Monica Juma on the hot seat MPs today put Secretary to the Cabinet nominee Monica Juma to task over a letter in which she warned the legislators against going to her office to seek favours. Dr Juma who appeared before the parliamentary committee on Administration and National Security for vetting following her nomination last month denied that she was not ready to work with MPs. The MPs had questioned her readiness to ensure a smooth
working relationship between the legislature and the executive. The Interior PS had earlier written a letter to the Clerk of the National Assembly in which she asked that MPs stop seeking favours from her office. “The letter only asked the MPs to do thing systematically and follow laid down procedures,” she replied after committee chairman Asman Kamama demanded to know the motive of the letter. She told MPs that she was ready
to ensure the executive and the legislature work harmoniously in regard to the law. If the MPs approve her nomination, Dr Juma will replace Francis Kimemia as Secretary to the Cabinet following the sacking of the latter last month. She will be replaced as PS in the Interior Ministry by Maj-Gen (rtd) Gordon Kihalangwa. Kihalangwa who was also due to be vetted is the current director of Immigration.
Also due for nomination was former Justice minister Eugene Wamalwa who was nominated to the docket of Water and Irrigation. The CS-nominee was due to face the National Assembly’s Committee on Appointments, chaired by House Speaker Justin Muturi. If approved, Mr Wamalwa will become the 19th Cabinet Secretary in the Jubilee administration.
Police numbers inadequate, says lobby The number of police officers in the country is partly to blame for the spiralling insecurity according PKF International, a global network of accountants and business advisors. The analysts say Kenya needs a minimum number of 95,000 police officers against the current 50,000 officers in order to meet the one police for every 450 citizen’s ratio, as recommended by the UN standards. The audit firm partner Michael Mburugu while noting terror as the main threat to security says there is need to amend the Constitution to balance between the rights of people accused of terrorism with those of the victims. “There is a lot of leakage in government spending but there is enough money to employ the promise,” he observed. He said the police force should also be better equipped, “motivation, housing and sufficient medical cover.” President Uhuru Kenyatta has in the past acknowledged the inadequacy of security personnel to protect the citizens from all manner of crimes. “We as a country have suffered unnecessarily due to shortage of security personnel. Kenya badly needs additional officer,” he said in a televised address to the nation on April 2 shortly after militants attacked Garissa University College where 148 people were killed. But Mburugu also wants the government to speedily develop a positive narrative and

Buruburu man kills wife for ‘cheating’ A man was arrested after he murdered his wife over claims of infidelity in Nairobi’s Buruburu estate. The man, said to be a manager of a hotel in Lavington killed the mother of his two children claiming she had an affair with another man in the area. He is said to have used an iron-box cable to beat her up before later strangling her to death. According to police, the man whom they have since identified as Paul Odhiambo, 40, arrived home early last night and when he did not find the wife, he tried to call her in vain. And when the woman showed up later, he beat her up using the cable during which she is alleged to have confessed to the claims of indefinitely. It was then that he strangled her in bed at about 2am. The man later surrendered to the Buruburu police station where he is locked up. He told police he could not stand a cheating wife. The body was moved to the mortuary. Police say they intend to charge the man with murder. Buruburu OCPD Charles Kerich said they intend to take the man to hospital for mental check-up as part of their investigations into the incident before he can be charged with murder. “We don’t know if the couple has been having issues on the marriage and officers are talking to neighbors and other witnesses for more information,” said Kerich. The body of the Millicent Mwikali, 28, was found on the bed an indication the man killed her after she had slept. Neighbors were shocked when they learnt about the death as police took away the body to the mortuary.
Kenya supermarkets withdraw noodles brand from shelves Popular Maggi brand noodles have now been taken off supermarket shelves in the country following concerns over their safety. Revelations by the Food Standards and Safety Authority of India (FSSAI) showed the product, a staple food made from unleavened dough which is cut into one of a variety of shapes, has excessive levels of lead and contain monosodium glutamate which are not mentioned in their ingredients list. As such, the Federation of Kenya Consumers (Cofek) wrote to the Kenya Bureau of Standards demanding the recall of the noodles from supermarkets until a thorough analysis of the product is made. And now, the supermarkets have voluntarily taken the product out of their shelves citing public interest. Nakumatt says the noodles have been
withdrawn from shops in Kenya, Uganda, Tanzania, Rwanda and South Sudan, after demands from Cofek. “In public interest, we wish to confirm that we’ve embarked on a voluntary withdrawal of all India manufactured Maggi Noodles,” Nakumatt wrote on Twitter. A follow up to the shelves confirmed actual withdrawal. Cofek was alerted by the partial ban in India, where regulators described the product as “unsafe and hazardous”. The consumer lobby says Tuskys and Naivas have also agreed to voluntarily withdraw the noodles. It has also asked Kenya Port Authority to prevent further imports of the product. Nestle, the company behind the product, however maintains that Maggi noodles are completely safe. Kenya’s Bureau of Standards, the official
government watchdog for product standards, has now issued a “verbal recall” for the noodles, according to Cofek website.

