The Pope – who returned to the Vatican on Monday night from the Central African Republic – spoke fondly about the people he met on the continent; the crowds, the joy, the celebrations. “For me Africa was a surprise. God surprises us sometimes and Africa surprised us too,” Pope Francis said in response to a question by Capital FM News aboard the Papal Flight to Ciampino – Aeroporti di Roma. He said the people of Africa “felt visited and have a great sense of welcoming.” “Every nation of course has its own identity; Kenya is more modern, Uganda has its identity with the Martyrs and I went to both shrines – the Anglican and Catholic.” He also recalled seeing the desire for peace in the Central African Republic, forgiveness and reconciliation. “Today I prayed in the mosque and the Imam rode with me on the popemobile in my tour of the stadium (where he celebrated his last mass on his Africa tour)… those are little treasurers.” CONTINUED ON PAGE 2

President Uhuru Kenyatta has put pressure on world leaders, especially those from developed nations, to secure legally binding commitments regarding climate change, at the ongoing global summit in Paris. The President, in his address to some 150 Heads of State and Government urged developed nations to support developing nations with technology, finance and capacity building to enable them manage climate change. He also wanted them to be fair in the application of rules governing emissions. “We look forward to an ambitious Paris Climate Change Agreement, in accordance with the objective, principles and provisions of the Convention,” said Uhuru. talks wants a deal to be done. I am confident they will do it,” he said. Climate change fuels poverty, migration, sickness and war, he says, and fossil fuels should
be abandoned in an energy revolution paid for largely by developed countries. EACC raids Waiguru, Mangiti homes The Ethics and Anti-Corruption Commission (EACC) detectives today morning raided the homes of several officials of the Devolution and Planning Ministry, including former Cabinet Secretary Anne Waiguru. EACC Spokesman Yassin Amaro confirmed that their officers were also searching homes of former Planning Principal Secretary Peter Mangiti, former
National Youth Service (NYS) Director General Nelson Githinji among others. “It is a wide search targeting all the homes of key individuals in the NYS probe,” Amaro said, “the officers are at the homes of Waiguru, Mangiti, Githinji and the rest.” He said the officers were looking for vital documents to aid the NYS probe in which hundreds of millions was lost through corruption.
More than 20officials from the Ministry have been charged with corruption and abuse of office, including Mangiti and Githinji while Waiguru was listed as a witness. President Kenyatta was accompanied to the talks by Environment Cabinet Secretary Prof Judi Wakhungu and her Foreign Affairs counterpart Amina Mohamed. Wakhungu was praised by organisers for Kenya’s commitment to ensuring a successful outcome in Paris, and a campaign that has led to a reduction of elephant poaching. President Uhuru said Kenya is among the first developing nations to submit an ambitious ‘Intended Nationally Determined Contribution’ (INDC) to the UN Framework Convention on Climate Change (UNFCCC) Secretariat, confirming its commitments to emission targets. He said despite the fact that the country contributed a mere 0.1 per cent of the total global emissions, Kenya had pledged to voluntarily take national measures and actions for emission reduction and for enhancing adaptation to climate change. “Our Intended Nationally Determined Contribution has both adaptation and mitigation components: a sign of our resolve to address mitigation and adaptation on an equal footing,” said the President. He said some of the sector-wide voluntary domestic measures and actions, which the government had instituted included expansion in geothermal, solar, wind and other renewable and clean energy options. “Close to two-thirds of our power at present is green. Our 310 megawatt Lake Turkana wind farm will be the biggest such project in Africa,” said the President. Uhuru also spoke about Kenya’s progress towards achieving and maintaining a tree cover of at least 10 per cent of the country’s land area and the introduction and management of low carbon and efficient transportation systems. Currently the country’s tree cover stands at 7.2 per cent. He said Kenya will continue to be guided by the United Nations Framework Convention on Climate Change as the primary forum for intergovernmental negotiations on climate change. The President said Kenya supported the incoming COP 21 Presidency’s efforts to achieve a balanced, fair and rules-based agreement to guide climate action beyond 2020, adding that the agreement should be aligned to the objective, principles and provisions of the convention, including equity, and common but differentiated responsibilities and capabilities. The objective of Paris Climate Change Summit is to give a strong political momentum to the climate change negotiations, which include the long-term global goal of stabilising the global temperature increase to below 1.5 degree Celsius. President Uhuru and other leaders assured President Francois Hollande that they stood with France following recent terror attacks. “As a nation similarly affected, we know how you feel. Let me reaffirm our view that to combat terrorism, which is a global problem, requires a global concerted approach and effort,” he said. UN Secretary-General Ban Ki Moon said time for brinksmanship was over and that they should take advantage of the current political momentum to reach consensus. “I urge you to choose the path of compromise, and of consensus, and if necessary of flexibility,” he said. During the summit the United States, Canada and nine European countries pledged nearly $250 million (Sh26 billion) to help the most vulnerable countries adapt to rising seas, droughts and other impacts of climate change.
County ministers threaten to sue over salary row County Executive Committee (CEC) members have threatened to sue the Salaries and Remuneration Commission (SRC) over what they termed “unfair discrimination” of rewarding of salaries to public officers. The CEC members said they will move to the court to seek an interpretation on harmonisation of their salaries and that of other public servants in similar job group. Speaking during a retreat organised by the Kenya Private Sector Alliance (Kepsa), the county ministers drawn from all the 47 counties said the Sarah Serem-led commission had “blatantly refused” to heed to their call to harmonise their salaries with those of other public servants of similar job group. Led by the County Executive Committee Council Chairperson Anthony Njaramba, they alleged that the county ministers were earning ‘peanuts’ despite being the ‘most qualified and educated’ public servants working in counties. “Because the Sarah Serem-led commission has refused to listen to us, we have no other option but to seek justice from the courts,” said Njaramba He regretted that SRC had continuously ignored them as their juniors (Chief staff officers) enjoyed huge perks notwithstanding the fact the (CEC) are their seniors. “It is common knowledge that bosses should earn more than their juniors but the case is different with CEC members who earn less than their Chief Officers whose salaries have been harmonised as they are in the Public Service Commission,” he said. Njaramba, who is also the Mombasa County Executive Member for Agriculture, said SRC should move with speed and harmonise their salaries so as to reflect the same as other public officers to enable them drive the devolution agenda without any hiccups. However, he wondered why an independent commission like SRC was taking almost five years to do a salary review while a private sector takes maximum of three months to do the same salary review of the entire country’s salary structure. However, Kepsa trustee Dr Joe Wanjui prevailed on the CEC members to stop the clamour for increased salaries at this point when the country was facing financial crisis and instead facilitate investment so that they are able to collect more revenue. “We must bake the cake first before you start demanding to share the cake which you do not have,” he said.

