7 new faces to join Cabinet

President Uhuru Kenyatta has nominated seven new faces to join his Cabinet even as he sacked the five ministers who had been suspended over corruption allegations. Three politicians are among the seven new faces whose nomination to Cabinet was announced in a live television address by the President from State House, Nairobi. Kericho Senator Charles Keter was named the new Cabinet Secretary for Energy and Petroleum to take over from Davis Chirchir who has been dropped. Another politician, Malindi MP Dan Kazungu will take over the reins at the Mining ministry from Najib Balala who has been moved to the newly-created Tourism ministry. Former Laikipia East MP Mwangi Kiunjuri was nominated to head the Devolution and Planning ministry. He will take over from Anne Waiguru who resigned last Saturday following sustained pressure for her to quit over graft allegations at the ministry. Other new faces that will join the expanded Cabinet include Agriculture Principal Secretary Sicily Kanini Kariuki who was nominated to the newly created ministry of Public Service, Youth and Gender Affairs. She is joined in the list by Nairobi Hospital chief executive Cleopa Mailu who will head the ministry of Health. Dr Mailu takes over from James Macharia who was moved to Transport to effectively confirm the sacking of suspended colleague Michael Kamau who is facing graft charges in court.

President Uhuru Kenyatta also nominated Kenya Seed Company Managing director Willy Bett to become the new Agriculture CS to replace Felix Koskei who was also dropped. Google Kenya Ambassador Joe Mucheru was also nominated to the Cabinet. He will take over the reins at the Information, Communication Technology ministry where he replaces Fred Matiang’i. Dr Matiang’i has been moved to the Education ministry whre he too will replace Prof Jacob Kaimenyi. Kaimenyi has been moved to the Lands docket to replace Charity Ngilu who was also sacked.

Cabinet Secretaries Amina Mohamed (Foreign Affairs and International Trade), Adan Mohamed (Industrialisation), Hassan Wario (Sports and Culture), Henry Rotich (Treasury), Raychelle Omamo (Defence), Joseph Nkaissery (Interior), Eugene Wamalwa (Water and Irrigation) and Prof Judy Wakhungu (Environment) all retained their positions while Philis Kandie retained he renamed ministry of Labour and EAC Affairs. Attorney general Prof Githu Muigai also retained his position in the Cabinet. President Kenyatta announced that the new changes are aimed at

enhancing efficiency in public service. “This will be done by fast tracking the adoption of technology, improving processes to reduce red tape, providing better oversight and leadership at each level of government administration,” he said. He said this had forced him to expand his Cabinet to 20 from the current 19. Similarly, the number of State departments was increased from the current 26 to 41, meaning several Principal Secretaries have been nominated to head those departments.

Politicians urged to give the new team time President’s Senior Adviser on Legal and Constitutional Affairs Abdikadir Mohamed has defended yesterday’s Cabinet reshuffle made by President Uhuru Kenyatta saying it’s the best team to deliver to Kenyans. Abdikadir urged the Opposition to keep politics out of the reshuffle and at least support the efforts made by President Kenyatta to improve service delivery and fight graft. Speaking today morning on Citizen TV, the President’s legal advisor said Cord was calling for immediate reshuffle of the Cabinet and should now work with the President. “These were the same people shouting that the President should do something about the Cabinet and we expect them now to support the new look Cabinet,” he said. He said the President has bitten a political bullet by not retaining any of the suspended Cabinet Secretaries. “Remember no allegations levelled against the suspended CSs have been proved and the President could have re-appointed them but he decided to instead drop them.Let’s stop these cynical blame game, it’s time to shun politics and embark on hard work of fighting corruption,” Abdikadir said.

