hree more suspects linked to last year’s terror attack on a bus and quarry in Mandera were today charged in a Nairobi court. Meanwhile, detectives applied for orders to detain the suspects for more days as investigations

continue. Musa Duad Hassan, Masla Daud Hassan and Shukri Abdi Salad were arraigned before Nairobi Senior Principal Magistrate Elena Nderitu, who granted police request to detain the trio in custody for two weeks.

Police said the three were found in possession of mobile phones stolen from the victims of the twin attacks in which 64 people were killed. They have also been linked with Salim Abubakar Kitonga, who is suspected to have masterminded the attacks. CONTINUED ON PAGE 2

Mandera massacre: 3 more charged From Page 1 “The respondents were arrested on January 25, 2015 in Garbaqoley in Mandera. They are believed to be together with Salim Abubakar Kitonga, a suspect already presented before court. They are Somali nationals,” Inspector Isaiah Mwiranga told the court. He said the suspects are believed to have been involved in the attacks that took place last December. The three join Swale Ali Mansur, Saeed Mohamed, Salim Salimin Faraj, Salim Ayub Salim, Abdulrazak Hassan Ali and Mohamed Hassan Jamal, who have been detained at a Nairobi police station over the killings. Detectives earlier this week applied for additional time to detain the suspects,

claiming they are accomplices to AlShabaab militants. He told court that the suspects have been targeting foreign interests and vital installations in Nairobi for possible attacks. Four of the suspects, who are of Arab origin, were arrested in Nakuru on January 20, 2015 at a video shop which they had visted “for a sinister motive.” “They are said to have been working at a battery factory in Industrial Area, Nairobi, but later relocated to Nakuru for unknown reasons,” the Anti-Terror Police Unit detectives told the court in an affidavit. Kitong’a, for whom a 30 day extension was sought by the investigators, was arrested in Mandera on January 29, 2015 and airlifted to Nairobi for interrogation.

“He is believed to be an Al-Shabab agent based at Mandera and is responsible for recruiting and organising movement of the sect members in and outside Kenya to execute attacks. Kitonga is believed to be the key mastermind of the recent attacks that took place in Mandera. He is also believed to be sneaking in explosives into the country,” the detectives said. They said investigations will take them to Western and Eastern Kenya before they head to Mandera. The magistrate directed that Kitonga be remanded in custody for 14 days to enable ATPU complete investigations pending the announcement of dates when the suspects will plead to the charges.

As they took seats on a TransAsia Airways flight that crashed in Taipei on Wednesday, Lin Mingwei and his young family were looking forward to a vacation. But a noise made Lin uneasy. Minutes later, Lin was fighting his way out of the plane’s wreckage and searching frantically for his toddler in the shallow, murky waters of the Keelung River. He searched for three minutes and when he found him, his lips were blue and his heart wasn’t beating. Lin gave him CPR. “He is my only child. I absolutely have to save his life —I can’t lose him,” the Liberty Times newspaper quoted him as saying. His son survived, as did the wife, although both are being treated in hospital. Lin emerged unscathed and was the only one of 15 survivors who did not need medical care. Lin puts his family’s survival down to the last-minute decision to switch seats. Initial reports indicate that it was the left side of the turboprop plane which was seriously damaged in the crash, Taiwan’s Central News Agency reported. The Lins were originally seated on the left. Fire Department, who was one of the first on the scene, said the cabin was already chest-deep in water when he entered. “Many passengers were tangled up in their seat belts and hung upside down,” the Taipei Times quoted him as saying. Like it or Unlike: Facebook is now ‘stalking’ its users In a move that has sparked outrage from privacy advocates, it has been revealed that Facebook has started collecting information about the other websites that its users visit, the links they click on and their online searches. The social media site already ‘harvests’ the details people share on their profiles. But it can now track activity outside the website, including online searches. Though Facebook officials said the changes help ‘to better serve more relevant advertising’, privacy rights activists are crying foul over the matter. “This privacy change was not clearly announced to users of Facebook,” Renate Samson, Chief Executive of privacy campaign group, Big Brother Watch, has argued. Speaking with regard to the changes a few days ago, he added: “It is vital that companies seek informed consent from their users before making changes to privacy settings and enable the user to choose whether to accept the service or not.” “The ability to opt out should be straight forward and not an arduous round the houses task.” A Facebook spokesperson said that the changes help Facebook “to better serve more relevant advertising to you.” The social network recently claimed that it has made its privacy policy much clearer than in the past, by condensing 12 pages of legal terminology down to four.

