esieged Devolution Cabinet Secretary Anne Waiguru has today termed attacks and calls for her resignation as “calculated evil, vindictive and ill-intentioned.” In an attempt to respond to new queries on price-inflated purchases amounting to over a billion in her ministry, Waiguru said she does not procure or purchase for the ministry. A document submitted to a parliamentary team has sent shockwaves across the country with MPs now convinced the Ministry of Devolution has blatantly misappropriated huge amounts of taxpayer‘s monies in extravagant purchases. The list exposes how the ministry acquired goods and services at inflated prices, with one Kaspersky security unit going for Sh973, 780. A photocopier (Kyocera 8001) was bought at Sh1.45 million while a “heavy duty” photocopier cost Sh1.38 million. It also reveals that Waiguru‘s ministry acquired a piano ‘for office use’, 18 ‘tailor-made’ condom dispensers, a fridge and a TV for the CS, cookers, ovens, microwaves and tea urns. The cheapest goods were bought at three times the market price according to the document which Principal Secretary Peter Mangiti admitted having erroneously submitted. The latest revelations have intensified calls for the CS to resign and be probed. But in her defence today, Waiguru has said people have refused to recognise her role as the CS who does not procure or buy anything for the ministry. “Both by law and in practice, I do not procure. I do not purchase anything for the ministry. I do not sign or negotiate contracts. The last three months have witnessed incessant media attacks on my character on the issue of corruption in the Ministry of Devolution and its agencies including the NYS. What is shocking is the deliberate refusal to recognise my role as CS,” she posted on her official Facebook and Twitter pages earlier today. She said no investigative body has pointed to her personal involvement in all the cases since she is the person who has always blown the whistle on any corrupt deals brought to her attention. Waiguru also drew comparisons with other ministries and government departments which she said have similar cases, but where the Cabinet Secretaries have not been called to resign or step aside. “At no point has any investigation either by the Ethics and AntiCorruption Commission (EACC), Directorate of Criminal Investigation (DCI) or any other agency pointed to my personal engagement with corrupt deals, yet the vicious unwarranted attacks continue. It is amazing that whereas there are similar and more serious allegations of misuse of funds in many government departments, there is never the personalised level of attack on CSs that has been directed at me,” she said adding “this is no longer about the fight against corruption. It’s calculated evil, vindictive and ill intentioned.” Waiguru’s ministry has been on the spot for some time now following the disappearance of some Sh791 million in questionable payments to NYS tenders. And while the Waiguru’s woes multiply, she maintains that she will continue to discharge her duties as the CS “as long as I am given the trust to do so”.

External borrowing will hurt economy, State told

The government has been urged to desist from external borrowing as part of austerity measures to stem the current economic turbulence. Commission for Revenue Allocation (CRA) chairman Micah Cheserem said the continual denial by the government that things are okay will only make things worse and hurt millions of Kenyans economically. “The country is in economic turbulence and the earlier the government admits this and put austerity measures the better, anybody denying this reality is actually playing with the lives of millions of Kenyans,” warned Cheserem. Despite the admission by the Treasury Cabinet Secretary Henry that the country is in economic turbulence, Cheserem said the problem is much bigger and called on the intervention of the President. “This matter requires the intervention of the President not the Cabinet Secretary, the President must come out and take charge of the country,” said Cheserem. President Uhuru Kenyatta has already said there is no cause for alarm and that the country is okay economically. Cheserem has however said the government should cut down on its spending and avoid wastages especially in the ministries. He said devolved services such as health ought not to receive

double allocations. He also called on the President to call governors’ summit and order them to stop recruiting county staff performing the same functions as those in the National government. “We need quick intervention from the Executive, if it does not come soon, then as a country we are headed to serious economic problems,” Cheserem said this morning on Citizen TV morning show. Cheserem, a former Central Bank Governor also urged President Uhuru to strengthen oversight institutions such

as the Office of the Auditor General. “Before going for Eurobond and other financial commitment, we should actively involve the office of the Auditor General to analyse the impact of the borrowing, I am afraid this is not happening,” said Cheserem. Senate Finance and Budget Committee chairman Billow Kerrow attributed the current woes bedeviling the country’s economy to poor financial management and policies. Kerrow, who is also the Mandera senator, said the problem with the government

is lack of proper financial policies and lack of priority in their development projects. “The government wants to undertake too many projects costing millions of shillings at the same time, this is not possible and is the recipe for the current overbrowning,” said Kerrow. He also said the country’s imports have stagnated for too long while the exports continue to rise a factor which makes the country economically unattractive as compared to other East African Countries.

