he Ethics and AntiCorruption Commission (EACC) has today backed off from its quest to arrest Raila Odinga following his refusal to honour a summon to appear before the commission last week. The announcement to withdraw
the orders came even as Raila maintained he would not appear before the commission and even dared it to arrest him. Addressing a press conference today morning, EACC Chief Executive Officer Halakhe Waqo said the former Prime Minister has complied
with the terms of the summons and therefore will not be arrested. The commission had asked Raila to present himself in person before it to shed more light on his claims that up to Sh140 billion of the Eurobond proceeds cannot be accounted for.

Heavy security in Nairobi as WTO summit kicks off City roads around the Kenyatta International Conference Center (KICC) have been blocked as Kenya beefed up security ahead of the World Trade Organisation (WTO) conference that kicks off in Nairobi tomorrow. Harambee Avenue, City Hall Way, Parliament Road, Taifa Road have all been blocked as police warned motorists to expect traffic disruptions even on Wabera and Kaunda Streets. “We have put in place all the necessary security measures, including road traffic arrangements,” Police Spokesman Charles Owino said. He said more officers have been deployed to provide security and direct traffic due to the high profile dignitaries attending the event. “We urge motorists to cooperate with police officers directing traffic because of this important conference that is taking place in Africa for the first time,” Owino added. Already, more than 100 ministers from all over the world have jetted in the country to attend the Tenth Ministerial Conference of the World Trade Organisation.

EACC backs off on threats to arrest Raila From Page 1 Raila had been ordered to appear on Thursday last week. That evening, an ugly confrontation ensued with EACC officers blocking the gates to his Capitol Hill office in Nairobi as they sought to serve him with fresh orders. They said Raila would be required to heed the fresh summon to appear before EACC today or risk arrest. But Mr Waqo said Raila through his lawyer Paul Mwangi on Saturday furnished the commission with responses over the allegations of misappropriation of Eurobond proceeds as such complied with the commission’s demands. “The commission would like to confirm to the nation that Hon Raila Odinga has complied with the terms of the sermons through his lawyers via a letter dated December 11, providing a summary of his concerns on the Eurobond but without supportive documents, this information has been forwarded to a team of investigators and is being treated as Odinga’s statement” Waqo said.

Odinga’s concerns are anchored on two treasury documents namely the Quarterly Economic Budget Review (QEBR) for 2014/15 and Budget Review Outlook Paper (BROP) dated September. Waqo reiterated that the summon of arrest issued to Odinga was in good faith and was only meant to assist EACC in its investigations. “I reiterate that summons are issued in good faith and those summoned should consider it an honour to be found worthy that they have something to assist in investigations,” Waqo said. He said should the commission require more information and explanation on the documents provided, then Odinga will have to be called to shed more light. He called for cooperation from all Kenyans regardless of status or political affiliations to help in the fight against corruption. The declaration by EACC that they are no longer pursuing Mr Odinga puts to rest a matter that had
heightened speculation on whether he could be arrested. A section of Jubilee MPs had called for his arrest if he failed to honour the summon. During his Jamhuri Day speech at Nyayo Stadium on Saturday, President Uhuru Kenyatta, in an apparent reference to Mr odinga warned that anyone making allegations of corruption must be prepared to “face the consequences.” But in his response, a defiant Raila maintained that he would not go to EACC and even dared the commission to go ahead and arrest him. “I will not be intimidated by threats of arrest. I have been arrested more than a hundred times. A whistle blower is not a suspect and he should be protected instead of being threatened with arrest. But I don’t fear. They are talking about Kamiti. I have been there. They have not been there,” Mr Odinga said at a press conference at the Serena Hotel yesterday.
Jubilee lawmakers summoned for State House briefing President Uhuru Kenyatta has summoned Jubilee senators and MPs to a meeting at State House to discuss recent allegations of corruption in parliament. The lawmakers said they also expect to be briefed on the Eurobond issues while tensions between them and National Assembly Speaker Justin Muturi are also set to be discussed. X-news has learnt that President Kenyatta has been forced to assemble the Jubilee lawmakers to update them on the war against corruption. According to Endebess MP Robert Pukose, the President wants to update the Jubilee Parliamentary Group on the graft war and other national issues which are not limited to Eurobond saga alone. “As you know President Uhuru is our patron, and we will be congregating at State House for an
update meeting on the progress on corruption and the Eurobond scandal,” he said. “We expect the Presidency to furnish us with finer details of government spending on the Eurobond loan and its proceeds, so that we can respond to Cord from an informed point of view,” he added even as he admitted that some of his colleagues do not know the actual government spending of the cash. Pukose said the meeting will also seek to rally the legislators to support the Jubilee administration which is now under attack from the opposition over various allegations of corruption. Turkana North MP Christopher Nakuleu said President Kenyatta may also use the opportunity to warn Jubilee legislators involved in the parliamentary mileage scam to
enhance public confidence. “As the President announced a fortnight ago that he is leading the war against graft, he would want to see heads roll at the Parliamentary Service Commission (PSC). People must personal take responsibility over the scam” he added. The meeting will also address the growing anger among MPs about how Muturi dealt with a report that exposed the rot in the House. Jubilee legislators are furious with the manner in which Muturi dealt with the EACC report that accused MPs of irregularly raking in millions of shillings in false mileage and sitting allowances claims from PSC. President Uhuru will also use the opportunity to rally his troops in Parliament to endorse his Cabinet and Principal Secretaries vetted last week.

