TSC to hire 4000 teachers in June
T
he Teachers Service Commission will hire 4,081 teachers in June to replace those who have left the service of their own free will, and those who are due to retire. Commission Secretary Gabriel Lengoiboin said 3,705 of the teachers will be posted in
primary schools while 376 will go to postprimary schools. “Only teachers who are registered with the commission as per section 23 of the TSC Act no 20 of 2012 will be considered. Only those who are below 45 years old will also be considered,” said Lengoiboin. The primary
schools allocations will be made from the last recruitment exercise merit list. “However for Lamu, Garissa, Mandera and Wajir Counties, which have exhausted their merit lists, applicants should apply to the TSC County Directors afresh to generate a merit list,” said Lengoiboin.

of the term for continuity but Treasury turned down this proposal and said that teachers should retire on their birthday. The replacement is meant to fill in these gaps so that learners are not disadvantaged a lot,” said Lengoiboin. He added that the commission
will only deal with applications received by the TSC County Directors and board of management stating that individual applications to the commission headquarters will not be considered. “We want to warn members of the public against fraudsters who
will want to extort money from them in the pretext of assisting them get jobs,” he said. The minimum requirement for primary teachers is a P1 certificate, while those interested in post-primary institutions must be holders of at least Diploma in Education.

Uhuru: Conventional methods won’t work against al Shabaab President Uhuru Kenyatta has said radicalisation of youths to join terror groups was a big challenge for the Kenyan government. Speaking during celebrations to mark the 52nd Madaraka Day at the Nyayo National Stadium yesterday, the president regretted that young people had fallen into the trap of being made to believe that killing people was a good doctrine. “We face a new kind of enemy against whom conventional methods will not work. This enemy is a radicalised young man or woman who appears innocent but is devoted to death, division and destruction. He has been misled to believe that he is doing God’s work by killing those of different faiths,” President Kenyatta said. According to the Head of State, protecting young people from joining radical groups and also de-radicalising the already converted cannot be done without working together with religious leaders, parents and the rest of the society. In his view, citizens should closely work with authorities especially by reporting suspicious
cases of radicalisation. He said the government has identified other methods such as the anti-radicalisation programme also intended to re-integrate youths who are willing to surrender. “To deal with this enemy, we must keep improving our methods and tactics. Prevention is better than cure: and that is why we must stop them from being radicalized. We can’t do this without the complete cooperation of parents, guardians, and religious leaders. Theirs is not a minor responsibility. “Radicalisation does not always wear its intentions openly. Your child might appear devoutly religious, but you must be able to tell when radicalisation turns piety to evil,” he said. He announced that the programme will soon be rolled out by security organs, national government and county governments which will also work with civil society groups and faith-based organisations. Ugandan President Yoweri Museveni who graced the occasion advised Kenya to identify the culprits behind the Al Shabaab attacks and deal with them.
