Standard Chartered Nairobi Marathon participants will be allowed to step on the (in)famous Kidero grass when the race takes place this Sunday in Nairobi, organisers have announced. The marathon will attract additional Sh250,000 in bonus for anyone who will break the course record on top of Sh1.5 million for the winner. According to a letter from the Nairobi County Government, dated October 21, and which X-News has a copy, the participants have been given the ‘go ahead’ to step on the lawns which would otherwise attract a fine of Sh2, 000 on an ordinary day. “We have a letter to step on the grass, but just for one day. Do not be afraid because Nairobi county government is part of the marathon,” Ann Kinuthia, Standard Chartered Regional Head of Brand and Cooperate Affairs announced at the press conference yesterday. Former City Mayor Aladwa arrested Former Nairobi Mayor George Aladwa has been arrested. He was today morning arrested by Flying Squad at Nairobi Railways Club. Aladwa was arrested around 11am and taken to the Criminal Investigations Department headquarters for interrogation. His arrest came just hours after the Director of Public Prosecutions Keriako Tobiko wrote to the Director of Criminal Investigations Ndegwa Muhoro and Inspector General of Police Joseph Boinnet ordering that he be interrogated immediately. Aladwa who is the ODM Nairobi branch chairman was on Tuesday captured on camera allegedly telling a gathering in Kibera that “it will require some people to die for Raila to become President.” “Conduct a speedy investigation into

After the 60 days, Senators will vote for the report and if passed, the government will be tasked with coming up with ways to pay them. Nyandarua Senator Muriuki Karue, a member of the committee said the former councilors have a genuine concern, but it will be upon the government to implement. “I know everyone is fighting for their rights in this country, we are delighted as a committee that you have followed the correct channel in making your demands known,” he said.

Cord plans for counter ICC rallies shelved The Opposition Cord has shelved its proposed prayer rallies that were meant to counter similar ones by the Jubilee alliance to allow for more preparation and consultations among its partners. Cord says they are leaving nothing to chance as it seeks to redeem itself from the International Criminal Court (ICC) narrative propagated by Jubilee coalition in their on-going prayer rallies that their leader Raila Odinga fixed Deputy President William Ruto at the Hague-based court. The coalition say as matter of urgency, they need to re-organise themselves to dismantle the “lies and propaganda” concerning the Deputy President’s case at the ICC that Jubilee has been using to gain political mileage since 2012. Yesterday, Cord management team lead by senators Johnstone Muthama and James Orengo convened a meeting of Cord legislators

at a Nairobi hotel to cancel the planned rallies so that “they can have more time to strategise” to counter the Jubilee ICC narrative that they have continuously propagated in the their prayer rallies. An MP, who spoke to X-News on condition of anonymity, says the coalition had reached an agreement to suspend the rallies after some of their colleagues realised that they may receive hostile reception in areas perceived to be Jubilee strongholds. A source in the meeting told X-News there was consensus among themselves that it was indeed prudent for them to cancel rallies because adequate and ample time was required to package their messages so as to connect with the people of Rift valley. “You know we are dealing with people who believe that Raila took Ruto to the ICC, yet we know it’s Uhuru cronies who actually fixed the DP at The Hague-based court,” said the MP.

Keter vows to soldier on with Waiguru impeachment motion Nandi Hills MP Alfred Keter has vowed to continue mobilising his colleagues in the National Assembly to sign an impeachment motion against Devolution Cabinet Secretary Anne Waiguru. His resolve came barely hours after Speaker Justin Muturi declined to approve his impeachment motion because it had failed to garner the required backing of 88 MPs. There were only 80 signatures appended to the motion after 17 MPs withdrew theirs. Keter said he is in the process of getting six more MPs to support his motion which could be debated next week before the House goes on a two-week recess. “I want to state clearly that I am on course, no one is going to intimidate me, no one is going to threaten me, no one is going to bribe me because we must stick to this cause and fight corruption. I call upon members to

