MPs, Rotich clash over use of Eurobond National Treasury Cabinet Secretary Henry Rotich was yesterday hard pressed to explain how Sh192.92 billion drawn from the Eurobond was used. This emerged during a sitting of the National Assembly Public Accounts Committee (PAC) where MPs voiced concerns that the government is not indicating the specific projects funded by the money raised. The Committee had summoned the CS jointly with Controller of Budget Agnes Odhiambo to give specific details of the infrastructure projects implemented by ministries, State department and agencies to which the funds were disbursed. The money remained in the New York account hosted at JP Morgan from late June 2014 to mid-September the same year. Rotich also disclosed that they paid out Sh104 million in fees to bankers who arranged the transaction, being equivalent to 0.04 per cent of the amount raised. He ended up in an argument with MPs after he claimed that the lion’s share of the Sh44 billion allocated to the Ministry of Planning was disbursed to the Constituency Development Fund (CDF). Committee chairman Nicholas Gumbo, members Aden Abdikadir and Junet Mohammed disagreed, saying Treasury had breached the CDF Act by claiming that the devolved fund was raised from a loan. Gumbo cited the Act which states that “there is established a fund to be known as the Constituencies Development Fund which shall be a national fund consisting of moneys of an amount of not less than 2.5pc (two and half per centum) of all the National government ordinary revenue collected in every financial year”. He advanced the argument that Rotich and his Principal Secretary Kamau Thugge were wrong in the assertion because CDF should ideally be raised from revenue and not from proceeds of a loan. No one can freeze land transactions - CS Matiang’i Acting Lands Cabinet Secretary Fred Matiang’i has said no public official has power to freeze land transactions. Speaking to journalists in Kajiado after holding a closed-door meeting with local leaders, Dr Matiang’i said no one under the new Constitution has the power to impose a ban on transactions of private land. The CS was responding to allegations that Kajiado Governor David Nkedianye had imposed a two-year ban on land transactions to clean the mess at the lands office. Matiiang’i, however, refuted the claims, saying he was not aware of such a thing and there have been a

He told Kajiado residents that his ministry will work with the County government to ensure the ongoing digitalisation of the land registry is completed by December to help improve service delivery. Nyachae said politicians make hate speech remarks while in rallies and other social gatherings attended by the public yet they don’t condemn them. “The public cheer and applaud politicians when they are spewing these hate speech remarks, it is this trend that encourages politicians to continue making such derogatory remarks,” Nyachae said this morning. “People regardless of their political affiliation should stand up and condemn leaders making such remarks, it is through this that the war on hate speech can be tamed,” he said. He absolved the Judiciary from taking too long to act on the hate speech cases, saying there is a process within the corridors of justice and it cannot be instant as expected by the public. “There is a process in court to de-

The Public Health Officers and Technicians Council will regulate the training and practice of medical health workers and also approve the employment of qualified practitioners. The registration of the medical practitioners will help in vetting of medics to get rid of unqualified personnel in

‘Rape’ teacher to be remanded after High Court annuls bond The High Court yesterday reversed the release on bond of a teacher accused of defiling a student at Highridge Secondary School in Nairobi. Justice Ngenya Macharia set aside the decision made last week to grant Hilary Okeyo a cash bail of Sh500,000 pending the hearing of the case. She upheld submissions by prosecutor Duncan Ondimu, who said the suspect could interfere with potential prosecution witnesses, some of them being students. The judge, however, directed that the case be heard within six months upon which Okeyo may renew his request for bond. He had been released on a Sh500,000 cash bail at a lower court after he denied charges of defilement and indecent act against a minor. The offence was allegedly committed at the school during prep time. Students, who threatened to go on rampage, had accused the school administration of conspiring to protect the teacher. The rape allegation came to light five days after the incident happened. Yesterday, justice Ngenye said witnesses in the case are vulnerable students, who are also “agile” and “for that reason it remains extremely compelling why the bond ought not to be granted to the respondent.” “I hereby revise the decision of the learned magistrate to release the accused, pending trail and the same is hereby set aside,” the judge said. According to FKE chief executive Jacqueline Mugo, insecurity and travel advisories have led to a noticeable decline in the number of foreign tourists at the Kenyan coast The federation now wants the government to improve the security situation to salvage the region’s tourism industry. “The government should go out of its way to resolve the travel advisories by leading western nations and ensure the region is completely safe” said Mugo. Government releases Sh54 billion to counties The National Treasury has released a Sh54.2 billion equitable share of revenue to County Governments. Principal Secretary Dr Kamau Thugge said in a statement that the levies are for the months of July, August and September 2015. “Pursuant to the County Allocation of Revenue Act, 2015 and in consultation with the Controller of Budget, the National Treasury has released funds for July, August and part of September 2015 tranches of equitable share of revenue to County Governments,” Thugge said on Monday. However, he said the remaining disbursement for October “are in progress taking into account the county governments’ bank balances at the Central Bank