Gunman knocks butcher in row over beef bill Police are looking for a gunman who shot to the air once and injured a butcher in a scuffle over Sh470 in Kasarani, Nairobi. The man had ordered for a kilo and quarter of beef at Mambo Bar in the area and had his dinner but later refused to pay the full amount. He only paid Sh250. When the butcher asked for the balance, he refused to pay and started a fight before he shot once to the air and later hit the attendant with the gun butt on the mouth as he escaped. Police say they have the man’s car registration numbers which he used to escape after the drama.
Police robbed of gun in Embakasi attack A police officer was robbed of his gun in an attack outside a bar in Embakasi, Nairobi. The gun is yet to be recovered. The officer claimed he was walking from the bar when he was attacked by people who were waiting outside and robbed of the weapon. His seniors have already launched investigations into the incident.
Man drowns in Ruai floods A man drowned in floods in Ruai, Nairobi. Heavy rains have pounded most parts of the city over the last two days resulting flooding. Police say the victim was crossing a flooded stream when he slipped and drowned yesterday afternoon. Metrological department has warned the rains may continue in the coming week and urged for caution. More than 80 people have been killed in rain related incidents in the country in the last two months. Several others have been displaced and injured.

Treasury releases Sh91 bn to counties The National Treasury has released over Sh91.4 billion to the county governments for the full months of July to October and part of November 2015. Treasury Principal Secretary Kamau Thugge said the disbursements for the month of November are in progress, taking into account the county governments bank balances at Central Bank of Kenya (CBK). “In pursuant to the County Allocation of Revenue Act 2015, and in consultation with the Controller of Budget, the National Treasury has completed the release of the July to October and part of November 2015 of the Equitable Share of Revenue to count governments,” Thugge said in a paid up advertisement in local dailies on Sunday. Counties with the highest allocations include Nairobi which has received Sh5.5 billion followed by Turkana at Sh3.5 billion and Kiambu which has received Sh3.3 billion. Those with the least in the latest release include Lamu County which received Sh686.4 million, followed by Elgeyo Marakwet at Sh1 billion, Taita Taveta at Sh1.1 billion and Laikipia at Sh1.2 billion among others. The disbursements are based on the schedule approved by the Senate. Meanwhile the total bank balances for the county governments as at December 10, 2015 stood at Sh37.3 billion with the revenue fund account holding the highest amount at Sh25.9 billion. “The balances include; the equitable share of revenue disbursed by the National Treasury and conditional grants disbursed by national government entities as per the County Allocation of Revenue Act, county governments’ own revenues banked in the revenue fund accounts at CBK, as well as opening balances carried forward from previous financial year,” the PS explained. The release comes days after the Council of Governors threatened to withdraw free maternity services in counties if the national government does not disburse cash meant for maternity fees at county hospitals and other essential services.