The National Assembly Justice and Legal Affairs committee will probe the state of cases being probed by the Ethics and Anti-Corruption Commission (EACC) next week Tuesday after the commissions’ Chief Executive Officer Halakhe Waqo failed to appear before it on Wednesday. A letter addressed to the Clerk of the National Assembly stated that the invitation had been received Tuesday evening and thus the commission was not prepared to sufficiently respond to the questions by the committee members. “The nature of the matters which the Parliamentary committee on Justice and Legal Affairs has requested from the commission is weighty and detailed, and will require ample time to prepare a report on the same. I humbly request for more time to prepare and present to the committee on Tuesday, Feb 10,” read the letter. Waqo was expected to brief the Samuel Chepkonga led Committee on the progress it has made it dealing with corruption following concerns over the rising number of graft cases, which Chepkong’a said was an issue that needed to be addressed. “The commissions have performed badly – I consider them maybe fairly satis-

factory – when CIC hands over, we need to see more work done by the KNHRC, EACC and the Gender Commission,” said Chepkong’a, referring to the Commission for the Implementation of the Constitution, the Kenya National Human Rights Commission and the others. He however insisted that the committee had sent its letter to Waqo on January 27 and did not understand why it did not reach the commission on time. Bumula MP Bonface Otsiula, a member of the committee, took issue with the performance of the commission pointing out that despite reporting many corruption cases from his constituency none had been acted upon. “Mumias has lost over Sh3 billion in corruption related cases – and this commission is doing nothing, the report is in black and white and they are taking no action – this aspect of saying they received the letter yesterday is just a tactic of delay…we have not asked them to come sit for an exam, what we are asking for is just on their fingertips,” said Otsiula. He alleged that sugarcane farmers have not been paid from March last year, adding that even children have not gone to school because their parents do not have money to pay for their school fees.

Chief Justice Willy Mutunga has selected 15 judges to hear and determine in three weeks over 34,000 cases that have been pending in the courts for over 10 years. The three week duration starts on February 23, 2015. Mutunga says that the initiative seeks to meet the constitutional command that justice must not be delayed. The first phase of the initiative targets the courts with the highest number of old cases, among them the Civil Division of the High Court at Milimani Law Courts, and magistrates’ courts at Milimani Commercial Court, Githunguri, Meru and Embu. The second phase of the initiative will focus on the Land, Family, Commercial, Judicial Review, Criminal and Constitutional divisions of the High Court at Milimani, as well as Kisii, Eldoret, Mombasa, Nakuru, Kakamega, Gatundu and Nyeri law courts as other courts around the country prioritises concluding old cases. Judiciary Registrar has issued a formal notices to litigants in over 15,000 of the oldest cases pending.

Man trips to death, woman hangs herself in Kinoo A man died in Zimmerman after he tripped and fell into a well as tried to fetch water. Locals said they learnt of the incident after realizing that the bucket used in drawing water also dropped inside the well. The victim’s body was removed and taken to the mortuary. Elsewhere in Kinoo, a middle-aged woman committed suicide in her house. It is not yet established why she hanged herself.

City Hall pledges to build 10, 000 housing units for Nairobi teachers Governor Evans Kidero has revealed plans to provide 10,000 housing units to accommodate all teachers working in public schools within Nairobi County. Speaking during the 8th African Education International Regional Conference on Wednesday, Kidero pointed out that out of 300,000 teachers in the country, about 8,000 are from Nairobi, and they work under unconducive environments. “I commit to avail 10,000 housing units to all teachers in Nairobi in Uhuru and Embakasi estates,” he said. Kidero stated that the housing units will enable the teachers to focus more on imparting knowledge to students with the aim of making them better citizens. “I would like to take this opportunity to thank you ladies and gentlemen of this noble profession. At times as leaders and parents, we do not thank you enough or pay sufficient tribute to the role that you play to shape the current and future society and this is because your contributions is just not in preparing our children, but you also provide guidance,” he said. He further indicated that City Hall is in the process of imple-

menting the report of the Task Force for the Education Sector in the County. “You are the architects of our future because you design, create and build futures on a daily basis. I was talking to our President and he was telling me that if it was not for his teacher in pre-primary school, he would not even be sitting here. NUMBER oF NEW EBolA cASES RiSES FoR FiRST TiME iN 2015 The number of new cases of Ebola went up in all three of West Africa’s worst-hit countries in the last week of January, the World Health Organization (WHO) said on Wednesday. It is the first weekly increase in 2015, ending a series of encouraging declines. The WHO says Sierra Leone registered 80 of the 124 new cases, Guinea 39 and Liberia the remaining five. Almost 9,000 people have died from Ebola since December 2013. Dr David Nabarro, the United

