Civil society backs degree rule for MPs The civil society has supported proposals by the Independent Electoral and Boundaries Commission (IEBC) that requires aspirants for senators and MPs to be degree holders. The National Congress for Civil Societies (NCCS) says the proposed law that requires MPs to be university graduates is overdue because it will boost proper formulation of laws.

Civic groups back MPs’ degree rule From Page 1 IEBC in the proposed amendments to the Elections Act wants contestants to the bicameral Parliament to be university degree holders attained at least five years before an election. “The Elections Act should provide that candidates must not be ongoing students and must have attained certification, at least six months for diploma and five years for degree,” the proposals reads.

Those eyeing county assembly seats will be required to have a diploma certificate. “The proposal should be supported because we need people who are properly schooled to make laws. We will definitely advocate for it,” NCCS president Moris Odhiambo said. The Elections Act stipulates that those running for the Presidency, their running mates and governors should have university degrees.

In late 2012, MPs mounted a spirited fight to secure their careers ahead of last year’s General Elections when they prevailed upon retired President Mwai Kibaki to reject an amendment demanding that MPs and senators be degree holders. But a similar amendment could be in the offing after it emerged that a Parliamentary committee chaired by Ainabkoi MP Samuel Chepkonga was toying with

the idea of raising the bar for candidates. The committee plans to work out the amendments before the end of the year, long before political activities associated with the next General Election gain momentum. The civil society also plans to rope in MCAs to the degree qualifications requirement. “Looking at what is happening across the counties, you get the feeling MCAs are not as educated

as the law would have wished. They don’t understand the laws that guide their operations,” Odhiambo said. He, however, said too much focus should not be put on academic qualifications of candidates at the expense of their integrity. The civil society groups say vetting of candidates in last year’s elections fell short of expectations. “We are hoping that our vetting processed work better this time round,” Odhiambo said.

China busts 2,440 students in high-tech exam cheat scam Some 2,440 Chinese students taking a national exam have been caught using high-tech cheating gear. The state media have reported that invigilators detected abnormal radio signals that were being used to transmit coded answers to candidates, who wore

wireless ear pieces or placed “electronic erasers” on their desks. More than 25,000 students took the exam for licensed pharmacists in the northwestern city of Xian on October 18 and 19. The test was held in seven locations. Organisers of the scam sent fake candidates to take the

test, who quickly left after memorising questions. They later broadcast the correct answers to candidates, who had paid $330 (about Sh29,511) for the service. Jiang Xueqin, a Beijingbased education consultant, said China’s high-stakes, exam-focused educational system had led to a culture

Kidero summoned to court over hawkers harrassment by askaris High Court Judge Isaac Lenaola has summoned Nairobi Governor Evans Kidero (pictured left) to court tomorrow over the harassment of hawkers by city council askaris. This follows an application by the hawkers for the determination of human rights violations allegations they have leveled against the askaris. They accuse the askaris of violating their rights through constant running battles despite them having licences to carry out their businesses within designated streets. However, the

Second mass grave probed in search of student bodies Mexican authorities looking for 43 students who disappeared after a protest last month are investigating a suspected mass grave. Attorney General Jesus Murillo Karam said the testimony of two arrested members of a drug gang had led them to the site, in southern Guerrero state. Reports claim that the students were handed to the gang by local police. Earlier this month another mass grave was found, but the bodies unearthed did not belong to the students.

Pistorius to face appeal on sentence

South African prosecutors say they will appeal the verdict and the sentence in the Oscar Pistorius case according to a spokesman for the country’s National Prosecuting Authority. The amputee athlete was last week sentenced to five years in prison for culpable homicide but the prosecutors who wanted him charged for murder argue that Judge Thokozile Masipa misinterpreted a complex South African standard defining a technical form of intent that proved to be a central aspect of the case. The prosecutors argue he should not have been convicted on the culpable homicide charge chosen by the judge.

