t least nine Tanzanian government ministers have lost their parliamentary seats to the Opposition’s Ukawa coalition, partial results from Sunday’s vote show. It is the biggest shock of the election so far which is the most competitive in the country’s history. Although the ruling party’s candidate John Magufuli has taken a comfortable lead over his closest challenger, correspondents say the loss is a big blow to the governing Chama Cha Mapinduzi (CCM) party. But it is too early to predict who will win the election as there are many results still to be declared. The electoral commission is expected to announce the final results tomorrow. Agriculture minister Stephen Wasira, a veteran CCM politician of over three decades, is among the high-profile ministers who lost their seats in Sunday’s election. Others include Investment minister Christopher Chiza, Deputy Health minister Stephen Kebwe and Deputy Education minister Anna Malecela. Observers from the European Union have given a positive assessment of the polls. Country’s borrowing yet to reach alarming levels, says CS Rotich

The country’s borrowing level is not posing a crisis to the country’s economic growth, National Treasury Cabinet Secretary Henry Rotich has said. He said the debt level at the moment is okay even as he promised that the banks’ lending rates are also set to go down within a week. “We have no crisis at all as claimed by many people out there, our debt level is okay and the government is doing all it can to repay them without hurting the economy,” he said. Rotich accused the Opposition of hyping their figures over the borrowing level of the government. “The government is not overspending nor over-borrowing as claimed, all the figures out there are being hyped,” he said. “I know the level of interest rates in the country at the moment is unacceptable, but it will go down. The Treasury is working with the Kenya Revenue Authority (KRA) to fix the challenges and also meet our revenue collection target,” he said. Rotich last week during the taxpayers’ awards ceremony said the ministry has implemented several revenue reforms to streamline administrative systems and improve efficiency in tax collection and taxpayers’ service. “We have made tremendous progress on these fronts especially with electronic filing of taxes (itax). The Kenya National Examination Council (Knec) could be on the chopping board, this after Mbooni MP Kisoi Munyao filed a motion seeking its disbandment. Munyao said the exam body has lost its credibility following the massive leakage of the ongoing Kenya Certificate of Secondary Education (KCSE) exams. The legislator said the continual denial of Knec that there is no leakage in the exams is casting the country’s education into doubt. “The exam body has lost its credibility and this is a gross concern to the country because the ongoing event is casting the country’s education into doubt,” said Munyao. Lack of co-operation to blame for rising police executions Lack of co-operation between the police and the Kenya National Commission on Human Rights (KNCHR) has been blamed as the one of the major causes of extra-judicial killings in the country. Thug shot dead as officer stabbed in Kariobangi estate A police officer was last night stabbed and wounded in an attack by suspected thugs in Kariobangi, Nairobi. One suspect was shot dead in the drama as police tried to arrest a gang that had been attacking and robbing motorists and pedestrians. Police said they received a tip-off of thugs harassing locals after the evening rains and rushed to the scene. The gang resisted arrest and confronted the officers and in the process one officer was wounded. Police said the other suspects managed to escape on foot.

Police probing two City suicide incidences Police are investigating two separate incidents in which two people committed suicide in Nairobi. The first incident occurred in Dandora where a body of a man was found hanging in his bedroom with a suicide note on the table. The note said the man took his life because of hard life in the city. Another body was found in a house in Huruma area after a family squabble. Police say they are investigating both incidents. The bodies were taken to the mortuary. Elsewhere, a man was electrocuted after he stepped on a live wire as he walked home in Mukuru kwa Njenga slums. The live wire had been exposed due to the illegal connections and heavy rains in the city last evening. Police have decried high cases of illegal power connections in the city slums for rising cases of electrocution.

Nairobi patients flock Kiambu hospitals as strike bites Patients from the city are now seeking treatment in Kiambu County hospitals as strikes and go-slows by nurses in Nairobi hospitals continue. The constant work boycotts by medical personnel in Nairobi has seen many patients throng Kiambu County for treatment. Nurses at Mama Lucy, Mbagathi and Pumwani hospitals have been on a go-slow for two days throwing the provision of healthcare services in the county into a crisis, leaving Kenyatta National Hospital (KNH) as the only public provider of healthcare services in the city. Officials at KHN say the facility is already overwhelmed. Authorities at Mbagathi hospital have admitted that indeed there was a delayed salaries for the nurses due to the ongoing economic cash crunch. The problem however has been handled and the workers paid. “It is true there was a crisis over delayed salaries, but it was sorted out. There were also workers who their salaries had delayed since they were put in wrong job groups,” said Mbagathi hospital’s Medical Superintendent Andrew Suleh. Kiambu Governor William Kabogo have already raised concern over the upsurge of patients from Nairobi seeking treatment in the county. “Many patients from Githurai 44, Kariobangi, Mathare and other areas have continuously been seeking treatment here because our facilities are the best and we have drugs all the time,” said Kabogo. “I know many are asking why we are employing new nurses while there is cash shortage, but it is because we are committed to providing health services to everyone in the county,” he said. The governor said Kiambu resources and personnel are currently overstretched and urged Nairobi Governor Evans Kidero to restore normalcy in Nairobi hospitals to reduce the number of patients crossing over to Kiambu. Speaking yesterday at the county headquarters in Kiambu town, where he issued 50 new nurses with appointment letters, Kabogo said he has tried to reach out to Kidero and hope the mess will be soon sorted out.

