ational Assembly Speaker Justin Muturi has threatened to impose a ban on all foreign travel for MPs to ensure the legislators act on parliamentary investigations that have been pending in the House for over a year. In his communication to the House yesterday, Mr Muturi told MPs that he will not allow them to take trips to other countries unless he was satisfied that they had handled all business that is pending before their respective committees. “We will now have an administrative ban on these trips. Speaker Muturi threatens to ban MPs foreign trips From Page 1 He also expressed concerns over numerous Bills with constitutional deadlines still pending before the House yet the lawmakers seemed in no hurry to legislate. “We have a lot of remaining work that is not being acted upon. There are bills that have constitutional deadlines, and yet we are not seeing reports,” he said. He also accused the MPs through their respective committees of not dealing expeditiously with the petitions to the House. “We will now have an administrative ban that they will never be allowed to leave the country because people must work. So very soon, if you get affected by the ban, just know that it is because something you were supposed to do in your committee was not done on time,” he warned. Similarly, the Speaker said he is considering limiting the number of retreats a House committee can hold outside the capital city. “I also hear that committees are finding it difficult to adopt reports in Nairobi, that it becomes easier to adopt reports

when they go to the Coast,” he said. This is after separate reports from the Auditor General and Controller of Budget indicated that the House loses money following failure by MPs to take up hotel rooms booked for them. Last month, up to seven House Committees including five from the National Assembly were down at the Coast, for various retreats. But despite huge expenditures on logistics, some MPs disappear immediately they arrive in Mombasa, causing embarrassing quorum hitches and rendering entire business useless. Investigations revealed that some lawmakers do not make the trip but do not cancel their flight and hotel bookings, forcing the National Assembly to incur huge expenses on ‘noshows’. And on foreign trips it alleged that some committee chairmen draft in junior clerks who spend time on the Internet, fishing for information on international workshops and conferences that can justify foreign travel. PNU leader calls for sensitivity to victims in ICC row The new leader of Party of National Unity (PNU) Jeremiah Kioni has asked politicians making fixing claims on the ongoing ICC cases to be sensitive to the victims of the skirmishes of 2007/08. NLC defends new offices

The National Land Commission (NLC) has defended itself against claims by the Lands ministry that it is wasting public resources by renting a new office space at ACK annex Gardens next to Ardhi House. NLC vice chairperson Abigael Mukolwe, however, said their new offices are fully occupied and are being utilised by the commission’s staff contrary to the claims. Mukolwe said they are not wasting public resources as claimed

by the acting Land Cabinet Secretary Fred Matiang’i. “Our support staff, finance department, ICT department, human resource and four commissioners have already moved to the new offices, we are fully utilising the space,” said Mukolwe. Crisis looms in hospitals as union tells nurses to down tools The Kenya National Union of Nurses (KNUN) has called on its members to boycott work immediately over unpaid dues. The union said most of its members have not been paid their salaries for close to three months. KNUN secretary general Seth Panyako said health workers are considering quitting the job due to frequent salary delays. “Health workers have been exposed to untold suffering and agony by the county governments as a result of refusal to pay salaries,” he said. Panyako said health workers are living in dilapidated conditions because they cannot even afford to put a meal on their table nor meet their bills. “Our members can no longer afford to foot basic bills such as rent, it is unfortunate,” he

said. According to Panyako, health workers cannot wait for the insensitive government to sort this mishap. “We are calling all health workers who have not received their salaries to withdraw labour in all counties,” he said. A few months ago, health workers in at least 10 counties went on strike over labour disputes with the devolved governments. The crisis in the public health service in nearly all counties has been marred by claims of ethnic profiling, job stagnation, salary delays and withholding of allowances and poor working conditions. This development barely comes a day after MPs summoned Treasury Cabinet Secretary Henry Rotich to explain the financial crisis.

Mombasa police warn ‘Crime Alert’ Facebook followers Police in Mombasa have issued a warned the “Mombasa Crime Alert” social media group as the fight against crime continues. Coast Region Police Commandant Francis Wanjohi warned the owners of group, which has been highlighting criminal activities, saying it social media platforms stand outlawed. Wanjohi said the group was banned by the County Security Committee after complaints from public that it has been linked to criminal activities such as arresting, assaulting and harassing people. Earlier this month, Mombasa County Commissioner Nelson Marwa called for the arrest of the members of the group, saying some of them have been taking the law into their own hands. With a membership of 40,092 followers, some of whom have been accused of impersonating police officers and target individuals affiliated to some political groups, Marwa said some individuals in the group, well-known by its Facebook page, should be arrested. However, the group’s accounts on Facebook and twitter remain active.

