l-Shabaab militants have been deployed to Kenya from Somalia to target foreign interests and vital installations in the Nairobi and Coast regions, the Anti-Terror Police Unit (ATPU) has warned. The unit has revealed the intelligence information
while seeking an extension of time to detain six suspects they arrested in connection with the massacre of 64 people in Mandera about two months ago. The officers have asked for 30 more days to complete investigations into the activities of Swale Ali Mansur, Saeed Mohamed, Salim Salimin Faraj, Salim Ayub Salim, Abdulrazak Hassan Ali
and Mohamed Hassan Jamal. The suspects are believed to have directly or indirectly participated in the killings. In a sworn affidavit, police told a Nairobi court that the first four respondents, who are of Arab origin, were arrested in Nakuru on January 20, 2015 at a video shop set up for sinister motives. Meanwhile, police have also applied for an extension by another 30 days for investigations into the activities of Abubakar Salim Kitonga who was arrested in Mandera on January 29, 2015 and airlifted to Nairobi’s ATPU headquarters. “The respondent is believed to be an Al Shabab agent based at Mandera and is responsible for recruiting and organising movement of the group members in and outside Kenya to execute attacks. “Kitonga is believed to be the key mastermind of the recent attacks in Mandera. He is also believed to be sneaking in explosives into the country,” police told Senior Principal
Magistrate Helena Nderitu. Police argue that they need more time for further investigations which will take them to Western and Eastern Kenya before heading to Mandera. The magistrate directed that Kitonga be remanded in custody for 14 days to enable ATPU complete investigations. The remand period will also give room to an announcement of dates when they will plead to the charges. Police say Kitonga, a Kenyan by birth, has been actively involved in the operations of Al Shabaab in Mandera County. Mandera county police commander Job Boronjo says Kitonga has been on their watch list for long. Security agents have reports linking him to the recruitment of youth from Kenya, Uganda and Tanzania into Al Shabaab ranks. The other six suspects are set to appear in court on Monday.

Newly appointed Independent Electoral and Boundaries Commission Chief Executive Ezra Chiloba Simiyu today promised electoral reforms as he took oath of office. Simiyu was sworn into office at the Supreme Court buildings in a ceremony presided over by Chief Justice Willy Mutunga. He expressed confidence that he will succeed in the task of preparing for the 2017 polls. Simiyu pledged to make the electoral body more proactive in service delivery and embrace lessons learnt from past elections. He was appointed last month to replace James Oswago who was suspended after being charged by
the Ethics and Anti-Corruption Commission over an equipment procurement scandal. The by-elections in Homa Bay and Kajiado Central are scheduled to be Simiyu’s first task. He has called for peace during the campaigns. Kidero unveils plans to decongest city traffic The county government of Nairobi has unveiled a plan on the construction of a number of roads in the city which is projected to reduce traffic by at least 80 percent when completed. The first road will run from Ndovu line in Kangemi to Imara while the next road will run through Simba line in Bomas all the way to Ruiru and will be funded by Africa Development Bank and the World Bank respectively. “In a bid to deal with the perennial traffic jams in Nairobi the ambitious plan will see traffic in the city reduced by up to 80 percent in the next two years,” Governor Evans Kidero said. The third road will run from Chui line in Njiru and end at the showground and will be sponsored by World Work. The European Union will fund the fourth road running from Kifaru line at Mama Lucy Hospital to T-Mall. The last road will start from Nyati line in Balozi and end at Imara. The project will be funded by the Afri-
can Development Bank and will be part of the Bus Rapid Transit System, for which an MoU was signed by five governors in Nairobi. In the MoU, the governors and the Ministry of Transport established a Nairobi Metropolitan Authority to look into traffic congestion in the five counties. Facelifts are also scheduled for Outer Ring, Lang’ata, Juja and Kangundo roads as well as Uhuru Highway running all the way to Dagoretti corner. “We are at various stages. Some have kicked off and others will kick off in two months,” Kidero added. The county is also in the process of buying 70 high capacity buses to help ease traffic jams. “We at the final stages of importing buses each with a passenger capacity of 150. The roads we are constructing will be eight metres wide to accommodate the buses,” Kidero said. The authority will integrate routes, fares, timetables and manage a single integrated ticket.
Burglar slips, falls to death in Runda estate A man believed to have intended to steal fell and died from a wall in Runda. The body of the man was found on the edge of the wall long after he had died from the fall. Police say they believe the man was scaling the wall into a private compound when he fell and died. His body was later taken to the mortuary. Elsewhere in Kawangware, police are investigating an incident in which a 22-yearold man was shot and seriously wounded by unknown gunmen. The victim is in hospital in serious but stable condition.

