eputy President William Ruto has moved to allay fears that the economy of the country is crumbling, promising a complete turnaround within a week. Ruto in a move to rubbish concerns raised by the Opposition, said there is no cause for alarm and that the government will stabilise the economy within seven days. Opposition leader Raila Odinga had last week warned that the country is on a road to nowhere with citing “over-borrowing” Deputy President William Ruto at a past function. He has allayed fears of a rundown economy and promised that the government will turn things around in just one week.

and “over-spending’. But in an interview last night on K24 TV, the Deputy President said the country is “not in its worst economic situation” as claimed by the Opposition. He said it is in 2011 during the Coalition Government that the country was in its worst economic status as inflation rate stood at 11 per cent compared to the current 5.9 per cent, the Central Bank lending Rate (CBR) was 21 per cent but now stands at 11.8 per cent. Deputy President Ruto moves to dispel fears of rundown economy From Page 1

“We are not at our worst as claimed by the Opposition and the statistics are available at the Central Bank. We are doing our best and things will be back to normal within a week,” he said. The Deputy President criticised the Opposition for “thriving on lies and relying on fictitious figures” to portray the Jubilee administration as a failed government. Ruto also waded into the Eurobond matter which has generated a lot of debate after Odinga claimed that the government is trading with the money. According to Ruto, the Eurobond achieved its purpose as was envisioned because the lending rates decreased immediately then to 13 per cent. “When we took the Eurobond, the lending rates decreased and some of the money was also used to pay debts which were taken by the Coalition government, it’s far-fetched to now

claim that we are trading with the money,” he said. Speaking last week upon returning from a trip to South Korea and China, Odinga warned that the country is about to sink economically. “Since Jubilee came to power, it has insisted that the economy is growing and Kenyans can sit back and relax. We in the Opposition have warned that we are on the road to nowhere. We have warned that Jubilee is over-borrowing, overspending and over-stealing. Do not underestimate the urgency of the situation that Kenya is facing,” Odinga warned. And in his reply, Ruto said that all currencies across the world depreciated and Kenya is no exception but maintained “things will soon be normal.” “We are on top of this game, I want to assure the country that things will be okay. It took the coalition government six months in 2011 to stabilise the

economy but it will take us less than a month to do the same,” he said. The Deputy President also denied assertions put across by Odinga that the government is over borrowing and over spending saying all things are done according to approval of Parliament. Ruto said the government’s borrowing to fund development projects like the Standard Gauge Railway and the Lamu Port-Southern Sudan-Ethiopia Transport project (LAPSSET) among others has been commended by a report of the International Monetary Fund and the World Bank. “The government of Kenya has been commended for borrowing to fund development project, it’s only wrong to borrow to pay salaries,” Ruto said. He said that the government is allowed to borrow up to 70 per cent of its Gross Domestic Product (GDP) but pointed out that so far the government has only borrowed up to 48.2 percent of its GDP.

El Nino funds to be returned if rains fail to come Deputy President William Ruto has assured the public that money allocated to mitigate effects of El-Nino will not be embezzled should the rain fail to fall as expected. Ruto said the money will be returned to the National Treasury and no money will be lost under the watch of the government. The National government has allocated Sh8 billion for disaster preparedness. Part of the cash will be used to mobilise the National Youth Service, police and the Kenya Red Cross in case of flood-related disasters. The meteorological department had said the country would experience the rains with rippling effects starting this month, but so far nothing much has happened. On Sunday, the department maintained that the country will still experience the ElNino rains and urged the public against ignoring the warnings and move to safer

grounds “The money set aside for ElNino won’t be misused, not under our watch, the funds that won’t be utilised, will be returned to the National Treasury for other purposes,” he said. The government has been widely criticised by the public for over-budgeting for the rains with prices of basic commodities being inflated. In their response strategy copy, the government proposes to spend Sh37, 500 on soap to be distributed to Kenyans who will be affected by El Niño rains. According to the budget released about a fortnight ago, the government will also pay the National Cereals and Produce Board (NCPB) Sh50 million in “agency and management fees” for unspecified tasks. Another expenditure that raised eyebrows is Sh50 million the government has set aside to “carry out sensitisation on disaster preparedness and risk reduction measures.

Cord forms team to counter Jubilee MPs The Coalition for Reforms and Democracy (Cord) will this week unveil “a combat and rapid” response team to cushion its leader Raila Odinga from direct attacks from the ruling Jubilee coalition. The team dubbed “rapid response legal team” will be tasked with responding to allegations and verbal utterances directed at the opposition coalition and its leaders by Jubilee legislators. It will be further required to discredit all government assertions as the country gears up to 2017 elections. It will comprise of eight members and shall have a leader and a deputy. The team whose membership is to be made up of youthful MPs shall be led by Millie Odhiambo (Mbita) and will be deputised by outspoken ODM Secretary General Ababu Nawamba (Budalang’i). Other members who are mostly drawn from the legal profession include minority chief whip Chris Wamalwa (Kiminini), Dan Maanzo (Makueni), Peter Kaluma (Homabay Town), Eseli Simiyu (Tongaren) and Senators Omar Hassan (Mombasa) and Mutula Kilonzo Jnr of Makueni. Speaking yesterday in Suba, Homa Bay County during the burial of Slermina Ng’ongo, mother of Suba MP John Mbadi, Odhiambo said the coalition will not relent on its efforts to keep the government on its toes even as she warned Jubilee coalition

MPs against verbally attacking Raila. “We have formed a rapid response team that will be headed by myself together with Nawamba to counter and respond to Jubilee coalition appropriately,” she said. The

formation of the team came even as Raila demanded that President Uhuru Kenyatta responds in person against claims of economic rundown and ICC fixing saga. Only last week, the Cord leader

challenged the Jubilee leaders to explain their usage of the Eurobond money. But Leader of Majority in the National Assembly Aden Duale has been responding to his challenges on

behalf of the Jubilee government. “I never addressed Duale or the legislature. I addressed the head of the Executive who is Uhuru Kenyatta. Let him respond to me directly,” he said at the burial.