Ivory Coast’s Ouattara wins second term Ivory Coast’s President Alassane Ouattara has won a second five-year term with nearly 84 per cent of the vote, electoral commission officials say. Ouattara won a total of 2,118,229 votes, or 83.66 per cent of votes cast, the commission said. Turnout was 54.63 per cent. Several opposition candidates pulled out of the campaign, complaining that it was not free and fair. The last vote in 2010 was bitterly contested and resulted in a civil war in which 3,000 people lost their lives. Ouattara required more than 50 per cent of the vote to avoid a run-off. Early data coming out of trials of ivermectin in Burkina Faso suggest it leads to 16 per cent fewer cases of childhood malaria. ICC urges India to arrest al-Bashir The International Criminal Court has asked India to arrest Sudanese President Omar al-Bashir in yet another attempt to nab the wanted leader. Al-Bashir is among African heads of State invited to attend the third India-Africa Forum Summit in New Delhi. The Hague-based court urged India to arrest Bashir and surrender him to them to face charges of crimes against humanity. Al-Bashir faces two ICC arrest warrants, issued in 2009 and 2010 over attacks that deliberately and systematically targeted civilians in violation of international law as part of the Sudan government’s counterinsurgency policy in Darfur. The UN estimates that 300, 00 people have died in the area since 2003. UN secretary general Ban Ki-moon, along with the US and the EU, have called on the leader to be detained. India, which is not a signatory to the Rome Statute that established the ICC, is not bound by the treaty that establishes the court to cooperate. But the United Nations Security Council has urged every country to cooperate with the Darfur cases. Security Council Resolution 1593 of 2005, which referred the situation in Darfur to the ICC, “urges all States and concerned regional and other international organizations to cooperate fully” in the ICC’s investigation. A similar attempt to arrest Bashir failed when he travelled to South Africa last June for an African Union summit chaired by the Zimbabwean president, Robert Mugabe, and flew back to Sudan from a military airport just outside Pretoria, as a local court was hearing an application that would force the government to arrest him. Following the failure to arrest him, ICC prosecutor Fatour Bensouda wrote to the

United Nations Security Council criticising the African Union for being hypocritical regarding the charges facing al-Bashir at the ICC. In her statement, Bensouda said the AU recognised the court’s mandate to end bloodletting in Darfur in 2009 and it should,

therefore, support efforts being made to bring those responsible to book. The failure of the South African government to arrest Omar al-Bashir, the Sudanese president accused of genocide, is a betrayal of Nelson Mandela’s legacy, says a former adviser to the UN secretary general.

US signals shift in anti-IS campaign

The US has indicated a shift in its campaign against Islamic State (IS) militants in Iraq and Syria, including the use of direct ground raids. Defence Secretary Ash Carter said there would also be more air strikes against “high-value targets”. Observers say his comments reflect acknowledgment of the lack of progress in defeating the militant group. Separately, US says Iran is being invited for the first time to international talks over Syria’s war. Carter’s comments, made to the Senate Armed Services Committee, come a week after USIraqi forces rescued dozens of hostages held by IS in Iraq. “We will not hold back from supporting capable partners in opportunistic attacks against ISIL or conducting such missions

directly, whether by strikes from the air or direct action on the ground,” said Carter, using an alternative acronym for IS. “We expect to intensify our air campaign, including with additional US and coalition aircraft, to target ISIL with a higher and heavier rate of strikes,” he said. “This will include more strikes against ISIL high-value targets as our intelligence improves.” A US-led coalition began air strikes against IS positions in Iraq and Syria last year. President Barack Obama said the objective was to “degrade and ultimately destroy” IS. Although President Obama has not committed ground forces to Iraq, US has about 3,500 troops in the country who have been helping to train Iraqi forces and also have a limited

combat role. Russia started its own air strikes in Syria at the end of last month, saying it wants to help President Bashar al-Assad defeat IS and other extremists. Washington has, however, strongly criticised the Russian campaign, arguing that it has been focused on rebel opposition fighters and that it will only fuel more extremism. Carter said the fight against IS would now concentrate mostly on Raqqa, the militants’ declared capital in Syria, and Ramadi, the capital of Anbar province in western Iraq. He did not divulge the circumstances under which the US might carry out operations on the ground on its own. “[But] once we locate them, no target is beyond our reach,” he said.