sober up and come to join me in the war against graf so that we can move together as a country,” he said. Keter has of late drawn the ire of his coalition leaders led by Deputy President William Ruto who ordered him to stop being misused by the opposition to destabilise the government and instead seek their guidance on issues of national importance. But the first-time MP rubbished the claim saying his motion is in line with President Uhuru Kenyatta’s speech when he addressed a joint sitting of Parliament in April where he challenged MPs to play their part in the war against corruption. “Jubilee coalition cannot take a position as a party towards supporting someone who is corrupt. Everyone must step aside, the President was very clear, he stated very clearly that anybody whose docket has anything to do with corruption must step

aside and once cleared will resume office and that is the minimum that we are expecting of anybody who is being accused of any issue,” he said.

CIC commissioners to vacate office in December Commission for the Implementation of the Constitution (CIC) commissioners have maintained that they will vacate office at the end of their tenure in December this year. Appearing before the National Assembly Constitution Implementation Oversight Committee (CIOC), the commissioners petitioned the National Assembly to amend the CIC Act to provide for a transitional clause. CIC deputy chairperson Elizabeth Muli and commissioner Kamotho Waiganjo told the committee the decision to vacate office by the end of the year was a collective agreement among the commissioners. “As a commission, we had decided that we will not seek for an extension of our term. This is the decision of the commission and not of an individual,” Muli told the Njoroge Baiya-led committee. The commission also faulted a decision being mulled by CIOC to have the Kenya Law Review Commission (KLRC) to take over its mandate, arguing that the role of KLRC is well cut out in the Constitution. “Commissions such as the KLRC and the Salaries and Remuneration Commission (SRC) were formed to specifically undertake some duties not overseeing the whole implementation of the Constitution,” she said. According to the Constitution, the term of the CIC expires five years after its establishment or after the full implementation of the Constitution. Article Seven states that “The Commission for the Implementation of

the Constitution shall stand dissolved five years after its establishment or at the full implementation of the Constitution as determined by Parliament, whichever is sooner as determined by Parliament which can also decide to extend its life.” Baiya said the role of the CIC is still important and need another body to take over when their term expires to oversee full implementation of

the Constitution. “We still feel CIC has an important role to play and we need another commission to fit in their shoes,” he said. Muli said it will not be easy for the other commissions to take unpopular positions when the Constitution is breached as CIC had done previously. “If Parliament decides not to extend the timeline, questions will be about the transitional clauses and

how we will hand over. It will be of importance if the law is amended to facilitate transitional clauses so that we know who will close our books when we leave in December,” said Muli. Budalang’i MP Ababu Namwamba suggested that the term of the commission be extended for 12 months to oversee full implementation of the Constitution. “The Constitution is not fully imple-

mented and therefore in my opinion the term of CIC should be extended by one year,” he said. Waiganjo said the extension of CIC tenure is at the discretion of Parliament and commissioners cannot meddle into the debate. He said currently, the commissioners are preparing their final report contrary to reports that they are secretly pushing for an extension.

Tanzanians to elect fifth President in a tight race WEEKEND EDITION, OCTOBER 23-25, 2015

More than 22 million registered voters in Tanzania will cast their ballot on Sunday as the country elects its fifth President. Outgoing President Jakaya Kikwete’s 10 year-term is coming to an end this year and both the ruling party Chama Cha Mapinduzi (CCM) and the Opposition Chama cha Demokrasia na Maendeleo (Chadema) are locked up in a tight race to succeed him. The latest opinion poll from Ipsos-Synovate shows the ruling party’s Presidential Candidate Dr John Magufuli leading the race by 62 per cent against Lowassa’s 31 per cent, but analysts insist the race is too tight to call. The main opposition parties have united under former Prime Minister Edward Lowassa, popular among the youth. Their coalition have brought together Chadema and the Civic United Front (CUF) which are the country’s second and third biggest political parties respectively. It is the first time a united opposition is fielding one candidate setting the stage for an unusually tense election. But the ruling party which has won every poll since Tanzania’s first multi-party elections in 1992 still enjoys massive support among the elderly and the rural folk. All preparations have been put in place for the Sunday vote even as the two frontrunners make their last appeals for votes. CCM’s Magufuli is expected to

Former Nigerian President Goodluck Jonathan is leading the African Union observer mission in the polls while former Kenyan Vice President Moody Awori is leading the East African observer team. Goodluck, who lost to Muhamed Buhari in a historic Nigeria election early this year, has urged

both sides to accept defeat should they lose. Magufuli has promised voters that he would form a special court “for thieves and the corrupt.” Lowassa has made similar pledges, including one on free public education from primary to the university level.

