ormer Prime Minister Raila Odinga has refused to honour summon by the Ethics and Anti-Corruption Commission (EACC) because he feels the antigraft agency as currently constituted lacks the legal capacity to carry out investigations. EACC on Tuesday summoned Raila to record a statement with their detectives following his claims that Sh140 billion of the
Eurobond cash cannot be accounted for. But Raila has since refused to honour the summon, saying EACC is not legitimate under the Constitution because it does not have commissioners. “I will not go to the so-called Integrity Centre. I will not be compelled and I will not be blackmailed. There can be no commission without commissioners,” Raila told four EACC
officers who visited his office at Capitol Hill in Nairobi yesterday. The officers had gone to issue him with fresh summon to appear before the commission on Monday and record his statement failure to which he risked being arrested and prosecuted. Devolution Cabinet Secretary Nominee Mwangi Kiunjuri today told MPs that he will take full charge of the Devolution ministry even as the legislators scrutinised his suitability to run the docket. Kiunjuri, who was the first of the seven new Cabinet nominees to be vetted, said President Uhuru Kenyatta had noted his potential in leading the ministry before picking him. He defended his nomination, saying it was based purely on his ability to deliver and not for political reasons. “I am coming in because President Kenyatta saw the potential in me,” Kiunjuri said. Top on his agenda if confirmed is solving the current dispute between the National and County government over allocation of funds and roles. Kiunjuri said being a seasoned politician, he will handle both the issues raised by the government and the Opposition effectively. “I’m not easily swayed and always firm in the decisions I make, any decision that I make I look at the interest of the country first. I am patriotic,” he told the MPs. The fallout between the former Assistant Minister for Water and Irrigation and Charity Ngilu who was the then Minister during the Coalition government came to haunt him during the vetting. IEBC to start verifying Okoa Kenya signatures next week
The verification of signatures presented to the Independent Electoral and Boundaries Commission by Okoa Kenya is set to begin next week, the commission’s Chief Executive Officer Ezra Chiloba has said. Chiloba said they have done the preliminaries of on the documents presented to them by the Okoa Kenya team. “We have done the preliminaries and from next week we will start verifying the signatures, we have called our officers from the ground to help us in this task,” he said. Chiloba said the commission took a long time in the preliminary stage because the documents were voluminous and presented in hard copy. “We requested the Okoa Kenya movement to give us the soft of the documents but they have not done that, so we are just working with what we have,” he said. Early last month, the Opposition led by Coalition for Reforms and Democracy (Cord) leader Raila Odinga and the civil society formally presented Okoa Kenya Referendum Draft Bill and 1.6 million signatures to the electoral body. management, land and inclusivity. The Opposition resorted to the initiative after the government ignored their calls for dialogue and cautionary messages. Article 257 of the Constitution of Kenya requires that for the law to be amended by popular initiative, those seeking to amend it must first collect a million signatures of registered voters which they will hand over to IEBC together with a draft Bill for verification.
Should the commission be satisfied that the initiative meets the constitutional requirements, it will then submit the draft Bill to the 47 county assemblies for consideration. This should be within three months from the date of submission. If the National Assembly approves the Draft Bill within three months after the date the Bill was sent to the House, the Constitution requires that the “the Speaker of the
Assembly shall deliver a copy of the draft Bill jointly to the President, with a certificate that the Assembly has approved it for assent in accordance with Article 255 (4) and (5) of the Kenyan Constitution.” Chiloba urged treasury to allocate funds for the commission should the process get into a referendum. “Referendum is just like elections, we will go to the treasury as the constitution requires to allocate us funds,” he said.

In their letter to Raila on Thursday, EACC warned that failure to honour the summon could render Raila liable to prosecution. He said the decision to appear before the Commission was not discretionary but mandatory. “Be warned that failure to comply with the above requisition will render you liable to prosecution,” the letter stated. “Section 46 of the Leadership and Integrity Act, 2012 makes it an offence to obstruct, hinder, assault or threaten an officer of the Commission and if charged under this Act, a person is liable on conviction to a fine not exceeding five million shillings or to imprisonment for a term not exceeding five years or both,” he stated. Public servants feted for dedicated service The Director of Public Communications and Coordinator of the Government Advertising Agency Denis Chebitwey is among six people who were yesterday honoured for their dedicated service to the public at the inaugural Public Servant of the Year awards event that president over by Deputy President William Ruto. Nairobi Prisons Commander Wanini Kireri was declared the overall winner of the award after beating her competitors. She was recognised for starting the remote parenting concept in prisons, something that has been adopted by many other institutions. It provides prisoners with opportunities to have unrestricted quality time with family members and interaction with the public. Kireri who joined the service in 1982, was also recognised for spearheading prison reforms and bringing a human face to the
department. Denis Chebitwey came second. Mr Chebitwey was recognised for transforming the department of public communication through development of MYGOV portal for government news and policy direction. He also set up a mentorship centre for graduate interns at the directorate. Mr Chebitwey was first engaged by the government in April 2009 to fast-track the formation of the Kenya Year Book secretariat. He was recognised for being instrumental in formulating the inaugural government communication policy that encompasses both public, online communications and crisis management. Mr Chebitwey initiated formation of the communications agency that helps departments buy advertisements pullouts and supplements at fair prices. Wilson Maina of fisheries department came third.