Kenya among countries with improved business reforms Kenya is among developing economies that have quickened the pace of its business reforms during the last 12 months to make it easier for local businesses to start and operate, the World Bank Group’s annual ease of doing business measurement has shown. The report, dubbed Doing Business 2016: Measuring Regulatory Quality and Efficiency, finds that 85 developing economies implemented 169 business reforms during the past year, compared to 154 reforms the previous year. High-income economies carried out an additional 62 reforms, bringing the total for the past year to 231 reforms in 122 economies globally. The bank says majority of the new reforms during the past year were designed to improve the efficiency of regulations by reducing both their cost and complexity, with the largest number of improvements made in the area of Starting a Business, which measures how long it takes to obtain a permit for starting a business and its associated processing costs. EU Parliament calls for new car pollution tests The European Parliament weighed into the controversy over Volkswagen AG’s deception on car pollution, saying a planned tougher testing regime in Europe should take full effect within two years. The European Union assembly said auto companies should not exceed the EU limit for harmful emissions by the end of 2017, reports Bloomberg. This is a tougher stance than many EU governments and the European Commission, the bloc’s regulatory arm, have taken as

The commission is proposing to let real-world nitrogen oxide emissions exceed permissible discharges by as much as 60 per cent for a further two years until September 2019, when the actual EU limit of 80 milligrams a kilometre would be enforced. This is according to two officials who spoke on the condition

of anonymity because the deliberations are private. ‘’Many EU nations including Germany want more leeway for carmakers to overshoot the limit starting in September 2017,’’ said one official. “The reliability and robustness of the test procedure for vehicles is of crucial importance for the attainment of the emission limits and thereby for the protection of public health and the environment in the EU,” the 28-nation Parliament said in a non-binding resolution approved on Tuesday in Strasbourg, France.

The assembly said any overshoot of the EU limit on nitrogen oxides in road tests should reflect only the possible tolerances of the emissions measurement procedure in place by 2017. Europe is trying to balance consumer and producer interests a month after Germany-based Volkswagen admitted to having fitted diesel engines with software to cheat U.S. checks on nitrogen oxides emissions. The company’s deception is potentially politically explosive in Europe because more than half the

cars in the region are powered by diesel and many EU nations have struggled to meet clean-air goals meant to tackle human sicknesses and premature deaths. The phone-maker’s revenue was up 22 per cent compared with the same period last year. It sold over 48 million iPhones in the period, represented a record for its fourth quarter sales, adding that 2015 was its most successful ever year, the BBC reports. “The growth was fuelled by record fourth quarter sales of iPhone, the expanded availability of Apple Watch, and all-time records for Mac sales and revenue from services,” the company said in the earnings release. The iPhone has been cited as a major driver, fuelling Apple’s earnings. It accounted for more than half of the company’s revenue in the quarter and a greater portion of Apple’s profit.

Imperial Bank can be resuscitated, CBK assures Central Bank of Kenya has said Imperial Bank is viable and is looking at options that will lead to the bank’s reopening. “The receiver for Kenya’s privately-owned Imperial Bank Limited (IBL) found substantial fraud but the bank is still viable and shareholders are considering a proposal to inject capital’’ CBK said. Imperial Bank was put under receivership this month after the board alerted CBK of malpractices at the midsized lender, rattling the financial community. However, CBK has said it had received a report from the Kenya Deposit Insurance Corporation (KDIC) confirming fraudulent activities of substantial magnitude and misrepresentation of Imperial Bank’s financial statements, Reuters reports. “The fraudulent activities have resulted in a significant shortfall in IBL’s capital position,” the Central Bank of Kenya said in a statement, adding that it and the receiver still considered Imperial Bank to be viable. In order to reopen the bank, CBK says shareholders will have to inject new capital to meet the capital shortfall. “Shareholders requested to consider the proposal over the next few days and to come back with an implementation plan for the way forward,” it said.

Pesticides still leading cause of food poisoning A group of researchers from the Kenya Agricultural and Livestock Research Organisation (Kalro) has urged farmers to use biological control methods to curb chemical farming-related health hazards. The move comes after a research by Kenyatta University revealed that at least 60 per cent of patients at Kenyatta National Hospital have pesticide residue in their blood, attributed to the chemicals used in vegetables and fruit farming across the country.

