ational Treasury Cabinet Secretary Henry Rotich has today denied rumours that the government is broke, telling MPs that the current financial crisis in the country is due to the mismatch between resources and the available funds. Spending in various government departments has stalled in a cash crunch that forced MPs to summon the CS for explanations.

And when he appeared before the National Assembly’s Budget and Appropriations Committee, Rotich said there can never be enough money and that the government only needs to prioritise its demands. “There will never be enough money. We just need to prioritise our demands,” he told the committee chaired by Mbeere South MP Mutava Musyimi.

He linked the challenges to the depreciation of regional currencies including South Africa’s Rand and the Kenyan Shilling. Rotich said development in Sub-Saharan Africa reduced from 4.5 per cent to 3.8 per cent and that the global growth also reduced from 3.7 per cent to 3.1 per cent. CONTINUED ON PAGE 2

While summoning the CS, Musyimi had said that MPs wanted to get a clear picture of the country’s financial position. He said they wanted to know whether the government is facing a cash flow problem or if the country is broke. The MPs said they are under pressure from their constituency staff and suppliers, many of whom have not been paid since the beginning of the current financial year on July 1.

Germany to help Kenya fight terror Germany has assured Kenya of support in the war against terrorism. Massive theft in counties to be revealed next week Theft cases reported in the 47 counties during the 2013/2014 financial year will be laid bare from next week, the Senate’s Public Account and Investment Committee chairman Bonny Khalwale has promised. Khalwale who was speaking on Citizen TV today morning said they are just waiting for the Auditor-General’s report of the first few counties which will be ready by next week for tabling in before the Senate for scrutiny and debate. “Even as we start to table reports next week, Kenyans will have to be patient enough to know about the recent things that people talk about in the year 2015/16. In the counties’ audit report expected next week, Kenyans will be told the problems and thefts which took place in the 47 counties in the first financial year 2013/14,” he said. His promise came just a day after senators expressed shock after it emerged that the Nakuru County government has been spending money without the approval of the Assembly. City Hall: Sh15m internet is for all county offices City Hall has denied reports that it intends to spend Sh15 million on internet connectivity for the offices of Governor Evans Kidero and his deputy Jonathan Mueke. The County’s ICT executive Anne Lokidor, has however said the amount includes Internet connection expenditure for all City Hall offices, the City Hall Annex, the 17 sub-Counties and eight (8) other satellite sites. She urged the media to scrutinise and cross check facts before reporting. Residents of Nairobi’s Eastleigh estate earlier today held a peaceful demonstration over the destruction of sewerage and water systems by the local contractor. Led by area business community members, the residents said the destruction of the sewerage and water systems have occasioned shortage of water and that the sewer is posing a potential health hazard. They have petitioned Nairobi County government to order the contractor to restore the systems or they boycott paying taxes. “We have now issued a one-week ultimatum to the contractor and the county government to reinstate the water systems, ensure the sewer is properly channelled, unblock and clear garbage, failure to which we will have no otherwise, but to stop the works of the contractor” said Ahmed Mohammed who spoke on their behalf.

Do not ignore El Nino warnings: Red Cross The Kenya Red Cross society has cautioned Kenyans against ignoring the warnings of the weatherman about the anticipated El Nino rains. The society has called on Kenyans to prepare adequately for the impending rains because the El Nino phenomenon is real and it is only a matter of time before the heavy rains begin pounding the country with flash floods expected in some areas. However, the humanitarian society have assured Kenyans that they have put enough responsive measures, besides a number of emergency teams that will be stationed across the country to respond to their needs. The meteorological department has predicted that the North eastern region will experience heavy rains beginning this weekend even as residents living along river banks and sloppy areas continue to defy orders to move to safer grounds.

Uganda opposition leader Besigye, officials arrested Uganda Opposition leader Kizza Besigye has been arrested, along with some of his party colleagues. Their arrest comes as the party was to begin planning its campaign activities for next year’s elections, reports the BBC’s Patience Atuhaire in the capital, Kampala. Two people were arrested along with Besigye when police raided his home at dawn, local media reports. Forum for Democratic Change (FDC) MP Ssemujju Nganda, who is also the party’s spokesperson, was also picked up from his home and has been taken to a police station at Naggalama, near Kampala.

