Corruption Commission (EACC) today, 10 western diplomats said they are ready to help Kenyan authorities return stolen assets to the people of Kenya. “We are prepared to take further steps to support the Kenyan

authorities, including, when permitted by law, the return of stolen assets to the Kenyan people,” they said in a joint statement. The ambassadors have called for the prosecution of all those named in graft regardless of their position or wealth. “In our discussion today, we agreed that all allegations of corruption must be investigated. When evidence of corruption is found, those responsible must be prosecuted and, if guilty, appropriately punished, regardless of position or wealth,” they said, adding that they are ready to take actions including imposing travel bans on corrupt individuals. KDF implicated in illegal Somalia sugar smuggling THURSDAY, NOVEMBER 12, 2015

The Kenya Defence Forces have been implicated in sugar smuggling trade in Somalia with a report accusing the army of involvement in the racket that also includes al-Shabaab as beneficiaries. The report by Journalists for Justice (JFJ), which conducted the study on the conduct of KDF says the military owns shares in a trade worth between $200 million (Sh20.4 billion) and $400 million (Sh40.8 billion). “The connection between Al-Shabaab and sugar smuggling came to the fore in Kenya during the group’s current mandate- this implied KDF involvement by describing how sugar enters Kenya via Kismayo,” the report said. But KDF has denied the allegations and termed them ridiculous. KDF spokesman David Obonyo said their soldiers have always acted professionally in fighting al-Shabaab militants and that to suggest they are doing business with the militants is ridiculous.

The report released last night is based on investigations carried out by JFJ which interviewed United Nations officials, Western intelligence sources, sugar traders, porters and drivers. It also accused Kenyan troops of “widespread” human rights abuses – including rape, torture and abduction – and conducting air strikes “targeting crowds of people and animals” rather than the militant training camps it claims to bomb. “We are not involved in sugar or charcoal business. How can you sit down with alShabaab one minute, and the next you are killing each other?” Obonyo posed in quotes carried by AFP. According to the report, loaders, traders and intelligence officials said an estimated 150,000 tonnes of illicit sugar is transported to Kenya via Kismayo each year, which translates to around 3000 tonnes a week. KDF made the incursion into Somalia in October 2011 to fight the al-Shabaab militants, but have been accused of involvement in illegal trade including charcoal since taking over the port city of Kismayo in Southern Somalia in 2012. “KDF and Jubaland forces control the port.

US offers Sh1.4b bounty on top Shabaab leaders The US government has announced a Sh1.4 billion bounty on the heads of six top leaders of Somalia-based terror group al-Shabaab. A reward of up to Sh600 million shillings is being offered for information on the whereabouts of al-Shabab’s leader, Abu Ubaidah also known as Direye. Ubaidah was named head of the terror group last September after the group’s long time emir, Ahmed Abdi Godane, was killed in a US drone strike. The US Department of State’s Rewards for Justice Programe has also offered a reward of up to Sh500 million to anyone with information on the location of three other high-

“Our policy has been clear that those implicated in corruption won’t be allowed in our country and that remains in place,” said UK’s High Commissioner Dr Christian Turner. He said it is time western countries took action against stolen wealth being hidden abroad. “No wealth got through corruption should be enjoyed in London or any other place,” he said. They urged the government to empower EACC and other graft agencies with the tolls and resources to firmly deal with the scourge. EACC chief executive Halakhe Waqo reaffirmed the agency’s commitment to fighting graft, saying they will not relent or be cowed by anyone.

NCIC chairperson Francis ole Kaparo (pictured) said that the media has not been cooperative in their efforts to address the spread of hate speech and ethnic incitement despite continuing to provide the commission with evidence. “You know the media is very good and effective in giving us the evidence of persons spreading hate messages and war mongering among Kenyans, but when we task them to reveal the real culprits they duck off,” he said. MP’s motion to save sick public hospitals Nominated MP Zuleikha Juma Hassan wants to make it mandatory for State and public officials to get medical attention in public hospitals to ensure more funds are given to them. Giving a notice of motion to Parliament through Private members Bill, Zuleikhasaid the public health sector continues to face serious challenges because of lack of sufficient human resources, deficient budgetary allocation and mismanagement of the public health facilities. “The health sector in Kenya continues to deteriorate drastically leading to inadequate facilities, drugs and equipment hence constraining the government to channel huge amount resources to private hospitals through medical insurance schemes at the expense of funding the public hospitals” she said. Zuleikha said the public hospitals can only improve its deplorable conditions if the government officials using public resources will be compelled to seek medical attention from its facilities so that more resources are channelled to the public health facilities. She urged Parliament to compel the government to issue a directive in order to have enough funding in the sector so as to improve the service delivery of the institutions. However, she admitted that it would be a challenge to implement the proposal but she is optimistic that it will eventually lead to the improvement of the public health sector in Kenya.

