ersons with disability want all buildings across the country adjusted to allow them easy access. National Council for Persons with Disabilities Chairperson (NCPD) has also appealed to President Uhuru Kenyatta to give an executive order to effect the same. NCPD chairman David Sankok said the disabled people feel marginalised because the institutions had curtailed their movement by ignoring their physical disability. Speaking today in Nairobi during the International Day of Disability, Sankok appealed to the government and private property developers to widen access to their buildings by considering the plight of the physically handicapped. “Although Kenya has made several steps since independence including access to education, employment and finance to the disabled persons; unfortunately we are yet to achieve the expected mark in regards to public and private buildings,” said Sankok. African Union threatens ICC pull out if Ruto, Sang With the AU’s backing, Kenya seeks to have the ASP force the trial chamber to set aside recanted evidence in Ruto’s case with threats of a walkout and an eventual withdrawal from the Rome Statute. Foreign Affairs Cabinet Secretary Amina Mohamed who is leading the Kenyan delegation alongside Cabinet colleague Rachel Omamo told the member states that the decision to admit recanted evidence in the ongoing case against Ruto and Sang have dampened Kenya’s expectations. “The decision of the judge to apply Rule 68 in the case against the Deputy President was regrettable. MPs now want Jubilee road projects listed Members of Parliament allied to the Orange Democratic Movement (ODM) now want the governments to make public the number of road projects it has undertaken over the last three years. Led by Ugunja’s Opiyo Wandayi, Women Reps Florence Mutua (Busia) and Christine Ombaka (Siaya), the lawmakers expressed concern over what they termed “increased funding for roads in the recent years without tangible results on the ground.” “The increased funding for roads in the recent years by the government is not reflected in real outcome, we challenge the government to provide evidence of the location, length and cost of the road projects undertaken over the last three years,” said Wandayi. President Uhuru Kenyatta in July last year rolled out a new plan to tarmac 10,000km of roads in five years, a plan the Head of State said will nearly double the number of tarmacked roads from the current 14,000 km to 24,000 km by 2020. President Kenyatta said the Jubilee government had decided to adopt the Annuity Financing Framework as a solution to myriads of challenges facing the infrastructure sector. “Under this Annuity Programme, we will complete 2,000km of small roads within 2014/2015 financial year. This will be followed by 3,000km in 2015/2016, made up of 80 per cent small roads, and 20 per cent highways. In (the) 2016/2017 financial year, we will complete 5,000km, 80 per cent of which

will be small roads and 20 per cent highways,” President Kenyatta said. Wandayi, however, claimed not even a single kilometer has been tarmacked under the annuity programme. “While something is clearly amiss, the President has chosen to keep mum about the progress of this monumental programme that he personally championed. No one from his Cabinet is talking either. To make matters even worse, even the routine maintenance of these vital roads seems to have been mysteriously abandoned,” hei said. Wandayi said the public demands the status of the programme whether it is still on course or not. The MPs also demanded a list of all infrastructural projects funded by the now controversial Eurobond cash. “We need accountability of all the funds appropriated by Parliament for roads since July2013--including donor funds, proceeds from the Eurobond and any other contribution,” said Wandayi. He said Treasury Cabinet Secretary Henry Rotich had earlier informed MPs that Sh64 billion of the Eurobond was invested in infrastructure and as such, he (MP) wants the CS to provide evidence of the location, length and cost of the projects undertaken so far. The Opposition has been calling on Rotich to explain how the Eurobond proceeds were used. Rotich invited Cord chief Raila Odinga to his office to get the explanation but the latter has declined the offer.

Pistorius verdict changed to murder South African paralympian Oscar Pistorious in tears court during the hearing of a case in which he was accused of killing his girlfriend. Appeal court has today found him guilty of murder.

Olympic athlete Oscar Pistorius has been found guilty of murder after a South African appeals court overturned an earlier manslaughter verdict. He killed his girlfriend Reeva Steenkamp in February 2013 after shooting her four times through a locked toilet door. He is currently under house arrest after spending one year of his original five-year sentence in jail. Pistorius will have to return to court to be re-sentenced, for murder. It was earlier incorrectly reported that the court had ruled the manslaughter verdict would remain. South Africa’s Supreme Court of Appeal ruled that the lower court did not correctly apply the rule of dolus eventualis whether Pistorius knew that a death would be a likely result of his actions. The national chair now wants legislation that will address the equities and other issues facing PLWDS. “The current law on disability was signed in 2003, 40 years after independence. Much time and opportunity was lost for those with disabilities, we urgently need more laws that exclusively places us in positions of authorities where we can influence decision and policy making,” he said. The event has been commemorated since 1992 to promote awareness and mobilise support for critical issues relating to the inclusion of persons with disabilities in society and development. Sankok called on all stakeholders to promote action to raise awareness about disability issues and draw attention to the benefits of an inclusive and accessible society for all. The theme for this year’s event was « Inclusion matters: Access and Empowerment for People of all Abilities”. The theme recognises and underscores that persons with disabilities must be able to fulfil their role in society and participate on an equal basis with others During the celebrations, the National Council for Persons with Disabilities donated wheelchairs to persons with disabilities in all the counties.

Lorimer Leach said that having armed himself with a high-calibre weapon, Pistorius must have foreseen that whoever was behind the door might die. Pistorius’ lawyer argued that he believed that there was an intruder in the house but the judge said that the identity of the person behind the door was irrelevant. Ms Steenkamp’s mother, June, was present but Pistorius did not attend the hearing at the Supreme Court of Appeal in Bloemfontein. The double amputee was released from prison on 19 October. Under South African law, he was eligible for release under “correctional supervision”, having served a sixth of his sentence. Pistorius can challenge the ruling in the constitutional court but only if his lawyers can argue that his constitutional rights have been violated. Legal expert Mannie Witz told the BBC that there do not appear to be any grounds for such an appeal.

