evolution Cabinet Secretary Anne Waiguru is not off the hook yet after Nandi Hills MP Alfred Keter announced today he has received 10 new signatures to push for his impeachment motion against her. Speaking during a press conference at Parliament Buildings, Keter said he is now firmly on course with the motion, adding that the additional signatures have already been
forwarded to the Speaker for approval. “I have taken the signatures to the Speaker to sign this afternoon. I am still on course with the impeachment motion, they tried to corrupt me, they blackmailed me and threatened me but failed,” he told journalists. Although he did not reveal the names of the 10 MPs who have added their signatures, Keter said they are from across the political divide.

IEBC to verify signatures as Okoa Kenya drive gathers momentum THURSDAY, OCTOBER 29, 2015
With 1.4 million signatures set to be verified by the Independent Electoral and Boundaries Commission (IEBC), the Opposition is optimistic that time to ‘Okoa Kenya’ is ripe. The signatures will be handed over to IEBC on November 4 in accordance with the Constitution for verification. Once the commission ascertains that the initiative is supported by at least one million registered voters, IEBC shall submit the draft to each County Assembly for consideration within three months. If a County Assembly approves the draft bill within three months after the date it was submitted, the Constitution requires that the “the Speaker of the County Assembly shall deliver a copy of the draft bill jointly to the Speakers of the two Houses of Parliament, with a certificate that the County Assembly has approved it.” The Okoa Kenya Secretariat, led by lawyer Paul Mwangi officially handed over the draft bill and signatures on Wednesday to Cord leaders led by Raila Odinga and Kalonzo Musyoka. Raila who made clear that issues pertaining to the welfare of the country which he directs to the Executive should only be answered by President Uhuru Kenyatta, said the citizenry will now have a chance to decide their future. To him, “things would have been different if the government had agreed to call for a dialogue way before things were this bad.” “They thought we wanted power sharing. Now that they refused, we have taken what we know we can handle,” he said while giving a Dholuo proverb: “When you see the rains coming, carry the lightest of baskets. This is the basket that we have carried.” Odinga has urged President Uhuru to address issues the Opposition has been raising and

more so corruption which he says is rampant in the government. “The Jubilee administration has failed, they said we Cord needed the ‘salvation’, but they are also seeking salvation. They have rushed to the World Bank and IMF for salvation,” he sarcastically said causing a prolonged laughter from leaders attending the forum. His co-principal Musyoka said the Okoa Kenya initiative was irreversible and accused the government of failure to address the challenges
More trouble for CS as Keter gets signs From Page 1 An attempt to impeach the CS failed two weeks ago after it was rejected after Keter failed to provide required number of signatures following the withdrawal of 17 MPs at the last minute. The Constitution and House rules require that a motion to remove a Cabinet Secretary have the support of a quarter of the members (88 MPs). Keter’s motion had the support of just 80 MPs following the withdrawal of signatures. MPs are set to go on a week-long recess, but Keter said his motion could be slated for debate between Tuesday and Thursday when they return. He explained that new allegations have emerged against the Cabinet Secretary, a claim he attributed to the additional signatures. Top on the new allegations is the issue of IDPs with the MP claiming that there have been preferential treatment of those who were affected by the violence of 2007/08. He said they have since realised that some IDPs were paid as high as Sh400, 000 and
houses built for them as compensation while other were given Sh200, 000. Others received just Sh10, 000 with others receiving nothing. He also want the CS to explain irregularities surrounding the construction of Huduma centres in some counties. He cited Nyamira County where he claimed Sh40 million was set aside for the construction of an Huduma Centre, yet only renovations were carried out at a cost of Sh5 million, adding that contractors were paid, yet even the National Construction Authority did not provide any reports. He has also taken issues with the suspension of the Youth Fund CEO and the EACC investigations against alleged loss of some Sh791 million at NYS. “EACC is an independent body which should not report to the CS and therefore, we are also seeking for the disbandment of EACC because it has failed in its mandate. We are facing serious economic challenges and most of them are related to corruption. EACC has failed, therefore we must take action as the legislature,” he said.
facing the country. “There are too many challenges…people are like competing to steal from the public,” he lamented. Also present “and ready to walk the journey” was Narc Kenya leader Martha Karua, Senator Moses Wetang’ula and other Cord leaders. If the draft bill is approved by a majority of the County Assemblies, it shall be introduced in Parliament where if passed, it shall be submitted to the President for assent in accordance with
Article 255 (4) and (5). The Okoa Kenya Movement which includes civil society groups and Cord through the bill are pushing for a raft of amendments to the Constitution which will see devolution of more money and roles to the counties, a reform of the Independent Electoral and Boundaries Commission and the strengthening of election management, land MORE ON THIS STORY www.capitalfm.co.ke and inclusivity.
Keynan at it again, wants special perks and privileges for MPs Barely a month after coming up with a bill that could force taxpayers to dig deeper into their pockets to finance luxurious lifestyles of retired MPs, Eldas MP Adan Keynan is now proposing that MPs and their spouses be entitled to diplomatic passports. Through the Parliamentary Service Bill, 2015, Keynan wants MPs to join the list of State officers getting the preferential treatment accorded by the diplomatic passports. Currently, only the President and his family, his deputy and his family, Cabinet Secretaries, Speakers and clerks of both Houses, diplomats, governors and Principal Secretaries are in the list. The new bill also seeks to establish a special police unit to protect MPs as well as a university for the legislators and Parliament staff. The bill, which was tabled in
Parliament yesterday, wants the special police unit put under the supervision of the Inspector General of Police who shall appoint an officer in the rank of Assistant Commissioner to head it. As if that is not enough, the bill wants the Parliamentary Service Commission (PSC) to direct the operations of the police unit. “The commission may request the transfer or redeployment of officers,” it states. Keynan has cut a niche for himself as the conveyor belt of PSC when bills seeking dubious privileges are to be pushed for debate. Only two weeks ago, he was forced to delete offensive clauses in the Parliamentary Powers and Privileges Bill, 2014, following months of pressure from journalists and stakeholders over draconian provisions.
“Having reflected on the various memoranda including the one from the Kenya Parliamentary Journalists Association, I decided to look at all the issues raised. I just happened to be a conveyor belt of PSC when I introduced the bill,” Keynan told a press conference at Parliament’s media centre. In the new bill, MPs have made a fresh attempt to block the public from accessing information about Parliament. The bill says PSC can deny anyone public information if it is “prejudicial to national security or the interests of Parliament”. It also proposes a maximum fine of Sh50,000 or up to a year in jail for any MP or staff who leaks confidential information. For one to access the information, the bill wants them to swear to abide by all the confidentiality clauses.