NEWS BRIEFS Gang shoots dead nigh guard in Parklands area A night guard was last night shot dead in a robbery incident in Parklands, Nairobi. A gang took advantage of the ongoing Diwali celebrations during which fireworks were being lit by enthusiasts to launch the attack. Police said the guard was shot when he tried to stop the gang that had raided a hostel. They shot him at close range before escaping on a motorbike. Police say the guard was pronounced dead on arrival at a local hospital and no arrest has been made so far. Efforts to trace the gang are ongoing for now.

Varsity students protest over water shortage in college University of Nairobi, Kenya Science campus students staged a protest on Ngong Road last night, plaralysing transport and movement on the road for hours over acute water shortage at the college. The students blocked the road, stoning motorists before police arrived and contained the situation. They accused the college management of doing very little to sort out the issue, adding that the shortage has interfered with normal learning and is exposing them to diseases. The university authorities say the issue is being addressed. Police say no injury was reported, but property were damaged.

Fourteen migrants have drowned in the latest boat sinking as European Union and African leaders gathered in Malta to discuss measures to stem the flow of people into Europe. Seven of those who died when a wooden boat sank between Turkey and the Greek island of Lesbos were children. Coastguards rescued 27 survivors. The meeting in the Maltese capital Valletta was planned after about 800 died in a migrant boat sinking off Libya in April. The UN says nearly 800,000 migrants have arrived in Europe by sea so far in 2015, while some 3,440 have died or gone missing making the journey. Judge sentences South African cops for murder A judge has sentenced eight former South African policemen to 15 years in prison for the murder of a Mozambican taxi driver. Mido Macia was killed in 2013 when officers tied him to the back of a police van by his arms before driving off. He was found in a pool of blood in police custody.

Judge Bert Bam called the killing “barbaric” but acknowledged that it was not pre-meditated. Sentencing the cops, aged between 25 and 56, Bam said: “The continuous conduct of the accused concerning the injuries on the deceased was barbaric and totally inexplicable. “What made their conduct more

reprehensible was their cowardly attack in the cell on a defenceless and already seriously injured man.” A lawyer for the former officers said they would appeal against the murder conviction. Police pulled over 27-year-old Macia in February 2013 after he allegedly parked a vehicle illegally in Daveyton, east of Johannesburg.

Following a struggle, they overpowered the driver before handcuffing him to the back of a vehicle. He was later assaulted in his cell and died from head injuries and internal bleeding. The incident was filmed by a bystander and caused outrage among rights groups.

Sub-Saharan governments, including leaders from Kenya, Uganda, Ghana and Tanzania, have been criticised for failing to meet the energy demands of their citizens. Activists, policy makers and many government officials across the globe have argued that electricity should be listed among the basic human rights, which include the right to life, the right to a standard of living that includes food, clothing, housing and medical care and necessary social services, among other rights. NHC to maintain 13 per cent interest on all home loans In a bid to provide decent and affordable housing to all Kenyans in the midst of the ongoing economic crisis, the National Housing Corporation (NHC) has announced that it will maintain its 13 per cent interest rate for mortgages. NHC Managing Director Andrew Saisi said that the rates will be maintained at 13 per cent for a period of 18 years for tenant purchase clients and 10 years for rural and peri-urban housing loans clients. “We will, therefore, not increase our interest rates since we have a responsibility to the tax payers,” he said. The corporation lends up to Sh3 million to Kenyans who wish to own decent homes in their rural or peri-urban areas. The country had 22,013 mortgage loans in the market as at December 2014, up from 19,879 in December 2013. The average interest rate charged on mortgages was 15.8 per cent at the end of last year. The rates ranged between 8.0 per cent and 21.3 per cent. The mortgage report for the first