NGOs misleading Kenyans: AG Githu Attorney General Githu Muigai has lashed out at Non-Governmental Organisations (NGOs) in the country for seeking mileage in matters human rights and working with foreigners to undermine the government. Speaking at the Eminent Persons Forum on the Kenya’s Human Rights Agenda in Nairobi, where George Kegoro officially took over as the Kenya Human Rights Commission Executive Director, Githu (pictured) asked the NGOs to stop acting as if the corruption problem in the country was unique to the government only. He said he had sat in many NGO boards and found out that corruption was rife, adding that NGOs should speak against and deal with corruption even in their organisations. Githu likened the NGOs to teenagers who only like externalising problems, blaming everybody but themselves. He called for the NGOs to “bebehave maturely and assume responsibility” by accepting what is wrong and calling for collective response to the problem. The AG said some
members of the NGOs were “acting self-righteously” but only out to promote individual interests rather than development in the country. “It is not true that the more you beat your country and ‘making noise’ about everything the government does the more progressive a country is”, he said. Church leaders boycott polio vaccine forum The government proposal to roll out a countrywide polio campaign maybe dealt a blow after a number of religious leaders boycotted an immunisation stakeholder’s forum that had been convened by the Ministry of health at a Nairobi hotel yesterday morning. The forum, which was convened by ministry officials, was meant to highlight and sensitise the public on the polio campaign but the religious leaders gave the event a wide path despite being invited. Refuting the claims of a backlash from the religious leaders, Dr Jackson Kioko, the head of Preventative and Promotive Health Services said the government is still having a “cordial engagement” with the church leaders and promised to meet them later in the week. “We would want to allay any fears that there is any misunderstanding with our religious leaders because we are still engaging and consulting with them on various issues on this matter,” said Kioko. The Council of Catholic Bishops mid this year called on the government to probe the safety of the tetanus vaccines after manufacturer failed to provide requested information. The church had asked for testing of the vaccine to check whether it has any contaminants. However, Kioko who was representing the Director of Medical services Dr Nicholas Muraguri pleaded with the religious leaders to accept the polio vaccination by rallying their church members to hide to the government call and bring their children for the polio vaccination. He maintained that the polio vaccine, that is yet to be launched, was free of any contamination. “As responsible citizens of this country, we need to trust the work of our government agencies because we have invested in them to give us accurate results” he said.

Nyong’o said reforms in Kenya would only be achieved through enactment of democracy consociation among the human right groups, Non-Governmental Organisations and the government in a resolve to end human right injustices in the country.

