resident Uhuru Kenyatta has directed the Teachers Service Commission (TSC) to pay all teachers their September salaries which were withheld after they went on strike, paralysing learning across the country. He has also directed the commission to pay teachers who were on duty that month appropriate compensation for their extraneous work. Uhuru who met with TSC and Kenya National Union of Teachers (Knut) officials at State House said the parties could not be reconciled until the deadlock was unlocked. “The meeting has been fruitful. Upon discussion, the parties have agreed that all parties will withdraw all the cases related to the dispute that remain pending in our courts,” he said. Waiguru wants politics out of graft allegations

The lawyer, while absolving Waiguru from any wrongdoing in the ministry, said the country will know the real suspects once investigations are complete. “There is no single issue directly touching on the CS that has been raised, we have discussed the issues the investigators wanted to know and for now we have done our part, let the authorities now continue with their work” said Ahmednasir. He said Waiguru only appeared before the investigators as a witness and not as a suspect. The Anti-graft body had summoned Waiguru to appear before it for questioning and statement recording over the loss of millions of shillings from the National Youth Service (NYS). The grilling of Waiguru come days after fresh allegations of

corruption emerged from the ministry through purchase of items on inflated prices. However, on Monday, Planning Permanent Secretary Peter Mangiti convened a press conference to disown the inventory of the ministry’s assets that he presented to the National Assembly’s Public Accounts Committee (PAC) and which exposed inflated pricing of items. When she appeared before PAC, Waiguru in her defence denied any wrong doing and instead blamed accounting officers in her ministry. She has further accused her detractors of personalized attacks despite saying she was not the accounting officer and has never been involved in the procurement of the alleged items. “I don’t do any purchase in the ministry, I don’t even know the price of the chair I sit on in my office, getting to know the prices of things in my office would amount to me doing another person’s work,” said Waiguru.

The dispute has persisted for years; indeed there has been a strike every year for the last nine years. It is time, as I have said before, to end it once and for all,” the President said. Immediately after the cases are withdrawn, the Head of State said, the TSC and Knut will meet to begin a structured dialogue which will lead to a new Collective Bargaining Agreement. “Earlier this month, the Court of Appeal gave its judgment on the dispute. Now, following the decision of the court, there is an urgent need to bring all parties together for dialogue. It is time to reconcile, and to return to harmony in the education sector,” he said. President Kenyatta further emphasised the need for full recognition of the binding advisory by the Salaries and Remuneration Commission (SRC) on the salaries and remuneration of teachers. “There must also be full recognition of a basic point: equal pay for equal work. We are in public service, and we have a duty to manage public funds equitably and effectively. It is inequitable and ineffective to pay some more than others when both are doing the same work,” he said. He explained that the necessary first step to ending that inequity and ineffectiveness is a job-evaluation exercise, which will determine the level of performance of public officers.

Linturi wants PS Mangiti sacked Igembe South MP Mithika Linturi wants Devolution Principle Secretary Peter Mang’iti to resign for misleading the Public Accounts Committee (PAC) over purchase of items at the ministry. Linturi wants Mangiti out of office for gross misconduct after the latter gave out wrong information to a House committee. “Parliamentary committees are like a Court of Law and no one should give wrong information before it, therefore what the PS did amounts to gross misconduct,” he said. He said public officers should counter-check information prior to their tabling before a parliamentary committee, adding that recanting evidence earlier given may have serious ramifications. “I expected Mangiti to check facts in the report before signing it, he is an Engineer by profession and therefore a learned gentleman, it is a shame he had to recant the evidence,” said Linturi. Last week, the PS presented to the National Assembly’s Public Accounts Committee (PAC) and a procurement document, which exposed inflated pricing of items at the Devolution ministry. Later, Mangiti said the report he presented to the committee contained inconsistencies and was the wrong one. The PS owned up and said there was a mix-up in the figures and the document presented had factual errors. Mangiti told the committee that the original and factual figures that were refined will be readily available for its inspection in two weeks’ time. He said the report and accounting documents to be presented to the committee within 14 days will contain the specific Local Purchasing Orders (LPOs) copies and invoices as well as payment vouchers where applicable. The PS dismissed claims that the Ministry had actually spent the money as per the documents in the committee’s possession, saying it was not logical to purchase some of the highlighted items at the indicated prices.