Russians fire at Turkish boat in Aegean sea A Russian warship has fired warning shots at a Turkish boat as the two vessels threatened to collide. The incident occurred on Sunday 22 kilometers (13 miles) north of the Greek island of Limnos in the Aegean Sea, according to a statement from the Russian Defense Ministry. Relations between Russia and Turkey have been tense since a Russian jet operating in Syria was shot down by the Turkish military on November 24, killing one pilot. Another Russian soldier died during a rescue mission that retrieved the surviving crew member. Speaking to Turkish media Sunday, the country’s Foreign Minister Mevlut Cavusoglu said more information was needed from the crew aboard the Turkish fishing boat before a proper response could be issued. “We are not on the side of escalating tension, we are on the side of de-escalating tense situations through dialogue,” Cavusoglu said, according to the DHA news agency.
Gunfire in CAR as polls get underway Heavy gunfire has broken out in a Muslim district of the Central African Republic’s capital, Bangui, during a referendum on a new constitution. UN forces deployed after machine-gun fire and rocket launchers were used, as voters waited near a school. It is hoped the new constitution can help end more than two years of conflict in the CAR between Muslims and Christians. Presidential and parliamentary elections are also due on 27 December. The conduct of the referendum is seen a test of whether December’s elections can go ahead safely, correspondents say. Several people were reported to have been injured in the latest violence in the PK5 district of Bangui, but it is not yet clear who carried out the attack.
US urges its citizens to leave Burundi as killings escalate The US state department is warning Americans not to travel to Burundi as political violence escalates. A travel warning issued on Sunday urges US citizens in the tiny central African country to leave “as soon as it is feasible to do so”. On Friday, 87 people were killed after three military sites were attacked, Burundi’s army said. US rights group Human Rights Watch (HRW) on Sunday called for an investigation into the killings. Protests in Burundi began in April when President Pierre Nkurunziza announced he would seek a third term in office. Last month, Belgium advised its citizens to leave Burundi, while the EU cut staff levels, temporarily evacuating employees’ “families and part of the non-essential staff ”. “As a result of continuing violence, the Department of State ordered the departure of dependents of US government personnel and non-emergency US government personnel from Burundi,” the US statement read. “The US Embassy is able to offer only very limited emergency services to US citizens in Burundi.” It also gave advice for citizens who may encounter violence, advising them to stay indoors in ground floor rooms, away from doors and windows. Uhuru calls for positive outcomes ahead of WTO meet President Uhuru Kenyatta has called on the World Trade Organisation’s (WTO) members to deliver a successful outcome at the 10th Ministerial Conference ahead of tomorrow’s kickoff in Nairobi. In a letter to DirectorGeneral Roberto Azevedo dated December 9, President Uhuru asked the members to “show their political will and necessary flexibilities to deliver a successful outcome.’’ However, Africa’s hope will lie in the successful conclusion of the Doha Development Agenda (DDA) given that this is the fast time the conference is being held in the continent since its formation. Doha declaration is focused on the concerns of developing countries through promising major reforms in agriculture particularly reduction