Nations special envoy on Ebola, said the small rise in Ebola cases was a concern but they knew there would be flare-ups. “We’re on a good path, this is coming down, but we really have to be vigilant because there are still pockets of infection,” he said. Only a week ago the WHO announced its lowest weekly tally of new cases since June 2014, raising hopes that a turning point in the battle against the disease might have been reached. Earlier that week, scientists the

Institut Pasteur in France who are tracking the Ebola outbreak in Guinea said the virus has mutated and that they were investigating whether it could have become more contagious. But suspicion of aid workers, especially in Guinea, and unsafe local practices were continuing to hamper efforts to contain the virus, the United Nations agency said. Eleven new cases were blamed on one unsafe burial that took place in eastern Guinea on the border with Cote d’Ivoire, where a rapid response team

has now been deployed, the WHO adds. Mourners have caught the disease in the past by touching the highly-contagious bodies of dead loved ones. Nearly one-third of Guinea’s 34 prefectures had reported at least one security incident or other form of refusal to cooperate with health workers in the previous week. The WHO emphasised the need to step up efforts before the start of the April-May rainy season, when downpours can block roads and make it difficult for health teams to travel.

A new police post been opened up in Eastleigh, Nairobi to cater for the fast growing area with spiralling crime. The post, opposite Pumwani Maternity Hospital along Muratina Road is as a result of years of lobbying by the Eastleigh Business Community who had lamented that the Pangani police station was too far to address the security needs of the area. Eighteen police officers have been posted there. The County Government of Nairobi agreed to provide a space to allow the setting up of the post. On Tuesday, a team of police officers led by the deputy County Commander Joseph Limo and Starehe OCPD Bernard Nyak-

waka visited the post and announced 18 police officers had been posted there to help mobilizing the operations. Deputy Chair of the Eastleigh Business community Haji Yasin Jamah welcomed the creation of the police post and expressed hope that it will enhance cooperation between the police and area residents. “We will partner with the police to ensure that this post has all the facilities it needs to ensure the officers operate in a good environment and work efficiently. Norway, UK to fund power plants in Sub-Sahara AfricA

IMF okays Sh63b crises loan for Kenya The International Monetary Fund (IMF) board has approved a $688.3 million (Sh63 billion) emergency loan for Kenya. The loan was issued earlier this week. The funds will be used to enforce policies and initiatives that target to check

poverty, support economic growth, create jobs and reduce the “impact of shocks” as they arise. Naoyuki Shinohara (pictured), Deputy Managing Director and acting Chair of the Board said: “The economy remains vulnerable to shocks

arising from Kenya’s growing integration into global markets, security concerns and extreme weather events.” The arrangement is the Government’s way of averting a repetition of the shocks that hit Kenya’s economy in 2011.

Kenya is among other countries in subSahara Africa set to benefit from additional power plants even as the cost of electricity continues to fall. Funds from Norway and Britain will be used to build more plants in sub-Sahara Africa, Norfund and CDC said on Tuesday. The deal is expected to close by June. “Norfund and CDC aim to bring more projects to the construction phase,” the partners said in a statement. “If successful, the new strategy will result in over 5,000 MW of new generating capacity.” Under the deal, Norfund will buy 30 per cent of power company Globeleq Africa from minority shareholders, while CDC will take a direct 70 pc interest.

CDC and Norfund will focus activities in Sub-Sahara Africa. Reuters reports indicate that only about 32 pc of the population in the region has access to electricity.