Buruburu man to face fresh murder charges The prosecution has opened a new file of illegal gun ownership against a Buruburu bar owner charged with the murder of his wife. Erastus Odhiambo alias Ediot, who is on trial for the fatal shooting of his wife, Linda Wanjiku, however, asked a trial court to defer the charges until he is represented by an advocate. “We were in court yesterday for the other matter, but there was no indication as to whether there would be fresh charges,” he told chief magistrate Daniel Ogembo. He said he has not had a chance to “comprehend” the fresh charges and needed time to consult his lawyer. Judge Ogembo deferred the plea to Friday November 7. The offences relate to the forgery of a gun lincence and being in possession of an illegal firearm. He also faces charge of presenting a falsified document, the alleged forged gun certificate to a senior police officer. The suspect renewed a request for bail which is pending determination at the High Court. Odhiambo “allegedly” killed his wife on the night of December 11 last year at Buruburu Estate in Nairobi.

Cotu calls for pay review as cost of living skyrockets The Central Organisation of Trade Unions (Cotu) has directed its affiliated unions to write to employers to review workers’ pay due to what it terms worsening economic times. In a statement, Cotu secretary general Francis Atwoli (pictured) said the harsh economy has hit workers hard and they are now unable to afford essential commodities. He indicated that the situation is getting worse with the news of an intended increase in taxation. “Owing to the decision by the government to increase taxes on essential commodities to raise more revenue, workers should brace themselves for even harder times ahead and as the umbrella

Murdered university student was raped then killed, court told A university student whose body was found stashed under her bed in a room she rented in a Nairobi estate had been raped before she was killed, a trial court was told yesterday. Government pathologist Dr Johansen Oduor said he examined Edna Nyachama’s body and found she had been hit with a blunt object that formed a laceration on the left side of her skull. “My internal findings included acute bleeding in the layers of the brain and her private parts had secretions suggestive of sexual activity having taken place,” the doctor told Justice Stella Mutuku who is trying Elly Waga for the murder of the first year student. The doctor said he took samples for further analysis which included clippings of the deceased’s nails, clothing and swabs from her private parts. He said the murdered student’s underwear also had white stains. The murder suspect has since disowned a “selfincriminating” statement he made after his arrest and stated a police officer John Shegu coerced him to record it. Waga told the trial court that he confessed of killing Edna to save his life. Ms Nyachama’s decomposed body was found under her bed after she went missing for two days at Mbotela estate in Nairobi on March 25 2012. Hearing continues on November 30.

Uhuru, Raila to attend Magufuli inauguration

President Uhuru Kenyatta and Opposition chief Raila Odinga will share the podium tomorrow in Dar es Salam during the swearing in ceremony of John Pombe Magufuli (pictured) as the fifth President of Tanzania. A statement from the Tanzanian government last evening said President Kenyatta will be among eight regional presidents who will grace the occasion. Until now, State House remains tight-lipped on the happenings in Tanzania, especially given that the Opposition candidate in last week’s election is yet to concede defeat. But according to the Tanzanian statement, President Kenyatta will join Zimbabwe’s Robert Mugabe, Yoweri Museveni (Uganda), Paul Kagame (Rwanda), Jacob Zuma (South Africa), Joseph Kabila (DRC), Filipe Nyusi (Mozambique) and Edgar Lungu of Zambia in gracing the celebrations to be held at the Uhuru Grounds

friend of Raila. And since Dr Magufuli was declared winner last Thursday, President Kenyatta is yet to congratulate him, partly because the Opposition has disputed the results. However, a top official in the Ministry of Foreign Affairs who sought anonymity is reported to have disclosed that arrangements were under way to ensure President Uhuru attends tomorrow’s ceremony.