Uhuru increases PSs from 26 to 46 in new reshuffle President Uhuru Kenyatta last evening increased the number of Principal Secretaries from 26 to 41 as part of his efforts to combat corruption in government. President Kenyatta said breaking down the state departments into 41 and putting a Principal Secretary incharge of each is intended to increase accountability and eliminate corruption which is most prevalent in procurement department. He said increase as a result of consultations between him and the Public Service Commission (PSC), adding that it is among the strategies put in place to combat run-away corruption in government. The changes include the exclusion of individuals facing graft cases such as Planning PS Peter Mangiti and his Transport counterpart Nduva Muli. Ambassador Monica Juma who Parliament rejected as President Kenyatta’s Secretary to the Cabinet nominee leaves the Interior Ministry for Foreign Affairs replacing Karanja Kibicho who is now the Interior PS. Sakuda elated to be in Pope’s team Kajiado West MP Moses Ole Sakuda is among the few dignitaries who will receive Pope Francis alongside President Uhuru Kenyatta at the Jomo Kenyatta International Airport this evening. Sakuda who was elated at his inclusion in the list told X News that he hopes the papal visit will bring good tidings to the country. “I am looking forward to be in the Pope’s presence for the second time and pray that his visit will bring good tidings to the country, we all know the issues we are facing as a nation and spiritual approach will be good for us,” Sakuda told XNews yesterday. He said he is humbled to be among those chosen to represent Parliament alongside the Speaker of the National Assembly Justin Muturi. “It is a big honour and favor to me and a testimony of my commitment to represent Parliament alongside the Speaker during the Papal visit,” he said. Sakuda was also among the MPs that represented Kenya in Vatican in 2013 during the inauguration of Pope Francis in St Peters Basilica in Roma Italy. He was then the Assistant for Minister Foreign Affairs. “It was a great event that brought together over 130 heads of states, I was requested by then President Kibaki to represent him, I’m happy that I’m also in the team to welcome pope in the country in 2015 again,” he said.

Uhuru poaches another ODM politician to the cabinet President Uhuru Kenyatta yesterday poached another opposition MP when he reshuffled his cabinet and brought in seven new faces. Dan Kazungu who was nominated to become the next Cabinet Secretary for mining is an MP representing Malindi constituency. He was elected on the Orange Democratic Movement (ODM) ticket in 2013. The youthful lawmaker becomes the second MP lured into government ranks from the opposition after former Kajiado Central MP Joseph Nkaissery was appointed the Cabinet Secretary for Interior. Should Mr Kazungu sail through the vetting and get confirmed as the CS, then voters in his constituency will be forced to go back to the ballot and elect a new MP. That sets the stage for a bruising battle between the ruling Jubilee coalition and the opposition Cord to test their strength in the coastal region. Kazungu who is a close ally of Deputy President William Ruto is largely seen as the replacement for former Labour Cabinet Secretary Kazungu Kambi who was sacked yesterday. Mr Kambi had been on suspension until last evening following corruption allegations against him. While the opposition is yet to react on Mr Kazungu’s nomination to Cabinet, it is expected that the MP had been consulted and agreed to take up the new appointment. That sets the stage for a political battle in which jubilee is expected to test their strength in the coast region. Kilifi North MP Gideon Mung’aro who has since felt out with the Cord leadership had also been rumoured to be heading for a Cab-

President Kenyatta yesterday nominated seven new Cabinet Secretaries who must be vetted by MPs before their appointments are confirmed. “I am now requesting the National Assembly to fastrack the vetting and approval of those persons who are newly nominated as Cabinet and Principal Secretaries so that my team and I can get down to work as soon as possible,” Mr Kenyatta said while announcing the names of his nominees. The parliamentary Committee on Appointments chaired by Speaker Justin Muturi is required to conduct the vetting of the seven new Cabinet Secretaries and a number of Principal Secretaries and submit a report to the House for consideration before December 15 by which time MPs would have adjourned for its long recess. They will also vet the nominees to the Ethics and Anti-Corruption Commission. President Kenyatta on Monday

