Telecommunication firms set to pay heftier fines for poor service provision
Police Inspector General David Kimaiyo has defended his officers’ handling of security issues despite a series of attacks that have exposed major lapses in the service. “Officers have worked diligently and you cannot say just because one incident has happened our officers are not working,” he said today in Nairobi. The top command under Kimaiyo has been on the receiving end especially after 21 APs were killed in an attack by bandits at Kapedo on Saturday. The civilian Independent Police Oversight Authority (Ipoa) has called for the overhaul of the force’s command structure, saying it is responsible for poor response to insecurity incidents.

We’re doing our best, says Kimaiyo
From Page 1 Others, including the Law Society of Kenya, have called for the resignation of Kimaiyo and Interior Cabinet Secretary Joseph Lenku over the sporadic incidents of thuggery and terror activities. But Kiamiyo has defended himself and his officers, saying security is a shared responsibility. He said security forces were on round-the-clock high alert to ensure peace prevails and dismissed claims that recruits
were being deployed to dangerous spots which opened them to attacks. Kimaiyo said recruits work alongside their experienced colleagues. Kimaiyo spoke when he visited the three officers admitted to the Nairobi West Hospital after surviving the weekend strike at Kapedo. He said police were working on a well outlined security plan and insisted that there has been no confusion as claimed by Ipoa.
“We are going to enforce the presidential directive (on disarmament) to ensure no person is illegally having a firearm,” he said. “Our officers are committed to ensuring all areas are calm.” On Monday, Ipoa called for the immediate overhaul of the NPS command structure, saying it has been the key cause of poor response to insecurity incidents. Chairman Macharia Njeru says the recent killing of officers and civilians by ragtag militia is
evidence of lack of preparedness and poor command of various security units. Kimaiyo said security should be a personal responsibility for all Kenyans “by sharing information that may help avert any case of insecurity to police.” “We need to work together…no one celebrates when the other person is killed or harmed.” Meanwhile, a mass exodus of residents has been reported at Kapedo area where a military

Pilot held for parking plane at pub for quick drink An Australian man has been charged with endangering life after he bought an aircraft, drove it down a road and parked it outside a pub for a drink. The 37-year-old unidentified man from Newman also faced charges of not observing health and safety regulations. Police sergeant Mark McKenzie said: “It was a pretty stupid thing to do. Kids were coming home from school. It could have been very ugly. All he needed was one gust of wind… because without the wings, it’s not stable.” Police say the man does not have a piloting licence but wheeled the wingless Beechcraft twoseater into the car park on Friday afternoon. Canoe.ca News says officers were called after it was discovered the man had left the engine running. The plane had an exposed fuel line hanging from the side attached to a jerry can inside the cabin to make it running. When he was arrested, he, however, passed an alcohol test and told the arresting officers the plane had not yet left the ground or caused any accident. He will re-appear in the Newman Magistrate’s Court on November 18.

Stranded Kenyans ask Govt to assist them leave Libya
The 16 Kenyan women who have been camping at the Kenya Embassy in Libya which was closed about four months ago have asked the Government to assist them return home. Reports from Libya say one of the women gave birth last week and has been living with the others in deplorable conditions at the building formerly used as the embassy. The women were working in different fields in Tripoli but quit following renewed fighting. The women have asked the

Telcom firms to pay heftier penalties for malpractice
Telecommunication companies will pay heavier penalties starting next year to ensure they improve quality of service to Kenyans, ICT Cabinet Secretary Fred Matiang’i said today. Matiang’i said Kenyans have been experiencing poor quality communication services due to low penalties ranging up to Sh500, 000, which the companies pay and continue with their practice. He said the Ministry has set standards that must be met failure to which the companies will pay heavy fines. “We will have new thresholds for quality of service from 2015. Network operators will be penalised up to 42 per cent of their turnover,” said Matiang’i. He said operators have been given time to upgrade infrastructure to meet