Mandera leaders demand answers on missing people Mandera leaders arrested earlier on Thursday over the mass graves claim are still defiant and have vowed to continue demanding answers on missing people in the region. Led by Senator Billow Kerrow, the leaders even after apologising on the anxiety caused about the mass graves claim, said they will not stop demanding answers from the government on dozens of missing people. “Personally and all of us as leaders believe the residents of Mandera had a reason to suspect there was a mass grave because a lot of people are missing,” said Kerrow after hours of grilling at the Directorate of Criminal Investigation (DCI) headquarters. “As a leader we get complaints of people who are missing on a daily basis.” The senator was asked to
record a statement over his claims of existence of mass graves and for linking the Kenya Defence Forces to the killings and disappearances in the area. Kerrow and three other legislators were picked up from Wilson Airport on arrival from Mandera before they were taken to the DCI headquarters for questioning. Other leaders arrested weith Kerrow included Mandera West MP Mohamed Mohamud, Mandera East MP Hussein Ali and Lafey MP Shaaban Ali. The Mandera Senator says he intends to seek legal opinion on allegations by Interior Cabinet Secretary Joseph Nkaissery that he supports terrorism. “I will seek legal advice from my lawyers. The CS said I lead a group that is determined to destroy this nation and that I am a leader of a
group that support terror networks,” he said. “I actually thinking of taking a legal action against the individual himself… and not the government.” An excavation of the alleged mass grave sites in Mandera did not yield any other body apart from the one belonging to a woman, whom police believe was an al Shabaab member.
Body kicks off campaign to fight gender violence The National Gender and Equality Commissions (NGEC) yesterday launched a national campaign to end Gender-Based Violence in the country. The campaign keeping the promise aims to see a reduction of Gender-Based Violence through development and implementation of effective and efficient prevention and response strategies. During the campaigns, the commission will create awareness among Kenyans and give recommendations to the various legislation to combat gender based violence (GBV). Speaking during the launch yesterday in Nairobi, NGEC acting chief executive Paul Kuria (Paul Kuria) said the campaigns will address GBV issues and hold relevant sectors accountable in regard to provision of GBV services. “There are a number of gaps and opportunities as far as GBV services is concerned. We acknowledge there is lack of shelters for GBV victims in the country, but many counties led by Nairobi have made tremendous efforts to ensure there are trauma centres in place,” said Kuria. He said the three-year campaign, which the commission intends to roll out to all counties, and which is already running in Kilifi, Nyeri will strengthen the implementation of the various policies. He said the objective of the campaign is to raise awareness on women’s rights and strengthen support mechanism for victims of violence. “The campaign is focused on legal literacy of women and promotion of men’s role in ending violence against women. It is a time to galvanise action to end the violence,” he added. During the
launch, NGEC also unveiled the National Monitoring and Evaluation framework on sexual violence. The framework will address some of the challenges in collecting data collection on sexual violence. The notable challenges and gaps in frequency of reporting and availability of essential data for evidence-based programming and decision making are attributed to underlying structural factors and lack of a comprehensive Sexual and Gender Based Violence monitoring and evaluation framework. The framework will also seek to ensure that there is adequate oversight on the implementation of the GBV policy. The campaign which was launched in commemoration of the 16 days of activism. NGEC chairperson Winfred Lichuma hailed President Uhuru Kenyatta for launching the National Gender-Based Violence policy, adding that it shows the government’s commitment to eliminate such cases. “We want to take this opportunity to congratulate the President for the bold move that will buttress our campaign and result in the elimination of GBV,” said Lichuma.
The Mandera West MP condemned their arrest, saying they will not be intimidated. “That action by police is uncalled for and will not be tolerated…we think that is high level of intimidation,” he said. “We heard his statement and he was threatening us.”