Dumb phones continue to be popular despite competition from smartphones

Despite their clunky feel, large buttons and outdated technology, regular mobile phones are almost as popular as smartphones. New research has revealed that the devices that Kenyans often refer to as “Kabambe” will be around for years to come. As many as 1.5 billion smartphones will be sold across the globe in 2015 while basic phones will move 0.6 billion units over the same period, research from Quartz, an online information and trend tracking platform has revealed. Two billion smartphones will be sold in the year 2019, while 0.4 billion regular phones will be sold during the same period. These buyers of so-called “dumb phones”, which do little except make calls and send texts, can be divided into three categories of buyers, says Microsoft, one of the world’s leading tech companies. The first among them include children getting their first device in wealthier countries, as well as the roughly 300-million Sub-Saharan Africans expected to get their first mobile phones over the next decade. The second category is made up of people who have not yet developed an appetite for smartphones. The third category consists of people who need a second phone, something with a long-lasting battery life in case of emergencies or for the sake of staying in touch when their smartphone runs out of power. Microsoft has therefore asserted that the “dumb phone” is here to stay, at least until smartphone makers find a way to incorporate the former’s durability onto their newer devices.

More than 90,000 public workers who were seconded to counties can now breathe easy after the Public Service Commission (PSC) allayed fears that they will be laid off. PSC chairperson Margaret Kobia says it is not the government’s intention to lay off staff adding that various stakeholders were in the process of reviewing the current state of events to ensure everyone was accommodated. “It is not in the interest of the government to lay off anybody, if some people are thinking that there could be laying off of the 90,000 staff, then I want to allay those fears – we however need a structured way of evaluating the needs of the counties – the skills present and how to utilize them – that is the way forward for the government,” said Kobia. She pointed out that the capacity assessment (CARPS)
program being carried out by the devolution Ministry would be used to inform every county of the skills they need and how to go about hiring so that those who will not fit into the specific structure will either be transferred to other counties or a solution sought. Kobia noted that the country was facing a myriad of challenges in human resource management brought about by the transition to devolved system of governance where staff from local authorities were absorbed by the counties. “We have around 60,000 civil servants seconded to counties and 30,000 local government employees. As per the constitution, they are to be deemed seconded to the County governments. Parliament should look into this issue to clear the confusion because some staff report to both governments,” said Kobia.

