Civil societies tell Uhuru to learn from Magufuli From Page 1 Since being sworn in a month ago, President Magufuli action against nonperforming public servants, reduced public spending by cutting down on foreign trips and reducing the sizes of delegations and committed to reconsidering tax incentives given to foreign firms which have over the years been involved in corruption have won him praise especially on social media. All these actions are said to have saved the taxpayer one trillion Tanzanian shillings. The civil society now want to see a similar zeal in Nairobi. They said initiatives the government have put in place to combat runaway corruption and wastage of public funds are disjointed, unfocussed and largely reactionary. “It is not right now clear the extent to which these initiatives have been implemented. The reality is, however, that the recent revelations of graft suggest that the level of corruption have gone up considerably and casts doubt on the ability or willingness of government to fight corruption,” said Odhiambo. The group said while majority of Kenyans want to support the President in

his quest to fight corruption, the reluctance of the government to take drastic action against perpetrators of graft has totally failed to create confidence among Kenyans. “Whereas all Kenyans of goodwill would want to give the President the benefit of doubt regarding his seriousness to fight corruption, the obviously reactionary nature of actions totally fails to create confidence among Kenyans,” said Odhiambo. He said all the three arms of the government are not serious in fighting corruption,
citing last week’s report by the Ethics and AntiCorruption Commission which indicated that MPs are minting millions from the taxpayers through dubious mileage claims. “The recent revelations of graft in Parliament further shows Kenya’s three arms of government are joined at the hip by corruption. There is clear evidence that MPs have been involved in fraud against Kenyan public. They must be prosecuted immediately,” he demanded. On Friday, EACC Chief Executive Officer (CEO) Halakhe Waqo released a
report in which MPs are accused of making multiple claims for sitting allowance as well as mileage allowances for trips they never made. The revelations are contained in an audit report which is a result of the EACC’s examination of financial management systems, policies, procedures and practices of the Parliamentary Service Commission (PSC). It was discovered that parliamentary committee chairpersons are paid responsibility allowance of Sh150, 000 a month, yet they still claim Sh10, 000 per sitting.
EACC lacks the capacity to probe Eurobond, says Opposition chief From Page 1
Raila said the anti-graft body currently has no commissioners hence cannot be tasked to the probe the Eurobond saga. The Cord leader told off those calling him to submit evidence he has in relation to Eurobond to EACC, saying they are not serious on the fight against corruption. “The anti-graft body as it is cannot carry out its mandate because it does not have commissioners and the Jubilee government is only playing lip service on matters of corruption,” he said. The opposition leader now wants President Uhuru to immediately set up an independent forensic investigations on the Eurobond transactions. “President Uhuru should immediately initiate an international asset recovery process to find the missing cash,” he said. The anti-graft body currently has
no commissioners following the acrimonious resignation of the previous commissioners-Irene Keino and Jane Onsongo and Chairman Mumo Matemo. It is only last week that the new nominees were vetted by the parliamentary committee of Justice and Legal Affairs. Those vetted last week include Philip Kinusu who has been nominated as the chairman and other commissioners which included Dabar Abdi Maalim, Philip Mwaniki, Sophia Lepuchirit and Rose Mghoi Mtambo. Raila’s remarks come even as the Deputy President William Ruto yesterday told Opposition leaders with evidence of theft of the Eurobond funds to present it to investigating agencies. Ruto said those claiming to have information on how the Eurobond money was stolen should take it to
EACC or the Directorate of Criminal Investigation (DCI) as advised by the Director of Public Prosecutions (DPP) recently. “Let them not make empty threats that they will do this or do that, let them take the information they have to the agencies to be verified,” he said in reference to claims by Raila. Meanwhile, EACC chief executive Halakhe Waqo has said the gazettement of the establishment of anti-corruption courts will be done any time this week. Waqo said the establishment of the courts will speed up the handling of corruption cases that usually takes much time in courts. “Everyone has been talking about the establishment of the courts and finally Chief Justice Willy Mutunga said it will be gazetted this week. This is a great milestone for us as the prosecution of corruption related cases will now take shorter time to be dispensed,” he said.
State House defends Uhuru’s foreign trips State House has defended President Uhuru Kenyatta’s foreign travels and asked critics to weigh the benefits of the engagements. Spokesman Manoah Esipisu said as Kenya’s foremost diplomat, President Kenyatta travels to secure world attention to the various development plans that the government may be seeking financing partnership. “The President has to undertake what is necessary travel and he is doing that. You just have to look at other Heads of State. Secondly we cannot claim the leadership position we have in the region and yet shun our obligations to deal with the regional issues that we need to deal with. The President is called from time to time to deal with these regional issues and he does that. He has been called to deal with the Kenya issue and he has done that,” he told a news conference held at State House. He said during the recent trip to Johannesburg where the President attended the Forum on China-Africa Co-operation, Kenya managed to seal financing agreements in energy, education including a Sh1.53 trillion (US$1.5billion) financing agreement for the second phase of the Standard Gauge Railway from Naivasha to Malaba. “China-Exim Bank will provide a Sh1.5 trillion loan, 85pc of the financing, while Kenya will provide the balance. The National Treasury and China Exim Bank will soon finalise compliance, before disbursement and the start of construction,” he said The Standard Gauge Railway remains the single largest investment in Kenya’s economy in the last five decades, and a flagship project of the Jubilee administration. FOCAC is a platform established in Beijing by China and friendly African countries for collective consultation, dialogue and cooperation mechanism. Both China and African nations agreed on the need for a new strategic partnership that would promote ties based on equality and mutual understanding. Concerns have been raised over President Kenyatta’s foreign travel with critics saying he has travelled abroad more times in two-and-a-half years than his predecessor Mwai Kibaki did in his entire 10-year reign. While many of the trips may have diplomatic and economic benefits, critics argue that the large delegations that accompany the President and the attendant costs to the taxpayer undermine Jubilee’s message of austerity. But Esipisu defended the government, saying the large delegations are necessary to ensure Kenya negotiates for the best agreement at such international fora. “As for the nature of delegations, look at what of meting is it and who is been sent to that meeting. I think it would be folly to send two lawyers to COP21 when the US has 150 lawyers to secure its commitments to its agreements, we will just not be able to play in that league, we have got to get our experts out there for the sake of our nation,” said the State House Spokesman. DVC’s suspension divides UON students

