(Narok North), Korei Lemein (Narok South), Patrick Ntutu (Narok West) and Johanna Ngeno (Emmurua Dikkirr), were arrested yesterday after turning up at CID Headquarters to record statements over Monday’s protests in Narok town. Two people died in the violence.

Angry youth had on Wednesday protested the arrest of the MPs. The rioters this morning clashed with police in Narok town, Ewaso Ng’iro and Katakala trading centres as the protests spilled over to other parts of the

county. Two people were taken to Olulung’a District Hospital with serious cuts sustained during clashes at Chepalungu village. The youth blocked the Nairobi-Narok road and the route leading to the Masai Mara Game Reserve whose revenue is at the heart of the chaos. Meanwhile, Tobiko directed speedy investigations into allegations of corruption against Governor Samuel Tunai. After the political leaders were booked at Muthaiga Police Station on Wednesday, lawyer Martin ole Kamwaro said police were planning to charge the legislators with incitement. The magistrate later released the five on a cash bail of Sh500,000 each. The five were ordered to appear in court on February 13.

Narok Governor dismisses fraud claims Narok Governor Samuel ole Tunai has denied claims that he has misappropriated the county’s tourism resources. Speaking in Nairobi when he addressed the Senate Finance and Budget Committee members in response to a petition by locals who have questioned his integrity, Tunai said the accusations were based on witch-hunt. He said he had sealed loopholes used by cartels to pocket funds collected from the vast Maasai Mara National Reserve. “They were printing receipts so that when tourists come, they could sell 90 per cent of their own and 10 per cent to the county government. President Uhuru jets out for Addis AU summit President Uhuru Kenyatta leaves the country today for Addis Ababa, Ethiopia, to join other African leaders for a two-day Heads of State and Government of the African Union for the 24th Ordinary Session that starts tomorrow. Kenyatta will be accompanied by First Lady Margaret Kenyatta who will attend the Organisation of African First Ladies Against Aids (OAFLA) General Assembly on the sidelines of the AU meeting. Uhuru will join a Kenyan delegation led by Foreign Affairs and International Trade Cabinet Secretary Amina Mohamed which is already in Addis Ababa. The International Criminal Court (ICC) question and the recent Ebola crisis in West Africa are top on the agenda as the leaders seek to set up an African court to deal with disputes and human rights abuses committed on the continent. Ms Amina said Kenya has strongly pushed for a comprehensive

overhaul of the Rome Statute to ensure its mechanisms duly recognise the African realities and socio-political context on conflict resolution, justice, accountability and political stability. And because the efforts did not succeed largely because of resistance by Western interests, Mohamed said Kenya has indicated it will associate itself

with initiatives to set up an African International Justice mechanism that delivers African solutions to local problems. The CS said the mechanism is nearly complete after proposals were floated during the 23rd Ordinary Session of the AU summit in Malabo, Equatorial Guinea last June. The guidelines were developed under the Malabo

protocol. Kenya has signed and ratified the proposed African mechanism and her delegation will push for this agenda at the summit. Amina said Kenya believes in an African solution because The Hague experience has failed to register major achievements. “We (Africans) have better ways to develop our own judicial mechanisms. We need to build capacity for own our mechanisms” said Mohamed when she briefed journalists at the AU headquarters. The AU Assembly is a semiannual meeting of the heads of states and government where most important decisions of the 53-member States are made. The AU Assembly brings together all the African States except Morocco which is not a member of the union. The government will spend Sh2.5 billion to pay examination fees for primary and secondary school candidates each year, President Uhuru Kenyatta has said. President Kenyatta said the government has also increased funding to education, with secondary school education receiving Sh28 billion this financial year. Free Primary Education, he disclosed, has been allocated Sh13.8 billion, an increase of Sh4 billion from the previous allocation. “Key among them are the Millennium Development Goals, Education For All, the United Nations Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child,” he said. President Kenyatta spoke when he launched the nationwide implementation of Tusome Early Literacy Programme, a basic education initiative geared towards improving reading skills of 5.4 million Kenyan Children at Ruai Primary School in Nairobi. Affirming the Government’s commitment to promoting quality education, the President said it was for this reason that Kenya ratified has many international and regional conventions. He pointed out that education is not only a basic right recognised in law, but

a “cardinal aspiration of every individual in the country”. President Kenyatta said successive governments recognised, shared and supported this aspiration and that his is no exception. He said Kenya’s robust support for various domestic and international initiatives aimed at the attainment of universal, high quality education was a result of the national consensus on the importance of education. President Kenyatta however, said for education to deliver national socio-economic transformation, it must be universally accessible and capable of empowering the people. He said that the government will also review the policy and legal framework governing education. “The aim is to eradicate wastage and inefficiency associated with conventional curricula, and embrace quality and progressive teaching,” he said. He noted that education is a proven way of reducing poverty and guaranteeing the path to wealth creation. “Education is a guarantor of cohesion, integration, stability and peace. Our investment in education is a strategic investment in a brilliant future for our country,” he added.