Eritrean players seek asylum in Bostwana

Ten players from the Eritrean football team have refused to return home after playing a World Cup qualifying match in Botswana and are now seeking asylum there, officials say. The men were detained by police after deciding not to board their plane. They are reported to have refused to go home despite the intervention of the Eritrean ambassador in Botswana. There have been a number of mass defections by Eritrean athletes in recent years.

Kenya to seek deep cuts at MC10 Nairobi summit

Kenya will seek deep cuts from the developed countries’ in trade involving farm subsidies, during the forthcoming 10th WTO Ministerial Conference (MC10) to be held in Nairobi, Foreign Affairs and International Trade Principal Secretary Dr. Karanja Kibicho has said. US troops to fight Boko Haram in Cameroon US President Barack Obama has announced that US armed forces have been deployed to Cameroon to help fight against the Islamist militants Boko Haram. The force, which will be 300 strong, will conduct airborne intelligence, surveillance, and reconnaissance operations in the region. Cameroon and Chad have been targeted by the Islamist militants from northern Nigeria. Obama

said the forces would remain in Cameroon until “no longer needed”. In a notification to Congress, he said an advance force of 90 troops were sent to the country on Monday. He said all US troops there would be “equipped with weapons for the purpose of providing their own force protection and security”. Last year, US surveillance planes and personnel were deployed in

north-east Nigeria after the kidnap of more than 200 schoolgirls who are still missing. White House spokesman Josh Earnest said the mission would be “part of a broader regional effort to stop the spread of Boko Haram and other violent extremist organisations in West Africa”. US surveillance planes and personnel took part in the search for the Chibok schoolgirls in north-

east Nigeria last year, but this is the first US deployment envisaging any sort of combat engagement with Boko Haram. Cameroon has become a target for Boko Haram militants since backing the Nigerian military in its fight against the group. Two female suicide bombers killed nine people and injured 29 in an attack on Kangaleri town in far northern Cameroon on Sunday.

Ebola lingers in semen for nine months: Study Ebola persists in the semen of male survivors much longer than previously thought, a study shows. The report in the New England Journal of Medicine found twothirds of men had Ebola in their semen up to six months after infection, and a quarter after nine. A separate study, in the same journal, reports Ebola being spread through sex with a survivor six months after their symptoms had started.

Men who have survived Ebola are being encouraged to wear condoms. Previous outbreaks of Ebola had shown the virus was present in semen for 82 days after the onset of symptoms. However, with huge numbers of Ebola-survivors now in West Africa, there is concern about how long the virus persists and if that poses a threat. One study, led by the US Army Medical Research Institute, documents the first “evidence of

sexual transmission of Ebola virus”. The researchers analysed the genetic code of the virus in a man’s semen and the blood of his female partner in Liberia and showed it was “consistent with direct transmission”. The analysis reported “infective Ebola virus” was in the man’s semen for at least 179 days after the onset of symptoms. Meanwhile, a team in Sierra Leone tracked a 93 male survivors and found traces of Ebola virus in the

semen of 100 per cent of the nine men tested after three months. The virus was not detected in the only man tested 10 months after symptoms started. The doctors’ report concluded: “We do not yet have data on the extent to which positivity (on the test) is associated with virus infectivity”. The World Health Organisation said sexual transmission was “rare” but admitted lack of definitive evidence yet.

Low cost carrier, Jambojet now increases daily flights to Eldoret Kenyan low cost carrier Jambojet has increased its daily flights to Eldoret by fifty per cent in a bid to tap into the growing number of passengers travelling to and from Uasin Gishu County and beyond. Jambojet’s chief executive Willem Hondius said the airline will now fly three times daily to Eldoret, except Sundays when it will operate two flights a day. The extra flights now give a wider choice with flexible and convenient timings. “The increase in frequency will see Jambojet increase its seat capacity by over fifty per cent, each way, into a region that we have seen growth in terms of passage numbers,” said Hondius.

