he Independent Police Oversight Authority (IPOA) has expressed frustration with Dagoretti CID boss Joseph Ondoro over his failure to produce two constables wanted for murder charges. The Authority received a green light from

the Director of Public Prosecutions, Keriako Tobiko, last month to charge constables Kahindi Changawa and Stanley Okoti with the murder of three people, among them an AP officer, last October. But the two are yet to be arrested and produced in court.

Last week, IPOA obtained a warrant of arrest for the two officers. However, the CID boss has evaded being served with the order. “Mr Ondoro bolted from his office on learning that IPOA officers were looking for him to serve him with the warrant,” the authority says. CONTINUED ON PAGE 2

As per the law, the DCIO is expected to abide by the warrant pinned on his office door,” IPOA’s communications manager Gladys Some said.

The wanted officers are accused of killing AP constable Joseph Obongo Makori and his two relatives Geoffrey Mogoi and Amos Okenye in Kangemi on October 7, last year. The AP was attached to Bomachoge MP Joel Onyancha. The shooting happened outside the M-Club and Bar, where they were buying airtime. Mr Makori was shot in the head after a barmaid alerted

The board has accused the chairman of giving what she terms as a negative statement to the media about misuse of 99 million shillings. Taraia has also dismissed allegations made by Mututho about suspension of the CEO William Okedi alongside 9 board members. “The CEO is still in office and the statement given by the chairman is misleading. We want him to come clear on what was the intention of his statement,” she added. The Board, however, said the issue of misappropriation of funds is still under investigated. Over the weekend NACADA chairman John Mututho said that CEO William Okedi and five other senior officials have been interdicted over the misappropriation of the funds after an audit confirmed that the authority was defrauded cash in a scandal that involved over 100 NGOs. “I can confirm that the CEO is among the officers involved and we have interdicted them,” Mututho said in Naivasha.

Senators’ referendum push gathers momentum The push by senators to amend the constitution and to give them more powers over the National Assembly is expected to increase in momentum when the lawmakers meet tomorrow to form a committee to spearhead the drive. Senate Majority leader Kindiki Kithure says the push to empower the senate is receiving support from all quarters and that they will not look back. “This initiative is being supported by everyone. The train has left the station and we are not going back. The Committee that we will launch tomorrow will be mandated with coming up with a bill,” he said today. The senators kicked off the push to amend the constitution to give them more say clout after MPs slashed their budget by Sh1 billion. They had set aside the money to help them monitor devolution in the counties.

But MPs said they saw no need to allocate the senators that money for a role which was not clearly defined. Angry senators then called a special meeting last week during which they resolved to push for the amendments and ensure they have more say on bills. Tomorrow’s meeting is expected to adopt the proposals and form a select committee that will draft them in a bill to be presented for the amendments. The senators have received backing from governors with whom they are expected to merge their plebiscite bids. As the guardians of devolution, governors want the senate strengthened to push for more monetary allocation to the counties. Council of Governor’s chairman Peter Munya governors and senators will meet to discuss how they can merge their affairs for the referendum calls as well as how to deal

with members of parliament who they say are misusing their powers. “We don’t want MPs changing things to punish us when they get mad at us as they often do,” Munya who is also the Meru governor said.

Baboons believe in democracy, make decisions based on popular opinions Baboons have the ability to cast votes and hold elections. As it turns out, primates make complex decisions and reach a consensus by way of majority rule. A troop of Baboons in Kenya have displayed the ability to “hold elections” whenever they want to choose where and when to travel. Researchers have shown that this breed of apes, known as Olive baboons, makes decisions democratically. A recent study, led by researchers from the US-based Smithsonian Tropical Research Institute, has found that primates may have a “hierarchical social structure”, but when it comes to travel arrangements, all members are equal. The researchers came to their conclusion by analysing pairs of

baboons. They identified instances where one animal moved away from the troop and whether it pulled its partner in a new direction to initiate a change of course. They found that decisions were made based on how many baboons decided to move in a particular direction. In which case, the popular decision became the final choice, much like in a human democratic system. “Our results illustrate a really important distinction between social status and leadership, and show that egalitarian decision-making processes, where many or all group-members have a voice, can be important, even in highly stratified societies,” explains Meg Crofoot, co-author of the study and a research associate at the Institute.

Gem MP Jakoyo Midiwo has turned the heat on his accusers and dismissed claims that he is a Jubilee mole in his ODM party. A man was stabbed to death in a love triangle incident in Ngong town, Nairobi. The man is said to have picked up his girlfriend, gone with her to her official wife in the town where the girlfriend turned on him demanding to know why he took her there knowing he was married. It was then that she stabbed him twice in the confrontation killing him. The woman was later arrested as she tried to escape. Police say they are investigating the incident and that the body has since been taken to the mortuary.