CA: Local broadcast distributors to pay more for signal transmission Local Broadcast Signal Distributors (BSD) are set to pay more for signal transmission, a new study report has indicated. The broadcast firms will pay 9 per cent more than previous years compared to the cost set in 2013 by the Communication Authority of Kenya (CA). The report that was conducted by UKbased firm Analysis Mason attributed the significant rise to the growing inflation, the sliding shilling and heavy taxation on transmission equipment. “The set changes on pricing are aimed at ensuring transparent and reasonable tariffs in broadcast sectors for fair allocation of frequencies and creativity
content,” said CA director general Francis Wangusi. According to Wangusi, the additional charges are also directed to curb rogue broadcasters especially outside the Limuru transmission point. New local insertion will attract Sh84, 068 per month up from Sh74,323 charged last year at the same rate. The move, however, irked the new entrants in the industry terming it “cost ineffective.” Local insertion have also been set to have a minimum of 1.2mbs down from the 1.5mbs set in June 2013. The lowered Mbs transmission speed reduction is aimed at allowing more players in the industry.
“We have set the proposed reference offer Chanel transmission at 1.2mbit/s to allow room for more local insertion,” said Analysis Mason Director, Philip Bates. The regulator has also directed broadcast of unencrypted data for the free to air channels to limit the modification of data. The study conducted for the last six months also suggested a non-discriminative approach service provision from the players and a fulltime supply according to the service legal agreements signed by CA. Local players have been at loggerheads with the regulator since the digital migration period for new regulations. Communications Authority director general Francis Wangusi addressses stakeholders during a breakfast meeting on broadcasting and signal distribution cost modeling project and the Intercontinental Hotel today.
Sharp divisions have emerged among the leadership of the Students Organisation of Nairobi University (SONU) following the suspension of the institution’s Deputy Vice-Chancellor Bernard Njoroge. While a faction led by Sonu chairman Babu Owino supports Prof Njoroge’s suspension, another led by Treasurer Catherin Okumu has criticized the University’s council for the action they took. They have accused the council of interfering with the management of the institution by what they termed irregular suspension of the deputy vice chancellor. Prof Njoroge was suspended for a period of six months from November following incessant wrangling with his boss Prof Peter Mbithi. But Sonu’s Finance secretary Catherine Okumu insists he was not given a fair trial before his suspension. As such, they want the council disbanded. “We are calling for an immediate disbandment of the Uni-
versity of Nairobi University council for involving itself in mismanagement of the university affairs, corruption, tribalism, ethnicity and unprocedural suspension of the DVC Administration and Finance, Bernard Njoroge after the latter raised the alarm over mismanagement of funds” Ms Okumu said at a press conference at Chester House in Nairobi today. They claimed that the DVC was unfairly targeted after he raised queries on financial accountability by Prof Mbithi. They also accused the Vice Chancellor of witch-hunt against Prof Njoroge and orchestrating his suspension from office. “Prof Njoroge was never given an opportunity by council to defend himself despite the fact that he raised pertinent issues in the financial management of our institutions, instead he was sent home on the basis of his disagreement with VC Prof Mbithi.” Ms Okumu who was flanked by five other student leaders added. Prof Njoroge
was suspended last week for a period six months after two meetings chaired by University Council Chairman Idle Omar Farah. And Sonu chairman Babu Owino has thrown his weight behind the council and dismissed the the group calling for its disbandment as insignificant and irrelevant. “The university Council is legally and procedurally constituted as per the law to execute its mandate and therefore no one should blackmail the council in any way,” he said. “I fully support the council resolutions to suspend DVC Administration and Finance, Bernard Njoroge for alleged misconduct,” he added. Both factions however agreed that the tussle between the top managers had caused bad blood among the university staff. “We want encourage two leaders to have dialogue so that we can resolve the management crisis in our institution which the fountain of knowledge,” Ms Okumu said.

