Body to repeat police recruitment From Page 1
The Independent Police Oversight Authority (IPOA) moved court in August seeking the nullification of the recruitment results. The civilian police body through chairman Macharia Njeru said the exercise was marred by corruption. He said their conclusions were based on reports the authority
received from observers and complaints from the public. “It was marred by maleficent irregularities, was conducted in a manner that was not in compliance with the Constitution and led to great hue and cry from members of the public and aggrieved participants,” Njeru said. A total of 10,000 recruits were to join the service before the court
stopped NPSC from admitting the freshers for training pending the determination of the case. The recruitment caused a major uproar as the Ethics and AntiCorruption Commission and MPs called for a repeat of the exercise, saying it was marred by malpractices. NPSC formed a team to investigate the claims which led to the
cancellation of results from 36 centres across the country from which it said the process was unfairly done. But Justice Lenaola suspended the planned repeat hiring in the centres after 199 people whose recruitment were affected filed a suit challenging the orders. The court move means the taxpayer will spend another Sh90 million
for the recruitment including allowances given to senior officers who will conduct the exercise in 289 centres across the country. NPSC chairman has proposed that future recruitment of officers be carried out over three days instead of the current one to avoid scenes like the ones experienced during the July enrollment.

Mourners salute Emily Ruto in requiem mass A sombre mood reigned at the Nairobi Central Seventh-day Adventist (SDA) Church where a memorial service for fallen Kenya cricket national team player Emily Chepng’etich Ruto (Chep-cricket) was held today. Ms Ruto, the daughter of Bomet Governor Isaac Ruto, was until her death an electrical engineer with the Geothermal Development Company in Nakuru. She took over as captain of the Kenya cricket team in 2008 and played for the country in the 2010 and 2012 World Cup qualifiers. Emmy toured Uganda, Tanzania and South Africa and was a cricket goodwill ambassador for Kenya. She was diagnosed with Leukemia on October 16,2014 before succumbing on October 24, 2014 at Nairobi’s Aga
Khan Hospital. Speaker after speaker gave tribute to Emily, who was the life of her team. Teammates described her as a kind, humble and caring skipper. She was the first woman to play cricket for the oldest cricket club in the country, the Kenya Kongonis, that was set up in 1927. Club Chairman Phil Toye said: “Emily was a much-admired and cherished young lady and was adored by club members. She represented all of the values important to us – respect for the game, the club, the team, opposition and umpires. Her charming nature and beaming smile touched us all.” In her honour, the family, with the help of MD Anderson Cancer Centre of Texas, US, will set up a cancer and diagnostic treatment centre in Bomet County.

Legalizing drugs is not such a bad idea, says WHO Legalizing drugs could have little effect on the number of people abusing illegal substances and could even end up saving countless lives, a highly controversial report has said. As a proposal by the UK’s department of Home Affairs to decriminalize the use of drugs sparks debate, the World Health Organization (WHO) has urged East African nations to do the same. Decriminalizing drugs denotes a legal situation in which drugs remain illegal but possession of small quantities is no longer referred to as a criminal offence. The Organization argues that decriminalising
drugs, including Class ‘A’ substances like heroin and cocaine, could have some benefits in the criminal justice system. For instance, if small quantities of the drug are made easily accessible, cartels and smugglers will no longer run rampant in the country. WHO’s suggested guidelines also state that people should have access to naloxone, a medicine designed to reverse drug overdoses from substances that contain opium. Opium is a substance that is processed chemically to produce heroin and other illegal drugs or for medicinal use.
Interior Cabinet Secretary Joseph Lenku on Friday told Somali refugees at the Daadab camp to begin returning to their country. He said resources have been depleted at the camp and the refugees should ease the burden on locals. He said the Government will soon repatriate them. He was speaking at the camp on Friday when he accompanied UN boss Ban Ki Moon on a visit.
Counties to get up to 80 percent of roads mandate The Cabinet will meet next week to agree on a formula of classifying roads to be run by national and county governments. Deputy President William Ruto, who announced the move, said a resolution has been reached to devolve 80 per cent of resources for roads construction to county governments. Out of the 160,000 kilometres of roads the government plans to tarmac across the country, county authorities will tarmac 120,000 km, while national government will manage the remaining 40,000 km. “Even as we wait for legislation, we have asked the Ministry of Transport to identify the 40,000 km of road by name and all the 160,000km of road by name, and the Transition Authority