New Sh20 billion World Bank water project to quench Kenyans’ thirst Kenya and the World Bank will set up a Sh 20 billion ($200 million) water supply project in Mombasa town. On the sidelines of the UN Climate Conference in Paris, Water Cabinet Secretary Eugene Wamalwa and Mombasa Governor Ali Hassan Joho signed the water purchase agreement guaranteeing delivery of water to Kenya’s second city. The signing was witnessed by the World Bank Water Director Junaid Ahmad. The World Bank had made the water purchase agreement a condition for funding the development of Mwache Dam in Mazeras, Kwale County. “Mwache Dam will supply 186,000 cubic metres of water daily to Mombasa significantly easing the water deficiency at the coastal town,” CS Wamalwa said after the event at La Bourget, on the northern outskirts of Paris. At COP 21 climate change conference, Wamalwa was due to speak at a panel focusing on “increasing water resilience at urban level”, with cooperation between county-level governments and his ministry the showcase example. “The session shows the importance of bringing together all relevant stakeholders to enhance water resilience and their commitment to work together to collaboratively increase water security,” said Wamalwa. Environment Cabinet Secretary Judi Wakhungu is leading Kenya’s delegation at the COP 21 negotiations that started in earnest after more than 150 world leaders gave the talks political impetus. President Uhuru Kenyatta, who was in Paris for COP 21, was due to depart on Wednesday for South Africa, joining other leaders at a China-Africa summit that will review China’s commitments to the continent.

Strathmore University Vice Chancellor Prof John Odhiambo, his deputies Izael Dasilva and Goerge Njenga addresses journalists on the anti-terror drill gone awry conducted on Monday at the university. The VC said a number of staff have asked to resign.

Varsity managers ready to resign over awry drill A sorry Strathmore University Vice Chancellor John Odhiambo yesterday admitted blame and said he is ready to quit following Monday’s terror drill that left one worker dead. The security drill turned tragic after a female staff member succumbed to injuries she sustained during the operation. Prof Odhiambo admitted the institution’s failure in carrying out the drill and said eight managers including himself are ready to quit over the incident. He said they have already expressed their desire to relinquish their post to pave way for investigations and that the university’s council should now take appropriate action against them. “I hope the University Coun-

cil will move quickly and come up with a way forward. We give them a maximum of two weeks,” said Odhiambo. The Vice chancellor was speaking while issuing a statement apologising on behalf of the management following the failed drill that was expected to test the university community’s disaster preparedness. “On behalf of the Strathmore University Management Board, I offer an unreserved apology to every student, parent, family, colleague and stakeholders for the unfortunate outcome of the security drill that was carried out in the university,” he said. He said the university had hired consultants to implement new secu-

rity measures and conduct sensitisation of the entire campus community on safety procedures. However, he admitted that he was not aware of the operation saying he escaped from his office thinking he was under a terror attack. “I am speaking very honestly. My office is in the other side of campus. So, when all this started, I was not aware and I had to use my escape route. We had been trained on what to do in case these guys (terrorist) show up,” he said. Odhiambo said the drill was meant to test the measures that had been put in after installing new security barriers and other measures, which their security consultants would train the Strathmore community on

safe evacuation procedures in the event of an attack. Odhiambo said the management decided to beef up its preparedness following the Garissa University College attack that left 148 people dead. Police have launched investigations and questioned the management of the University. Detectives from Nairobi Area and Lang’ata Police Station have visited the institution to take stock of what happened during the tragic security drill. Police spokesman Charles Owino said the top security organs were not aware of the drill and in fact, disaster teams put in place to respond during terror attacks initially thought the drill was an actual attack.

Use mobile phones to solve problems, First Lady advises

HAVE THE KEY: First Lady Margaret Kenyatta hands over the key of the 35th Beyond Zero Campaign mobile clinic to Nyamira Governor John Nyagarama yesterday.

First Lady Margaret Kenyatta has asked Kenyans to take advantage of the technological advancement in the country especially in the use of mobile phones to address some of the pressing challenges in health and agriculture. She said Kenya is blessed to have one of the largest concentration of mobile telephones in the world and this technological opportunity should be used to resolve the various challenges facing rural communities. Speaking at the handing over of the 35th Mobile Clinic to Nyamira County yesterday, the First Lady said the services and location of the mobile clinics that the Beyond Zero Campaign has been distributing across the

counties can be easily accessed and utilised if advertised through mobile telephone messages using local languages. “Mobile telephone messages can also be used to alert people on emergencies and caution on how to avoid lifethreatening hazards such as those being caused by the current El Nino rains”, she said. Mrs Kenyatta said farmers can be educated through positive telephone messages on emerging technologies including best valueaddition practices, where to access markets and how to reduce the high levels of post harvest losses. The Sema-Doc tele-medicine health solution that was launched by the First Lady in August is one such initiative that leverages

the use of the mobile telephone to exchange medical information from one site to another electronically. The First Lady also asked the County Government to tap and support the highlyinnovative ideas from Nyamira’s energetic youth population and turn them into business start-ups. She, however, cautioned the youth to steer clear of risky behaviour that may put them in danger of contracting HIV/Aids, adding that despite the strides made by Kenya to control the disease over the last ten years, the numbers of those being infected appear to be on the rise again. “You are our future and we want you to grow up happy and healthy”, she told the youth.