An eight-year-old Ivorian boy discovered being smuggled into Spain from Morocco in a suitcase has been reunited with his mother. Adou Ouattara was said to be in a “terrible state” when he was found last month in a bag without air vents at the Spanish enclave of Ceuta. The boy’s father was arrested for arranging his son to be smuggled while the Moroccan woman who carried him in has also been detained. The boy underwent DNA tests before the Spanish authorities would hand him over to his mother, who lives legally on Spain’s Canary Islands. Officials have granted the boy a year to stay in Spain.
Saudia Supreme Court uphold 1000 lashes for blogger Saudi Arabia’s Supreme Court upheld a sentence of 10 years imprisonment and 1,000 lashes for blogger Raif Badawi, his sister, Samar Badawi has said. She went to the Jeddah court Monday to follow up on a local media report that an appeal was denied. There, she received confirmation from the court that the sentence was upheld. Badawi who has been imprisoned since 2012, was charged with violating Saudi Arabia’s information technology law and insulting Islam through his website “Saudi Arabian Liberals.” The lashings are to be carried out 50 lashes at a time, 20 weeks in a row. Badawi endured the first 50 of the 1,000 lashes stoically in January, arching his back in pain much to the outcry from human rights groups and U.S. officials.
Nigeria moves army headquarters for Boko Haram Nigeria’s military has begun moving its headquarters to the northern town of Maiduguri, close to the centre of the Boko Haram Islamist insurgency in what is aimed at ‘adding impetus and renewed vigour” to the fight against terrorism, a military statement said yesterday. A military advance team began work in Maiduguri on Monday, the statement said, as part of plans to move the command and control centre from Abuja. The aim is to centralise operations close to the action, cut bureaucracy and speed up decision-making.

Nairobi Court sets two death row convicts free
Two death row inmates have been set free after the High Court quashed sentences they were handed saying they were victims of mistaken identity. Judges Luka Kimaru and Ngenye Macharia ruled that John Chege Muthoni and Kelvin Onchuru Seremani who were convicted in 2009 for violent robbery may have suffered from a miscarriage of justice. “Witnesses claimed that they identified the appellants in the course of the robbery, they did not however give the physical description of their assailants in the first report made to the police, they did not even give a description of the clothes that the assailants wore on the night of the robbery to enable them to be positive that it was the appellants who had robbed them,” they said adding “It is possible that the appellants were victims of mistaken identity.” According to the judges, evidence of visual identification in criminal cases can bring about miscarriage of justice and ought to be examined

carefully. In their appeal, lawyer John Swaka had told the court that the evidence of identification that the prosecution had relied on had raised doubt if indeed the two were the assailants who
accosted bar patrons on the night of December 2008 in Riruta while armed with a pistol, robbing them of cash, mobile phones and threatening to use actual violence in the process. “There are too
many gaps in the evidence of identification that raises reasonable doubt that the appellants were identified as members of the gang that robbed the complainants, there was no other evidence that was
adduced by the prosecution to corroborate the evidence of identification,” the lawyer submitted. He said that none of the items robbed off the complainants were recovered from his clients and
that the possibility that the complaints were mistaken in their identification of the appellants “may well be the correct position as relate to the events of the material night.” The judges upheld the lawyer’s argument stating that the upshot of his submissions was that the prosecution had failed to build watertight case against the two, and granted them liberty forthrightly. They said they were not convinced that the evidence of identification by the prosecution was “watertight.” They said the submissions made by Swaka included alibi evidence supporting the appellants that they were elsewhere at the time the robbery took place. “Counsel called evidence from their relatives to confirm that indeed they were at their respective homes at the time the robbery is said to have taken place,’ the judges said. The victims had been handed death sentences by the then Nairobi Chief Magistrate Uniter Kidullah.

Cost of home loans may drop soon—CBK report The cost of mortgages is likely to fall in the coming months, a report from the Central Bank of Kenya (CBK) indicates. The Bank has revealed that the home loan sector will grow this year, based on policies such as the adoption of a new loan pricing formula expected to bring down interest rates. Coupled with initiatives to improve efficiency in the land registration process, the cost of mortgages and consequent expenses are likely to fall. Merely months ago, the government announced that it was negotiating with local banks to reduce the interest charged on homeloans to single digits. Bloomberg reports that the move came just as authorities were trying to make purchasing a home affordable in an economy where a majority of the population pays rent