Mombasa Nairobi railway ‘can put Kenya on the same level’ with China The Mombasa-Nairobi railway project has the potential to put Kenya on the same level with China, a Chinese official has said. Chen Yun, Vice-president of the China Communications Construction Company Ltd and project commander-in-chief, said that the current level of infrastructure development in Africa is similar to that of China when the country was at starting to make economic reforms years ago. The China Communications Construction Company is one of the top 500 businesses in infrastructure development, famous for setting up roads,

bridges, ports, railways, and tunnels across more than 120 countries and regions. Chen noted that infrastructure development in Africa enjoys “tremendous potential and provides great opportunities for Chinese businesses.” The railway project, which was formally started in January, plans to span 480 km, crossing eight counties in Kenya. It will cost an estimated $3.8 billion (Sh348 billion). It will shorten the time of travel from Mombasa to Nairobi from 10 hours to 4.5 hours once it is completed. Chen added: “In China we

often say that ‘to make money there must be road first’. This also applies to Africa. Poor infrastructure in Africa cannot support its future development. But it provides opportunities for Chinese businesses.” He said that the MombasaNairobi Railway is the first international trunk road built with Chinese standards, Chinese technologies and Chinese management expertise. “It helps bring [the] Chinese railway industry to the world and plays a decisive role for Chinese railway standards to set foot in East Africa and even Africa as a whole,” he explained.

very little girl fantasizes about their wedding day, the wedding dress they will wear and who the groom will be. When the day finally arrives, perfection is usually what every woman looks for. The flower arrangements have to be in order, the venue has to be ideal and the cake has to be the tastiest. But it takes a small thing to ruin such a day for the bride—such as an ill-fitting bra. It can be argued that a bra is innerwear and no one will see it; so how can it possibly ruin a wedding? “Comfort is key for all brides,” said fashion designer, Joyce Chacha, who specialises in wedding dresses. “If she is not comfortable, then

it is already a bad day on what is supposed to be her happiest day.” It is important that every bride knows the best innerwear for the day. Things to consider include the fabric of the dress and the design of the dress. For example, if her gown is strapless (one of the most common wedding dresses designs), choosing the right bra can be a little tricky. “The bride should never wear a bra with straps with such a dress; moreso the colourless ones,” said Chacha. “They make the dress look cheap. The best option is to go for silicon bras, they fit just right, are light, comfortable and come in nude and black colours.” The fabric of the wedding dress

A wardrobe malfunction could be the biggest embarrassment on your day, in addition to the fact that your boobs will be sagging. Now, to panties. If wearing a ball gown, chiffon or lace wedding dress, a corset underwear is best. They offer

comfort and there will be no worry of it outlining on the dress. Spanx are best if you are wearing a fitting, satin, or silk, dress. They will not outline on the dress and are still comfortable. Going underwearless is also another option. “If you are used to not wearing one and you feel comfortable without it then feel free to do so. Young girls are now posting revealing photos online to get validation that

they are beautiful. They judge this by the number of likes and comments the photo will garner. If the photo happens to not have as many likes as she had hoped for, the girl’s self-esteem almost always takes a dip. In her head she thinks she is not good or pretty enough to gain the approval of her ‘friends’. In February 2014, a Thai psychiatrist, Dr. Panpimol Wipulakorn said that young people who do not get approval on social media risk destabilizing society. That is a huge gamble isn’t it? Immediately a person posts something on social

media they look forward to a response. Whether positive or negative, it does not matter as long as it is a response. The number of followers is a real struggle. Most plaforms operate under the assumption of, follow me, I’ll follow back. Never mind the fact that most of these followers are strangers. How many of us are using social media to gain outside acceptance? Why do we even need it at all? Wait, February 14 is around the corner and we can’t wait for the pictures of love to be shared online for us to like!

Kisii is alleged to give out fake degrees for their law program, while Meru University has been accused of being corrupt in its dealings with the students. don has taken JKUAT vice chancellor to court over what he terms as wrongful dismissal from the university. Professor Francis Njeruh obtained orders barring the vice chancellor, Professor Mabel Imbuga, from making any recruitment for the position of deputy vice chancellor in charge of Finance and administration, pending the hearing of the wrongful dismissal suit. However, Professor Imbuga went ahead and ignored the court order and hired two applicants to the position. Imbuga was found in contempt of the court and fined Sh500,000, which she has not yet honoured. The matter will appear before the judge again on February 18 2015.

Lorupe joins Laureus Sports honours list Kenya’s Tegla Loroupe, has been elected the newest member of the Laureus World Sports Academy. When Nelson Mandela was the patron of Laureus, he said sport was better than anything else in bringing people together.

