The Council of Governors has rejected a Sh20 billion grant by World Bank citing the involvement of the National government in a supervisory role. The governors have accused the National government of malice in the preparation of the final document of the agreement after the latter allocated supervisory role the Ministry of Devolution through the Principal Secretary on the flow of funds to the county governments. Speaking in Nairobi after an Extra-Ordinary meeting of the council yesterday, Chairman Peter Munya said they have been forced to cancel today’s scheduled training of county officials on the sensitisation of the programme by the National Treasury, Ministry of Devolution and the World Bank. Rumours about mass graves started on Sunday when the body of a 29-year-old woman was discovered in Mandera, days after being picked by unknown people from her vegetables business in the town. On Wednesday, CS Nkaissery denied government involvement in her death, but said she had been an alShabaab cook in Somalia. According to intelligence reports,

The police department is still the most corrupt institution according to a recent report by Transparency International Kenya. The East Africa Bribery Index Trends Analysis (2010-14) shows that the police sector has remained the most bribe-prone institution in Kenya, having topped the list consecutively. The report showed that the average amount of bribe paid to police was between Sh4,434 and Sh 4,821. It claimed that the Police, Judiciary, Registry and Licensing Services, Lands services and Tax services have been the most affected sectors in the past five years. However, the report notes that the aggregate score on bribery in the police sector fell by about 10 points across the study period. The Judiciary improved between 2010 and 2012 when the aggregate score was at its lowest (below 30 points) before rising again to 47 points in 2014. The lands sector on the other hand performed poorly in the last five years. Bribery in the sector rose from 10 per cent to 18 per cent. The report also noted that the perception of

Kenyans on the current levels of corruption has been deteriorating for the past two years. Between 2012 and 2013, there was high public expectations that a new government preceding the 2013 elections would demonstrate greater commitment to anticorruption efforts. As a result, many people were positive that corruption levels would fall. However in 2014, the perceptions deteriorated sharply with the proportion of respondents who thought it will become worse doubling compared to 2013. The proportion of respondents who believed corruption levels would decrease in the subsequent year fell sharply from 46 per cent in 2013 to 27 per cent in 2014. The report further said that 53 per cent of Kenyans believe the government was not doing enough to fight corruption. Transparency International executive directyor for Kenya Samuel Kimeu said Kenyans had low confidence that action will be taken on corruption reports while others feared reprisals hence poor reporting. “Perhaps we need a whistle-blower protection law,” he said.

Police arrest 50 Ethiopians in Kasarani More than 50 Ethiopians were last evening arrested in a house in Kasarani area, Nairobi for being in the country illegally. The 54 immigrants are said to have been en route to South Africa and had arrived on Monday. Police say they were tipped off that the aliens could not speak English or Swahili. They were taken to custody ahead of their appearance in court today. Police say most of the aliens are brought by merchants who demand a fee from them before being sneaked out to South Africa. Police and immigration officials have decried increasing cases of Ethiopians arrested in the country while on transit to either Tanzania or South Africa. In February, police in Taveta arrested 17 Ethiopians for being in the country illegally. The 17 men were dropped in the area by a lorry and were planning to cross the border to Tanzania on foot. Witnesses said the 17 had been driven through illegal routes outside Taveta town at night to evade police arrest. In January, 26 Ethiopians were arrested in Mariakani inside a container on a truck as they were being transported. In August 2011, 14 Ethiopians and two suspected human traffickers were arrested in Isiolo.