UN warns of famine in South Sudan At least 30,000 people face starvation in South Sudan, the UN has said. Three UN agencies warned that a famine could develop in southern Unity State, where fighting has prevented deliveries of humanitarian aid. Two years of civil war have left nearly 4 million people - particularly young children - facing severe hunger, the UN said. Both the government and rebel forces have accused each other of breaching a peace agreement signed in August. The conflict has left a third of the country’s population is in crisis, up 80 per cent since last year, the UN’s Food and Agriculture Organisation (FAO), children’s agency Unicef and the World Food Programme (WFP) said in a joint statement. “People are on the edge of a catastrophe that can be prevented,” said WFP chief Joyce Luma. Fighting has disrupted harvests, food and fuel prices have risen and some displaced families are being forced to survive on a single daily meal of fish and water lilies. An official famine has not yet been declared, but almost a million people are described as living in a “catastrophic” situation, the highest level of food emergency under the Integrated Food Security Phase Classification (IPC), which classifies hunger on a scale of one to five. Under the IPC, a famine is declared when 20 per cent of the population are deemed to be in a catastrophic situation. Families have been “extraordinary” in trying to sustain their children, but have now exhausted all their coping mechanisms, said Jonathan Veitch, head of Unicef in South Sudan. “Agencies can support, but only if we have unrestricted access. Denial of exam leakage is pure arrogance It was perplexing to hear Education Cabinet Secretary Jacob Kaimenyi ordering anyone with evidence of exam leakage to surrender to the police for investigations to begin. This the good Professor did even after being shown on national television how a mathematics paper for the ongoing Kenya Certificate of Secondary Schools examinations was leaked online days before its actual sitting. To him, those were media reports that should not mess up the integrity of the exam. The minister’s denial smacks of arrogance given 15 candidates have already been charged in court with being in possession of the test papers illegally. A student from Changamwe in Mombasa was found with the Mathematics paper on Wednesday, many many hours before the paper was done on Thursday morning. For Professor Kaimenyi to ask for more evidence only heightens the level of his arrogance. It is this highhandedness that led to the attempt by Matayos MP Geoffrey Odanga to have the CS impeached. MPs were in agreement that the minister does not work well with stakeholders and takes certain actions which they termed as ‘gross misconduct’. As the person in charge of the education sector, we expect more from him. He should ensure that national examinations are well guarded and that the test is not leaked to the examiners. Leaking of the exams kills the morale of those who have genuinely prepared for it and kills the spirit of competition among learners. If the minister continues with his arrogance, then education in this country remains on a sloppy path to the dogs. Like some people say, he needs to wake up and smell the coffee. HHH The utterances made by former city mayor George Aladwa on Tuesday at a rally in Kibera are unfortunate as they are inciting. We must however recommend the authorities for the swift action they have taken in arresting the ODM official. Our hope is that this case alongside the others against Mutai Ngunyi, Moses Kuria and Johstone Muthama are used to serve as severe examples to deter future carelessness. Land Bills Will Empower Communities