A suspected thug was lynched after a foiled attempt to rob passengers in a matatu along Jogoo Road. Three men who had posed as passengers but later turned out to be thugs tried to attack a matatu as it ferried passengers to the city centre when other commuters turned on them. They grabbed a toy pistol that they had and beat up the men before the other two escaped on foot. One of the thugs was lynched before police arrived.

Sydney siege victim killed by Police bullets, inquest hears Only one of the Sydney siege victims was shot by the gunman. The second killed by fragments of police bullets fired when officers stormed the cafe, an inquest has heard. The revelations, which came in the opening day of an inquest into the 16-hour siege of a central Sydney cafe, are likely to further fuel questions about how New South Wales Police responded to the December 15 incident, especially their choice of weapons. Of the five shots fired by Man Haron Monis, a self-styled Muslim cleric who took 18 people hostage, only one found a target, counsel assisting the coroner Jeremy Gormly told the inquest. Monis shot and killed cafe manager Tori Johnson execution-style, prompting police to storm the cafe in the early hours of December 16, Gormly said. All the injuries that followed, two fatal, including those to Monis, and four non-fatal -- were caused by police fire, according to the evidence. The inquest is expected to examine whether the deaths of Johnson, the cafe’s 34-year-old manager, and Katrina Dawson, a 38-year-old lawyer, could have been prevented. Addressing those at the hearing, which was closed to the public but open to hostages and victims’ fami-

lies, Gormly outlined the events that led to the deaths of Johnson, Dawson and the gunman. He said the first killing, of Johnson, occurred at about 2.14 a.m. -- shortly after a group of hostages fled the cafe. Gormly described an execution-style killing, in which Monis ordered Johnson to kneel, then “simply shot him, without further notice or warning, in the back of the head.” “The end of the barrel was about 75 centimeters from Mr Johnson’s head at the moment of discharge,” he said. “Mr Johnson is believed to have died immediately.” The killing was witnessed by a police marksman, resulting in an immediate order to force entry, he said. Police then shot out the glass doors and windows, threw in 11 “distractors,” producing flashes and bangs, and two armed tactical response officers entered, firing 22 shots. At least two police bullets or bullet fragments struck Monis in the head and 11 other police bullets or fragments hit his body, killing him instantly, said Gormly. But their rounds ricocheted off the hard surfaces in the cafe, killing Dawson and injuring three other hostages and one of the response team, who was struck in the face.

Co-pilot manned AirAsia Flight when it crashed, investigators say When AirAsia Flight QZ8501 crashed, the co-pilot was flying the plane. The pilot was monitoring the flight. And things may have gone wrong in a span of just three minutes and 20 seconds. That’s the assessment of Indonesia’s National Transportation Safety Committee. In a news conference Thursday, the agency released new details on the flight that crashed December 28 in the Java Sea as it flew from the Indonesian city of Surabaya toward Singapore. There were 162 people on board. The plane had been

cruising at 32,000 feet. Around 11:12 p.m. UTC (coordinated universal time), the pilot asked the control tower whether it could ascend to 38,000 feet, according to the committee. The plane was veering left and wobbling, said Ertata Lanang Galih, a senior pilot and investigator with the committee. Flight QZ8501 then ascended 37,400 feet in about 30 seconds in a steep ascent, said Mardjono Siswosuwarno, the chief investigator for the transportation committee. The stall warnings -- which blare the words “Stall, Stall” -- went on as the plane

started the steep climb and continued until it crashed, according to information on the flight data recorder. The voice warning doesn’t always mean the aircraft has stalled, said Mardjono. The warning gets triggered when the plane’s nose climbs more than 8 degrees. The plane descended quickly, dropping to 24,000 feet out of radar detection. Air traffic control permitted the plane to ascend to 34,000 feet about four minutes after the pilot’s initial request. The plane was in good condition and the crew were all cer-

tified, said Mardjono. Officials have said previously that the aircraft climbed rapidly before it fell into the water. Investigators have submitted their preliminary report into the crash, officials said. But Tatang Kurniadi, the chief of the National Transportation Safety Committee said they would not release the preliminary report during a Thursday news briefing. It’s unclear when the initial report will be released fully to the public. The co-pilot, Remi Emmanuel Plesel, had less experience than the captain.