Nyokabi urges women, youth to apply for affirmative action fund Kiambu women’s Rep Annah Nyokabi has urged women and the youth to form and register groups to take advantage of the Affirmative Action Social Development Fund. She said consolidation of various groups will enable them access the affirmative fund and promote adult education especially for the Affirmative Action groups in counties. Film board in bid to curb porn, radicalisation The Kenya Film classification Board (KFCB) is set to roll out nationwide campaign on child pornography and radicalisation. Board chairman Ezekiel Mutua said the campaign will be conducted in partnership with County governments to raise awareness over the increased number of children being exposed to pornographic contents. “You must have the license from KFCB to sell DVDs and CDs, the will ensure that the sale of pornographic material will reduce in the country,” Mutua said. “Our major mandate is to engage the County government, media owners and religious leaders through national campaigns,” he added. Mutua said pornographic films are illegal in Kenya and anybody found culpable of exposing children to such materials will dealt with accordingly. Matatu tout shot in Jogoo Road late night carjacking A matatu tout was last night shot and seriously wounded in a robbery and carjacking incident along Jogoo Road, Nairobi. A gang of four had gotten into an Umoinner matatu posing as passengers before they produced pistols and ordered the driver to divert towards Makongeni as the vehicle rushed passengers towards Umoja route. In the confrontation, the tout is said to have defied orders by the gang which prompted them to shoot him in the stomach in a confrontation. The gang stole cash and mobile phones from the passengers who were on board before they alighted at a dark alley and escaped on foot. No arrest has been made and the tout is recuperating at the Kenyatta National Hospital. Police warn such cases are set to increase ahead of the festive season. CAK to penalise firms for breaking dominance rules Firms that break market share dominance laws will lose up to 10 per cent of their gross turnover if new regulations are approved by the National Treasury, the Competition Authority of Kenya (CAK) has cautioned. The current regulations provide for sh 10 million fine for restricted trade practices especially in limited monopoly where dominant players foreclose new entrants into the market share either through cartels or price fixing. “Market share dominance is legal but we shall penalise the players who deter new entrants into the share to avoid competition,” said CAK Director General Wang’ombe Kariuki. Teleco partners with I&M Bank in financial project Airtel and I&M Bank have formed a partnership to increase access to mobile financial services in support of the government’s efforts to deepen financial inclusion in the country and promote a cashless economy. The initiative will link Airtel Money users who are also I&M Bank account holders’ mobile money wallets to their bank accounts. This means users will be able to “pull” money from their bank accounts into their Airtel Money wallets or “push” money from their Airtel Money wallets to their I&M Bank accounts automatically. Other banks linked to Airtel Money are: United Bank of Africa, Equatorial Commercial Bank and Standard Chartered Bank. More banks are to be linked to Airtel Money in the near future, the telecoms firm has said. It’s all systems go for WTO Nairobi conference Nairobi is set to host the World Trade Organisation Ministerial Conference. The World Trade Organization (WTO) tenth Ministerial Conference is scheduled to take place from 15 to 18 December and is expected to inject about Sh2.6 billion to the economy. Speaking after inspecting the preparations of the conference at Kenyatta International Convention Centre (KICC), Tourism Cabinet Secretary Najib Balala said the preparations were 98 per cent complete. “This is the biggest conference ever to be hosted in sub-Saharan Africa and we are not taking chances in ensuring that we meet the international standards,” said the CS. He termed the conference as “an eye-opener of other upcoming conferences”, adding that Kenya has what it takes to host huge conferences. “We expect a delegate to spend an average of Sh375, 000, this should inject approximately Sh2.6 billion to the economy through the multiplier effect,” he said. Balala was accompanied by Danio Campanelli, WTO project Coordinator and Principal Secretary in the Ministry of Industrialisation and Enterprise Development Ali Ismail. The conference is expected to attract more than 7,000 delegates from all over the world with CS Balala terming the conference as one of the showcase of Kenya’s preparedness on conference tourism. He said his Ministry has identified conferencing as one of the niche tourism products that will generate revenues to the economy besides other tourism products. Volkswagen revises number of cars hit by CO2 scandal from 800,000 to 36,000 Volkswagen has said that far fewer of its cars are affected by inaccurate carbon dioxide emissions and fuel usage measurement than it originally thought. The firm has estimated that only about 36,000 cars it produced each year are affected. Last month, Volkswagen said an internal investigation suggested that carbon dioxide emissions and fuel consumption had been understated for 800,000 vehicles. “Following extensive internal investigations and measurement checks, it is now clear that almost all of these model variants do correspond to the CO2 figures originally determined. This means that these vehicles can be marketed and sold without any limitations,” the car maker said in a statement. VW suggested its

findings meant that the charge was now likely to be lower. “The negative impact on earnings of €2 billion that was originally expected has not been confirmed, whether we will have a minor economic impact, depends on the results of the remeasurement exercise,” it said. So far, the car firm has allocated £4.7 billion to meet the cost of recalling 11 million diesel vehicles across the world that were fitted with so called ‘defeat devices’ that evaded tests for emissions of nitrogen oxides. ‘Despite frontier status, Kenya economy faces major hurdles’ Kenya has leaped from an emerging market economy to a frontier market economy in recent years but is likely to face turmoil as external shocks threaten the country’s stability, new research has revealed. Since 2010, growth has been slowing in emerging market economies (EM) like Brazil, Chile Pakistan and Peru. This follows half a decade during which emerging markets, as a group, achieved their highest growth since the 1980s and became the main engine of global activity, accounting for about 52 per cent of global growth, according to a Policy Research Note from the World Bank. Policy Research Notes (PRNs) are prepared under the direction of the World Bank Chief Economist and Senior Vice President for Development Economics. PRNs combine and distill existing and new research to inform discussion on topical policy issues. They are aimed at a broad audience interested in economic policy. The prolonged slow-down in emerging market growth contrasts with the weak but steady recovery in advanced economies (AE) like

