KRA officers lifestyles to be audited in new austerity measures by State
Kenya Revenue Authority officials’ lifestyles will now be audited in new austerity measures to meet the government’s revenue collection targets. Treasury Cabinet Secretary Henry Rotich said the move is part of the many measures the government has taken to up its revenue collection, adding it is in line with Chapter Six of the Constitution on Leadership and Integrity. “No officer will be victimised during the process because some officers are doing a good job,” he said. The CS admitted the government has failed to meet its revenue collection target of Sh1.3 trillion and that the new measures will help seal tax loss loopholes. Rotich, who spoke during the Distinguished Taxpayers Awards 2015 ceremony at KICC, said the government is keen on implementing a raft of measures that will also see the National Treasury monitor on a daily basis, the clearance of cargo at the Port of Mombasa to curb tax loss. CCTV cameras will also be installed at the port to monitor operations at night. The government will also review the administration of customs and Value Added Tax (VAT) collection to boost revenue collection. Speaking at the same function, President Uhuru Kenyatta said he wants to see tangible solutions being put in place to ensure the
government reaches its revenue collection target. He directed National Treasury to work with KRA Board of Directors to ensure there is no tax evasion. “The tough measures put in place in ending corruption must be implemented and those supposed to be in the tax bracket contribute to the national kitty,” said Uhuru.
While appearing before the National Assembly’s Budget and Appropriation Committee last week, Rotich said the government’s slow collection of revenue and the payment of both the domestic and International debts led to the cash crunch that the government currently faces. Rotich said revenue collection is
usually slow in the first quarter of each financial year, but this year, the situation was compounded by an increase in interest rates. The committee had summoned the Cabinet Secretary to explain why the government was not meeting its financial obligations, including disbursements for free education and salaries for some public servants.
Rotich who is set appear again before the same committee tomorrow also pointed out at wastage by government institutions as another factor that has contributed to the cash crunch. The Cabinet Secretary, however said the crisis is temporary and that everything will soon be back to normal.

The Coalition for Reforms and Democracy (Cord) will not reveal its presidential candidate for the 2017 general elections anytime soon, Co-principal Moses Wetangula has said. Wetangula who is also the coalition’s presidential candidature says the name of their flagbearer for the 2017 elections will remain a secret weapon for the opposition. “Of course we will have a Presidential candidate in 2017, but we can’t unleash that at the moment. It remains our secret weapon,” he said today morning on Citizen TV. “Let no one expect us to go Gikomba market and announce our Presidential candidate. It won’t happen that way” he added. Nairobi County launches digital app to help city commuters locate matatus Nairobi County government has launched a new digital system to enable commuters to locate matatu to use for which destination in bid to ease traffic jam. The DigitalMatatu system will standardise transit data for Nairobi and decentralise the city’s transport system. The project is a collaboration between the County Government, University of Nairobi and Columbia University’s Centre for Sustainable Urban Development. Other players are MIT’s Civic Data Design lab and Groupshot. “This collaborative project will be vital in making transportation in Nairobi more efficient and open. Most cities in the developing world rely heavily on informal networks of mini-vans and buses to bring labourers to work and goods to market,” Governor Evans