Court process blamed for slow fight on hate speech

NEWS 3

TUESDAY, OCTOBER 27, 2015

National Cohesion and Integration Commission (NCIC) has said the slow court process is derailing the work of the commission. Commission’s chairman Francis ole Kaparo said they collect evidence but courts take too long to administer justice. He said the slow court process is giving politicians and other leaders a chance to make more hate speech remarks. “Most leaders and politicians take advantage that no action has been taken against those who made previous hate speech remarks,” he said. Kaparo said he has written several letters to Chief Justice Wilyy Mutunga complaining of the slow nature hate speech cases take in courts. “The commission cannot do much, it’s upon the courts to determine cases of hate speech presented by the Director of Public Prosecutions (DPP) that’s not our work,” Kaparo said. “I have asked the Chief Justice to give merit to these hate speech cases but so far nothing has happened,” he said He said currently, NCIC has no

powers to prosecute anybody but only collects evidence and present it to the DPP for further action. Kaparo also clarified that it’s only hate speech that is within the NCIC Act while inciting remarks are dealt with by the Directorate of Criminal Investigations. He, however said the two (hate speech and inciting remarks) are related and both have the same effect and, therefore, there is need for the two offices to work together. “The law must be amended and the commission given more powers to take direct action against individuals who make these remarks,” he said. Kaparo blamed the public for defending leaders from their tribe. “I am surprised that when leaders from certain regions are arrested, some people are happy and commend us for the good job but detest and stage demonstrations when their own leaders are arrested,” said Kaparo. “Kenyans need a change of mind and stop seeing anything from a tribal or political angle,” he added. Kaparo said the commission does

We’ll sue you if you link police to exam leakage, says Owino The National Police Service will sue anyone linking police officers with the leakage of the ongoing Kenya Certificate of Secondary Education (KSCE) exams. While absolving the police from any role in the widespread of the leakage of exams, Police spokesman Charles Owino (pictured) said they will not hesitate to sue anyone linking the police without any substantial evidence. “Police receive these exams when they have already been sealed and, therefore, we will take action against anyone linking the officers with the current leakage,”

Owino said. He urged the relevant bodies in charge of the national exams to play their role and avoid heaping the blame on police officers. Owino’s remarks come even as the chairperson of the parliamentary committee

on Education Sabina Chege claimed some officers are also involved in the exam leakage. Chege said the officers send the exam questions through WhatsApp to the students and parents. “How will you feel as a parent when you embrace your child when the exams are released and he has an A when you know very well that you helped him to cheat? asked Chege. Both the Kenya National Examinations Council (Knec) and the Education ministry have denied the widespread leakage of the exams. Knec has also ruled out any possibility of postponing the exams.

Observers to speak on Tanzania election Observers in Tanzania polls to address media amid rigging claims Election observers were expected to speak on the just concluded Tanzanian elections and also comment on the ongoing vote counting amid claims by the opposition that it is not transparent. The observers have convened a press conference in Dar es Salaam later this afternoon where they

were expected to commend Tanzanian authorities for a largely peaceful voting. Both observers from Africa and the European Union are satisfied by the way the voting was carried out. However, they feel the vote counting is not transparent enough. “There are concerns about the lack of transparency in some aspects of the process,” a member of the Europe-

an Union team of election observers was quoted to have said. Results continued to stream in today with CCM’s John Maghufuli still leading his closest challenger Edward Lowassa of CHADEMA. Of the 61 out of 264 constituencies whose results had been tallied by today morning, CCM had won 41 seats with Lowassa’s Chadema winning 15.

Kaparo urged the public to forward evidence whenever leaders make hate speech. “The commission cannot be in every village and, therefore, the public should present us with recordings and video clips of leaders who make hate speech remarks,” he said.

Reprieve for Aladwa as court shields him from arrest The High Court has today directed police to complete their investigations on alleged hate speech remarks by Nairobi ODM chairman George Aladwa before he is arrested. Judge Joseph Onguto said the former Nairobi mayor should be allowed to continue enjoying his freedom pending the ongoing investigations. The directions were issued today after Assistant Director of Public Prosecutions Nicodemus Maingi and Aladwa’s lawyers struck a consent and agreed to return to court on November 30, for further directions. Aladwa was arrested last week over incincitement to violence following the remarks he made at a public rally in Kibra last Tuesday. He was however released on a Sh20,000 police cash bail.

Congo approves presidential third term More than 90 percent of voters in Congo-Brazzaville’s controversial referendum have approved constitutional changes to allow President Denis Sassou Nguesso to run for a third term, results show. Under the current constitution, the president has been unable to seek re-election because he is over the age of 70 and has already served two terms. The opposition say turnout was low and the vote should be annulled. However, official results put the turnout in Sunday’s referendum at 72 per cent. More than 1.2 million people voted in favour of the change, while nearly 102,000 rejected it, the electoral commission said.

