Exam delay ruled out as teachers resume duty MONDAY, OCTBER 5, 2015
The Kenya National Examinations Council (Knec) has ruled out a re-adjustment of national examinations timetable as demanded by teachers who resume work today after a five-week-long strike. The Kenya National Union of Teachers (Knut) and the Kenya Union of PostPrimary Education Teachers (Kuppet) had called for the postponement of the national exams so their members can properly prepare candidates in public schools who have been out of class since the beginning of September. “Re-adjust the examination timetable so that we can effectively conclude the instructional period that is required to prepare our candidates well,” Knut secretary general Wilson Sossion appealed to Knec on Saturday while calling off the strike. But Knec chief executive Joseph Kivilu said it was hypocritical for the public school teachers to make such a demand to the council, arguing that it was, “their fault,” that their students were unprepared. He, therefore, advised the teachers to, “hunker down and re-double their efforts,” to ensure the candidates are ready for the exams. He said those sitting for
the Kenya Certificate of Primary Education (KCPE) examinations still had a month to recover the time lost before taking the exams on November 10 to 13. As for the 2015 Kenya Certificate of Secondary Education (KCSE) examination candidates,

DP Ruto urges for respect Deputy President William Ruto has urged all public servants to respect constitutional commissions created under the constitution of Kenya. The Deputy President said it was the responsibility of all workers to respect all the Commissions citing the Teachers Service Commission (TSC), the Salaries and Remuneration Commission (SRC) and human rights bodies. “The constitution has set the SRC to determine salaries for all workers of the government of Kenya from the President to the messenger,” he said. Ruto who spoke during at AIC Church Mosoriot,Nandi County said all workers are paid according to their job, responsibilities and qualifications. “We must respect the rule of law, we must respect all constitutional bodies given powers by the Constitution,” the DP said. City Hall ICT director Benter Ogot said they had provided the auditors with procurement documents, which show the evaluation committee did a professional job. She further said the committee sought the clearance of the Public Procurement oversight Authority before awarding the e-payment contract to Webtribe. On Tuesday, Ogot who appeared before the Nairobi County Assembly Public Accounts Committee told its members they had responded to the Auditor General’s queries and wondered why the same
questions are asked again and again. “I am shocked by too the many questions which have been answered, but vested interests (including MPs who are not from Nairobi county) and predetermined mindsets seems to prevail. I am perplexed by too many questions regarding the contract. My officers have clarified everything to the auditors. But the politicians want us to engage. If they know there is something wrong, then they are free to visit the EACC. We will not go that direction of fighting service delivery,” said Kidero. He added that he will not be derailed by people who want to steal from the county. “We have sealed all revenue leakages and now corruption is fighting back. Why will you fight a system that is efficient and revenue has grown by Sh1.4 billion since inception of
the system?” he posed. In her response, Ogot had told the committee that Webtribe was initially meant to partner with KCB bank. However, KCB pulled out of the deal and left Webtribe alone. She said the evaluation committee sought the PPOAs, Kenya ICT board and Price Water House coopers advice before proceeding to award the tender to Webtribe to collect revenue after KCB “walked out” on Webtribe. “We could not disqualify Webtribe because KCB had walked out on them. have sedated and raped a woman in one of his clinics. He has since denied all the charges. The prosecution had on Friday opposed his release on bail owing to the nature of the case and the vulnerability of witnesses involved. “Owing to the nature of the crimes that the respondent is alleged to have committed and the vulnerability of the victims, it is in the interest of justice that the suspect remain in police custody,” Senior State Counsel Jacinta Nyamosi told the court. But the magistrate today allowed the accused to be released from police custody on bail pending the hearing and determination of the case. Fire guts shanties in Tassia, Nairobi More than 30 shanties were gutted by a fierce fire that broke out in Migingo slum, Tassia in Nairobi last evening. The fire is suspected to have been caused by illegal power connection that is rampant in the area and other informal settlements. Fire engines rushed to the scene but only managed to contain the fire after it had spread fast and flattened the structures. No life was lost in the incident. Kenya Red Cross said more than 20 people have been killed in separate fire incidents in Nairobi alone since January. More than 2,000 people were displaced in the incidents that occurred and spread because of poor roads. A campaign has been launched to ensure roads are opened up in the slums to help in responding to disasters. Meanwhile a team of experts are investigating the cause of a fire that burnt down the administration block of Hospital Hill secondary in Nairobi. Police say no one was injured in the incident but property of unknown value was destroyed.