environment-friendly cars US car giant Ford will invest Sh459 billion ($4.5 billion) in expanding its fleet of plug-in and hybrid electric vehicles to counter firms offering alternatives to users, who want vehicles to emit less carbon dioxide. According to chief executive Mark Field, the company wants 40 per cent of its vehicles to have electric versions by 2020 up from the current 13 per cent.
According to a report from the BBC, the car maker has said it will start selling 13 new electric models by 2020, including a new Ford Focus. The new Focus will take an 80 per cent charge in 30 minutes about two hours faster than the current version, Ford said. The car will have an estimated speed of 10-mile range as opposed to 76 miles. The firm intends to
move into the commercial ride-hailing market occupied by firms such as Uber and Lyft. Furthermore, the firm also plans to introduce a Mondeo hybrid and a C-Max Energi plug-in hybrid in China next year. Ford currently sells electric, hybrid and plug-in hybrid versions of its Focus, Fusion, C-Max and Lincoln MKZ cars. As part of its initiative, Ford wants to expand an employee van-hailing service beyond its sprawling corporate campus and develop it commercially. “The market for vehicle miles travelled is $5 trillion,” Mr Fields said. “We get zero of that.” Ken Washington, Ford’s vice president of research, said: “Our vision is to be a mobility service provider, beyond building a vehicle that would be in somebody else’s fleet. We see this as a business we want to be in.”

Orange subscribers to enjoy new ‘Mashariki’ bundle
Telkom Kenya mobile pre-paid subscribers will enjoy favourable roaming voice and SMS rates following the introduction of a regional tariff dubbed ‘Mashariki’ bundle. This is in response to the East African Community’s goal to lower the cost of roaming charges in the region in relation to the One Network Area initiative. The initiative envisages the reduction of International and roaming tariffs reduced to lower costs of doing business as well as deepening social integration in East Africa. “We want our customers to enjoy uninterrupted service on their travels in either of the three countries (Uganda, Rwanda and South Sudan). Poor network infrastructure has been the reason for high rates, but Mashariki gives subscribers a chance to circumvent that,” says Company Chief Corporate Communications officer George Mlaghui. For every Sh1,000 used, asubscriber gets 70 minutes with 120 SMSs (or upto 130 minutes upon conversion of SMSs to minutes or up to 260 SMSs upon conversion of minutes to SMSs). For every Sh500 used, a customer gets 30 minutes with 70 SMSs (or up to 65 minutes upon conversion of SMSs to minutes or upto 130 SMSs upon conversion of minutes to SMSs). Customers will be able to convert their unused minutes into text messages and vice versa whenever a customer exhausts either of the two as mentioned. Orange customers can subscribe by dialing *123# via the Orange menu on their mobile phone and select option 1 for voice and SMS bundles then menu 5 for roaming bundles. The bundle applies to pre-paid Orange Kenya customers while roaming in Uganda, Rwanda and South Sudan and for traffic destined only within the visited country. The bundle will be valid for 14 days from the date of purchase, after which a customer will forfeit any unutilised minutes or SMSs. According to the Communications Authority of Kenya Q4 2014-15, roaming traffic within EAC countries contributed to 23.3 million minutes and 4.8 million messages.

In 2015, for the first time in history, more people will travel to the developing world than to the developed world—about 550 million people overall.” The wide ranging topics covered over two days of panel discussions included risks and vulnerabilities associated with tourism, such as the threat of terrorism and the perception that tourism produces low-quality jobs, as well as benefits and opportunities,
including the spin-off effects of tourism and its ability to grow in places with few other employment opportunities. Step one in the public and private efforts to develop tourism as a vital economic sector involves conveying its economic potential beyond industry specialists. “Few people are aware that 10 per cent of global GDP is in tourism,” said Hilton Worldwide president Christopher Nassetta.