nominated Philip Kinusu to head the anti-graft body while Dabar Abdi Maalim, Paul Mwaniki Gachoka, Sophia Lepuchirit and Rose Mghoi Mtambo Macharia were selected as members. The House is expected to go on recess from December 4. City residents to remain indoors during Pope’s visit A majority of Nairobi residents plan to remain at home during the threeday visit by Pope Francis in the country. Those who spoke to Capital FM News on Tuesday attributed this to expected traffic changes and security measures which may interfere with normal movement within the city. “I will be watching and listening to the Pope’s message in the house. It will be a busy day so there may be no opportunity to come to town, because they said the roads will be closed. This may be just like President Obama visit, so I will just be at home,” one of the residents said. For example roads to be closed on his arrival on Wednesday, will be the stretch from the exit of JKIA all the way down through Mombasa Road, Haile Selassie Avenue, Kenyatta Avenue and State House Avenue. “I will be definitely be listening to him and watching him on television. But if there will be an opportunity not to go to work, I can go and see him at the University of Nairobi,” said a middle-aged woman. “The best I will do is go to church in one of the days then the next I rest at home,” a Nairobi businessman said. However, some said they will have to follow the Pope visit proceedings from their places of work despite the public holiday announced for Thursday 26. “I have just heard that there will be a public holiday tomorrow or Thursday, but all I know is I will be at work as usual. Pope Francis expected in Nairobi anytime from now Pope Francis left the Vatican for Nairobi today morning in a historic visit to Africa which begins in Kenya. Italian national airline Alitalia, which carries the Pope, announced on twitter that the pontiff was already airborne to Africa. “First trip to Africa for Pope Francis has already begun! AZ4000 has taken off from Fiumicino,” the airline said referring to the Pontiff ’s flight. The flight is expected to take about 8 hours before the plane touches down at the Jomo Kenyatta International Airport in Nairobi at 5.30 pm. Pope Francis departed Rome Wednesday to begin his Africa tour, starting with Kenya where he is expected at 5 pm. Capital FM’s Michael Mumo who is among four Kenyan journalists accompanying the Pope on his entire Africa tour said they departed Leonardo da Vinci–Fiumicino Airport at 9.45 am Kenyan time. The Pope does not give interviews when he is departing on a journey like this one to Africa on the Papal Flight, but he does grant them on the return journey to Rome, or make detailed remarks on the outcome of his visits. He does, however, greet individual Vatican Accredited Media Personnel (VAMP) on the Papal Flight. On his trip to Africa, Pope Francis is accompanied by over 70 VAMP journalists, including the four from Kenya. The visit by Pope Francis is his 11th overseas since taking office in 2013. While in Africa he will deliver 19

speeches focusing on peace, the environment and social justice. Even though there have been security concerns, the 78-year-old Pontiff is still expected to visit CAR and there has been no indication from the Vatican in shelving the trip amid security concerns. When he touches down in Nairobi, the Pope will be received by President Uhuru Kenyatta alongside other government dignitaries and Catholic Bishops. While in Nairobi, the Pope will visit the United Nations headquarters where he will address issues of climate change in remarks seen as significant ahead of key climate talks in Paris.

Bomb targets Tunisia presidential guard: An

explosion in central Tunis has hit a bus carrying members of the presidential guard, killing at least 12 people. The bus was travelling down the Mohamed V avenue during Tuesday’s rush hour when the blast occurred near the headquarters of the former single ruling party. Beji Caid Sebsi, the Tunisian president, declared a state of emergency in the country in response to the attack. Tunis has been placed under a curfew until 5am. Mr Sebsi told the nation in a televised address that the country was at “war against terrorism” and vowed to vanquish the terrorists.

‘Tie them and throw them into the sea’, Pope once said of the corrupt

Opinion pollster Infotrak on Sunday released findings indicating that Kenyans want Pope Francis to take about corruption in the country during his papal visit which begins today. This could partly have been informed by the Pontiff ’s stance which abhors corruption. Barely eight months into his papacy in November 2013, Pope Francis delivered an impassioned sermon in which he condemned corruption and even proposed that corrupt officials deserve to be tied to a rock and cast into the sea. In the morning Mass he delivered inside Casa Santa Marta, the guest house he lived since being elected pontiff, he said Christians who donated money to the church but stole from the state were leading a “double life” and were sinners who should be punished. Quoting from the Gospel of St Luke in the New Testament, he said: “Jesus says ‘It would be better for him if a millstone were put around his neck and he be thrown into the sea’,” because “where there is deceit, the

Spirit of God cannot be”. According to The Independent News that carried the story, the Pope did not directly mentioning corruption within the Catholic Church, but described those involved in corrupt

practices as “whitewashed tombs”, explaining that “they appear beautiful from the outside, but inside they are full of dead bones and putrefaction.” He said: “A life based on corruption is varnished

putrefaction.” A day earlier, he had also condemned corruption, asserting parents who earned through bribes or corrupt practices had “lost their dignity”, and fed their children “unclean bread”.

He said: “Some of you might say: ‘But this man only did what everyone does!’. But no, not everyone! Some company administrators, some public administrators, some government administrators… perhaps there are not even very many. But it’s that attitude of the shortcut, of the most comfortable way to earn a living. “These poor people who have lost their dignity in the habit of bribes take with them not the money they have earned, but only their lack of dignity!” He compared receiving bribes as “like a drug” as people become “dependent” on the habit of bribes. The Pope has made clear his intentions to tackle corruption within the Vatican and held a meeting with the Church’s highest ranking whistleblower in October 2013, after telling the Church in May that same year that it “must go forward... with a heart of poverty, not a heart of investment or of a businessman” reminding it that “St Peter did not have a bank account”.