Uganda women pepper sprayed during protest Opposition supporters and women’s groups are trying to hold a demonstration against police brutality here in Kampala, Uganda to protest an opposition FDC rally on Saturday where police officers appeared to undress a woman while trying to arrest her. The women wanted to march to parliament but officers prevented them from doing so. Pepper spray was fired at them. They then decided to sit in the middle of the road. A police commander offered to ferry them in a vehicle to parliament, but they refused.

Burundi cameraman killed by police A Burundi state TV cameraman and his family have been killed in the capital Bujumbura by police who say they were trying to free kidnapped colleagues. The police said 10 people were killed in the incident, including cameraman Christophe Nkezabahizi, his wife and his two children and one policeman. Gunfire and grenade explosions were heard throughout the night. Unrest began in April when President Pierre Nkurunziza announced he would seek a third term in power. Burundi has been hit by a wave of unexplained killings in recent months, of both opposition activists and security officials. It is not clear who kidnapped the police officers in the latest incident.

Burkina’s Sankara riddle with bullets An autopsy shows the supposed remains of Burkina Faso’s former leader Thomas Sankara are “riddled with bullets”, his family’s lawyer says. The family is still waiting for DNA results to confirm the body’s identity. Seen as Africa’s Che Guevara, the anti-imperialist revolutionary was hastily buried in a 1987 coup. Permission for an exhumation was denied during the 27-year rule of his successor Blaise Compaore, who was ousted in an uprising last year. Mr Compaore has always denied being involved in the ex-leader’s killing, insisting that the “facts are known” and he has “nothing to hide”. While he was in office, a Burkina Faso court blocked a request by Mr Sankara’s family for his remains to be exhumed. That changed last year when a transitional government came in after street protests.

Missile downed MH17 flight Malaysian Airlines Flight MH17 crashed as a result of a Russian-made Buk missile, the Dutch Safety Board says. The missile hit the front left of the plane causing other parts to break off, it said in a final report into the July 2014 disaster, which killed 229 people. The West and Ukraine say Russian-backed rebels brought down the Boeing 777, but Russia blames Ukrainian forces. The report does not say who fired the missile, but says airspace over eastern Ukraine should have been closed.

Commuters left in agony as matatus are grounded

Commuters from Mwiki and its environs were stranded early today following the grounding of several matatus plying their route. At least 115 fleet of buses belonging to Mwiki Sacco were yesterday evening grounded by the National Transport and Safety Authority (NTSA) after one of them crashed a university student to death last week. The accident which claimed the life of Cecilia Njeri Gicheha; a 23 year old University of Nairobi student occurred near Tuskys Beba Beba stage in Nairobi’s CBD when she was crushed in between two vehicles. In a press statement, NTSA said the driver of the vehicle whose registration number is KBS 389Y reversed when the pedestrian was crossing the road and sandwiched her against another Isuzu minibus registration KCE 531 Y. The victim sustained serious chest injuries and was rushed to Guru Nanak Hospital where she died while undergoing treatment. “Most of the accidents like this particular one is basically a result of carelessness and we will not allow any driver to walk away with it,” NTSA deputy director John Muya said adding “The authority wishes to remind all PSV operators of their responsibility to vet their drivers to ensure that anyone allowed to drive public service vehicles possesses the right level of skills, training and attitude.” The authority said that they impounded the vehicles because of misconduct

ICC to investigate Russia, Georgia war The prosecutor of the International Criminal Court (ICC) Fatou Bensouda has said she will investigate Russian and Georgian forces over possible war crimes. The investigation relates to a five-day conflict in 2008 centred on South Ossetia, a breakaway region of Georgia. Fatou Bensouda said she had evidence suggesting South Ossetian forces killed up to 113 ethnic Georgian civilians, and both sides killed peacekeepers. Russian forces may have participated in the killing of civilians, she added. The war began with an operation by Georgia, which hoped to seize back South Ossetia. But Russian troops army quickly retook the area and pushed deeper into Georgian territory, stopping just short of the capital, Tbilisi. Nearly 1,000 people were killed while tens of thousands of Georgians living in the disputed areas were forced out of their homes. The ICC said on Tuesday that Ms Bensouda had evidence that both sides had killed peacekeepers - a war crime. The statement said shells from South