City to establish energy fund Nairobi County Government will establish a fund to promote efficient use of energy and its conservation within the city, Governor Evans Kidero has said. He said Nairobi is rapidly urbanising with increasing demand for energy putting additional pressure on public service delivery and reliable access to electricity. “The county government is fostering climate action and sustainable energy through urban services which are core to human and economic sustainable development. The New National Energy Bill gives specific powers to County Governments to ensure efficient use of energy and its conservation. Nairobi will become the first county to establish such a fund by developing an initial energy efficiency action plan to become one of the world’s best cities,” he told a workshop on energy efficiency in sub-Saharan African cities in Nairobi yesterday. “The County Government is looking to mainstream green growth through energy efficiency with initiatives like stimulating innovative business hubs for technical solutions (Negawatt Challenge), Energy audits (KAM) as well as regulation for solar water heaters on new buildings,” he added. He said the county government will partner with the European Union in the design and implementation of the local sustainable energy strategy. Kidero said there are plans to

improve the condition of the city and mobility in the entire county through the development of integrated Nairobi Urban Master Plan, the feasibility and design of several Bus Rapid Transit Routes and the expansion of rail network/ stations. The two-day workshop on Energy Efficiency in Sub-Saharan African Cities will focus on an exchange

of experience amongst cities and related national authorities. It will also explore information and training on existing instruments needed for efficient energy use. Governor Kidero said the workshop’s objective resonates with the Sustainable Development Goals (SDG) Goal 7 which seeks to ensure access to affordable, reliable, sustainable, and modern energy for

all. “The city of Nairobi is taking a lead example and will continue in the follow-up of the workshop to foster sustainable energy and climate change action throughout the county. We are at work and dedicated to make and keep Nairobi an inspiration for cities outside Kenya as well as numerous Counties within the Country,” he said.

KEBS launches radio tracer technology The Kenya Bureau of Standards (KEBS) has launched radio tracer to improve quality of standards in companies. Speaking during the launch at KEBS headquarters in South C this morning, Managing Director Dr Charles Ongwae said the technology if embraced will enhance quality in the industrial production in the country. “The technology is not only for KEBS, but for the efficiency, production, resource skill and cost-benefit analysis for industries,” said Ongwae. The radio tracer technology is an efficient process that uses nuclear technology in troubleshooting production processes to increase productivity. Technology consultant and expert Jovan Thereska emphasised on the need for companies to embrace the technology. “Industries that have embraced the technology have scaled up and optimised in their production,” said Thereska. Mining, petroleum, and medicals industries will benefit most from the technology since they use flow patterns in their production

processes, a key component of the new technology. “The training and campaign will address university senates to introduce it as part of their

curriculum to the students,” said Natural Commission for Science and Technology (NACOSTI) chief science secretary Dr David Otomwa.

SA students continue with anti-fees demo Some South African students are continuing university fee protests, despite the president agreeing to freeze increases. Three universities remain closed, with students demanding free quality education for all. The protests started last week when university management announced a 10-12 per cent increase in fees. They have been the biggest student protests to hit the country since apartheid ended in 1994. The students are also demanding that exams, which they are due to take this week, be postponed indefinitely.

Plane suffers landing gear collapse

Emergency crews were called to help a British Airways franchise flight after its landing gear collapsed soon after touching down in Johannesburg. The 94 passengers and six crew on board flight BA6234 disembarked safely. The Boeing 737-400 plane - owned and operated by South African franchise Comair had flown to OR Tambo International Airport from Port Elizabeth yesterday. South African authorities are investigating what caused the incident. Emergency services helped passengers and crew safely off the plane. No injuries have been reported.

Colombia leftist rebels kill 12 security staff

Leftist rebels in Colombia ambushed a group carrying regional election ballots, killing 12 members of the security forces, officials say. The group had left an indigenous reservation in the northern Guican province when it was hit, defence minister Luis Carlos Villegas said. He said the National Liberation Army (ELN), Colombia’s second-biggest rebel group, was behind the attack. President Juan Manuel Santos vowed retaliation against the attackers. On Sunday, Santos had said the election had been “the most peaceful and least violent in decades”.

outside in temperatures close to freezing. Afghanistan’s chief executive Abdullah Abdullah said the earthquake was the strongest felt in the country in recent decades. “The government was working to provide assistance for those affected,” he said. One official from the north-eastern Badakhshan province told Associated Press that rescue teams would not be able to reach affected mountainous areas until later today. Parts of the province have also been seized by Taliban fighters. Most of the fatalities so far reported are in northern Pakistan, with at least 214 known casualties. In Khyber Pakhtunkhwa province alone, authorities said at least 179 people were known to have died, and more than 1,800 were injured. The Pakistan Red Crescent tweeted that its disaster response team had been dispatched to the affected areas. Pakistan’s information minister said the top priority was to save lives, and the rescue operation would continue “round the clock”, state media reported. India, Iran and US forces in Afghanistan have all offered help, but so far the local authorities have not requested assistance. The US Geological Survey (USGS) reported that the earthquake was centred in the mountainous Hindu Kush region, 76km south of Faizabad, in Badakhshan province. It was deep – more than 200km (125 miles) below the surface - which meant the shaking at ground level was less than for a shallow earthquake.

Turkish fishermen rescue migrant baby A remarkable rescue at sea was captured on video and is helping to lift spirits on a story so wanting for good news. The footage was shot recently in the Aegean Sea, off the coast of Kusadasi, Turkey. A boat carrying migrants capsized, according to Turkey’s Dogan News Agency (DHA). The video shows fishermen approaching what looks to be a floating life jacket. A baby boy is inside. One of the men pulls the child out of the water and strips off his life jacket, turning the boy over and upside down in an apparent attempt to clear water from the boy’s lungs. He wraps the child in a blanket. “Brother he is alive; he is alive. Brother, he is alive,” a voice shouts. “My God he is alive.”

The 18-month-old survived and is in good health, DHA reported. Cenap Gumren is one of the fishermen who helped saved him. He’s seen in the video holding the boy. “We found 15 people altogether who were alive and we were able to pull them to our boat,” he said. “These people had broken Turkish and they were telling us that there are still more people in the water. They were all talking at the same time. One was saying that his brother was still there and somebody was saying that there was a kid still in the water. They were begging us to go and find them.” “We saw a life vest, which looked like an empty floating life vest, but we decided to still go check it out. I am so glad we decided to go. When we

got close, it looked like a toy, like a doll, and we thought he was dead. My first thought was, ‘Okay, we have to pick up this dead baby body from the water.’ But when we got closer to him, we heard his moaning,” Gumren told CNN. His rescue came just a month after the body of a small boy, Aylan, washed ashore a beach in Bodrum, Turkey. A photograph of him wearing a red T-shirt, blue pants and black shoes, lying face-down in the sand, appeared on front pages and news sites worldwide in what is now a grim face on the migrant crisis that is swamping Europe. More than 680,000 migrants have crossed by boat into Europe seeking safety and sustenance so far this year, according to the International Organisation for Migration.