Medics from Ebola mission to be rewarded with jobs

Kenyan medics who made the heroic choice to volunteer to contain the deadly Ebola virus in Sierra Leone and Liberia will be rewarded for their service. President Uhuru Kenyatta yesterday instructed the Health Ministry to give a job to any volunteer who is not permanently employed as a show of appreciation. The President was speaking at State House yesterday during a breakfast with 155 of the 170 who traveled to West Africa in January to help contain Ebola. The 155 landed at the Jomo Kenyatta International Airport and were driven to State House, where they were hosted by the President. President Kenyatta said the example set by the medical volunteers will inspire many Kenyans to rise up to the occasion and help in finding solutions. “The problem with many of us is that we like to mourn instead of solving problems. Tourism sector calls on the Government for tax breaks The tourism sector needs tax breaks in order to recover, industry stakeholders have said. Until the sector gets back on its feet, tourism sector players have asked the government to show some leniency on levies usually imposed on the industry. “The tourism sector is committed to paying taxes but times have been so hard for the sector we need tax breaks so the industry can fully recover,” Kenya Tourism Federation Chief Executive Officer Agatha Juma said in a recent announcement. Kenya Association of Tour Operators (KATO) Chief Executive, Fred Kaigua says for the industry to get back on its feet, Kenya has to be able to play at a competitive level with other

players. “The sector has been experiencing a lot of problems, over 30,000 people lost their jobs it’s a high time we think about these taxes,” he said. Kenya Tourism Federation Chief Executive Officer, Agatha Juma says the tax on the sector is only making things worse as local tourism products have become more. Industry players claim that The Value Added Tax Act of 2013, which put a 16 per cent levy on services offered by tour operators and hoteliers, is currently threatening recovery efforts. Kenya Association of Tour Operators Chief Executive, Fred Kaigua says for the industry to get back on its feet, Kenya has to be able to compete with other players.

Ethiopian power line to give Kenya a run for its money The Ethiopian government has announced plans to make the country one of the biggest electric power producers on the continent. As Kenya embarks on an ambitious project to provide power to millions of its citizens, Ethiopia has signed 120 million-dollar deal with China that will boost the country’s efforts. Ethiopia currently exports less than 10 megawatts of power to Kenyan border towns, Reuters reports. The deal, however, could see Kenya receive up to 40 times that amount.

This would reduce the country’s reliance on local sources of energy and consequently drive down the cost of power for corporates and consumers alike. Ethiopia’s deal with the China Electric Power Equipment and Technology Company will see the construction of a high-voltage transmission line that will connect the country with Kenya. The move hopes to increase Ethiopia’s regional power exports as Addis Ababa aims to become Africa’s top power exporter.

KRA extends iTax services to more Huduma centres The Kenya Revenue Authority (KRA), the Government’s predominant revenue collection agency, has extended its iTax support services to an additional 16 Huduma centres, bringing the total number of service centres to 22. The expansion has increased KRA’s presence to at least 13 counties, providing consumers with easy access to tax services. KRA’s iTax Support Centres

are present in Mombasa, Kisumu, Eldoret, Nyeri, Nairobi and Thika. The Authority is servicing an average of 2,500 customers per day through its support centres. “KRA is making the iTax system more beneficial and convenient to the taxpayer through setting up a comprehensive support network countrywide,” said KRA’s Commissioner General, John Njiraini. The Authority has been

engaged in various tax awareness programmes aimed at educating taxpayers. The activities include tax clinics, tax education sessions and hands on trainings for various stakeholders. The Authority has also partnered with appointed licensed and trained intermediary agents who assist taxpayers register and file their returns through the iTax system. The iTax system provides an integrated view of a

taxpayer, making it easier for users to access various tax administration services. The system enables taxpayers update their registration details, file returns, make payments, enquire about tax status, apply for a Tax Compliant Certificate (TCC) and lodge a refund claim online. The KRA is currently running a campaign to get taxpayers to file their Individual Income tax ahead of the June 30, 2015 deadline.

Company targets farmers with unique greenhouses Kenya’s agro input companies are entering the smallholder farmers’ greenhouse market, long a preserve of large scale farmers, as farmers look for innovative year round ways to produce food without relying on rains. With three quarters of farms in Kenya being managed by smallholder farmers, who are now expressing appetite for modern farming techniques that shield them from failed rains, agro input companies seems to have noticed, listened and are now responding. Traditionally and for a long time, greenhouses have been a preserve of large-scale farms and a few smallholder farmers who have the financial might. This has locked the bulk of farmers, who are a crucial constituency in food production and feeding a growing population. A typical greenhouse costs between Sh120, 000 and Sh250, 000 depending on size and materials used. Most of them occupy a considerable bigger space. The irony has been that even as the country focuses on breaking the hunger cycle by empowering the smallholder farmers, no tangible interventions have been rolled out to ensure that farmers are mitigated against the vagaries of weather. Now agro input companies have rolled out various measures in making greenhouse synonymous with smallholder farmers. One such company is Elgon Kenya, which recently imported polythene sheets making machine from Israel becoming the first of its kind in the country. Elgon’s entry into the greenhouse business is timely, comes at a time when reports have shown that smallholder farmer led innovations like irrigation are key in near tripling of Sub Saharan Africa’s yields.

