the league table. This is the biggest test so far for Louis van Gaal as manager. One man who is certain Man U can win is Brazilian right-back Rafael Da Silva who has had a promising start to the season since returning from injury.
He believes Chelsea are not invincible despite their impressive start to the season. “Everyone is beatable. We have to do our best, of course. They are playing well. We’re playing at Old Trafford though and we’ve been getting results there so they are definitely beatable.
“Football is about results and, when you don’t play well and draw, like on Monday night, of course everyone will speak. But hopefully we can play well against Chelsea and, if we get the result, it would be very positive for us and the whole team. “We just have to concentrate and do our best, and I hope we can get the
result we want.” Chelsea are likely to be without Diego Costa for the game, while Loic Remy is struggling to be fit after picking up a groin injury during the week. So who knows, Manchester United might inflict Chelsea’s first fall of the season.

Suarez ready for El Clasico bite Michael Schumacher ‘could recover in three years’
A French doctor who treated Michael Schumacher after the F1 champ’s ski accident predicts a possible recovery within three years. Francois Payen also praised Schumacher’s wife Corinna for the devotion she has shown to the racing driver since his devastating ski accident in December, in which he suffered life-threatening brain injuries. “I have noticed some progress but I would say we will have to give him time,” Payen, who treated Schumacher at the Grenoble hospital where Schumacher was taken after the accident added. “It is like for other patients. We are in a time scale of one to three years, so you need patience.” After being in a coma for six months, Schumacher is now at his home at Gland in Switzerland and Payen said he still sees the 45-year-old at a hospital in Lausanne. “It is to see how he progresses and then tell his wife and his children what changes I have observed,” the doctor said. “He is in very favourable conditions. His wife is surrounded by excellent advice and has put everything needed in place so that he can advance.” Corinna Schumacher had played a key role in her husband’s progress.