Six GDC staff suspended over corruption Six senior managers of the Geothermal Development Company (GDC) have been sent home for inflating rig moving charges. A statement released today by GDC board chairman Gershom Otachi said the six have been sent on compulsory leave to pave way for investigations. “The board has not attributed culpability to the aforementioned staff, but sent them home to facilitate conclusive investigations,” he said adding that “The board is committed to offering leadership and guidance to the management and staff to ensure GDC achieves its mission of delivering reliable and affordable power to Kenyans”. Acting chief executive Godwin Mwawongo and Secretary Praxidis Saisi are among the six sent home. Others are tender committee members Nicholas Karume, Abraham Sat, Bruno Mugambi and Peter Ayodo. The board said its decision was based on a recent finding by the Ethics and Anti-corruption Commission(EACC), which recommended surcharging of the six as well as subsequent criminal prosecution of the six together with suspended GDC managing director Dr Silas Simiyu for alleged irregular procurement of rig moving services.

Ohio rejects marijuana legalisation Voters in the US state of Ohio have rejected proposals to make marijuana legal, according to local media projections. The measure, known as Issue 3, would have amended the state constitution to legalise the personal and medical use of marijuana for anyone over 21. But it was defeated by nearly a two-to-one margin, the projections said. Pro-legalisation campaigners spent about $12m in advertising in the run-up to Tuesday’s vote. Sudan capital At least 40 people are feared dead after a cargo plane crashed today at a site in South Sudan shortly after take-off from an airport in South Sudan. Much more work needs to be done to end poverty and close the gap in living standards between those in the bottom 40 per cent and the top 60 per cent of the population around the world, says the Global Monitoring Report 2014/2015, released by the World Bank and International Monetary Fund (IMF). The report details, for the first time, the World Bank Group’s twin goals of ending extreme poverty by 2030 and promoting shared prosperity, measured as income growth of the bottom 40 percent. Inclusive plan to address city poverty in globe An initiative dubbed The Inclusive Cities Programmatic Approach has been launched in an attempt to address the poverty that plagues urbanites across the globe. The movement, spearheaded by the World Bank, is a multiyear initiative launched by the lender’s Global Spatial Development of Cities Research Programme. “With more than 5 million people moving to cities monthly, there is rising disparity and inequality in urban area,” states the report. It adds that urban trends are making the push for inclusion more than ever before since cities are growing at historic rates, with 90 per cent of urban growth taking place in Africa and Asia. Studies have shown that while urbanisation has the potential to lift people out of poverty and increase prosperity, rising inequality and exclusion threaten to derail such progress. The same detriments are evident in cities like Nairobi, where there is an gap between the super wealthy and the extremely poor. It has been revealed that in urban parts of Kenya, many people come from rural areas and end up forming clusters in poor neighbourhoods because of harsh life in the city.

Standard Chartered sacks 15,000 IN RESTRUCTURING DRIVE Standard Chartered, the Asian-focused UK bank has said it would cut 15,000 jobs as part of a restructuring drive, a move that would see the bank raise $5.1 billion (Sh 5.2 trillion). The job cuts are part of a programme for the next three years but it gave no details since the bank employs 86,000 people across the world of which only about 1,800 are in the UK. Bill Winters announced a strategic review of Standard Chartered when he took

over as chief executive in June putting a new management team in place the following month and eliminating 1,000 senior management roles, BBC reports. “This is ... an aggressive and decisive set of actions to fundamentally shore up the underpinnings of the bank,” he said on a conference call. “We’ve tried to achieve a very high level of capitalisation to buffer ourselves against eventualities and we think we are very well

Standard Chartered remains under investigation by US authorities related to transactions involving Iranian clients though the chief executive says, the bank was cooperating fully with two Financial Conduct Authority (FCA) investigations. He said private sectors should also contribute to fight against nonbiodegradable energy sources to support the government’s vision 2030. Chase Bank CEO Paul Njaga said that the funds will be available at competitive rates to eligible

customers investing in renewable energy and energy efficiency projects through all chase bank branches across the country. “The total committed amount is Sh3.4 billion of which only 1.12 billion are available for immediate lending,’’ Njaga said.