US pledges Sh122 trn aid for Mozambique The United States will give Mozambique Sh1.2 trillion ($1.2 billion) grant to fund basic projects in the country. According to a five-year agreement signed between the two counterparts this week, the said funds will be directed in healthcare, food production as well as education sector. A statement posted on the Mozambican government website however said some of the money would be used to improve governance and deepen democracy. Despite the pledge, growth in the said country’s economy is expected to move down by 1 per cent to nearly 6.5 per cent this year from 7.5 per cent last year. The drop has been attributed to the delay by investors in initiating investment in the recently discovered gas reserves. The Portuguese colony is one of the world’s poorest countries that discovered the reserves off its coast between 2010 and 2013. The discovering of this reserves are expected to offer an opportunity that will transform the country which was ravaged by a 16 year civil war that ended in 1992.

CA to enforce infrastructure sharing rule
Telco operators and their infrastructure providers will have to share their networks or risk losing 0.2 per cent of their gross revenue, the Communication Authority of Kenya (CA) has revealed in its new infrastructure sharing regulations Zero draft 2015. The regulations, if implemented, will, among other things, bring an end to the ongoing menace of all internet firms laying multiple fibre optic cables around the city and in residential areas. CA director general Francis Wangusi said the regulations will eliminate unnecessary duplication, promote completion and effective town planning in terms of telco services. “Sharing infrastructure will not only bring order, but also lower the entry cost for small investors entering the market and also aid mega operators, who want to spread in areas they may not have put a network,” said Wangusi. Among the elements to be shared includes antennas, backbone
transmission network, base transceiver stations, Base Station Controller (BSC), spectrum, optical fibre and wired access. Others are databases, radio access network, feeder cables, microwave radio equipment and mobile switching centre. While some operators have been sharing masts and fibre networks, there was no policy that guided such agreements which were left mainly to market demands. The drafting of this regulation comes against the backdrop of a move by a number of telecommunication providers such as Safaricom and MTN Business, who were leasing internet capacity from third parties but have now cut the links and instead investing in their own infrastructure. The move also comes when the CA has licensed Mobile Network Virtual Operators (MVNOs), Equity Banks’s Finserve, Tangaza’s mobile pay limited and Zioncell Kenya Limited.

Deposit Insurance Corporation (KDIC) chief executive Aggrey Bett has announced. KDIC said in a statement released on Friday that payments through
KCB and DTB have commenced with effect. “Pursuant to the Central Bank of Kenya Press Release dated December 2, 2015, on payment of depositors of Imperial Bank Limited-IR up to an amount of Sh1million per depositor and the KDIC Press Statement dated December 7, 2015 on the guidance and process on how to lodge claims, KDIC now wishes to inform depositors of the bank that payments through KCB and DTB have commenced with effect from today, December 11,” the KDIC stated. Payment to a number of validated claim forms had been initiated on Friday morning and dispatched to KCB and DTB. More payments will be released on daily basis and in batches to KCB and DTB as the validation process is completed for each claim. Each time this happens, KCB and DTB will contact the involved depositors to collect their payments. “We urge all depositors to complete claim forms from the respective KCB and DTB branches,” the Corporation added. Meanwhile, debtors are encouraged to continue servicing their facilities.
World Bank to help countries implement Paris agreement
The World Bank Group has moved fast to help countries implement the global climate change agreement reached during the just-concluded summit in France, Paris. More than 180 countries have submitted Intended Nationally Determined Contributions – or INDCs – to the UN Framework Convention on Climate Change
(UNFCCC) in the run-up to or during its 21st Conference of Parties (COP21) in Paris. The INDCs spell out what the countries plan to do to reduce emissions and adapt to climate change. The World Bank Group works with more than 130 of those countries, including Kenya. Prior to the Paris talks, the World Bank announced the Africa Climate

Business Plan, which calls for $16 billion (Sh1.6 trillion) in funding to help African people and countries adapt to climate change and build up the continent’s resilience to climate shocks. Of that, $5.7 billion (Sh582 billion) is expected to come from the International Development Association (Ida), the arm of the World Bank Group that supports the poorest countries. “We welcome the historic agreement that has just been reached in Paris,” said World Bank Group President Jim Yong Kim. “The world has come together to forge a deal that finally reflects the aspiration, and the seriousness, to preserve our planet for future generations. The World Bank Group is ready to help immediately and will do its utmost to realise this vision,” he added. The World Bank Group is finalising a Climate Change Action Plan that will help to integrate climate considerations across the institution’s operations, and make it easier to deliver comprehensive packages of financing, technical assistance and knowledge to help countries adapt to climate change and transition to a low carbon economy.