Banks to fight pollution in climate change struggle Eight multilateral development banks (MDBs) have issued a joint statement, committing to accelerate their efforts to lessen pollution caused by transport emissions by demonstrating the need for more action in the fight against climate change. The transport sector accounts for about 60 per cent of global oil consumption, 27 per cent of all energy use, and 23 per cent of world energy-related CO2 emissions. In their statement, the African Development Bank (AfDB), Asian Development Bank (ADB), CAF-Development Bank of Latin America (CAF), European Bank for Reconstruction and Development (EBRD), European Investment Bank (EIB), InterAmerican Development Bank (IDB), Islamic Development Bank (ISDB), and the World Bank (WB) pledged to speed up action on Climate Finance. As a result, the banks have committed to increase financing for climate change mitigation and adaptation over the next few years. Transport is expected to play a key role in that commitment. The lenders have opted to ramp up Low-carbon Transport Solutions, stating that they will increase their focus on low-carbon transport solutions and will continue to harmonise tools and metrics to assess transport-related GHG emissions, according to a report released by the World Bank. The MDBs will also focus their attention on Adaptation, which means that the lenders will jointly develop a systematic approach to mainstream climate resilience in transport

policies, plans and investments. “We, the multilateral development banks, believe that climate change is a defining challenge of our time,” said Luis Alberto Moreno, President of the Inter-American Development Bank. “Actions to reduce greenhouse gas emissions and stabilize warming at 2 degrees Celsius will fall short if they do not include the transport sector. We commit to support countries in the implementation of sustainable transport solutions by providing critically needed financial and technical support to assist them in responding to rising aspirations for greater mobility and connectivity, in a sustainable and resilient way,” he added.

Moreno presented the statement on behalf of the eight MDBs during the transport segment of the Lima Paris Action Agenda. Among the Intended Nationally Determined Contributions (INDCs) submitted as of November 12, 2015, about three quarters explicitly identify the transport sector as a mitigation source, and more than two thirds propose transport sector specific mitigation measures. In 2012, the MDBs pledged $175 billion (Sh17.9 trillion) by 2022 in financial resources for more sustainable transport. “Transport infrastructure investments made in rapidly growing rapidly growing African cities need to be low-carbon and climateresilient.

Carbon emission has been blamed for global warming, which is wreaking havoc across the globe. The banks have committed to increase financing for climate change mitigation and adaptation.

Reprieve as CBK says inflation rate set to come down Kenya’s inflation rate is likely to start falling when the heavy rains stop, the Central Bank (CBK) said on Wednesday. Last month, year-on-year inflation, which refers to a general increase in prices and a fall in the purchasing value of money, rose to its highest level in 15 months, at 7.32 per cent, after prices of some foodstuffs shot up, Reuters reports. Rains have been particularly heavy in recent weeks, blamed on the El Nino weather phenomenon. CBK Governor Patrick Njoroge expressed confidence in the economy’s prospected recovery. “We don’t like the headline number because we are being driven by el Nino and other things. We expect it to come down. There is no doubt about it in my mind,” said the Governor. He told a news conference that inflation was likely to fall in the coming months. His sentiments come at a time when the rate of inflation has remained within the government’s preferred range of 2.5 to 7.5 per cent. Nonetheless, heavy rains have been detrimental to the economy having cut off some farmers from their markets and distribution lines and crops have also been damaged, dealing a major blow to the agriculture sector, which is often described as the backbone of Kenya’s economy.

Balala upbeat struggling tourism sector will recover The Ministry of Tourism has promised that Kenya’s tourism sector will show improvement in the coming year. Newly-appointed Cabinet Secretary for Tourism, Najib Balala (pictured) has vowed that 2016 will be the year of recovery for the industry, which has suffered serious losses over the past several months. The sector posted 28,000 job losses mid this year at the Coast

alone as hotels and tourist resorts were forced to shut down or scale back their operations due to travel advisories from western countries brought about by recent terrorist activity in the region. “In the next weeks I want to review and take stock on the whole sector to see what works and what doesn’t,” Balala told tourism private sector stakeholders in an announcement made on Tuesday night.

Balala said he would review the sector’s current marketing strategy and ascertain how the Sh5.2 billion that was allocated to the Tourism Ministry to hasten the sector’s recovery has been used so far. “We can’t do the same thing, and expect different results, it’s not going to be easy we need to work as a team,” he added. “I’m meeting with all the industry stakeholders so as we can deliberate on short term goals that

need immediate attention,” he said. The number of visitors to Kenya fell by 25 per cent in the first five months of 2015, according to tourism board figures. Visitor numbers fell to 284,313 from 381,278 from January to May 2014, a drop of 25.4 per cent, according to the Kenya Tourism Board. Kenya’s tourism industry id the country’s second largest earner of foreign direct investment to the economy, after agriculture.

Bank governor wants world where ‘banks can fail’ The Bank of England deputy governor has said he wants to help create a world where “banks can fail” following the second round of annual stress tests for the UK’s biggest lenders. According to Sir Jon Cunliffe, banks have to be able to go wrong but in an “orderly way” such that it does not disrupt the economy. He said they are establishing legal

powers and levels of capital to ensure future resilience. However, seven banks were tested to see if they could survive a financial shock but no bank was ordered to come up with a new capital plan though RBS and Standard Chartered were found to be the weakest institutions. “Banks need to be able to go wrong and have the resources to deal with

that......the lesson from the financial crisis is it’s not just about individual banks, it was what happened when the system as a whole failed right across the banking system, given the interconnections between them,” he said. “So while I want to see a world in which banks can fail, I also want to avoid the financial system as a whole suffering the instability and

breakdown that we saw 7 or 8 years ago,” he added. Cunliffe said the banking industry was entering a new phase and they were satisfied that they are quite at the level and need to get to as they are pretty close Sir Jon also warned action may need to be taken in the buy-to-let market following a sharp rise in the number of investors.

He said the Bank of England had to monitor any emerging risks, because the sector had grown faster than any other part of the housing market. “I think you have to ask questions about are there risks hereand if necessary you have to take action to restrain those risks.,” Sir Jon added.