Papal holiday not good for economy: Analysts Business analysts have cited possible losses on the economy following the government announcement of a public holiday to honour the Papal visit on a mid-week. The analysts on Tuesday said the holiday in the middle of a working week comes with huge costs to the economy whose growth forecast for 2015 has been cut for the second time by Treasury to 5.8 per cent down from the original 6.5 per cent. “Kenya is not a rich country and cannot afford the luxury of more public holidays on a week day,” said Dr XN Iraki, a lecturer of economics at the University of Nairobi. He faulted mid-week breaks saying Thursday’s holiday will most likely spill over to Friday, robbing the country of economic man-hours and slowing activity. The government granted Kenyans a public holiday on Thursday to coincide with Pope Francis’s three-day visit to Kenya. “The government has declared November 26, a public holiday and a national

day of prayer and reflection,” said a statement from State House on Tuesday. Dr Iraki said the economy is set to lose billions of shillings tomorrow as businesses close, including banks, schools, courts, government offices and the Nairobi Securities Exchange (NSE) as well as the currency market.

The NSE, the most hit by the holiday, on Tuesday traded shares and bonds worth Sh1.3 billion. The closure on Thursday means loss of commissions for brokers and the stock market, and of trading profits for investors. “To have minimal disruptions to a working week, holidays ought to be either at the start

of the week on Monday or Friday, but not mid-week,” added Dr Iraki. Pope Francis will arrive in Kenya at 5pm Wednesday, marking his first visit to Africa, before heading to Uganda on Friday and Central African Republic (CAR) on Sunday.

DTB’s foray into region pushes profit to Sh4.7 billion Diamond Trust Bank (DTB) has recorded a net profit of Sh4.7 billion for the nine months ended September 2015, an 11.5 per cent growth compared to the same period last year. The bank has attributed the growth to a boost in regional operations especially in Uganda, Rwanda and Tanzania. In a statement, DTB head of Finance and Operations Alkarim Jiwa said its subsidiary operations contributed Sh1.3 billion to the bank’s bottom-line, up from Sh1 billion in September last year. “Our subsidiaries have shown strong performance with an increase in market share in the different countries,” said Jiwa. He said the bank intends to grow its network to 56 branches from the current 51 in Kenya and 39 branches in Uganda from 33. The lending investor has been deepening its presence in regional markets with an aim of growing its branch network to over 120 by the

end of its next financial year. Currently, it operates 22 outlets in Tanzania and four in Burundi. The banks loan expanded by Sh46 billion to Sh172 billion representing a 21.2 per cent increase in interest income to Sh18.3 billion. Its deposit base increased by Sh26 billion to Sh175 billion. The bank’s debt position increased by Sh5 billion in the three months to September, pushing its borrowed funds to Sh24.6 billion and exposing it to higher financing costs. The Standard Investment Bank has acknowledged DTBs investment diversity in the region as a profitable platform that would yield highly in coming financial years. “Of the listed banks, DTB’s regional diversity in terms of income contribution stands out,” noted Standard Investment Bank. DTB is majorly owned by the Aga Khan Fund for Economic Development (AKFED).

Mopani Copper Mines sacks 4,300 workers Glencore’s Zambia unit has laid off its 4,300 employees as the mining and trading company deepens cuts in copper output to support dwindling prices, union and company sources have said. “The company started giving out the letters of redundancy yesterday and has continued with the exercise today,” one union official said, referring to Glencore unit Mopani Copper Mines. According to union source, approximately 5,000 staff working for contractors will also lose their jobs

as Mopani plans to maintain only two contractors specialized in the plummeting of shafts, Reuter’s reports. Eelier October, Mopani gave a notice of redundancy through the letter to the mine unions that the firm was still losing millions of dollars and had to take action to secure its long term sustainability. According to Zambian law, mining companies are required to give a one month notice before laying off their workers.

However, earlier this month Zambia’s President Edgar Lungu had burred Glencore’s unit to lay off employees Mopani was expected to pay the 4,300 workers a total of Sh 3.3 billion (usd 33 million), two company sources with knowledge of the retrenchment plan told Reuters. Swiss-based Glencore has pledged to cut its net debt to usd 20 billion by the end of 2016 to regain the trust of investors after its shares tumbled to record lows this year.