Ossetian positions had killed two Georgian peacekeepers, while Georgian forces had killed 10 Russian peacekeepers and destroyed a medical facility. Prosecutors said there was evidence that up to 18,500 people were uprooted from their homes as part of a “forcible displacement campaign” conducted by South Ossetian authorities, and that the ethnic Georgian population in the conflict zone was reduced by at least 75%. The ICC said Ms Bensouda has asked judges for permission to investigate after an apparent lack of progress with Georgia’s inquiry into its own forces’ alleged crimes. Judges must now decide whether to authorise a full investigation, which could risk inflaming tensions between Russia and Western countries already strained by the crisis in Syria. Russia is not a member of the ICC, which is based at the Hague. Separately, the ICC is pursuing an investigation into crimes committed in clashes between Ukrainian troops and Moscow-backed separatists in eastern Ukraine.

Imperial Bank put under statutory management over unsafe dealings

The Central Bank of Kenya (CBK) has placed Imperial Bank Limited under statutory management due to claims of unsafe business conditions lowering the banks’ share. CBK has appointed the Kenya Deposit Insurance Corporation (KDIC) to take full control of Imperial Bank for one year just after the bank’s board reported inappropriate banking practices that warranted immediate remedial action. This is the second bank in Kenya to be put under management since August after Dubai Bank Kenya Limited that was put in receivership after liquidity problems. Imperial Bank’s crisis, on the other hand, does not appear to stem from liquidity concerns. In fact, it is the Bank’s Board of Directors that informed the CBK of inappropriate banking practices, a move that has warranted immediate action in

Over 200 delegates to attend City’s unclaimed assets meet Delegates from across the globe will converge in Nairobi to attend a summit on unclaimed assets from October 28 at the Windsor Golf and Country Club. The inaugural Africa summit on unclaimed financial assets is organised by Unclaimed Property Assets Register K Limited (UPAR) and is the first of its kind on the African continent. UPAR chief executive and summit director Joe Ngigi says the event’s goal is to provide stakeholders with an opportunity to learn and discuss critical issues revolving around governance, management and administration of unclaimed Financial Assets, paying attention to recent and emerging trends and what the future holds for this sector of the economy. Speaking during a media briefing to outline the agenda and significance of the summit, Ngigi, said participants will gain a practical understanding of world class strategies, processes and legislation that different jurisdictions use regarding unclaimed financial assets. “During the summit,

Tanzania rolls mobile phone BIRTH REGISTRATION EXERCISE Tanzania has launched a nationwide drive to register children’s births through mobile phone to enhance the government’s health and education planning. The drive comes amid claims that the country has the lowest birth registration rates in eastern and southern Africa where 80 per cent of children aged below five do not have birth certificates according to the 2012 census. The new system being rolled out across the country over the next five years allows health workers to send the baby’s name, sex, date of birth and family details by phone to a central data base and a birth certificate is issued free of charge in days. emember back in the 90s when the only TV station in existence was KBC? Who would have thought that in a span of three decades, the Kenyan media space would be literally overflowing with TV stations, much less vernacular ones? Indeed, the Kenyan media audience have a lot to be thankful for, starting with media liberalization which paved way for establishment of individually owned media companies and eventually, anyone who had the means could obtain space for a private media outlet. Although press liberalization did a lot in revolutionizing the TV industry, the recently concluded global digital migration is the mother of the rapid change that we are witnessing in the local TV space due to the expansion of the local broadcasting space. With the many widely available local and international TV stations, media entrepreneurs had to find a way to venture into the TV industry while attracting a large following thus earning profits, and we can boldly say that they have hit the nail directly on the head by venturing into vernacular visual broadcasting. It worked for various media companies’ radio strategy, so why shouldn’t it work for TV? The concept of vernacular TV begun as a trial and error with the more resilient companies such as Multichoice boasting of being the pioneers of vernacular TV stations. In fact these companies served as the legendary guinea pigs for others who were interested in this venture and when stations such as