Gunmen shoot dead trader in Kariobangi A businessman was last night shot dead by gunmen outside his house in Kariobangi area, Nairobi. The businessman who runs several stalls in Gikomba market, was getting into his compound when he was confronted by gunmen who had apparently been trailing him. Police say the gang shot him twice in the stomach as he walked to his house after alighting from his car. The gang escaped without stealing anything from the deceased.

Rivals poke holes on Trump policy on immigration

Republican candidate Donald Trump’s plan to deport 11 million undocumented immigrants from the US has been savaged by his party rivals in a TV debate. His hard-line proposal was attacked as impractical and divisive by John Kasich and Jeb Bush, who are also running for the Republican presidential nomination. Trump, a billionaire New Yorker, who has been leading in the polls, was booed as he tried to counter-attack. Another source of friction at the debate in Milwaukee was on foreign policy. The eight candidates were divided on whether the US should do more to intervene in the Middle East, especially in the fight against Islamic State militants. But immigration sparked the biggest confrontation, when Trump said a wall should be built at the US-Mexico border and all migrants living illegally in the US must be deported. This was met with disdain by Kasich, the governor of Ohio. “Come on, folks, we all know you cannot pick them up and ship them back across the border. It is a silly argument. It is not an adult argument.” Bush, the former Florida governor, said it would tear families apart and played into the hands of Democratic frontrunner Hillary Clinton. The debate, hosted by Fox Business, began by talking about raising the minimum wage, which several candidates opposed. Florida Senator Marco Rubio said vocational education was instead a better way to unlock American potential. “Welders make more money than philosophers. We need more welders and less philosophers.”

Face vetting or quit service, NPSC tells police officers The National Police Service Commission (NPSC) has maintained that the ongoing vetting exercise is compulsory for all police officers, and those opposed to it have no option but to quit. NPSC’s commissioner Mohamed Murshid said the current exercise will involve traffic officers, criminal investigations officers, Officers Commanding Stations (OCS) and their deputies. “Officers who feel intimidated or are not willing to go through the vetting process have been given the option of voluntarily retiring from the force”, he said, adding that those found culpable of graft and other criminal activities will be sacked. NPSC is scheduled to roll out the second phase of the vetting process after they conducted a sensitisation exercise at the Kenya School of Government-Mombasa to prepare the officers for it. 12,000 officers countrywide are expected to be vetted in the second phase of the exercise. MP seeks to curb hate speech ahead of 2017 polls Nominated MP Johnson Sakaja has (pictured right) petitioned the National Cohesion and Integration Commission (NCIC) to convene a meeting with the state and non –state actors to deliberate on a joint approach to fight hate speech and incitement ahead of the 2017 General Elections. Sakaja said the meeting will be important because it will find ways for the team to tackle the iniquity which has slowly become a matter of national concern. He proposed that NCIC, Independent Electoral and Boundaries Commission (IEBC), Ethics and Anti-corruption Commission (EACC), Media Owners Association, Editors Guild and different journalist’s organisations to form the

team amid escalating cases of incitement and hate speech. He warned that increased systematic intolerance in the country, which has manifested in politically-instigated attacks, ethnicity, chauvinism and hate speech posed a serious threat to the ongoing process of cohesion and integration. “The repressive tendencies that are being propagated by both sides of the political divide is not good for a country like Kenya, which is yet to heal from the 2007 postelection skirmishes” he said. He said the political class never learns any lessons, hence the need to curb the spread of hate speech and incitement to violence. “It is time we all met and chatted the way forward on how we will carry ourselves going into

the 2007 poll; we need to weed out those engaging in war mongering” noted Sakaja. However, he revealed that he will be imploring the media not to publicise stories of any leader accused of hate speech or incitement. “As the mirror of the society, we will expect the media to give a total black out to any leader from any of the political divide engaging in war mongering” he said. Sakaja, who is also the Chairperson of the parliamentary select committee on Cohesion and National Integration called for the strengthening of the NCIC Act, 2010 to give NCIC powers to prosecute individuals involved in hate speech. Sakaja was speaking today morning during a live interview on Nation FM.