Burkina president vows to rule for another year Embattled Burkina Faso President Blaise Compaore has vowed to hang on to power for another year. Compaore says he will be in office awaiting the formation of a transitional government following violent demonstrations in which protesters and opposition are demanding for his resignation after 27 years at the helm. Unrest has gripped the poor West African nation following a controversial attempt by Compaore to extend his reign through an amendment in parliament. Compaore said he was ready to open dialogue to set terms for a transitional government he would lead until the next presidential election. His continued stay at the helm would be legal since his term ends in November next year. But opposition leaders and protesters have demanded that he steps down. Compaore, who has been in office since taking power in a bloody coup in 1987, appealed via Twitter for a return to calm. His re-election plan triggered demonstrations in capital, Ouagadougou, and later to Bobo-Dioulasso, the second largest city. Main opposition leader Zephirin Diabre had told a local radio station the state of emergency was unacceptable. “We are calling on the people to show that they are against it,” he was quoted as saying. “The resignation of President Blaise Compaore is the only thing that can bring peace to the country.” At least one person is feared to have been killed in the violence.
Doctors appeal for early cancer tests and diagnoses Doctors are now appealing for more awareness on cancer saying more than 70 percent of the disease’s infections are diagnosed when it’s already too late. Kenya Medical Association chairman Elly Nyaim yesterday said between 70 and 80 percent of the cancer cases in Kenya are diagnosed in later stages when little can be done to save the lives. “This trend needs to be reversed. This can only happen when we debunk the myths and silence around cancer by spreading awareness so that people can live longer, healthier lives,” he said. He was speaking while launching a fivemonth campaign dubbed ‘Children for
Children Cancer Campaign’ aimed at promoting public awareness on the disease. He said 25 percent of new cancer cases reported in Kenya annually are affecting children according to their statistics. “Cancer is another silent killer in the country today. It is reported to be the third highest cause of death after infectious and cardiovascular diseases in our country,” he stated. The campaign is geared towards involving children in activities that will raise funds towards the treatment and support for children affected by the disease, which is responsible for over 22,000 deaths in Kenya annually.
Lamu curfew extension remains in force - Kimaiyo The one month curfew extension in Lamu County will remain in force until security threats are over, Inspector general of Police David Kimaiyo said yesterday. Mr. Kimaiyo ignored mounting pressure from lamu residents and religious leaders alongside the law society of Kenya which have all been pushing to have the dusk to dawn curfew, now extended for the third consecutive month, lifted. Residents have been
demonstrating for the last two days protesting the latest extension that runs to November 23. But while speaking in Malindi, Kimaiyo said his orders were based on intelligence reports that indicate that there are still security threats in the county. “Once we have been guaranteed that the threat is no more, definitely there is no cause for us to continue having the curfew,” he said. He told the residents,
particularly fishermen to make arrangements with the security committee in order to continue with their economic activities at night. “It will be lifted depending on the security on the ground,” he said. Kimaiyo also held a meeting with senior police officers from Lamu that had been hit by a series of attacks since mid-June which had fuelled divisions in the coast region blamed on land disputes, ethnic tensions and radicalisation.

Nottingham to open Sh357m gaming unit A Sh357.2 million project has been launched by Nottingham city in England that will open the world’s first cultural centre for gaming. The National Videogame Arcade will be opened in March next year. The launch has been done in partnership with videogame organisation, GameCity, which hosts the annual gaming festival in Nottingham. The arcade will be set in a building that has more than four floors and will feature quarterly interactive videogame exhibitions. Chama cuts costs by helping members plough their farms Members of savings group, popularly known as a chama, in Western Kenya are working together to cut their labour costs by up to 40 per cent. By sharing their skills and resources, they assist each other in the entire food production process from land preparation to harvesting. “We are a group of 10 members. We came up with a schedule of how we are going to plough each other’s farms,” says Salome Aluvale, an official from the Nguvu Women’s Group, a savings group in Shinyalu, Western Kenya. Nguvu, like many other chamas, started purely as savings group where members would contribute money weekly, take loans and engage in investments. Today, the group members help each other by ploughing two or three farms in a week, depending on the size. Most of the members of Nguvu Women’s Group have about an acre of land. Aluvale says that the women
usually start the work as early as 6 o’clock in the morning. The group resorted to the practice after seeing members incur huge expenses during farm preparation, where some would take loans of up to Sh10,000 from the group to

The study was carried out by Oxfam, an international organization that aims to find solutions to poverty and injustice around the world. Reuters, referring to the report, states that taxing billionaires 1.5 per cent of their wealth could raise $74 billion (Sh6.6 trillion) a year. This would be enough to get every child in the world into school and deliver health services in the world’s poorest countries.The report notes that the number of billionaires across the globe has doubled in recent years to 1,645 in 2014 from 793 in 2009. In fact, the world’s richest 85 people are worth as much as the poorest half of the global population, Reuters has said. These billionaires saw their collective wealth increase by $668 million (Sh59.5 billion) a day over the last year.

My album is in Kiswahili, English and of course Kikuyu and can be listened to by anybody young and old alike, it does not have a PG 18 stamp on it. The songs in it make people dance and feel good. Why release an album now? People had been telling me they want to see my work. I sat down and decided to do something. I have done a few shows here and there but I guess people wanted to see my music on TV and hear it on radio. What was the inspiration behind your new album? Simba XV in 2015 Vodacom Cup
Tusker Simba XV will once again feature in the Vodacom Cup, the third most prestigious rugby union competition in South Africa which will run from March 21 to May 30, 2015. The lads will be based in Cape Town for at least eight weeks during the preliminary stage of the competition, and this could extend to eleven weeks if they proceed to the knock-out phase of the competition before eventually working their way out to the May 30 final. Speaking on Thursday evening, Kenya Rugby Union Chairman, Mwangi Muthee, said that the Kenya team’s invitation was a show of confidence the South Africa Rugby Union has in Kenyan rugby, noting that the team is worthy of playing at such a prestigious level. He added, “We have not heard better news in a long while. Kenyans will be excited and happy to know that our sponsors, East African Breweries Limited (EABL), through their flagship brand Tusker, have a three-year commitment that started last year to the team. It is an expensive affair but the gains from our participation in South African rugby last year were beyond imagination.” Muthee also paid tribute to South African rugby administrators, saying, The team is in the South Section and starts its campaign against Eastern Province on March 21.