KDF begins recruitment, warns public against graft
Ebola, most searched term on Google by Kenyans
The Kenya Defence Force (KDF) has warned its potential recruits against giving bribes to secure slots as it begins to list some 2, 500 new servicemen and women. The month-long recruitment which is already underway is being conducted by 16 teams across 288 districts in the country. The exercise shall only be conducted between 8am and 5pm, and will be overseen by KDF boss General Julius Karangi. KDF vice Chief Samson Mwathethe warned those wishing to get recruited to shun corrupt tendencies and keep away from those masquerading as military officers. “We are aware that many young Kenyans wishing to join KDF have in the past been vulnerable to fraudsters who masquerade as military officers with powers to employ. We ask them to stay away from such people,” he said yesterday during a briefing at the Kenya
If you know nothing about Ebola yet, you might want to ‘Google’ that. Over the last month, Ebola has been the leading search term on Google by Kenyans, as people seek to find its causes, symptoms and prevention measures. “What is Ebola?” was the top question for which Kenyans sought answers from Google during the month. It comes at a time when the global responses have been heightened as the disease continues to ravage Sierra leone, Guinea and Liberia. Other top searches were Prof Ali Mazrui, Bishop Ben Bahati and militant group ISIS. Other questions that Kenyans were seeking answers to were ‘What is love’, ‘What is education’, ‘What is development’, ‘What is biology’, ‘What is culture’, ‘What is Illuminati’ and ‘What is philosophy’. Arsenal football club was the only club that featured most among the Kenyan searches according to the latest statistics by the Communication Authority of Kenya while the match between Chelsea and Arsenal was among the top trending search. The statistics further state that the internet users in the country went up by 3% to 22.3million compared to June this year with the number of mobile phone subscriptions standing at 32 million.

ISIS kills 300 Sunni tribe members - Iraqi government Violent insurgency group ISIS has now turned their anger on women and children killing more than 300 members of a Sunni tribe in their recent wave of executions, the Iraqi government has announced. The group that was initially targeting foreign men in Iraq and Syria has now turned to executing locals of areas they have taken control of. This is after the US led a group of other nations in launching a vicious campaign involving airstrikes which have since halted their advances. In their latest
attacks, ISIS militants executed 322 people women and children, Iraq’s Ministry of Human Rights said. The dead belonged to the Albu Nimr tribe, known for its fighting skill. Pentagon spokesman Rear Adm. John Kirby said Washington hasn’t been able to confirm those figures, but “we have no reason to doubt their authenticity.” The latest incident came Saturday when 75 members of Albu Nimr were taken from their homes and killed in the desert near the town of Hit, said one of the tribe’s leaders,
Sheikh Nabil Al-Ga’oud. It has been unusual for ISIS militants, who refer to themselves as the Islamic State, to kill women and children. “We are not surprised by their actions,” Al-Ga’oud told CNN. “Their religious leaders have given them an order to kill all of our tribe and take everything that we own because we are fighting against ISIS.” He said nine children and six women were killed in Saturday’s attack. A spokeswoman for the U.S. State Department condemned the ISIS attacks.

They are the best to deal with this situation. They have the best equipment like drones and after Baragoi I think this is the best intervention.
Moses Abok, Boda Boda Operator, 48
Yes the military should do what they can. Who in Kenya wants to live in fear? We should love one another and if there are people creating fear then they should be rooted out. I support the Military’s intervention.
Charles Gaita, Taxi Driver 34
The bandits have overwhelmed police force and the military can deal with the threat. The military is better positioned and armed to take care of the situation.
Paul Wafula, 39
The government is on the right track. But I am not too sure about them sending a large number there leaving other areas vulnerable. Sending the military there also shows Kenyans that the government is doing something.

Virgin Galatic space project blows up in sky A Virgin Galactic spacecraft which is scheduled to start passenger flights next year blew up in the sky in California on Friday. The explosion left a pilot dead and another seriously injured. Virgin Galactic has dismissed it as an anomaly. However, it has emerged that the company ignored a series of warnings from aerospace engineers on the spacecraft safety. Senior aerospace engineers say they had voiced concerns over the design of the craft dubbed, “SpaceShipTwo”. There were further questions on safety protocols over its testing after warnings on the dangers of Virgin Galactic’s rocket engine
system. The lead expert on rocket propulsion at the International Association for the Advancement of Space Safety, Carolynne Campbell, said the explosion was not a surprise. She had expressed concerns over the danger of its nitrous oxide-propelled engines, saying it may not be a safe oxidiser for use in a passenger flight. The SpaceShipTwo cost the company $500million (Sh44.7 billion) and passengers would have had to pay $250,000 (Sh22.4 million) for a ticket. The space tourism programme had been Sir Richard Branson’s dream for years.