Obama: We will destroy terrorists President Barack Obama on Sunday issued his most passionate denunciation yet of ISIS, vowing to “destroy” the group in a relentless, strong and smart campaign that is consistent with the nation’s values. But the speech -- intended to reassure a nervous nation -- didn’t announce an overhaul of a policy that critics have branded insufficient to take on the evolving threat. Obama, speaking in the symbolic surroundings of the Oval Office, unequivocally told millions of television viewers in prime-time that last week’s mass shooting in San Bernardino, California, was a terrorist attack by a couple who had gone down the “dark path of radicalization” and embraced a “perverted” form of Islam. “This was an act of terrorism designed to kill innocent people,” Obama said. “Here’s what I want you to know. The threat from terrorism is real, but we will overcome it. We will destroy ISIL and any other organization that tries to harm us.” The president was clearly conscious of ebbing public support for his response to terrorism — an area of his presidency that was once a political asset. He sought to reassure the nation that the crisis was under control as he spoke, unusually from a podium set up in the Oval Office and not behind his desk, as most previous presidents have done. “We will prevail by being strong and smart, resilient and relentless,” Obama said, calling on Congress to take action to outlaw anyone on a terrorist “no fly list” from buying weapons and asking lawmakers to pass a final authorization
for U.S. armed forces to wage war on the group. And in an appeal that will likely anger conservatives, Obama demanded tougher gun control, saying it was a key part of combating ISIS. He said it is currently too easy for people who want
to harm Americans to buy guns. “Congress should act to make sure no one on a no-fly list is able to buy a gun. What could possibly be the argument for allowing a terrorist suspect to buy a semiautomatic weapon? This is a matter of national security,” Obama said, and
also argued it should be harder to buy powerful assault weapons like those used in the San Bernardino attacks that killed 14 people. “What we can do, and must do, is make it harder for them to kill,” Obama said.

Nepad to restore Africa landscapes The African Union New Partnership for Africa’s Development (Nepad) has officially launched the African Resilient Landscapes Initiative (ARLI), a move that is set to improve people’s access to clean water, combat desertification and increase biodiversity while creating green jobs in Africa. The drive will be implemented through forest and ecosystem restoration, biodiversity conservation, climate smart agriculture and rangeland management. As the main partners of the drive, the World Bank Group (WBG) and World Resources Institute will support the mobilisation of financial and technical resources from multiple sources to design and implement country-specific strategies. “The ARLI will mobilise African countries and partners to leverage sectorial interventions and collectively ensure the integrity, resilience, restoration and sustainable management of landscapes across regions,” said Dr Ibrahim Mayaki, executive secretary of the Nepad planning and coordinating agency, an African Union strategic framework
for pan-African socio-economic development. ARLI, which was launched on Sunday, will leverage previous experience from Africa-led partnerships such as TerrAfrica and work through various platforms. It will be implemented through the African Landscapes Action Plan, a roadmap prepared by African Union NEPAD and partners from the Landscapes for People, Food and Nature Initiative to advance landscape governance, research, and finance through priority actions that embrace all land actors and all sectors. It will work with the African Forest Landscape Restoration Initiative (AFR100) to bring 100 million hectares of degraded and deforested land under restoration by 2030. “The AFR100 platform seeks to help bring together government leaders, impact investors, development banks, bilateral donors, technical support providers and others to restore degraded and deforested landscapes,” explained Director of the Global Restoration Initiative, World Resources Institute, Sean DeWitt. Priority actions will be based on analytical work such as the report
on Confronting Drought in Africa’s Drylands. “Hot spots of natural disasters, social conflict and poverty, drylands are at the core of Africa’s development challenge. Reducing the vulnerability of the people living in drylands and enhancing their resilience will require sustained efforts to address the underlying root causes of the problems,” said
Makhtar Diop, the World Bank’s Vice President for the Africa Region. ARLI and its supporting initiatives, which were endorsed by the African Union in October 2015, will contribute to improved soil fertility and food security. The WBG has added that they will improve access to clean water, combat desertification, increase
biodiversity and habitat, create green jobs, bolster economic growth and livelihood diversification, and increase the capacity for climate change resilience and adaptation. While the initial focus of the initiative is Sub-Saharan Africa, the programme aims to expand globally in order to draw synergies and share experiences with other regions.
The drive will be implemented through forest and ecosystem restoration, biodiversity conservation, climate smart agriculture and rangeland management.