C

oming from a pastoralist background, I read with interest the article by Nominated Senator Naisula Lesuuda in the Star newspaper on October 21, 2015. The article cannot go unchallenged. From the beginning I agree with her when she says that the land reform agenda and the protection of land rights are critical to moving Kenya forward. Kenyans long for orderliness and certainty in the land management and reform agenda and that is why they chose to have a whole chapter five in the constitution on this subject. However, detractors of the Community Land Bill, 2015 have been beating drums without raising substantive basis for many of their assertions. It is important to dispel some of these falsehoods in order to foster honest debate on land reforms and to put community land rights in their proper perspective. Senator Lesuuda, without any shred of evidence, argues that land reforms have now turned into a political process that is inimical to the aspirations of the people of this nation. Granted, like all law reform efforts, the land reform process is inherently political. Nothing is wrong with that. We run a government of elected politicians. Our legislature is made of politicians. We cannot run away from politics in our lives. All the three Bills in question have been the subject of extensive discussions over a period of more than five years now. The proposed bills have not been produced solely “in boardrooms” as she asserted towards the end of the article. As a matter of fact, I can confirm as a member of the land committee that evidence placed before us point to the fact that the Bills have received input from key sector players, such as the National Land Commission (NLC), the Institution of Surveyors of Kenya (ISK) and the Law Society of Kenya (LSK). The Commission on the Implementation of the Constitution (CIC) has vetted the bills. How this type of consultative process can still produce legislation that is generally bad for Kenya is unfathomable. In any event, this consultation continues right up to when the Bills are put to vote by the National Assembly. A most fallacious assertion relates to what the

Moses Sakuda writer of the article refers to as an allegation that proposals derived by the Task force on community land were trashed. That what is now contained in the community Land Bill do not respect the needs of the people. This is a claim that seems to be repeated as if to turn a lie into a truth. However, many people who make this claim fail to internalize the nature of any consultative process. Ultimately, what the taskforce produced was a good first draft. This draft has gone through various stakeholder consultations and, not surprisingly, some of the taskforce proposals have since been shelved. This is not the same thing as trashing the entire corpus of proposals by the taskforce. Another oft-repeated criticism against the Community Land Bill is that it fails to establish a viable institutional framework for the governance of community land. This point has been canvassed in many stakeholder forums, including the retreat of the Departmental Committee on Lands on the three Bills. Frankly, given the experience of the Land (Group Representatives) Act, it is still a moot point whether locking certain institutional structures in the Community Land Bill would produce different results. This insistence on a unique institutional architecture also ignores the fact that the country already has a variety of institutional forms to work with, such as cooperative, societies and companies. Why duplicate if there’s no clear benefit to be gained from one more institutional form? Then there is the claim that the proposed law is based on exclusive individualistic private tenure titling without due regard to the flexible and

inclusive nature in which communities hold, access, control and use community land. By allowing communities to hold land jointly or to convert it to private land if they so wish, the Bill is actually open to either mode of land holding. To support the foregoing claims, the writer cites the fact that squatters at the Coast are victims of conversion of community land into public land owned by the government. Even if this were the case, the Bill ought not to be read retroactively. The process of conversion in the Bill does not allow the government to convert community land to public land without the consent of the community, say for particular public amenities. Then there is the other complaint that the Historical Injustices Bill that had been formulated by the NLC has been swallowed by the Land Laws (amendment) Bill, 2015. Having been written against a backdrop of a proliferation of land laws, it should be recalled that the Constitution anticipated the consolidation of land laws. The fewer the better for, amongst others, ease of implementation. It would be more appropriate to argue for a particular clause rather than a separate law altogether. Senator Lesuuda then unwittingly joins the chorus of those arguing that the proposed land laws are taking away the core mandates of the NLC and centralizing them under the Cabinet Secretary. Again, there is no proof of this. The fact of the matter is that the Land Laws (Amendment) Bill, 2015 leaves the NLC’s constitutional powers intact. What it does, that land sector professionals such as the ISK have supported, is to clarify areas in which the drafters of the original laws in 2012 had created mandate confusion between the Ministry and the NLC. As legislators, we are currently fine-tuning the drafts before us in order to pass the best possible laws for Kenya’s traditionally problematic land sector. The way forward is to keep improving on the drafts with the intention of adopting them rather than to turn the legislative clock and process backwards. Bullish Titanium firm fuels mining sector growth hopes Australian-based mining company Base Resources has reported steady growth in its operations in the three months leading to September 30, as its Kwale operation in Kenya continues to show promise. These developments follow a report from human resources firm, Corporate Staffing, which predicts that the mining sector will experience unprecedented growth in the coming months, creating employment for hundreds.