One dead, scores injured as varsity terror drill goes awry
Governors want education system changed The Council of Governors has called for a total overhaul of the current education system, saying it contributes to the higher rate of unemployment among the youth. Council chairman Peter Munya (pictured above) said there exists gaps between the current education system and the skills required in the job market. “The Council of Governors notes with concern that much has changed in the job market but our education system remains the same. This is directly responsible for the high unemployment rate among our youth,” Munya said in a statement read on his behalf today morning by Judy Ojuma at a Nairobi hotel. He said there is need to change the education system if youth unemployment is to be effectively addressed. The Meru Governor said though education is not devolved, county governments have been involved in vocational training among the youths as part of the measures to address youth unemployment. “We ask the National government to support us in this noble cause through allocation of funds so that we tackle this problem together,” he said. He said youth unemployment is directly responsible for cases of insecurity. “Address youth unemployment to solve most cases of insecurity,” he added. He called for more support from development partners to work with County Governments in programmes focusing on youth empowerment, saying most youths in rural areas have been ignored when it comes to employment.
Kenyans urged to take HIV tests Kenyan youths have been urged to go for voluntary testing to know their HIV status in order to help them plan their lives. National Aids Control Council (NACC), Director Eunice Kalonzo speaking on Citizen TV today revealed that a majority of Kenyan youth are afraid of disclosing their HIV status for fear of being stigmatised. “Despite the fact that statistics have told us that 16% of those infected with AIDS in Kenya today are youths, they are not ready to disclose their status or take ARVs because they afraid of stigma” Dr Kilonzo said as the world marks HIV/Aids day.

One person died Monday following the terror attack drill that was conducted at the Strathmore University, leaving dozens others wounded. The University’s Communications Manager Betty Ngala confirmed in a statement that a staff member who had been taken to the institution’s dispensary had succumbed to her injuries. “We confirm that we have one
fatality, this evening,” she said, “One staff member by name Esther Kidemba, age 33 years, who has died from severe head injuries.” She said “efforts to resuscitate her failed, and she succumbed to the injuries and the the family has been informed of this.” At least 20 others—mainly students—were still admitted to hospital with varied injuries
sustained as they tried to flee during the drill, which appear to have been poorly coordinated. “We were not informed, we were not aware at all,” one student said in hospital, “we just heard gunshots and had to run for our dear lives.” Most of them were taken to hospital by the Kenya Red Cross personnel who rushed to the university in Madaraka.
When asked about the death and injuries after the drill, Nairobi Police chief Japheth Koome said “please direct all your questions to the university.” An earlier statement from the university soon after the drill said, “the simulation was aimed at testing the preparedness of the university community and emergency team in the event of an attack.”
Envoy: Unemployed youth a ticking time bomb Development partners have termed the soaring number of unemployed youth in the country a threat to national security. In a joint statement read this morning by French ambassador Jutta Frasch (pictured), the envoys said trained youth, who are not unemployed can easily be radicalised, adding to the high rate of insecurity cases in the country. “Trained and unemployed youth are likely to get involved in crime, hence the best approach to prevent such a scene is to give youths jobs,” she said. Frasch said youth unemployment in the country needs serious action as each year the number of youth not engaged in any economic viable activity keeps rising. “In 2009 the number unemployed youth was at 35 per cent and every year this number keep on going high, this calls for serious action from the government,” said Frasch. She urged the government to devise other strategies, allocate resources towards youth empowerment programmes and provide friendly business environment to encourage

The ambassador said the government should also increase the number of vocational training institutions, adding that degrees and absorption of youth in the white collar jobs will not solve the youth unemployment in the country. “Combining theoretical knowledge and practical skills is the key to unlock youth unemployment in the country,” said Frasch. Director of youth Affairs Issac Kamanda said currently youth unemployment stands at 35 per cent with female most affected. “We are aware that the young people are most affected as our data shows that only 10 per cent of adults are unemployed,” said Kamanda. The ambassador said the government needs to take Pope Francis message during his visit in the country that to tackle radicalisation in the country, the government need to provide the youth with education and work. “Young people leave their families, friends and lives behind so that they can learn how to kill, to stop
young people from being recruited, provide them with education and work,” said Pope Francis. The Pontiff urged the government to constantly engage the youth not to alienate them as doing so dashes the hope and aspiration of the young people. “If a young person has no future or work, what hope do they have? Reach out to these youth invite them to watch football. Do not alienate them” said Pope Francis. CA now cracks down on telco fraudsters in city The Communications Authority of Kenya (CA) has launched an operation aimed at cracking down on illegal activities within the telecommunications sector. CA, the regulatory authority for the communications sector in Kenya, made the announcement yesterday. The Authority, which is mandated by the law to license all systems, equipment and services in the communications industry, including telecommunications, postal, courier and broadcasting, has reaffirmed its commitment to pursue criminal offenders. “Our attention has been drawn to suspicious telecommunications operations being undertaken without due consideration of the provisions of the law,” Director General of the Communications Authority of Kenya, Francis Wangusi said in a statement on Monday. “After our investigations in consultations the Police and relevant players in the telecommunications sector, we
have confirmed that indeed certain individualswerecarrying out illegal activities with regards to international telephone traffic termination using equipment popularly known as SIM box,” he said. The Director General said that in response, the Authority has taken swift enforcement action against one of these illegal operations in the Nairobi Central Business District. Wangusi told a press briefing yesterday that the Authority had made this important breakthrough in their continuing efforts to eliminate illegal international telephone traffic activities in Kenya. The Authority said the advancement and rapid adoption of new technologies, particularly the Internet Protocol (IP) technology, has heralded the emergence of alternative communication systems such as Voice over the Internet Protocol (VoIP) which, though not always of good quality, presents an arbitrage opportunity for people to make and receive International calls fairly
cheaply by bypassing the traditional international voice communication systems. “This kind of communication, often referred to as grey traffic termination, is facilitated through the establishment of illegal equipment setup known as a SIM box. This is the setup we raided in the Nairobi Central Business District and dismantled the illegal equipment,” he said. Wangusi said that the termination charges for international calls are higher than those for local termination. He noted that certain unscrupulous persons have been capitalising on these differences by re-routing international calls through the Internet and dumping them on the local networks disguised as local calls and cashing on the termination price margins. Through these illegal activities legitimate operators have been losing out on income opportunities in respect of international incoming calls.