About 3.5 million people depend on matatus daily in Nairobi with very little information on the more than 130 different routes. Kidero said the new information to be provided via Google Maps will not only increases accessibility to the
transit system, but also serves as a model for how to create information on public transport for cities across Africa where people depend on matatu-like transit systems. “More importantly, this essential data will now be available for transportation planning initiatives in a city that struggles with congestion,” he added. DigitalMatatus has developed and deployed purpose-built mobile phone apps to efficiently collect location data of Nairobi’s buses via crowd sourcing method to produce standardised bus routes for the city. He has urged Kenyans to use mosquito nets “for their intended purpose” to stop the spread of the disease. “We must reduce malaria cases in the country, this can only be achieved through correct use of mosquito nets,” Godec said, adding that the US government remains committed to eradicating the disease in Kenya. Speaking in Kakamega County, Godec said his government will distribute one million nets to residents. Syria’s President Bashar al-Assad has held talks with Russian President Vladimir Putin on an unannounced visit to Moscow. Russian presidential spokesman Dmitry Peskov said Assad “came on a working visit to Moscow” yesterday evening and held talks with Putin. Russia began air strikes in Syria at the end of last month. Moscow says it is targeting Islamic State and other militant groups fighting Assad’s government. Peskov told reporters that the two leaders had discussed the fight against what he called terrorist groups, the continuation of Russian air strikes and Syria’s plans for its troops. It was the first overseas visit made by Assad since the civil war broke out in Syria in 2011, Syrian state TV reports. Analysts say Assad’s surprise visit to Moscow represents a sign of growing confidence for the embattled Syrian leader for it is the first time he left Damascus since the civil war in his country broke out. US ‘clock boy’ to relocate to Qatar Ahmed Mohamed, the 14-yearold Muslim boy from Texas whose teacher mistook his homemade clock for a bomb, will move to Qatar with his family. Ahmed has accepted a scholarship from the Qatar Foundation for Education, Science and Community Development, where he will study. He met US President Barack Obama at the White House on Monday. After being detained over the clock, Ahmed’s case went viral on social media. Some alleged he was unfairly treated because of his name and religious background. Officials in Irving Texas defended their decision, saying they were only concerned with the safety of students. The Qatar Foundation is providing a full scholarship for his secondary and undergraduate education, according to a news release. “Our family has been overwhelmed by the many offers of support we have received since the unfortunate incident of Ahmed’s arrest,” the Mohamed family said in the release. “From
the White House to Sudan, to Mecca, we have been welcomed by a variety of individuals, businesses and educational institutions.” According to his family, Ahmed will be enrolled in the Qatar Foundation’s “Young Innovators” program and his whole family will relocate with him to Qatar. “Qatar was a cool place to visit. I loved the city of Doha because it’s so modern. I saw so many amazing schools there, many of them campuses of famous American universities,” said Ahmed in the news release. “The teachers were great. I think I will learn a lot and have fun too.”’ Ahmed withdrew from his Texas school shortly after the clock incident. He was arrested after his teacher mistook his clock for a bomb, sparking outrage and the trending hashtag #StandWithAhmed. Sony to compensate employees for hacked data Sony has agreed to pay up to $8m (Sh800 million) over employees’ personal data lost in the 2014 hacking scandal surrounding the release of The Interview—a North Korean themed comedy, the BBC reports. Hackers had broken into the company’s computers and released thousands of items of personal
information in an attempt to derail the release of the comedy show. The lawsuit against Sony was filed by former employees claiming the company’s negligence caused them economic harm by forcing them to step up credit monitoring to address their increased risk of identity theft. They described the data breach as
an “epic nightmare.” The movie depicted the fictional assassination of North Korean leader Kim Jong Un. The cyber-attack drew widespread international attention and Sony subsequently stopped the movie’s general release. North Korea dismissed any suggestion it may have had a hand
in the attack as a form of retaliation for Sony’s release of The Interview. A North Korean foreign ministry spokesman had earlier called the movie an “act of terrorism”, promising “merciless” retaliation if it was released. Under the agreement, the company will pay up to $10,000 (Sh1,000,000)