World Bank to open water taps in Kenya, Niger, Morocco, India The World Bank Group has announced a significant boost in funding for water programmes in Kenya, the Niger River Basin, Morocco and India to help tackle water challenges. The move came as World Bank Group Vice President for Sustainable Development, Laura Tuck, warned that in just 35 years, 40 per cent of the global population will be living in water scarce countries. This is compared to 28 per cent today. Speaking at the COP21 climate talks in Paris, Tuck said overall water stress was increasing, because of climate change combined with population growth. “Water scarcity and variability pose significant risks to all economic activities, including food and energy production, manufacturing and infrastructure development,” Tuck said. “Poor water management can exacerbate the effects of climate change on economic growth, but if water is managed well it can go a long way to neutralizing the negative impacts,” she added. In Mombasa, water demands largely exceed supply, with climate

variability, drought and flooding taking its toll on poor people. The World Bank Group said yesterday that it is funding a significant portion of the cost of a 500 million (Sh51 billion) government program to boost water security and build climate resilience. The Group also announced a $500 million (Sh51 billion) investment to support India’s $1 billion (Sh102 billion) programme to improve the management of its

groundwater. India is the world’s largest consumer of groundwater. The funding, subject to approval from the Bank’s board of Executive Directors, would help with institutional reforms, build up capacity and develop infrastructure. “Water is so fundamental to life and to economic development, and it’s vital we tackle these issues particularly in the developing world, where water stress is

already exacting a price on people and economies,” said Junaid Ahmad, Senior Director for Water, at the World Bank Group. In the Niger Basin, nine countries have committed to a multibillion dollar climate resilience investment plan over 10 years to build resilience. The first phase will include financing from the Bank’s fund for the poorest countries, IDA, the International Development Association.

The two-day event, held in Popark Shopping Mall in Tian, the central business district of Guangzhou, was aimed at showcasing Kenyan rich cultural heritage to the Chinese tourist market. Kenya’s ambassador to China Michael Kinyanjui hailed the festival as an opportunity to boost bilateral relations and increase the number of Chinese tourists coming to the country. “The Kenya Cultural Festival in Guangzhou offered a platform to market our diverse cultural heritage besides the rich flora and fauna that Kenya is world famous for,” said

the envoy. Guests at the festival were treated to a firsthand experience of authentic Kenyan culture including cuisines, Maasai dancing troupes as well as a themed photo exhibitions. KTB is also using WeChat, the most popular social media mobile phone app in China to woo tourists. KTB is banking on increased flights and trade activities between the two countries to position Kenya as the preferred all-year tourism destination for Chinese travelers. China Southern Airlines launched flights to Kenya in August serving the busy NairobiGuangzhou route. The airline cited the rising number of Chinese tourists visiting Kenya as a major factor in launching the route. In May, KTB hosted a cultural festival in

Beijing in a bid to further sell Kenya as a preferred tourism destination. China is one of the fastest-growing emerging tourism markets for Kenya. Last week, KTB launched a programme dubbed Destination Africa Series to market Kenya in the West African market. The initiative comes in the wake of an increase in number of tourists from Nigeria to Kenya to 6,255 between January and September this year from 5,765 in the period last year. “Nigeria is a key market for Kenya boasting a lot of potential. It is one of the fastest growing markets in Africa and we are certain that this initiative will boost the number of tourists from the region,” said KTB Managing Director Muriithi Ndegwa.

Road safety campaign targets 4,500 boda boda THURSDAY, DECEMBER 3, 2015

Bamburi Cement and its transporters have launched a national road safety campaign aimed at reducing road accidents over the festive season, a period traditionally associated with high incidence of calamities on Kenyan roads. Dubbed Barabara yangu, barabara yetu, the campaign seeks to train more than 4,500 boda boda operators and road users on road safety practices and defensive driving. Bamburi has said that both parties will be sensitised on the importance of observing speed limits, proper use of helmets and reflective jackets, appreciation of road hazards and anticipation of other road users’ actions to avoid accidents. Additionally, as part of the campaign, Bamburi and its partners will also be conducting truck drivers’ sight testing for its transporters. Speaking during launch of the campaign, Director General of National Transport and Safety Authority (NTSA) Francis Meja said although efforts have been made to address the issue of road safety, there is still a lot to be done. He further said road safety is the responsibility of all

Kenyans. According to official government statistics, from January to November this year, about 2,614 road accident-related deaths have so far been recorded. Last year, the number of recorded deaths was roughly 2,907. Boda-boda passengers, pedal cyclists and boda-boda operators account for 23 per cent of all the fatalities recorded this year. This is a six per cent increase from 600 to 633 recorded in the same period last year. “It is in the interest of each and

every citizen to play a role in addressing the issue of road safety,” said Meja. Bamburi has for the last eight years, conducted annual road safety awareness campaigns ahead of the festive season, a period traditionally associated with high incidence of accidents on Kenyan roads. Last year’s campaign, under the theme ‘Jitunze Uishi’, saw the safety caravan move across the country sensitizing truck drivers, pedestrians, boda boda operators and other road users

on road safety. “We recognise that road safety is an issue of utmost national concern. To complement the government’s efforts, we have made it a point to continue to share our experiences and knowledge in safety with Kenyans especially communities next to our sites and along the corridors where our raw materials and finished products are transported,” said Bamburi Cement Kenya Managing Director Bruno Pescheux.

Francis Meja Director General National Transport and Safety Authority (NTSA), Bamburi Cement Kenya Managing Director Bruno Pescheux and Deputy Traffic Commandant Pius Barasa flag off the campaign’s caravan that will see over 4500 boda-boda operators and road users trained on road safety practices and defensive driving ahead of the Christmas festivities.