All I had to do was add DEE from my real name Demo and a stage name was born. What is your genre of Music? I am a fan of Dancehall and RnB. When did you start your music career? Immediately after high school in 2005, I went to a studio to record my first song Bamba. However, it did not hit. Early this year I have recorded another song called Siko Kamili which is doing well and another two, Tam Tam and My My. What was Bamba all about? It’s explicit, given that it followed what Nonini used to sing about earlier in his career. I’d rather not talk about it. Who inspired you to do music? The likes of E-Sir and Nonini inspired me to begin my journey. My family also has a keen interest in music.
Apart from music what else do you do? I have a clothes store in the CBD, I also manage models and hook them up with agencies. What is your take on the music industry? It is growing but we need to watch out because Tanzania and Nigeria are always a step ahead.

Some of Africa’ senior leaders have made the continent a laughing stock for no apparent reason, the masses must wake and say enough is enough. It is demeaning for Uganda’s Presidential candidate Yoweri Museveni, who wants to transform Uganda from an agrarian to industrial economy by 2040, to pledge 18 million hoes to six million households. According Museveni, each Ugandan household should get three hoes to boost food security and incomes for small land owners. With a hoe retailing at Sh7, 500 18 million hoes would cost Shs135 billion and the question I want pose, why would Museveni buy hoes in 2016, yet countries have mechanised agriculture and
The World Trade Organisation (WTO) Interministerial Conference will begin today. The conference which will for the first time take place in Africa is the top decision-making organ of the global trade organisation. In the past, the WTO has passed trade rules that are not beneficial to the African countries. The WTO has put developing countries in a vulnerable position where they are easily exploited by core nations because they depend on the core nations for investment, loans, trade and technology. In addition, the WTO members have failed to agree how to

Punitive laws to deal with graft should be enacted Corruption perpetrators should be jailed and stolen monies recovered if the war on graft is to be won. The office of the Attorney General in collaboration with Parliament should legislate punitive laws that demand for recovery of all stolen assets and a life jail term for those involved in graft. The legislators failed to put the nominees to task over what they will offer to the public that the previous office holders failed to do. critical ministry whose office holder should tell the country plans he has for the success of devolution, however MPs did not ask even a single question to the nominee on how he intends to make devolution work. SPORTS BRIEFS Friday to lead local rugby boot camp, train coaches Former Kenya Sevens Rugby national team head Coach Mike Friday will make a return to the country he once guided to HSBC Series final for the second time this year. Friday who graced the Safari Seven tournament in August will return in the country after he parted way with Kenya Rugby Union before taking up the coaching role in the United States. The Englishman, christened ‘Otoyo’ by local Rugby enthusiasts will lead Rugby boot camp for U13, U16 and U18 Boys of all abilities from Wednesday December 15 and 17. He will also lead a session for Kenya and Uganda Rugby Coaches on December 18 at Kenton College. Next Generation Sevens is a sport Consultancy Company based in the UK and recently opened a branch in East Africa in October. Next Generation then uses these coaches to train the next Olympians and develop coaches. Friday, a former England Captain is one of the most successful coaches to date, winning 10 titles, including an unprecedented four Hong Kong titles in a row and also leading England 7’s to their only medal (Silver) at the 2006 Commonwealth Games. He will be assisted by Phil Greening - A former Gloucester, Sale Sharks and Wasps Hooker. Phil was capped by England on 24 occasions, representing his country at the 1999 World Cup and being selected for the British & Irish Lions tour of Australia in 2001.