US ship passes disputed China islands A US Navy ship has sailed close to artificial islands built by China in the disputed waters of the South China Sea, US defence officials have said. Guided-missile destroyer USS Lassen breached the 12-nautical mile zone China claims around Subi and Mischief reefs in the Spratly archipelago. The freedom of navigation operation represents a serious challenge to China’s territorial claims. China said it was still verifying whether the operation had taken place.

“If true, we advise the US to think again and before acting, not act blindly or make trouble out of nothing,” Foreign Minister Wang Yi said. China claims most of the South and East China seas. Other countries in South East Asia have competing claims for the Spratly Islands, Paracel Islands and Scarborough Shoal, which are thought to have resourcerich waters around them. The reefs, which were submerged, were turned into islands by China after a massive dredging project in 2014.

International maritime law allows countries to claim ownership of the 12-nautical mile area surrounding natural islands, but does not allow nations to claim ownership of submerged features that have been raised by human intervention. Chinese embassy spokesperson in Washington earlier said freedom of navigation “should not be used as excuse to flex muscle and undermine other countries’ sovereignty and security”. US Defence Secretary Ash Carter had previously announced that such an operation was likely.

‘Electricity for all by 2025’ Every household in the country could have full access to electricity by 2025, African Development Bank (AfDB) President Akinwumi Adesina has said. Adesina, a Nigerian national and the new head of the AfDB, has been at the helm of a programme dubbed The New Energy Deal for Africa, which aims to extend electricity to the entire continent by 2025. The Bank, which is one of the continent’s most prominent lenders, said the initiative will scale up efforts at providing connectivity for millions of people across the continent. Tourism industry to deepen efforts into sector recovery Kenya’s tourism sector is set for another round of strategies aimed at revitalising the industry. Funds already set aside for global marketing and public relations campaigns will help create a positive image needed to boost tourist numbers for the country, Kenya Tourism Board Managing Director Ndegwa Mureithi has said. The sentiments come ahead of a report from the Oxford Business Group (OBG), which aims to address the concerns of the troubled sector by exploring the hurdles it has been forced to endure. Meanwhile, Cabinet Secretary for East African Affairs, Commerce and Tourism Phyllis Kandie noted in a previous statement that domestic tourists will help to cushion the tourism sector from the fluctuating

number of international tourists. Kandie, who was speaking during the recentlyconcluded Nairobi Tourism Stakeholders and Marketing Development Representatives (MDRs) summit, said the role of domestic tourism is bound to grow as it now includes visitors from the East African Community member states. The industry has suffered major blows following security concerns in the region that caused more than7,000 job losses over the past two years due to a rapid fall in tourist numbers. The Oxford report hopes to provide some insight into the problems plaguing the sector while offering support to the Tourism Recovery Task Force (TRTF), a group run by chairperson, Lucy Karume.

Capital alert International humanitarian group, Echoing Green will this year offer more than $4.6 million (Sh469 million) in seed-stage funding and support through their fellowship programme to emerging leaders working to bring about positive social change. The group has invited

of the energy industry. “A lot of financing is needed,” Adesina said in a speech last month in the Ivory Coast capital, Abidjan. He cited a $55 billion (Sh5.6 trillion) financing deficit for energy in sub-Saharan Africa, where Kenya’s Lake Turkana Wind Power (LTWP) project is set to raise the stakes in power production in the region. Adesina has since urged aid donors and African governments to support investment in energy. The Bank President said he will exploit the lender’s leverage to encourage financial flows from private companies. He said AfDB will also triple its funding for climate-related projects to $5 billion (Sh513

billion) per year in a statement issued earlier this month. Adesina’s sentiments come at a time when 35 million Kenyans or more than 75 per cent of the population is not connected to the national power grid. Though initiatives like the Turkana power project promise to make headway, connecting millions of Kenyans to the national power grid will require a lot more effort, the lender has revealed. Meanwhile, the Ministry of Energy has issued a statement saying that using renewable sources of energy, including wind and geothermal power, would lower the cost of electricity for consumers.

Banks warn customers of online fraudsters Local banks have warned their customers to be wary of online fraudsters seeking to steal their personal information following a spat of hack attacks that is costing the industry billions in losses. With cases of online fraud on the rise, lenders have become vigilant as they move to protect their assets and their customers from hackers. Hacking of customer email

accounts has become one of the most common sources of fraud attempts against most Kenyan banks, according to a recently-released statement from commercial lender, Chase Bank Kenya Limited. The financial institution said many organisations and their customers currently rely on email for most business and personal interactions. The risk of losing funds has,

therefore, been heightened by the advent of new technology and the spread of internet connectivity. Chase Bank’s warning follows I&M Bank’s suspension of debit and credit card backed e-commerce transactions earlier this month, a move that was prompted by a massive increase in online fraud. Local lenders have already

lost more than Sh1billion to similar attacks in recent years as hacking incidences become more prevalent. A typical email hacking incident is executed when a customer email is hacked when they receive harmful attachments or internet links, Chase Bank explained in a recent address that was sent to its customers. Fraudsters then go through the customer’s correspondence as they search for bank information. The fraudsters then send emails to the bank with balance request in a bid to steal the customer’s identity. Finally, the fraudsters send transfer instructions to the bank thereby stealing the customer’s money. Banks have opted to secure their online platforms but have noted that their clients may be swindled nonetheless. The best course of action has been to warn clients of likely attacks and to tell customers to remain vigilant.