Borrowing rates to remain steady until March 2015 TUESday, november 4, 2014
The safest time to take a bank loan could be between now and the end of March 2015, a new survey from Reuters indicates. The Central Bank of Kenya may put off raising interest rates until the second quarter of next year as tumbling oil prices hold the country’s inflation rate steady. Inflation is the rate at which the prices for goods and services is rising and, consequently, the rate at which people’s purchasing power is falling. Out of 14 economists that Reuters surveyed last week, all except one of them said the cen-

tral bank will keep its benchmark lending rate steady at 8.5 per cent when the bank meets on Tuesday. The benchmark rate serves as a guideline to Kenyan banks and helps them set their own rates based on that number. In which case, the lower the Central Bank rate, the more likely that those seeking to borrow money will be charged less in terms of interest. The Central Bank of Kenya has left its policy rate unchanged for well over a year. Most economists, however, say rates will rise by the middle of next year.

NGO helping passion fruit farmers cut out middlemen from sales An NGO working with farmers has launched a project in the country that will help local passion fruit growers to access export markets for their crops. The Arid Lands Information Network (ALIN), the organisation in question, has also helped connect farmers with government extension officers to train them in new growing techniques. ALIN has trained farmers in regard to finance management, quality control and bulk marketing. They have also
been linked to the Horticultural Crop Development Authority (HCDA), the industry regulator, for training in production practices, standards and marketing. ALIN Deputy Director Antony Mugo says that through the project, passion fruit farmers are now able to access local and export markets. He adds that farmers can access current commodity prices in various towns in the country by accessing ALIN’s Soko Pepe platform, a platform available from sokopepe. co.ke. “We have been able to

The Iteso exhumed their dead to heal the sick Modernity has taught people to seek medical help from certified health facilities, but for the Iteso, exhuming the dead was believed to heal the sick! The community believed when one was ill, they were being haunted by the unsettled ancestral spirits, and they had to be appeased by unearthing their bones from the graves. Ochodi Etale, 61, says the ritual automatically healed anybody who was not responding to traditional herbs. But the procedure was only done by the elderly who were past child bearing age to avoid curses from any unhappy ancestors. During the ritual, Ajon, a traditional liquor was served in plenty. A bull and a ram were slaughtered to appease the departed. The people then danced around the grave as the body was exhumed while asking the dearly departed to let the sick person live. One rule was, however, to be stringently followed by those carrying the remains: No talking while handling the bones failure to which, it was believed, one would turn mad. Ochodi says the community ensured only those elderly members, who had rested in the grave for at least 15 years were unearthed and taken to rest under a sacred tree after which the sick got well. The tree remained sacred and no one was expected to visit the bones unless it was for a follow up ritual.

Although she did not go to any fine arts school for training, Mwandawiro managed to maneuver even the most difficult designs with ease and professionalism, a fete that can only be achieved with intense practice, passion and creativity. She swears by the power of outsourcing instead of having a do-it-allmyself attitude. “Outsourcing has really helped me cut down on costs of hiring full time artists as the company is still young. I
have a list of artists who I call when I need their services to make the final product a master piece. You really can’t work alone in this business,” she confides. It has not been all rosy for the entrepreneur. Mwandawiro says that card making machines are not cheap and are not easy to find in Kenya. She also finds it quite challenging to balance between school, internship and her business. “Time is crucial and I am quite constrained as I have to juggle between school, my internship at Kenya power and card making. I usually reach home, tired from a hard day’s work but I have to psyche myself to design the cards,” she said. Despite all the challenges, her eyes light up in excitement as she speaks about the future
of the business. She says that currently the cards come by order only but in future she hopes to make them in bulk and supply to supermarkets. “I would like to venture into this business on a full time basis and diversify on the range of products. I will start making customized gift boxes, brochures and bridal gift packs,” she says. Mwandawiro advices aspiring card makers to step out of their comfort zone and get creative. She says that one does not need to go to any school for training but passion, hard work and determination are key ingredients to flourish in the card making business. “This market can never be saturated. There is still room for more people. Just come with your unique brand,” she said.