‘Agriculture answer to kicking extreme poverty out of Africa’ African countries need to support their agricultural sectors or risk facing extreme poverty, Makhtar Diop, World Bank Vice President for Africa has said. Recent reports from the international lender have shown that many people across the continent live on less than $1.90 (Sh194) a day, indicating that millions are well below the bank’s benchmark otherwise known as the ‘Poverty Line’. “The human toll of poverty in Africa remains unacceptably high. With the new target set by the Sustainable Development Goals to end extreme poverty by 2030, much more work is needed to accelerate poverty reduction,” said Diop in a recent address. The World Bank Group said Africa’s strong economic growth has contributed to improving people’s health and education in the past 20 years as well as major reductions in poverty in several countries, but a rapid rise in population has led to increases in the overall number of extreme poor. “In particular, significant efforts must be made to boost productivity in agriculture, a sector that still employs most of the region’s poorest, and increase access to affordable and reliable electricity. In a separate report, the Global Monitoring Report, released earlier this month, the World Bank projected that 347 million people are currently living in extreme poverty in SubSaharan Africa. While the percentage of Africans living in poverty has decreased over time, the sheer numbers have grown. An estimated 284 million Africans lived in poverty in 1990. The report, Poverty in a Rising
Africa, was released in Ghana at a high-level event commemorating End Poverty Day this past weekend. The event was attended by World Bank Group President Jim Yong Kim, government leaders, and civil society partners. The report called for much better measurement of poverty, saying that data gaps make it extremely difficult for policymakers to target programs for the poor. Last week, the World Bank Group pledged to work with developing countries and international partners to conduct household surveys once every three years in each of the 78 poorest countries. “Africa’s economy is on the rise, but to avoid bypassing vulnerable people – whether in rural areas or in fragile states – we must improve how we measure human progress. Better data will tell us whether we’re delivering effective programs that will help end extreme poverty by 2030 and boost shared prosperity among the poorest,” said Jim Yong Kim, World Bank Group President. Kim traveled to Ghana on Friday to draw attention to the West African country’s record in the past two decades in cutting poverty by more than half, from 53 percent in 1991 to 21 percent in 2012.
Farmers stare boon as pyrethrum market takes leap The global market for pyrethrum is set to grow by a Compound Annual Growth Rate (CAGR) of 5.31 per cent by both revenue and volume over the period leading to 2019, research group Technavio has confirmed. The group’s analysts say a growing demand for pyrethrins, a group of natural insecticides that are derived from dried pyrethrum daisy flowers, signals a boon for farmers and manufactures across the globe. As pyrethrins are biodegradable and have minimal impact on human health and environment, they are preferred over conventional insecticides such as organochlorides and organophosphates.
Pyrethrum, the raw material for pyrethrins, is geographically concentrated in Kenya, Rwanda, Tanzania, Papua New Guinea, Italy, Brazil, Morocco, and Tunisia. Apart from the agricultural usage, pyrethrins find their major use in veterinary pharmaceuticals, domestic pest control, animal nutrition, timber protection, and disease control. Technavio’s report, dubbed Global Pyrethrin Market 2015-2019, was prepared based on an indepth market analysis with inputs from various industry experts. The report includes a comprehensive discussion of the market, an extensive coverage on different
application segments, type, pest type, and demand-supply dynamics in various geographies. Being a botanical insecticides produced under organic conditions, pyrethrum is well adopted to Kenyan conditions and does not require chemical inputs such as fertilisers and herbicides. The high growth of pyrethrin farming is as a result of the high number of plants a hectare can accommodate where ready flowers are picked at intervals of two weeks and the process continues for nearly a whole year yielding 25 kilogrammes of highly- refined extract.
Acute lack of doctors hits continent’s ailing sector A study has revealed that Africa has a serious shortage of healthcare workers with the continent supplying, on average, only a doctor per population of about 5,000 people. In 2013, sub-Saharan Africa had a deficit of an estimated 1.8 million health workers, according to a World Health Organisation (WHO) report. This deficit is projected to rise to 4.3 million by 2035. The shortfall is as a result of lack of funding for education and training, brain drain and career changes among health workers, illness, premature retirement and premature deaths. The inadequacy of the region’s current healthcare education system has been pegged as one major reason for the deficit. Currently, there are only 170 medical schools serving the 47 countries in sub-Saharan Africa. Of these countries, six have no medical school while 20 have only one. According to a recent WHO estimates, the current workforce in some of the most affected countries in subSaharan Africa would need to be scaled up by as much as 140 per cent to attain international health development targets such as those in the Millennium Declaration. The problem is so serious that in many instances there is simply not enough human capacity even to absorb, deploy and efficiently use the substantial additional funds that are considered necessary to improve health in these countries. The shortage can be traced to past investment shortfalls in pre-service training, international migration, and career changes among health workers, premature retirement, morbidity and premature mortality.