Medic fired for complaining to Besigye on TV A senior Ugandan nurse has been suspended after being caught on camera complaining to a presidential candidate about poor facilities at her hospital. Adong Santina walked opposition candidate Kizza Besigye around the hospital in a remote area on Saturday. Government official Moses Nandhala informed her that she would be disciplined for divulging “unauthorised information”, a leaked letter shows. In April, Nandhala failed to account for money allocated for health. The records had been eaten by termites, he said, when appearing before the parliamentary accounts committee to explain what happened to about $250,000 (Sh25.5 million) meant for health in Abim district in the northeastern Karamoja region.
Rwanda genocide suspect held in neighbouring DRC One of the last suspects wanted for alleged involvement in the 1994 Rwandan genocide has been arrested in neighbouring Democratic Republic of Congo, UN has reported. Ladislas Ntaganzwa, 53, is accused of organising mass rapes and the massacre of thousands. The US has issued a $5m (Sh509 million) reward for his arrest, calling him “one of the main instigators of the genocide”. Ntaganzwa and his lawyers have not commented on the allegations. He was one of nine suspects still wanted by the UN for their alleged role in the genocide, which left about 800,000 people dead. The others are still at large.
Uproar in SA over Finance minister Nene sacking
The decision by South Africa President Jacob Zuma to sack Finance minister Nhalnhla Nene has been widely criticised. South Africa’s currency fell close to a record low against the dollar on Thursday morning as the markets were digesting the news. Correspondents say Nhalnhla Nene’s attempt to rein in spending may have unsettled some Zuma loyalists. The sacking comes as South Africa’s economy is struggling to grow. President Zuma said Nene was being moved to “another strategic position”, but did not elaborate on the reasons behind the decision. He has replaced him with the relatively unknown David van Rooyen. The rand fell to below 15 to the dollar on Thursday morning and stock prices also fell in Johannesburg as trading began, Reuters reports.
KRA, Judiciary, Lands ministry ranked high in bribery index The inaugural Transparency International East Africa Bribery Index has ranked the Judiciary, Lands Ministry and tax services as most bribery prone areas in the region. Kenya Police which usually tops the list in previous study recorded marginal decrease in the period of study ranging between 2010 and 2014. Speaking during the unveiling of the report, TI -Kenya executive director Samuel Kimeu called for an audit of the reform process to isolate areas of weakness that continue to provide fertile ground for corruption. He said inaction or slow action on corruption cases may have contributed to a high perception of corruption. The report which targeted 53,784 respondents, randomly sampled from the five East African countries stated the average size of bribe in the Judiciary, decreased from Sh11, 046 in 2010 to Sh7, 885 in 2014. “The aggregate score for the Judiciary did not substantially change across the last five years. It can however be noted that midway in the study period, the score was at its lowest to below 30 points before rising again to the last year’s level of 47 points. At the regional level, the Judiciary registered the highest average size of bribe paid among similar institutions,” read the survey released in Nairobi on Thursday. In the Lands ministry, the average size of bribe only fell slightly from Sh8, 973 to about Sh7, 219. Even with this fall, the survey observed that the figures in the mid period were quite high reaching almost Sh10, 000 in 2012. In the police service, the survey reports there was a steady decrease in the average size of bribe between 2010 and 2012, but this trend reversed in 2013 when the amounts increased. services between the year 2010 and 2013 averaged Sh3, 400 and almost doubled to reach Sh6, 815 in 2014. “The aggregate score fell from a high of 40 points in 2010 to 23 in 2014. However it can be noted that the 2014 score was a marked rise from the score in 2012 and 2013, which was at 14 points. The share of total bribes reported to have been paid to the institution has remained largely constant at around 3 per cent,” the report stated. Kimeu said the 58 per cent of respondents believed the government is doing enough to fight graft but still believe levels of corruption were high. The survey indicated that only an average of seven per cent of those, who encountered bribery incidents, reported to any authority. The most common reason for not reporting bribery reported was the belief that nothing would be done to
resolve the complaint. The most common reason for paying bribes in Kenya (38 per cent) was to hasten service delivery in the institutions that were visited as seen in the table below. Kimeu said the survey results reveals that there is a clear pattern of poor perception on the efficacy and public confidence on the governments’ response to corruption. In terms of overall ranking of countries, Rwanda remains the least bribery prone country in the region. “In the first two years of inclusion of Rwanda into the East African Bribery Index, the reported incidents of bribery were too few to allow for the compilation of an index,” Kimeu said while unveiling the survey findings. “The most adverse overall likelihood of encountering bribery was registered by Uganda in 2012 at
40.7 per cent. Rwanda recorded the most positive outcome of likelihood of encountering bribery at 4.4 per cent, both in 2013 and 2014.” Kimeu called on the government to ensure Office of the Auditor General and the EACC has enough operational and institutional independence to deliver on the anticorruption mandate. “The issue of granting the body powers to prosecute need to be positively considered. Suits to blame on high cost of road projects: KeNHa The Kenya National Highways Authority (KeNHA) has blamed lawsuits for delayed road projects and the high cost of construction. The authority said eight out 10 government road projects are delayed by legal suits as emanating from tendering processes and land compensation claims. Addressing engineers yesterday at the School of Monetary Studies, KeNHA chairman Erastus Mwongera said the suits have stalled some road projects by more than five years draining the authority’s resources. “Some projects especially
in western Kenya which could have been completed by now have stalled after we terminated the contract we had with the consultant, who later went to court to sue for compensation. Even the little work that had been started has now gone to waste,” said Mwongera. He cited the Kakamega-Kaburengu Road that has seen KeNHA cancel a contract handed over to Vij Ltd formerly Vijal Infrastructure in 2012 to build the road. Consulting Engineers of Kenya (CEK) chairman Kariuki Muchemi argued that delayed payments ahave
taken a toll on consultants, leading to poor quality of projects. “Delayed payments affects consultants heavily and is to blame for poor quality of roads. The government should look at paying us within 30 days of the invoice date,” said Kariuki. The Transport ministry in a statement said there are 153 ongoing road projects, covering about 3,600 kilometres expected to be completed in the next two to three years. However, the Engineers Registration Board (ERB) argued that the timelines of the ministry
may not be met owing to the fact that local contractors have not been paid billions of shillings owed to them by the government. The ministry acknowledged the cash flow challenges faced by contractors due to pending bills and promised their payments by early next year. “The National Treasury has set aside Sh26 billion towards settling bills to contractors within the next six weeks,” said Transport and Infrastructure Cabinet Secretary James Macharia.