The awards come just as Australia is investing AUD 12.7 million (Sh918 million) to support the design and implementation of a measurement, reporting and verification (MRV) system for land sector greenhouse gas emissions in Kenya. The 11 Masters and 11 PhD

scholarships were provided through the System for Land-based Emissions Estimation in Kenya (SLEEK) programme, an initiative funded by the Australian government and implemented by the Clinton Climate Initiative. SLEEK will enable Kenya to report on its land sector greenhouse gas emissions to comply with international measurement, verification and reporting standards, as well as to support good land sector policy and accessible data. The scholars will study

Children’s lives at stake as El Niño effects hit millions The United Nations Children’s Fund (Unicef) is warning that an estimated 11 million children are at risk from hunger, disease and lack of water in eastern and southern Africa alone, as the weather phenomenon has left droughts and floods in its wake throughout parts of Asia, the Pacific and Latin America. “Children and their communities need our help to recover from the impact of El Niño and to prepare for the further damage it could unleash,” said Unicef Executive Director Anthony Lake in a press release. Besides the immediate risks of death and injury, El Niño can lead to significant increases in diseases, such as malaria, dengue fever, diarrhoea and cholera – major killers of children. When extreme weather deprives communities of their livelihoods, young children often suffer from under nutrition that puts them at greater risk for illness, delayed mental development and premature death. “The consequences could ripple through generations unless affected communities receive support amid crop failures and lack of access to drinking water that are leaving children malnourished and at risk of

killer diseases,” said Unicef in a new report, A Wake UP Call: El Niño’s Impact on Children. World leaders will head to Paris for the 21st Meeting of States Parties to the UN Framework Convention on Climate Change, known as COP21, from 30 November to 11 December. The goal is to reach a universal, binding agreement aimed at limiting global warming by cutting greenhouse emissions.

Mr. Lake underscored that the intensity and potential destructiveness of El Niño “should be a wake-up call” as world leaders gather in Paris. “As they debate an agreement on limiting global warming, they should recall that the future of today’s children and of planet they will inherit is at stake.” While El Niños are not caused by climate change, scientists believe they are becoming more intense

as a result of it. A number of the countries experiencing El Niño are those facing the gravest threat from climate change – many also have high poverty levels. KenGen’s Board has approved a rights issue plan and will seek shareholder approval on December 16, the firm said in a statement on Wednesday. A rights issue is an invitation to existing shareholders to purchase additional new shares in the company The plan, which also needs regulatory approvals, would involve issuing up to 7.802 billion shares at price to be set. KenGen, which is 70 per cent state-owned, previously said it wanted to raise 30 billion shillings to help restructure its balance sheet and to finance expansion.The company, which is Kenya’s biggest power generator, announced the plans in October. The money could be a boon, both for the company and consumers at large since KenGen is moving towards increasing its installed electricity capacity. The company currently has 1,611 megawatts of installed capacity, Chief Executive Office Albert Mugo told reporters last month.