Australia, Austria, Belgium and Denmark. Slow growth translates to months and sometimes years of hardship for consumers due to the fact that such an economy creates less jobs and opportunities than an expanding market. Kenya’s economy has grown over the years at a somewhat steady pace and has seen its middleclass population increase in recent months. According to recent numbers, Kenya is now a Frontier Market, a country with an economy in a better state than

an Emerging Market, but less productive than an Advanced Market economy. In which case, Emerging market economies (EM) generally include countries with a long‐established record of significant access to international financial markets. Frontier market economies (FM) like Kenya’s, include countries that are usually smaller and less financially developed than EM, and with more limited access to international capital markets. slowdown was initially driven by external factors but domestic factors have increasingly weighed on growth since 2014. The Global Climate Partnership Fund (GCPF) has signed an agreement with Chase Bank Kenya Limited, for a $30 million (Sh3 billion) green financing deal with a tenor of eight years, with a possibility to increase to $45 million (Sh4.6 billion). The funding will primarily be used for small-scale renewable energy projects. Chase Bank is a leading bank servicing small and medium-sized enterprises in Kenya with over $1.5 billion (Sh152 billion) in assets. To sustain its growth, the bank has identified green energy lending as a key business development goal. Under the new agreement, Chase Bank will use the green financing facility mainly to finance small scale renewable energy projects such as captive solar power plants and hydro power plants.

Egypt Sh2 trillion to house 1 million poor citizens Egypt will construct 1 million homes for the poor over the next five years to ease a crunch that has seen slums and unlicensed buildings spread since the 2011 revolt, Housing minister Mustafa Madbouly has said. Madbouly said the project will cost $20 billion (Sh2 trillion) since more than 90 million of the population live in sprawling slums a number that is projected to surpass 120 million by 2050 if nothing is done. The social housing project will see 200,000 new homes built each year catering for half the annual demand for cheap housing. Madbouly told Reuters that Egypt needs to build 500,000-600,000 new homes a year to keep up with the highly increasing housing demand of which 70 per cent aims at the poor.

Private developers, who have built new suburbs around Cairo, are meeting the needs of middle and higher income Egyptians who can buy homes outright or obtain mortgages. “This is totally being implemented by the Egyptian government and the ministry of housing with a total investment that exceeds 150 billion Egyptian pounds ($19.16 billion),” he said on the sidelines of the Egypt Mega Projects Conference. “We are making use of the projects we are offering to the private sector to finance and cross-subsidise the social housing programme,’’ he added. The minister said he was closely working to upgrade settlements which comprise 40-50 per cent of urban areas bringing 24 hour piped water to all within three years.

“(We are) upgrading slums and unsafe areas. We are talking here about 248 areas ... 150,000 families,” Madbouly said. The mega project comes at a time when Egypt’s population is squeezed into a narrow strip of land along the banks of River Nile, River Delta and the Mediterranean coast. Since the overthrow of President Hosni Mubarak, the government has been in search for a solution to poorly lit, ventilated rows of unlicensed brick buildings that have mushroomed in the turbulent. Egypt had also planned to build 1 million homes for middle-income Egyptians by 2020 in a $35 billion joint venture with Dubaibased Arabtec. Case over rights to ‘Happy Birthday’ tune settled out of court A legal dispute over copyright fees for the song ‘Happy Birthday to You’ has been settled out of court. Music company Warner/Chappell had initially claimed the rights to the song but earlier this year, a judge ruled that the lyrics could be used without the need to pay royalties, the BBC report. A group of artists and filmmakers had sought to claim back the money collected by the firm over the years. The terms of the agreement have not been revealed. Warner/ Chappell is thought to have made $2m (Sh204 million) a year by charging every time the song was used in a film, television episode, advertisement or other public performance. It acquired the copyright in 1988 but a judge ruled it was only granted for specific arrangements of the music, not the song itself. The tune was composed by Mildred and Patty Hill, two sisters from Kentucky (US) in 1893.

Labour reforms can protect workers rights, says report THURSDAY, DECEMBER 10, 2015

The World Bank Group (WBG) and the International Labor Organisation (ILO) have released a new report which shows how countries can reform labour regulations to protect their workers without reducing incentives to create jobs. The report comes at a time when more than 200 million people worldwide are currently unemployed, including 75 million youth (under the age of 25). Recent statistics show that an additional 600 million jobs are needed globally over the next decade to keep employment rates stable and to keep up with population growth. “An important challenge for countries is to find a balance between workers’ protection and flexibility in the management of human resources,” says a statement from the World Bank. Titled: Balancing regulations to promote jobs: From employment contracts to unemployment benefit, the report offers guidelines to design, implement, and reform labour market regulations in four areas: employment contracts, minimum wages, dismissal procedures, and income protection for the unemployed.