“We continue to target the growing domestic travel market comprising of tourists, athletes, lecturers, students, traders, investors and government officials in the region.” The new flight will depart Nairobi at 14h30, arrive in Eldoret at 15h20, and depart Eldoret at 15h40 and arrive in Nairobi at 16h30 from Monday to Saturday. On Sundays it will depart Nairobi at 10h00 and arrive in Eldoret 50 minutes later, before departing at 11h00 to back to Nairobi. The Eldoret route is one of Jambojet’s key destinations where uptake has been high since inception in April 2014. The opening of a North Rift branch office

in April this year, during a ceremony that was presided over by the Uasin Gishu Governor Jackson Mandago has helped boost this growth. Last month, the airline launched a campaign targeting first time flyers with a goal to demystify flying, whilst highlighting the benefits it presents over alternative means such as road or rail. Since its inception, the airline now flies to Eldoret, Kisumu, Ukunda, Lamu, Malindi, Mombasa and Nairobi. Chobani is exploring selling a minority stake in the company. The deal, which is still under negotiation, could change and there is no certainty that either Pepsi or CocaCola, two of the world’s most famous competitive brands, will reach an agreement. Other companies are also in talks with Chobani about a potential investment, inside sources have revealed. Based in New Berlin, New York, Chobani was founded in 2005 by Turkish immigrant Hamdi Ulukaya. While its

For now, the firm’s only outlets beyond Kenya are in Uganda’s capital Kampala. Ashley’s ambition reflects the

The cost of super petrol has fallen to Sh93.29 per litre in Nairobi, down from Sh102.65 during the previous review period, new numbers from the Energy Regulatory Commission (ERC) have revealed. In the latest review by the commission, the cost of kerosene has jumped to Sh56.04 a litre, up from Sh52.55 while diesel prices have risen to Sh82.43 from Sh79.99 during the last review period. Kerosene is one of the most popular fuels in the country since roughly 60 per cent of the population uses it for either cooking or lighting. A policy report from World Bank funded organisation, Lighting Africa has revealed that some consumers spend as much as Sh700 a week on Kerosene. The ERC’s new prices will hold steady until the commission’s next review on November 14. The commission has pegged the fall in the price of super petrol on the average landed cost of imported super

petrol, which decreased by 18.6 per cent from US$695.68 (Sh71,800) per tonne in August to US$564.47(Sh58,200) per tonne last month. The price of super petrol in Mombasa now stands at Sh89.98 while diesel and kerosene will retail at Sh79.15 and Sh53.32 respectively. In Nakuru, the super petrol price will hold steady at Sh94.02, diesel at Sh83.35 and kerosene at Sh56.88 while in Eldoret super petrol will sell at Sh95.17, diesel at Sh84.49 and kerosene at Sh57.91. Super petrol Kisumu will sell at Sh95.23, diesel will retail at Sh84.56 and kerosene at Sh57.91. “The purpose of the fuel pricing regulations is to cap the pump prices of the products which are already in the country, such that the importation and other prudently incurred costs are recovered, while ensuring reasonable prices to consumers,” ERC said in a statement.

ECP plans to sell its Java stake in 2017. Ashley said all options, including an initial public offering, would be considered. In Kenya, most coffee shops are in Nairobi, but the chain has outlets in four other towns and plans to start in three more centres within a year.

It has started the Planet Yoghurt brand, an outlet serving frozen yoghurt, and has one pizzeria outlet, called 360 Degrees, but Ashley said it was keeping its focus on coffee. “We do not want to become the hyena that smells meat in two different corners and then tears himself into two pieces and dies right on the spot because he can’t decide which way to go,” he said.