Ethiopian Airlines sustains growth as KQ struggles Ethiopian Airlines, Africa’s largest carrier, has announced plan to expand its fleet as Kenya’s flagship flyer, KQ slowly recovers from major losses as it continues with its restructuring plan. While KQ dubs itself The Pride of Africa, Ethiopian Airlines has held its own as the continent’s largest flyer. The Ethiopian carrier has made plans to buy 10 narrowbody planes and is considering Canada’s Bombardier and Brazil’s Embraer jets among others. Meanwhile, Kenya Airways has kicked off its turn-around strategy aimed at driving up the carrier’s profits following a Sh11.9 billion loss for the halfyear ending September 2015. Kenya’s flagship carrier said the strategy to return the airline to profitability is underway. KQ Group Finance Director Alex Mbugua said the strategy, which was developed by American multinational management consulting firm McKinsey, would put an end to the loss-making that the airline has been grappling with in recent months. Mbugua was speaking during an appearance before a Senate Select

Committee probing into the affairs of the national carrier. The turn-around strategy, dubbed ‘Winning in Africa’ has a 24-point plan expected to eventually lead the airline to success. “We have a new plan which will be implemented in the next 18 months. It is a plan we hope will bring a turnaround in the company,” said Mbugua. He added that the roadmap had already been approved by the

board and the government. The influx of different providers and low-cost carriers has narrowed KQ’s market share but Mbugua is confident that their strategy will lift the carrier’s prospects. He said the airline owed its suppliers billions in debt, saying KQ was already making plans to offset its arrears. On the other hand, Ethiopia’s flagship flyer has said that it plans

to nearly double its fleet between now and 2025, chief executive Tewolde Gebremariam said in a recent address. Tewolde was speaking on the sidelines of a global aviation forum in Montreal. He visited Bombardier’s Mirabel factory on yesterday to review the 100-seater CS100 model, but is also considering aircraft made by the company’s rivals.

Farmers advised to take advantage of El Nino rains Kenyan farmers have been advised by the international community to take advantage of the the El Nino rains as meteorologists say 2015 will hold the record of the hottest year of the century. The El Nino-related rainfall is expected to peak this month and extend to early parts of 2016, experts have revealed. Local meteorologists say although the rains will negatively impact on people and their livelihoods, the country should be prepared to reap the benefits of the rains. According to the Global Climate Report from the US National Oceanic and Atmospheric Administration, the globally averaged air temperature over land and sea surface temperature for September was the greatest rise above average for any month in the 136-year historical record. The September combined global average temperature of the air over land and ocean surface temperature was 1.62°F (0.90°C) above the 20th century average. Record warmth was observed across much of South America and parts of Africa, the Middle

East, Europe and Asia. With strong El Niño conditions in place, the September globally averaged sea surface temperature was 0.81°C (1.46°F) above the 20th century average of 16.2°C (61.1°F), the highest departure for September on record, beating the previous record set last year by 0.07°C (0.13°F). This departure from average is also 0.25°C (0.45°F) higher than the global ocean temperature for September 1997, preceding the peaking up of the last strong El Niño of 1998. “We have positives that Kenyans, especially those in the agricultural marginalised areas, should take advantage of these rains,” said

Samuel Mwangi, from the Kenya Meteorological Department. “If people in such areas do serious farming during this season, they will increase the country’s agricultural productivity.” Mwangi told SciDev, a leading scientific and tech journal, that farmers in such areas as Mbeere, Makueni and Machakos which usually experience dry seasons, should tap into the rains and plant food crops. SciDev noted that the enhanced rainfall in the arid and semi-arid areas especially in north-eastern Kenya will be good news to the residents as more water and pasture will be available for their livestock.

Chase Bank has completed its card system migration, a move that seeks to enhance the lender’s ability to better serve its customers, the institution said in a statement released earlier today. “The card migration system is complete and our card services are available,” the lender stated. Chase Bank Kenya had announced plans to upgrade its card and ATM services late last week. The developments come at a time when leading lenders have made the switch from the now obsolete magnetic strip cards to EMV chip technology. The EMV platform is a global standard for credit and debit payment cards based on chip card technology, taking its name from Europay, MasterCard, and Visa - the original card schemes that developed it. The move comes just days after Chase Bank Kenya and AgenceFrançaise de Développement (AFD) signed a credit line agreement worth Sh1.12 billion.

