Insecurity pulls down Kenya’s ranking on governance Kenya’s security challenges are pulling back its bid to improve the quality of life for her citizens, a new governance report finding has revealed. Although the country has improved in the overall score in the provision of public services, Ibrahim Index of African Governance (IIAG) report for 2015 shows that personal safety has declined. “Kenya’s performance is largely positive, with a rank of 14th on the continent in overall governance. This good positioning within the rankings is complemented by the progress in overall governance since 2011,” says the Index report. IIAG is an annual assessment of performance for each of the 54 African countries by the Mo Ibrahim Foundation. The 2015 IIAG consists of 93 indicators, which fall into four categories: safety and rule of law, participation and human rights, sustainable economic opportunity and human development. Thirty-three out of Africa’s 54 countries have shown improvements in the way they are governed over the last four years, the research found. But the researchers behind the Ibrahim Index of African Governance say progress “is stalling”. The African average score for overall governance in 2014

is 50.1, a slight improvement since 2011 (+0.2). Over the last four years, only half of the top ten governance performers managed to improve their overall governance score, and 21 of the 54 countries have deteriorated. For Kenya, figures sourced from 33 international organisations showed that the country’s level of personal safety and national security have deteriorated. Personal safety and human rights are measures of how individuals are protected from both internal and external threats to the peace alongside the existence of a robust legal system and transparent, effective and accessible institutions, within all branches of the State. “Kenya has exhibited both low and falling scores in personal safety and national security. In the former, Kenya ranks 35th on the continent, with a score of 39.1, lower than the African average.” Kenya’s fall in security, according to the report, is informed by its unimplemented policies to curb human trafficking. Since 2011, Kenya has dropped 25 points as incidents of human trafficking increase. Last month, the US State Department listed Kenya among countries that serve as transit points and destinations for human trafficking.

The State Department stated: “Kenyans voluntarily migrate to other East African nations, South Sudan, Europe, the US and the Middle East — particularly Saudi Arabia and Oman — in search of employment where at times they are exploited in domestic servitude, massage parlours and brothels or forced manual labour.” But it is not all gloom for Kenya. It is among 33 countries labelled as “rising potential powerhouses” for generally being the most improved in their governance since 2011. Though the overall progress has stagnated continentally, Kenya’s best score is in providing sustainable economic opportunity to citizens. The category was characterised by a generally negative trend but four countries, Morocco (+11.2), Togo (+9.5), Kenya (+5.9) and Democratic Republic of Congo (+5.4), exhibit impressive gains of more than +5.0 points Mauritius and Cape Verde are the top-ranked countries, and South Sudan and Somalia are at the bottom of the index. The Sudan-born mobile phone magnate Mo Ibrahim, who funds the research, said it is hard to make generalisations because “Africa is not a country”, and the research reveals huge differences within the continent. Overall, Ivory Coast is the most improved since 2011 as it moved away from the conflict after a disputed election the year before. South Sudan, the world’s newest country, has shown the greatest deterioration in governance - in part because of the civil war which began in December 2013. Zimbabwe is also listed as a country which has shown big improvements over the last four years, but nonetheless is ranked 44th on the continent. Ordinary Zimbabweans have however told correspondents in the capital, Harare, that

they were surprised to hear that things were improving, despite the political situation becoming more peaceful. “That’s totally outrageous,” one man said, “people are suffering because of the economy and there is not enough food on the table.” Among other countries, Ghana is ranked seventh on the index, with a small decrease in its score for governance, Ethiopia comes 31st, with an increase in its score and Nigeria came 39th, also with an increase. Regionally, Rwanda is highest ranking country in East Africa in provision of security, sustainable economic opportunity and human development. Ethiopia is the most improved side in the region in provision of security, mainly because of its aggressive anti-terrorism policies.