The government has introduced new anti-smoking regulations that will see packaging of tobacco carry health warnings on both sides in a bid to reduce deaths attributed to use of cigarettes. Cigarette manufacturers, distributors and importers will not be allowed to put brand names or trademarks on cigarette packages and wrappers starting June this year. According to the new Tobacco Control Regulations 2014 published by the Ministry of Health on Monday, the cigarette packages will instead carry health warnings and pictograms on the front and back respectively. “A person shall not manufacture, sell, distribute or import a tobacco product for sale in Kenya, whose package carries a name, brand name, text, trademark or pictorials or any representation or sign which suggest that the tobacco product is less harmful to health rather than other tobacco,” a section of the regulations stated. The pictogram is required to be printed in full colour, contrasting with the background to ensure noticeability while the health warning messages will be printed in black and white. The health warning message on
the front of the package will be printed in English while the back package will be in Kiswahili. “The manufacturer, seller, distributor or importer of the tobacco product shall ensure that the health warnings and messages shall be printed on both the wrapper and the packet,” the regulations published by Health Cabinet Secretary James Macharia said. The cigarette packets will also contain a batch number to determine the place, manufacturing date and country of origin. The new regulations build up on the Tobacco Control Act of 2007, requiring manufactures to submit to the Ministry toxicological data on the ingredients and leaf used for the products. The World Health Organisation estimates that seven million people die of complications linked to tobacco usage every year. Meanwhile the Ministry of Agriculture has now been urged to put in place viable economic alternatives for tobacco farmers. “The Cabinet Secretary for the time being responsible for agriculture shall pursuant to section 13(1) of the Act put in place policies to promote appropriate, economically and viable alternatives for tobacco growers.”
Blast rocks presidential campaign rally in Nigeria At least one person was killed and 18 others wounded when a female suicide bomber blew herself up in northern Nigeria’s Gombe city. The incident happened minutes after President Goodluck Jonathan left a campaign rally there. Mr Jonathan is standing for re-election on 14 February against former military ruler Muhammadu Buhari. Militant Islamist group Boko Haram has stepped up its attacks in the run-up to the contest. It has however not commented on the blast. Explosions have also ripped through court buildings in three towns in oil-rich southern Nigeria in what police described as co-ordinated attacks. Dynamite was suspected to have been used in the attacks in Port Harcourt city and the towns of Isiokpo and Degema in oilrich Rivers State, regional police spokesman Ahmad Muhammed said. There were no casualties, but the court building in Degema was

Boko Haram is not known to be active in the oil-producing region, where militants demanding a greater share of Nigeria’s oil wealth have carried out attacks in the past. According to the rules, all innovative decorations and designs should not contain any offensive gestures, wordings, symbols, pictures or signs. In a statement,
NTSA Director General Francis Meja indicated that the decorations should not be painted, sprayed, drawn or affixed to any window, lights, indicators or chevrons of the vehicle. “The NTSA hereby informs the public that following consultations with the relevant stakeholders, the guidelines on the use and application of multicolour designs and decorations on PSVs have now been
incorporated into the National Transport and Safety Authority (Operation of Public Vehicles) 2014 Regulations,” he said. He further pointed out that they should also not have reflective properties. “All PSV operators are hereby requested to note and ensure compliance with the above regulations. Ministry imposes tough cigarette packaging rules The Ministry of Health has banned cigarette manufacturers, distributers and importers from putting brand names or trademarks on packages and wrappers. The ban takes effect in June this year. The new Tobacco Control Regulations 2014 published by Health Cabinet Secretary James Macharia indicate that packages must carry health warnings and pictograms on the front and back respectively. “The manufacturer, seller, distributor
or importer of the product shall ensure the warnings and messages shall be printed on the wrapper and packet,” said Macharia. The CS said health warnings on the front part of the package must be printed in English and Kiswahili at the back. The pictogram will be printed in full colour to contrast with the background to ensure noticeability. Health warning messages will be printed in black and white. Packets will also contain a batch