He was right and I will be working my hardest to make that happens.” Edwin Moses, Chairman of Laureus World Sports Academy, said: “I would like to welcome Tegla. She achieved great success in her career and has become a driving force for social change in Africa through the work of the Tegla Loroupe Foundation and the creation of the peace marathons which brought communities in East Africa together.” Tegla won world championship medals for the half-marathon distance three times and was twice marathon world record holder. In addition to winning in New York twice, she also

won races in Berlin, Boston, London, Rome and three times in Rotterdam. She was favourite to win a marathon gold medal in the 2000 Olympic Games in Sydney, but fell ill the night before and finished 13th. She has been an active Ambassador for the Laureus Sport for Good Foundation for many years. She recently visited International Inspiration in Tanzania, the official legacy programme of the London 2012 Olympic and Paralympic Games. The institution is supported by Laureus, which has reached out to 1.3 million young people there by using physical education and sport to help develop leadership, education, work and life skills.

Junior cricket team embarks on 2016 World Cup qualifiers Kenya’s under-19 cricket team will next month travel to Tanzania to compete with five other teams in a qualifier for the ICC under-19 Cricket World Cup 2016 to be held in Bangladesh. This comes after the senior team failed to qualify for this year’s ICC Cricket World Cup after finishing fourth in the qualifiers in New Zealand. The winner of the junior tournament in Tanzania will gain automatic ticket to Bangladesh while the second-ranked team will get another chance to qualify by playing in a tournament for regional teams. The 10 Test playing Nations get automatic qualification to the event to be held from 14-20th February, 2015. Kenyan side coached by former national team all-rounder Thomas Odoyo will be joining defending champions and hot favourites Namibia, Uganda, Nigeria, Botswana and hosts Tanzania for the ticket. Kenya has been out of the junior competition for over a decade when they last played at the event in 2002. Kenya had taken part in the previous three editions 1998, 2000 and 2002 edition by a virtue of automatic qualification but ever since the country was asked to go through qualification, Kenya has missed all the events since then.

Nazarene University to host all women varsity games The Kenya Universities Sports Association (KUSA) will next month host the 4th Edition of the National Women Championships at the Africa Nazarene University Ongata Rongai Campus. The all women exclusive championship that will be held on March 7 and 8 will be part of KUSA’s build-up for the world University Games (Universiade) in Gwangju, South Korea in July. This is an all women competition whose organising committee is also composed of women sports officers drawn from both the public and private Kenyan universities. The first event was organized in 2012 when the international university sports federation FISU gave KUSA a grant for presenting their award-winning proposal on affirmative action for women sports in universities at the Shenzhen Universiade in China in 2011. Since then KUSA has held the event at Jomo Kenyatta University

of Arts and Technology, JKUAT and Egerton. In 2012 at Egerton 20 universities competed in football, Basketball, Athletics, Swimming, Hockey,

Handball, Netball, Volleyball, Taekwondo, Karate, Table tennis, Badminton, Chess, Scrabble, Tennis and Softball. Kenya is hoping to send a team

of 50 athletes in Track and Field, Swimming, Table Tennis, Taekwondo and Badminton to the Universiade Games in Korea.

Kimi Raikkonen believes Ferrari have made significant improvements to the car over the winter. The 2007 world champion, who was 12th in the drivers’ standings last year, finished second quickest behind Sauber’s rookie Felipe Nasr on his first day of testing at Jerez. Raikkonen, 35, completed 92 laps driving the 2015 SF15-T Ferrari car. “You usually know if a car is good or not, and this year is a completely different story to last year,” he said. Raikkonen was making his first appearance on the track on the

third day of testing at the Spanish circuit, after his new team-mate, four-time world champion Sebastian Vettel, had tested the car on the opening two days. “The whole team has clearly done a very good job over the winter as it was a positive first day, with a lot of improvements in areas where we had difficulties,” he continued. Ferrari appointed Maurizio Arrivabene as the new team principal and Vettel as the replacement for last season’s number one driver Fernando Alonso over the close season, and Raikkonen says there is an air of optimism around the Maranello team.

Arfa may retire after French league ban Hatem Ben Arfa’s lawyer has hinted the midfielder could retire from soccer after the French Football League (LFP) barred him from playing competitive games with Nice.