New York workers to get Sh1,500 hour following protests New York Governor Andrew Cuomo said he will raise the minimum wage for state workers to $15 (Sh1,500) an hour. The announcement came on the same day as protestors gathered across the US to raise the federal minimum wage. Opponents of the governor’s move said it was an attempt to circumvent the administration. Hackers steal Sh1.8b in largest cyber scheme Prosecutors have charged three men relating to the largest cyber-attack of financial firms in US history. Personal information for 100 million people was accessed by cyber-thieves between 2012 and the summer of 2015 the BBC reports. Academy rolls out training programme for public primary school teachers The Aga Khan Academy Mombasa has rolled out a training programme for public primary school teachers that is delivering a near-immediate jump in the mean scores of the teachers’ pupils--up to 50 per cent or more in Math and English--as they benefit from new skills in mixed ability teaching, interactive teaching, and positive attention. As one of the institutions delivering the grant-funded training, Aga Khan Academy, Mombasa chooses public school teachers

based on needs and value addition opportunity. “The essence of the programme is to improve teacher performance,” said Isaiah Njagi, Aga Khan Academy Mombasa’s professional development centre monitoring and evaluation officer. The programme trains teachers in inquiry based student centered methods of teaching, which creates an active learning environment, with students participating in discussions, asking questions and getting interested in peerto-peer education. YOURSAY Integrity of national examinations at stake For a long time, Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Examinations (KCSE) national examinations has not been taken with the seriousness it deserves. The examinations have been characterised by irregularities putting the integrity of the exams at in doubt. Indeed, it is a pity that the Kenya National Examination Council (Knec), the body charged to manage the exams has failed Kenyans by being unable to protect the integrity of the exams

but instead have let cartels to leak exams under their watch. A number of parents are angered by their children’s exposure to unfair playground perpetuated by cartels. Even the children are not happy with the conduct of Knec as it the case with many Kenyans in the wake of reported exams irregularities in the just ended KCSE. However, it’s now time Knec woke up and reported to duty by protecting the integrity of the exams. Knec should now come up with strict measures to curb the perennial exams

leakages. They should propose tough penalties on anyone found cheating and involved in any exam irregularities to sanitize the exam process. For students found in cheating in exams, they should be banned and barred from participating in any future examination for a certain period whereas teachers should be de-registered from their respective profession. Devolution PS move to recant documents suspect If you see Devolution Principal Secretary Peter Mang’iti recant his own documents he tabled before a parliamentary committee, it is a clear indication that the ministry is infested with corruption and heads should roll. factual errors and somebody must take responsibility. Kenya loses Olympic qualifications hosting rights to Congo, Cameroon Kenya has lost their bid to host at least one of the continental Olympics Volleyball qualifiers. Confederation of Africa Volleyball (CAVB) gave Congo, Brazzaville and Cameroon the hosting rights for men and women’s championships respectively despite Kenya tabling the bid for men’s competition. Whistle blower calls for wider investigation

Doping probe: Kenya, Ethiopia next in line Kenya could be the next target for World Anti-Doping Agency (Wada) investigation into the doping scandal that is eating into the inner organs of International Athletics Sports Federation (IAAF). On Monday, Wada released the report that recommended the suspension of Russia from the next Olympics and a life time ban for her five Athletes. But the whistle blower who sparked the global investigation into corruption involving senior figures in the IAAF and Russian Athletics has now called for the authorities to turn the spotlight on Kenya and Ethiopia. “There should be a similar investigation into countries such as Kenya and Ethiopia too. Their top athletes are earning far more than the Russians. Yet their levels of testing are very limited,” said Andrey Baranov, the Russian whistle blow-

Baranov also insisted there is a double standard, with people wanting to punish Russia harshly, yet not applying similar levels of punishment to the IAAF. “Lamine Diack, the former president of the IAAF, is being investigated by police, why is nobody clamouring for the IAAF to be suspended until they prove. While IAAF is yet to give any sanction to Russia, action may be taken on the five Athletes who were named in the report. Meanwhile, former IAAF president Lamine Diack has been provisionally suspended as an honorary member of the International Olympic Committee. Diack has also resigned as president of the International Athletics Foundation. The IAF is the charitable arm of IAAF, which Diack, 82, was president for 16 years before he was replaced by British Lord Coe in August. Diack is being investigated by French police over allegations that he took bribe to cover up positive drugs tests. Diack’s son Papa Massata, adviser Habib Cisse and the former IAAF anti-doping chief Gabriel Dolle are also being investigated.