of Kenya.” Thuge said there are still counties’ bank balances which stand at Sh32 billion with the revenue fund account taking the biggest portion of Sh21.5 billion even after the release of the kitty. He said the disbursement will be based on a cash disbursement schedule approved by the Senate.a However, the development accounts still holds Sh4.5 billion which have not yet been used though the recurrent account bank balances stand at Sh5.5 billion. More vehicles found to cheat pollution tests Porsche, Audi and VW cars are all included in the new investigation, which affects at least 10,000 vehicles, the BBC reports. The Environmental Protection Agency (EPA) investigation revealed that cars with 3.0 litre engines from the years 2014 to 2016 are affected. However VW denies the vehicles have software designed to cheat tests. Instead, the company says that cars with the 3.0 litre diesel V6 engines “had a software function which had not been adequately described in the application process”. Volkswagen says it is cooperating with the EPA to “clarify the matter”. In a statement, Porsche said it was “surprised” by the EPA’s allegations. “Until this notice, all of our information was that the Porsche Cayenne diesel is fully compliant,” it said in a statement. “VW has once again failed its obligation to comply with the law that protects clean air for all Americans,” said Cynthia Giles, assistant administrator at the EPA’s enforcement unit. The EPA identified the 2014 VW Touareg, the 2015 Porsche and the 2016 Audi A6 Quattro, A7 Quattro, A8, A8L and Q5 as containing software aimed at cheating tests. Regulators all over the world are now looking at Volkswagen’s diesel cars and the company is also facing criminal probe.

T

he Kalenjin are Nilotes mostly settled along Rift Valley Province. They are then divided into eight sub tribes; Marakwet, Sabaot, Tugen, Kipsigis, Terik, Keiyo, Pokot, and Nandi. Their staple food is Ugali (kimyet), which before the introduction and widespread diffusion of corn in recent times, millet and sorghum were used to bake the Ugali.Sorghum and millet were a l s o used t o

make thick beer with a relatively low alcohol content. It would be accompanied with a vegetable relish and sometimes roast meat and/or mursik. Mursik is basically fermented whole milk stored in a special gourd and is very common among the Kalenjins. There were two ways to prepare the delicacy. Pouring a large amount of milk at once and leaving to ferment or pouring small quantities on a daily basis. Before the milk is poured into the gourd, a brush from the sosiot (palm tree) is used to powder the wosek (charcoal) inside the gourd. Finally the gourd is corked to render it air tight for up to three days to a week for the milk to ferment and give it a white, porridge like consistency.

Kenya national hockey teams would have booked a place in 2016 Rio Olympics games had they won their semi-final matches in the just concluded Africa Nations Championship held in South Africa. Kenya’s men and women teams finished third behind Egypt and Ghana, who could grab the opportunity of representing Africa in Rio after winners South Africa tentatively “withdrew”. South Africa Hockey teams (men and women) have said they may not honour the games despite both sides earning a spot to Brazil by virtue of ‘winning’ the African Championships. The South African Sports Confederation and Olympic Committee (SASCOC) confirmed that it will adhere to criteria agreed with the South African Hockey Association (SAHA) prior to last month’s tournament. According to the agreement reached early last year, South Africa which is the highest ranked Africa hockey playing nation had struck a deal with the local Olympics body to travel to Brazil only if they gained a berth through the 2014-15 Hockey World League (HWL).

KHU ineptness to blame for 2016 Olympic miss out

High-handedness and poor treatment of players by Kenya Hockey Union (KHU) is the result that the country reaped, flatly nocking Kenya out of the 2016 Olympics Games. Kenya, who last took part in the world’s most prestigious games in 1988 (men) had a chance of qualifying to Rio but a cocktail of poor planning, preparation, team selection and players’ mistreatment by the union blew away the golden chances of participating in Rio games. Kenya will now have to wait for another four years to take part in games and a total of 30 years to have

another crop of hockey Olympians. First, there was a chance of qualifying to Rio through the lengthy process of world league format, but despite efforts by the players to book a slot into the second round held in Uruguay early this year, KHU waited until the last month to begin preparation for the game. Late arrival, which cost the country one game through a walk over notwithstanding; players were forced to ‘steal sweets’ at the Airport to survive after the ever dependent union failed to raise enough funds for the championship. Kenya lost all her matches, soaking in 24 goals and scoring

only one in six games, a result which prompted the government (Ministry of Sports) to open an inquiry into the team preparation. That report is yet to be made public. After missing the qualification in the South American country, the country’s hopes was now pegged on the continental qualifiers. When the union named the final squad to battle for the sole ticket to Rio, Hockey pundits and followers were left disappointed with the unions lethargy in preparing the team. For the second time, players were again subjected to international ridicule, being forced to sleep in a hall in South Africa, one of