Attacks on court decisions misguided, says Mutunga Chief Justice Willy Mutunga says recent attacks directed at some court decisions by senior members of the society stem from lack of knowledge on how the Judiciary functions. Varsity student shot in Roysambu attack Police are looking for a gang that shot and injured a male Jaramogi Oginga University student in a robbery near Thika Road Mall in Roysambu. Bandit hunt on, as demanded by President A massive security operation has been launched in the troubled counties of Baringo, Turkana and West Pokot. Sh9m to boost tourism in Kenya, Uganda, Rwanda A Sh9 million grant to create more awareness on the use of a regional tourist visa and Identity Cards in Kenya, Uganda and Rwanda has been signed by Trade Mark East Africa (TMEA) and Kenya Tourism Federation (KTF). The move comes after KTF moved to pass more information about the initiative following the organisation’s official launch in February failed to garner the projected results. KTF hopes the initiative will boost collaboration and partnership in tourism and hospitality sector between the three countries. The global supplement market is worth $68 billion (Sh6 trillion) states a report by research firm, Euromonitor. Supplements include vitamins, minerals, fibre, fatty acids, among other substances found in foods or packaged medication. They are dispensed through various retail outlets such as

health food stores, online retailers, fitness clubs, health centres, supermarkets and pharmacies. While Kenya’s vitamin and supplement sector is still in its early stages, Euromonitor researchers have discovered that Uganda, Ethiopia, Nigeria and Egypt have a growing demand for the products, having been manufacturing their own over the past few years. Research group, Business Insights, says that the world’s vitamins market alone will see

compound annual growth of 4.5 per cent, nearing $30 billion (Sh2.7 trillion) in 2015. A total of 24 European banks have failed stress tests for their finances. The tests were conducted by the European Banking Authority (EBA). Stress tests are conducted by authorities during a failing economy to determine whether a bank has enough capital to withstand a financial crisis by providing economies with funds to support growth. The financial state of banks at the end of 2013 was used to review the European institutions. The 24 banks have nine months to boost their finances or risk a shut down.

The analysis was carried out on 123 European banks by EBA. The worst affected was Italian bank, Monte dei Paschi, which had a capital shortfall of €2.1bn (Sh238 billion). There were four Italian banks on the list. The Europe economy has been under crisis and the the stress test on the European banking sector was used to provide an evaluation of how healthy the economies are. The test conducted concluded that the banks are in better financial state than they were in 2011, the last time they went through another examination.

Art is all about taking the mundane things of life and injecting life into so that others can appreciate. This is exactly what origami art does. For most of us, a plain sheet of paper is just that… a plain sheet of paper. But for origami artists, the paper carries a lot of potential. To them, paper is like a jackpot, it’s a gold mine waiting to be explored. Origami art can be traced back to the Japanese and the word comes from ori which means folding and kami meaning paper. The goal of origami art is to transform a flat sheet of paper into a finished sculpture through folding and sculpting. All that is required for this type of art is paper, meticulous hands, patience and creativity to come up with a vast array of models like animals, flowers, birds, toys etc. The trick lies in combining a variety of basic folds such as pleats, valley,

mountain, squash, reverse and sink folds to come up with a variety of unique designs. Although traditional origami artists are of the school of thought that no tool should be used to create designs, contemporary artists differ with this argument. Modern artists find ordinary tools a necessity to ensure better, firmer creases and more precision in their folding. For instance tweezers are used to make the tiniest of folds while plastic rulers to enhance creases. Artists are spoilt for choice when it comes to paper for this art. Basically, any paper from normal copy paper, to magazine paper can be used for this type of art, the only requirement is that the paper should hold a crease. There are special origami papers called kami which come in different colors and patterns and are suitable for making most of origami models. Traditional