quarter of 2015 showed that commercial banks maintained their unusually high borrowing rates, despite the growing impact on the housing market in the country. This follows the raise on base lending rates from 8.50 per cent to 10 percent by the Central Bank to stem the shilling’s depreciation against the dollar. The rates have been stable at 15.4 per cent in the past 12 months, having dropped from 16.91 per

cent in July 2014. Saisi said he is optimistic that the current high interest rates will fall in due course, noting that the government has put in place measures to cushion itself from the economic crisis within the short term and thus no need to pass the effects to NHC’s clients. “There are indications that the shilling is gaining strength against the dollar and soon we expect the economy to stabilise. Therefore, we believe our products are the

most affordable in the respective segment of the market and want to keep it that way. In fact, we ensure that our houses are at least 20 per cent cheaper than the market rate,” he said. The NHC has embarked on a number of projects, including the development of 120 maisonettes in Stoni Athi, 80 apartments in Langata, a mixed commercial and residential development in Kibera, as well as a commercial centre in Langata.

Before the survey, the only information available on oral health was based on ad hoc surveys done by individuals including reports from public and private health institutions. Consortium to build coal plant as cost of power expected to come down Amu Power, a consortium of developers, including Centum Investment Company, has announced plans for a 1,000 megawatt coal-fired power plant in Kenya next month. The firm, which is the biggest investment company at the Nairobi Securities Exchange, made the announcement on Wednesday as it reported a 75 per cent jump in first-half pretax profit. The move is the latest in a series of initiatives by both the government and the private sector to provide power to consumers while driving down the cost of electricity. Power production expenses are set to fall in the coming months as Kenya embarks on a variety of initiatives aimed at improving the country’s energy infrastructure. Citing the ambitious wind power firm being constructed in Turkana and a number of geothermal plants in Olkaria, industry experts estimate that the cost of electricity will plummet by a significant margin. Centum, which has made its foray into the ever-expanding

energy sector, reported a rise in pre-tax profit at Sh2.246 billion for the six months to September 30. The Company, which invests in listed and private firms, reported a pre-tax profit of sH1.285 billion in the same period last year, Reuters reports. The firm’s total income rose to Sh8.384 billion for the first half from Sh1.897 billion, Risper Mukoto, managing director of Centum Capital, a unit of Centum, told an investor briefing. Centum Chief Executive, James Mworia said the consortium is expected to finalise debt financing agreements for the project with China’s ICBC and South Africa’s Standard Bank by early 2016. “We have the construction contract more or less finalised. They are ready to roll. We expect to begin work on site in December, and we expect the contractor to move in from January,” Joe Mutugu, chief financial officer at Amu Power, said. The power plant is being built in Kenya’s Lamu region, a coastal area near Somalia.

The foundation will continue working in the construction of sand dams--the most cost-effective form of rainwater harvesting to provide communities with a clean, local and reliable source of water even during droughts. Sand dams store up to 20 million litres of water and provide a year-round supply for up to 1,000 people. They are also a very cost effective and require virtually zero operation and maintenance costs. “APA Apollo Foundation, since 2009, has contributed over Sh20 million in the construction of over 10 sand dams,” said Apollo Group Chairman and Trustee of the Foundation Daniel Ndonye.

Australia’s ANZ gives Sh 1.3b to compensate 200,000 customers Australia’s biggest creditor ANZ is giving more than Sh 1.3 billion ($13m) in compensation to its 200,000 customers after it failed to apply the correct amount of bonus interest to their savings accounts. However, ANZ has said a system error was to blame and that it was resolving the problem and had already apologised to its customers. The accounts allowed consumers to gain bonus interest if they met certain criteria for deposits and withdrawals. But ANZ miscalculated the interest that some customers should have been paid over several years, because it had misaligned the monthly cycle, Australian Securities and Investment Commission (ASIC) said. ASIC’s deputy chairman, Peter Kell, said: “ANZ has taken its breach reporting obligations seriously in this matter. Breach reporting helps ensure affected consumers are returned to the position they would have held if it were not for the breach occurring at all.” ANZ media spokesperson said there were issues where some customers were either underpaid or overpaid the correct bonus interest on their progress saver accounts but ascertained that the bank would not recoup the overpaid amounts.

The spokeswoman said a review had been completed and changes had been made to ensure such errors would not occur again. Earlier this year, ANZ won an appeal against a landmark court ruling that some of its fees for late payments were

unfair. Last month, the lender posted a record annual cash profit of Sh 5.2 trillion ($5.1 billion) the result for the year ending September marking a 1 per cent rise on cash profit from the previous year.