Kenya in Sh1.5 trn railway loan deal with China
Kenya has secured a Sh1.5 trillion loan from China to extend its railway from Nairobi to Naivasha, State House spokesman Manoah Esipisu has said. Upon its completion, the railway will see reduced transport costs thereby boosting trade ties within the region. The Chinese-financed project is the first stage in a scheme which aims at extending to neighbouring Uganda among other landlocked countries in the region. Esipisu said the kitty will boost the railway being laid down from Mombasa
which is expected to reach Nairobi by 2016 and opening up commercial services by 2017. “Kenya and China signed a financing package for the extension. China Eximbank will provide a $1.5 billion loan, 85 per cent of the financing, while Kenya will provide the balance,” he told journalists. Esipisu said the extension to Naivasha will, however, offer admission to an industrial park set to be built there to accommodate manufacturing firms wishing to use power from the
nearby geothermal steam fields being developed. Kenya Railways and China Communications Construction Company Limited also signed a deal to carry out feasibility studies and initial designs for the second leg of the Mombasa-Nairobi line, which will stretch to Malaba on Kenya’s border with Uganda, Reuters reports. “The Standard Gauge Railway remains the single largest investment in Kenya’s economy in the last five decades,” he said.

to enhance agriculture and farming mechanisation in Kenya because agriculture remains a crucial backbone of Kenya’s economy,” Popat said. “We are excited to have a chance to contribute to the country’s most important industry through the Simba Corp Agricultural Division and we won’t spare expense to ensure SEME tractors owners enjoy world class service across our network,’’ he
added. The new division will also allow the franchise to offer nationwide service which includes genuine spare parts, a broad distribution network and tractor tracking solutions. Simba Corp Agricultural Division Brand Manager Robin Schalch said the models are built with simplicity, unsurpassed reliability, outstanding fuel economy and minimal maintenance requirements.
“This will consist of a genuine spare parts centre and nationwide mobile service coverage. Simba Corp Agriculture Division will provide backup support for SAME through Simba’s branches, nationwide mobile service workshops as well as an extensive dealer network across the country for customers’ convenience,’’ he said. According to the firm, SAME tractors offer a versatile range of
tractors for use in the open field, fruit orchards and vineyards engineered to increase power and efficiency while ensuring excellent cutting performance. “The tractors are built tough enough to handle long days of dedicated landscaping with ease and with a perfect balance of performance, efficiency and comfort,” Popat said.

AmCham to throw weight behind fight against graft The American Chamber of Commerce (AmCham) Kenya, has officially launched a working group that will focus on responsible business practices, good governance and anti-corruption. This move follows President Uhuru Kenyatta’s recent announcement of his administration’s commitment and plan to address corruption. AmCham Kenya said it is in full support of the Kenya-US joint commitment to promote good governance and anti-corruption efforts in Kenya announced by the governments of Kenya and the US during President Obama’s July 2015 visit. “We support President Kenyatta in urging Parliament to pass the private sector-championed AntiBribery Act. The act includes elements of transparency and accountability found in the US Foreign Corrupt Practices Act, which for years has governed the way American firms interact with governments” said Peter Njonjo, AmCham Kenya president. AmCham said it supports President’s commitment to work with the private sector to reform how government conducts procurement and contracting, while offering the input and support of the American business community.

Dubai traffic cameras track road offenders
Motorists who do not use their seat belt or speak on their mobile phone while driving can no longer get away with it following the installation of new advanced police cameras in Dubai, the emirate’s traffic police chief announced today. Colonel Saif al Mazroui said the new cameras, deployed in and around the city, caught nearly 51,891 speed, seat belt and mobile phone offenses in about 11 months. He said the offences also include illegal overtaking, driving in hard shoulder areas and the absence of registration number plates. “Drivers think that the cameras we installed recently target only speedsters but they actually can detect more than a speed offence in both directions,” Mazroui said, quoted by the Dubai-based Arabic language daily ‘Emarat Al Youm’. He said the new cameras, dubbed ‘Al Burj’ (tower), can

He said 20,780 red light offences have also been recorded in the first 11 months of 2015 while there were 6,512 offences by heavy duty trucks changing lanes.Mazroui said 52 Al Burj cameras have been recently installed on Sheikh Zayed Rd while 31 new cameras have been deployed at junctions.“We are focusing on Sheikh Zayed Road given its heavy traffic nature and the high accident rate. “In the first nine months of this year, these accidents killed 122 people compared to 131 in the same period of last year,” he said.
REITs),” Odundo said on Friday. REITs own or finance real estate that offer investors both income and capital appreciation. Until now, the only way for a listed firm to invest in the sector was through a single mortgage firm or three cement makers that supply construction. NSE formally launched the first REIT, known as the STANLIB Fahari I-REIT, on Friday, a vehicle worth Sh3.6 billion that is invested in a portfolio of properties that generate rental income. Units in the I-REIT, which attracted 6,000 mostly small scale investors, were listed at Sh20 each last week, initially climbing to a high of Sh23.75 on the first day before closing at Sh20.50 on Thursday, Reuters reports. Kenya sees itself as a financial hub for the region and officials have been encouraging new Odundo noted that the government had committed to fast-track validation of title deeds by creating a department focused on commercially-related land searches and registrations. He said this would help create confidence among potential investors looking to buy these assets.
US economy ‘births’ 211,000 jobs as interest rate in offing
Jobs growth in the United States (US) remained compact by the end of September as the economy added 211,000 jobs, which was slightly above expectations. According to recent statistics, construction, food service and retail sectors all saw healthy job increases. Data from the Bureau of Labour Statistics, however, showed that the country’s jobless rate held at its seven-
and-a-half-year low of 5 per cent. The labour bureau also revised September and October’s figures to show 35,000 more jobs than had been previously reported. Following a 0.4 per cent rise in October, average hourly earnings has also increased by four cents to Sh 2580 ($ 25.25). However, the sectors which did not fare well in November, were