Looking at the continent as a whole, Mr Ibrahim did have concerns about the pace at which things are changing. He said during the index launch that Africans are “healthier and live in more democratic societies” compared to 15 years ago but “recent progress in other key areas on the continent has either stalled or reversed”. “While Africans overall are certainly healthier and live in more democratic societies than 15 years ago, the 2015 IIAG shows that recent progress in other key areas on the continent has either stalled or reversed, and that some key countries seem to be faltering. This is a warning sign for all of us. Only shared and sustained improvements across all areas of governance will deliver the future that Africans deserve and demand,” he said.

Kuria now seeks phone evidence in his case Gatundu South MP Moses Kuria has lodged a request in court seeking a compulsion order against a mobile phone service provider to disclose the details of a phone call he claims may have been used to ‘falsely’ prosecute him for hate speech. His lawyer Danson Mungatana told a Nairobi Magistrate that the evidence given by the first prosecution witness in the case against Law Society of Kenya chief executive Apolo Mboya alluding to a phone call was misleading and borders on perjury. “I was charged on June 26, 2014

with incitement to violence and disobedience to the law in the hate speech case and the first prosecution witness stated in his oral testimony that he had received phone calls from at least four advocates complaining about the alleged comments made by me on my Facebook page on May 16 2014,” a sworn affidavit the lawyer presented on behalf of the politician read. The lawyer said Kuria has reason to doubt the accuracy of the testimony and thus asks for the order. “The defence requires the records from Safaricom limited to prove

the said allegations as false,” he submitted. Kuria wants the records submitted for the calls Mboya received on May 16 2014, between 7pm and midnight. The court will make a ruling on Friday. Meanwhile Mutahi Ngunyi has moved to court seeking to stop his arrest and prosecution for hate speech. His lawyer Jennifer Shamalla was been allowed to present the case under a certificate of urgency tomorrow before Justice Joseph Onguto at the Milimani law courts.

Alarm over rising cases of police executions There is an increase in extra-judicial killing and police brutality, a report by the Independent Medico-Legal Unit (IMLU) has indicated. The report released yesterday indicates that this year alone, 97 cases of police brutality have been reported including 85

summary executions. IMLU executive director Peter Kiama said the rising cases of police executions are disturbing and urged the National Police Service to respect the Constitution and the rule of law. “Police while conducting their duty should not veer off from the

Reject Equalisation Fund bill, senators told Governors have implored on Senators to shoot down a constitutional amendment Bill passed by the National Assembly, seeking to place the management of the Sh6 billion Equalisation Fund under constituencies. Council of Governors (CoG) chairman Peter Munya called on the Senate to reject the bill before being assented to by President Uhuru Kenyatta, arguing that

placing the fund under the Constituency Development Fund (CDF) is unconstitutional. Addressing the media at CoG headquarters in Nairobi, Munya who is also the Meru Governor, said they will move to court if the Senate fails to raise the required number to shoot down the Bill. “The council maintains that the fund should go be put directly under county governments. The

functions to be implemented by the fund are all devolved functions in the counties. We urge the Senate to reject the legislation,” he said. Munya, who was accompanied by Governors Julius Malombe (Kitui) and Wycliffe Oparanya (Kakamega) also accused the National government of delaying the release of the funds to counties, hindering the devolved units’ development

The education sector may be thrown into another crisis after the Kenya Secondary Schools Heads Association Chairman John Awiti warned that there is no money to run the schools. Public schools reopened yesterday for the third and final term of the calendar year after teachers ended their five week strike but Awiti has warned that running the institutions will not be easy without money. He said the government is yet to disburse money to schools adding that most support staff have also not been paid their salaries. “I urge the government to quickly disburse funds to schools so that normal operations are not affected as teachers resume duty,” Awiti said. “There is serious cash crunch in schools and unless the government moves with speed to remedy the situation, then we are staring at another crisis in the education sector,” he warned.