on a monthly basis. More than half a million people in Kenya lack housing despite ongoing property development projects that are boosting the country’s construction market. American software company SunGard is working towards opening an office in Nairobi. The office will provide its existing customers in Kenya, Tanzania and Uganda with professional services, training and project support. It will also function as a sales and account management base. The move is part of Sungard’s ongoing initiative to expand and service new customers in the broader East African region. With existing offices in Cape Town, Johannesburg and Tunis, Nairobi will mark SunGard’s fourth regional operating office in Africa. The company is supporting the local financial industry with
their underlying technology and services. Chase Bank committed to funding women, youth and SMEs Chase Bank (Kenya) Limited has reaffirmed its plans to increase financial service access to SMEs, the youth and women in Kenya. The bank has signed a Technical Assistance Agreement with Rabo Development that will help the bank continue its transformation into a full-fledged retail and commercial bank.
The Technical Assistance program is included in a Public Private Partnership (PPP) Framework between Rabo International Advisory Services (RIAS) and the Netherlands Ministry of Foreign Affairs. Speaking at the signing ceremony on Monday, Chase Bank CEO Paul Njaga reiterated the bank’s

CABIN CREW SUES AIRLINE FOR POISONING

Former and current serving British airline cabin crew are set to sue the airline for poisoning. The 17 said that they have been poisoned by contaminated cabin air and fell sick after breathing in fumes mixed with engine oil and other toxic chemicals. Safety reports submitted to the Civil Aviation Authority show that between April 2014 and May 2015 there were 251 separate incidents of fumes or smoke inside a large passenger jet operated by a British airline. Of the 251 cases, an illness was reported in 104 of them and at least 28 of those flights oxygen was administered. A pilot from one of UK’s leading airlines testified at the hearing of
the case saying that he was affected by toxic fumes while landing at Birmingham Airport in 2014. “Almost instantly myself and the captain became very unwell and decided it was bad enough to place our oxygen masks on,” he said, “we did not declare a mayday but we ended up auto-landing the plane and simply briefing, ‘Whoever is alive or conscious, pull back the thrust levels after touchdown.’ It was that serious.” The cases are funded by the Unite union which represents 20,000 flight staff. The union is calling for a public inquiry into contaminated cabin air and it has also opened a dedicated legal unit to record and process claims from its membership.

designers graced the runway on Friday at the second annual Brad’s Fashion show held at the Michael Joseph Centre, and it was as glamourous as expected. The show, whose name is a mish-mash of letters picked from the founder Brian Oduor’s name has proven to be more than a fashion show as its proceeds go to the Cerebral Society of Kenya. Compared to last year’s event, it was immediately evident the growth the show has registered, in terms of the number of people who attended, and the designers showcasing their products. “Last year we only had designers from Kenya, but this year we have designers from Congo, Uganda and Kenya,” said Oduor Rikitah Collections were first on the runway. A stylist and designer, she brought the best of red carpet glamour; from mini dresses to sleeveless gowns. Vazi Kali were next and just as their name suggests, their designs were off the hook, they went for colourful African Print designs. The designer, who has recently been causing a buzz with her Indian-chic collections, Shenu Hooda, impressed once again. Mohammed Bana had the women off their feet and applauding in excitement
as he showcased his beachwear collection, which featured swim suits for both women and men, paraded by well-toned men and women. But it was not just Kenyan affair-Keba clothing from Congo took the spotlight on the runway, showcasing an urban collection featuring t-shirts for both men and ladies. MSL clothing showcased an African couture collection that featured the latest designs and cuts of the African print. Be Royal showed up with a male and female collection that exuded African royalty featuring the best from traditional to modern designs. Angela Mamlaku wowed with a male and female jewellery collection that featured full body jewellery and statement neck pieces made from the best materials. Then there was Kenya’s collection that featured the best in leather bags, shoes and jackets. MK’s collection showcased a colourful collection that featured official dresses, crop tops, jumpsuits and skirts. House of Tahzi impressed once again with their elegant collection, which featured figure-hugging dresses, shorts and jumpsuits. But the best was no doubt saved for last.

drian Hogan is an illustrator living in Tokyo. He has been drawing landscapes on coffee cups as practice and expensive hobby. The drill is simple; after Hogan is done with his morning coffee ,he turns his cup into a canvas and starts drawing the scene around him! He got the inspiration to draw on cups from a local Tokyo artist Mariya Suzuki. And he does not just stop at drawing; he films the artwork by rotating the cup to give a panoramic view of the background and the foreground art on the cup. What Hogan started as a means to practice soon grew after he posted videos of his art online. You can never look at a cup of coffee the same way again.