he D day for Boaz Juma and Naomi Nasimiyu was finally held at PEFA Church Githurai. The church was beautifully decorated in green; a symbol of their love for nature.Hundreds of friends and family had come to witness a new journey for the two. Boaz and Naomi met at a local church upcountry when they were still teenagers in 2002 and had remained inseparable. Boaz proposed to Naomi in 2013. “We had gone out as usual on a Sunday afternoon and after our meal he went down on his knee and asked me to be his wife, I was surprised since I did not see it coming.” Naomi told XAccess. “Naomi is loving, beautiful and has an outstanding personality that always amazes me, Boaz told us of his wife adding that she is also committed, kind and hard working. Naomi on the other hand told us, “He is always there for me when I need him and he treats me as a queen. Judging from his strong personality he was ready to make this day true as he had promised.” At exactly 11 am the groom and his entourage went to pick up the bride for the ceremony. The songs, dance and ululations clearly showed how anxiously people had been waiting. The groom and bridal party danced

to alter as they welcomed the grand entrance of the bride who proudly and confidently walked down the aisle. The bride was dressed in a beaded mermaid gown with Chinese collar detail and had a really long trail. She settled for golden peep toe high heels. She looked so lovely. The groom was dressed in a black three piece suit, white shirt, green bow tie and black shoes while the groom’s men wore three piece grey suits, white shirts, green ties and black shoes. The maids were clad in green with silver accessories and shoes. There was a short praise and worship session afterwards the officiating Bishop took over. The long awaited kiss was passionately shared after they were declared as husband and wife.A short session followed thereafter marking the end of the church service. A fleet of cars took the bride and the groom to 3s resort Ruiru for the photo session, while the guests proceeded to the reception at Mary Queen Catholic School Githurai for a delicious combination of traditional and continental delicacy. After the photo session the cheerful crowd converged to welcome the Juma’s Family.Where they sang and danced under the leadership of the jovial MC who was not willing to disappoint with his impressive skills.

Revealing HIV/AIDS victims’ identity is a big sin! HIV/AIDS needs to be eradicated in Kenya. The infected and affected need to be shown love, care and support. Demonde Selenga gave Shabana the lead as the Kisiibased side started strongly, but Ulinzi recovered well through Amwayi’s double and Rutto’s goal from a spot kick to nullify Francis Ocholla’s second half goal for Shabana. Big wins for Strathmore in Hockey league Strathmore University Coach Meshack Senge was on the winning side thrice as his men and women’s teams registered victories in the Kenya Hockey Union league. The women’s side, Scorpions, maintained their second spot in the women’s national league after a slim 1-0 win over Kenyatta University Titans at the City Park Stadium on Saturday. The men’s team, the Gladiators, had two huge wins in the men premier League over the weekend to top the table for the first time this season. Francis Kariuki and Festus Onyango scored a goal each as Strathmore University Gladiators beat Parklands Sports Club 2-0 on Saturday. enya’s Harambee Stars went down 2-0 to hosts Walia Ibex of Ethiopia in their 2016 CHAN qualifier firstleg played at a packed Bahar Dar Stadium on Sunday. Coach Bobby Williamson says his side will have to dig deeper when the two sides meet in the return leg in Nairobi in two weeks’ time. “We have ourselves to blame, playing away you need to avoid conceding many goals and also taking your chances. Stars who played a 4-5-1 format with Olunga as the lone striker dominated the first 20 minutes of the game, although the Gor Mahia striker failed to trouble the Walia Ibex keeper, Tarik. Olunga squandered two

chances, first when AFC Leopards’ speedy winger Noah Wafula did well to beat two defenders on the right before curling in a cross but the young striker failed to connect. Olunga was at it again in the 21st, this time beating Tarik but defender Aschalew Tamene cleared the ball off the line for a fruitless corner. Three minutes later, the hosts went ahead with their first meaningful attack when Asechalew netted his debut goal for the Walia Ibex smashing home the rebound after keeper Boniface Oluoch had parried the ball. Williamson made a tactical change in search of the equaliser when he pulled out Noah Wafula for KPL top scorer Ali Abondo while Jacob Keli came on for Mieno. In the 70th, OIuoch pulled out a fine top corner save but Ethiopia were awarded a penalty moments later to see Gatoch step up to convert for the second goal. Stars were then given a chance to pull one back from the spot but Kimani saw his spotkick parried by Tarik. Williamson did his final substitution, withdrawing Kimani for Jesse Were but time did not allow the Tusker forward to settle as Stars fell to the Walia Ibex.