While contributing to the motion, Meru Senator Kiraitu said the committee should not mix the duty with politics, but should confine themselves on the allegations. “Governors are watching us, the people of Murang’a are watching, the process must not be affected by any outside forces,” said Murungi. Senate Minority Leader Moses Wetang’ula said the charges against the Governor are extremely serious but maintained he is innocent until proven guilty. “Mr Speaker, the charges levelled against the governor are serious, the committee should therefore not rely on the media reports while doing their work,” he said. “I want to urge the committee not to rely on any media report that maybe biased and affect their work. Nairobi set to de-worm over 250,000 children in city schools Nairobi County government has unveiled a school-based de-worming programme targeting more than 250, 000 in public and private schools children to keep school age and preschool children in the county healthy. “The goal of the deworming exercise is to ensure children stay healthy and attend school. Early treatment and deworming of children reduces the risk of parasitic worm infections that would lead to anemia, malnutrition and make children more susceptible to serious illness and likely to miss or drop out of school”, said Governor Evans Kidero Dr. Charles Wanyonyi who is spearheading the initiative under the School Health Programme (SHP) said the initiative will lead to improved childhood health, reduced child mortality, elevated educational levels and, in the longer term, improved lifetime earnings for the children who are successfully treated. Nairobi county intends to conduct this exercise at least twice a year in high prevalence areas such as in Mathare, Kangemi, Kayole, Viwandani, Makadara, Langata, Kamukunji, Starehe, Embakasi, Kasarani and Kibra with plans institutionalise the programme underway. While reading the charges against Governor Wa Iria in the House yesterday,
Senate Speaker Ekwe Ethuro cited reasons for his removal as gross violation of the Constitution, misappropriation of funds, spending public funds in private commercial entities, and using personal portraits on county-funded projects among others. Alarm raised over rising TB deaths Tuberculosis now ranks alongside HIV as the world’s most deadly infectious disease, the World Health Organisation (WHO) has said. Each accounted for between 1.1 million and 1.2 million deaths in 2014 respectively. WHO said tuberculosis figures are unacceptable for a disease that could be cured. Medecins Sans Frontieres (Doctors without Borders) said the statistics were “disheartening” and warned the world is “losing ground” on tackling resistant forms of TB. The WHO’s Global Tuberculosis Report 2015 shows the huge strides that have been made in tackling TB, with the death rate being nearly halved since 1990. And the number of infections has been falling by 1.5 per cent annually since 2000. Deaths from HIV/Aids have also been falling rapidly because of improved access to anti-retroviral drugs. “Tuberculosis and HIV are now competing to be the number one cause of death from infectious disease in the world,” WHO tuberculosis director Dr Mario Raviglione told the BBC News website. “Tuberculosis now ranks alongside HIV.” Most new cases of TB are in China, India, Indonesia, Nigeria or Pakistan. Deaths from HIV/Aids have been falling since the mid-2000s, and stand at 1.2 million a year. Overall there were
1.5 million tuberculosis deaths in 2014. But 400,000 of them are officially counted as Aids deaths as they were in HIV positive patients. The WHO now considers TB and HIV to be effectively joint top killers. WHO director-general Margaret Chan said there had been “tremendous impact” since 1990, but added that “if the world is to end this epidemic, it needs to scale up services and, critically, invest in research”. Dr Raviglione agreed, saying that if the international investment in TB matched that of HIV, then “we could have accelerated the decline in mortality”. The report also highlights the dangers of tuberculosis becoming resistant to antibiotics. About three in every 100 new cases of TB could not be treated with first choice antibiotics. Dr Grania Brigden, from Medecins Sans Frontieres, said it was “yet another year of disheartening statistics” that should “serve as a wake-up call”. She added: “We’re losing ground in the battle to control drug-resistant forms of TB, and without considerable corrective action, the vast majority of people with multi-drug resistant TB won’t ever be diagnosed, put on treatment, or cured.” The World Health Organisation will shift to its End TB Strategy next year, which aims to cut deaths by 90 per cent by 2030.

US Republican presidential poll contenders spar in fiery debate
US Republicans have traded blows in a heated presidential debate in Colorado that featured several angry exchanges. Frontrunners Donald Trump and Ben Carson, with no political experience, were under attack from the start. Ohio Governor John Kasich condemned their “fantasy tax plans” and added: “We can’t elect someone who doesn’t know how to do the job,” Mr Carson, a retired neurosurgeon who has edged past Trump in national polls, had a quiet night in Boulder. His tax plan, which is based on biblical tithes, was decried as “fantasy” by Kasich, who also condemned Trump’s plan to deport 11 million undocumented immigrants and build a wall on the Mexico border. Political friendships were strained by some of the testy exchanges, notably one between former Florida Governor Jeb Bush and Florida Senator Marco Rubio. Bush urged Mr Rubio, once his protege, to resign from the Senate because of his poor voting record. The media were also in the firing line - Texas Senator Ted Cruz got the night’s biggest applause when he attacked the hosts, CNBC for stirring confrontation. “The questions that have been asked