ANZ has said a system error was to blame and that it was resolving the problem and had already apologised to its customers.

This is after the institution partnered with Nairobi County Government in efforts to enhance the learning mode of their students. An MOU was signed by JKUAT’s Health Services Executive Bernard Muia who said. “The collaboration will help the students and in addition help improve the services due to extra hands on the ground.”

YOURSAY Jubilee misleading Kenyans on Raila claim The narrative peddled by Jubilee that Raila Odinga and the Opposition have failed must be scathingly dismantled by all of us who hate cheap political soundbites made without careful analysis of supporting facts. It is a narrow-minded argument pivoted on erroneous assumptions and hinged on far-fetched hope that it would help distract Kenyans from the truth. Certainly, Jubilee is chasing a wild goose. For a regime that has remarkably failed in nearly everything, it would be expected that they be modest in their criticism of the Opposition. But even in

trying to shift blame, they haven’t unleashed their best yet. They’ve failed on this too. You see, they are giving us numerous sets of unsupported arguments which have failed to achieve their goals. In essence, Jubilee has resorted to throwing allegations around which aren’t hinged on concrete facts. In an attempt to cushion Uhuru, Jubilee crafts incoherent theories and in the process, they are trying to enjoin Raila into Uhuru’s mess. This is buffoonish to say the least! President Uhuru Kenyatta must bear the burden

of his failures without apportioning blames. Smearing Raila with mad and trying to claim that he is not an alternative without giving explicit explanations is a very cheap way of trying to confuse Kenyans who already have facts at their fingertips. We never rely on empty rhetoric to advance our case a game that Jubilee is very experienced in. We rely exclusively on facts, however unpleasant they may be. voters come 2017. President Kenyatta’s government is evidently marred in corruption looking at the number of government officials accused of corrupt and have step aside while others have stayed put. The latest revelation of massive loss of public funds at the ministry of Devolution coupled by the worst state of economy; Uhuru needs to get his acts right, if he is serious

in the fight against graft. There is absolutely no reason as to the continued stay in office of government officials like Anne Waiguru who have adversely mentioned in corruption allegations. While we have competent and qualified men and women in our country who can do the same job. This individuals must leave office immediately Mr President.

NCIC should act on hate being spread on social Politicians are not solely to blame on hate speech as ordinary Kenyans are busy on social media peddling chilly and bloodthirsty statements without fear of any eventualities. National Commission on Integration and Cohesion (NCIC) seems to be focusing too much on the political class and has forgotten the ordinary social media account such as Facebook, Twitter and Instagram that has bulk of hate mongers worse than the Kabogos, Kurias, Aladwas and Muthamas of this country. Politicians are only the representatives of the people. These social media accounts are trendy and sumptuous in spreading hate, tribal alignments, scary images and blood-thirsty words. Some even encourage rape and murder. Politicians are only heard because they go public and the

media gives them coverage. Hatred is everywhere and if NCIC was serious about combating hate speech, our jails would be overflowing with criminals from every corner of this country. With the era of smart phones, those sharing hate messages and calling for more such statements and talking murder are doing it from the comfort of their houses, offices, and even posh vehicles. The same people who publicly criticise our politicians. NCIC needs to wake up and rise to the occasion. We are in a different era and old methods may not work. Hate goes viral in seconds. Meanwhile, reigning national 5000m champions Emmanuel Kipsang will be among the top athletes to headline the second Athletics Kenya Cross Country Series set for this Saturday at Kangaru High School in Embu County. The 24-year-old Kenya Defence Forces officer, who represented the country for the first time in Beijing, China will fight it out with among others Peter Matelong and Josephat Menjo in the men’s 10km race. Just like the last race held this past weekend in Nairobi, the Kangaru edition is expected to be fast after the distance was reduced by 2km. The women’s race (10km) will have Pauling Korikwong, Linnet Chepkurui, and Jemima Jelagat The event is expected to be even bigger than the first meeting which took place last weekend in Nairobi with most of the athletes who raced at Posta Ground also expected to take part in the race.