Estimates from the Kenya’s Chamber of Mines indicate that the sector has the potential to contribute about 6.4 per cent to the country’s gross domestic product (GDP). Kenya Chamber of Mines boss Steven Mwakesi has lauded the current administration for supporting the industry, which has been cited as a key driver for development. The Kwale mine produced 170, 258 tonnes of heavy

minerals concentrate in the quarter under review, a slight improvement on the 169, 061 tonnes reported in the June quarter. However, Joseph Schwarz, the Australian company’s General Manager for External Affairs and Development said increased economic uncertainty in Europe, among other factors had resulted in an unusually sluggish demand conditions for all mineral sands products in most parts of the

quarter. A total of 2.32-million tonnes of ore was mined during the quarter. Cash operating costs during the quarter were slightly lower at $95 per tonne, compared with the $97 per tonne reported in the June quarter, owing to higher production volumes this quarter. However, Base warned that operating costs in the December quarter would increase owing to a planned midlife servicing of the mobile mining fleet.

Volkswagen probes diesel engines amid scandal Volkswagen says it is looking into more of its diesel engines to see whether they also contain software used to manipulate carbon emissions test data. Should the engines contain a so-called “defeat device”, this could widen the number of vehicles affected. The investigations come at a time when vehicles manufacture across the globe are required to meet a specified threshold in the amount of harmful carbon gases that their engines emit.

VW has been embroiled in a scandal over emissions test rigging on its EA 189 engines. Although versions sold in Europe are not affected, Volkswagen said that 11 million diesel vehicle were affected by the scandal and were first disclosed by the US regulator, the Environmental Protection Agency (EPA). The EPA discovered that certain engines were fitted with a cheat-device that could detect when the car was being tested and reduced emissions to

improve results. VW had previously said that the software was installed on cars with variants of the EA 189 diesel built to the ‘Euro 5’ emissions standards. The company is now checking whether models with the EA 288 diesel motor built to the same emissions standard may also have the software. Criminal investigation have been launched in Germany, France and Italy since newer AE 288 cars built to the ‘Euro 6’ standard are said to be affected.

As Dru Hill, we are working on a number of projects including a single dubbed Indruhill independence that will be out soon. We are also working on a reality TV show. There have been contradicting stories on why you took a hiatus some time back, what are the real reasons? When one takes a break it’s for a number of reasons, focusing on family, going on a self-discovery j o u r n e y , exploring other avenues and

talents and so on. I was particularly branded ‘Hard to work with’ when I insisted on using my own studio to record instead of paying 100 dollars (about Sh 10,000) an hour to another recording studio. What inspired your famous or rather infamous smash song Thong song?? It was actually inspired by an undergarment; the thong. “I was like, ‘Hey, what’s that?,’” “‘What is that — whatever you’re garnishing — that has me all starry-eyed?’” Does the album Last Dragon mean a last comeback, the last dragon standing or just a final exit album? I actually have a new album out, its title will be announced soon and I am not stopping soon, I am on a roll and will give my fans more and more. A lot has changed since 2001, how are you coping with the current trends and sounds of music as an artiste and as a producer? I am ready for a fresh start. It’s been 15 years and that is a long time I reckon it’s almost like being a brand new artist all over again. I’ve been doing the best I can to walk that line of creativity and trying to sell the music. We are in it to win it. What are your plans during your stay here; Collaborations? CSR? On CSR, we started out on the streets and definitely love giving back to the society. We are however are not going to engage in any CSR activities here but will and always do back home in Baltimore. Less than 10 pc are middle class, researchers reveal Less than 10 per cent of Kenyans belong to the country’s middle class, a group of people who, according to the World Bank, spend between $10 (Sh1,022) and $20 (Sh2,044) a day. In fact, numbers from data analysts at the US-based Pew Research Centre show that roughly 5 per cent of Kenyans belonged to the country’s middle class almost a decade ago. That number has barely doubled despite recent reports that say the middle class is growing. Bolstered by a strong economy and favourable market conditions, the growth of a country’s middle class serves as an indication that people’s incomes are increasing and that job creation is on the rise. Kenya may be East Africa’s powerhouse in terms of technology, infrastructure and investment, but it barely holds the middle spot when compared to other nations across the continent. It has also emerged that 90 per cent of Africans still fall below the threshold of $10 (Sh1,022) a day, according to Canback, a sistercompany of The Economist. In a report published by The Economist, Laurence Chandy at the Brookings Institution, an American think tank, said