Njata TV, 3 Stones TV and Kass TV withstood the test of time, media giants like Royal Media Services have now docked their boat in the same port. The current countdown on social media is geared towards October 26 when Inooro TV, under the Royal Media Services umbrella will kick off in precedence to its upcoming sister vernacular stations Musyi TV, Ramogi TV and Chamgei TV. This is a big blow to the preexisting channels mentioned above with the addition of Utugi TV because it means competition just got stiffer keeping in mind that the new RMS stations already have an eager audience siphoned from Inooro, Musyi, Ramogi, and Chamgei FM. Suffice is to say, #KOT are beside themselves with anticipation for generic content in their mother tongues. Before, the existing vernacular TV stations dedicated almost all of their airtime to playing music but now that competition has surfaced, better content ranging from dramas, soap operas, cultural shows, game shows, religious shows and of course news and current affairs are now cooking. The unemployed segment are also keeping their fingers crossed for job advertisements. Hopefully, Royal Media Services will not follow in the Standard Group footsteps where they established a new channel, KTN 2, but no new faces were seen. As audiences wait in anticipation whispers are getting louder as to what NMG, another giant media house could be hiding up its sleeves.

Irate Tanzanians protest closure of Uchumi shops Angry staff and suppliers from Uchumi Supermarkets in Tanzania have forced the closure of one of the retailer’s local stores amid fears that they would not get paid. The struggling supermarket announced recently that it will close some branches and sack employees who double as suppliers in new measures targeted at profitability. Already, two Uchumi branches in Kampala, Uganda have been closed and some 180 workers sent home on forced leave pending communication from the head office in Nairobi. And yesterday, more than 300 people barricaded the Uchumi store in Dar es Salaam, fearing they would not get paid. The struggling retailer has said talks are under way to resolve the dispute But correspondents say the protesters were told to go home and return on Wednesday, when it is hoped a resolution will be found. Uchumi has several stores in Tanzania but it is not clear how many will be affected. On Monday, Ugandan media reported that court bailiffs, acting on behalf of some suppliers, raided some of Uchumi’s stores in the capital, Kampala, and seized property over the failure to settle its bills. The retailer has suffered some huge loses in the last two years because of accusations of mismanagement, according to Nairobi-based financial analyst Aly-Khan Satchu. “It has been a challenging period for them because they found it difficult to compete in places away from Kenya - their primary

Reprieve for consumers as electricity cost set to fall Consumers are set to benefit from a fall in the cost of electricity following a series of power generating initiatives that have driven down the cost of production. The developments come just as KenGen, the country’s leading electric power generation company, reported profit of Sh11.5 billion this year through from Sh2.83 billion last financial year. The power producer cited a tax credit and growth in its geothermal-power capacity

as the reasons for its four-fold profit. “The energy sector witnessed remarkable growth as our mega 280Megawatts (MW) Olkaria project was inaugurated, adding impetus to the government’s 5000MW campaign to expand power generation and access,” explained KenGen managing director Albert Mugo during a recent address. His statement follows a previous announcement by Kenya Power general manager Benson Muriithi that the ongoing power

projects will bring lasting change to the country and consumers at large. A recent increase in geothermal generation has significantly reduced the nation’s reliance on hydro-power generation from 65 per cent in 2014 to the current 47 per cent. Hydro-power has, in the past, proven to be unreliable since it depends mostly on weather conditions. “With geothermal at the core of our strategy, KenGen is helping the nation achieve a transformation by increasing

the quantity of power, reducing cost of electricity and ensuring regular supply,” said Mugo. Previous reports indicate the cost of electricity would fall by as much as 50 per cent, but consumers may have to wait before the benefits trickle down within the coming months. The threat of El Nino has also contributed to a level of uncertainty since resultant floods may interfere with power supply by damaging power stations located in high risk areas.

The move has created employment for thousands of people across the value chain, especially in sub-Saharan Africa. In recent years, investors have grown tired of low returns in developed markets, according to a report the Overseas Development Institute (ODI) said. The research, released yesterday by the ODI, indicate that international investments from private entities have expanded five times since 2008 across sub-Saharan Africa. In fact, investors from overseas have poured $12 billion (Sh124 trillion) in cross-border investments in the region, the data revealed. This is more than 60 times the amount of money needed for Kenya’s 2015/16 budget.