Court orders Jade Collection to pay ex-workers Sh2.77m Jade Collections Ltd has been ordered to pay Sh2.77 million as damages to employees it sacked in April, 2013, after they joined a trade union. Judge Nzioki wa Makau of the Industrial Court, on Monday directed the fashion seller to compensate each of the 12 workers it fired with one month’s salary, halfmonth pay for each year served, and special damages equivalent to 12 months’ pay. The staff members were suspended and later dismissed for joining the Kenya Union of Commercial, Food and Allied Workers (Kucfaw). Justice wa Makau held that employees have the right to join a workers’ union and said Jade Collections’ move violated their civil liberties and rights spelt out in the
ILO convection. “Article 36 and 41 of the Constitution of Kenya make provisions on the freedom of association concomitant with these international labour standards .The termination meted out through suspensions in April 2013 to date is illegal and unfair within the meaning of Employment Act section 45. The claimants are entitled to receive compensation from the respondent,” read part of the judgement. Kucfaw is also locked in a court battle with Naivas seeking to compel the retailers to allow their workers to be members of the union, which also represents workers of Nakumatt, Uchumi, Tuskys, Chandarana, Ukwala and Eldomatt.
Central Bank to issue Sh30b 9-year bond in December The Central Bank of Kenya (CBK) will in December issue a Sh30 billion nine-year Amortised Infrastructure Bond to finance energy, water and transport sector projects. Sh 9.65 will be injected in energy, Sh10 billion will go into water whereas Sh 10.35 billion will be used for transport. The bond will, however, be tax free as is the case for all Infrastructure Bonds as provided for under the Income Tax Act with minimum amount at Sh100, 000 and a maximum of Sh20 million per investor. “This issuing of the long tenured bond is an indicator that the government views the interest rate environment has stabilised and is now ready to issue long tenure bonds,” Cytonn Investment Chief
Executive Edwin Dande said. He said infrastructure bonds are tax exempt hence they tend to be very attractive to both local and foreign investors. “Having issued a five-year bond and planning to issue a 9-year Infrastructure Bond in December, the Treasury views that the interest rate environment has stabilised and want to lock in funds for the long term,” said Dande. However, CBK accepted Sh30.7billion well above what they had offered to the market where the average of the five-year bond stood 14 per cent. The 5-year bond results were released and the subscription was at 165 per cent as the government got Sh33.billion compared to Sh20 billion they anticipated. Once the 5-year bond was released,

Kenya-highly prone to effects of global warming: Survey Kenya is highly-vulnerable to climate change and is not equipped to deal with it, according to the University of Notre Dame’s Global Adaptation Index, an indicator used to gauge a country’s ability to cope with global warming. Out of 180 countries, Kenya is ranked 154th in climate change preparedness. While New Zealand, Denmark, Norway, the UK and Germany round up the top 5 on the scale, the Democratic Republic of Congo, Sudan, the Central African Republic, Chad and Eritrea round up the bottom 5. The Index, also known as, NDGAIN, summarizes a country’s vulnerability to climate change and other global challenges in combination with its readiness to improve resilience. It aims to help businesses and the public sector better prioritize investments for a more efficient response to the immediate global challenges ahead. It has confirmed that Kenya, despite being East Africa’s industrial powerhouse, has no real contingencies for climate change. These developments come ahead of this week’s Commonwealth Summit to address climate change across the globe. Experts have affirmed that
climate change is quite possibly the biggest challenge the world has ever faced since it wreaks havoc on the environment and will lead to catastrophic losses in the field of global agriculture. Kenya, which is highly dependent on the sector, is ill-prepared to combat its effects. converged to launch the two-week talks and COP21 Chairperson and French Foreign Minister Laurent Fabius said a deal was within reach. Six heads of state and government and the leaders of the World Bank Group and the International Monetary Fund today called on companies and countries to follow up on their ambitions for Paris by putting a price on pollution to drive investment for a cleaner, greener future. The tax, officially known as Carbon pricing, is a common phenomenon in some western countries. It refers to a cost applied to carbon pollution aimed at encouraging polluters to reduce the amount of greenhouse gas they emit into the atmosphere. Economists widely agree that introducing a carbon price is the single most effective way for countries to reduce their emissions. World Bank has termed as remarkable show of unity on the first day of the climate talks in Paris.
Japan to continue outlawed whale fishing despite row
Japan has said that its Antarctic whaling fleet will set sail today (December 1), despite a UN legal decision that its so-called research ships are actually commercial whale hunts. Whaling, as the practice is commonly known, has been regulated by the International Whaling Commission (IWC) since the 80s in a bid to protect the endangered species. Japan agreed to meet the demands of the IWC in an agreement known as “the moratorium”, but has used an exemption in the deal to continue its whaling expeditions. A statement on Japan’s Fisheries Agency website said whaling will run from late December until March next year, the BBC reports. Japan stopped whaling for one year, but announced last week it would resume. For years the activity has pitted Japan against activists who call it inhumane and unsustainable.