The National Transport and Safety Authority (NTSA) yesterday suspended the operating licences for Daima Connection Ltd and Rengcom Communications Ltd following the involvement of their vehicles in fatal accidents on Saturday. Daima had its night time operating licence suspended while Rengcom had both its day and night time operating licences suspended. “The public is hereby advised not to board vehicles registered under Rengcom Communications Ltd and not to board vehicles registered under Daima Connection Ltd between the hours of 6pm and 6am until further advised,” the authority stated. Daima Connection it said, also risked losing its day time operating licence, should it fail to present all its vehicles for inspection within seven days. Other SACCOs were cautioned against admitting any of the vehicles registered under the two companies without the prior approval of the authority. The two companies whose vehicles were involved in two separate fatal accidents along the Mai Mahiu-Narok road, the authority stated, would only

have the suspensions lifted when they, “fulfil all the conditions imposed on them by the authority.” The authority explained the decision was reached following investigations into two separate fatal accidents that both occurred along Mai Mahiu-Narok road on January 24. Suspension of operating licences is a measure the authority has taken against other SACCOs in the past whose vehicles have been involved in fatal road accidents or most recently, whose crew members have been involved in indecent behaviour. Public Service Vehicle operators have however termed such action as punitive as it punishes the whole for the mistakes of a few, putting hundreds of the crew members in their employ out of work for the duration of the suspensions and the vehicle owners out of business; leading a few to seek remedy in the courts. The authority however maintains that grounding an entire SACCO’s fleet forces them to be their ‘brother’s keeper,’ and has resulted into more responsible behaviour on the roads and fewer accidents.

FastJet to hire 80 staff as firm enters Kenyan market FastJet, the latest low-cost airline to enter the Kenyan market, says it will start flights from Kenya within six months of receiving a permit from the Kenya Civil Aviation Authority. Speaking earlier in the week, General Manager for East Africa Jimmy Kibati said:

“The industry is growing together with the middle class as people are using airlines even to visit friends.” FastJet will hire up to 80 workers, Kibati said. The carrier has started hiring senior staff, including heads of flight operations, cabin crew, safety and quality.

The first phase of FastJet’s entry into the market is likely to involve flights from Dar es Salaam, Tanzania, to Nairobi. “We are waiting for both states to renegotiate the bilateral agreement so that they can allow FastJet Tanzania to fly to Kenya,” Kibati said.

Senior economist Anne Fruttero spoke about small farmers in Kenya’s highlands, where low fertilizer use has been frustrating crop yields. Speaking on Wednesday, Fruttero said some farmers fail to apply fertiliser and sell crop at harvest time. Although they can afford it, many farmers do not stock manure and end up paying higher prices after demand rises. Fruterro was referring to a World Bank report dubbed “Mind, Society and Behavior” released last month. The report says individuals fail to act rationally. months as goods that leave the country by rail, air or water will be affected by the crisis. Experts from global research firm, Business Monitor International, say job losses are also expected. “Kenya’s key export sectors will continue to post relatively weak growth over the medium term, exerting a drag on the country’s trade balance and the freight industry,” says a report from Business Monitor International, which studies global market trends.

Meanwhile, numbers from the Central Bank of Kenya (CBK) show export revenues were 3.3 per cent lower in the first six months of 2014 than in the same period in 2013. Bureau figures show coffee export volumes was to 9.2 per cent lower in June 2014 than the previous year. Experts say in 2015, funds generated from air, rail and water-based exports will be “more modest.”

AMREF, Accenture and M-Pesa Foundation training health staff As many as 3,000 community health workers are set to benefit from the launch of a mobile training platform created by Amref, Accenture and the M-Pesa Foundation. This is the second phase of the project and follows a successful pilot of the initiative dubbed ‘Health Enablement and Learning Platform (HELP)’ in Samburu, Mwingi and Kibera with 319 community health workers and volunteers. Since many consumers find

it difficult to access or even afford basic health services, community health workers offer a cheaper alternative to medical institutions. Safaricom CEO, Bob Collymore called on those within the ICT sector to use what they have to “improve the health and conditions of our people.” Through the programme, community health workers are able to access training material via a basic mobile phone where they can listen to a pre-recorded

delivery. This is the strategy the Brazilian government adopted and has worked amazingly,” he said. The M-Pesa foundation has injected Sh138 million towards the roll out of the second phase of the programme. A meme is a thought that is mostly expressed through humorous pictures, videos or text that go viral on the internet. There are tonnes of websites that primarily get their traffic from memes, which are shared widely on Twitter, Facebook and Whatsapp. For one to understand a meme, it has to be relatable. If you are not Kenyan you can never understand why the Luhya’s are associated with Ugali or why the Luo’s are associated with flashy lifestyles. Memes change and