Using a metaphor, he likened Kenya’s problem to a jigger infection, saying one cannot cut off an entire leg to get rid of it. “You remove only the jigger without hurting the leg. Don’t be excited when it itches and cut the leg, the leg is yours, only the jigger that has entered, just look for it slowly and remove it,” he advised as he described the best way to deal with Al Shabaab. Museveni also described Al Shabaab attacks as cowardly. In his view, they target on helpless civilians whom he referred to as ‘soft targets’ was an indication that Al Shabaab had run out of ideas. “A fool like Al Shabaab has failed to fight with security officers then they decide to attack civilians. In your country they decided to kill students. In our country (Uganda) they threw a grenade at people in a night club, night club people are not informed about politics, they are people just having fun, some are drunk, now when you throw a grenade at them, what did you achieve,” he wondered.
Uhuru to attend Bashir’s inauguration
President Uhuru Kenyatta is among several Heads of State and government scheduled to attend today’s inauguration of re-elected Sudanese President Omar Hassan Ahmed Bashir. The swearing in ceremony will be held at the National Assembly at Omdurman after which the invited leaders from Africa and the Middle East will retreat for a reception at the new Republican Palace in Khartoum. Besides President Kenyatta, the other Heads of State and government listed as guests at the inauguration ceremony include African Union chairman and Zimbabwean leader Robert Mugabe. The others include the presidents of Egypt, Chad, Eritrea, Somali, Djibouti, the Vice President of South Sudan, the Prime Minister of Ethiopia and the Leader of the Arab League among other dignitaries. Although President Bashir has been in power since 1989, tomorrow’s swearing in ceremony marks his second term in office since the cessation of Sudan from its southern neighbor of South Sudan in 2011 after a national referendum. Kenyan government has said that the two countries enjoy a special relationship on various economic fronts including trade and agriculture. “The two countries are also partners on the war against terror because the Khartoum government continuously faces daunting challenges of militants transiting to the Middle East to join ISIS.”Said State house. Besides joint initiatives to combat terrorism by the two countries, Sudan and Kenya are also key partners of IGAD in its efforts to restore lasting peace in Southern Sudan. Presidents Kenyatta and Bashir have previously been charged by the International Criminal Court (ICC) on various charges against humanity but later cleared of any crimes they were initially accused of. On the economic front, Sudan is one of the largest markets for Kenyan tea where 70 per cent of all teas imported and consumed by Khartoum, are Kenyan products. Some tea importing companies in Sudan also re-export the Kenyan tea to other countries including Chad and Central Africa Republic.Kenya’s Ambassador to Sudan Mr. Arown K. Suge said today there is ongoing collaboration between Kenana Technical Services ( Wing of Kenana Sugar) and the Sugar Board of Kenya towards the development of Kenya’s sugar industry. Kenana Sugar, which is produced purely under irrigation takes between 8-10 months to mature whereas Sugar in Kenya takes the upwards of 18 months.The Ambassador said the Kenya Sugar Board is collaborating with Kenana to import Sudan’s sugar production technical services in the Galana Irrigation scheme that is expected to revolutionize agricultural production in the country.