BIZ BRIEFS ARM posts Sh645m loss as sector sets for stiff competition Following the scheduled entrant of a Nigerian competitor, Athi River Mining (ARM) Cement has posted a pretax loss of Sh645 million for the nine months to September. The mining company blamed its losses on the depreciation in regional currencies against the dollar. ARM, which reported pretax profit of Sh1.62 billion during the same period in 2014, said revenue for the first nine months of 2015 rose 7 per cent to Sh11.7 billion, buoyed by increased cement sales in Kenya and Tanzania. Meanwhile, the demand for cement grew more than 10 per cent during the period. “The fundamentals for continued economic and construction sector growth remain strong despite the recent currency depreciation and increase in interest rates,” the company said. An expanding construction sector in East Africa has supported demand for cement in recent years.

Existing DStv subscribers are also encouraged to take advantage of this offer to upgrade to the HD decoder during the promotion period as its part of MultiChoice Kenya’s 20th anniversary celebrations. “Subscribers can opt for a DStv Access bouquet at a cost of Sh6, 550 which includes the price of the decoder and a one month subscription or Sh7, 650 for the Family bouquet. Toyota drives past VW to regain lead in vehicle sales Toyota has returned to the top slot in global vehicle sales after releasing figures for the first nine months of the year. The Japanese carmaker sold 7.5 million vehicles in the first three quarters of 2015, beating Volkswagen’s 7.43 million and General Motors’ 7.2 million. After six months of the year, VW was ahead of Toyota, in pole

position for the first time. VW’s defeat by Toyota could be attributed to the VW emissions scandal that emerged towards the end of September this year. The discovery of software that was able to mislead emissions tests on diesel cars may have more effect on VW’s sales in the remainder of the year. Toyota’s sales for the first nine

months were 1.5% below the level at the same period last year. Toyota first overtook General Motors (GM) to take the top slot in 2008 and has kept it every year since, except 2011 when GM was the top seller after a tsunami in north-eastern Japan disrupted Toyota’s production. However GM has reached an agreement with the United

Auto Workers union to avert a threatened strike which might be a relief for General Motors. “We believe that this agreement will present stable long-term significant wage gains and job security commitments to UAW members now and in the future,” said UAW president Dennis Williams.

Maize prices fall amid grain glut The cost of maize has fallen by more than half as the threat of El Nino rains looms ever closer. Ahead of the speculated flooding that meteorologists claim will likely ruin their crop, farmers have taken to stockpiling their produce. The resultant effect has been an oversupply of maize that has caused prices to plummet due to an imbalance with market

demand. A 90 kilograme bag of maize, which is the industry standard, is currently selling for an estimated Sh1,000, a fall from the previous price of Sh2,700 in parts of the country, including the Rift Valley region. A Xinhua report affirms that the drop is due in part to increased harvest and notes a rise in cheap maize imports from both

Uganda and Tanzania. Across the East African region, farmers lose as much as 10 per cent of their produce to substandard harvesting practices, pests and diseases. According to the Ministry of Agriculture, Kenya had 15 million 90kg bags of maize in September. The farmers were expected to supply 22 million bags at the

end of the harvesting season this month to push stocks available to over 30 million bags by December. Meanwhile, Xinhua reports that Cereal Growers Association CEO Anthony Kioko noted the low prices will be detrimental to farmers as many would cut down their acreage ahead of the next planting season.

Most revered Luo cultural practices The Luo cultural practices are known to be one of the most diverse and vibrant. Luos are well known for fishing, in fact they are believed to be the first community to take up fishing. The children in this community belong to the father so in the event of a separation then the father is the sole custodian. Those men with a lot of wealth are expected to take care of as many women as possible. Polygamy is therefore accepted, in fact a man could marry sisters and it would be ok. One of the most misunderstood practice is wife inheritance. Where a brother (usually the younger one) took care of his deceased brothers’ wife(s).The practice was meant to keep the woman in check, wealth within the family and to continue the deceased legacy. Death was the other occasion that called for many practices by the Luo. Depending on one’s standing within the community a mourning period was set, cows and bulls were slaughtered and evil spirits were chased away to Imbo to learn more about the Luo read Luo Kitgi gi timbegi by Grace Ogot.

Actually to be more accurate he wanted to take his brothers brush and be a better artist. This is the one story of sibling rivalry with a happy ending. What started out as a joke eventually moulded Sheldon into the artist he is today and even though they no longer fight; he still smiles remembering their many paint brush fights! Fast forward and Sheldon has grown Sheldon Mutei

into his own, he likes experimenting with surfaces and mediums and is not tied down to using one specific material. He works with oil and acrylic paints, charcoal, watercolor, graphite, color pencils and a bit of stone and clay. With the amount of work and concentrations that goes into his pieces, he can’t give a specific time frame in terms of completion of a given piece. “Sometimes it takes me a while to complete my works but if it is commissioned work a day or two if I fully commit myself to it, although sculpture is a whole different experiences.” He tells us. Generally, artists are observant by nature and Sheldon is no different, he draws his inspiration from

observing people and their behaviors. He chuckles while explaining, “People are really funny if you get to just study them...” His observations have driven him to create expressive art and he has carved a niche to by being a tad grungy. Sheldon does not want to whine about lack of opportunities or challenges. He says he will excel at his own pace because he believes in his art.He is looking forward to exhibiting more locally and maybe cross boarders when the time comes. In the meantime he will focus on creating master pieces and having a brothers’ showcase. We think we will attend and decide who the better artist is!

things you shouldn’t know about Many relationship gurus advise that knowing one’s love interest inside out is healthy but they also warn that it could be healthier to not know some things. Here are the top most disturbing things you’d rather were kept away from you.