This study was conducted after an earlier one by a referral hospital in 2003, which ranked pesticides as the leading cause of food contamination and poisoning across the country. The study, which appeared in the East and Central African Journal of Pharmaceutical Sciences, indicated that pest and insecticides account for 43 per cent of food poisoning in Kenya with a mortality rate of 7 per cent. Apart from minimising health

hazards, biological methods do not only double the output, but also lower the production costs. World Health Organisation (WHO) has also attributed the hazards to Deltamethrin and lambda-cyhalothrin contained by most vegetables grown chemically across the globe which exceed the Acceptable Daily Intake (ADI) and higher than maximum Residue Limits (MRL). Due to the named factors, agriculture stakeholders are

informing vegetable farmers on the importance of biological means of controlling pests and insects in order to curb the growing health problems that are slowly eating into the lives of vegetable consumers. In fact, the World Health Organization’s cancer research unit now suggests that red meat is to some extent carcinogenic, stating that a mere 50 gram of red and processed meat increases a person’s risk of developing cancer by 18%. While the Western world may now be forced to either die of starvation or die of cancer given the heavy prominence of red meat in their diet, in Kenya we are lucky enough to exist on an agriculture backdrop, which means there is still hope for us. This is despite the fact that we have taken for granted the wide availability of the recommended cancer-avoiding diet consisting of leafy veggies and nuts in our country and instead, we have developed a strong affinity for the very same food products that are killing us more than AIDs, malaria and TB combined. In the past, we have also been advised to

avoid eating wheat products such as pastries and baked foods which have also been connected to cancer which leaves everyone wondering, what exactly are we supposed to eat then? Nutritionists recommend the Mediterranean diet. As the name suggests, this is a green oriented diet which is heavy on vegetables, beans as a protein source and unrefined cereal for carbs with the allowance of only white meat (fish and poultry) several times in a week, all cooked in olive oil. Health experts assert that observing this diet guarantees a longer life with low cancer, diabetes and cardiovascular disease risk but everyone else thinks otherwise. A large percentage of people worldwide have maintained that they have no intention of changing their meat consuming habits despite the WHO warning, suspecting a conspiracy to devoid the human race of the ‘good things in life’, adding that cancer is a bad-luck-disease and after all, everything gives you cancer nowadays. In Kenya, nyama choma dens are probably planning on taking WHO to court to bar them from making such proclamations while all merry makers believe it is a false alarm, but is it? Cancer patients, survivors and those who have lost loved ones to the disease know better, however. Risk factors need to be taken seriously. So what is left to eat?

Weight loss

The types of carbs you eat are very important. Instead of indulging in fine grains, opt for whole grain instead because they are full of fiber and they make you fuller for longer. The fiber in whole grain is also important as it helps in the digestion process. Eating the right kind of carbs will help you manage your weight.

This work out tightens the obliques or love handles. Lie on your back and bring your knees to a 90-degree angle. Put your hands behind your head and curl it towards your body making sure your head is at a neutral position. Bring the right knee towards your left elbow, hold, and then repeat.

FKF seeks tribunal help to extend registration dates Sports Dispute Tribunal has suspended the 60-days registration notice to Football Kenya Federation (FKF) by one week. The deadline which was set in August 28 expired last night, automatically rendering FKF illegally in office. The yesterday’s ruling comes after FKF moved back to the tribunal seeking extension of the dates “until after elections” to give them ample time to put their papers in order. In a statement sent to newsrooms yesterday, FKF executive committee said they will hold a meeting with FKF election board to discuss “pertinent matters and streamline salient issues including but not limited to, the proposed revision of the Electoral Calendar.” The electoral board last week moved the elections date to December 8 from November 13, but it is not clear what FKF want to discuss having made it clear that they are not objecting the new dates. While the decision whether the court will admit the extension will be made next week, the situation leaves Sam Nyamweya-led group on the cliff after Sport ministry told them to either comply with the law or risk being deregistered. FKF aspirant Gor Semelang’o has also threatened to register a new federation after FKF failed to beat the July 31, 2014 deadline as per Sports Act 2013 which required all sports federations and clubs to re-register to be recognised by the government. Failure to abide by the law, those bodies risk losing funding from the government. Meanwhile, Chemelil Sugar and City Stars may find themselves in the FKFPremier League after the federation announced yesterday that four teams will be relegated to the second tier league. Investigation underway in money laundering claims against Fifa Money laundering claims against Fifa are being investigated by the Serious Fraud Office, Fifa director said The Football’s world governing body has been at the centre of corruption claims since the summer, after United States prosecutors charged its officials with graft-related cases. “We are still examining issues around possible money laundering,” SFO director David Green said, adding that the organisation had no jurisdiction to go after Fifa under bribery laws.
