man who killed a child he claimed had been born out of wedlock was today sentenced to death by a Nairobi court. Peter Kinyua Mwangi, 30, was convicted of charges of murdering four-monthold Miriam Muthoni. The infant’s remains were retrieved from a pit latrine at Kyangombe village in
Embakasi, Nairobi, on April 22, 2009. On the fateful day, the accused had confronted his wife, accusing her of unfaithfulness. “The deceased was in good health and was sleeping with her mother when the accused came in and claimed the wife had given birth to a jinni (evil spirit),” said Justice Nicholas Ombija who delivered
the judgment. The court heard that although the accused used to take alcohol, he was not drunk on the fateful night. After killing the child, Kinyua told his wife to forget the child as they would later have their own, the court was told. A mob attempted to lynch the accused before he
was rescued by police officers. Kinyua was a turn-boy of a lorry and was off duty for three days when the incident occurred. “There was a power black-out and the couple fought in the dark. The accused later told his wife he had thrown a rat in the pit latrine,” the judge said. CONTINUED ON PAGE 2

and slept on top of them, he threw the bay thrice on the floor and strangled her,” the judge said. The wife later fled the house to seek assistance from members of the public, who found the accused outside the house. He later led them to a pit latrine
where he had dumped the infant’s body. Pathologist Jane Wasike, who conducted a postmortem examination on the remains, said the baby died from injuries inflicted with a blunt object. The judge said prosecution had proved its case beyond reasonable doubt.
Kinyua has previous records from Karaka Police Station where he had been charged with giving false information. “I have taken the mitigation of the accused who has a previous conviction of giving false information and convict him to suffer death for the murder of
baby Miriam Muthoni on April 22 2009,” Justice Ombija ruled. In mitigation, Kinyua told the court he was sorry for the loss of a daughter. He said he had chosen to lead a decent life after the difficulties he had experienced in remand. He has 14 days to appeal.
House teams vet Boinet suitability for police IG post A joint parliamentary committee today gathered at County Hall, Nairobi, to assess the suitability of Joseph Boinett (pictured) as the new Police Inspector General. The committees on Administration and National Security and Standing Committee of National Security and Foreign Relations of the Senate are expected to write a report by at the weekend. Boinett was nominated to the position last December by President Kenyatta under the amended security laws which have generated heated debate.
Initially, it was the National Police Service Commission that would interview and nominate a candidate for the position but amendments gave the President power to nominate the police boss. A High Court ruling on the controversy allowed the power to remain with the Presidency in the face of new security challenges. But even then, a man has petitioned Parliament to reject Boinett’s nomination, saying the appointment was irregular and unconstitutional. Wycliff Nyakina, a human
resource expert, delivered the public petition to the Office of the Clerk of the National Assembly on Friday. Nyakina argues that handpicking Boinett is a violation of Article 232(g), which states that “The values and principles of public service include fair competition and merit as the basis of appointments and promotions.” Boinett’s nomination followed the resignation of former Inspector General David Kimaiyo following public pressure over apparent failure to prevent terror attacks.
Medics gear up for world’s pioneering head transplant Italian surgeon Sergio Canavero wants to take the head from someone with an incurable illness and graft it on a healthy body. He claims the first operation could be done in two years. The body swap would initially be used to give a fresh lease of life to paralysed people, including those with spinal cord injuries, such as those sustained by late actor Christopher Reeve. People with muscle-wasting diseases and those whose organs are riddled with cancer could also have their head put on a new body. Those with motor neurone disease, the condition suffered by renowned scientist Stephen Hawking, might also benefit. The technique could also be used to extend the life of healthy people in the “ultimate cosmetic surgery”.