According to the findings, labour regulations are important because well designed policies can help create jobs, whereas economic growth alone may not do so. Such policies says the World Bank, can also address labor market distortions while ensuring the market is efficient. “Jobs are at the core of the World Bank Group’s mission to end poverty and boost shared prosperity. We are proud to

collaborate with the ILO on this report, which reflects our shared vision to help countries create the right conditions so that everyone has the opportunity to secure a good job and build a better life for themselves and their families. EIB to inject Sh12 billion into East Africa market The European Investment Bank (EIB) has said it will inject Sh12 billion of new private sector investment in East Africa as it celebrates the first decade of its Nairobi regional office. EIB Vice President Pim van Ballekom is expected to formally announce the plan later this week when he visits the country to mark the 10-year anniversary of local operations for the world’s largest international public bank. According to Ballekom, the project will be EIB’s largest ever for small business investment in East Africa, focusing on energy, water and transport infrastructure to ensure entrepreneurs can unlock new business opportunity essential for economic growth. “The European Investment Bank’s engagement in East Africa has been transformed since the opening of our Nairobi office a decade ago,” said Ballekom ahead of the visit. However, all local companies across the East Africa region and active banks are expected to borrow the money. Data reveals that EIB has injected more than Sh325 billion to support investment across the continent since 2005. The new private sector support to be announced in East Africa will back investment by micro, small and medium enterprises under dedicated credit lines that reflect different investment needs. Through provision of long term local and foreign currency loans and support investments, the new programme will both create jobs as well as fostering economic growth in Kenya, Tanzania and Burundi.

Airtel Kenya has written to the Competition Authority of Kenya (CAK) seeking its intervention to mediate an interoperability deal they had brokered with its competitor Safaricom on the sharing of mobile money agents. Airtel, through its lawyers Mukite Musangi Advocates, last week also wrote to Safaricom accusing it of coercing its mobile money transfer agents to remove Airtel branding from its shops and to stop offering Airtel Money services. They alleged that Safaricom had threatened to have its agents’ M-Pesa tills disconnected if they continued offering Airtel Money services. CAK director-general Kariuki

Wang’ombe Wednesday acknowledged that he had received a letter from Airtel seeking his intervention, but asked the telco for evidence to act. “We have asked Airtel to send to us evidence that there has been a violation of the agreement. They had written to us alleging that their branding is being removed from their shops, but we want them to show us the proof,” said Wang’ombe. Airtel said defacing of its branding on shops had continued just like restrictions on the agents’ offering services of rival firms even though Safaricom had given assurance that it was investigating the complaint. Safaricom has denied the accusation, arguing that it has not given any go-

ahead to its agents to remove Airtel’s logo from any premises. “We have not issued any directives to our agents or dealers to remove or alter any branding in their shops. Without any evidence these claims amount to unsubstantiated allegations and a smear campaign against Safaricom,” said Safaricom director of corporate affairs Stephen Chege. He said there was a court case against Airtel involving pulling down of Safaricom’s branding and illegal use of the M-Pesa logo.“In fact, we are currently involved in a court case with Airtel as they had previously pulled down Safaricom’s branding and were illegally using M-Pesa logo without our consent,” added Chege.

EACC in PR gimmick over Eurobond saga Cord leader Raila Odinga should not honour summon by the Ethics and Corruption Commission (EACC) as the latter has all the resources at its disposal to get the information they want. Summoning Raila will only confirm Kenyans doubt that the anti-graft agency is struggling to find evidence to nail suspects that have brought this country almost to its knees through corruption. EACC has a budget that costs taxpayers an arm and a leg, therefore should not hoodwink the public by summoning the Opposition chief, let them hit the ground and get information. UK astronaut to run London race in space British astronaut Tim Peake will compete in the 42km Virgin Money London Marathon in April on a treadmill, but at the International Space Station. Nuttal to remain at Gor until end of next season Gor Mahia head coach Frank Nuttal has said he will see off his contract which ends in December, 2016. Giroud nets hat-trick to send Gunners to last 16 Olivier Giroud scored his first hattrick for Arsenal to ensure the Gunners qualified for the last 16 of the Champions League for 16th consecutive season after beating Olympiakos 3-0. Chelsea also forgot their domestic woes by easing into the knockout stage with a 2-0 victory which eliminated opponents Porto from the race. Monk shown the door at Swansea after bad results Swansea City have parted ways with manager Garry Monk after one win in 11 Premier League games. The 36-year-old had been with the club for over 11 years, first as a defender and then manager since February 2014, when he replaced Michael Laudrup. Saturday’s 3-0 home defeat by Leicester City was his last game in charge, and left them 15th in the table. “The decision has been made very reluctantly and with a heavy heart,” chairman Huw Jenkins was quoted on BBC. He added in a club statement “To find ourselves in our current situation from where we were in the first week of September, and considering the drop