Climate summit inches towards deal Negotiators at the Paris climate summit have been working through the night to try to reach a global agreement, with talks in their final day. There is a widespread expectation that the deal will be signed on Friday, though the timings are uncertain. Delegates worked through Thursday night on a draft version to iron out the key barriers to an agreement. French Foreign Minister Laurent Fabius, who is chairing the summit, told negotiators: “I think we will make it.” Participants at COP21 - as the UN conference is called - have been working on a draft text, prepared by the French presidency, since Wednesday. This was seen as a significant moment after discussions that began in 2011 about a new global agreement that would stake out a long-term strategy for dealing with climate change. Any deal signed here in Paris would come into being in 2020. Wednesday’s draft document, running to just 29 pages in total, was considerably smaller than previous versions. The latest version, delivered after consultations throughout Thursday, was 27 pages. Mr Fabius then led the delegates in discussion through the night. “We are into the final lap which separates us from a universal, legally binding, ambitious, fair and lasting agreement which the world is waiting for,” he told negotiators. The draft cut the options on the longterm goal of the proposed treaty. The latest version says that temperature rises must be kept “well below 2C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5C”.
The number of square brackets, indicating significant disagreement, had been reduced to around 50, a major improvement on Saturday when they ran to more than 900. Some campaigners were not happy with Thursday’s draft, saying it denied “climate justice”. “Rich countries have a responsibility to ensure a fair global deal for everyone, not just themselves, and as we move into these final hours of negotiations poorer countries must not settle for anything less,” said Adriano Campolina, from ActionAid. Other groups though found positives in the latest version.
“The draft has affirmed the need to set quantified funding goals for both climate change mitigation and adaptation for the years after 2020,” said Helen Szoke from Oxfam. “This is a very encouraging development and we strongly urge negotiators to keep this in the final agreement.” There are still considerable difficulties about issues including climate finance and the question of demarcation between developed and developing countries. Called “differentiation” in the negotiations, the richer nations want to change the way the world has been divided since 1992, when the UN
Framework Convention on Climate Change came into being. In their view, more emerging economies should take on more of the burden of cutting emissions and providing finance to the very poor nations hit by the impacts of rising temperatures. The richer countries were also insisting on a single system of verification of promises for all countries. “We feel that when parties have committed themselves to a national target that reflects their ambitions and abilities, they must be ready to tell the global community what type of progress is being made,” said Elina Bardram, the EU’s chief negotiator
told reporters. “In order for that conversation to make sense in the real world, we need to have accounting standards and principles that are common to all - otherwise you are simply comparing apples with pears.” The hope was that on Friday the final text of the agreement would be published and a formal gathering of the parties, called a plenary session, would then convene to approve the outcome. “We have been working for this for four years,” said Miguel Arias Canete, the EU climate commissioner. “We cannot fail now because this is crunch time.”