Governor Evans Kidero urged members of the public to report officers from the Inspectorate department that are “harassing innocent Nairobians as well as demanding bribes from them”.

A group of Mathmaticians has found that the evident consumption of extravagant men boosts economic growth by increasing labour to acquire resources, such as expensive watches, suits and cufflinks. This consumption also has a scaling effect that boosts technological progress. It is the reason that some smartphones among other luxury consumer goods can sometimes cost as much as a quarter acre piece
of land. The research comes at a time when Kenya’s middle class is spending money on cars that serve as status symbols instead of convenient modes of transport. This kind of exorbitant display is aptly named ‘peakocking’ after the colourful birds that often spread out their tails to impress females. The Australia-based researchers posted their work in an academic publication known as Springer’s Journal of Bioeconomics. The team defined this kind of “conspicuous consumption” as any activity that goes beyond what’s needed for
survival. Head of Research, Jason Collins, who led the study at the University of Western Australia, compared men to peacocks, because flashy watches, for example, are their equivalent of the bird’s attractive tail, reports The Times. His team used mathematical equations to make a simplified model of the economy. Their study led them to believe that males who engage in noticeable consumption to attract females encourage others across a vast population to do the same, thereby increasing consumer spending.

Preventing hydrocephalus
T
he government recently started a healthcare programme for pregnant women attending ante-natal clinics to routinely take folate tablets. Folate (also known as folic acid), taken before conception and during the first few weeks of pregnancy, can significantly reduce cases of children born with abnormalities of the spine including hydrocephalus. Hydrocephalus is a rare condition, which is characterised by excessive accumulation of fluid in the brain. In infants, the most obvious indication of hydrocephalus is often a rapid increase in head circumference, or an unusually large head size. Post natal clinics for infants and children are also important as unusual changes in head circumference will be detected early and interventions sought in good time to save the child. Dr Edwin Mogere, a Neurosurgeon at the Aga Khan University Hospital explained the condition, “Although hydrocephalus is known as ’water in the brain’, the ’water’ is actually cerebrospinal fluid (CSF), a clear fluid that surrounds the brain and spinal cord. The extra fluid dilates or expands the spaces in the brain called ventricles.” “There are four ventricles which are connected by narrow channels. Normally, the fluid flows through the ventricles which act as storage chambers, bathing the surfaces of the brain and the spinal cord. It is then absorbed into the
blood.” “The fluid has three important functions: To act as a cushion, or “shock absorber” to the brain, to deliver nutrients to the brain and take away waste products, and to flow between the head and the spine and compensate for changes in intracranial blood volume (the amount of blood within the brain).” “The balance between production and absorption of CSF is critically important. Because CSF is made continuously, medical conditions that block its normal flow, or absorption will result in its overaccumulation. The resulting pressure of
drainage system, called a shunt. It consists of a long, flexible tube with a valve that keeps fluid from the brain flowing in the right direction and at the proper rate. One end of the tubing is usually placed in one of the brain’s ventricles. The tubing is then tunneled under the skin to another part of the body where the excess cerebrospinal fluid can be more easily absorbed — such as the abdomen, or a chamber in the heart. People who have hydrocephalus usually need a shunt system to drain the fluid for the rest of their lives, and regular monitoring is required.” What causes Hydrocephalus? Most women don’t get enough folate. The recommended daily intake of folate for women is 400 micrograms (mcg). Savannah lauds Uhuru’s move to support local manufacturers Local manufacturer, Savannah Cement, has welcomed a presidential directive that will ensure public institutions source 40 per cent of their requirements from local manufacturers. The directive, issued as part of President Uhuru Kenyatta’s 52ndMadaraka Day national address, is aimed at supporting local businesses, boosting the economy and creating employment opportunities within the country’s borders. The move hopes to foster a “buy Kenya, build Kenya” culture among all public sector institutions. President Kenyatta said the Government is pursuing policies that ensure growth in consumption of locally-produced goods and services to secure opportunity and productivity. The Jubilee administration, he said, has set a target to ensure that 40 per cent of all services and goods procured by Government are locally produced. Speaking when he welcomed the directive, Savannah Cement, Managing Director,Mr. Ronald Ndegwa, described

As part of its Human Resource for Health Program 2030, the Agency is seeking applications from NGOs in countries like
Choppies Enterprises Ltd, a Botswana-based multinational grocery and general merchandise retailer, has announced plans to buy 10 supermarkets in Kenya. The consumer goods distributor will spend $10 million (Sh976 million) to buy 10 stores in Kenya as part of its expansion strategy. Under the proposed agreement, Choppies will operate with a 25 per cent local Kenyan partnership. Choppies has concluded talks with Ukwala Supermarkets, which have seen the Botswana firm branch into
Kenya. The deal was revealed during an announcement to shareholders. Headquartered in Gaborone, Botswana, the retailer was initially selling only foodbased consumer goods and other fast-moving consumer items. The group recently introduced hardware and pharmaceuticals in its product portfolio. The retailer is in plans to establish a foothold in sub Saharan Africa and intends to set up shop with over 200 stores across the continent by end of 2016.

“foster an enabling environment” for improved human health programmes. Eligibile organization must be entities registered and working in developing countries. Kanti adds that: “applicants must propose a minimum cost share of 15 per cent of the projected USAID amount.” Applicants are encouraged to
submit concept papers. The selected organisations will be invited by USAID to submit full proposals. Concept notes must be 6 pages long and must be submitted electronically through the website “grants.gov”. Those applying are also advised to search for the opportunity number: “RFA-OAA-15-000021”.