Google seeks pie of L. Turkana wind power project Google, the famous US-based multinational tech company, has announced that it will invest in Kenya’s Lake Turkana Wind Power (LTWP) project. The project is slated to become the single largest private investment of its kind in Kenya’s history and the biggest wind
power farm in Africa. The wind farm will reduce and likely eliminate Kenya’s dependency on diesel and heavy fuel power stations, which cost taxpayers roughly Sh17 billion annually. It is anticipated that the project will contribute Sh3 billion in tax revenue every year.
The project is also set to drive down the cost of power for consumers while reducing the frequency of blackouts and power rationing. The initiative will employ as many as 2,500 workers during its construction phase and once it is commissioned, the power
station will employ 200 fulltime staff. “Today, we’re committing to invest in the Lake Turkana Wind Power Project,” said Google Energy & Sustainability Director, Rick Needham in a statement.

Telecommunications service provider Airtel has revamped its roaming services offer with the introduction of flat rates for its customers travelling across Airtel’s Africa countries in a move that the company has dubbed ‘One Airtel’. The changes in the tariffs within Kenya, Uganda and Rwanda come as a result of an agreement by the heads of State of the three East African countries to reduce crossborder calling rates by 60 per cent, as part of efforts to enhance regional integration. Airtel reports that the new guidelines have greatly improved communication and stimulated growth in the telecommunications sector, which has in the recent past, become an important contributor to member countries’ gross domestic product. One Airtel roaming is a service offer that enables inbound roamers or visiting subscribers from all Airtel Africa countries to be treated as local customers in the visited country in terms of pricing, including receiving calls free of charge while retaining their home SIM card. “We have launched this preferential roaming service to ensure that our customers fully benefit from the advantages of Airtel’s presence across Africa, ensuring savings in communication costs for our

flat rate applies include Nigeria, Zambia, Tanzania, Malawi, Ghana, Sierra Leone, Seychelles, DRC, Gabon, Congo, Niger, Tchad, Burkina Faso and Madagascar. In addition, Airtel Kenya SMS rates to and within Uganda and Rwanda have been reduced to Sh6. Previously, customers used to pay from Sh13 while roaming and Sh10 for international SMSs to the two countries. Voice calls to and within these countries will remain the same at the rate of Ksh. 10 per minute.

Italy’s Ferrari sells stock for Sh5,300 a share Italian luxury sports car manufacturer, Ferrari will sell its shares to the public at a price of $52 (Sh5,300) per stock, the company said on Tuesday. The car maker began trading on the New York Stock Exchange this morning.The price is at the top of the previously indicated range of $48 (Sh4,900) per share and gives Ferrari a market value of around $9.8 billion (Sh1 trillion), CNBC reports. As part of the planned Initial Public Offering (IPO), the carmaker is presenting roughly 17.18 million shares to the public, which represent about 9 per cent of the company. Ferrari has already raised nearly $900 million (Sh92 billion) in public capital in the process.

Refusal to give teachers September pay wrong Reports appearing in the weekend dallies indicating that teachers have resorted to selling household items in order to make ends meet is total shame to the government. The picture painted indicates a government that demands quality service from the teachers, yet they are not willing to invest in them. A group of Bayern Munich supporters boycotted the opening five minutes of their team’s Champions League clash with Arsenal to protest the ticket cost of watching the match. The opening stages of last night’s Champions League encounter at the Emirates Stadium, which the hosts won 2-0, saw a sea of empty seats among the away supporters who were unhappy at the fees they were charged to watch their side play in north London. Members of the Club Nr. 12 fan group were disgusted at being asked to pay Sh7400 (£64) for the match - in excess of Sh4600 (£40) more than they’re used to for a Bundesliga game at the Allianz Arena. Their stance was supported by Arsenal supporters in attendance on Tuesday night who gave them a round of applause upon their belated arrival within the ground. “We are going to refrain from entering our section of the stadium for the first five minutes of Arsenal, Bayern match to raise awareness about the elevated ticket prices,” they said.