Kenya Power switches on Sh15 billion Last Mile electricity project
National electricity distributor, Kenya Power, yesterday signed 11 agreements with contractors to pave the way for full implementation of the Last Mile Connectivity Project in January 2016. Company Managing Director and CEO, Dr Ben Chumo, said the African Development Bank (AfDB), the financier of the project, recently concluded approval procedures giving the power utility firm consent to engage with contractors who won bids to implement the $150 million (Sh15 billion) project. Dr Chumo said the signing of the contracts signal the commencement of the initial phase
of the project countrywide that will connect approximately 314,000 households to electricity providing power to an additional 1.5 million Kenyans. “A total of 5,320 existing distribution transformers will be utilised to the maximum through extension of low voltage network which entails construction of 12,000 kilometres of low voltage distribution lines,’’ he said. Adding: customers within 600 metre transformer radius will be connected at a subsidised cost of Sh15, 000 under the programme.” He said the entire project will be supervised and managed by

The project comes at a time when the cost of extending power supply network remains the biggest challenge especially in the rural and low income areas. However, of the 11 contractors only 6 contracting firms are local.

Cities branded ‘major hotbeds’ of pollution as curtains fall on COP21 The growing importance of cities as drivers of climate change has been cited as a potentially dangerous threat to environmental sustainability. This expansion of urban areas, evident in countries across the globe, was one of the issues highlighted at the COP 21 meeting in Paris. The conference kicked off its first-ever “Cities Day” earlier this week. Recognizing this, the World Bank is looking to expand its support to cities in achieving a sustainable, resilient, and lower carbon path. Cities are where the emissions are, responsible for more than 70 per cent of energy consumption and energy-related greenhouse gases, the Bank has stated. During the Paris COP, more than 450 cities representing a total of 1 billion people have pledged to reduce emissions by more than 50 per cent over about 15 years. In developing countries – which account
for 90 per cent of urban growth – there is a window of opportunity to build climatesmart cities. ‘The State of the City Climate Finance report’, released at COP 21, which includes input from the World Bank, highlights the challenges these countries face and proposes both innovative and traditional solutions. “We have a once-in-a-lifetime opportunity to build livable, resilient, low-carbon cities,” said Laura Tuck, World Bank Vice President for Sustainable Development. “We must seize the opportunity. Too many cities today are facing a critical shortage in tapping into the finance they need.” According to the report, roughly $4.1 trillion (Sh417 trillion) needs to be spent on urban infrastructure every year just to keep up with projected growth in a “business-as-usual” scenario, and an estimated incremental 9 to 27 per cent more for low-emission and climate-resilient infrastructure.