Polygamous marriage tough but manageable
OMG
Who in world has irked the Rabbit? Woe unto you if you have ever crossed Rabbit. On Saturday at midnight, Rabbit released a new song Kichinjio. The song is a dis to all the unnamed people who have irked the artiste, local tabloids are also not spared. The artiste has carefully concealed the dis in his lyrics that takes one a few minutes to process. He has slayed everybody and everything that is standing in his way. It is safe to say that Rabbit has made a statement in a big way. Now it is left to the people mentioned in the song to figure out, “Was he talking about me or someone else?”
Every woman desires a man of her own. A man who has eyes for her alone and comes home to her every day. But some women find themselves in the limbo of polygamy and eventually agree to share. In traditional African society, polygamy was a normal thing that portrayed wealth. But times have changed and the modern woman does not condone polygamy. “When a man marries two or more women, he is easily distracted and his attention is divided,” said 36-year-old Maureen Chweya, a mother of two and a second wife. Being in a polygamous marriage can be challenging especially when co-wives do not get along. They will always fight at the slightest misunderstanding.
“It is really hard to be in good terms so the best thing is to stay out of each other’s way,” added Maureen. “You may not get along but you must learn to respect one another.” With so much friction, children may also adapt to the animosity. They grow up despising their step siblings because of rivalry. “Each child will battle to get their father’s attention while others will withdraw in fear,” Maureen told XAccess. A man with more than one family must ensure his children get along despite their mothers’ constant altercations. “He must stand firm and assure his children he loves them equally and spend time with them,” said Patrick Muoka.
Kenya leads in googling gay porn Yes, we take the place of pride on that list. Kenya tops the global list on the Google Trend rankings for googling ‘gay sex pics’ and ‘gay porn pics’. Given that in Kenya homosexuality is frowned upon you would think we would not be googling such things. The other day we were googling about abortions, what is happening? But then again Kenyans are a curious lot, with internet at their disposal they can Google everything and anything.

were younger but as we matured, things started changing,” said Anne Mwendwa. Anne narrates that her step mother passed on which meant her children would have to move into her mother’s home. “The death of their mother positively affected how we relate because we became so close that no one can tell we do not share the same mother,” she said. Her mum had become bitter ever since her dad married a second wife but she did not direct her rage to the step children. “My father is very good and was stern about us being raised in a positive light so he would not let our mothers come between us.” Staying in a polygamous marriage is no paradise but one can choose to be at peace with the situation. Fighting it all the time will not help ease the frustration. The sooner one accepts there is nothing they can do as long as they are in such a union the better. It is best however to have a joyful marriage but if the other wife comes in the way of your happiness then keep your distance.
Staying in a polygamous marriage is no paradise but one can choose to be at peace with the situation. Fighting it all the time will not help ease the frustration.
My ex-boyfriend still wants to exploit me Dear Dr X, My ex-boyfriend has been pestering me for money. He has been calling and texting me endlessly despite the fact that I am ignoring him. In his messages, he wants me to lend him a huge sum of cash which he claims he needs to pay for his son’s medical bill. I dated him for four years but he was lazy and couldn’t keep a job however well-paying it was. The guy was always broke and begging me for cash. Because I loved him
Prophesying his love to his children should not only be by word of mouth but through actions. No child should be favored or made to feel special than his other siblings. A good father will warn his wives to keep their altercations to themselves and resist poisoning his children’s mind. “If I had two wives I would ensure none of them talks ill of the other in the presence of my children. That is not what I want my children to grow up listening to,” said Muoka. No matter how badly their mothers can’t stand each other, step children can learn to accept each other. “I grew up with my step siblings and it was really tough getting along when we
and thought he would change, I used to give him money. He lied all the time coming up with excuses why he needed more money only for me to find out he was spending it on another woman he had impregnated. I broke up with him immediately and threw him out. Now he wants me to give him money after all the heart ache he put me through. I am afraid that this time he may be genuinely in need of my help but I resent him so much and cannot stand to be hurt again. What should I do?
Mercy you need to get over your anger because it Dear Mercy, is not healthy. Let go of the bitterness for His son is not your responsibility. He your own peace of mind. But do not get must clean up his act and be a responsible sucked into the vicious circle of catering dad.You are not obliged to cater for his to him once again. Any man worth his salt should stand on his own two feet and child in anyway. But if you feel compelled to do so, go and make the payment. To not use a gullible woman for money or be sure he is genuine, go to the hospital otherwise. Stay focused and start dating which he claims to be indebted to and again, will you? pay the bill directly. You two parted ways Dr X. on a really bad note and it is evident you haven’t healed from the betrayal. No one is asking you to forget but Send your agonising querries to news@x-news.co.ke

Act on those behind police attacks Claims that retried officers are training cattle rustlers who have turned guns on police offers must be investigated and culprits prosecuted (Retired officers training killer bandits, claims PS, November, 3, 2014). We have lost more than enough
security officers to the bandits. Loss of brother sister, son or father is a painful experience that may soon scare away youthful officers who want to serve the nation and earn a living. State resources have been used to train the retired
officers. Other than lacking in patriotism, they are betraying the conduct of the job that fed them and their families when they were in service. The bandits are out to divide the country and they seem to be out of the one Kenya we know.
An attack on officers is a direct attack on the State. All resources and expertise must be mobilised to apprehend the killers. We do not want to witness the re-emergence of militias because security is a critical ingredient for
development. Those behind the attacks on State officers, whether leaders, trainers or the bandits themselves, must serve as an example to others planning to raise a hand against the people of Kenya.