EU dangles goodies as Turkey to stem flow of migrants Turkey has promised to help stem the flow of migrants to Europe in return for cash, visas and renewed talks on joining the EU in a deal struck yesterday. Leaders of the European Union met Turkish premier Ahmet Davutoglu in Brussels to finalise an agreement hammered out by diplomats over the past month, as Europeans struggle to limit the strain on their 28-nation bloc from taking in hundreds of thousands of Syrian refugees. A key element is 3 billion euros (Sh320 billion) in EU aid for the 2.2 million Syrians now in Turkey. The money is intended to raise their living standards and to persuade more of them to stay put rather than attempt perilous crossings to the EU via the Greek islands. “As Turkey is making an effort to take in refugees -- who will not come to Europe -- it’s reasonable that Turkey receive help from Europe to accommodate those refugees,” Hollande told reporters. He added that the deal should also make it easier to check migrants arriving and keep out those who pose a threat, like Islamic State militants who struck Paris two weeks ago. Also on offer to Ankara, which wants to revive relations with its European neighbours after years of coolness as it faces trouble in the Middle East and from Russia, is a “re-energised” negotiating process on Turkish membership of the EU, even if few expect it to join soon.
Insurance fraud jumps to Sh324 million The insurance sector has lost approximately Sh324.7 million to fraudulent claims over the last eleven months, according to the latest report by the Insurance Fraud Investigation Unit (IFIU). According to the report, this represents a 215 per cent rise compared to Sh 102.7 million under the same period last year. According to the unit’s head Bridget Kanyai, the IFIU recorded 93 insurance fraud cases from January to November with insurance agents recording the highest number. “Theft by agents cases were perpetrated by both General Life and Life Insurance agents alleged to have been entrusted with premiums by policy holders yet fail to remit the same to the insurance companies,’’ she said. However, fraudulent motor accidents claims recorded 17 cases representing Sh50 million loss whereas fake medical claims remained high followed by theft from insurance staffs. “There is one mastermind whose work is to sell drugs,” she said yesterday.
Rising food prices drive up inflation, CBK still hopeful Kenya’s inflation rose to 7.32 per cent year-on-year in November from 6.72 per cent the previous month, driven by a jump in food prices, the Kenya Bureau Statistics (KNBS) has said. The rate of inflation, which refers to a general increase in prices and a fall in the purchasing value of
money, however, remains inside the government’s preferred range of 2.5 to 7.5 per cent. The Bureau reported on Monday that the food and non-alcoholic drinks index also increased by 1.08 per cent between the months of October and November. Central Bank of Kenya (CBK)
Governor Patrick Njoroge said in September that higher interest rates had helped to control inflation. At the time, he said inflation will likely remain at current levels in the near term. “We have been pursuing a very tight monetary policy,” Njoroge
told reporters in Nairobi. The Monetary Policy Committee (MPC), the organ of the Central Bank of Kenya responsible for formulating monetary policy has since announced that it is comfortable with the government’s inflation target of 2.5 per cent to 7.5 per cent. The MPC also hopes that the rate of inflation will fall in the coming months, easing pressure on consumers and the country’s economy at large. “This is not a battle we can say has been won,” Njoroge said in an earlier statement. However, he has since added that the government is working towards protecting the country from external market shocks and economic instability. In their report, KNBS also stated that transport costs fell over the review period as fuel prices also declined.