Building boom prompts Kenyans to buy trucks A booming construction and distribution sector is prompting Kenyan investors, businesses and organisations to purchase light trucks, recent reports have revealed. Sales of light commercial trucks helped push new vehicle sales in Kenya to 16,711 units in the first 10 months of 2015. The push represents a 15 per cent higher than in the same period under review last year, the head of the industry’s association said on Tuesday. Rita Kavashe, the chairman of the Kenya Motor Industry Association, told Reuter’s sales of light trucks used to distribute goods and ferry construction materials had grown by 25-30 percent up from the previous year. “The distribution and construction side of the economy is booming, driving demand of the medium, light duty trucks,” she said in telephone. Kavashe noted that heavy duty trucks which are mainly used for long distance hauling of goods from Mombasa across other neighbouring countries doubled its growing digits. However, Kavashe said that the luxury car segment pace dominated by second-hand imports grew at a lethargic pace. She added that the segment attained a growth rate of only 1.5 per cent which accounted for 2,000 of the units during the period under review.

KRA courting counties to increase tax collections The Kenya Revenue Authority (KRA) has opened negotiations with County governments to begin revenue collection on behalf of the devolved units. The Authority has been engaging with individual County governments on various areas of collaboration as it seeks to provide revenue collection agency services as provided for under the Public Finance Management Law. The move will allow the State to collect unprecedented amounts of tax revenue, which can go towards the country’s development, thereby improving the living standards

of Kenyans while supporting employment opportunities. Speaking when she appeared before the Senate Committee on Finance, Commerce and Budget, Kenya Revenue Authority, Commissioner Domestic Taxes, Alice Owour said that engagements with the respective County governments are progressing well, with revenues collected from such units now averaging Sh1.6billion monthly, up from Sh474million, two years ago. “We are encouraged by the response from the respective County governments, which we have been engaging with a view

to obtaining their buy-in for our agency services,” said Owuor. “Indications so far point to a general consensus by the Counties to partner with KRA,” she added. Inspired by the County governments positive response, the Authority, Owuor said, is reviewing its award winning iTax Domestic Taxes platform system to make provision for collection of County specific revenues. Once complete, the ongoing negotiations are expected to culminate in the development of an implementation framework and the signing of MOUs with willing

Retailer linked to chicken virus infection Costco, a US-based wholesale outlet, is the latest retailer to be linked to an outbreak of the E. coli virus plaguing the industry. The US Centres for Disease Control and Prevention (CDC) said Costo’s rotisserie chicken salad has been linked to 19 cases of E.coli. The agency said it was still not sure which ingredient was the cause of the outbreak. Costco said it stopped selling the chicken salad on November 20, when it was notified of the outbreak, the BBC reports. This particular strain of the disease can be life-threatening, but no deaths have been reported. According to the CDC, five people have been taken to hospital and two have reported kidney failure. “Five ill people have been hospitalized, and two have developed hemolytic uremic syndrome, a type of kidney failure. No deaths have been reported,” the CDC said in a report. Reports show that the outbreak is a different strain of E coli from another one that forced the closure of more than 40 outlets linked to the food maker, Chipotle in Washington and Oregon earlier this month.

County Governments. While responding to allegations that KRA has been victimising some County governments, Owuor said KRA applies existing tax laws uniformly on all taxpayers in the spirit of fairness. She said KRA has been undertaking extensive tax audit exercises at the county level as part of the authority’s mandate to ensure tax compliance in the public sector. So far, the ongoing audit intervention, has covered 37 out of the 47 Counties (79 per cent of all County governments) in the country. She said the authority’s audit interventions are administered at the regional audit centres (previously done at the station level) and result in tax assessments where noncompliance has been detected. As relates to County Governments and Assemblies facing tax claims, Owuor said where weaknesses have been experienced during tax audits, KRA and the respective county Assembly/Government have gone on to amicably resolve the issues based on the existing legal frameworks. “Some Assemblies have already made full payment, and have been compliant while others are on payment plans and at different stages of resolution,” she said. She disclosed that KRA has been undertaking sensitisation programmes for county staff dealing in revenue management in order to spur County Government revenue growth. County Governments have also been retained as withholding VAT agents to boost efficiency in VAT collections. The KRA has also appointed County Relationship Managers to handle respective County governments by providing guidance on Tax-related matters to ensure compliance.