Kenya approves trade deal ahead of WTO conference Kenya has approved a new Trade Facilitation Agreement (TFA), less than a week before it hosts the World Trade Organisation’s (WTO) 10th Ministerial Conference to be held in Nairobi next Tuesday. Concluded at the WTO’s 2013 Bali Ministerial Conference, the TFA contains provisions allowing effective movement, release and clearance of goods across the region. It also sets out measures for effective cooperation between customs and other appropriate authorities on trade facilitation and customs compliance issues. The Agreement further contains provisions for technical assistance and capacity building in this area. Kenya is the 57th WTO member and sixth African nation to approve the TFA. The WTO secretariat says it is so far, satisfied with the preparations of the Conference. WTO Deputy-Director General David Shark, who is already in the country, says the leadership has seen a lot commitment from the Kenyan government and the private sector since Kenya was announced the host last year. Shark says they have been working with the government
and involved organizers and he is optimistic that the event will run successfully as planned. The 10th Ministerial Conference will be the first one held in Kenya and the continent since the organisation was established in 1995. Foreign Affairs Cabinet Secretary Amina Mohamed said all the arrangements expected by the WTO prior to the conference are all set. She says the Kenyatta International Convention Centre (KICC) still remains the place
to host one of the most crucial global forum from, the 15 to 18 of this month. “I am completely and fully satisfied that everything has been done, to ensure that the arrangements that we were entrusted with by the international community, by the 161 members of WTO, have gone well, that we are ready as a country, that we can actually be extremely proud to have been able to do this,” CS Mohamed said. Kenya won the bid to host the
10th conference scheduled after member countries of the WTO unanimously made the decision following intense lobbying by the Kenyan government through the Ministry of Foreign Affairs. The WTO meeting comes a few months after the Global Entrepreneur Summit cohosted by US President Barrack Obama and as Tourism Cabinet Secretary Najib Balala puts it, this will be a big win for his sector which has recently suffered due to insecurity challenges.
Narok County attracts Sh53b at investment forum Narok County has signed investment deals worth Sh53 billion during the county’s firstever investment conference that was held last weekend. Narok Governor Samuel Tunai said the deals will create more than 4,700 jobs in the county, with the first project breaking ground in the first quarter of 2016. Tunai revealed that other deals worth Sh130 billion are still in deliberations and are yet to be signed. The County generates about 1.1 per cent to the Gross Domestic Product (GDP), according to recent statistics. These kinds of investments will ensure the County generates roughly 10 percent to the country’s GDP, the Governor noted. China to receive 30b to combat air pollution China will receive a $300m (Sh30 billion) mortgage from the Asian Development Bank (ADB) to help it battle hazardous pollution levels in Beijing city and its neighbouring area. ADB has said poor air quality has reached a serious level that is jeopardising health and sustainable growth. The move comes at the time when china is the world’s leading polluter and the kitty is intended to cut the region’s coal use. According to ABD, the money targets Beijing city, Hebie and Tianjin a region that shelters more than 100 million people accounting for 10 per cent of China’s gross domestic product, BBC reports. “Poor air quality has reached such a serious level that it is jeopardising health and
sustainable growth in the capital region,” said ABD’S urban development specialist Satoshi Ishii. Assistance will help reduce emissions and strengthen the environment regulatory framework and capacity of environmental monitoring and enforcement. He said better air quality will not only benefit the economy but also people’s health in the region and beyond. The loan from ADB follows the latest World Climate Summit recently concluded in Paris this week. However, the bank said in a statement that the loan was expected to be accompanied by co-financing from Germany’s KfW Development Bank of $164m. The agreement follows Beijing’s first red alert
warming over pollution levels earlier this week. It was issued late on Monday and lasted until Thursday, and was the first time that China had declared a red alert under the system, which was adopted a little over two years ago. Schools in Beijing were closed, outdoor construction was halted, limits were placed on car use and some factories were ordered to stop operations. Emissions from coal-powered industries, cars and heating systems, together with dust from construction sites all help create the dangerous smog. China will still depend on coal for more than 60 per cent of its power despite the huge investments in renewable energy sources.

Civil society, faith basedorganisations, private sector, parliamentarians and policy makers within the region have gathered in Nairobi to discuss and commit to a joint strategy that will enable them stop rampant corruption that’s threatening the region’s democratic and developmental aspirations. The meeting comes at a time when corruption scandals continue to rock the governments of Kenya, Tanzania and Uganda, amongst other EAC and AU member States.

The writing has been on the wall for decades now, that Africa’s greatest challenge is perhaps its inability, or unwillingness to resolve corruption that is gobbling up over $50-60 billion annually. The most recent Transparency International report said 75 million people in Sub-Saharan Africa are estimated to have paid a bribe in the past year – some to escape punishment by the police or courts, but many forced to pay to get access to the basic services that they desperately need.
The culture of petty bribes and unbridled looting of state resources has led to the stifling of economic growth, where the rule of law is undermined. According to a UN report on the issue; where corruption is rife, companies are reluctant to invest as the costs of doing business are significantly higher. It also asserts that corruption undermines democracy, governance and human rights by weakening State institutions that are the basis for fair and equitable societies. It also states that popular participation
is weakened, with vote buying at election times being actively practiced; harming the democratic process and justice is challenged when criminals are able to bribe their way out of trouble. And the news gets worse. The majority of Africans (58 per cent) say that corruption has increased over the past year. The East African region is not spared either. A new report, launched on 9th December 2015, that tracks the effectiveness of Anti-Corruption Commissions.

According to Yara East Africa Country Manager James Craske, Kenya imports up to one million tonnes of maize annually, which could be grown locally if the right measures are put in place. Craske was speaking during the commemoration of the company’s twentieth anniversary since its launch in Kenya To achieve the fete, Craske has urged the government to support fertiliser companies to reach more farmers and train them on fertilizer use. Marking the Yara’s twenty year milestone, Craske said that the international company was pleased with their progress so far. The organisation has been supportive of the country;’s agricultural sector and seeks to develop the sector through capacity building. Craske said that Yara is looking to achieve more in agricultural development based on better knowledge, products and infrastructure.