Central bank to announce boost for Eurozone

The European Central Bank is expected to announce further stimulus measures to boost growth in the eurozone’s economy later today, the BBC reports. At its policy meeting, the ECB has the option of stepping up “quantitative easing” and buying financial assets with newly created money. It could also cut the interest rate on overnight bank deposits at the ECB. This is to encourage lending, as with a rate of -0.2 per cent, the banks in effect pay the ECB for holding their reserves. The policy is designed to make it more profitable for banks to offer loans to consumers and businesses, ensuring a free flow of money. The immediate problem driving this expected action is inflation. It is too low. The most recent figure for the eurozone is 0.1 per cent. The ECB’s target is below, but close to, 2 per cent. The figure has been below zero - that is, prices were falling - as recently as September. This has been because of falls in international energy prices, particularly crude oil. But “core inflation”, which strips out volatile food and energy prices, is also low, hovering persistently around 1per per cent. Low or even below-zero inflation - otherwise known as deflationcan aggravate debt problems. It can lead to households and firms delaying spending. For some countries which need to improve competitiveness, low average inflation across the Eurozone means they may need to have falling prices, as some do: Greece, Cyprus and Spain. It doesn’t mean their economies cannot recover, but it is a potential obstacle to stronger growth. At the ECB’s last policy meeting in October, it was agreed that the amount of stimulus provided would be re-examined in December. This is likely to be a cut in the interest rate on overnight bank deposits held at the central bank and a ramping up of its quantitative easing (QE) programme, which it launched in January. This involves buying financial assets, notably government bonds or debt, with newly created money.

France to spend billions on green projects in Africa

France plans to spend billions of euros in renewable energy and other environmental projects in its former West African colonies and across the continent over the next five years, President Francois Hollande said on Tuesday. Hollande told a conference on Africa, held as part of climate change talks in Paris, that his government would double investments in renewable energy generation, ranging from wind farms to solar power and hydroelectric projects, across the continent to $2 billion (Sh2 trillion) between 2016 and 2020. He said by 2020, Paris would triple to 1 billion euros a year its contribution to Africa’s fight against desertification and other climate changes. According to scientists, the continent emits little of the greenhouse gases produced by burning fossils which are linked to rapid climate change, Reuter’s reports. However, Africa is vulnerable to a changing climate since much of its population in rural is poor which depend on rain-fed agriculture. Most of this investment will be directed at some former West African colonies where Paris has significant security interest and has deployed thousands of troops to eradicate Islamist militants. The Great Green Wall project was intended to create a barrier of trees reaching from the Sahel West Africa to the Sahara in the east but will now focus on creating pockets of tress to revive soil fertility. African leaders want the biggest polluting nations to commit to financing as part of contributions to an internationally administered Green Climate Fund, that hopes to dispense $100 billion a year after 2020 as a way to finance the developing world’s shift towards renewable sources of energy.

Imperial Bank customers get ‘Christmas gift’ in payout deal The Kenya Deposit Insurance Corporation (KDIC) has effected a joint agreement with Kenya Commercial Bank (KCB) and Diamond Trust Bank (DTB) that will provide depositors of Imperial Bank Limited (IBL) access to their deposits in a structured manner, the Central Bank of Kenya (CBK) has said. This step was taken to safeguard the interest of IBL’s depositors and creditors, and also in the wider public interest and was carried out with the endorsement of the CBK. It follows the failure of IBL’s shareholders to provide adequate

assurances to implement a proposal that would enable the prompt reopening of IBL and resumption of normal activities for its customers. Under the joint agreement, KCB and DTB will in the immediate future, pay each IBL depositor up to a maximum of Sh1 million, subject to account and identity verifications. On this basis, 44,300 depositors will get full access to their deposits, while the remaining 5,700 depositors would in this instance be paid a portion (Sh.1 million) of their deposits. “Thus, 89 per cent of depositors will be paid in full,” the CBK said in a

recently-released statement. “The remaining deposits and loans would be subject to a due diligence review by KCB and DTB, which would inform what portions could be transferred to KCB and DTB and under what terms. An announcement on the way forward will be made upon completion of this exercise, expected by end-March 2016, and it would include the treatment of current bond investors,” the statement added. KDIC will retain management and control of all other assets and liabilities, as provided for in the Kenya Deposit Insurance Act. All IBL borrowers should continue to make payments on their loans as required currently. Over the next few days, KCB and DTB will put in place mechanisms through which IBL depositors can file their claims at any KCB or DTB branch in the country. Once filed, a response will be provided within three business days and a payment made if the claim is approved. It is expected that all valid claims will be paid in the next few weeks. Additional information on this process will be provided in the media. CBK appointed KDIC as receiver for IBL on October 13, according to the provisions of the Banking Act and of the Kenya Deposit Insurance Act.

to an authentic Kenyan jazz experience and having a good time in Nairobi and Mombasa, and to meeting the crowds’ expectations together with my fellow musicians and band.” Safaricom Jazz was launched in 2013 and has since then attracted thousands of jazz lovers to various events, with an estimated 10,000 fans attending the February 2015 Festival. “A few years ago enjoying jazz was limited to a couple of radio shows and small performances in bars and restaurants, but I’m proud to see that this is changing,” said Bob Collymore at the sneak peek yesterday. The Safaricom International Jazz Festival – which includes the Safaricom Jazz Lounge – has so far raised over Ksh.12.5 million in proceeds that have gone towards supporting Ghetto Classics,

Curtain-raising for the quartet will be Kenyan acts Edward Parseen and the Different Faces Band, and AfroSync, who have made their names in the Kenyan jazz scene thanks to their unique sounds. Maasai Mara University’s main campus has been closed indefinitely following clashes between two groups of students. The chaos erupted after an English Premier League game prompting the administration to close the institution for security reasons. Daniel Tarayia, the Maasai Mara University Students’ Organisation president, blamed the chaos on ‘outsiders’. He said the incident was spontaneous and outsiders were spotted participating in the chaos. Scores of students were injured in an incident which has pitted two warring tribes against one another.