the continent’s country with the highest number of crime rate after the government only managed to donate about quarter of the initial Sh30 million budget. Mercedes ‘extra-warm’ to Rosberg, says Hamilton Lewis Hamilton says Mercedes have “felt the need to be extra warm” to team-mate Nico Rosberg since the Briton won his third World Championship. Rosberg won in Mexico on Sunday with Hamilton a frustrated second after a dispute over team strategy. Bandari, Ulinzi renew rivalry in GOtv shield There will be an all premier league match when Bandari hosts Ulinzi in Mombasa in the 2015 GOTV Shield quarter-final match this Saturday. The match comes barely a week after the two sides clashed to a barren draw in the last match of the season in Nakuru last Sunday. Kipsang speaks out after New York Marathon loss Former New York Marathon champion Wilson Kipsang will now shift his attention to the spring marathon, after failing to defend his title last weekend. Kipasang, who posted a world leading time in Berlin in 2013 followed by a superb run in New York City in 2014, said he will focus more on his speed which cost him the race won by fellow Kenyan Stanley Kibiwott. He said his speed was in super in the final miles of the event, but could not hold with the leading pack shortly on the last 10km. ‘I am happy with my race, because I ran my best and gave it my all. The last 10 kilometres, I was feeling good, but my speed was at the maximum. I couldn’t go faster,” he said. Kipsang, who is the former world record holder in the event, said he wanted to win after he had

done his calculation on about 30km while among the leading pack, but his speed let him down. He remembers letting the trio of Biwott, Geoffrey Kamworor and Lelisa Dessia break away. “Biwott, Kamworor and Dessia were faster than me. After 20 miles, Geoffrey made a move and at first I was able to counter, but after a mile I was not able to match their speed anymore, so I had to let the three to break off,” he said. Kipsang congratulated Biwott on his victory, saying the champion ran a strong race and his last 10 kilometres was super-fast. It was such a very great performance of him. Kamworor and Dessia have also run a good race and I want to congratulate them on their second and third place.

Jeer Uefa anthem, City manager now tells fans Manager Manuel Pellegrini says Manchester City’s supporters have the right to boo the Champions League anthem in protest at Uefa. This was reported after fans were heard jeering the music before their 2-1 home win over Sevilla. “I think everyone has the right to boo or protest on different things,” the Chilean told a news conference ahead of tonight’s return game in Spain. “If they boo then they feel there’s something Uefa is not doing right.” The Premier League leaders were charged by UEFA after fans jeered the competition music before they met the Spaniards at the Etihad Stadium on

October 21. And despite the threat of a fine hanging over the club’s head, the manager backed the 2,450 travelling fans from Manchester to voice their disapproval once more at the Ramon SanchezPizjuan Stadium. On Sunday, city captain Vincent Kompany said it was a ‘joke’ that Uefa is investigating the club. “There is nothing holy about the Champions League anthem,” said the Belgium defender. “We have played many games in Europe where there has been racial abuse - we have had to put up with it.” City supporters are understood to have

regularly booed the Champions League anthem over the past year. It is not the first time Manchester City supporters have voiced their anger against Uefa. Last year, a City fan group led a protest against European football’s governing body after 650 CSKA Moscow supporters gained access to the Khimki Arena for their Champions League game, despite the Russian club being ordered to play it behind closed doors. The case against Manchester City will be considered at a meeting of Uefa’s disciplinary body on November 19 and a charge could follow.

Latest stadium ban on Mourinho compounds Chelsea’s problems Chelsea manager Jose Mourinho has been given a one-match stadium ban with immediate effect and also fined Sh4 millions by English Football Association. The punishment comes after Mourinho admitted a misconduct charge over his language and behaviour in the defeat by West Ham United on October 24. Mourinho, 52, was sent to the stands after going to speak to referee John Moss in his room at half-time. He will miss Chelsea’s league game at Stoke on Saturday, unless he appeals. The Portuguese will receive the FA’s written reasons this week and, if he contests the punishment, he could still be on the bench at the Britannia Stadium. The stadium ban is separate to the

suspension he received along with Sh5 million fine for comments he made after the loss to Southampton on October 3. Mourinho’s assistant Silvino Louro was also charged by the FA after being dismissed during the match at West Ham in relation to his behaviour in the technical area. The charges were later dismissed. In addition to his disciplinary problems with the FA, the Portuguese has been criticised for his treatment of former Chelsea doctor Eva Carneiro. Carneiro was dropped from first-team duties after Mourinho said she “was “naïve” for treating Eden Hazard during the opening –day draw at home to Swansea. She has since left Chelsea and Mourinho is the subject of individual legal action from Carneiro, who is also

suing the Stamford Bridge club for constructive dismissal. On the pitch, his side are 15th in the Premier League having lost six times in 11 games in defence of their Premier League crown. The latest defeat was a 3-1 home loss to Liverpool that left the Blues 14 points behind leaders Manchester City. Chelsea’s all-time top scorer Frank Lampard, who played under Mourinho, said the club should be looking for stability. Speaking on Sky Sports’ Monday Night Football, he said: “That’s the intriguing thing at the moment to see if they stick with him. “He is a world-class manager. I think they should stick with him, but results need to change now.”