Botswana overtakes Kenya to lift thousands out of poverty
Thousands in Batswana rose out of poverty thanks to increased growth in rural areas driven in part by rising agricultural incomes and welfare improvements, according to a World Bank Study released earlier this week in Gaborone. Despite Kenya’s prospects for long-term growth being among the most favourable in East Africa, Botswana is making unprecedented progress in lifting prospects for its rural poor. Recent studies have shown that while Kenya is on the path to economic growth, poverty alleviation remains a challenge. Data has confirmed that nearly half of the country’s 43 million people live below the poverty line or unable to meet their daily nutritional requirements. And while Kenya ranks 145th among 187 countries in the United Nations Development Programme’s Human Development Index, Botswana is ahead at 109. The Index measures development in terms of life expectancy, educational attainment and standards of living. Meanwhile, the Botswana Poverty Assessment report has found that the number of poor people in the country declined by nearly 180 000 between 2002/3 and 2009/10.
The growth of mobile financial services in Kenya has boosted revenue for the hospitality sector, surpassing card payments by as much as 5 per cent, recent numbers have confirmed. The mobile money trend has created a buzz across continents in the last few years, with analysts placing the exponential sector way above conventional banking services as more people embrace the wave of convenience. Opinion leaders continue to attribute this growth to its convenience and accessibility, cost-effectiveness and the security guaranteed by cash-less

Firms now fault Heathrow third runway delay
Business groups have reacted with anger to the government’s delay in reaching a decision on whether to build a third runway at London’s Heathrow Airport. The British Chambers of Commerce (BCC) said it was “gutless”, while another group said it would have business leaders “tearing their hair out”. They argue that the delay is bad for the UK economy, reports the BBC. Opponents, however, welcomed the government’s plan to wait for further environmental research before making a decision. “No decision will be made before the summer of 2016”, it was announced yesterday. Africa needs Sh10trn annually for decade-long development agenda Africa needs about $100 billion (Sh10.2 trillion) a year for the next decade to fill its infrastructure gap, new data has revealed. To meet this target, the African Union Commission, the United Nations Economic Commission for Africa (UNECA) and the World Bank have unveiled an initiative that will not only improve the livelihoods of people across the continent, but reduce the detrimental effects of climate change across the region. The proposed imitative, dubbed ‘Africa Facility for Climate-Resilient Investment’, will be a knowledge hub for decision-makers and financiers. The organisations have agreed that through the initiative, ideas based on climate-smart design and planning can reduce future climate impacts on hydropower and irrigation investments. Their drive comes at a time when data has confirmed that failure to integrate climate change into infrastructure planning can lead to higher energy costs for power producers and consumers at large.
The World Bank has said that the facility is integral part of its $16 billion (Sh1.6 trillion) Africa Climate Business Plan that was officially unveiled at the climate conference, COP 21, in Paris. The Business Plan will see the Bank put in about one third of the needed funds through the International Development Association (IDA), its arm for the poorest countries,. “To sustain Africa’s growth, and speed up efforts to end extreme poverty, investment in infrastructure is fundamental. Africa needs about $100 billion (Sh10.2 trillion) a year for the next decade to fill its infrastructure gap,” explained Raffaello Cervigni, Lead Environmental Economist for the World Bank’s Environment and Natural Resources Global Practice in a recent address. Recent figures have shown that Africa has extensive infrastructure needs – and is already feeling the impacts of climate change. Failure to combine the two could mean significant losses in revenue for governments and higher costs for people, Cervigni said.
“Quite frankly, failure to integrate climate change into the planning and design of the infrastructure could lead to major negative development impacts, such as crop losses, traffic disruptions and significantly higher energy costs,” he added. A recent World Bank/UNECA study shows that incorporating climate change considerations into the design and planning of infrastructure can considerably reduce future climate impacts to the physical and economic performance of hydropower and irrigation investments. Furthermore, the analysis indicates that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in the driest climate scenarios, losses of hydropower revenues of between 5 and 60 percent (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. Collaborators will include CR4D, Future Climate for Africa and other related initiatives in addition to the World Bank Group and AU.

The fans should expect Fly Away which is one of my first releases, Nenda and Ndoto among many other more given that I have written a lot of songs. You had mentioned that you will be creating a new genre NU Soul, how is the going so far? I am no longer concentrating to NU Soul but jumped ship to