Although critics describe the plans as “pure fantasy”, Dr Canavero, who was interviewed by the Daily Mail, claims all necessary techniques exist and he just needs to put them together. Dr Canavero has a long list of potential patients, and will announce his plans at a top medical conference this summer. He hopes to get the backing needed for the first transplant in 2017. The location is yet to be decided, but the surgeon from the Turin Advanced Neuromodulation Group, says he would like to do it in London. The new body would come from a normal transplant donor who is brain dead. Both the donor and the patient would have their head severed from the spinal cord at the same time, using an ultra-sharp blade to give a clean cut. The patient’s head would then be moved on to the donor’s
body and attached using a “glue” called polyethylene glycol to fuse the two ends of the spinal cord together. Muscles and blood supply would be stitched up before the patient is put in a coma for four weeks to stop them moving as the head and body heal together. If that doesn’t sound bizarre enough, they would be given small electric shocks to stimulate spinal cords and strengthen connections between the head and new body. When the patient is brought out of their medically-induced coma, they should be able to move, feel their face and even speak with the same voice, this week’s New Scientist reports. Regional police bosses retreat in Naivasha
Daydreaming is good for you, new studies show A wandering mind can boost a person’s brainpower, researchers have discovered. In one of the latest studies into the human mind, experts have found that daydreaming “offers a positive, simultaneous effect on task performance”. According to the study, which was published in the Proceedings of the National Academy of Sciences, a wandering mind can give a person a ‘distinct cognitive advantage’. Scientists at Bar-Ilan University in Israel were able to use low-level electricity to study how daydreams, otherwise known as “spontaneous, self-directed thoughts”, occur. The team found this state of mind offers a positive effect when it comes to performing certain tasks. “Over the last 15 or 20 years, scientists have shown that mind wandering involves the activation of a gigantic default network involving many parts of the brain,” explains Prof. Moshe Bar, a member of the University’s Multidisciplinary Brain Research Centre. While it is commonly assumed that people have a limited capacity for paying attention, Bar says the study suggests that the truth may be more complicated. His team’s study increased the incidence of mind wandering in its test subjects, and rather than reducing a person’s ability to complete the task, it helped them complete the task a bit more effectively.
Ruto warns schools against faulting new fees structure Deputy President William Ruto on Wednesday warned public schools management boards against failure to adhere to the new fees structure released last week. Speaking during the 1st Forum of Ministers of Social Development for Eastern Africa in Nairobi, Ruto warned that stern action would be taken against schools that fail to observe the new guidelines. “The ministry has issued new guidelines and we expect every school management board to strictly adhere to the fees guidelines. Anybody who steps outside what the government has given as guidelines should face consequences,” he warned. His remarks came barely a day after teachers’ union similarly warned that fees guidelines released by the Education Ministry last week could plunge schools into a management crisis because the money is not enough to run them. Knut Secretary-General Wilson Sossion said that the fees recommended by Prof Kai-
menyi would require schools to cancel supplies legally procured through tenders, therefore putting schools at risk of litigation from suppliers. But Ruto said there is no turning back saying the government will not compromise on the new guidelines. “There are schools that charge Sh90,000, Sh100,000, Sh120,000… that really has to stop,” he cautioned. He explained that already Sh40 billion was being disbursed to both primary and secondary schools wondering why some schools are still demanding exorbitant fees. The guidelines released on February 20 directed day secondary school students to pay Sh9,374 and Sh53,553 for boarding while students with special needs will pay Sh37,210. The amounts are exclusive of the government levy fee of Sh12,870 for the free day secondary programme for regular schools and Sh37,210 for schools with special

Kibera fire kills four Four people were early today burnt to death after a fire broke out in their house in Kibera slums, Nairobi. The four, a woman and her three children, were sleeping when the fire broke out at about 2 am burning down 20 other shanties in Gatwekera area. Six other people were injured and are admitted in hospital. Police say they were burnt beyond recognition and the remains have been taken to the mortuary. The cause of the fire is yet to be established although many believe the fire was caused by illegal electricity connections which are rampant in city slums. “We are investigating to establish the exact cause of the fire incident,” Lang’ata Deputy Administration Police chief Gabriel Wanjala said.

Terror has claimed 312 lives in two years - police report Three hundred and twelve people were killed in terrorism-related attacks in Kenya between 2012 and 2014, according to a police report released yesterday. Police say terror attacks in the 24 months also left 779 people injured, with counties bordering Somalia being the worst hit. The year 2014 had the highest number of deaths resulting from terror attacks at 173, with Lamu County accounting for 67 deaths, just three more that Mandera where 64 people were killed. During and after the Lamu attacks the residents of Mpeketoni and Witu areas fled their homes to stay in churches and schools fearing fresh attacks, leading to the closure of some schools. Acting Inspector General of Police Samuel Arachi who released the report noted that terrorist cells in the country had decided to radicalise youths mostly in the coastal region in order to derive their terrorist’s agenda. “Radicalisation has remained the most significant threat, when individuals especially
the youth make the decision for whatever reason, to act violently based on their beliefs. The target population affects the Muslim youth and religious groups in Mombasa, Lamu and Kwale counties who are vulnerable because of unemployment,” he stated. Interior Principal Secretary Monica Juma who spoke during the forum revealed that already the government had mapped out a national strategy on counter radicalisation which includes rehabilitation of youth returning from Somalia.“We are looking at the education curriculum, discussions with Imams and Sheikhs in terms of religious and schools which are protected to ensure our children are not meeting the first contact of radicalization in those places,” she stated. Ironically, the two counties of Lamu and Mandera that experienced the worst terrorist attacks had the least number of crimes recorded last year according to an annual police crime report. The statistics showed that Nairobi was worst hit by crime in the past year, having recorded 6,732 incidents.