Eastleigh shops raided in crackdown on counterfeits The Kenya Anti-Counterfeit (KACA) Agency yesterday raided several shops in Garissa market, Eastleigh, as it stepped its efforts to rain in on illegal business outfits selling counterfeit amid concerns of increasing numbers in fake goods in regional market. The agency seized stock of caterpillar shoes and designer wears estimated to be about more than Sh7million. During the operation, the agency managed to unearth a wellestablished cartel that imports contraband goods and supplies to various shops in Eastleigh. Speaking to the media after conducting the raids, KACA led-inspector Philemon Musoi said that the raids has necessitated after various companies had petitioned the agency to act after the companies its realised that their products were fabricated in China and sold in Eastleigh “We have received numerous complaints from different shoe and clothing companies about their goods being fabricated and sold here at Eastleigh. Caterpillar Company, through their agents in Kenya, complained to us and truly you have witnessed we have impounded a replica of their caterpillar shoes,” he said. Musoi said it is a criminal offence to infringe on any one’s intellectual property rights, adding that the agency will arrest
and prosecute anyone involved in selling contrabands goods. “The proliferation of counterfeits denies users the assurance of using a genuine product that reduces their confidence in the product thereby leading to compromised user experience. We have been and will continue to be at the forefront in the fight against counterfeit, said Musoi. The government watchdog continues today with its raids in the Central Business districts with Luthuli Avenue, Acara Road and River Road shops targeted. The agency last month carried out a sting operation at three shops located in downtown Nairobi and seized fake goods worth Sh4.5 million ($50,000) marketed as those manufactured by Oregon Products. The three shops located on River Road, Duruma Road and Masafi Kumasi Road were found selling counterfeit Oregon products including fuel filters and rim sprockets for chainsaws. Suspects were arrested and arraigned in court alongside other seven suspects in connection with various counterfeit products. Last week, two suspects were arrested in connection with counterfeit Samsung phones. According to the Anti-Counterfeit Agency, Kenya loses up to Sh69 billion annually to the scam.
almost that he is tiring of the process. Carson disappeared for much of the debate. Trump denied his economic plan was a “comic-book version” of a presidency campaign. Perhaps sensing a chance to impose himself, the Texas Senator Ted Cruz

‘Rape and cannibalism’ in S Sudan The African Union (AU) has accused government and rebel forces in South Sudan of extreme violence since the conflict erupted at the end of 2013. A commission of inquiry found evidence of killings, torture, mutilations and rape, mostly against civilians, as well as episodes of forced cannibalism. However, it specified that genocide had not been committed during the conflict. Tensions remain, with a peace deal agreed between the government and rebels in August repeatedly broken. Tens of thousands of people have died and another two million people have been forced from their homes since the civil war began nearly two years ago. In its report, the AU said the commission, formed last year under the chairmanship of Nigeria’s ex-president Olusegun Obasanjo, had identified perpetrators of violence from both sides. It documented details of brutal killings, abductions of woman and sexual violence among other abuses, mostly committed against civilians who were not taking part in the fighting. “The commission believes that war crimes were committed in Juba, Bor, Bentiu and Malakal,” the report said in reference to the key conflict towns. Some witnesses in the capital, Juba, told commission members that they had seen
people forced to drink the blood and eat the flesh of people who had just been killed. They spoke of seeing the perpetrators “draining human blood from people who had just been killed and forcing others from one ethnic community to drink the blood or eat burnt human flesh”. The report also said that mass graves had been discovered by AU investigators. The commission is urging an internationally backed, African-led court to bring to justice those responsible for the violence. Despite the seeming ethnic nature of the conflict, the commission said it found no reasonable evidence to prove that genocide had been committed Those who committed the atrocities detailed in the report should be brought to justice, presidential spokesman Ateny Wek Ateny told BBC News. However, he said there was “inconclusive evidence” that his government was involved, and it was an allegation he “cannot accept”. “I’m not categorically denying that there are limited violations that individuals might have inflicted,” he said, adding those responsible would be “brought to book”. However, he denied there were any government-sanctioned human rights violations. “It is not sanctioned by the government, it is the individual that might have taken the law into their own hands,” he said.

State to support private sector in boosting investment, job creation
The government has pledged to support the private sector and bolster the judiciary as it moves to strengthen the business environment and attract new investments, Deputy President William Ruto said yesterday. His statement came just hours after a World Bank survey cited Kenya as one of the top 10 developing countries in the world that had made efforts to improve its ease of doing business. Kenya, among other developing economies, has quickened the pace of its business reforms over the past 12 months to make it easier for local businesses to start and operate, bank revealed in a statement released yesterday. “We will continue strengthening crucial institutions such as the judiciary to ensure that business disputes are resolved in the shortest time possible,” Ruto said. The country has jumped 28 places
in the World Bank’s latest annual Ease of Doing Business Index, to hold the 108th position globally. The improvement was buoyed by reforms in areas such as registration of properties and businesses. Investors, who have been piling into Kenya in recent years, drawn by growing consumers and fairly robust economic expansion, complain that high costs of doing business and red tape, usually curb their growth plans, Reuters reports. Ruto said the strengthening of the judiciary will indicate to investors that the government is committed to protecting them by ensuring that contracts are enforced. Industrialisation and Enterprise Cabinet Secretary Adan Mohamed said he expected further reforms completed after the survey was done in May, to help the country do even better next year. “It is a momentum that we just need to build on. Payment rebrands to Interswitch as electronic payment services grow
General Motors Company has promised the United Auto Workers (UAW) union it will invest an additional $1.9 billion (Sh193 trillion) in its US factories to secure 3,300 union jobs, paying higher wages and bonuses under a proposed four-year contract. GM will also pay bonuses of up to Sh 81,900 to nearly 53,000 UAW workers once they ratify the agreement, according to details of the GM-UAW contract released Wednesday. The deal also provides for 4,000 UAW workers to get
A rising demand for safe, secure and convenient payment options among consumers has led a number of financial institutions to adopt the use of electronic payment (e-payment) systems. The trend has given rise to numerous new services and prompted service providers like Paynet to rebrand to Interswitch in a bid to support its expanding brand and grow its customer base. This marks a new phase in Interswitch’s expansion across Africa following the completion of a merger with leading East African e-payments provider Paynet Group. Interswitch, a leading integrated digital payments and commerce provider focused on Africa, yesterday launched its new corporate identity in Kenya.