Investigations uncover ‘bribery’ at BAT An investigation has uncovered evidence of bribery at one of the UK’s biggest companies, the BBC reports. British American Tobacco is said to have illegally paid politicians and civil servants in countries in East Africa. The payments were revealed when a whistleblower shared hundreds of secret documents. BAT told the BBC: “The truth is that we do not and will not tolerate corruption, no matter where it takes place.” Paul Hopkins, who worked for BAT, a British company, in Kenya for 13 years, said he had begun paying bribes after being told it was the cost of doing business in Africa. “BAT is bribing people, and I’m facilitating it,” he said.” The reality is if... they have to break the rules, they will break the rules.” Emails now shared by Mr Hopkins reveal BAT made illegal payments to two members and one former member of the World Health Organisation’s (WHO) Framework Convention on Tobacco Control (FCTC), a United Nations campaign supported by 180
countries, aimed at reducing deaths from tobacco-related illness. An FCTC representative from Burundi, Godefroid Kamwenubusa, and a representative from the Comoros Islands, Chaibou BedjaAbdou, were both paid $3,000 (£2,000) (Sh300, 000) A former representative from Rwanda, Bonaventure Nzeyimana, was paid $20,000.( Sh200,000). All three men deny taking bribes from BAT. Dr Vera Da Costa e Silva, from the WHO, said BAT “is irresponsible to say the least”.”It is using bribery to profit at the cost of people’s lives, simple as that,” she said.”BAT should be investigated by the government and should be punished accordingly.” The secret documents also show the company paid bribes to undermine anti-smoking legislation.In return for the illegal payment to MrKamwenubusa, a Burundian senior civil servant, BAT also wanted a draft copy of the country’s Tobacco Control Bill.And an email from a contractor working for BAT says
MrKamwenubusa would be able to “accommodate any amendments before the president signs”. Under the UK Bribery Act, British companies can be prosecuted for bribery anywhere in the world if they fail to take steps to prevent it. BAT could also face prosecution and huge fines in the US. Bribery expert Jeremy Carver said: “It will set inquires in train about their operations globally, so that suddenly everything they’re
doing all over the world is now being scrutinized and not just by prosecutors in this country but in the United States and anywhere they are operating.” BAT said any company could fall victim to an employee acting inappropriately.”We are rightly proud that any alleged breach of our very high expectations of transparency and honesty is swiftly investigated,” its statement added.”

Emotional abuse can simply be defined as behavior and /or language that is designed to degrade or humiliate someone by attacking their self-value or personality. For instance, a normal couple could disagree on how to spend cash, and the man will make comment that leaves the partner feeling too stupid to understand the intricacies of finances, or a man who takes food away from his partner so that she can look as “skinny” as his ex ,this is not right. Emotional abuse also involves verbal abuse. If your partner yells at you, shames you, calls you names, threatens you, intimidates you and even makes you feel isolated, then he is emotionally abusing you. These behaviors will leave you depressed, anxious, and devastated, with a low self-esteem. Research shows that two thirds of women in relationships go through emotional abuse. Most women say that they did not see this character traits in their partners when they began dating. These abusive men were good with words, they would talk, share ideas and have deep connections. Do not be blind to abuse, anyone who puts you down or uses his power or position to belittle you is an abuser, get out and get help before it is too late.

The Akamba’s unique cultural skills
The Kamba tribe, also called the Akamba, is a Bantu ethnic group residing in the semi arid Eastern region of Kenya. Their homeland stretches east from Nairobi towards the Tsavo and Northeast to parts of Embu. They are the fifth largest tribe in Kenya as per the latest national census. Kambas were involved in long distance trade during the pre-colonial period. They have always had special skills in woodcarving and basketry. In gift shops, open-air markets and art galleries in the major cities and towns of Kenya, you are bound to find beautiful handcrafts woodcarvings, sisal baskets and well decorated artifacts made by the Kambas from which they earn a living. The men do the carving while the women weave and decorate the fine work in baskets and pottery. They are also involved in other activities such as hunting, farming and pastoralism. Politically they have always been dimed as loyalists and their women famed in the bedroom!