Bodies of woman, baby found dumped in forest

Police have launched investigations after two bodies were found dumped in Ngong Forest, Nairobi. The body of a woman aged about 17 and that of a two-yearold girl were found dumped in the forest by forest guards who were on patrol. It is not yet clear if the lady is the mother of the baby. They were discovered last evening. So far, they have been identified, but the motive behind their killing remains unknown. The bodies appeared to have been strangled by a piece of cloth before being dumped in the area. “The killer or killers may have used a piece of cloth to strangle them.

Norwegian man found dead in Nairobi house Police are investigating the death of a Norwegian man whose body was found lying in a house in Mirema, Roysambu. The man was supposed to travel back to his country yesterday but his body was found in his room. He had been staying with his Kenyan girlfriend who was away at the time when the body was discovered. Police say they are yet to know if the man was killed or died of natural causes. The body was moved to the mortuary as investigations continue. The woman told police she had travelled to her rural home and left the man in the house.

US gunman left behind manifesto The man accused of killing nine people at a community college in Oregon left behind a manifesto detailing his grievances, US media report. Chris Harper Mercer opened fire on Thursday inside a classroom at Umpqua Community College and then killed himself when police arrived. A police source told the Associated Press that Mercer complained in the document about not having a girlfriend. He also wrote that everyone else was “crazy” and that he was the sane one. President Barack Obama is set to travel to Roseburg, Oregon, on Friday to visit survivors and relatives of the victims.

Boy kills 8-year-old girl over puppy An 11-year-old boy in the US state of Tennessee has been held on suspicion of shooting dead an eight-year-old neighbour in a row over a puppy. The boy has been charged with first-degree murder as a juvenile. According to police, he shot the girl on Saturday evening with his father’s shotgun after she refused to let him see her puppy. The girl has been identified as McKayla Dyer. Her mother Latasha said that the two children went to the same school. “He was making fun of her, calling her names, just being mean to her. He quit for a while and then all of a sudden yesterday he shot her,” Ms Dyer told WATE-TV. “I want her back in my arms,” she said.

Kikwete softens stance on EAC agenda, calls for unity Tanzanian President Jakaya Kikwete has softened the country’s hard-line position on the push to implement the East Africa Community (EAC) agenda and played down diplomatic tiff between Kenya and Tanzania. Speaking yesterday during a dinner hosted by President Uhuru Kenyatta at State House, Nairobi, Kikwete said his country is in the East African Community (EAC) to stay and will not pursue policies that could ruin the ties between the two nations even after he vacates the office. He assured President Uhuru Kenyatta that Tanzania will not do anything that will undermine the relationship between the two neighbouring countries. “You cannot have a policy that takes your hand elsewhere unless it is towards your mouth, there is clarity on the Tanzania side on this policy. There is no basis for a quarrel between Tanzania and Kenya – none at all,” said ikwete. The two countries have however previously pursued antagonistic positions against each other over what some pundits termed as the battle for supremacy. Tanzania has been reluctant to be party to the EAC agreements among the three countries, Uganda, Kenya and Tanzania saying more time is needed before such collaborations can be forged. Turkey in new protest against Russia incursion Turkey has again summoned the Russian ambassador after a second violation of its airspace by a Russian warplane operating in Syria in two days. Nato has urged Russia to end air strikes “on the Syrian opposition and civilians”. Russia says it is targeting Islamic State and other Islamists. Russia said Saturday’s violation was for just a few seconds and due to poor weather. It has not officially reacted to Sunday’s incident. Saturday’s interception took place near Yayladagi in the southern Hatay region, Turkey says. A statement by Nato’s 28 members, which include Turkey, warned of “the extreme danger of such irresponsible behaviour” and urged Russia “to cease and desist”. US Secretary of State John Kerry said Turkey would have been within its rights to shoot the jets down.