manufacturing, which shed 1,000 posts, and mining, which lost 11,000 positions. According to BBC, the robust figures could now pave way for the first US interest rate in close to 10 years later this month though the labour market strength is a significant consideration for the US central bank over whether to move interest rates or not. Last week, Fed Chair Janet Yellen singled to a joint congressional committee that the Federal Reserve was on track for a December rates rise. Juan Perez, of Tempus Consulting in Washington DC, said: “The most important thing from the reading is it’s in line with expectations and the change is obviously a positive because it’s above 200,000, and last month’s was revised up to 298,000.” “But looking at this NFP (nonfarms payrolls), and taking Yellen’s comments into account yesterday, which were basically that she likes what she’s seeing, we’re going to be increasing rates here in the States on 16 December,” he added. However, the Fed policy-setting committee will meet on 15 and16 this month to cut rates to nearly-zero in response to the financial crisis.

ho is Stamminah? I am a young and humble man, a singer and a song writer and Stamminah is my stage name. Why Stamminah? I am ready to take the music industry with energy, previously I used to go by the name Mawazo but I changed it to have some thrust. What is your genre of Music? I am comfortable with a variety of genres but I am currently concentrating on AfroPop.
When did you start your music career? I started in high school, I was part of a group of four, called Waza Nasi but we parted ways and that’s when I decided to go solo. What is your first single? My first single is called ALOVE, it about a guy who keeps on hitting on a chick who is playing hard to get, he keeps on chasing for love. I also have an album and a number of other songs that I had recorded earlier but not released yet. Who inspired you to do music? Music is my heart and soul. It stems from deep within me, and other life lessons are drawn in to further push my burning desire to sing. Apart from music what else do you do? I am an artist, I craft art work on canvas that includes portraits, murals on the walls, interior décor, abstracts and impressions that depict reality. What’s your view of the music industry? The industry is growing but we still have a long way to go. In addition to these it quite a challenge to penetrate to the top given that new acts are always looked down upon. However, we will get there. Do you have any future plans? I hope to expand my music to international level and perhaps do a few collabos with international artistes from around the world.

WHO IS TAKING ADVANTAGE OF DENNO?
Bamboo gushes about Coke Studio
We all fondly remember the award winning hit collabo with Daddy OwenMbona which apart from winning accolades also earned the duo a KISIMA award worth 1 million Shillings. Cash Owen clearly said he would share with the blind artiste. However, Bahati shocked the world yesterday when he revealed that Denno is living in poverty. Bahati, was appealing on behalf of Denno on his social page saying that Denno was begging for help to open a small shop. Nevertheless, Bahati and Denno have done a collabo and questions have started being raised on where Denno’s royalties are.
Hip Hop artiste Bamboo expressed his gratitude for performing at the Coke Studio Season Three. Bamboo, said that the experience was worth it. Bamboo had the privileged of performing alongside artistes like Salif Keita. The show had its finale yesterday where hip hop greats where pitted against each other in a one in a lifetime Cypher. Abbass, Nazizi, Kevo Kforce, Khaligraph Jones were among those who were not featured weekly but managed to perform at the finale.

LOVE IS PATIENT: Enock weds Betty
nock Teka and Betty Kagesi first met in 2002 when Enock’s maternal aunt had a function and Betty happened to be one of the invited guests. They started off as friends first until Enock asked Betty to be his official girlfriend. They dated for a year until he made a simple proposal to her in 2004 and she said yes. However it took ten years
of courting to finally take the bold step towards holy matrimony. Enock stayed true to his word and walked his bride down the aisle this past weekend in pomp and colour. The wedding service took place at White Stone Life Hope Ministry, Kawangware where they both worship. The church and everything else was decorated in
their colours of choice. On this day hot pink blended in white and grey. This was a simple wedding with everything done in one venue. The Reception was set up, again in the theme colours with food stations on each end and a centre piece of cake, in the colours appreciated by the bride and groom. The photo session took place at the Uthiru Roundabout.
“I love him because he stays true to his word, he is respecting, calm, mature and caring”, a giggling Betty told X Access. Upon asking the beautiful couple on what plans they had for a honeymoon, they said it would be at an undisclosed location within Nairobi. We wish them all the best.