NEWS BRIEFS Turkish jet intercepts Russian plane Turkish F-16 fighter jets have been scrambled after a Russian warplane violated Turkey’s air space on Saturday, the foreign ministry says. The Russian fighter plane “exited Turkish airspace into Syria” after being intercepted, the ministry said. The Turkish foreign minister has spoken to his Russian counterpart, as well as ministers from other Nato countries. Russia has been carrying out air strikes in Syria in support of President Bashar al-Assad. The Russian air campaign began on Wednesday with Moscow insisting it was targeting Islamic State (IS) positions. But Syrian activists say Russian planes have also targeted other Syrian groups opposed to President Assad.
Tunisia to lift state of emergency Tunisia is to lift the state of emergency it imposed after a terror attack at a resort in June killed 38 tourists, mainly Britons.The short announcement carried on state media said the measure would be lifted at midnight on Friday local time. The state of emergency gave security forces more powers and limited the right of public assembly. Security has been stepped up since the deadly attack in Sousse. The state of emergency had been extended in July for two more months, taking it to the start of October. Also in July, parliament adopted a new anti-terror law to introduce tougher measures against suspected activities by militants. That law remains in place.
Burundi officials face EU sanctions The EU has imposed an asset freeze and travel ban on three Burundi officials accused of ordering excessive force against peaceful protestors. The officials - overseeing intelligence and security bodies - are close to President Pierre Nkurunziza. The EU has also imposed sanctions on a former general who took part in a failed coup in May. Burundi’s foreign minister has defended the use of force, saying the demonstrations were violent. President Nkurunziza’s decision to pursue a third term in office triggered street protests and the coup attempt. Opponents of the president say the decision was unconstitutional.
Kikwete begins three-day Kenya visit with road launch Tanzanian President Jakaya Kikwete yesterday began a three-day visit to Kenya with the launch of the Taveta-Mwate road project. The road that links the two countries is key to regional integration and is jointly funded by the African Development Bank and the Kenya and Tanzania governments. Presidents Uhuru Kenyatta and Kikwete said the construction of 90km Mwatate-Taveta road is in the East African Community programme of developing missing links along the regional infrastructure corridor. “This is one of the missing links aimed at enhancing the East Africa Integration objectives, and a crucial link between Kenya and Tanzania,” said President Uhuru. The two leaders said ArushaHolili-Taveta-Voi road project links the Northern Corridor at Voi. The Arusha-Holili section is being upgraded. President Uhuru expressed gratitude with the progress being made on the construction of the section between Mwatate and Taveta. African Development Bank Regional Director Gabriel Negatu said the institution has given $218 million (Sh22 billion) for the the Taveta-Mwatate Road and the upgrading of the ArushaHolili section. El Nino could destabilise prices of local commodity, warn experts Experts have warned that floods, drought and varying weather patterns as a result of the infamous El Niño winds in the Pacific Ocean are likely to put the sub-Saharan region in a state of financial chaos. Consumers may be hit by fluctuations in commodity prices, according to a number of economists across East Africa. While places like Zimbabwe may
experience devastating drought, Kenya Meteorological Department assistant director Peter Ambenje said Kenya will most likely be hit by a series of floods. Researchers say the floods may render some roads impassable, making the transportation of basic consumer goods such as milk, bread, flour and even fuel quite difficult.
A report from the International Business Times indicates that the occurrence has increased erratically in recent years, making it difficult to predict its potentially overwhelming impact. “The climate system’s abundant rainfall may bring much-needed relief to some farmers and herders in East Africa who have suffered from drought this year. But excess

The government has written off Sh39.7 billion owed by State-owned sugar companies to ease their planned privatisations, President Uhuru Kenyatta has said. The government in May approved the sale of the its holdings in five sugar companies and said it expected to sell a 75 per cent stake in transactions to be completed in the following nine to twelve months. Reuters reports. “My government has had to take a hard decision to support the sector,” Kenyatta said in a speech at a trade fair
in Nairobi. President Uhuru said Nzoia Sugar Company, South Nyanza, Chemelil, Muhoroni and Miwani need modernisation to survive competition from the entry of other sugar producers and an impending end to sugar import quotas from the Common Market for Eastern and Southern Africa (Comesa) trade bloc. Kenya struggles to improve its sugar output amid relatively high production costs, produces 600,000 tonnes of sugar a year, compared to annual consumption of
800,000 tonnes where the deficit is covered through the strictly controlled imports from Comesa. However, the domestic industry is enduring tough times since the leading producer Mumias Sugar posted a Sh6.31 billion pretax loss for the year ending June hurt by falling revenue due to lower production volumes. Since March, the government has only given Sh1 billion as part of the bailout but had pledged to give Sh5 billion to aid the cash-strapped miller as it implemented a reorganisation involving heavy job cuts. “Let me reiterate that my government will do all in its power to help the cane sector get back on its feet, and to preserve the livelihoods of our people,” Uhuru said, adding that “in return, I expect to see accountability and diligence from those concerned parties.”