The regulations also require manufacturers to provide the ministry with data for easy interpretation of the code marking on a product. Half million jobs hang in balance as Kenya’s flower sector begins to wilt The government’s incompetence and the poor performance of players in the sector threatens to knock Kenya’s flower industry off its top spot, a recent report by USAID has shown. Analysts at CNBC Africa say that Kenya may be losing its foothold in the global horticulture market, a recent report by USAID indicated. Since 2008, the sector has been achieving growth rates ‘well below global competitors’, they explain. Despite the fact that the country is one of the most successful exporters of fresh produce and flowers, underperformance by stakeholders threatens the jobs of thousands of Kenyans and the well-being of half a million more who depend on the sector indirectly. “The government needs to address the multidimensional
challenges, and barriers to trade, transport and communication processes need to go down and compete with international standards,” Christophe De Vroey, a trade and communication counsellor noted in a recent address. The Ministry of Agriculture has already taking steps to remedy the situation. “We are focusing on issues of increasing production and productivity given that Kenya still stands in a place where we have not attained optimal levels of productivity,” said Sicily Kariuki, principal secretary at the Ministry. She was speaking during an earlier conference in Nairobi. Ngige is confident this will save the sector, saying that flower shipments may reach about 130,000 metric tons, compared with an estimated 120,000 tons in 2014.
PRICE DRIVER Rent prices jump as tenants buckle under the pressure The cost of rent in Kenya has risen and tenants are buckling under the pressure. According to the most recent Hass property index, the country’s source for tracking property prices, the asking prices for apartments went up by 5.5 per cent during the the third quarter of 2014 and 13.2 per cent the year before. Meanwhile, apartment rents rose 5.1 per cent.
Ms. Sakina Hassanali, HassConsult Marketing Manager, says that even as property prices continue to rise, Kenyans are facing roadblocks on the path to home ownership. She explains that prices still stand at “extraordinary levels.” Currently, the average rent for a 1 to 3-bedroom apartment is Sh75,000 a month, up from Sh50,000 over a year ago. Meanwhile, the average rent for
a four to six bedroom house has jumped to Sh200,000 up from Sh150,000. The jump in prices was strongest for 1 to 3-bedroom apartments. In 2014, apartment rents in Embakasi rose by more than 30 per cent. And while places like Kileleshwa, Langata and South B are still quite popular among the country’s middle class, the rent prices in these areas remain quite high.

he Christian religion has in the recent past come into the limelight and for all the wrong reasons. Media has been awash with stories of pastors fleecing their congregations to enrich themselves. First it was the impressive investigative piece on Pastor Victor Kanyari’s antics. Then came the quotes by reverend Kathy Kiuna allegedly banning the poor from attending her church. These incidences and many more have left Christians with the dilemma of deciding who to believe? Should they believe some of the preachers who promise them prosperity if they sow a seed into the ministry? Or should they go with their inner gut which is screaming that something is amiss and call it quits? That is a tough choice to make and it calls for utmost discernment and a comprehensive study of the Bible to make informed choices. The faithful should not be blinded by temporal gratifications, which as is often said, are a passing cloud. Even the Holy Book urges Christians to store their treasures in heaven, where they would not be eaten by moth (Mathew 6:19-21). The Bible also tells the faithful that the love of money is the root of all evil. In response to this, prosperity preachers tell their faithful that as long as they do not love money, they can get more of it to ‘fund’ the gospel. How can somebody refrain from loving money if every Sunday, messages of financial breakthrough, sow a seed and

Christians need to wake up and see the deception for what it really is. They need to get to know Jesus for themselves and not wait for a fellow human being to tell them what to do with their lives. Before you give up on attending church or give away your hard earned money to a preacher, think clearly and base all your decisions on the real gospel of Christ.

Burials among the Luos is an elaborate affair. If you are attending a Luo burial for the first time you might suffer a huge bout of culture shock. Before the dead is brought into the boma, people have to go meet it and welcome it in style. Running ahead with drums and branches you will find people mourning and wailing at the top of their voices. Depending on the person’s stature in the community, bulls will be added to the procession to show clout. Crying and wailing in Luo funerals is a requirement. If one does not cry and wail they will be the subject of various suspicions. It is believed that if you don’t ‘yuago’ (mourn the dead) the deceased, then you killed them! The Luos do not sleep with the dead, they instead have a wake where they seat and keep the body company till morning. And no, incidences of wife inheritance ended ages ago. The coffin is always left open during the wake and viewing. Some people will touch and hold the dead as a sign of saying their last goodbyes. The graves are dug the night before the burial by young men who get paid by illicit brew and copious amounts of food. The time a deceased will be buried depends on how old the person is and how they died. Children for instance and buried before the afternoon hits and older people are buried when the sun is setting. Burials for the Luos is an important affair and is never taken lightly. They immerse themselves to ensure the dead is given a proper send off.

Chepkirui set for Boston race debut Kenya’s Joyce Chepkirui will debut at the prestigious Boston Marathon on April 20 as she continues the charge to cement her reputation as a rising female distance running star. Despite facing the prospect of taking on the toughest race at the grand stage that is Boston, the oldest marathon in America and part of the World Marathon Majors Series elite global circuit, the 26 yearold Kenyan is relishing the challenge. Last August, she stunned two-time Berlin marathon champion and world half marathon record holder, Florence Kiplagat, by the thickness of a vest on the line to lift the women 10,000m Commonwealth title (32:09.5), on the Glasgow track. She travelled to Marrakech, Morocco where she added the African 25-lap title (32:45.27) to her Commonwealth crown before settling for silver over 5,000m at the IAAF Continental Cup in the same resort city to cap a memorable campaign in a lifetime best performance over 12 and a half laps of 15:58.31. Coupled with her 66:19 burst at the Prague Half Marathon where she won last April that is the fifth fastest of all time over that distance, Chepkirui believes her time to step up to the classic distance is opportune as she targets a roaring 2015 season.