Veteran UAW workers at GM have not had an hourly pay increase in a decade, but should get a 3 per cent base wage hikes in two of the four years of the new pact, if it is ratified. However, workers hired since 2007 will for the first time have a clear pathway to earning the top wage for veterans provided they remain with the company for eight years.
INDUSTRY Kenya’s leather industry is a significant area for development to increase competitiveness and boost exports and job creation, a new World Bank report has revealed. Employment in Kenya’s leather industry is relatively low, with the informal sector accounting for 10,000 of the 14,000 workers. As Kenya strives to become an industrialised, middle-income country by 2030, developing the leather and leather goods
Profit sharing formulas could pay handsomely for UAW members at GM where union workers at GM will get Sh 101,000 for every $1 billion (Sh 101 trillion) in North American profit. GM North America has reported $8.3 billion (Sh 842 trillion) in profit for the first nine months of 2015. The GM contract and the contract agreed with Fiat Chrysler Automobiles NV’s U.S. operations are very rich agreements, UAW President Dennis Williams said Wednesday at a press conference.
“For our customers, partners and stakeholders, re-branding of our business to Interswitch comes at a time when we are investing heavily in people, training and technology to ensure we position the business to deliver a greater range of services and enhanced service levels,’’ said Bernard Matthewman, CEO of Interswitch East Africa during the launch. ‘’We now have an unrivalled, truly borderless pan-African payment infrastructure under Interswitch which we will leverage to enable faster transactions, innovation and even greater value for our partners,” he said. Kenya becomes the second country where Interswitch has rebranded its operations, after it unveiled a new logo in Nigeria last month.
Leather industry poised to boost exports, create jobs sector offers an opportunity for industrialisation and diversification of exports Despite owning a fifth of the global livestock population, African countries account for 4 per cent of world leather production and 3.3 per cent of value addition in leather, the report says. The world trade in leather is currently growing and is estimated at more than $100 billion (about Sh10,000 billion) a year and the demand for leather
and leather products is growing faster than supply. For Kenya, the third largest livestock holder in Africa, leather represents a potential area for economic growth and employment, said Maria Paulina Mogollon, Finance and Private Sector Development specialist and lead author of the report. “This report examines some of the key issues around developing the industry, such as the critical competitiveness challenges and
opportunities, what the most promising leather products the country should focus on, and how support can be increased to upgrade exports, production, technology, marketing and branding of leather products,” Mogollon said. According to the report, there are a number of factors which currently hinder the growth of its leather industry. In the tanning sector, a major difficulty is the lack of quality effluent facilities, which increase
the environmental and health costs associated with processing finished leather. In the handbag and travel ware sector, whose target markets are high-end domestic and high-end exports markets, challenges include high cost and low availability of quality hides, scarce design and process skills, difficulties in accessing and understanding export markets, and insufficient availability of growth capital, according to the report.

enerally, people tend to get difficult and unreasonable as they continue to intoxicate themselves with alcoholic drinks at bars and night clubs thus the frequent need for security personnel popularly referred to as ‘bouncers’ to maintain order. Over the years, reports have emerged of these persons charged with the responsibility of maintaining order and protecting property against damage in clubs are going rogue. In the recent past, a number of patrons have complained of either being robbed or badly beaten up by club security for being drunk and disorderly instead of being escorted out of the facility. 1824 vs comrades’ power Recently, 1824 Whiskey bar is the young revelers’ craze with everyone opting to at least sample the much hyped hospitality. Unknown to many, this club situated off Langata road has had many incidences where bouncers roughed up patrons beat them to a pulp, damaged their property and in some instances robbed them. Revelations of two University of Nairobi students badly beaten at the club drew mixed reactions early this week with SONU chairman Babu Owino promising to show the club owners who is boss. In a letter to the club, the student leader had organized a peaceful demonstration that was scheduled to take place outside the club. But as we all know, demos staged by University students are never peaceful and would have resulted in chaos and destruction of property. In a calculated twist of events, 1824’s management responded in a letter addressed to the University of Nairobi student leader to apologize and assure the comrades that they had paid hospital bills for the affected students and that the accused bouncers had been arrested and would appear in court for assault. It has been argued that people who are drunk provoke the bouncers and thus the need to be roughed up but why is it impossible to do it in an orderly manner. Security experts advise that an unruly drunk should be escorted out of the club and should not be allowed re-entry. It is also against the law to physically hit a client or forcefully throw them out. As a matter of adrenaline and intoxication, most clients who are already intoxicated stage fights with the bouncers only to be outnumbered and out powered resulting to severe injuries. Unlike the merry makers, the bouncers are often united and once one of them is attacked then all of them would descend on the attacker. How about Proper training and courtesy? It is for lack of proper training of these security personnel that such atrocities continue to be recorded. Investigations by X-Access have revealed that most of the rogue bouncers are basically muscled men with little or no basic education who believe in strength over brains. Usually, they are handpicked from gymnasiums and straight into night clubs without proper training on how to handle conflict and mediation with drunk patrons. A number of people have often

found themselves on the wrong side of the bouncers for simple mistakes such as breaking a glass, flirting with some other reveler’s fiancée or even getting too drunk and puking in the washrooms. While these are normal occurrences expected in a nightclub setting, their lack of courtesy and technical knowhow has many at times led to their misjudgment leading to unwanted lawsuits and at times closure of popular joints. In a number of cases, some bouncers have often been found drunk on the job thus their high handedness. On the flipside, some extreme cases of hooliganism among the youth have historically led to chaos that warranted a fist fight but even in extremely difficult cases, the best way of dealing with a drunk reveler as a security personnel would be to dialogue and when dialogue fails, escort the client out of the facility. While it is regrettable that some people have lost their lives or become paralyzed, party goers need to reevaluate their environment and be their brother’s keeper because the bouncer is not a friend,, at least for the time being.