Safaricom in fresh bid to cement its market control

Safaricom has indicated that it will focus on network quality and innovation, two of the four core areas set to influence its growth and maintain its market dominance. Kenya’s leading mobile telecommunications company released its fourth annual Sustainability Report targeting four key areas to influence business growth. The Sustainability Report is the company’s measure of how well it is tracking against globally recognised guidelines that measure the economic, environmental and social impacts of the company. “The private sector has the power to create a long term impact on communities and economies. Our report enables us to better understand how we can ensure the future growth of Safaricom through prudent investments and thoughtful interventions,” said Safaricom chief executive Bob Collymore. In the report, Safaricom has measured its impact in four key areas including the aforementioned Network Quality and Innovation concerns as well as governance risk and regulation; and Environmental Impact. The

report, which for the first time this year quantitatively measures environmental impact, finds that Safaricom’s energy footprint remains the largest source of emissions for the company followed by diesel consumed in generators and refrigerant gases used in air conditioning systems. At least 95 per cent of the network is powered by Kenya Power and standby generators. High diesel consumption poses threat to

environment through carbon emissions. To reduce carbon emission, Safaricom has put in place energy reduction strategies such as accelerating grid connection, installation of free cooling units, fitting deep cycle batteries that allow the sites to run on stored energy for a period of time even when the grid is not providing electricity to reduce its carbon footprint. This has seen its overall

footprint decrease by 18 per cent this year. Increasingly across the world, a growing number of companies now measure their sustainability efforts as a supplement to their existing financial reporting structure. Global initiatives such as the recently adopted Sustainable Development Goals are also pushing countries and businesses to take urgent action against climate change.

Wealthy Kenyans, poor planning to blame for sprouting urban slums Wealthy Kenyans and poor planning are to blame for mushrooming slums and dilapidated urban facilities in the country, a recent report has revealed. It has emerged that the government, the private sector and corporate entities have contributed to the urban centres ill-conceived infrastructure, a system of roads, networks and real estate that only caters to the rising middle class and the elite. Despite the fact that Nairobi for example, generates at least half of Kenya’s Gross Domestic Product (GDP), the city is

notorious for its unemployed youth and soaring poverty. Even though rural counties are poorer, Nairobi is plagued by squalor and destitution, argues Jacqueline Klopp, Associate Research Scholar at the Centre for Sustainable Urban Development and Jeffrey Paller, a Post-doctoral Research Fellow at the USbased Columbia University. The duo has reported evident scarcity in affordable housing units both in Nairobi and other urban areas across Africa “As Africa’s cities grow, the challenge will be to provide

adequate services and equitable access to its opportunities,” said the researchers. They cited gaps between the infrastructure services actually needed and the services that exist. One result of this gap is an affordable housing crisis, responsible for the expansion of slums that often exist near expensive gated communities and suburban areas. “African real estate is hot. In Nairobi, real estate investment gives a high rate of return; more than almost any other sector. This housing demand is an incredible investment and

growth opportunity if managed effectively,” says the duo. They state that ongoing development plans courtesy of the Chinese, the European Union and the African Development Bank (AfDB) are supporting urban infrastructure, yet they may be failing to create access to safe, affordable, accessible and sustainable transport systems for many Kenyans. Ethiopia’s Omo River projects spell doom for Turkana residents Industrial projects along Ethiopia’s Omo River could dry up Kenya’s Lake Turkana and create a humanitarian and environmental catastrophe, the Human Rights Watch has warned. While the projects may be beneficial for Ethiopia’s development, it will likely be detrimental for many people in the Turkana region. Turkana is the world’s largest desert lake and lies in Kenya’s northwest corner, bordering with Ethiopia. The lake gets 90 per cent of its water from the Omo River, Reuters reports. Meanwhile, Ethiopia is one of Africa’s fastest-growing economies and has the potential to generate 45,000 megawatts of hydro-power by tapping the rivers that surge through its highlands. “Lake Turkana is in danger of disappearing, and the health and livelihood of the indigenous peoples of the region along with it,” said health and human rights director at Human Rights Watch Joseph Amon in a statement released today.