School Internet initiative boost for education sector The Internet for schools programme, a product of Airtel, has continued to shape education in Kenya, the telecommunications company reports. The programme aims at providing Internet connectivity to several schools across the region, especially those with little chance of getting the services that Airtel can procure. The telco has cited Sigweng Karuoth Secondary School in Siaya County as one of their indicators of success. Airtel connected the school to the internet for free almost a year ago. From November last year, the students at the school have been provided with free 24-hour access to the internet, benefiting from unlimited amount of education information available online. “With free internet connection, the students have been able to access relevant materials such as revision papers, literature books and sample analysis, helping them learn and reinforce concepts learned in class,” Airtel added in a statement.

Twitter to lay off hundreds of employees Twitter, one of the world’s leading social media companies has said it will fire 336 of its employees as it moves to restructure its business. The job cuts, which represent roughly 8 per cent of its global workforce, will cost the firm up to $20 million (Sh2.1 billion) in severance pay, while the restructuring will cost up to $15 million (Sh1.5 million), the company said. The move comes just days after Twitter cofounder, Jack Dorsey was confirmed as the company’s permanent chief executive, the BBC reports. He served as the interim boss of the company for three months after his predecessor, Dick Costolo stepped down on July 1. Costolo, who headed the company since 2010, had been under pressure from investors, who were unhappy with the firm’s user growth. “We have made an extremely tough decision - we plan to part ways with up to 336 people from across the company,” said the new chief executive.

Our hospital should value lives not money It unfortunate for an accident victim to die in an ambulance because the family is unable to raise cash demanded by hospitals to admit such patients. In this age and time where hospitals mint millions from patients, just one patient receiving treatment instantly to pay later would not be asking for too much from the facilities. It is sad that the same doctors and medical practitioners who take oath to

save lives are the ones that turn away patients in critical condition. These inhumane acts should be treated as negligence and persons involved charged in courts of law. Give us a break with Ruto’s ICC fixing claims All this discussion on “who fixed Ruto” makes many sober-minded guys end up believing that it’s all in vain for Deputy President William Ruto since some guys are being used to prepare ground for the bad news. State must stop meddling in NLC affairs The trade of barbs between the National Lands Commission and the Lands ministry over the Land Bill currently before Parliament is an affront by the government to deny Kenyans the much needed land reforms. Although NLC is a constitutional and

independent commission, the constant interference from the ministry is in bad taste and should not be allowed to continue. It is its divisive nature of land question that led to the creation of NLC. When a Cabinet Secretary who is deemed

SPORTS BRIEFS Kyrgios fined, banned for 28 days over China tennis tourney spate

Tennis ‘bad boy’ Nick Kyrgios has been fined for a foul-mouthed outburst at the Shanghai Masters, pushing the Australian closer to a potential four-week ban. According to reports, Kyrgios was heard calling the tournament a “circus” and complaining about the ball kids during his win over Andreas Haider-Maurer. The 20-year-old was fined Sh150,000 ($1,500) and could trigger a 28-day ban if he incurs Sh500,000 ($5,000) in fines before February. It was his second code violation warning in a week. The world number 32 will face a one-month ban if he receives another fine for verbal or physical misconduct, with the penalty stemming from the suspended ban he received for a sexual comment about Stan Wawrinka’s girlfriend last August. Kyrgios had criticised the Shanghai surface on Monday, describing conditions as “crazy” when a cameraman was ejected for repeatedly talking during points. “They were talking in the middle of the points. I was just expecting a lot more obviously from a Masters event,” he said.

Former NBA star, Odom found unconscious in Las Vegas brothel

Former NBA and reality TV star Lamar Odom had to be driven to hospital because he was too tall to be airlifted after he was found unconscious is a brothel in Navada, USA. Officials tried to have him airlifted to Las Vegas, but the 6-foot-10-inch Odom, who won two NBA championships with the Los Angeles Lakers in 2009 and 2010 could not fit the chopper due to his height, forcing them to use the Ambulance. He was driven to Sunrise Hospital and Medical Centre. Odom who last played in the NBA in 2013, and saw recent reality TV fame through his four-year marriage to Khloe Kardashian also played basketball for Miami, Dallas and the Los Angeles Lakers and Clippers. He also played for the US in the 2004 Athens Olympics.