NOW FB HAS AUDIO

f all the modern day social networking apps, Facebook has managed to withstand the test of time and remain at the favorite top spot despite having been one of the very first social apps. The best thing about the app is that it is cheap, universally available and it timelessly helps us keep in touch around our social circles, not forgetting the dynamism of the app…it keeps up with the trends. Did you know that apart from typing messages, you could also record and upload audios to your friends? This is one area where Facebook has beaten other competing apps by incorporating the human aspect into an increasingly dehumanized world thanks to technology. The Facebook voice recording feature is built into the app, which means that you do not have to go through the

lengthy process of installing a third party recording app or using your phone’s voice recorder: You only need to open Facebook, select conversation, tap on options then tap on the audio recorder clip, speak into the microphone then send the recording instantaneously without having to tap more buttons and links…once you release the record button, the message is sent automatically unless you want to trash the recording, in which case you have to hold and slide your finger away from

the recording icon in the same way you trash WhatsApp voice recordings. Still on Facebook, executive Mark Zuckerberg and his wife have just welcomed a newly born baby girl and in a letter penned to her by the couple, they have vowed to donate 99% of their shares in Facebook towards a charitable cause. Philanthropy at its best.

DAILYHOROSCOPES CAPRICORN Dec 22 - Jan19 Your mother may bring up an issue that you hadn’t even considered. Perhaps your emotions get stirred when you recall something that a significant woman in your life said. Your feelings are bouncing from your heart to your head and back again. AQUARIUS Jan 20 - Feb 18 Your mood is quite stubborn and others would be foolish to think they could change your mind about anything. You’re the only person allowed to have that job. The truth is that you may change your mind several times today, and that’s fine. Just don’t expect anyone else to keep up with you! PISCES Feb 19 - Mar 20 Things should ease a bit by evening. Remember that the harder you push against that wall, the more your head will pound, the more bruised your shoulder will become, and the more energy you’ll expend. You’ll be surprised at how easy things get when you step back. ARIES Mar 21 - Apr 19 You may feel like a racehorse crammed in the starting gate. You’re stuck in a small spot, stomping your feet, and anxiously waiting for the starting bell. You may feel powerless since you have no control over when the gate will open. Be patient. Don’t waste all your energy fidgeting. TAURUS Apr 20 - May 20 Your mood will be up and down and back and forth over the course of the day. You’re riding high from the past couple days, and you feel more bonded with the people at your side. You feel a nurturing love from someone who’s keeping your heart happy and your mind at ease. GEMINI May 21 - Jun 21 Be careful about opening your mouth in situations in which it isn’t appropriate. When the conversation lags, you feel it’s your duty to pipe up. By doing so, you may launch the conversation onto an inappropriate topic. You may want to say something just so you can shift the focus to you. CANCER Jun 22 - Jul 21 Get organized in the morning because later you’re going to be more scattered. If you start with a solid plan for how to tackle the day’s tasks, you’re more likely to accomplish everything. If you don’t remain strong and on task, other people will take advantage of your generous nature. LEO Jul 23- Aug 22 There may be a frenzy of activity around you, but you’ll be able to handle it. Your charm will get you through any door. You should be able to juggle many things at once, and others will look to you for support. You’ll have a level head and calm demeanor and handle things diplomatically and honestly. VIRGO Aug 23-Sep 21 Maybe you influenced someone to act a certain way and now that action is backfiring negatively. Remember that everyone makes his or her own decisions. Ultimately, you aren’t responsible for decisions that someone else makes, regardless of any advice you may have given him or her. LIBRA Sep 23 - Oct 22 You’re at an emotionally climactic time, and your feelings are erratic and perhaps unmanageable. Don’t feel pressured into making logic out of anything. Your job is to take a deep breath and relax. Remember that life is an exciting adventure full of twists and turns. Enjoy the ride. SCORPIO Oct 23 - Nov 21 The more you isolate yourself and insist that you don’t need anyone else’s help, the more frustrated and sad you’ll become. If you’re lonely, scared, or angry, admit this to yourself and others. Extend yourself outward instead of drawing further in. SAGITTARIUS Nov 23 - Dec 21 You’re likely to take things to heart a bit more than usual. Dramatic changes in your environment and attitude will keep you on your toes. The wonderful thing about this is that you’ll gain a great deal of insight and understanding of other people.

YOURSAY Kenyans must join Raila in fight to end graft Bravo, Raila Odinga for the work you are doing for the country. What an utter disgrace the Jubilee administration has become. What a squandering of public taxpayers’ money. The facts on the Eurobond must be made into booklets, tracts, and distributed throughout the entire country, to every community, in stark and vivid detail, in all the 42 vernacular languages, and spoken by every journalist and the clergy from every

pulpit, at every public meeting. Jubilee is nothing but an incompetent mafia. Kenyans must wake up and join Raila in the fight to free our good land of corruption. Issues of governance and accountability have nothing to do with tribe or political parties. Those who still support this government must now move from the election and voting hangovers and tell us loudly why. The government is borrowing both locally

and globally, but what do we witness? Firms laying off, poor living standards and rise in taxes. If the government wants Kenyans to tighten their belts as recently said by Treasury Cabinet Henry Rotich, citizens must first feel that colossal sums of money has been borrowed via improved living standards, improved infrastructure, affordable prices to basic commodities and service delivery in general. — Sherryl Mbogo

EACC nominees deserve Kenyans support The government and the public should all give the new team of Ethics and AntiCorruption Commission tall the support it needs to execute its mandate. Though the new team is yet to be cleared by Parliament, the nominees do not have baggage, therefore they are

expected to be approved by MPs. As opposed to the previous office holders, the current commissioners will enjoy both the government and the public goodwill. If the public expression and the tough talk by President Uhuru Kenyatta is anything to go by, this time EACC

is expected to make an impact in the fight against corruption. My advice to nominees is that they should not dine with suspects and sympathise with politicians in the fight against graft lest they stumble and fall like their predecessors. — Bukende, Embakasi