s telecommunication technology continues to evolve, focus has rapidly shifted from traditional basic text messaging on mobile phones, to sending messages via Facebook and chatrooms and now, we are in the instant messaging phase, where instant messaging apps have become the standard chatting platforms. At first, not many people were into instant messaging because the only available app was the BlackBerry Messenger for BlackBerry phones, but Facebook quickly came in to fill in the gap by introducing WhatsApp which could be downloaded and used on any type of device. Earlier this year, BlackBerry introduced a compatible update to the BBM app, which expanded the availability of the app to Apple and Android devices. This means that WhatsApp and BBM are now in a head to head kind of standoff in the battle for title of best IM
application. In terms of initial set up, WhatsApp leads by far, given the simplicity of installing and activating the app on devices: you only need to download, provide your phone number then sit back and wait for the app to conduct automated verification as opposed to BBM which requires the user to play an active role in the verification process which relies on personal identification numbers. WhatsApp also automatically detects the people in your contacts list who are already using the app, enabling it to create a customized WhatsApp contact list while BBM requires creating a contacts list from scratch. Another plus for WhatsApp is the availability of hundreds of emoticons which have become popular in chats especially for the millennial generation while BBM only has about 100 emoticons. This month, WhatsApp also released an update for these

emoticons, introducing the option of choosing skin color for symbols such as the thumbs up and hand clap among others that make use of different body parts and appreciate diversity. Although BBM was the first to own ‘read’ scripts, WhatsApp has stepped up and introduced similar features, such that WhatsApp users can now tell whether a sent message has been read by checking for the dreaded two blue ticks. BBM is yet to allow users to customize wallpapers for different chats as is the case with WhatsApp, which is visually appealing and kind of cool. From our assessment, BBM may be the pioneer app of instant messaging, but WhatsApp wins the challenge hands down thanks to its vibrant and user friendly features, probably as a result of the young team behind the app who understand the needs of the 21st century technology consumers.

The Heavy Duty Snapper finally here! Sony’s RX10 II camera is simply special. It sports a memoryattached sensor that opens up possibilities shut off to most cameras, such as the ability to record video at 1,000fps or stills at 1/32,000 of a second. The sort of features that are usually restricted to professional equipment. And Sony would say there’s a lot more to get excited about besides: 4K video recording; a Carl Zeiss lens that maintains a bright f/2.8 aperture throughout its entire zoom range; fast autofocus; and a large, high resolution electronic viewfinder. The RX10 II is weighty and wellconstructed, with a huge barrel of a lens, chunky dials and an even chunkier grip for your right mitt. It’s dust and moisture resistant, so you’re fine to take it out on a drizzly cold day or on a trip to the beach. In other words, it feels like a premium, heavy duty camera. There’s a tilting LCD screen on the back, which helps you compose images from high and low positions. It fares fairly well on a sunny day thanks to that brightness and it’s relatively low on reflectivity. The OLED electronic viewfinder is absolutely fantastic: large, clear as day – Colours are immensely rich and vibrant, and highly detailed thanks to a resolution of 2,359,000 pixels. Its 20.1MP sensor has a huge amount of memory attached and this allows vast swathes of imaging data to be buffered in a short amount of time. It means, among other things, that you can capture full HD video at speeds of 1,000, 500 or 250fps (dubbed High Frame Rate or HFR) which, when played back at normal 50fps speed, appear in silky smooth super slow motion. The large memory buffer also means you can record pristine 4K video at 25fps without any major rolling shutter problems.
Reprieve as Imperial Bank set to re-open, clients to get money Imperial Bank’s customers will be able to access their funds once the bank reopens in a month’s time, the Central Bank of Kenya (CBK) has said. The lender revealed in a Wednesday meeting that the exact amount to be paid especially to small depositors will be communicated at a later date. The meeting was chaired by CBK Governor Patrick Njoroge and involved the bank, the Kenya Deposit Insurance Corporation (KDIC) and some representatives from a cross-section of Imperial Bank Limited (IBL) depositors. The privately-owned Imperial
Bank was put under receivership this month after the board alerted it to malpractices at the mid-sized lender which sent the bank to a net loss of Sh34 billion over a period of 13 years. The loss was strictly attributed to fraudulent withdrawals and other illegal transactions at the bank, the bank’s receiver said in a lawsuit filed at court. However Njoroge has assured that the bank will be revived within 30 days and has called upon interested shareholders who want to inject more funds into the bank to make deposit in hard cash at various bank accounts and not in any other form.
“The fraudulent activities have resulted in a significant shortfall in IBLs capital position. Nevertheless, CBK and KDIC consider IBL to be viable and have examined options that will lead to promote reopening of the bank. These options require the shareholder to inject new capital to meet identified capital shortfall,” he said. The governor has pledged to retain all the management staff who were not involved in the fraudulent activities that led to the collapse of the bank. The entire board will however, be replaced and new members appointed, with a permanent seat for the CBK.
BIZ BRIEFS India in deal with Africa to support agriculture, energy
African leaders have asked India’s government for their support in a flurry of development projects that include investments in the agriculture, infrastructure and energy sectors. The continent’s representatives, who included President Uhuru Kenyatta, Zimbabwean President Robert Mugabe and King Mswati III of Swaziland, among others, asked the South Asian nation to offer more soft loans on concessional terms and scholarships for African students. The leaders yesterday unveiled a list of projects that warranted India’s assistance, which included the setting up of a science and technology park, an industrial park as well as the continued availability of Indian generic drugs at affordable prices.
US firms to inject Sh406 billion for business in Kenya
US investors, invited to attend the Kenya International Investment Conference (KIICO 2015) to be held on November 23 have set aside $4 billion (Sh406 billion) to bolster investment in the country. The event, which will run up until November 25, follows September’s US Business Council for International Understanding meeting in New York. The move also follows US President Barack Obama’s homecoming visit to Kenya in July and has prompted over 90 US companies to explore business opportunities in the country, which boasts strong economic fundamentals, and the region’s largest GDP.Arranged in collaboration with the East Africa Trade and Investment Hub, a flagship project under the presidential Trade Africa initiative, KIICO is expected to highlight current investment opportunities across focus sectors of US interest, including agribusiness, ICT, apparels & textiles, leather and renewable energy sectors.