Tribunal backs KBA, two former officials out-of-court truce

Former Kenya Bowling Associate (KBA) Charles Wambugu expulsion and Susan Kariuki’s suspension by the association may be lifted after the parties agreed to settle the matter out of the court. The two officials had taken KBA to the Sports Disputes Tribunal for wrongful dismissal, but the case that has dragged for months before a full hearing was temporarily lifted with the tribunal urging the two protagonists to reconcile. The duo had sought the lifting of their suspensions, however, compensation claim by the two will go to a full hearing. Tribunal chairman John Ohaga, however, said the court will re-introduce the charges if the two fails to agree in the matter that should be adopted by KBA national executive Committee before October 27. “If you fail to agree, we will substitute the charges and look at the opportunities that they may have missed then compensate them,” said Ohaga.

Kenya national men’s volleyball team captain Philip Maiyo has joined Qatari Volleyball champions, Al Rayyan Sports Club. Maiyo who captained Kenya in the last July at the Africa Nations championship in Egypt joined Al Rayan from Al Arabi where he has been playing for the last one and a half seasons. Maiyo, the most successful Kenyan volleyballer moved to Qatar from Turkey in 2013. “It is true I moved to Al Rana because they presented a better offer,” Maiyo told X-News from his base in Al Rayyan, Qatar but he did not disclose the details of the deal, though it is expected to be a mega deal. This season two more Kenyan volleyball players, Everlyn Makuto and Esther Wangeci also joined French side Club Chamalieres, a side which Jane Wacu and Praxcides Gala turns for. Netherlands out of Europe’s top international competing after terible loss to Czechs at home

x-Manchester United striker Robin Van Persie scored a terrible own goal to heap more misery on Netherlands and end their bid to qualify for European Championships to be held in France next year. The Fernabache FC forward inadvertently headed into his own net following a free kick by Czech Republic to make it 3-0 for the visitors putting them in unassailable lead in Amsterdam. The Dutch were playing against the Czechs in a crucial qualifier which they needed to win and hope Turkey lost at home to visiting Iceland to enhance their chances for next summer’s showpiece. But the 3-2 loss now means the 2014 World Cup Semifinalists will miss out among the 24 teams to compete for Europe’s top international trophy. Van Persie somehow atoned for his mistake when he scored to add onto Klaas-Jan Huntelaar’s goal to make it 3-2. But that was not enough as the ten man Czech Republic held on for the win. Elsewhere, Turkey also beat

Iceland 1-0 to seal their hold on third spot to to leave their chances wide open with a play-off spot. Turkey had Gokhan Tore dismissed in the 78th minute as their match appeared to be heading for a draw, but Selcuk Inan’s last-minute goal saw them claim a dramatic victory. That result means Turkey qualify for next summer’s tournament in France as the highest ranked third-placed team out of all nine qualifying groups. Ukraine and Norway both finished third in their respective groups and had more points than Turkey, but results against the sides finishing bottom in their respective groups do not count - leaving Turkey with the most points. Meanwhile, Netherlands coach Danny Blind who took over at the start of July after Guus Hiddink left after 10 months in the position has lost three of his four matches in charge, but says he has “no intention” of stepping down. “I’m going to carry on with my work because I’m under contract until 2018

and I believe in this team,” said Blind. “I haven’t achieved my goal. The aim was to qualify automatically or via the play-offs and I haven’t done that. Am I the one to blame? I now have to analyse that. The results weren’t good.” Against the Czechs, Van Persie’s cushioned header past his own goalkeeper was the low point - and seemed to spark a reaction from the home side as they scored twice in quick succession afterwards. But they still failed to capitalise on their numerical advantage, with Suchy having been dismissed for a last-man tackle on Memphis Depay late in the first half. Netherlands, who finished third at the 2014 World Cup in Brazil, were crowned European champions in 1988 and were third in 1992, 2000 and 2004. The last time they failed to qualify for a major tournament was the 2002 World Cup. Before that, they were absent from the 1982 and 1986 tournaments and from the 1984 European Championship.