Man who cared for Ebola orphans killed by virus A Sierra Leonean who worked with children orphaned by Ebola has died of the disease himself. Augustine Baker had been admitted to an Ebola treatment centre after becoming ill last week. He had worked for an orphanage run by a UK charity on the outskirts of Sierra Leone’s capital, Freetown. Thirty-three children and seven staff at the St George Foundation orphanage have been in quarantine since Mr Baker was diagnosed with the deadly virus. Ebola has killed more than 9,500 people in Sierra Leone, Liberia and Guinea. But in recent weeks, the crisis has eased and the governments of the three countries have pledged to achieve zero Ebola infections within the next two months. When Mr Baker was diagnosed with Ebola, orphanage co-founder Philip Dean said he
had “worked tirelessly to help children orphaned by the disease”. At the height of the Ebola crisis he would go into high-risk communities to help children who had been orphaned by the disease. With his backpack on and his notebook and pen handy, Mr Baker would collect data and go and find the children to take them to the orphanage. “He knew that he was at risk but did the job because it needed to be done,” Mr Dean added. The orphanage was set up in 2004 and, until the Ebola outbreak, was mainly concerned with rescuing street children. His colleagues, who are locked in quarantine at the orphanage, were grieving as news of his death broke. In the last year it has helped care for some 200 children orphaned by Ebola.

Kenya and Algeria shall also identify and examine specific projects on the agreement areas. Bodies responsible for the implementation of the MoU will be the Ministry of Energy and Petroleum (Kenya) and Energy for Algeria. The MoU is valid for three years and will be automatically renewed for similar periods.

Mungai says the average baby uses 4,000 diapers from birth to the start of using washrooms with assistance from adults. A single diaper costs about Sh2 and Mungai says retailers can make up to at least Sh100,500 per baby.

Turkana wind project gets global recognition The Lake Turkana Wind Power (LTWP) project has received the African Renewables Deal of the Year 2014 at the IJGlobal Awards 2014 Europe and Africa held in London. The awards are a celebration of the best industry players in energy and infrastructure over the past year. Chairman of the LTWP Board,
Mugo Kibati said the award was a step in the right direction for the country and the project will address unique power challenges faced in Turkana. “We are truly delighted to receive this award. It is not only a great honor for LTWP but for Kenya as a whole,” he said. Kibati said the project will inject 310 megawatts of reliable low
cost energy into the national grid which is equivalent to approximately 20 per cent of the current installed electricity generating capacity. It will be the largest single-private investment in the country at a cost of about Sh70 billion. IJGlobal Editor, Sarah Tame congratulated the country for having won the award and
said the project will boost and diversify the country’s energy sources. “This project is a very significant project for Kenya, with its huge associated transmission infrastructure likely to be used to connect future projects to the grid,” said Tame.

Lilian Towers is a building located along University Way and adjacent to Koinange Street. The government has promised to make the oceans safer as it moves to protect Kenya’s coast from the scourge of piracy. President Uhuru Kenyatta on Monday, opened the two-day event to kick off Kenya’s very first National Maritime Conference in Nairobi. Now it has emerged that the government has vowed to strengthen maritime (oceanic) safety and security in a bid to help exploit maritime resources. This move aims to not only ensure the safety of goods making their way into the country, but also the safety of people moving and working along the coast. President Kenyatta said: “Given

that the maritime industry is the carrier of 92 per cent of our international trade by volume, and given the importance of international trade to our prosperity, the choice of investment was prudent too.” He noted that a special focus must be put on training so that the country’s maritime skills match the infrastructure being developed to exploit maritime resources. The President said that a public university will soon start to offer training in maritime studies. He asked the country’s Transport, Labour, Education and the National Treasury Cabinet Secretaries to set up measures that will ensure the
country’s youth are equipped with skills that will enable them to take advantage of the maritime industry. Kenyatta said that Kenya’s maritime domain has not been fully exploited, noting that it could become a job-creating powerhouse. The announcement comes at a time when Africa’s maritime sector has then been greatly affected by piracy, which had raised the costs of shipping as insurance companies and security companies increased their charges to cover the risks of moving goods across the Indian Ocean.