Davis & Shirtliff, JICA partner to quench Baringo thirst for water Major African supplier of water and energy equipment Davis & Shirtliff, has partnered with Japan International Cooperation Agency (JICA) to provide water to Baringo County residents who have been facing acute water shortage. Drought and famine remain a challenge in most parts the county where residents are frequently forced to rely on relief food from the government and other wellwishers. According to 2008 data from the Joint Monitoring Programme (JMP) for water supply
and sanitation, only 52 per cent of Kenyans in rural areas had access to improved drinking water sources and 12 per cent received piped water through a house or yard connection. “Our plan as Davis and Shirtliff is to bridge the gap by bringing water to the end user by making water easily accessible to more rural households in arid and semi-arid areas in Kenya, in line with the country’s economic blue print, Vision 2030,” said Loise Mutua sales engineer, Nakuru. Of the 70 boreholes targeted under the project,
51 are already complete and operational, meaning that residents who formerly had to walk up for 15kilometres for water can now easily access clean and safe water at the boreholes within the villages. “The boreholes have been fitted with stainless steel safety cables in all the pumping units and also with Klorman disinfection units that inject chlorine into the water as it is being used,” said Mutua. This means that the water supplied is safe and reliable before it gets to the consumer, negating the need for extra treatment at home.
Kenya Commercial Bank Group has posted Profit Before Tax of Sh19.4 billion in the nine months to September 2015, which represents a 10 per cent improvement from Sh17.7 billion. The bank’s Net Interest Income was up 10 per cent to Sh28.4 billion from its previous Sh25.8 billion. The profitability was driven by growth in loans, non-funded income, subsidiaries and new business lines. KCB Group has since received approvals to enter Ethiopia as it seeks new markets to boost business growth, the lender said while announcing its results. The earnings, which the bank termed “impressive”, were buoyed by a substantial growth in net-interest income, fees and commissions and cost management initiatives. KCB’s International Business, with operations in Uganda, Rwanda, Tanzania, Burundi and South Sudan, also had an impressive nine months performance, growing by 74 per cent year on year to contribute 12 per cent of the Group’s profit.

YOURSAY It is high time the electorate woke up While the current economic situation in the country cannot be entirely blamed on the government, voters can be excused to feel let down by the government. Interests rate have gone up and borrowers are getting overburdened. Listening to both the Deputy President William Ruto and Treasury Cabinet Secretary Henry Rotich on how the government intends to deal with the situation and restore normalcy leaves one with very little hope. The government
deserve a chance to be allowed to get their acts in order, but not the legislature such an opportunity. Our MPs should be voted out come the next General Election because they have ignored the electorate and only concentrate on getting more perks and privileges for themselves. Today, they are looking at ways of getting their spouses diplomatic passports. You wonder how that will improve the living standard of the ordinary Kenyan. This
Parliament was elected with specific targets and as we all know, these targets are yet to be met. Instead, MPs have extended the deadline for key constitutional Bills that ought to have been passed by August 2015 to give life to the Constitution. As things stand, the legislators do not even seem to be in a hurry to debate and pass the crucial bills any time soon. It is for this reason that they need to be sent packing. —Obuya Obuya, Ruaraka.
Law agencies must act firm on hate speech Our leaders must shun hate speech. Such divisive utterances from our political class are a manifest of the glowing political intolerance and creamy sycophancy to their kings. Sadly, the aforementioned is not based on ideological differences. It’s a pure manifest of a development handicapped elected lot. Insensitive they are that they immediately deny their own words, rebrand them and scorn the media for misquoting them. I shy to imagine that these crop of leaders are the people’s representatives. It depicts behavioral decay in
a society that does not look before leaping. Some of these utterances voiced loud and clear could lead to the collapse of a nation hardly built by innocent poor civilians through hefty taxes. Bodies charged with the responsibility of curbing these unwarranted behaviours should act quickly to evade a more painful history than of the 2007/08 post-election violence. NCIC should stop blaming the DPP, DCI and the NIS. They need to act to salvage our future. — Kamotho Nderitu, Nairobi
African citizens must rise up against despots It is the high time that Africans speak up and take action against leaders who hinder progress in their countries. Some leaders are selfish and are only concerned with their personal interests. These traits have led to change of National Constitutions for the leaders to continue holding on to power, leading
to bloodshed in countries such as Burundi and election boycott in Congo, Brazzaville. Lack of growth in Uganda and Zimbabwe has been attributed to such leaders. These leaders further use their position to instigate violence among citizens for their benefit as experienced in Kenya and South Sudan. In
the same breath that Africans fought to free themselves from the colonial rule, they should as well become participatory citizens in matters that concern their country and should not let the selfish leaders determine their future. — Anonymous
Tanzania polls proof of patience among citizens Election results announcement in neighbouring Tanzania is a clear indication of the level of patience Tanzanians have compared to Kenyans. I cannot how Kenyans would
have reacted to the wait. It could have even degenerated into full-blown violence. Imagine Kenyans being told to vote and go home and wait for the results, which after two days are yet to crystalise
out! That is an abomination. Kenyans can therefore rate top as the most impatient in East Africa. I hope we get few lessons from Tanzanians. — Sherryl Mbogo
Ministry wrong onTaj Mall land title saga News that the Lands ministry has suspended the revocation of the title for the plot on which Taj Mall in Embakasi sits is baffling. Baffling because the National Lands Commission (NLC) had initially revoked the title, but the decision has been reversed by chief Lands registrar FK Orioki who told NLC chairman Muhammad Swazuri the title can only be
revoked by a court order. It is interesting that public institutions which the public has entrusted so much responsibilities are now reading from different scripts. It will be interesting to see how this story will develop in the coming days as the public is treated to needless justifications and ping pong. — Anonymous
Raila should learn from Maghufuli’s victory One lesson Cord leader Raila Odinga must learn from the imminent victory of CCM’S John Maghufuli is focus. He wants to be the President not MP, MCA, Governor or Women’s Rep. As such, Raila must now arrest and handover all those turncoats who hang around his office like vultures begging for his endorsements and political favours. In 2017,
he must let all these people in the ring to slug it out and only work with those who will be given a nod by the masses through a credible process. Maghufuli is going to win with a range of almost 7 million. Raila must forget the subject and carry the lessons. — Fisherman Emeritus
Kenyans must shun tribalism, sycophancy Before the 2007 polls Kenya was arguably one of the most peaceful countries in the region drawing admiration from other African countries, but now it seems as if all hell broke loose after the 2007/08 post-election skirmishes. We are now divided on ethnic lines and every one
defends their tribesmen even when they are visibly wrong. Negative and divisive utterances by political leaders and their sycophants are the order of the day and yet we claim to be ‘one’. We are not one and will never be one until that time that we collectively fight corruption,