Thursday’s answers
YOURSAY Tanzania President John Magufuli: A new African Tanzania new President John Magufuli. What shall we call him? An African hero? Perhaps, but the trouble with the cliché African hero is that it refers, mostly, to a man frozen in collective nostalgia and maybes. An African hero, in the universal mindscape, is an angry man, who speaks his mind, denounces imperialists, gets popular and gets killed in the process before achieving his goals. Thereafter, his followers mourn about how the imperialists sponsored the assassination of their hero and imposed their puppet. That man will usually have been born and educated during the colonial era. Typical African heroes are Thomas Sankara, Muammar Gadaffi, Patrice Lumumba, Kwame Nkrumah and many like them. These are the men who either got into power through angry denunciation of enemies and or through blazing guns. They spoke their mind and they indeed met death or whatever fate through outside manipulation. The people loved them and still do and to the extent that they have become symbols of quiet African confidence and defiance. For years now, Africans have been complaining about how they have been let down by their leaders who, unlike dead heroes such as Lumumba, seem not to understand what the people want and how to move the continent forward. Even the Ibrahim
Mo Award was introduced in the backdrop of a tendency by African leaders to cling on to power or offend and abuse their subjects as soon they have assumed office. But Magufuli seems to have brought a new way of doing things. The new Tanzanian leader was indeed born during the colonial era but he doesn’t seem to be a typical African hero. In just a few months into office, Magufuli has united the likes of Kissinger and the likes of Mugabe. Both camps do not know what to do with Magufuli: they are united in shock! They can’t hate him and neither can they embrace him. The confusion around the Magufuli phenomenon was perhaps well captured by Charles Onyango-Obbo, editor of the Mail & Guardian Africa newspaper, who said the Tanzanian leader has, “turned out to be a totally unAfrican leader.” But perhaps the most important thing that Magufuli has proved is that you can be a hero without insulting anyone. You can be exemplary without seeking to fix anyone. You can change the situation just by demanding that the correct thing be done. Unlike Onyango-Obbo, I choose to call Magufuli a new African. To those that seek to reverse graft and promote exemplary leadership in Africa I say here is Dr Magufuli! Let’s embrace him before he becomes a typical African hero! — Mthulisi Mathuthu, Via Email
Ruto’s silence on Galana project cash lose worrying The government and especially Deputy President William Ruto’s silence on the Galalna-Kulali irrigation project where close to Sh10 billion has been lost is raising eyebrows and indeed confirms the rot in Jubilee government. The one-million-acre Galana irrigation project first phase was expected to yield 30 million bags of maize.
Ruto gave the project a clean bill of health, saying 10,000 acres of leased land between Kilifi and Tana River counties will produce maize using modern agricultural technology. Touted as one of Jubilee flagship project, Ruto said it was to address poverty in the area and enhance food security in the country with its projected output
from the first phase would nearly double Kenya’s maize production now at 38 million bags. Even local leaders such as Kilifi governor who accompanied the Deputy President at the site during the inception of the project have now gone mute. My question is why does Ruto go silent when his project has swallowed Sh14 billion. — Sherryl Mbogo, Embakasi
Kenyans should respect, back President Uhuru Clearly, the grass is always greener on the other side of the fence. Looking at President Uhuru Kenyatta’s facebook page, there are all manner of comments from the good, bad and the ugly. One thing that stands out is how much appreciation he receives from people in other countries especially in Africa. Some of them wish their Constitutions would have any loopholes to have President Kenyatta vie for presidency in their countries once he is finished in Kenya. On the other hand Kenyans are loudest in negative criticism against the President showing all manner of
disrespect. All the venom directed to him is as a result of the challenges Kenyans are face from mega corruption scandals to insecurity and high cost of living. As much as this is justifiable, we need to give the President time to deal the challenges and make Kenya a better place to live in. We may be looking at Tanzania’s Mangufuli wishing he was the one in Statehouse Nairobi forgetting that its better the devil you know than the angel you do not know. Maybe all these problems are a sign of better things in store for us all. — Anne, Starehe
President Uhuru’s foreign trips burden to taxpayers It’s less than three years since President Uhuru Kenyatta was elected, yet he has made 43 foreign trips, 10 more than his predecessor President Kibaki during his entire two terms. In fact Uhuru’s trips abroad are more than local ones. It is being alleged that he is more conversant with Dubai than Migori County. It is not wrong for the President to travel abroad to sign trade treaties and attend conferences on behalf of Kenyans. However, the President should become a tourist in his country, Kenyans did not elect
a globe-trotter but someone they can country locally. Travels are part of the President’s duty, but not the cardinal one. With our economy not doing well, his trips and the delegation that accompany him have become a burden to Kenyans. If indeed the trips have yielded Sh400 billion as being claimed by State House, the question should be, why are Kenyans taxed more? Why is the government borrowing? And where are the projects initiated by the said money? —Enock Ndayala, Nairobi.
If trips were beneficial, Kenyans would back them I have come to terms with the fact that President Uhuru Kenyatta will not stop going on foreign trips soon. In fact, I don’t really have an issue with the President’s numerous trips. It is understandable that he attends meetings with peer Heads of State which makes his trips valid. The questions we should all be asking our government include how many people are in the delegation? Who are they? What is there contribution in the trips? How much is it
costing us? Are we going to recover money spent on the trip from the deals we make while on the trips? If the above questions are answered and it turns out that we are benefitting from these trips then I will personally endorse that the President takes a tour on a weekly basis. Kenyans have enough problems and will not take more of it. — Kennedy Sunday - Nairobi