Bobbi Kristina’s friend and former roommate, Danyela Bradley, alleges in a video deposition that the daughter of Whitney Houston and Bobby Brown was regularly using several illegal drugs. “She smoked marijuana, she probably smoked crack often, and also did heroin,” Bradley said of her late friend in the deposition. Bradley’s testimony is related to a car accident that she and Bobbi Kristina were involved in just days before the aspiring singer was found unconscious in the bathtub of the Atlanta, Georgia home that Houston left her. Bobbi Kristina died on July 26 after spending six months in a coma. She was 22 years old.

Their body count

There is no answer that will make you happy when it comes to the number of people your love interest has been intimate with. If their body count is low, you will be left wondering what flaws others saw in them that you could be missing and if it’s high, you’ll be terrified and possibly put off. If you want peace of mind, steer clear of the body count issue because even if it’s an average number, it is still a lot of people for one to have gone to bed with. Besides, chances are they will never give you their exact number of sexual partners anyway.

Why they were dumped

Seriously do we really need to go there? Don’t open the wounds of the dumped party’s heart by probing for

the reasons why they were left. Bringing up this issue will be painful for them and uncomfortable for you; what will you do if you find out that the person you are dating was dumped because they were allegedly poor in bed according to their ex?

Details about distressed relationships

While avoiding the question of why your love interest was dumped before, avoid probing for details of past relationships that were, mildly put, turbulent. This is because such conversations will lead to discovery about disturbing traits of your love interest while at their lowest moments which might have brought out the worst in them. There is no need to broadcast every nasty word said and every

punch thrown in the past. You do, however, need to know of any crazy exes out there who might pop up and attack you in a fit of rage and or if your partner could be abusive.

Cheating history

This is in the aspects of both cheating and being cheated on. When two people decide to commit to one another, it is assumed that they have left their past behind for a fresh start. Asking your love interest whether they were faithful in a past relationship should therefore be a no go zone because doing so only sets them back to whom they were before meeting you. Asking them whether they had been cheated on in the past is also not advisable, since you will only be reminding them of their imperfections.

MY CHEATING BOYFRIEND WANTS ME BACK

Dear Dr X,

My boyfriend and I had been dating for two months when I caught him with another woman. Apparently she had spent the night! I was angry and bitter so I dumped him without a second glance. It’s been a month since and he won’t stop calling and texting me to get back with him. He apologized and swears that he is willing to change but needs me to help him with that process. I am confused because on one hand I still love him and would like to give us another chance but on the other that betrayal is still fresh and painful. What do I do?

—Ann.

Dear Ann,

First I would like to commend you for taking that brave step towards letting your boyfriend go after you found out that he was cheating. Many women lack the grace and courage to do this but you did not. Kudos! Two months into dating your boyfriend and he was already sleeping with another woman is not a good sign. What if you did not find out? How about those you do not know about? How sure are you that he will change once you go back?

There is no guarantee that things will change if you get back together. However it would be nice to set up a meeting and talk about his problem, perhaps he has an addiction that would need councelling. If you genuinely feel that he is the man for you, then you will have to take each day at a time and hopefully not go crazy every time he is away from you. In the end it is about your heart and what you feel. Best of luck.

DR X.

ARIES Mar 21 - Apr 19 Vague physical discomfort could have you feeling out of sorts. Most likely you aren’t really ill. You’re tired and stressed, but you can make it through the day. Disillusionment with someone you’ve admired could also be on your mind. You could be seeking someone else for a role model. TAURUS Apr 20 - May 20 A long-awaited romantic encounter may be canceled or prove less rewarding than you’d hoped. This isn’t the day to make any final decisions about serious matters like this. Wait a few days until you feel a little more confident and then make up your mind. GEMINI May 21 - Jun 21 As far as romance is concerned, your passions are high and your need for intimacy about the same. It’s unlikely that you’ll have any truly romantic encounters today, at least satisfying ones. If the opportunity comes your way, it might be best to make a date for a later time. CANCER Jun 22 - Jul 21 A passionate letter or phone call could come from a close friend or romantic partner. The person may be confused and rather emotionally tormented. Be kind! If you’ve been thinking about doing some writing, this is the day. Your imagination is flying high. You can edit later. LEO Jul 23- Aug 22 You could have an artistic talent that you haven’t yet tapped. Today events might occur that cause you to want to try. This is a good time, as your inspiration is high. Don’t judge yourself too harshly if your efforts don’t quite fit your expectations. Cut yourself some slack. VIRGO Aug 23-Sep 21 Family members may want to make changes in your home, such as remodeling, redecorating, or refurnishing, but there could be disagreements about the changes needed. Everyone will have a different idea. This isn’t a good day to make such plans. Put off the planning until another time. LIBRA Sep 23 - Oct 22 Miscommunication with a romantic partner could have you either writing or reading love poetry or a story of some kind. It’s more important that you clear up the misunderstanding with the special person in your life. Cheer up. Don’t let your insecurity get the better of you. SCORPIO Oct 23 - Nov 21 You might be asked to help, but be careful. It’s doubtful that the person or organization will be able to pay you back. A goal that you’ve been working toward could get stalled, but this isn’t the day to try to jump-start it. You may lack information. Take a day off and then fix it. SAGITTARIUS Nov 23 - Dec 21 You like people but sometimes you can be very critical. Today you may have a hard time integrating yourself into a group. The group dynamic may not appeal to you. All you want to do is break away. Try to overcome that feeling and observe your resistance.

SPORTS BRIEFS Chad appoints legend Song as new coach Former Cameron international Rigobert Song has been appointed the new national team head coach for Chad. Chad Football Federation made the appointment which will see Song take over from Emmanuel Tregoat who has been sacked, according to a local radio Starrfm. His first assignment will be against Egypt in a Pre-World Cup qualifier on Monday November9 at home when he leads the Les Sao. Song, 39, retired from active football in 2011 and has been working as TV pundit. He was confirmed as the head coach of Chad yesterday. He played for the Indomitable Lions between 1993 and 2010 winning two African Nations’ Cup titles with the team. He featured for Liverpool, Galatasaray, West Ham United and Metz among other clubs during his playing career.