origami paper called Washi is made of fibers from bamboo, hemp, rice, and wheat and is used in many traditional arts. Complex models call for foil-backed paper, which is just ordinary foil glued onto a normal sheet of paper. Origami art is not as complicated as it seems. Let us take a quick nostalgic trip down memory lane to your junior years in primary school. Remember that chatter box you made? That box you would enthusiastically put between your little fingers and engage in a game of guess what? Or remember the priceless look on your face when you made your first paper boat? Or remember that naughty boy who would throw his paper plane right at your face during break time? These are all examples of origami art in their most basic form. Since then, stones roll upwards, cars set on free mode move uphill, water poured on the stretch moves up in obedience to the true attraction of one woman to the man uphill, Mwuilu. Endurance test at Soysambu and Kedong ranches Rift Valley Motor & Sports Club (RVM&SC), in conjunction with the Sikh Union, will this weekend hold a three-day endurance event dubbed the “USN RAID 500.” The race will rev-off at the Lake Naivasha Sopa Lodge on Friday then head into the nearby Kedong ranch for the day’s run. Saturday will see crews traverse an extensive competitive run on the Soysambu ranch before a final repeat run on Kedong on Sunday.

The event will feature an endurance run of 500kilometers and will be a huge endurance test and navigation will truly be the key to success. Competitors have been working on improving their navigational skills and hope to approach the marathon race with an improved overall strategy. Pacquiao still angling for Mayweather clash

Austin brace lifts Rangers from bottom of EPL table Queens Park Rangers moved off the foot of the Premier League with a 2-0 victory over Aston Villa at Loftus Road. Charlie Austin opened the scoring on 17 minutes and added the second on 69 minutes to give QPR only their second win in the league this season. The first goal arrived when Bobby Zamona held off Ron Vlaar to knock a high punt from Richard Dunne down to the edge of the box and Austin hit the ball on the drop to send a low drive into the keeper’s right corner. Austin took his tally for the season to four when he timed his run to perfection across Vlaar and clipped the ball between Brad Guzan and his near post from a weighted Eduardo Vargas cross. Villa had the first opportunity after Sandro played a slack pass to Aly Cissokho and as Rangers struggled to clear the ball from the penalty area Ashley Westwood tested Rob Green with a frim drive from 18 yards which the keeper held. Green was again called into action when Carlos Sanchez smacked a swerving

volley from Mauricio Isla’s clearance towards goal. And the Rangers keeper later had to be alert to get down and hold a deflected cross from Andreas Weimann with Christian Benteke lurking behind him inside the sixyard box. At the other end a chip by Sandro from 20-yards had Guzan watching anxiously as the ball dropped a foot wide of the far post. Villa almost levelled the match 10 minutes after the break when Benteke climbed to meet a Westwood free-kick at the back post and nod down to Ciaran Clark, but he hooked the ball wide of the target on the turn. QPR came close to a second on 68 minutes as Leroy Fer disposed Sanchez and Isla rolled the ball wide to David Hoilett who curled the ball back across goal and off the far post. But QPR were able to see out the final few minutes and consign Villa to a fifth straight defeat - they have not scored a Premier League goal since September 13 when they shocked Liverpool 1-0 at Anfield.

Kiplagat scoffs at SGM calls Athletics Kenya AK president Isaiah Kiplagat has warned defiant branch officlails of dire consequences if they fail to follow the constitution. This comes after 14 of the 16 AK branches vowed to hold a special general meeting (SGM) even without the Kiplagat’s approval. Kiplagat, through his lawyers, said that he would neither resign nor call for an SGM. “I said and I will repeat, they acted in breach of the (AK) Constitution and Rules of the Federation. Such conduct has serious consequences in view of the express provisions of Article 5.1. (a),” Kiplagat said. Article 5.1 of the AK constitution says members must comply with guidelines and observe the constitution, regulations and resolutions of the Executive Committee as well as policies and procedures of the federation. Nairobi region chairman Barnabas Korir, who is among those calling for an SGM, said an inquiry into the 2011 Daegu World Championships and the 2013 Moscow World Championships still tops on their SGM agenda.