SPORTS BRIEFS Russia given nod to host 2018 World Cup before voting: Blatter Russia was given the nod to host the 2018 World Cup - before the vote took place, suspended Fifa president Sepp Blatter has hinted. The 79-year-old told Russian news agency Tass of a “discussion” in 2010 about future World Cups revealing that a late swing in voting that gave Qatar the 2022 World Cup undid a similar agreement to hand it to the US. Blatter is serving a 90-day ban alongside Uefa chief Michel Platini, 60, and both deny any wrongdoing. Asked whether it was a mistake to hold voting for the 2018 and 2022 tournaments simultaneously, Blatter replied that before the ballot: “It was agreed inside the group that we go to Russia because it has never been to eastern Europe, and for 2022 we go back to America. “And so we would have the World Cup in the two biggest political powers.” But he added that four votes from Europe later switched from the USA to Qatar. The bidding process for the 2018 and 2022 tournaments is the subject of an ongoing Swiss criminal investigation.

Kamworor takes on the star-studded New York
Wo r l d C r o s s Country champion Geoffrey Kamworor left the country on Tuesday evening to battle it out with marathon giants on Sunday in the New York event. This is the second full marathon for the World half marathon champion after his debut in Berlin coming third in a brilliant time of 2:06.12 earlier this year. The go-getter from Chepkorio is taking on the tough and stormy waters of marathon challenge, starstudded with big names including his compatriots both the current and former World record holders Denis Kimetto and Wilson Kipsang. The police officer anchored the Kenyan team to Guiyang China cross-country this year and brought home a gold medal. “I am not fretful for the New York race and set to do my best there. I am always focused in any battle and looking to get a good feeling with the strong field,” he said before leaving country. Kamworor said his preparations for the New York Marathon have gone well and he is keen to better his resume and even equal where the trailblazers have attained if not extend it. “I did my preparation well and keen
to climb up the scale. I am keen to improve on my past performance and even try to reach where current giants are or even better from there,” he summed. Kamworor is privileged to have trained with other stars including Berlin Marathon champion Eliud Kipchoge. He said Kipchoge has been his mentor and has been encouraging him to take big challenges to achieve his dream. “I am happy to have had good
training with Eliud, it is an added advantage as I take New York course. Eliud is great and he gives me morale to make it in big challenges,” he said. Noc-K ordered to pay Wambugu Sh0.4m in damages
National Olympic Committee of Kenya chairman Kipchoge Keino.
National Olympic Committee of Kenya (Noc-K) has been ordered to pay former bowling team manager Charles Wambugu Sh350, 000 as compensation for “moral damages”. The court on Tuesday threw away Wambugu’s claim for Sh1 million he was seeking as compensation for special damages after he was axed from team manager position in the 2012 Commonwealth Games. But the tribunal which finally made the ruling in a case that has dragged on for months said that Wambugu could not get full compensation because he is not a “recognised” bowling player. He was however awarded Sh350, 000 moral damages. The court also found James Chacha, Team Kenya Chefde-Mission in the Glasgow
Games guilty of influencing the decision by KBA to drop Wambugu as the manager of the Bowls unit prior to the assignment. Meanwhile, lawyer Morris Osundwa who was appearing for Matthews Opwora in a case where he is challenging Dan Mule election as the chairman of AFC Leopards was given seven days to serve the respondent. “The issue under the spotlight is eligibility that is fraudulent and they ought to relinquish Authority as clearly espoused in the Club constitution,’’ said Mule of the respondents. The tribunal accorded the petitioners leave to serve the defendants in the next seven days before setting a hearing date.