SPORTS BRIEFS Barca to take bid to register new player, Turan to sports court Barcelona will take their bid to register Turkey midfielder Arda Turan to the Court of Arbitration for Sport (Cas). The Spanish and European champions are unable to play Turan, 28, under a Fifa ban for breaking transfer rules. But after an injury to Rafinha, they have asked Fifa and the Spanish Football Federation if they can replace the Brazil midfielder with Arda, but they will appeal to Cas if their request is refused. They were prevented from registering players for two transfer windows, with the ban officially expiring at the close of the last window in September. While they would normally have to wait for the new window to open in January to register new players, rules stipulate that in emergency cases such as injury, players can be registered outside the scheduled transfer windows. The presence of Turan, who signed in July from Atletico Madrid in a deal worth an initial 3.8b (£24m), would be a boost for Barca, who also have Lionel Messi and Andres Iniesta side-lined.

Two budding Kenyan Tennis players joined the International Tennis Federation-ITFEast African high performance Centre. Kevin Cheruiyot and Judy Nkatha will join Ryan Randiek and Angela Nyangweso in the centre that has been relocated to Kenya from Burundi for the next three months. The centre was temporarily moved to Nairobi Club from Burundi which is experiencing political turmoil. Depending on the political situation in Burundi, the period may be extended if a lasting solution in that country is not reached before the start of a new programme next year. Kenya records best ever World rugby rankings this year

Kenya moved a place up, from 27th to 28th in the IRB-World Rugby ranking, the country’s best ever placing since the inception of the ranking in 2003. Kenya will have Ukraine to thank for their new status. Ukraine beat Belgium 17-16 in a 2016 European Nations Cup, Division 1B game which also propelled them a place higher from 31 to 30. FIVB wants volleyball in IOC group A in 2022 Olympics

International Volleyball Federation (FIVB) has laid strategic plans to move volleyball from group ‘B’ to group ‘A’ on the International Olympics Committee (IOC) ranking by 2020 Olympics. This was one of the nine points presented by FIVB president Ary Graça during the Swatch FIVB World Tour Finals Fort Lauderdale, USA. The Brazilian directive will put local federations such as Kenya Volleyball Federation (KVF) into sharp focus with the federation aiming to build on recent success to help FIVB achieve its vision of making volleyball the number one family entertainment sport in the world. Volleyball is currently a group B sport, below Athletics, Gymnastics and Aquatics in the IOC ranking system used to determine revenue distribution of the 26 sports federations in the Olympics. Under the previous breakdown for the 2012 Olympics, group B games receive about Sh2.2 billion ($22m) each. Group ‘A’ sports such as Athletics, Gymnastics and Aquatics were awarded Sh4.4 billion ($47m) budget for next year’s Rio games. Group C gets Sh1.6 billion ($16m) while those in Group D receives about Sh1.4 billion ($14m). “FIVB takes its role in the Olympic Movement seriously and is committed to being a loyal partner to the IOC. Volleyball is set to be a flagship event at Rio 2016 and the federation hopes to use the Games as a springboard for further development and expansion,” said FVB press statement. Down memory lanes as curtains fall on KNRC Guru Nanak Rally

This year’s Guru Nanak rally will reach its fever pitch on October 24.

As curtains come down on one of the toughest and most prestigious event on the Kenya National Rally Championship-KNRC calendar, six times Kenyan champion Ian Duncan will be going for an unprecedented 13th Guru Nanak rally title. Duncan claimed his 12th scalp of the historic event in a Nissan Patrol last year and will as usual attack relentlessly to enhance his record in the event. Duncan has achieved this memorable Nanak feat with four different navigators -Saleem Haji, Ian Muro, Dave Williamson and Amaar Slatch. The Nairobi-based career mechanic has twice

won the rally four years in a row; the first four being from 1986 to 1989 before ruling the event from 2000 to 2003. Lady drivers have also had their fair share of success with Ann Taith and Sylvia King becoming the first ever all-female crew in the history of KNRC to win a round of the national Rally -and by extension – the 1984 edition Guru Nanak race. While Taith’s record still stands, Sylvia’s was broken by Tash Tundo in the 2012 edition in Suswa. That year also saw Tash and his brother Carl (Tundo) become the first ever brother-andsister crew to win the Guru Nanak when Tapio Laukhanen’s Subaru broke down. Man City post maiden profit since 2008