ducation is perhaps the only solid inheritance parents can leave their children. But recent attacks on universtiy students are threatening to make the insitutions of higher learning a risky business. The recent unrest at Moi University in Eldoret sent chills all over the student fraternity. How can a student be brutally raped and murdered in an institution, which is supposed to take care of her and help her achieve her dreams? The third-year School of Arts student, Charity Maina’s life was prematurely cut short by ruffians, who raped and strangled her last Saturday as she was going back to her hostel. As expected, once the comrades got wind of the news, all hell broke loose. They went on a rioting rampage destroying property of unknown value at the campus and burnt a police vehicle to protest against the murder of the student. This is just the latest instance of how power of the masses can cause destruction. Campus students are known for their violence especially when they want their grievances met. When they unite to demonstrate for a cause, it is usually chaotic, and comrade power is to be feared as you never know to what extent they might go to get their voices heard. While it is wrong for the students to destroy property as they protest, sometimes the show of

solidarity is what is needed to ensure their voicesheard. Most students told XAccess that they are now living in fear not sure who the next victim of the attackers will be. It is unfortunate when news of students being raped and murdered in universities is a regular occurrence. It confirms that there is a problem, which needs urgent attention. But even as the government battles with the situation, students can now do more to ensure their safety. Well, this is where comrade power and unity should come in. Always ensure you are walking in groups especially at night when going to the hostels or classes. This reduces the chances of falling victim to attackers as there is security in numbers. You also have a higher chance of putting up a good fight as a group rather than when alone. Ensuring that one or two of your close friends knows your whereabouts is good for accountability and will ensure you are easily traced if anything is to happen to you. When leaving the hostels at night always inform your friends of your whereabouts and when you reach your destination. A simple text saying you have reached will go a long way in ensuring your safety. But there is a plea for the administration to ensure the paths to campus and hostels are well lit so as to minimize chances
of attacks. Thugs usually waylay their victims in dark places so as not to be easily identified. Providing enough streetlights will reduce this trend and possibly save lives. Where possible, liaise with the
local police department to ensure there are night patrols around campus to beef up security in and around campus. Have safety seminars and conferences which educate students on how to protect
themselves and what they should do in case they are attacked. You never really know when they will need to put their knowledge into action. Most campus students are clueless when it comes to their own safety and such seminars
will help them have an idea of what to do. Campus life is supposed to be among the fun years of one’s life. Therefore, ensure you are safe and happy. Make use of the comrade power positively.

nsecurity in Kenyan campuses has always been a hot topic. This is especially if a campus’ location is in an area that might be considered remote or underdeveloped. Moi University, Maseno University, Masinde Muliro and even Karatina University are perceived as being in places many call ‘ocha.’ Maybe this might have something to do with the fact that last Sunday a third year student pursuing a Bachelor’s Degree in Education at Moi University was found dead with signs of sexual abuse and strangulation at the institution’s hostel area. After the discovery of the body, students rioted demanding answers from the administration as to why the girl, a Christian Union leader had to die in such a horrific manner. The students obstructed the police from picking up the body and torched one of the police vehicles. Students claimed that they had made complaints to the institution numerous times before about insecurity in the campus but nothing substantial had been done. But this is not an isolated incident Last year, students at the Kenya Medical Training College beat up a watchman during a riot over insecurity. The year before, Maseno University held a violent protest over an issue with the exact circumstances as that of Moi University. The issue about insecurity in our campuses, however, still stands.

hat does your job entail? Well, I basically write about our products and services. I try and relay it in a way that can be understood by everybody and at the same time relatable to them. How many hours do you work in a day? It is a 9-5 kind of job, but when duty calls, I have to put in more hours. What qualifications do you need for your job? Excellent communication, writing and people skills are important. Strong analysis and problem solving will also go a long way in helping you achieve your goals. Was this your dream career? My dream career is to be a journalist. I love news and getting to the bottom of things. Investigative journalism is definitely my thing. How did you start out? This is actually my first job out of university. I had been job hunting for a year and a half and almost gave up hope. A friend of mine told me that Airtel was hiring and I sent my CV feeling quite indifferent about it. To my surprise they called me for an interview and the rest is history What achievements have you had so far? I can say that the biggest achievement is that I have grown at a personal and professional level. I am more mature and now know how to deal with people, how to take on difficult situations
in a more dignified way rather that dramatically and drastically. Any challenges you have experienced so far? My line of work is very fast paced. You have to be on top of things and on your toes all the time. If you slack off just a little bit you might lose out. This can take its toll on you once in a while. Does your job interfere with your social life? No it does not. Life is all about time management. I try my best to balance my work/life relationship for sanity’s sake. What is the best part of your job? The best part of my job is that I am always meeting different people from diverse backgrounds and personalities. My job is also quite dynamic and the best part is that I do not have to wear official clothes all the time (grins). What is the worst part of your job? I do not have any. How much do you earn? That is classified. Any advice for people who want to venture in to your line of work? If there is an opportunity out there take it and use it as a stepping stone to achieve your goals. It does not matter if it is not in your forte, you never know where it might lead you.