the average person in extreme poverty in Africa lived on roughly 74 US cents (Sh76) a day in 2011, compared with 98 US cents (Sh100) in other parts of the developing world. The Kenyan government has partnered with neighbouring nations to spur the growth of its own economy, a move that aims to improve the livelihoods of the public and support the growing middle class.

Kenya Airways resumes flights to Central Africa Kenya Airways (KQ) will next month resume flights to Bangui, the national capital of the Central African Republic (CAR). The civil unrest in CAR in 2013 made KQ suspended its operations. The airline says the decision was informed by the improved security situation in the West Africa country. “Operations will start with two flights per week, directly from Nairobi and from Bangui onwards to Douala in Cameroon,” read a statement from KQ. Chief executive officer Mbuvi Ngunze (pictured) said passengers are set to benefit from the new flights between Bangui and Doula as the airline closely watches the market

with an intention of adding frequencies in the near future. Initially before the flights were suspended, Kenya Airways operated two flights per week to the city, Tuesday and Thursday. However, operations will commence with two frequencies a week directly from Nairobi and from Bangui onwards to Doula in Cameroon operating in a Boeing 737-800. Since Bangui is rich in diamonds with over four million people expected to frequently travel to promising investment hubs including Kenya enabling investors dealing with diamonds, coffee, cotton and timber access the regional market.

Vihiga man finds appetite in rare termite farming A farmer in Vihiga County has ventured into termite farming as a way to address food and nutritional security challenges the country is currently grappling with. Termite farming has received a fanatical uptake following a recent conference where agriculture stakeholders converged in Netherlands at the International Centre of Insect Physiology and Ecology (ICIPE) to find ways of making insects a viable food for human beings. The conference also discussed ways of increasing edible insect’s entomophagy as well as influencing consumer attitudes into accepting the delicacy. Dr Sunday Ekesi, head of Edible Insects programme at ICIPE said, “Insects are important source of protein, which offer a sustainable, ecologically-friendly way to feed a growing population

and boost incomes by diversifying farming activities.” He said currently, more than 2 billion people globally consume more than 1,000 different insect species though most of them have not realised their nutritional value and the idea to commercially cultivate them. ‘’ICIPE already produces a variety of insects, including crickets, grasshoppers, black soldier flies and silkworms, and has the facilities to measure the nutritional content of insects and to analyse food safety-related issues. We have also developed a comprehensive framework to guide our R4D activities,’’ said Dr Ekesi. He said though the new farming innovation makes farmers rake in millions from termite farming, the farming requires a lot of patience because an anthill can take up to two years to grow.

BIZ BRIEFS IRA encourages Kenyans to seek insurance services

The Insurance Regulatory Authority (IRA) has announced plans to train more than 100,000 agents across the country as they seek to deepen insurance penetration. IRA Commissioner of Insurance Sammy Makove said the move will ensure that insurance is available, accessible and convenient up to the village level. Insurance penetration in the country has been extremely low with less than 20 per cent of the population having any sort of cover at all. Penetration dropped to 2.93 per cent in 2014 compared to 3.44 percent in 2013 according to the 2014 Industry report by the Association of Kenya Insurers (AKI). The report attributes the drop to the rebasing of Kenya’s Gross Domestic Product (GDP) in the period under review. “The low penetration highlights the significant opportunities that exist in the Kenya insurance market especially in commercial lines such as oil, real estate and infrastructure.