YOURSAY Cleaning up cities will address climate change With more than 190 countries gathering in Paris this week, the world still has a chance to avoid dangerous global warming – but only just. Already more than 160 countries have submitted pledges to reduce or limit their emissions of greenhouse gases by 2025 or 2030. Collectively these represent a substantial improvement on “business as usual”, but they are some way from a path that offers a reasonable probability of restricting the rise in global average temperature above its pre-industrial level to no more than 2C. There is a serious emissions gap over the next 15 years: under the current pledges, emissions will go on rising until at least 2030. In Paris countries are expected to commit themselves to more ambitious emissions cuts, but there is no room for further delay. Already we are seeing the impact of climate change growing around the world,
with more heatwaves, more record rainfall events and more intense droughts.
Governments around the world now acknowledge these dangers, and have started moving to low-carbon economies. Some have made more progress than others; some are more ambitious. But the direction of travel is clear. One of the most crucial recent developments is that countries increasingly recognise the compatibility of action to tackle climate change with efforts to overcome poverty and raise living standards. These aims are intertwined and reinforce, rather than compete, with each other. By mid-century there will be 3 billion more people living in cities – a transformation of huge importance. From the point of view of emissions and the structure of those cities, the next 20 years is of unique importance to world
history. If cities are polluted, congested and inefficient, they will be terrible places to live in, and the most serious threat to managing climate change successfully. WDesigning our cities to be cleaner, less congested and more efficient will have enormous social and economic benefits, as well as reducing the risks of climate change. Many cities will have representatives in Paris to showcase the progress they are making and to change ideas. They will help create the confidence that existing country pledges can be met and bettered. Together, governments must send a clear signal from Paris to the entire world that over the next 20 years we can and will start along a path that offers us, our children and future generations real hope. Motorist doing very little to curb road accidents Motorists should be more careful at this time when Kenyans who leave town are set to travel upcountry to join their families and relatives for the December festivities. Records indicate that August and December are jinxed months for the country as many people die on our roads due to either reckless driving or disregard to traffic rules. Drivers take advantage of the high number of people traveling upcountry to hike fare and speed to
make more money from several trips. Traffic police tasked with the mandate to man roads should also be extra-vigilant during this time and shun bribery to avert the chaos witnessed on Kenyans roads. However, as the police and drivers and other relevant authorities such as the National Transport Safety Authority are called to stand up and be counted during this time, passengers should also know their rights and speak out.
Ignoring pledge to settle IDPs unfair, inhumane What happened to the pledge by the government to settle all IDPs before the start of El-Nino? It is unfair for the government to make some of these promises if they are not in a position to fulfil them because some of these issues involve the lives of Kenyans. The site of tents sprawled over in some parts of the country as El-Nino continues to wreak havoc in the country. Deputy President William Ruto is on record saying IDPs will be settled before the start of El-Nino, but the pledge has remained a mirage as women and children
continue to suffer in camps. Last week, the government was able to send a large delegation of MPs to Netherlands for the Assembly of State Parties (ASP), it’s therefore no coincidence that IDPs are still not a top priority to this administration. New CSs must not behave like predecessors Recent Cabinet nominees by President Uhuru Kenyatta now have a chance to get everything right after learning the ropes from their predecessors. For two years, if they have been keen on public service, they have learned one or two lessons about the positions. Kenyans, therefore expect nothing, but servant and excellent leadership from
the new faces. It should also dawn to the nominees that they should not perpetuate the culture of corruption, but inject new ideas that would enhance public service. Varsity simulated terror attack poorly executed
It is quite unfortunate that one person died and several others were injured as they attempted to flee a simulated terror attack organised by the Administration police unit at the Strathmore University. It is important for institutions to carry out such security drills to gauge the students’ response and how well prepared they are in case of
an emergency or terror attack but these drills should be more organised and should not end up hurting students. This was a drill that was meant to educate the students and staff, but it has instead failed to educate and has only succeeded in loss of life and instilling fear in the students and staff. Briton Fury, 27, stunned the sport by beating Wladimir Klitschko on Saturday, ending the Ukrainian’s nine-year undefeated reign. IAAF cracks whip on Kiplagat, Okeyo in doping crackdown Athletics Kenya (AK) President Isaiah Kiplagat and his vice David Okeyo have been provisionally suspended for 180 days by the ethics commission of the world athletics governing body International Association of Athletics Federations (IAAF). IAAF is looking into allegations of “subversion” of the anti-doping process in Kenya and “improper diversion” of funds received from US sportswear Company Nike. AK’s former treasurer Joseph Kinyua has also been provisionally suspended. Their suspensions begin immediately. IAAF is also investigating Kiplagat in relation to alleged receipt of an apparent gift of two motor vehicles from the Qatar Association of Athletics Federation in the period 2014-2015. Okeyo, who is also an IAAF member, was referred to the organisation’s ethics commission after being investigated by police in his native country. He is alleged to have siphoned off funds from a sponsorship deal between the national association and Nike. Okeyo has denied any wrongdoing and said all funds had been fully accounted for and audited by Athletics Kenya. Last week, a group of Kenyan athletes occupied the headquarters of the sport’s national governing body, demanding the officials’ resignation over corruption allegations. IAAF’s ethics
commission has appointed Sharad Rao, chairman of the Kenya Judges and Magistrates Vetting Board as its investigator. Earlier in November, the country had been ordered to explain its doping controls by the World Anti-Doping Agency. Moyes relishes chance to manage in Europe despite Sociedad experience David Moyes would be open to managing another club in continental Europe, despite his first experience ending with his sacking from Real Sociedad. The former Everton manager, 52, was dismissed earlier last month a day short of his one-year anniversary at the Spanish La Liga club. Asked about coaching in other leagues, he told BBC Radio 5 live: “I’m open minded and Spain whetted my appetite. “If the right opportunities came up in the major leagues I’d be interested.” When Moyes (pictured) left Sociedad, the club were 16th and only above the relegation zone on goal difference. Of the 42 games he coached, he won 12 and lost 15. Despite a disappointing end to his tenure, Moyes said he enjoyed his experience in La Liga, which he believes has superior teams than those in the Premier League. “I think the experience will help me,” added the ex-Preston boss. “I gained great knowledge from my time there. It was great to experience what I did and I hope that will make me better. “It’s very difficult to compare the two leagues. The best teams are in Spain and many of the best players are in Spain.”