The young adults are now part of a task force that reports suspicious logging to village authorities, Reuters reports. They are also contributing to an effort to boost Kenya’s forest cover to 10 per cent by the year 2030, from its current cover of 7 per cent. The organisation, dubbed the Muiru Youth Reform Group hails from the village of Weru in the lowlands of Tharaka Nithi County. Group members alert each other to tree-felling activities using a specific ringtone on their mobile phones to notify each other when they are. They have support from number of Muiru youth, who have, for the past three years, run a tree nursery on the banks of the River Naka with guidance from the county government. The Muiru Youth Reform Group can supply seedlings worth up to Sh20,000 a day, sharing the profit among its 10 members.

Ironically, the immediate beneficiaries of insect pollination are the greatest contributors to the death of these insects through weird farming practices such as inorganic farming. The International Pollinators Initiative, a programme by the United Nations Convention on Biological Diversity (UNCBD) and FAO in 2013 conducted a study in seven countries across the globe, including Kenya, which found that farmers had limited knowledge on the

benefits of pollinator insects. The study revealed that 68 per cent of farmers use fire to harvest honey, killing most of worker and marble bees responsible for pollination while72 per cent of them choosing the use of chemical pesticides as the best in eradicating harmful pests and insects on their farms. The researchers asked governments to innovate well-structured agricultural policies to minimize the use of chemical pest and insecticides by farmers and recommended organic pesticides.

Africa employers set for summit to address unemployment The Federation of Kenya Employers (FKE) will host the first African Employers Summit focusing on promoting business growth and entrepreneurship for job creation across the continent. The summit will be held in Diani and will be the first of its kind. It is a product of both the Federation and finance group, business Africa and will focus on sustaining growth and accelerating the pace of job creation in Africa. Other key issues to be addressed include

how African governments can tap and sustainably exploit the private sector’s ability to address high unemployment levels as well as the strategies needed for countries to embrace labour policies that will promote enterprise growth whilst ensuring a ready market for the youth. According to the Africa Economic Outlook 2015, Africa’s gross domestic product (GDP) growth is expected to strengthen to 4.5 per cent in 2015 and 5 per cent in 2016 after subdued expansion in 2013 (3.5 per

cent) and 2014 (3.9 per cent) respectively. Already, participants have formed a taskforce of African employers charged with addressing employment and employability, taking into account sectoral as well as other strategies that have proven successful in creating jobs. In Kenya, the challenge of unemployment still persist with the overall unemployment rate of 12.7per cent with a 35 per cent of youth yet over 67 per cent of them are not employed.

Google unveils e-mail, replies on your behalf

Global powerhouse and leading tech company, Google has unveiled a system that can respond to e-mails on behalf of its Gmail users. The system, dubbed ‘Smart Reply’, learns to generate appropriate replies by examining pieces of email conversations from across Google’s Gmail service, the world’s most popular internet-based email system. The system operates using a process known as “deep learning”, which is a form of artificial intelligence that can create appropriate responses to electronic messages sent from other e-mail users. The move is Google initiative aimed at upgrading its ‘Inbox by Gmail’ app so that it can analyze the contents of an email and then suggest a few brief responses.

Posta turns to buses to drive its profits up Postal Corporation of Kenya has laid a three-part strategy plan through exploiting e-commerce, money transfer and digital delivery as well as eyeing transport sector in a bid to turn around its diminishing fortunes. Through the three-year strategy, PCK expects to increase its revenue to Sh14 billion from the current Sh 3.6 billion. As part of its strategies, the PCK will introduce post liner buses that will serve both passengers and parcel businesses across the country which is a key initiative to scale up its revenue. Speaking during a media briefing in Nairobi yesterday, PostmasterGeneral Enock Kinara said the bus service is awaiting approval from the National Transport Service Commission of Kenya before it can be launched. “The bus will have 62-seats for passenger’s occupants and the rest for deliveries of goods and parcels which will be relatively cheaper and easier,’’ said Kinara. Upon its launch, the bus service will reduce tariffs charged for parcels as well as the cost of letter transportation. Among other strategies to boom the revenue, PCK has partnered with international e-commerce platforms to use Posta outlets as drop off and pick up points for goods.