Kenyan shilling to recover despite beating from dollar

The Kenyan shilling will show improvement in the coming week, mainly due to unusually high government debt yields that will attract dollar inflows from foreign investors. The shilling was trading at 101.80/102.00 per dollar on Thursday, up from 103.00 the previous Thursday, Reuters reports. “We’ve seen massive inflows from people coming in for Treasury bills,” said a trader at one Nairobi-based commercial bank, referring to foreign investors who have been attracted by interest rates of more than 20 per cent. The interest rates are far above what Kenya usually pays for short-term debt. The strengthening will continue as long as the yields remain high, the trader said. The local currency is also expected to get a boost next month as companies buy dollars to meet their end-month costs. The shilling has been weak against the US dollar for several weeks and stakeholders are keen to see it recover. A strong shilling bodes well for consumers as it lowers inflation.

Twitter boss gives employees Sh20b company’s shares

Twitter CEO Jack Dorsey is giving a third of his Twitter stock, valued at an estimates $200 million (Sh20.4 billion) to the company’s employees. The head of one of the world’s leading social media networks made the announcement in a tweet posted earlier today. “I’m giving 1/3rd of my Twitter stock (exactly 1% of the company) to our employee equity pool to reinvest directly in our people,” Dorsey tweeted. Dorsey owns roughly 22 million shares of the company, so his gift amounts to about 7 million shares. The money, it seems, will go into the employee equity pool. “I’d rather have a smaller part of something big than a bigger part of something small,” Dorsey,vwho co-founded the company in 2006 said.

Vettel slump boost for Hamilton title hopes Lewis Hamilton’s chances of securing the world title at Sunday’s US Grand Prix have been boosted by an engine penalty for Ferrari’s Sebastian Vettel. The German, 28, will be demoted 10 places on the grid after using more than the permitted number of engines. Hamilton, 30, will win the title if he outscores Vettel by nine points and Mercedes team-mate Nico Rosberg by two. If Hamilton wins in Austin with Vettel below second, the Briton will clinch his third world championship however, if Hamilton is beaten by either driver, the title race will remain open until at least the race in Mexico next weekend. “The plan was to have maximum power in every race. Mwendwa under fire for suspending league Football Kenya Federation (FKF) presidential aspirant Nick Mwendwa faces disciplinary action for suspending the FKF-Premier League matches until elections are held. Ironically, FKF is illegally in office after they failed to beat the 60-day directive by Sport Dispute Tribunal to register afresh in an August 18 ruling. The 60day window expired on October 18 and as things stand, the federation is

‘officially-illegally in office. Another aspirant Gor Semelang’o has seen a loop hole and has threatened to register a new body should FKF fails to do so for elections to go on as planned. FKF first failed to beat the July 31, 2014 deadline which required all sports federations and clubs to register a freshsomething that has been stressed by the Ministry of Sports, which hinted that the forthcoming elections may not take place if FKF does not comply with the Act. FKF alleges that Mwendwa convened what they termed as an ‘illegal’ meeting that resolved to suspend the second-tier league. “Disrupting football activities as a way of

gaining political points contravenes the Fifa statutes and the code of ethics and persons guilty of contravening the provisions are liable for serious disciplinary actions, which FKF will not hesitate to mete out to protect the integrity of the game,” read part of the statement sent to the Newsroom. FKF has its attention drawn to unsanctioned meeting convened by the acting chairman of the aforementioned league which resolved to suspend the league and We hereby responds as follows: The FKF Premier League, being a property of the federation, can only be suspended by the authority of the federation and not any other body. The said meeting was c o nv e n e d w i t h o ut t h e

knowledge and authority of the Federation and as such any deliberations arising thereof are null and void. The national football governing body which is supposed to have vacated the office by now to pave way for the elections which were initially planned for next week said the league will continue as planned further warning teams that will fail to honour their scheduled matches will forfeit points and also face sanctions. “Mwendwa, who has declared interest in the position of president of FKF in the forthcoming elections must desist from misusing his position in the FKF PL to undermine the federation for political expediency. “FKF wishes to advise its members, the media and the general public that while the elections are due to be held from the end of this month, all football activities must continue uninterrupted and anybody undermining or attempting to halt football activities under the guise of the impending elections will face the full force of the applicable laws and/or statutes.”