“The Turkish Armed Forces are clearly instructed,” Turkish Prime Minister Ahmet Davutoglu told Turkish TV. “Even if it is a flying bird, it will be intercepted.” But he played down the possibility of a “Turkey-Russia crisis”, saying that channels between the two countries remained open. UN spokesman Stephane Dujarric expressed concern at the dangers of having “a lot of different countries and different coalitions” carrying out air campaigns in Syria, saying the situation was “fraught with danger”. He urged a renewed focus on a political solution to the conflict. The Russian air campaign began on Wednesday, with Moscow saying it was targeting IS positions and those of other Islamist groups. KRA now targets SMEs to boost tax base by 2018

The Kenya Revenue Authority (KRA) has announced plans to increase the number of its taxpayers from 1.6million to 4 million targeting small and medium-sized (SMEs) enterprises. KRA Commissioner General John Njiraini said the best way to achieve the set target will be through enrolment of SME’s whose majority are not within the tax brackets. Njiraini said the authority will involve counties in the issuance of Personal Identification Numbers (PIN) in the registration of business to ensure SMEs are brought in

the revenue bracket. “We will involve the counties to expand the scope of services and activities for which PIN is a requirement and adopting a business classification, structure and tax similar to those being applied by the counties,’’ he said. According to him, this will help the authority seal leakages and settle tax liabilities since the narrow tax base has always been a cause of concern for the taxman, policy makers and economists alike. Yesterday, the taxman launched an awareness

campaign to sensitise SMEs to meet their tax obligations as part of efforts to widen the revenue bracket. However, during the 6th corporate master plans, KRA seek to triple tax collection to Sh5.2 trillion by the end of 2018 from the current Sh 1.2 trillion. “The authority will engage the SME sector to better understand taxpayers in this category, so that we can be in a stronger position to design and implement effective compliance strategies critical in developing sustainable taxation system,’’ he said.

landscapes through forest restoration,” the group has said. The deadline for applications is November 1, 2015. The opportunities are open to a number of eligible countries across the globe, including Kenya, Tanzania, Mozambique,

To be eligible for what the group has dubbed the ‘Reforestation Grant’, an organisation must be legally registered in an eligible country. The organisation must complete all grant activities before August 31, 2016 and the proposed project must take place at least 90 days

after the application deadline. The proposed project must also include an active learning, practical skill component, or field-based learning activity that builds skills and knowledge for local stakeholders as part of the project activities. EFN said it will give priority to local organisations conducting tree planting activities that have not yet benefited from this opportunity.

Facebook, the world’s leading social network, will launch a satellite that will provide internet access to remote parts of Africa, company’s founder Mark Zuckerberg has announced. Facebook, in partnership with French-based provider Eutelsat, hopes the first satellite will be launched in 2016. “We’re going to keep working to connect the entire world -- even if that means looking beyond our planet,” Zuckerberg said in a Facebook post. The project is part of Facebook’s ‘Internet.org’ project, which has come under fierce criticism over it feasibility in some countries, the BBC reports. Across some parts of the globe, and particularly in India, businesses reacted angrily to the plans saying it gave Facebook, and its partners, an unfair advantage in developing internet markets. Internet.org is experimenting with different

ways of providing internet to hard-toreach places. This latest initiative looks to use existing satellite technology to provide affordable internet access to low-income and developing countries. “To connect people living in remote regions, traditional connectivity infrastructure is often difficult and inefficient, so we need to invent new technologies,” Zuckerberg wrote. “Eutelsat and Facebook will each deploy Internet services designed to relieve pentup demand for connectivity from the many users in Africa beyond range of fixed and mobile terrestrial networks,” Eutelsat said in a statement. All about the Iteso and their dead