Pope Francis is coming to Kenya at a time when majority of the country’s youth are engrossed in hash tags and retweets, more concerned with likes and being ‘followed’. They are not concerned with what is moral, what is right, what is expected of them and what impact their reckless decisions will have on their future or that of the country. The visit by the Pope may just be the jolt, the reality check, the youth need. The fanfare associated with his coming will no doubt draw their attention to the lessons they are bound to learn from his talk with the youth at the Kasarani stadium. Youth I spoke to felt that the fact that Kenya is the stage for Pope Francis’s first

Nkaissery ire over Sh3.8bn misuse suspect After his calls for the arrest of journalists over the alleged Sh3.8 billion scam at the Interior ministry, Cabinet Secretary Joseph Nkaissery has turned his guns on Machakos Senator Johnston Muthama over the same. Legally, whatever is contained in the Hansard, is privileged information and those who access it should never be liable

Kuria’s proposal to reduce counties unrealistic Gatundu South MP Moses Kuria proposal to reduce the number of counties to 16 and scrap the Women’s Rep positions are good on paper, but can really hamper service delivery. Kenyans must carefully think outside the box over the proposal the MP claims if successful would see the country’s ballooning wage bill come down. Kuria should bear in mind that if we abolish the women representative we have to also amend the Constitution since attaining the

two-thirds gender rule will be a nightmare. MPs should avoid populist proposals only meant to hoodwink the electorate that indeed they are working yet they too know well, what they are proposing, apart from being populist, is realistic and unworkable. The other day Budalangi’ MP Ababu Namwamba also came up with a motion to slash the MPs salary by half to reduce the wage bill. Like graft, terrorism should be taught in schools President Uhuru Kenyatta’s directive that corruption be incorporated in the school curriculum is welcome. However, Kenyans face many other challenges such as climate change effects and terrorism. As the education experts come up with the new curriculum, they should as well include climate change and terrorism in the curriculum. Like corruption, terrorism and climate change too need some

skills to handle. Teaching on the effects of these vices in schools from the lowest to the highest level of education will help see the number of citizens aware of the vices, their impacts and how to curb them rise helping the nation handle the pressure and challenges that come with them. Jury mulls verdict in former New Zealand cricket captain case

The jury in the trial of ex-New Zealand cricket captain Chris Cairns has suspended sittings to consider its verdict. Cairns, 45, has denied charges of perjury and perverting the course of justice at the trial in London. He is accused of falsely declaring under oath in a libel case in 2012 that he had never cheated at cricket. He is also accused of perverting the course of justice by inducing fellow cricketer Lou Vincent to give a false witness statement in a Skype call The jury was sent home for the day and told to return on Friday morning. In the 2012 libel case – England’s first Twitter libel trial , Cairns won damages of Sh9 billion by successfully suing Indian Premier League chairman Lalit Modi over a tweet in January 2010, which accused the cricketer of matchfixing while playing for the Chandigarh Lions in the Indian Cricket League in 2008.

Coe now faces fresh 2021 World Champ​bid hitches International Association of Athletics Federations (IAAF) president Lord Coe faces fresh graft claims after emails emerged he allegedly lobbied his predecessor over the 2021 World Championships hosting. Eugene, USA, was given the event without a bidding process, despite interest from the Swedish city of Gothenburg. An investigation by the BBC has uncovered emails which claim Coe, an ambassador for sports giant Nike and then vice-president of world athletics - “reached out” to his former boss, Lamine Diack with his support for Eugene’s bid. The Oregon city, which lost out to Doha with a 2019 bid, is closely associated with Nike. An eternal email from Nike published by the BBC throws doubt on that claim. The email, dated January 30, 2015 is from Craig Masback, director of business affairs for Nike’s Global Sports Marketing, to Lananna and Robert Fasulo, both from Track Town USA. Masback was chief executive for USA Track and Field (USATF) for more than 10 years before joining Nike in 2008.