Decision to vet all Cabinet nominees timely The change of tune by MPs to vet Cabinet Secretaries afresh is commendable. The earlier decision to only vet the new faces was going to perpetuate impunity among the previous Cabinet Secretaries. MPs should now use the opportunity to also asses the performance of the previous CSs and their suitability to deliver in their new places of deployment. It is indeed no secret that some Cabinet Secretaries such as Jacob Kaimenyi did not perform to the

satisfaction of the public and therefore should not have been given sensitive land docket to head. It is under Kaimenyi that the country witnessed massive national exam irregularity and the unending teachers’ strike with the relationship between Education ministry and teachers unions hitting bottom low. MPs should not use the opportunity to extort money from the nominees. — Otieno Nyakrathia, South B

From grace to grass as CS woes multiply Yesterday’s raid on former Devolution Cabinet Secretary Anne Waiguru’s home by EACC detectives has finally proven that Waiguru’s power and influence is indeed over. No matter how one is close to the King, when a Kingdom demands blood, the King offers those close to him. Kings always fattened with power, close advisers that at opportune moment, will be offered as sacrificial lambs to quieten the subjects! As the night gives way to the day, Waiguru will be completely vanquished for

Sicily Kariuki to be the new Sherrif! However, as Kariuki become the most powerful Cabinet secretary, she must not fall in the same ditch as Waiguru did. Don’t tag the President in all your tweets, don’t force our President to attend all your functions and above all, NEVER compete with our First Lady. Kenyans love her more than the President! Go in Waiguru; there cometh Sicily Kariuki! — Anonymous - Nairobi

Our leaders should learn from Facebook boss Facebook CEO Mark Zuckerberg has announced his intention to donate 99 per cent of his wealth to charity in celebration of the birth of his daughter. This is one of the many noble things that the wealthy in many parts of the world are doing to change the lives of the disadvantaged in the society. In Kenya on the other hand, the rich are using every means possible to increase

their wealth. They are putting their sticky hands even in public funds meant to cater for the needs of the poor. They go ahead to post picture on the social media spending the stolen money in luxuries. Furthermore, they use arbitrary arrests, and civil unrest threats to silence individuals who speak against their evil actions. They are shameless enough to even use the

illiterate and ignorant members of their tribe to cover up for them when they are accused of corruption by citing political enmity as the cause of their trouble. I wish for the day that Kenya will have selfless leaders, who make their money and wealth legally and use part of it to better the lives of the underprivileged. — Anne, Lang’ata

Ban Kenyans mentioned in graft from all trips It’s less than a week when Pope Francis condemned corruption in the country, citing its effects to both the leaders and the common citizens. It seems President Uhuru Kenyatta did not take the Pontiff seriously until US government made the bold move, banning some powerful individuals implicated in corruption cases. Even if it will not curb all corruption the move is a clear indication in the way to go to say the dragon. Parliament should start from where

the US ambassador to Kenya Robert Godec left and come up with a motion barring anyone implicated in graft allegations from travelling not only in US, but in any countries across including neighbour ones such as Uganda and Tanzani. Such tough initiatives among others, will go along away in punishing the corrupt and deterring the would-be corrupt from involving themselves in corruption. — Enock ndayala, Nairobi

Athletics Kenya (AK) cross-country Premium competitions will be staged at Iten, Elgeyo Marakwet County at the weekends. Both seasoned and budding athletes are expected to take part in the event.

Real in Cup trouble over player fielding

Real Madrid faces elimination from Copa de Rey after fielding ineligible player in their 3-0 win over Cadiz Wednesday night. Real fielded Denis Cheryshev who picked up three bookings with his former club Villarreal in last season’s competition, which earned him a one-match ban carried over to this year. It is this omission that now leaves Madrid in trouble including being kicked out of the competition. If the law is applied equally, Madrid will join Osasuna, who were removed from the cup competition in September after fielding suspended player Unai Garcia. This will be good news for Barcelona, Real’s fiercest rivals who may toss yet. Barca sailed to the last 16 of the competition following an emphatic 6-1 win over Villanovense. Dani Alves scored the opener from long range, 20-year-old forward Sandro Ramirez hit a hat-trick, while Munir El Haddadi, also 20, got two goals.

Scandal-rocked Fifa makes Sh67b loss

Scandal rocked world football governing body, Fifa is expected to announce a Sh67 billion loss for 2015 financial year after a litany of corruption claims and the suspension of its top officials. Fifa has been hit by allegations of corruption since US authorities indicted 14 officials this summer including president Sepp Blatter. On Tuesday, key sponsors demanded “independent oversight” of reforms. Fifa is currently holding a two-day congress to discuss reform, with an announcement expected later today. The reforms to be voted on by members of its executive committee in Zurich, Switzerland include proposals for greater financial transparency and 12-year term limits for the president and executive committee members. A drop in sponsorship income and money spent on legal bills will see the organisation report a loss for the first time since 2001. A Fifa spokesman said the deficit was a forecast rather than a final figure and could still be altered.

Search for Agala, Wanja replacements underway Kenya women’s volleyball team head coach Japheth Munala will have to come up with a new captain after dropping the current captain and her assistant from the forthcoming Olympics qualifying squad. Captain Praxcidece Agala (ChamalieresFrance) and her assistant, setter Janet Wanja (Kenya Pipeline) have both been dropped from the provisional squad named yesterday. The team is yet to begin preparation for the February, 2016 continental Olympics qualifiers set to be staged in Cameroon. Munala policy of giving the youth a chance will be tested once again when he names the captain and her deputy from the new squad that has both experienced players and rookies. The Kenya Pipeline tactician will have to come up with a candidate who appeals for both ages and is able to express herself before the press among the new players including six debutants among them two school girls. The favourite candidate will be Loice Tarus who captained Kenya to the Africa Games gold in Congo, Brazzaville according to sources within the volleyball circles. Tarus took over the leadership at her Club, Kenya Prisons when Agala departed to France for professional volleyball, leading Prisons to Silver finish at the justconcluded National League. But of immediate concern to the mother