W

hile we seek help from medical doctors in order to be cured from sickness, eerie stories are told of exhumation by the Iteso apparently to heal the sick. The people in that community believed that when one was ill, they were being haunted by the unsettled ancestral spirits that had to be appeased by unearthing their bones from their graves. The ritual it is believed automatically healed anybody who was not responding to traditional herbs. The said procedure was only done by the elderly who were past childbearing age to avoid any curses from unhappy ancestors. During the ritual, ajono, the official traditional liquor, was drunk in plenty and a bull and ram slaughtered to appease the departed. There was dancing around the grave as the body was exhumed while asking the deceased to allow the sick person(s) be well. Those who carried the remains had to observe silence or run the risk of going mad. The community ensured only elderly members, who had rested in the grave for at least 15 years were unearthed and taken to rest under a sacred tree after which the sick got well. The tree remained sacred and no one was expected to visit the bones unless it was for another ritual. The myth that the Iteso ate people must have sprung from this highly guarded tradition and the whispers continue to date.

s a child, Victor Mwangi watched his father create and it was only natural that he took after him. But it was not until Kenyatta University where he pursued a degree in fine art and design that he considered himself a true artist. Victor doesn’t have one word to describe his art because he is versatile. “I just create art. I love portraits for the challenge they bring me. When I do make compositions, I go for nostalgic subjects of the happenings I saw growing up. I love designing, furniture, but time constrains me from actualizing my designs. I also write for my blog fundivik.wordpress.com,” he tells X Access excitedly.

It does not stop there. Victor paints on canvas working with graphite pencils, ink and charcoal which he recently discovered. Depending on his mood one form of art can consume him for days even weeks and then he will switch gear to something else. His pieces are complete when he finds no reason to go back and work on them. Victor calls himself a dreamer but he is awake enough to be an observer too! Every artist is unique and different because of the diversity in concepts and how they are put on paper. For Victor’s art, the uniqueness lies in his touch. “Artists think in images, it is the way they see those images in their minds that

makes artists unique. So it is the way I analyse my subjects and handle my tools that makes what I produce different,” he explains. His challenges are generic. Like all young artists capital and cash is hard to come by. When he needs expensive material to complete a certain piece, it could take months. Plus it does not help that locals do not appreciate original art to pay top dollar. Friends are even worse, they want everything for free! But it is not hopeless for this young artist. He is working on a collection that will change hearts he confides and is certain with the current support from the Government, the future is looking bright for the arts.

State to cut non-essential spending: IMF The government will cut some non-priority spending in this financial year to balance the books after rise in cost of borrowing, the International Monetary Fund (IMF) said. IMF Kenya representative Armando Morales said higher lending rates are also likely to

impact on economic growth, which might reach 6 per cent in 2015, short of the government’s target of 6.9 per cent. The economy grew by 5.5 per cent in the second quarter and by 5.3 per cent in 2014. “They need to offset those higher borrowing costs in the same

budget envelope and that is what they intend to do,” he said. Kenya, whose financial year runs from July to June, was granted a stand by IMF lending facility in February. Treasury Cabinet Secretary Henry Rotich in August said the budget deficit would be cut to stabilise the shilling, which has

fallen about 12 per cent against the dollar this year. The IMF was offering technical support to help Kenya shore up its tax revenues. “Without a significant improvement in taxes, fiscal consolidation will be more difficult so it’s a key element,” he said.

Stanlib to launch EaSt africa’S firSt incomE rEal EStatE invEStmEnt truSt Regional fund manager, Stanlib will launch East Africa’s first Income Real Estate Investment Trust (I-REIT) to allows investors pool capital and invest in selected properties. As the region’s first real estate trust, the move was approved by the Capital Markets Authority last week. This means that investors’ earnings on the I-REIT will be based on income generated from the portfolio of properties the funds are invested in, as opposed to the current capital appreciation process. Nonetheless, investors can opt for capital appreciation or income from their investment. The proposed Sh12.5 billion I-REIT, to be listed at the Nairobi Securities Exchange’s (NSE) Alternative Investment Market Segment, will