India beat visiting SA in final day of Test Series India required eight wickets on the final day to seal a 3-0 Test series win after South Africa closed in 72-2 in pursuit of a remote 481 in Delhi. Ajinkya Rahane became the fifth Indian to score centuries in both innings of a Test match as they declared on 267-5. In reply, Captain Hashim Amla (23 not out) took 46 balls to score a run, as South Africa made 72 in as many overs. A 300-plus target has been reached just once on Indian soil, when the home team struck 387-4 to defeat England in 2008. India resumed 403 runs ahead on 190-4 but skipper Virat Kohli added only five runs to his overnight 83 before a low Kyle Abbott delivery trapped him leg before to end the only century partnership of the series at 154. Rahane, the only centurion of the series, was not to be denied another hundred, however. The 27-year-old slog-swept Imran Tahir over mid-wicket for his second six of the innings and flicked Dean Elgar for another to move into the 90s.
Newcastle win subjects Reds to fourth defeat Georginio Wijnaldum inspired Newcastle to their third win of the season as they beat in-form Liverpool 2-0 at St. James Park to move 18th in the English Premier League table last night. This was Newcastle’s fourth out of their last six home Premier League win against Liverpool including the last two. Liverpool defender, Martin Skrtel moved joint second in the EPL own goals after he deflected Wijnaldum effort to give the Magpies the lead. Alberto Moreno was wrongly denied by an offside flag as Reds boss Jurgen Klopp suffered a second defeat in 12 games. But in a scrappy game which lacked quality, Newcastle achieved a muchneeded victory for Steve McClaren, who admitted earlier this week that confidence at the club has been “fragile”. After conceding eight goals in their last two games, the result came courtesy of an improved defensive display from the hosts. And in Wijnaldum, who took his tally to seven for the season, all goals all coming at home.
Makau defends Fukuoka marathon title to claim back-to-back IAAF wins Former world record holder Patrick Makau defended his Fukuoka Marathon title in 2:08:18 on Sunday, and became the first man to get back-to-back wins at the IAAF Gold Label Road Race since Ethiopia’s Tsegaye Kebede in 2008/09. His Sunday’s time was four seconds better than his time 2014 time of 2:12.18, but has since said he wants to slash three more seconds in his next race. “Next year, I would like to run 2:05. If I can do that, it will be a good time for my age,” said Makau, who will be 31 next March. “It was a challenging race because of good runners from Kenya and Ethiopia,” Makau, who enjoyed near perfect weather for marathon running of complete cloud cover with temperature at the start of 12.9 degrees Celsius, humidity of 61 per cent and virtually windless condition was quoted on iaaf.org. “After the (two) pacemakers dropped out at 25km, everyone was waiting to see who is going to take over the lead,” added Makau, who set a world leading time in Berlin in 2011. After 30km was passed in 1:30:49, with 10km to go at 32km, the lead pack was down to Makau, his Kenyan compatriot Bernard Koech, Ethiopia’s Feleke and Japanese hope Satoru Sasaki. Just before 35km, Koech accelerated to leave all his three rivals temporarily behind. With less than 5km left in the race, Makau made his own move and clinched his victory in the 69th edition of the famous Japanese race. To put Makau’s wining time into context with contemporary standards, 2:08:18 is the same time that Australia’s Rob De Castella ran in the 1981 Fukuoka Marathon which, 34 years ago, was a world best performance. Ethiopian Feleke, who has finished first or second in all his completed marathons since October 2010 came second in 2:08:31. Sasaki booked his place in the Japanese team to the Rio 2016 Olympic Games after he overtook the flagging Koech in the closing stages of the race to finish third in 2:08:56, with Koech coming home fourth in 2:09:43. The Fukuoka Marathon is one of several domestic qualifying races for the Japanese Olympic team, with the Tokyo Marathon in February and Lake Biwa Marathon next March still to come. Kenya’s world record holder Dennis Kimetto, who had announced his intention prior to the race to make a big impression after failing to finish at the IAAF World Championships Beijing 2015, incurred a slight injury to his right thigh at about two kilometres and fell away from the leading pack shortly afterwards, dropping out of the race just after five kilometres. Kenya’s 2013 Fukuoka Marathon champion Martin Mathathi on this occasion finished 15th in 2:18:00.