His only involvement was in the 10th stop of the IAAF Diamond League in Monaco where he came second behind new entrant and league winner Jairus Birech.“Having to miss
on commonwealth hunt in Glasgow Scotland and Africa championships in Morocco has not been an easy thing for me,” he said. “I am training without pain now. I am looking forward to the next season which I pray will be injury free, with this competitive field of ours, fitness and lucky play key role,” said Kipruto whose diamond trophy earned him Sh3.48m last year. Rodgers reveals desire to keep Gerrard Brendan Rodgers insists his desire to keep captain Steven Gerrard at Liverpool is driven by common sense rather than sentiment. Gerrard’s contract expires next June, and he indicated before Saturday’s 1-0 Premier League fall at Newcastle he would move elsewhere to prolong his playing career in case it is not renewed. Rodgers told a news conference after the game he wanted the 34-year-old midfielder to stay, and Liverpool are set to open talks over a new deal in the next two weeks. But the Reds boss says he thinks Gerrard -- who has been a Liverpool first-team player since
1998, still has plenty to offer on the pitch. “It’s certainly not sentimental. As a manager, you can’t afford to do that. “I just look at his contribution in the two-and-ahalf years I’ve been here. “When I came in (from Swansea in June 2012), Steven was 32, had struggled with injury, hadn’t played consistently over a number of years and I came in and sold him the idea, the philosophy of how we wanted to work and his importance. Liverpool are lying seventh after winning four of their opening 10 matches, and Gerrard’s performances have not escaped criticism.

Arsenal ready to enter UCL knock out stage Arsenal can book a UEFA Champions League knockout stages on tonight when they host Anderlecht at the Emirates Stadium. Arsene Wenger’s side has won its first two home fixtures in the competition this season and victory in the fourth match of Group D would see them reach the last 16 with two games to spare - should Borussia Dortmund avoid defeat to Galatasaray. Two goals in three minutes late on in the reverse fixture in Belgium two weeks ago saw Arsenal snatch all three points and deny Anderlecht a first win in the group. Theo Walcott is likely to feature for Arsenal after making a late cameo appearance in the 3-0 triumph over Burnley in the English Premier League on Saturday. Wenger was delighted to welcome the England international back after he sustained a cruciate knee ligament in January, but the London club will still be without Olivier Giroud, Mesut Ozil and Jack Wilshere. While that dents its attacking threat, Chile international Alexis Sanchez reached double figures for the season last weekend and Danny Welbeck will look to build on the hat-trick he scored in Arsenal’s last Champions League home game against Galatasaray. Arsenal’s goalkeeping problem that saw Damian Martinez play in Brussels has also eased with the return from suspension of Wojciech Szczesny the Pole coming straight back in to replace his 22 year-old understudy.

Bad news for Liverpool, Bale’s Back Bale returns to Madrid’s starting XI against Liverpool Real Madrid star Gareth Bale has returned to training ahead of tonight’s Champions League clash with Liverpool. The news will come as a blow to the Reds’ hopes of taking anything away from the Spanish capital, particularly with memories of the 3-0 defeat at Anfield still fresh in the minds from last month. Bale, 25, wrote on his Twitter account: “Feels good to be at the top of the table and back in training with the boys!” The world’s most expensive player missed the first Group B clash against the Reds and has been out for Madrid’s last five matches in total with a pelvic muscle injury. The La Liga giants have not struggled in the former Tottenham star’s absence though, as they won all five games, scoring 19 goals and overhauling Barcelona at the top of La Liga. In the first match against Liverpool, Isco and James Rodriguez produced stunning performances prompting suggestions Bale may struggle to regain his spot in the team. However, manager Carlo Ancelotti has indictated it is a selection headache he will welcome. “Everyone thinks that Bale is a problem, but I think he is a player that will help us to be even better,” said the Italian. Victory against the Reds will guarantee the Champions League holders’ spot in the last16 with two games remaining, and Ancelotti’s only injury concern is right-back Dani Carvajal.
HOW ABOUT THAT: Real Madrid’s Gareth Bale heads in his side’s second goal in the Champions League final soccer match against Atletico Madrid at the Luz Stadium in Lisbon, Portugal, Saturday, May 24, 2014.