I
t must be striking season because students at the University of Nairobi rioted early this week over the death of a popular student nicknamed ‘Vyte’, who was struck by a car last week. A fire is said to have ben lit along State House Road in the evening, slowing down traffic on roads near the institution. SONU Chairman Babu Owino, laid blame on the Chief Medical Officer of UON, who apparently failed to communicate the student’s dire situation to doctors at Kenyatta National Hospital. The student, who was on his third year at Chiromo taking a degree in medicine, succumbed to injuries Tuesday. A bigger strike is in the works and the public have been advised to exercise caution around Uhuru Highway.

Nairobi College ordered to only sell approved courses
T
he Technical Vocational and Training Centre wants Nairobi Aviation College from offering courses that were not approved by the Ministry of Education, and to stop the issuance of internal certificates. TVET ordered the college to advertise only approved courses and stop misleading members of the public. There was also a request to the Ethics and AntiCorruption Commission to investigate the matter of fake certificates being issued by the institution. Which goes to show that the Government actually performs, on occasion.

Gold Coast set to host 2018 Commonwealth Gold Coast will host the 2018 Commonwealth Games. The Gold Coast 2018 Commonwealth Games Corporation (GOLDOC) and Australian Rugby Union announced the inclusion of women’s seven-a-side rugby in the programme. The women will join the men’s Sevens team, which has been part of the games since the Kuala Lumpur event in 1998. This will be another major stride for the shortened version of the
game after the introduction of the Women’s Sevens World Series in the 2012/2013 season. The women’s sevens next year will be part of the Olympics in Rio de Jeneiro. Some of the women’s teams are US, Canada, Australia, New Zealand, England, France and Wales. WSWS has also had teams from Fiji, China, Samoa, Papua New Guinea, Russia, Spain, South Africa and Brazil. Some of the top rugby playing
countries in Africa include Uganda, Kenya, Tunisia, Zimbabwe, Madagascar and Zambia and will be vying for Olympic qualification. Meanwhile, Vancouver, Canada, will host a leg of the Sevens World Series. Canada, Singapore and probably France were being considered as venues from the 2015/2016 season.

Gayle double hundred ‘stuff of champions’ – Richards Chris Gayle’s double century against Zimbabwe was “the stuff champions are made of ”, says former West Indies captain Sir Viv Richards. The Jamaican opener scored 215 against Zimbabwe on Tuesday - the first double-ton in World Cup history and only the fourth in one-day internationals. Since being stunned by Ireland in their opening match, West Indies have won easily against Pakistan and Zimbabwe. “Their response and the talent in the team, it’s potent,” Richards added. Tuesday’s win lifted the West Indies to second place in Group B, albeit having played two games more than third-placed Ireland and one more than South Africa
in fourth. West Indies’ next game is against South Africa on Friday. Richards believes Gayle’s knock has “lifted the spirits” of the team and relieved pressure on young captain Jason Holder. But he added that more consistency was needed for the team to progress to the final stages of the tournament. “It was a phenomenal innings. Third edition of Supersport media fun day set for Friday The third edition of the SuperSport media fun day will be held this Friday at the Kenya Rugby Union (KRU) grounds. Starting this year the event will be held twice a year, in February when the Kenyan premier League starts and in August, at the start of the English Premier league. A total of 10 teams will contest for this year’s honours including defending champions SuperSport and Bloggers who won the inaugural football tournament in 2013. Bloggers have been pooled in the Group of Death which includes Standard Media, last year’s runners Up Mix Masters, Capital. Nation Media Group and KBC are the other teams in Group B. For the third time running, Citizen have been pooled against Media Max. Holders SuperSport and Radio Africa
Group are the other teams in pool A. The one-day 5-aside football tournament will be played on a round robin format with every match lasting only six minutes. The top two teams in every pool will qualify for the semi-finals. The organizers have expanded the competition beyond the football pitch as the six teams who wouldn’t have made it past the group stages will battle in a 5-aside touch rugby competition. The will also be a tag of war competition. The teams’ dexterity on the track will also be subjected to test with a 4x100 sprint relay and individual 100m sprints also on the cards.