The Principal Secretary was reaffirming President Uhuru Kenyatta’s promise to cut the cost of power by more than half within the next 3 years. The government has already embarked on the Lake Turkana Wind
Power project, the biggest initiative of its kind in Africa. Meanwhile, Kenya Power is reducing its reliance on hydro energy, its main source of electricity. The power provider has been linked with a number of geothermal power plants, a move that is set to drive down the cost of electricity for consumers. The President made the promise months ago and recently lowered the cost of getting connected to the electricity grid to Sh15,000 from Sh35,000. “This will translate to more productivity and create more jobs,” said Kenyatta in a statement.
Counties urged to load up more funds towards healthcare facilities Top health officials in the country have called on county governments to invest more funds in developing healthcare infrastructure to support devolution of health services. Kenyatta National Hospital (KNH) CEO Lily Koros said improving the quality of healthcare facilities will reduce financial and logistical pressure on the main referral hospitals in Kenya. “When devolution came, many county governments bought ambulances instead of building capacity of health workers and infrastructure. This has heaped more pressure on the main referral hospitals in the country,” Koros said Monday at the Mission for Essential Drugs and Supplies (MEDS) Day in Nairobi. The KNH CEO said non-state organizations like MEDS were helping fill the gap in Kenya’s medical supply chain by providing affordable and quality medicines and pharmaceuticals. “For Kenya to achieve world-class healthcare status, there is need to bring on board various stakeholders and pool resources through public-private partnerships. MEDS has shown that the partnership can work,” she said. MEDS signed a strategic initiative with the counties in 2013 to supply medicines and build
the capacity of healthcare workers. “We have embraced private-public partnerships in our initiative with the counties, and this has seen counties purchase quality medicines and other pharmaceuticals from MEDS,” said MEDS Managing Director Paschal Manyuru. The medical supply organization, which has been at the forefront in the fight against counterfeit drugs through its UN World Health Organization (WHO) pre-qualified laboratory, holds annual customer fora in different parts of the country to discuss its operations and other activities affecting the health sector in Kenya. Ruth Kitetu, who is in charge of policy planning at the Ministry of Health, urged the county governments to strive and make devolved healthcare services a reality, saying that the challenges being faced now can only be addressed by the stakeholders speaking with one voice. “The success of devolving healthcare services will largely be pegged on clarifying functions, establishing and sustaining strong working relationships between the two levels of government and other health stakeholders and embracing private-public partnerships,” she said. China unveils world’s first facial recognition ATM
SCIENCE! A Chinese national demonstrates on how to use a facial recognition ATM which was unveiled in China, becoming the world’s first facial recognition ATM.
China has unveiled the world’s first facial recognition ATM. The new cash machine was developed by Tsinghua University, a research university in Beijing, and Tzekwan Technology, a Hangzhou-based company specialising in financial security protection, Chinese state media reported. The ATM is equipped with a camera, which takes a photograph of the user and then compares it to their ID photos. It will also be linked to the local police and banks. This will guarantee people using other people’s debit cards to withdraw money from they will not be able to. It will also make it impossible for one withdraw
money for a friend or relative, who may unable to go to the cash point. The ATMs also record the serial number of bank notes deposited by clients to guard against The design is one of the government’s “Made in China” campaign launched last week in an aim to rebrand China as a country manufacturing high quality and hi-tech products and not just cheap goods. China is not the first country to make technological advancements on their ATM machines, in Chile and Columbia they already use fingerprint identification. In US and Europe the biometric ATMs are not used because they are considered expensive and a privacy concern.

t was a fun-filled and fashion affair as the Miss and Mr University were crowned at the KICC on Sunday. Irene Jima Ajogbo, reigning Miss USIU Africa was crowned Miss University while David Julius current Mr Daystar University was crowned Mr University. It was also the first time since 2009 that the Mr University category was featured. The pageant which had started its auditions about two months ago saw beauties and gentlemen from the different Kenyan universities compete for the coveted crowns. The contestants had been involved in numerous charity events across the country, constituting 60 per cent of their score and had to fight for the other 40 per cent on the night. First was the entertainment, Pharaoh, an underground rapper who is trying to make it to the mainstream, who luckily surprised everyone with his lyricism. Then came the different categories for the contestants to strut their stuff. Evening wear- the men were in suits while the ladies explored couture, African wear- there was a lot print celebrating the African culture, creative category and then there was the talent category, which was no doubt the favourite of the night. The overall best talent went to Audrey Awour Otieno who enchanted the audience with her belly dancing stint. Perhaps the most amazing part of the night was when the contestants each paid tribute

The question and answer segment however was a tad disappointing with most contestants failing at articulation and presence. It is this segment though that had Irene shine and win everyone’s’ heart. The current crown holder is every bit intelligent and smart as she is beautiful. The overall results were then read and after consultations with the judges, the winners were crowned. Other than the title of the Miss University Kenya, Irene Jima was also awarded Sh 50,000, a smartphone from Fly Mobile and a trip to Mombasa. The judges included Paul Kibukosya aka Ulopa Ngoma, Idah Nguma, the current Miss world Kenya, Esther C Boyo, Virginiah Gathura , Elijah Nyabera and Esther Timanoi Rorat. The emcee of the night was entertainer Obinna Ike Igwee who kept the audience lively and informed. His antics on and off stage was commendable. Unlike other beauty pageants, this one started on time, 9pm, something that was applauded by the audience but it ended at almost 5 am. Event Organizer Leakey Odera thanked his sponsors and promised to nurture the pageant even more. Of note was support from Dr Nyamu of the Miss Kenya franchise who told XAccees that they have to stick together to build this part of showbiz.