he Kenyatta International Convention Centre (KICC) grounds was a ‘hotbed’ of entertainment Saturday. Dubbed extravaganza 2015, the Royal Morgan Heritage family headlined show kicked off in the early hours of the evening with a series of Kenyan acts including Timmy, Rapdamu, Kristoff, Vivian, Abbass Kubaff, Bamboo, Victoria Kimani and Avril. With hundreds of reggae enthusiast making their way to the grounds, the concert was kept alive with interlude reggae tunes from DJ Space as the host MC Philipo hyped the growing crowds with his sharp comments and hype. Even though the crowd was entirely a reggae fans base, Kenyan music was appreciated. Bad boy of rap Abbass Kubaff spit his rhyme lines convincingly as Victoria Kimani wowed the revelers with her lovely vocals climaxing with her hit collaboration porokoto that features Ommy Dimpoz and Diamond. Fans scrambled for cash when she pulled a surprise stunt and threw currency notes into the crowd ending her performance in style. Avril’s seductive moves charged up the crowd as her vocal prowess echoed across the city as she performed some of her lovely tracks such as hakuna yule Nikimuona’, Hello baby featuring Ommy Dimpoz among other tracks. A sound hitch slowed down the show immediately Wyre kicked off his performance that led to a 26 minute intervention of the events DJs and MCs from Hot 96 who were sponsors of the event. Wyre’s return on stage saw him perform some of his great international hits including chuki, uprising and she say dat that ushered in the Morgan family amidst cheers. The royal family… At the strike of 1:00 am on the clock, the Morgan Heritage royal family took to the stage with fans who had braved the cold night cheering, whistling and wailing in excitement. Gramps Morgan’s son Jemere Morgan kicked off the performance as the lead vocalist with the backup band hitting all the right notes with the guitars and sax leading the group. Lead singer Peter Morgan took over and led the group in a marathon of exciting tunes that went back deep into their archives. With the crowd asking for more and more tunes and the royal family readily giving, the performance lasted over two and a half hours into the wee hours of the morning making this edition of the extravaganza a memorable event.
Live gigs switches off Wyre mid show Christopher Kirwa’s Live gigs corporate audio visual this past weekend provided sound for the bands at the Extravaganza show that saw Kenyan artistes curtain raise for the Royal Morgan Heritage family. At some point though when Wyre the Love child got on stage to perform, all sound was lost bringing the show to a halt for over 26 minutes as sound engineers struggled to rectify the anomaly. Wyre was not amused and this sound defect literally killed his energy as his performance was rather average. Looks like live gigs need to up their game.

The penchant in the quality of milk produced has led to the growth of her business spanning from locals to Nairobi where she delivers on order and has now employed 10 permanent staff and 18 causal labourers. Her cows include the high-yielding ones producing no less than 30 litres of milk a day, those that produce between 20 and 30 litres and the less yielding ones producing
at least 10 litres a day per cow. She is also a trainer on effective dairy farming and receives interested farmers keen on learning about her venture from as far as Mumias. “There is so much hidden treasure in this line of business. I wish people would open their eyes and see the world of opportunities awaiting them. The dairy industry is a force to reckon with. In the livestock sector it is one of the
prime providers of income for our economy,” she said. She has perfected the art of dairy farming, relying on milking machines for hygiene and to make work easier for her staff. She depends on home-grown feeds, which give her 102 tonnes of silage. “The conventional feeds have nine ingredients, ours has 11. I am specific about what I feed my cows,” she concluded.