Farah to miss World Indoor Championship 5000m World champion Mo Farah looks set to miss the World Indoor Championships in March to focus on the defence of his Olympic titles. Farah said the Glasgow Indoor Grand Prix on 20 February - at which he will race in the 3,000m - is likely to be his only indoor race of 2016. The World Indoors take place in Portland, Oregon - where Farah now lives - from 17-20 March. “The 3,000m in Glasgow is likely to be my only indoor race of 2016 and I want to make it a good one,” he said. “It will give a good indication of how my training is going and will hopefully set me up for a successful outdoor season,” he said. The double Olympic champion, who missed the 2014 Commonwealth Games in Glasgow because of injury, has

been based in Portland since joining controversial coach alberto Salazar training group at the Nike Oregon Project in early 2011. Salazar has been accused of involvement in doping. Farah, who has won seven global long-distance titles, will attempt to retain his 5,000m and 10,000m crowns in Rio in August. The Londoner retained his world title at the same distance in August and will open his 2016 season in Scotland by racing in the Great Edinburgh International Cross Country on 9 January. “I have not competed in Glasgow since 2012 and it will be great to be back. The Scottish crowd love athletics and I am sure they will give great support to the athletes.” Farah as not competed at a World or European Indoor Championships since 2012.

Scribes to save players left out of soccer award Sports Journalist Association of Kenya (SJAK) commission will not be restricted to the eight nominees by premier league coaches when selecting winners for the SJKA/KPL Player of the year’s Awards, 2015. Instead the commission, chaired by Citizen TV Sports Editor Mike Okinyi, will have free hand to include more deserving players should they be omitted by the coaches. The nomination for the award set for December 9 at the Safari Park Hotel was launched yesterday in Nairobi. SJAK, which is led by Star newspaper Sports Editor Chris Mbaisi, dropped their earlier push to start a parallel Awards and partnered with Kenyan Premier League which had been running the Awards for the last five years. The new partnership will see prize for the Most Valuable Player (MVP) tripled to Sh1million from the initial Sh200,000. The additional Sh800,000

will be catered for by SJAK and Sponsors, SportPesa and Korean Electronics LG. Meanwhile, former Tusker FC coach Francis Kimanzi will be considered for the coach of the year awards and not his assistant Leonard Odipo. Odipo took charge of the brewers after Kimanzi resigned with three league matches to go, but the organiser locked out Odipo who steered the 10 times champions to a fifth place finish after he failed to beat the rule that require a coach to be in charge of a team at least in 21 matches. “We are looking forward to rewarding the coaches in quarterly basis, that will be seven games, but for now the rule stands,” KPL chief executive Jack Oguda said during the awards. KPL bowed to pressure after local scribes raised issue with the way the last edition was conducted: “We know what happened last year, but we do not want a repeat of that,” said Mbaisi.

Origi, Timbe out of Cape Verde clash Harambee Stars goalkeeper Arnold Origi has pulled out of squad ahead of tomorrow’s Russia 2018 FIFA World Cup qualifying match against Cape Verde at Nyayo National Stadium. Origi earlier differed with Football Kenya Federation (FKF) over unpaid travel ticket also missed the first leg of the opening round of this qualifiers against Mauritius away. Origi, who would later accuse FKF of mistreatment later honoured the second leg played three days later in Nairobi. By yesterday evening, Origi had not shown up at the Stars’ training camp forcing Coach Bobby Williamson to scrap him off his plans alongside Belgium-based Ayub Timbe. Unlike Origi who did not give any reason for his late reporting, though it is expected that communication by FKF to all foreign-based player to cater for their own air tickets could have contributed to him missing the clash, Timbe is understood to be nursing an ankle injury.

Williamson has many options including Clifton Miheso, Kevin Kimani, Christian Bwamy and Ali Abondo to fill Timbe’s place, but only Gor Mahia shot stopper Boniface Oluoch to cover for the experienced Origi. The Scot is expected to name the final squad today. Meanwhile, a confident Cape Verde, ranked 4th in Africa landed in the country last night ready for the match. Cape Verde who are ranked fourth in Africa will approach the match as favourites though Kenya which is ranked 37th in Africa and 125 in the world will be bowed with their 2002/03 (2-0) aggregate result against the side that saw Stars qualify for 2004 Africa Cup of Nations. Fans are also expected to play a big role in this clash and a win for the local lads will give them more confidence ahead of the return leg with the Shark Crioles. Tickets for the match will retails at Sh1,000 VIP and Sh200 for terraces.