Gitau names youthful side for Olympics qualifiers

Newly-appointed National men’s volleyball team head coach Paul Gitau overlooked experienced players when he named his provisional 22-man squad for the Zonal Olympic qualifiers. Gitau, who won gold with the junior women’s team at the African Games in Congo, Brazzaville, seems to have drawn inspiration from the inexperienced players when he dropped the big names including skipper Philip Maiyo who plays for Al Rayyan Sports Club of Qatar, his assistant Elisha Aliwa (Kenya Defence Forces) and Mike Chemos who has joined a Finnish club. Nairobi Water trio of setter Elijah Bosire, left attacker James Mwaniki and libero Fredrick Mwangi who steered the side to a fifth finish in

regular season in their first season in the league made the surprise call up that also has Kenya Ports Authority’s rooky libero Sam Jumason to coach Juma Walukhu and Tom Wanjala of Bungoma County. The only bigwig, who won Gitau’s sympathy is Japan-based Jame Ontere. While Gitau’s selection may be questionable considering the importance of the assignment ahead, the decision could be interpreted as a step by Kenya Volleyball Federation (KVF) to rebuild a squad for future assignment. It was almost a complete overhaul in the setter position with only Kenya Prisons youthful Nicholas

Lagat making a return to the squad. Both Aliwa and his Kenya Prisons’s mate Daniel Kiptoo were shown the door. Bosire and Tom Wanjala from Bungoma County took their places. David Kirwa and Maiyo were axed on the right attackers’ position with Solomon Bitok being recalled to the team alongside Ontere, Martin Kiptoo of Coop Bank and Nafula Chumba from Kenya Defence Force. Only Cooperative Bank’s Ronald Bitok was reconsidered in the Centre blocking position. Both Hudson Chesoli, Wesley Rono, Ronald Kirwa, Dennis Mokua have been shown the door. The new faces for that position include Prisons Mombasa’s Jimmy

Ngala who was chopped from the last squad by coach Geoffrey Omondi and Gideon Kirwa of Kenya Defence Forces, Kenya Ports Authority’s Sammy Ngeny, Rodgers Kipkirui and Shadrack Misiko On the left, the sword fell on Nicolas Kiplagat, Bonventry Wekesa and Michael Njoroge. The position however saw the return of Cornelius Kiplangat (GSU) who will be fighting for the same place with Mwaniki, David Thuita (Forest Rangers), Sila Kipruto and Jairus Kipkosgei bot of Prisons. Gitau also did away with liberos Peter Kibata and Faustine Baraza but handed Muiruri, one of the best upcoming liberos a chance alongside James Mutero and Sam Juma.

Africa will field third candidate in the 2016 Fifa presidential elections after Liberia FA president Musa Bility successfully submitted his candidacy for February, 2016 elections. He joins South African Tokyo Sexwale who announced his bid to run last Saturday alongside that of former Nigeria international Segun Odegbami who announced his candidacy last month. If their papers are accepted, the trio will be second generation of African to formally stand for the Fifa presidency, after reigning CAF president Issa Hayatou - currently the acting Fifa president given Sepp Blatter’s suspension - tried and failed in the 2002 elections. Bility campaign manager, Edwin Snowe, met with Fifa’s acting Secretary General Marcus Kattner on Monday morning at the world governing body’s headquarters in Zurich. Musa Bility joins Prince Ali Bin al-Hussein of Jordan, former Trinidad and Tobago international David Nakhid, one-time Fifa deputy secretary general Jerome Champagne and Michel Platini in registering for February’s elections.

Champion Hamilton wants F1 return to Africa

Three-time world champion Lewis Hamilton has called for Formula 1 to return to South Africa. Hamilton, 30, won his third world title after a 10th victory of the season at the US Grand Prix on Sunday. “I would love for it to be in South Africa. They are great sporting fans and are just petrol-heads who love cars,” Hamilton told BBC World Service. The South African GP featured 23 times on the F1 calendar following its debut in 1962, but was last staged in 1993. “I would love to go there, it would be absolutely insane,” the Mercedes driver added. Hamilton made history by becoming the first black F1 driver when he made his debut for McLaren in 2007. He has since gone on to win 43 races en-route to claiming his three world titles. “This is the first time that black South Africans have had someone to relate to in this sport. I feel incredibly privileged to be at the front of that.” The 2015 season equals the longest ever campaign with 20 races. The next race is in Mexico City this weekend before moving on to Brazil and the season finale in Abu Dhabi.

Kenya hockey side to play host SA in Olympics qualifiers semis The national men’s hockey team will face South Africa on Saturday in the semi-final match of the ongoing Africa Cup of Nations cum Olympics qualifiers in Johannesburg, South Africa. Kenya landed the African champions after falling 4-1 to Egypt last Monday a loss that dampened the country’s long walk back to Olympics since 1988. While the Olympics light seem to deem with each passing day in the men’s camp, their women’s counterparts, consisting mostly

of first timers at such competition look set to securing the ticket following their third win in the competition. Morale at the men’s camp is low. Allan Inungu will be missing the match after picking a nasty head injury after he was hit by hockey stick. The current situation should worry coach Meshack Senge who was 14 when Kenya last took part in the Olympics. Kenya opened their run with a 2-0 win over Namibia before thrashing neighbours Tanzania 5-0 thanks to

efforts by Audrey Omaido, Betsy Ommala, Yvonne Karanja, Anne Juma and Caroline Guchu. George Mutria, who was recalled back to the national team after serving almost a year in suspension, scored Kenya’s lone goal in the match against Egypt who also beat them at the semi-final of this competition last year in Nairobi. Mahmoud Mandouh struck twice from a penalty corner with Ahmed Elnaggar and Ahmed Mohsen scoring the other goals for the Pharaohs.