allow investors to indirectly own a slice of Kenya’s vibrant property market. The move comes at a time when Kenyans are increasingly investing in the NSE with consumers as young as 18 years of age buying shares that are listed on the bourse. The trust will invest in a select portfolio of properties and pay clients returns at a preagreed rate. “I can confirm that we have received regulatory approval to float and eventually list the I-REIT. This is a landmark approval for us,” said James Muratha, Stanlib regional director.“Through this instrument, we shall be giving investors, be they retail, individual or institutional players, a window to invest in a growing property sector in a secure, regulated and professional manner,

while presenting them with a new asset class to enable them diversify their portfolios,” he added. REIT works like a unit trust, only that the capital raised must be invested in real estate only and not any other asset category. Besides allowing investors to put their money in a wide array of properties, without having to raise huge amounts of capital required to own the same, it also gives them access to professional decision-making and management. Another advantage of listing is that the I-REIT remains a liquid investment, meaning investors can enter and exit as they wish, thus aiding in price discovery. The move comes at a time property as an asset class in Kenya is receiving a lot of attention with sustained talk of a boom.

The affordability and practicality of mobile phones have been tipped to harness the potential of Africa’s extensive wireless network to resolve the continent’s health crisis. According to a report by medicare professionals, Global Health Action, the African continent carries 24 per cent of the world’s disease burden, but only spends 1 per cent on health expenditures and houses only 3 per cent of the world’s health workers. “Even as the media reports extensively on the proliferation of innovative mobile tech and commerce in the sub-Saharan region, traditional infrastructure and the healthcare system lags far behind,” says a statement from power, oil, gas and healthcare company, GE Africa. The report indicates that low-cost mobile devices, such as mobile phones and tablets, which can access voice and data services, have revolutionised access to information and communication technology worldwide. With logistical support from governments, the private sector and other stakeholders, African consumers should be able to access quality medical care using said devices. The study indicates that a number of lowerand middle-income countries such as those of sub-Saharan Africa, including Kenya, have already adopted platforms for medical services.

Students get funding to develop new snake venom tool Through a school project led by Aga Khan Academy, Mombasa, and supported by Intel and the Aga Khan Foundation (USA), a group of students has developed a small black stone that is saving lives following snakes and scorpion bites in Kongowea and Likoni in Mombasa County. The initiative has received support from Educating Girls in Science (EGIS), a two-year pilot project launched by the Aga Khan Academy, Mombasa last year to empower girls by increasing their engagement in science and in applying their knowledge outside the classroom to benefit their community. “Working with teachers, students and science clubs, we are using the Educating Girls in Science project to train girls how to use knowledge in science for problemsolving and not just for the exams,” said Lucy Mwandawiro, the project’s coordinator and a teacher of chemistry at Coast Girls School. The black stone, or viper stone, is a piece of processed material made from the thigh bone of a cow used as a first aid measure for snake, scorpion and insect bites. Following training at the Aga Khan Academy, Mombasa, and intensive work with the academy’s project team, the girls conducted a community survey that found residents from the two areas face challenge from snake and scorpion bites, but with difficulty in getting effective First Aid and timely medical treatment because the communities are located far away from hospitals.

Director of football Alaa Abdel-Salek was also dismissed following yesterday’s board meeting. Former player Abdel Aziz Abdel Shafi took over as a caretaker coach for the second time. He previously took over when Hossam Al Badry was sacked in 2010, but will only be a stand-in. The action was triggered by a defeat for the eight-time African champions in the confederation Cup semi -final by Orlando Pirates of South Africa who came back from two goals down to win the second leg of the tie 4-3 in Cairo. Mabrouk had only been on the job for five month when he replaced Juan Carlos Garrido. Rosberg vows to beat team-mate Hamilton Nico Rosberg says he has not given up hopes of beating Mercedes team-mate Lewis Hamilton to the Formula 1 title going into Sunday’s Russian Grand Prix. Ex-coach Lung’aho could decline new role at KVF Former National women’s volleyball team coach David Lung’aho might decline role of technical director at the Kenya Volleyball Federation (KVF. He was stripped of his coaching job and moved to the less prestigious but powerful position of overseeing all maters volleyball, but he is reluctant to take up the job, X-Sport has reliably learnt. His place has been taken up by Kenya Pipeline coach Japheth Munala who was his assistant. Playing off handicap 26, Madhani carded 35 points stableford to claim top honours at the eighteen-hole, country-style golf course that has some of the most beautiful fairways in Kenya. Akil (33 points) finished as first and second respectively in the men’s category. Other winners of the day were Lin Xia YU (nearest to the pin), Anthony Kiragu (men’s longest drive) and Zippy Wachira (women’s longest drive). The CIC Group sponsors prize went to handicap 24 Angus Jackson who carded 38 points prize while Vicky Chawla finished as the runner up with 36 points.