Manchester City have posted a net profit for the first time since Sheikh Mansour bought the club in 2008. The Premier League leaders’ annual financial figures show they made a profit of Sh7 billion (£10.7m) in the 2014-15 season. That is despite having to pay some Sh2.5 billion (£16m in fines for failing to meet Uefa’s Financial Fair Play (FFP) regulations. City, who posted a loss of Sh2.3 billion (£22.9m) during the 2013-14 season, saw annual revenue grow for the seventh straight year - to Sh55.6 billion (£351.8m). It is the first time the club’s revenue has broken the Sh50 billion (£350m) barrier.

Despite match day revenue falling last season, largely due to the club’s early exit from the League Cup and ongoing stadium improvements, City say the club is now valued at Sh106.8 billion (£676m) City also announced they had reduced their wage bill for a second successive year, down to Sh30.5 billion (£193.5m) from Sh23.4 billion (£205m) for the 2013-14 season. Neighbours Manchester United spent Sh32 billion (£203m) on wages last season, while Arsenal spent Sh30 billion (£192.2m). AK presents Sh1.8b 2017 WYC budget to a ‘broke’ Treasury

Athletics Kenya (AK) is still optimistic Kenya will stage a successful 2017 IAAF World Youth Championship despite fears that the event may not take place after the government said there is no money to host it. AK need Sh1.8 billion to successfully organise the event that will be coming to Africa for the second time after Morocco hosted it in 2005. The Youth games local steering committee presented Sh1.8 billion budget to the treasury today in Mombasa despite yesterday’s statement by Sports Cabinet Secretary Hassan Wario that the government does not have money to host the event.

“We are set and on track. The steering committee is in Mombasa handing over the budget to the Treasury,” AK vice president Jackson Tuwei said at Riadha house today. Tuwei exuded confidence the budget will be approved, adding that there is no going back “because the process of hosting the event had the backing of Sports ministry and Sports Kenya from the word go.’ The latest stance could have been arrived at after reports that they ministry and AK are yet to agree on the event’s venue. The government prefers Moi Sport Centre, Kasarani which will require less money to renovate while AK want prefers Nyayo National Stadium which is easily accessible from the CBD.

FC Leopards coach Zdravko Logarusic has been linked with a move to Tusker FC after Francis Kimanzi stepped aside from his position as head coach yesterday. Kimanzi failed to see off his contract which runs down in December when he threw in the towel following a run of poor form that has rocked the brewers with five matches still to come before the end of the season. Croatian Logarusic, who has no contract with his current club, Ingwe is the clear favourite among the candidates lined up for the job, including Posta Rangers’ Zedekiah ‘Zico’ Otieno, Robert Matano of Ulinzi Stars, Ugandan Sam Timbe and Paul Nkata of Muhoroni Youth. Kimanzi, a former Harambee Stars and Mathare United coach- relinquished his duties to his assistant Leonard Odipo after allegedly being forced to step aside. Tusker who are currently sixth on the table, with 38 points, same as Ingwe who sits seventh even has a

tricky match against SportPesa Premier League champions Gor Mahia in a Top 8 semi-final clash this weekend. Tusker were eliminated from the GOtv Shield competition by lowly ranked Nzoia Sugar, a result that could have played a big part in the club’s decision to ask him to step aside. Logarisic who is a free agent will be the best option for Tusker who must find a long term replacement for Kimanzi whose fate remain unknown whether he will return to his boyhood club next season. If the clubs decided to bring him back, the two will have to renegotiate new terms because Kimanzi’s contract with the club will expire at the end of the year. Kimanzi who holds UEFA-B coaching licence will still remain on the club pay roll until the end of the season. Kimanzi joined Tusker last season from a long sabbatical after he left Harambee Stars.