a When a child was born among the Luo… In the Luo culture the birth of a baby in the family was and still is a big ceremony. In the olden days; boys were taken out after 4 days and girls after 3 days usually in the morning hours to avoid the heat. This was christened ‘golooko’ and was accompanied by extensive feasting. After two weeks the child was then shaved by his grandmother. She was required to have a calabash full of water, a traditional razor and traditional herbs. The child was then named by his parents. On special occasions children were named after their dead relatives but mostly it was dependant on time and season. The first visitation of the child was done by the new Mom’s younger sisters to represent their mother. The sisters were sent with food both cooked and raw. The cooked food was eaten cold and served in a small basket called (Adita).One sister was usually left behind to help the sister until she was strong and able to get back to her chores and wifely duties. Special beads were tied around the mother’s neck for blessings and around the child’s wrist for protection from the witches.

hen he was in nursery school and lower primary, Job Mukuria had already started exhibiting his talent in drawing as manifested in his drawing and coloring books that he still has, more than a decade later. Judging by the high marks that his art teachers would award him back then, he knew that he would emerge a better artist than his peers. Despite his gift in the arts, Job wants to pursue a career in Biotechnology and is currently enrolled at The Technical University of Kenya. This, however, does not mean that he has not been putting his astounding talent to use. Job’s main focus is drawing portraits. “I get to draw the face/ portrait just as it is on the picture or by direct observation of the person I’m drawing,” he says elaborating the art of portraits. Although drawing portraits does not require too much imagination; attention to detail and preciseness is a prerequisite in order to reproduce an exact copy of a photograph or that of a live model. As a means of setting himself apart from other artists, Job incorporates photorealism into his work which results in a realistic final portrait as opposed to hyperrealism which results in a photographic simulation of the environment. Every successful artist looks
up to a legendary artist, and Job’s case is no different. “My role models are Emanuele Descanio from Italy, Joel Rea from Australia and finally Paulo Jihia from Kenya among other hyper-realistic artists,” he says with insightful admiration. It takes him an average of one to four days to complete a portrait depending on the size and complexity of the project at hand. He draws in A4 or A3 format, with the complexity depending on the amount of details to be incorporated into the portrait. The prolific drawer’s work is commercially oriented as he explains, “most of my
artworks are commission artworks. Commission artworks are the type of artworks that are ordered by a client/customer and the artists draw according to the customer’s directives or needs.” Switching on the television or computer and watching something interesting helps to refresh his mind when he runs out of energy or is stuck during his drawing sessions. He harbors feelings similar to those of many other artists when it comes to describing challenges facing the arts in Kenya. According to him, there is very little art appreciation and very little understanding about art and its meaning in Kenya. Many Kenyans take art as a luxury that is why they are not willing to spend cash on. This is a very big challenge for full time artists who in turn rely on tourists, especially those from the West to buy their artworks. On a personal level, his biggest challenge is trying to maintain a balance between art and his studies. The 22 year old artist has a workspace at home which he considers his studio although he at times draws at school. He also showcases his work on the internet via his Facebook fan page ‘Job’s Art (Drawing)’ where he interacts with over 1,500 followers and admirers of his drawing skills.