Klopp headed to liverpool ahead of tottenham match Jurgen Klopp may take over the reign at Anfield by Friday to replace former Brendan Rodgers who was sacked by Liverpool last Sunday. The former Borussia Dortmund coach is favourite to take over from the Northern Irishman, with ex-Chelsea boss Carlo Ancelotti also lined up as possible replacement. German Klopp, 48, is understood to be open to the idea of a possible move to Liverpool following progressive talks with his representatives according to BBC Sport. The Reds are in desperate move. FA charges Mourinho over anti-ref remarks Jose Mourinho has been charged with misconduct over comments he made following Chelsea’s game against Southampton on Saturday. Southampton beat Chelsea 3-1 at Stamford Bridge as the Blues slumped to their fourth defeat in eight matches to leave them 16th in the Premier League, their worst start to a season since 1978. Mourinho, who is under pressure after a run of dismal performance must now answer charges by FA in relation to his comments about centre referee Robert Madley who officiated their match with the Saints. The Blues boss was unhappy with Madley’s decision not to award a penalty when, with the scores at 1-1, striker Radamel Falcao was fouled by Southampton goalkeeper Maarten Stekelenburg. “It is alleged Mourinho’s remarks constitute improper conduct in that they imply bias on the part of a match official and/or bring the game into disrepute,” read a statement on the FA’s official website. “He has until Thursday to respond to the charge.” Speaking after the game at Stamford Bridge, Mourinho blasted the officials for being against Chelsea and making bad decisions against them. “One thing teams are not afraid of is to make penalties against us because they make them all the time and the referees they never give. “It is a big confidence they feel because they are not afraid to be aggressive in the box. “I tell my players to be careful in the box. These opponents know that they don’t have to feel that pressure.” Mourinho was similarly unimpressed with the decision not to award his side a penalty in their 2-1 home defeat to Crystal Palace on August 29 and claimed last season there was a conspiracy against Chelsea.

xpectations of local football fans will once again be raised higher when Harambee Stars take on host Mauritius tomorrow in a 2018 FIFA world Cup qualifier. Stars are going in to the match against a slump by 15 places in the latest Fifa rankings from 131 with head coach Bobby Williamson in search of the elusive first win with the senior team. While Mauritius is further down at 168 in the latest world standing, something that Stars players may see as motivation to relax their nerves in this important match, the Icelanders have won three of their last four matches since May unlike Stars who have no win in their last four games. Stars’ best performance was a 2-0 win over South Sudan on June 7 and are aware of the pain they subjected

the fans to when they lost to Zambia on September 6 in an Africa Cup of Nations qualifiers in Nairobi. The only positive news is that Stars have managed to score more goals (six) compared to Mauritius’ five in their last matches though the local lads who may be without first choice goalkeeper Arnold Origi, Ayub Timbe (Belgium) and South Africa-based defender Brian Mandela have played seven matches to Mauritius’ five since May this year. The two countries also shares a lot of football history. Just like Kenya, Mauritius has never qualified for World Cup. Continentally, Kenya boast of a better record with four appearances at the Africa Cup of Nation unlike Mauritius with only one qualification, way back in 1974.