The email, titled ‘2021’ and in which Coe is referred to as “Seb”, reads: “I spoke with Seb this morning. We covered several topics but I asked specifically about 2021. “He made clear his support for 2021 in Eugene but made equally clear he had reached out to Diack specifically on this topic and got a clear statement from Diack that ‘I am not going to take any action at the April meeting (in Beijing) to choose a 2021 site’.” Yet it was at that April meeting of the IAAF’s council that Diack announced the surprise vote on giving the championships directly to Eugene. Leader of the Gothenburg bid at the time and former head of Interpol, Bjorn Eriksson, told the BBC that the conflict of interest allegations needed “an explanation”. When asked about the allegations, Coe told the BBC he “did not lobby anyone” over Eugene’s bid, but “encouraged them to reenter another bidding cycle as they had a strong bid”. The British former Olympic 1500m champion was elected as President of Athletics’ governing body last August. He

received Sh6.3 million from UK Sport to pay for his PR team as part of the election process and said the rest of his campaign was “privately funded”. Coe says that all of his interests were declared to the IAAF’s ethics committee and that his views on all the bids for the 2019 World Athletics Championships and Eugene’s 2021 bid “are all a matter of public record”. Senagalese Diack, 82, is being investigated over allegation he took payment for the deferring sanctions against Russian drugs cheats. After the World Anti-Doping Agency’s (Wada) independent commission report recommended Russia’s Athletics Federation be suspended from international competition, Coe said track and field faced a “long way back” from a “shameful situation” - but that he was “more determined than ever” to lead the sport. The report’s co-author Dick Pound will be publishing the second part of his report later this year, focusing on alleged IAAF corruption.

KBA ordered to pay Nyaga Sh140,000 Sports Dispute Tribunal has ordered Kenya Bowling Association (KBA) to pay Njeru Nyaga compensation amounting to Sh146, 906 within 14 days. Nyaga has been a regular at the tribunal, which ordered his inclusion in the Kenyan squad for the Africa States Tournament (AST) held in September in Lusaka, Zambia. KBA obeyed the court order by providing the Air Ticket for Nyaga to Zambia, but they would later abandon the player

Injury-hit Manchester sides return to Champions League Manchester City will be without six senior players for tonight’s Champions League trip to Juventus as neighbours United miss five when they host PSV Eindhoven. City, who have already qualified for the last 16, are missing defenders Eliaquim Mangala, Pablo Zabaleta and Vincent Kompany, midfielders Samir Nasri and David Silva, and striker Wilfried Bony. “We have a difficult situation,” said manager Manuel Pellegrini. It’s a test to win in a difficult stadium against a strong team.” City lead Juventus by a point at the top of Group D and will confirm their place as group winners and with it a seeding in the draw for the last 16 - with victory in Turin. “Everyone criticised this club about their performances in Europe,” said Pellegrini, who have never been past the

last 16 in the Champions League. “So it is important for us to have achievements and one of those is to qualify for the last 16. City have won their last three Champions League games, including back-to-back wins over Sevilla, but meet a Juventus team that beat them 2-1 in August on the back of a 4-0 loss to Liverpool last weekend. In another Manchester side, injured Luke Shaw will have the discretion to watch or stay away when United take on PSV Eindhoven tonight if the match will “re-open psychological wound” to his injury. Shaw is still recovering from a nasty injury he sustained two months ago when he broke his right leg following a dangerous tackle by PSV’s Hector Moreno. Injured players are often seen watching United games from the stands. But mindful that seeing United

play against PSV could stoke some bad memories, Van Gaal has given Shaw a few days off from his rehabilitation which, the Dutchman admits, is proving to be a frustrating process for the England international. Moreno will be the target of United fans, who will be watching their side search the all-important win that will assure them a place in the next round. United who are top of the group with seven points, a point better than PSV will be without Shaw, Antonio Valencia, Michael Carrick, Ander Herrera and Phil Jones. There will be no automatic place for Captain Wayne Rooney, who trained Tuesday after missing Saturday’s 2-1 win over Watford Anthony Martial is also fit as well as Marouane Fellaini, who also missed the Watford match.

ayern Munchen’s 6-1 thrashing of Olympiakos last night revived Arsenal’s hopes of reaching Champions’ League knockout stage. The Gunners thrashed Dinamo Zagreb 3-0 at the Emirates Stadium and they must win their last group match over Olympiakos to progress. The work is not yet over as any draw will lock Arsenal out for the first time since 1998, but any win in Greece will see the Gunners sail through to the last 16. Man of the match Mesut Ozil headed Arsenal in front after 29 minutes and Alexis Sanchez added a second four minutes later before the Chilean forward rounded off a fine second half move to give Arsenal the convincing win over Zagreb. Willian added a second from a free-kick, before headers from Oscar and Kurt Zouma wrapped up the win for Jose Mourinho.