Forbes family sues Hong Kong businessmen The family behind advertising giant Forbes Media is suing its Hong Kong investors for an alleged breach of payment on the stake they bought in the media firm last year. The family has claimed that Hong Kong-based Integrated Whale Media Investments (IWM) breached its purchase agreement and failed to make payments on time. IWM borrowed money from Forbes to finance the deal, the family added. However, IWM has rejected the allegations and told the BBC that they are “completely without merit.” The Hong Kong-based investment company is registered in the British Virgin Islands, while the Forbes family’s lawsuit has been filed at the US state of Delaware. Forbes Media publishes Forbes magazine and reaches about 80 million people a month through its various outlets in print, digital and television. The company was owned by the Forbes family for 97 years until the family sold a controlling stake to IWM for an undisclosed amount in July 2014. It had been looking for a buyer since November 2013. But the Forbes family claims the investment firm has wasted corporate assets and abused its position as the controlling shareholder of Forbes Media.

Geothermal power has contributed to lowering the cost of doing business by displacing thermal power and adding to Kenya’s green energy initiatives. Meanwhile, the regulator and corporate director Dr Simon Ngure elicited a much more productive year of the plant that poised a pretax profit of 11.5 billion. Ngure said the power plant shall competitively select 300 of its shareholders who shall take part in the launch of the industrial park early next year. “This kind of a tour is part of our calendar where our shareholders take part in inspecting their assets and the work that is in progress,” he said.

Police raids former German FA home over tax evasion Police in Frankfurt have raided the headquarters of the German Football Association (DFB) over allegations of tax evasion linked to the 2006 Fifa World Cup, prosecutors say. Homes of DFB President Wolfgang Niersbach, his predecessor Theo Zwanziger and former Secretary General Horst Schmid were also searched. It follows reports that a secret Sh4.9 billion fund was set up to secure votes for Germany to host the 2006 World Cup. The DFB denied the claims last month. About 50 officers and tax inspectors were involved in the swoop on the DFB headquarters and the homes of the three senior officials. Top Indian cricket official resigns over match-fixing scandal Indian Premier League chief operating officer Sundar Raman has resigned amid a corruption investigation, a top cricket official has said. Sundar Raman met Board of Control for Cricket in India (BCCI) officials in the western city of Nagpur to submit his resignation, reports say. He had been the chief operating officer of the IPL since its inception in 2008; IPL one of richest sports league in the world, but one which has been marred by controversy in recent years over corruption. Kemboi cautions local runners against use of drugs

eal Madrid, Manchester United and Manchester City all recorded massive wins in last night’s group stage Champions’ League matches with Real and City sealing their places in the last 16 stage. Real recorded a narrow 1-0 home victory over Paris St-Germain while City downed rivals Sevilla 3-1 with a blistering attacking display. Wayne Rooney’s late header secured victory for United over CSKA Moscow in Group B in front of a nervy Old Trafford crowd. Nacho Fernandez scored just two minutes after coming on for Real to replace the injured Marcelo. Adrien Rabiot struck the post, Edinson Cavani had a shot cleared off the line and Angel Di Maria hit the bar with an 89thminute free-kick as Real hung on. The win sees Rafael Benitez’s side move seven points clear of third-placed Shakhtar Donetsk with two games left.

The Ukrainians defeated Malmo 4-0 in another Group A match to move level on points with the Swedish side. Second-placed PSG trail leaders Madrid by three points, and can seal their place in the next round with victory at Malmo on November 25 - a match that will see striker Zlatan Ibrahimovic return to his first club. Elsewhere, Benfica’s 2-1 win at home to Galatasaray saw them go top of Group C after second-placed Atletico Madrid drew 0-0 against Astana in Kazakhstan. Portuguese champions Benfica had been pegged back to 1-1 by Lukas Podolski’s strike before captain Luisao sealed the win. Sevilla hit back through Benoit Tremoulinas’ free header, but Winfried Bony swept in for a 3-1 half-time lead. City cruised through the second half to progress with two games to spare. Victory for the Premier League leaders, coupled with Juventus 1-1 draw to Borussia Monchengladbach in the group’s other game, means they have reached the last 16 quicker than in any of their previous campaigns. Sevilla could still finish level on points with City, but the Blues have a superior headto-head record.