Electronic music. I call it ElectroFusion, a different kind and new genre. I am currently working with Jinku who is helping me to produce my first song in the said genre. They are all my babies, I don’t consider any to be my favourite, and all are special given that they are all connecting with the audience and my creative side. What are some of the challenges you face in the industry? I can’t call them challenges but they are normal occurrence for every musician, this include the hard work of trying to get exposure, marketing, financing and production of music. What should fans expect next year? I would tell my fans to be ready because the story is getting better in Electro-Fusion, this is the genre that will change monotony of genres in the Kenyan music. should also expect extended quality better than I already have. As an actress, a musician and a poet which is role do you like the most? I am a performing artiste and I enjoy all these roles. There is more than meet the eye in SRG project It is ridiculous for the government to claim now that the cost of building the standard gauge railway (SGR) has doubled due to the rugged terrain it is designed to pass through, while the same terrain was there at the planning stage. It is either the normal corruption at play or an indication of poor planning and dishonesty by Roads and Infrastructure ministry. There is no way qualified local and foreign engineers could have overlooked the terrain during the feasibility study. It is difficult to believe that they allowed such a mistake
to pass. The SGR construction has been arguably controversial from the beginning. The tendering process that gave China Road and Bridge Corporation was put to doubt with alleged costs inflation. There are also allegations of poor compensation to land owners in the affected areas. There is more than meets the eye in the new developments that saw President Uhuru Kenyatta signed a new deal of more than Sh140 billion loan with the Chinese government. —Anonymous
Trump’s real threat is making bigots seem moderate
The clown is no longer funny; the joke is now a sinister threat. Donald Trump has long been treated as a laughable absurdity, the generator of the occasional Twitter storm, a “only in America” caricature who simply could not be taken seriously. Yes, polling makes him the decisive Republican front-runner with only two months until the first primary; in Iowa – one of the first states to choose – he has a 13-point lead. But surely a campaign fuelled by idiocy, chauvinism and bigotry is doomed. Surely, as some speculate, he is a spoiler (consciously or otherwise) to help his friend Hillary Clinton. It would be like uber-troll Katie Hopkins becoming the Tory party’s frontrunner for leader. You can stop laughing now. Donald Trump’s call for a “complete shutdown” of Muslims coming into the United States – including US Muslims abroad – matters, and not just in the United States, for three reasons.
Firstly, any complacency about anti-Muslim prejudice must now be discarded. Yes, in the dark days of the 1930s, there were US demagogues like the priest Charles Coughlin who used a national radio show to incite hatred against Jews: but even then, the Republican front-runner didn’t call for Jews to be barred from entering the US. Secondly, his grim intervention shifts the terms of acceptable political debate. AntiMuslim prejudice that is more sophisticated and subtle (which isn’t hard) suddenly seems less extreme, and somehow instantly more palatable. Thirdly, Trump demonstrates that Islamic State is winning. One of the death cult’s strategic aims is to divide western societies from western Muslim communities: to fuel a sense among Muslims that they are rejected, unwanted, even despised, and driving them into the camp of global jihad. —Owen Jones, via Mail
President Uhuru, Raila should lead war on graft Kenya’s political bigwigs led by President Uhuru Kenyatta and Opposition Chief Raila Odinga should follow Safaricom chief executive Bob Collymore to declare their wealth. The two leaders should demonstrate leadership and political will on the fight against graft other than their usual political gimmicks perpetrated by their supporters. Their positions will dictate influence that could woo other politicians, members of the
private sector and the citizenry to take the graft war seriously. Declaring their wealth will catalyse the speed of anti-corruption agencies and the judicial processes that would have several thieves arrested. They should marshal their supporters to adopt the new Anti-bribery Bill being finalised by the office of the Attorney General. “It’s a big call for sports fraternity to have a winner in the field event. It shows that anyone can win, not only on the track but other fields too,” said the Telkom Orange brand Ambassador. Two front runners Kemboi and Kiprop sat side by side with Yego in the same table, but both stood on their feet when the announcement came from the blazing speakers before mounting a symbolic security guard as they escorted Yego, DCI officer to the stage to receive his Award. “When we were on our way to China (world championship) we have flight delay and as we were talking, Asbel and Kemboi told me ‘Yego we want you to win the gold (in javelin) and if you became the world champion, Kenya will be the world champions,” recalled Yego after receiving the trophy and a portrait of his Image from Wario and Tuwei. Nicholas Bett, who won the country’s first ever Gold in the men’s 400m hurdle, was also feted for his achievement. Bett, a former volleyball player, won the sprinters and outstanding performer of the year tiles. He beat 800m king, Rudisha, who missed the ceremony on the night where he was name the comeback of the year athlete for winning the world title after almost a year layoff with injury. distance category, also won by Cheruiyot in the women’s category while Kiprop and the world silver 1500m winner Faith Chepng’etich topped middle distance nominations. World Youth, Africa Youth and Commonwealth Youth 1,500m champion, Kumari Taki and World Youth 2,000m steeplechase champion Celliphine Chespol, won the young male and female athlete of the year.