State should prepare well for calamities With the much awaited El Nino rains about to start anytime this week as weathermen warned, what has the government done to remedy the “sirikali saidia” phobia? Universal calamities require universal effort, therefore both the national and county government should come together to set aside funds to contain the phenomenon contrary to the
scenario being witnessed. It is therefore unfortunate to hear the Treasury claim El Nino was never budgeted for in 2015/16 financial year. Disasters of great magnitude such as El Nino, cannot be left in the hands of the counties, the National government must come in. Public varsities should refurbish old facilities Dilapidated facilities at the public universities is an indication of the level at which funds are being misappropriated in the institutions of higher learning. Most institutions lack decent libraries, bring into disrepute their finance departments. It is high time the government cracked the whip the institutions to curb the wastage before it rises to unimaginable levels.
Our students paid not only for a decent education, but decent facilities to ensure a conducive environment for learning. Leaking toilets, broken windows and rotting bookshelves are the kinds of facilities we want to expose learners to in the 2ist century. SPORTS BRIEFS Kiplagat wins Scotland marathon gold medal Edna Kiplagat successfully defended her Bank of Scotland Great Scottish half marathon title in Glasgow on Sunday. Kiplagat timed 1:08:21 to win the women’s race while Ugandan Moses returned back to the city where he won the Commonwealth gold in 10,000m last year to win the men’s distance. The race was her first after the disappointment of coming fifth in the IAAF World Championships, Beijing 2015 marathon just over a month ago. Kiplagat, who targets the elusive Olympic medal in Rio next summer, raised the stakes with a surge to the front after 10 kilometres, leaving her compatriot Doris Changeywo behind in a chasing group of three. The two-time IAAF World Cross Country Championships medallist had only competed over a half marathon once before, but timed his race well and a turn of acceleration over the final six kilometres to see cross the line in a personal best of 1:02:18. ‘Rejected’ Ouma haunts Kenya at Safari Sevens Mike Friday, a former Kenya Seven’s coach has challenged his former employer, Kenya Rugby Union (KRU) to accord the team good preparation if they were to book Olympics tickets in the forthcoming qualifiers. Friday whose Samurai International side beat Kenya’s Shujaa in the main Cup final of the Safari Sevens’ yesterday was impressed by his former players whom he believe are capable of booking their first Olympics slot to be held in Rio de Janeiro, Brazil in 2016. “These boys are world class and are feared on the world circuit. They just need the support and they will be in the Olympics,” said Friday who is currently with United States. “We were feared as a big top nation in the world. had three Kenyans in his squad. ‘Reject’ Oscar Ouma scored a late try to hand Samurai their first Safari Seven title after they narrowly beat Kenya 22-19 in the final. Ouma together with Sammy Oliech and Felix Ayange were included by Friday in his squad after the trio were left out by KRU, something that came to haunt them after Ouma scored the winning try for Samurai who was playing their third final having lost in the 1998 and 2011 to Bristol University and Samoa respectively. Nakuru All Stars staring at relegation
Nakuru All Stars will be relegated if they lose their next Sport Pesa Premier League match. Nakuru All Stars are currently rooted bottom with 18 points and they can still accumulate nine points from the remaining three matches which will push them to third on the log. Up to now it’s is not known exactly how many teams will be relegated, but if Kenya Premier League (KPL) and Football Kenyan Federation (FKF) finally agree on two to be moved down, then Nakuru and City Stars faces the drop. They can still jump up third from bottom, but they must win all the remaining matches and hope that KCB who leaped a big step towards jumping out of relegation zone after beating Ushuru 3-0 in a crucial match Saturday. KCB, who are third from bottom with 25 points will play Nairobi City Stars, another relegation-bound side tomorrow at City Stadium. After this, City Stars who are just three points above Nakuru will welcome Ushuru as Nakuru All Stars welcome Bandari next.

Winless MKU concedes 21 goals in two matches An 11-1 loss by Mount Kenya University (MKU) to Strathmore University in the Kenyan Hockey Union women’s’ league took the number of goals they have conceded to 55 from eight matches. The defeat means MKU has now picked the white ball from their net 21 times in two matches in a week including last weekend’s 10-1 to Sliders. Captain Gilly Okumu scored four goals as Scorpions stung fellow students from Thika Road to move back to the second in the league ahead of Sliders and just within eight points behind leaders Telkom national women’s League. Okello’s call up came as a surprise to many, but sources indicate the decision was arrived at after the technical bench could not confirm the availability of the Norwegian-based Arnold Origi. The team comprising of 16 players mainly local-based jetted out yesterday. Williamson utilised the new Fifa rule that allows up to three goalkeepers on the bench and should Origi miss to link up with the team in the Ocean Island before kick-off on Wednesday, there will still be
enough cover between the posts. Okello is most likely not to start even if Origi misses the match, but he will act as understudy to Gor Mahia goalkeeper Boniface Oluoch who has become a regular in the starting line up in the absence of Origi. Stars left for Mauritius, but with Azam’s Allan Wanga and Anthony Akumu who is based in Sudan as the only two foreignbased players. Assistant coach Musa Otieno was also not part of the travelling troops. The rest of the foreign-based players will link up with the rest of the squad in Mauritius. Klopp lined for Liverpool job after Brendan sacking Ex-Borussia Dortmund boss Jurgen Klopp is most likely to succeed Brendan Rodgers as Liverpool manager after he was sacked yesterday.