appeal to different classes of people. Photos innocently upload online have the potential to become popular memes-often with a little editing. It does not matter that you are not a celebrity or a person of clout, if somebody feels your picture is funny, they will turn it into a meme. Kenyans are a very creative lot when it comes to memes. With the internet and time at their disposal, they have been known to come up with some hilarious memes. The memes are almost always based on trending topics. Recently, the Lang’ata Road Primary School was in the news for their playground grabbing debacle with, among

others, owners of the Weston Hotel. At the time, Kenyans bayed for the identities of the ‘private developers’. When the Cabinet Secretary for Lands, Charity Ngilu, announced their identities (a bunch of Singhs), Singh jokes quickly cropped up online. Kenyans were expecting Ngilu to name a certain politician as the ‘private developer’ but with his name missing from the list, Kenyans took it upon themselves to create hilarious memes that were shared widely. The memes popped up online within hours after Ngilu’s announcement. An MP Alfred Keter over the weekend stormed a Gilgil police station and demanded to know why a certain truck

had not been released even after phone calls from ‘high places’. The MP’s outburst was captured in a video, which was posted online by a blogger and it went viral. Later, memes started popping up carrying snippets of his outburst. Memes have been seen to hijack the campaigns of brands for a different reason. The Share a Coke campaign by Coca-cola has become a ripe ground for the cultivation of memes. This is obviously good for the company because it is giving them free publicity. So, be careful what you post online—the internet can be a cruel place and you could unwillingly be made butt of a trending joke, err meme!

Higher Education Loans Board (HELB) payments plays an important role in a campus student’s livelihood. HELB had delayed the release funds for first years prompting The University of Nairobi Student Union (SONU) to issue directives to all University of Nairobi campuses to protest and cause havoc on Monday, January 26. The students were requested to come out in large numbers and protest. Nairobi residents had been asked to leave their cars at home as the students had promised to make Monday a public holiday. This, however, did not happen as HELB quickly rushed to release the funds before the students made good their threat. SONU had given HELB up to 9am Monday morning to disburse the funds or face the wrath of the students. It seems Babu won round one of this war contrary to what was expected.

10 Kenyan athletes banned by IAAF

International Athletics governing body IAAF on Tuesday released the latest list of 26 athletes who have been suspended for failed dope tests. The list has eight Kenyans, the highest of the 10 nations whose runners feature in the list, who failed in-competition tests between December 2012 and September 2014. India and Russia have four athletes each. The eight were returned positive tests taken at various races in Guatemala, Macau, Mexico and the Czech Republic and have already been sanctioned by Athletics Kenya,AK. 35-year-old Alice Ndirangu fouryear ban is the most prominent on the list as it is the longest

sanction ever served to a Kenyan athlete. It is likely that she was sanctioned for possibly competing after she had been informed of her failed test. Ndirangu failed the test taken when she raced in Mexico in December 2012.Her ban began in May 2013 and ends in 2017. Emily Perpetua Chepkorir, 30, Stephen Kibet Tanui, 33 and Philip Kandie, 35, returned positive tests at the Media marathon in Guatemala exactly a year ago, and are already serving their two year bans. Philip Kandie who raced in Macau, in December 2013, is also suspended for two years alongside Elizabeth Jebet Chelagat and James Maunga Nyankabaria, both who competed in Mexico three years ago.

No end in sight to KPL, FKF supremacy battles Supremacy wars between Football Kenya Federation (FKF) and Kenya Premier League (KPL) might not end soon, with the two bodies pulling out of talks resolving the standoff on the number of teams the top-flight league should have. KPL wants the 16-team format to be maintained, while FKF wants the league expanded to have 18 teams.

The KPL governing council said they will only consider proposals to reduce number of teams in future. But KPL’s opinion was unpopular with FKF. A press statement by FKF sent to media houses said talks between the rival sides had collapsed. FKF said the league will be known as Football Kenya Premier League comprising 18 clubs. “FKF has secured a sponsor for the

FKF Premier League 2015 season and beyond, guaranteeing each participating club Sh9billion as annual grant,” the statement said in part. KPL said adding teams would mean even congested fixtures, exhaustion and risk of injuries to the best players. Other risks include lower competitive levels for developing talented players, less time for national duty training

sessions and less time for international friendly build-up matches. KPL said the issue is no longer open for compromise because of bad faith by FKF during recent discussions with Fifa and KPL. They said FKF leaked confidential papers and repeatedly provided inaccurate and biased information to “FKF-friendly” journalists.

The information so flagrantly misrepresented the discussions to an extent that even Fifa officials complained, the statement claimed. Fifa sent a letter to FKF on January 20 along with the former’s consultant’s final report. In the letter, Fifa reportedly recommended a 16-team league and asked FKF to forward the letter and report to KPL and other stakeholders.