New Zealand remembers rugby great Jonah Lomu A public memorial for New Zealand rugby great Jonah Lomu, who died earlier this month at 40, has been held at Auckland’s Eden Park stadium. The former All Black was capped 63 times by his country and was considered one of rugby’s first global superstars. Thousands attended the service, which opened with a traditional Maori haka for Lomu, who was of Tongan descent. He was diagnosed with a rare kidney condition in 1995, but the exact cause of death has not been established. Doctors believe he died as a result of a blood clot that developed on the long flight back from the UK where he had recently been watching the Rugby World Cup with his wife and two young boys. Many of those at the memorial were from New Zealand’s Pacific Island communities. A private family burial service will be held in Auckland later today. The memorial opened with a haka, and powhiri welcome ritual. Jonah Lomu’s coffin was then carried into the stadium by pallbearers, including several former All Blacks.
Lomu’s wife Nadene followed, wearing a woven skirt - a traditional Tongan symbol of respect and mourning accompanied by her two sons. In an especially moving moment, pupils of Lomu’s former school in South Auckland, Favona Primary, performed their own tribute song, calling the rugby giant “Number 11, our friend in heaven”. The tributes were led by World Rugby chairman Bernard Lapasset, who travelled from Paris for the memorial. He described Lomu as “a giant of a man (who) leaves a giant space in the world of rugby”. “He will forever be a big part of rugby’s story,” he said. New Zealand’s Prime Minister John Key recorded a video tribute in Paris, where he is attending the world climate conference. “He proved that you can come from anywhere in New Zealand, in any background, and make it to the top,’’ he said in the message. Jonah Lomu fought a nearly two-decade battle with kidney illness, which former All Blacks coach John Hart recounted, saying “he was a fighter until the very end”. His death did not only touch the rugby world, with footballer David Beckham and Hollywood actor Morgan Freeman also among those paying their condolences. Lomu scored a record 15 tries at Rugby World Cups, eight of them in 1999 - also a record for most tries at a single tournament. Both records were only matched this year.
Stars take on Rwanda in CECAFA quarters Defending champions Kenya’s Harambee Stars will this afternoon take on Rwanda in the quarter-final of the 2015 CECAFA Senior Challenge Cup in the Ethiopian capital, Addis Ababa. Stars head coach Bobby Williamson said he will field his best squad after a decision to field a ‘weak’ team against Zanzibar in their last group B match almost cost Kenya the quarter-final slot. Stars face the Amavubi who finished as runners up in group A with a slot in the semi-final at stake; Rwanda won two and lost one of their three group matches while Harambee Stars won one, drew one and lost one of their three matches. Boniface Oluoch, Michael Olunga, David Owino, Clifton Miheso, Eric Johanna will all return into the starting XI as Williamson look to make amends after his decision to rest key players backfired.
Kenya and Rwanda met in the quarterfinals of the 2013 edition in Nairobi, which host won 1-0 thanks to Joackins Atudo’s 55th minute penalty. Meanwhile, Uganda Cranes and host Ethiopia book semi-final slots after beating Malawi and Tanzania respectively. Ethiopia beat Taifa Stars 4-3 in penalty shoot-out after the two teams played 1-1 at the regular time. Abel Mamo, the Ethiopia Walia Antelopes goalkeeper was the hero of the side after saving two penalties as Ethiopia moved closer to their fifth CECAFA title. Tanzania skipper John Bocco though pulled the rag off Ethiopia’s fee using his height advantage well to head in a short corner swung in by Said Ndemla in the 25th minute. Ethiopia’s hard work and dominance was cut short, but their spirit never died. The host later equalised

Barcelona duo Lionel Messi and Neymar will compete with current holder Cristiano Ronaldo for this year’s FIFA Ballon d’Or after the three were shortlisted for the award given to the world footballer of the year. Real Madrid forward Ronaldo has won the award for the past two years, with Messi winning it for each of the four years previous to that. It is the eighth consecutive year that the two have been on the shortlist. The winner will be announced at a gala in Zurich on 11 January. Ronaldo has been named the world’s best footballer for the past two years, ending Messi’s four-year hold on an award regarded as the game’s most prestigious individual accolade. The three contenders were chosen from a 23-man list that also included Barcelona striker Luis Suarez and Wales and Real Madrid attacker Gareth Bale. It is the first time 23-year-