IGAD has failed to deliver on the S.Sudan crisis It was great of Kenya’s president Uhuru Kenyatta to urge South Sudanese leaders and citizens currently living in Kenya, to come back home and help in rebuilding and restoring peace in the country. However, from inception of this man made catastrophe which engulfed the whole country (South Sudan), there was a national call for peace which was misplaced and
entrusted to be mediated by East Africa regional bloc known as IGAD assuming that durable and lasting peace solutions would be found. IGAD fell short of its responsibilities and obligations to address the root causes of the conflict. What was perceived as SPLM internal reforms has taken the country into abyss. There are disputable figures of death toll ranging from 50,000 and above
presumably dead and according to Oxfam 1.9 million people fled their homes. All the indicators from commencement of IGAD mediators’ trial to broker peace deals were not realistically applicable to resolve the South Sudanese crisis due to the fact that some countries from East African regional bloc are engaging in combat operations within South
52 years later and nothing to show for it 52 years on since Kenya attained independence and yet we have ‘nothing’ to be proud of. We are still faced with the same issues our founding fathers highlighted as drawbacks to economic development: ignorance, poverty, corruption and tribalism reign supreme even now. Why then should we fool ourselves that we are making progress? Still, our children cannot afford basic education even though the NARC government made it free to all when it took over power in the year 2003. Parents continue to be asked to pay fees by learning institutions and those who cannot afford have been forced to drop out of school. Moreover, there is a huge gap between the rich and the poor. Only a few can boost of being economically independent while a huge population still languishes in poverty. Most of the
Kenyan citizens cannot afford basic needs like food, shelter and clothing. Besides, the issue of tribalism has encroached enormously in our public institutions. People no longer get jobs on merit but on which tribe they are from. To add salt to the wound, the voting patterns have also been tribalised. People vote not on the suitability of candidates but on which tribe the candidate is from. As a result, promising leaders have been locked out from leadership due to belonging on ‘’the wrong tribe’’. Actually, there is nothing to celebrate 52 years on since we attained independence.

The East African leaders holding regular meetings over the Burundi crisis have depicted insane levels of hypocrisy. Why? Granted the chance, they all would ‘pull a Nkurunziza’. Many African leaders are obsessed with power and asking such leaders to meet and find a way to bring an end to the fighting and killing in a country led by their power hungry counterpart is a case of a blind man leading another blind man through busy traffic. Neutral parties should be tasked with the duty of bringing an amicable solution to the Burundi crisis without consulting individuals who might just be watching and waiting to see what happens if President Nkurunziza stays adamant in his quest for another term in leadership for purposes of their future ‘plans’.

KQ Rally drivers to use Voi for preps
Drivers featuring in the 2015 Kenya Airways Classic Safari will test their classic machines in the KCB Voi Rally this weekend. Others will be in Dar es Salaam the following weekend to also shake-off a few cobwebs in the FIA African Rally Championship (ARC) Oryx Energies Rally of Tanzania which has attracted top Kenyans including Kisumu based Team Kibos’ Jassi Chatthe. ALS driver Aslam Khan will test his Porsche Carrera 911 in the Voi race which makes up the fourth round of the KCB Kenya National Rally Championship (KNRC).
Aslam will be navigated by his brother Arshad Khan. KCB Voi Rally will be flagged off at the Bank’s branch then revolve around Rukinga Ranch with the spectator stage being based at Voi Stadium. In Tanzania, Mombasa based Kailesh Chauhan and legendary Safari driver Jayant Shah will also be testing. Jayant, an Arusha based industrialist will be navigated by Ravi Chana of Kenya in a Porsche 911. Chiellini, Evra ready for awkward reunion with Suarez when Barca face Juve in the UCL Final

uventus’s Giorgio Chiellini says he will shake hands with Luis Suarez when they meet for the first time since the Uruguayan bit him at the World Cup. The Barcelona forward, 28, was banned for four months for biting Chiellini on the shoulder during Uruguay’s group match against Italy last June. The pair are set to line up against each other in the Champions League final on Saturday in Berlin. “I’ll hug him happily, too, there’s no problem at all,” said Chiellini, 30. Chiellini said of Suarez: “I have no problem with him and I think it’s the same for him. “I have to think about him as a player, how he moves, his great skill but nothing more.”

Chiellini’s Juventus team-mate Patrice Evra was refused a handshake by Suarez after he was racially abused by the then-Liverpool striker when playing for Manchester United. Evra was understated about the upcoming final, saying he would shake Suarez’s hand. I was scared that they’d pull out of signing me, because of the repercussions of the bite incident; I knew that could happen.” That love of his life is now his wife, and they have two children together.