of one will be securing a slot into the last 12 as she fight for the position with Leonidah Kasaya, one of the upcoming talent following her outstanding performance in Brazzaville alongside Violet Makuto, sister to Everlyn and Asha Makuto who also got a call up. Left-handed Makuto will be used either on the right or centre with the versatile Tarus being moved to either center or right. She will join Easther Wangeci who is attached to French side, Chameliers, Lydia Maiyo, Shyrin Chepkemboi and another debutant Valentine Koech from KCB. This is the first time the two have both been axed from the national team. The duo who were in the Africa Cup of Nations, world Grand Prix and world Cup squads have been accused of being behind calls to boycott training during their world Grand Prix in Australia mid this year. Agala was also quoted in the media discrediting Kenya Volleyball Federation’s decision to send t h e

junior team to the African Games with the senior side to World Cup. Munala who had earlier stated that he will not favour any name when he finally names his last 12 called Edna Mwembe, sister to Kenya Prisons Esther Mwombe and Setter Veronica Tanui who earned her first call up. Tanui will fight for the position alongside Jane Wacu and Joy Lusenaka, both of Kenya Prisons and KCB’s Esther Simiyu. Mwombe will be up against Joan Chelagat, Triza Atuka, Gaudencia Makhoha, Edith Wisa, Valentine Koech, another debutant in the competitive centre blockers positon. Competitive libero position will have Elizabeth Wanyama who was blamed for Kenya’s loses in Japan, Agrippina Kundu who is returning to the national team for the first time after coming back from maternity and Nairobi Water’s Evan Mbone who had a successful season with her club. France and Turkish-based Everlyn Makuto and Mercy Moim respectively lead the left attack, which also has Naomi Too (KCB), Noel Murambi, who was voted the just ended league Most Valuable Player and her club mate Monica Biama.

Stars manager quits after being detained in Addis over hotel bill Harambee Stars team manager Willis Waliaula has resigned citing frustrations from the Football Kenya Federation (FKF). Waliaula was yesterday detained Ethiopia over unpaid hotel bills, forcing the national team to travel back to the country without him. “I am so disappointed with the turn of events because I am now forced to suffer because of my service to my country. I don’t know how this will turn out, we just have to wait and see,” Waliaula was quoted on Soka.co.ke after his detention. According to reports, teams were

expected to come with a contingent of 25, (20 players and five officials) but the FKF sent 31, six more than the number catered for by CECAFA after FKF undertook to pay the extra bill. Waliaula passport was confiscated by the hotel management after FKF secretary general Michael Esakwa, who was supposed to pay for the extra six officials failed to clear the bill after the quarter final match between Kenya and Rwanda. “I have informed the Kenyan embassy here of our plight and from the look of things, they are the only hope I have here,” the dejected team manager.

Earlier in the week, Stars goalkeeper trainer Mathew Ottomax said he will announce his resignation from the national team ‘in due course’ Ottomax expressed his anger at the federation’s threat to take action on some of the players, who were accused of allegedly clubbing a night after Stars embarrassingly lost to minnows Zanzibar in the group match. FKF had also hinted of a possible overhaul of the technical bench therefore it remains to be seen how things will turn out at the federations that has been in the news for the wrong reasons.

Divock Origi wheels away in celebration after he fired in a hat-trick as Liverpool racked up six goals in a crushing victory in the Capital One Cup quarter-final against hapless Southampton last night. Liverpool will face Stoke City. INSET: a dejected Southampton midfielder Victor Wanyama leaves the pitch after the humiliation.

Origi fires Reds to Cup semis Kenyan-born Liverpool striker Divock Origi scored a hat trick in the Red’s 6-1 win over Victor Wanyama’s Southampton to set up a League Cup semi-final clash with Stoke City. Origi scored his first goal for the Reds after deflecting Alberto Moreno’s shot right on the interval to give Liverpool a 3-1 advantage after two goals by Daniel Sturridge marked his return to Liverpool’s starting line-up after cancelling Sadio Mane’s opener in the first minute into the match. Origi, who acquired Belgian passport hammered home a spectacular fourth before substitute Jordon Ibe, on for

Sturridge just before the hour, drove home a fine finish and Origi glanced home a header for his third and Liverpool’s sixth to complete the rout. The 20-year-old looked a lost soul in his early performances under Brendern Rodgers, but Jurgen Klopp immediately worked on the striker’s confidence, revealing how he wanted him to sign for Borussia Dortmund and after his first game in charge saying: “We will have a lot of fun with this player.” Fun it was on Wednesday as he turned in Moreno’s shot for Liverpool’s third, struck a savage

rising shot for the fourth and glanced home a late header to complete his hat-trick. Under Rodgers, the youngster appeared to have no focus, wandering anywhere, but into positions where he could do serious damage - not a bit of it here. Klopp has shown his faith in Origi and was royally rewarded with a display of raw power and fine finishing. But it was the manner in which Sturridge turned this tie on its head in the 24th minute that was a perfect example of what he gives to Liverpool when he is available. The Reds had spent the early stages on the

retreat and were trailing to Mane’s first-minute goal when a display of Sturridge’s natural finishing shifted the emphasis of the game decisively. He initially looked to have lost control, but took advantage of Steven Caulker standing off to show fast feet and send a superb finish flying across Saints keeper Maarten Stekelenburg. The striker was at it again two minutes later, showing natural movement and an instinctive finish from Emre Can’s perfectly weighted pass. Sturridge’s repeated injury absences with a variety of ailments have been a constant narrative of

his Liverpool story and did much damage to Brendan Rodgers’ attempt to revive the side following the title near miss and departure of Luis Suarez in summer 2014. His two goals on his fifth appearance of the season left the 26-year-old with hugely impressive goal scoring statistics 44 in 73 appearances for Liverpool, 39 of them from 59 starts, and has six in his last five League Cup games despite his limited appearance for his side. The biggest question of all is whether the England striker will ever be fit enough or long enough to deliver fully on his rich talent.