Simlaw to join KVF league next season Simlaw Seeds Company will join Kenya Volleyball Federation league next year. Speaking yesterday during a four-club tournament organised by the company at Mathare A4-Ground, club official Timothy Maritim said if KVF accept their request, Simlaw which has started recruiting plyer ahead of the new season will take part in the league. Simlaw will join another side, Nairobi Water, which joined the just ended league last March before going ahead to finish fifth after the regular season. But unlike Water, Simlaw has decided to go for raw talent, where they organise tournament to
tap fresh talent from the estates. The new club has started recruiting players ahead of the new season. So far the club has managed to lure 12 player. Unlike some local volleyball clubs, Simlaw is luring players with permanent employment. So far Timothy Maritime, Paul Wamalwa, Johnstone Soita have been brought on board. Speaking during one of the tournaments at Mathare yesterday, tournament coordinator Geoffrey Omondi said more of the tournaments have been lined up to help Simlaw get talents. “As you may have realised, there are no big names here. This is purely for upcoming player. We need to come up with fresh talent to take
up our spaces when we are gone. The only way to do that is to go to the estates like these and give them the chance to come up,” said Omondi who is also the Corporative Bank head coach. Omondi, a former national volleyball team head coach, said he will add one or two’ players to strengthen his squad ahead of next season. Coop finished seventh, even missing the playoff. This was retrogressive performance for Coop who finished fifth last year. “I do not think I will lose many players this year therefore one or two players will give us the impetus we need to start stronger next season” said Omondi.

FBI probing Blatter in fresh graft scandal The FBI is investigating the role played by suspended Fifa president Sepp Blatter in a Sh6.6 billion bribes scandal. Sports marketing company ISL paid a total of Sh6.62billion to officials including former Fifa president Joao Havelange and ex-Fifa executive Ricardo Teixeira. In return, ISL was granted lucrative television and marketing rights throughout the 1990s. Blatter denied knowing about the bribes and took no action. He even allowed Teixeira to take part in the notorious vote for the 2018 and 2022 World Cups. A letter obtained by America’s Federal Bureau of Investigation which casts doubt on Blatter’s denial was seen by BBC investigative report. The letter, apparently written by Havelange, talks about the payments he received from ISL. It says Blatter had “full knowledge of all activities” and was “always apprised” of them. The letter is included in an FBI request
to the Swiss authorities for help with their investigation. They ask for the file of an earlier Swiss investigation into the ISL bribes and they say “among other things, the prosecutor is investigating Havelange’s statements implicating Blatter”. In 2010, Blatter suppressed a Swiss legal finding that both Havelange and Teixeria had received bribes from ISL. In 2013, he told a Fifa ethics committee inquiry he was unaware of the bribery. He was cleared of any wrongdoing. Blatter, who says he will stand down as head of football’s world governing body in February 2016, declined to respond to any allegations. The 79-year-old is currently serving a provisional 90-day suspension from Fifa and faces a hearing with the body’s ethic judge in mid-December. Damian Collins MPtells
Panorama Blatter’s behaviour was extraordinary. He says: “You have to ask yourself why he protected these people, and not just protect them, but allow them to continue to play an active role in some of Fifa’s most important decisions?” The report also reveals new evidence about how much money the Qataris spent winning the right to host the 2022 World Cup. Lord Triesman, a former Football Association chairman, was given the figure by sources close to British intelligence. “I was told by two sources that have always been reliable with good information, good intelligence, that the sum that Qatar had spent on their bid was Sh11.7 billion.” This is six times what England spent on its bid for the 2018 World Cup, and almost 12 times the American expenditure on their 2022 bid. Qatar’s bid chairman did not respond to correspondence from Panorama.

Former coach to sue Nairobi City Stars for Sh0.1m salary arrears Former Nairobi City Stars coach Gabriel “Kingi” Njoroge has threatened to sue the Kenya Premier League (KPL) side for unpaid salary arrears of more than Sh100,000. Kingi is set to take up the matter with Sports Dispute Tribunal (SDT) after City Stars failed to clear his alleged three months’ salary arrears which he says amounts to Sh1117,000. Kingi, who was in a Sh80,000 a month salary before he left the club for Mathare Youth Sports Association(MYSA) Talent Academy, says he will officially lodge complaint with the tribunal after
his effort to get his arrears bore no fruit. “I have tried to call club chairman Peter Jabuya for amicable solution, but he has ignored my calls with lame excuses of either “I am driving” or “I am in church”. I have now decided to take up the matter with both KPL and the (Sports) Tribunal,” said Kingi. Meanwhile, players have also threatened to take legal actions against the club for non-payment of salaries. A senior player who did not want to be named says he is considering suing the Kawangware-based side for salary arrears of six months.
”I am consulting a lawyer and very soon, I will give you a big story. For now, I will not say much since I want to get comprehensive direction from my lawyer,” he quipped. Players have gone for months without pay with the only allowances received being the winning bonuses as little as Sh200. “The only money we have been receiving is winning allowances which is not enough because we have not won many matches due to the low morale in the camp. Apart from that we are payed Sh200 for training,” he added.