Egypt lead Pool B with six points from two matches while Kenya is second with three points from two matches. Both Kenyan teams will have a rest day before Kenya men’s side take on Tanzania on Friday as Botswana play Zimbabwe today. Tanzania will play Nigeria with Ghana clashing with the host in the men’s category. In the women’s fixtures Ghana has Tanzania, Namibia against Nigeria while South Africa will play neighbours Zimbabwe.

Williamson picks Gor player for Cape Verde tie After losing several talents to foreign countries, Kenya has finally retaliated by snatching Ugandan-born Innocent Wafula who was named in Harambee Stars squad for the forthcoming Fifa World Cup qualifier. Wafula’s nationality has been a subject of controversy in the domestic league with some saying he’s Kenyan while others claim the Gor Mahia midfielder is Ugandan. Wafula, however, clarified that he is Kenyan born in Busia boarder, in the Ugandan side and has since acquired a Kenyan Passport making him eligible to play for Stars in the forthcoming qualifiers against Cape Verde. Kenya lost Liverpool striker Divock Origi to Belgium. Williamson named Wafula to Stars’ 31-man provisional squad yesterday evening alongside five other new faces including Ulinzi Stars duo, full-back Brian Birgen and Omar Mbongi, Nzoia United forward Mark Bikokwa, KCB’s Chrispinus Onyango and striker Calvince Omanga Palos FC. Stars are expected to begin preparations ahead of Cape Verde clash and the CECAFA. Meanwhile, aspirants for the forthcoming Football Kenya elections have until October 28 to pay their nomination fees and collect the forms from the federation’s election board. The polls which were initially set to take place on November 13 was pushed to December 10. FKF Elections Board made the deliberate move last Friday in what has been termed as ‘delaying tactics’ to help the government sort out the mess at the FKF ßsecretariat rocked by illegality claims, following the expiry of the 60-day notice by sport dispute tribunal to the federation to register with Sports Registrar. The new schedule has also affected the branch and sub-branch elections whose dates have been adjusted by a month, and will now be held on November 26 and December 3 respectively. According to the Board’s secretary, Irene Tindi those candidates vying for the Presidency and vice presidency respectively will part with Sh50,000 while aspirants for National Executive Committee positions will pay Sh25,000 with branch officials remitting Sh10,000 and sub-branch aspirants Sh5,000.

Chelsea manager Mourinho stares at dugout ban over official’s rant Chelsea manager Jose Mourinho has been charged with misconduct by the Football Association (FA) over his language and behaviour in Chelsea’s 2-1 defeat to West Ham United. Mourinho was sent to the stands after going to speak to referee Jon Moss in his room at half-time on Saturday. Moss allegedly denied Chelsea a clear goal from Kurt Zouma equalizer after goal line technology ruled otherwise. Both clubs have been charged for failing to control their players and have until Thursday to respond to the charges. Chelsea are already facing a Sh2.5 million fine for receiving more than five bookings during the game as well as the two yellow cards given to Nemanja Matic. Chelsea also had Cesar Azpilicueta, Willian, Cesc Fabregas, John Mikel Obi and Diego

Costa booked at Upton Park. Mourinho’s assistant Silvino Louro was also dismissed during the match and has been charged with misconduct in relation to his behaviour in the technical area. The club is also going to be asked by the Premier League to explain why Mourinho did not take part in the postmatch news conference. On Friday, Mourinho warned that his relationship with the media would be changing after phone camera footage of him in west London was published. Mourinho watched most of the second half from the directors’ box at Upton Park, but disappeared shortly after Carroll headed home West Ham’s winner to make it 2-1, and did not reappear to fulfil his post-match press duties. The Premier League have confirmed that

should a club fail to undertake media obligations, the governing body will write to them to obtain their reasons before deciding on any sanction. It added that this can range from a warning to a fine, with each case looked at on its merits. The FA is awaiting referee Moss’s report on the game, which is expected to detail why Mourinho was sent off. Mourinho also received a suspended stadium ban this month, imposed for claiming officials were ‘afraid’ to award his team penalties in the aftermath of the 3-1 home defeat by Southampton on October 3. The defeat was Chelsea’s fifth in 10 league games this season and leaves the reigning champions in 15th place with 11 points, 11 behind leaders Manchester City.

KENYA MEN’S VOLLEYBALL TEAM COACH NAMES SQUAD FOR OLYMPIC QUALIFIERS

helsea will travel to the Britannia to take on Stoke City in the Capital One Cup barely three days after their 2-1 disappointing loss to West Ham in the EPL last Saturday. Tonight’s match is a must-win for the under pressure Blues who’s had a bad start to the season and manager Jose Mourinho knows the importance of this cup now that they are 11 points adrift of leaders Manchester City in the league. Capital One Cup, it is now a competition that Chelsea should allocate resources to winning because it represents an opportunity to not only win a trophy, but to automatically qualify for Europe should they fail to break into top four. While Stoke are also entering the game on the back of a loss, the Potters will be licking their lips to play Chelsea in their current form. Manager Mark Hughes revealed as much during his post-game press conference at the weekend. Manchester City manager Manu-

el Pellegrini will visit the Stadium of Light as City face Sunderland while Manchester United will be at home against Middlesbrough tomorrow. United have done well recently with a 3-0 victory over Everton in the Barclays Premier League, followed by a 1-1 draw away to CSKA Moscow in the UEFA Champions League, then a 0-0 draw against Manchester City in the league. Arsenal will face Sheffield United. Sheffield, unbeaten in last eight matches played in all competitions are in fine form, scoring 12 goals in five wins and three draws, but they must take into account that they conceded half of what they scored in the process. Midfielder Jack Wilshere, Danny Welbeck and Tomas Rosicky are still side-lined with injuries. However, Per Mertesacker is available for selection after missing the Everton clash due to illness.

Blues face Stoke in Capital One