Keep off poll matters, board tells Nyamweya Football Kenya Federation (FKF) Electoral board has told outgoing federation president Sam Nyamweya to stop interfering with the forthcoming elections. FKF Elations Board on Wednesday differed with Nyamweya who allegedly ordered candidates vying for various posts to deposit their nominations fee on FKF account and not the board’s. The board also took issue with Nyamweya’s directive Okaying the subbranches elections to take place on from October 28 even after the board pushed the elections to November/December. “It has been brought to the attention of FKF Electoral Board that the President of FKF advised candidates that the election of the sub-branches would be on October 28 and nomination fees paid on FKF Account,” read part of the statement from the board to the Media.
This, the statement added “is contrary to earlier notices sent by the electoral board postponing the elections that shall start on November 26 for sub-branches election, December 3 for branch elections followed by the National polls on December 10.” “The said notice is therefore illegal and FKF Secretariat or the President has no mandate to handle election.” Board Secretary Irene Tindi argues that the board was given the mandate by AGM which is superior to National Election Council and the President of FKF. “It appears that the president and FKF Secretariat intend to scuttle election and the electoral board wishes to assure all aspirants and stakeholders that the board is in charge of ensuring the delivery of free, fair, and credible election,” added Tindi in the statement. She advised aspirants to channel nomination fees to the board’s account.
FKF presidential elections are set for December 10 according to the board that pushed back the dates last week from November 13. Nyamweya has, however, denied the allegations and threatened to take legal action against the board treasurer David Mereka. My attention has been drawn to a media statement signed by Mereka this afternoon accusing me of trying to interfere with election. It is indeed disturbing for a senior lawyer to make such allegations when I am on record saying that the issues of elections be handled by FKF electoral Board,” I am challenging you to come out clean on the allegations failure to which I would have no option, but to sue for character assassination and damages,” said Nyamweya.
FKF president Sam Nyamweya with other officials at a past function. He has denied allegations by the federation’s electoral board that he is meddling in the organisation of elections. The board accused Nyamweya of ordering sub-branch aspirants to deposit their nomination fees in the FKF bank account instead of the board’s account.
Olunga hits 18th goal as race for golden boot hots up Gor Mahia striker Michael Olunga needs to score three goals on Sunday against Muhoroni to win the Golden Boot. Olunga whose diving header in injury time helped Gor Mahia extend their unbeaten record to 29 games when they beat host Western Stima 1-0 yesterday evening in Kisumu took his tally 18, two shy of leading scorer, Jese were of Tusker FC. For this to happen, Engineer will be hoping that Were doesn’t hit the net at Safaricom Stadium in Kasarani where Tusker will be playing a wounded AFC Leopards. John Makwata of Ulinzi Stars who sits third with 14 goals seems to have given up on the race, but the fact that Ulinzi will be hosting Bandari at Afraha is something that may also send shivers to
the two top scorers. For Makwata to win the golden boot, he must set a record by scoring at least seven goals to go top. In Kisumu, Frank Nuttall entrusted the same side that has delivered two league clean sheets in their last matches with Innocent Wafula, called to Harambee Stars squad before he was dropped after failing to prove his nationality filling on at left-back from the midfield. Ali Abondo and George ‘Blackberry’ Odhiambo, K’Ogalo’s were moved upfront in the mid but the entire squad wasted several chance, same as Henry Omino’s side who created no meaningful danger for the visiting side who had to camp in Kisumu from last Friday after their match with Tusker. Omino who lost 3-1 away to Bandari last weekend made three changes. Shafik
Batambuze was given a starting role in place of Mike Baraza while former Thur Gem alumni Fredrick Nyarombo and Victor Oduor dropped to the bench. Kevin Okoth and Victor Ochieng’, who took the captain’s armband, were handed a start. It looked like the game would end all square like in the first leg, but Olunga and the league champions had a different script in the bag. Ali Abondo, in his usual characteristics supplied Olunga who finished with a perfect header to keep the unbeaten record intact. Stima host KCB in their final match this Sunday. Meanwhile, a new trophy for the 2016 SportPesa Premier League will be unveiled tomorrow in Nairobi with champions Gor Mahia set to keep the current one for good.

United crash out as Liverpool win Manchester United joined Chelsea and Arsenal out of the League Cup after it suffered a home defeat in the hands of Championship side Middlebrough last night. Captain Wayne Rooney and his England compatriots Michael Carrick and Ashley Young all missed in the shootout as the Boro players celebrated in front of their jubilant 10,000 travelling fans. The match had ended 0-0 at both regualr and extra time. Middlesbrough last played in the Premier League in the 200809 season, but Aitor Karanka’s side, currently fourth in the Championship, held their own at Old Trafford, looking well organised at the back and managing to frustrate United throughout a goalless two hours. Manchester United made nine changes to the side that drew against rivals Manchester City on Sunday, but that did very little to stop Stewart Downing’s rasping drive for Boro which was tipped over and Daley Blind put into his own net but striker Kike was flagged offside. Boro sat

back and played on the counter-attack, Downing coming closest to winning it in normal time when he saw his effort kept out by keeper Sergio Romero. When it came to penalties, Grant Leadbitter, Downing and Ben Gibson held their nerve to see the visitors through. But it was another slow, laboured performance by the Red Devils and they were unable to put concerted pressure on the Boro backline. Memphis Depay, left out in recent games, failed to impress on his return to the side, while striker James Wilson gave no impression that he could hold down a first-team place before being replaced at half-time by captain Rooney. Anthony Martial was also sent on by Van Gaal to provide more attacking impetus, but could not make the breakthrough. Marouane Fellaini twice headed wide and Andreas Pereira flashed a
shot wide, before United lost their fourth successive penalty shootout. Middlesbrough will play Everton at home in the last eight, with the ties to be played in the week commencing November 30. Meanwhile, Jurgen Klopp earned his first win as Liverpool boss after Nathaniel Clyne’s maiden Reds goal saw off Bournemouth same as Manchester City who beat Cristal Palace 5-1 in the other match. Liverpool, who drew their three opening games under Klopp, led when Clyne pounced after Adam Smith cleared Joao Carlos Teixeira’s flick off the line. The Reds, who have won the League Cup on a record eight occasions, move into the quarter-finals for the second successive season. Klopp will take his team to Premier League rivals Southampton in the last eight after the Saint beat struggling Aston Villa 2-1 with goals from Graziano Pelle and defender Maya Yoshida. Villa substitute Scott Sinclair grabbed late consolation from the spot.