Turkana dreamers The Turkana community still practises most of their traditional customs. They believe strongly in prophets and diviners ‘Emuron’ for rain as they live in dry areas. The Emuron are God’s chief representatives, purifiers of agesets, predictors of the outcome of raids or war, and rainmakers. They also have a role in finding the causes and cures for different diseases. Emuron are usually approached in times of trouble for divine help. Often, a diviner will have a certain limited scope of responsibilities, defined by the extent of their powers. In a case where other skills are needed, they will work together towards the common end. The most powerful Emuron is the Eekerujan or “dreamer”, who has the closest union with Akuj, for it is in dreams that Akuj speaks most clearly to humans. The role of Emuron is a calling and cannot be learned nor inherited, although it is believed that a prosperous emuron is more likely to have children with the same powers as him or herself. Before Akuj begins to communicate, he leads the unsuspecting candidate away from his home by the means of good spirits, after which he is returned home and taken to an established emuron for purification. Naturally the man starts dreaming differently and perceives his dreams cleary. This is because he having been “taken away” took him close to Akuj. He becomes an emuron. The dreamer can only predict to the extent their powers allow them to be but they cannot prevent God from acting out his schemes.
hen his class teacher described his drawing homework as the “best in class”, Turfson Muita felt like it was his birthday. He had always been part of the drawing gang in school and when his teacher praised his art, it motivated him to stand up to any competition— his artistic fate was sealed. Fast forward to today and Turfson is on a mission to enlighten the parents of gifted kids about how beneficial a selfchosen career can be for their children, as opposed to a career path that has been dictated to them. “My parents never bothered with my artistic magic until they saw what I have come to achieve presently. They would not enroll me in an arts college because they did not envision any kind of future success based on a career related to drawing,” he recalled. The passionate artist, who believes that he can translate anything into a drawing,
looks up to Brian Duey as his role model, admiringly describing him as “very realistic in pencil drawing.” Turfson only needs less than one day to create an A4 drawing, while two to four days are enough for him to complete an A2 piece. However, there are several underlying factors to the time needed to produce a final copy of a drawing as he elaborates. “Drawing a lady with some braids will take more time as compared to drawing a bald man.”
Anything that is black in color gets his imagination r u n n i n g , especially the African kind of black. He recalled how he would sit outside in his younger years and start drawing his African neighbor or his younger brother. With all the talent that he holds

within, Turfson has one major fear: drawing himself. Many artists start off by trying to make a portrait of themselves but for Turfson, this is the only type of drawing that he doesn’t think he is psychologically prepared to undertake. From his point of view, he considers the greatest challenge to the art scene in Kenya to be limited exposure and recognition of artists among the public. He sells his artwork for profit, and interested clients can contact him through his largely subscribed Facebook art fan page ‘Turfson Graphite’. Having had the honor of personally handing a painting to Hon. Samuel Phoghisio, the young, but promising, artist has one message for artists who are afraid of utilizing their talent: “It’s the 21st century, get yourself a portrait.”

From what you have said, it seems that after your arguments both of you do not seem to be working out your issues as well as you think you are. and figure out where you went wrong while solving the disagreements then both of you can come to a compromise. Our healthcare system is in dire need of an up-

The other day I went shopping. While at the till, my change back was supposed to be four shillings, the cashier without shame hands me over two sweets. I refused to take the sweets and insisted on my four shillings, which he eventually gave me. Since when was money exchanged for candy? These supermarkets
are taking us for a ride. When you turn it against them and pay with the sweets, they refuse to take it. But if you are giving it to me in the form of currency then why can’t I buy something with it? Where are Nairobi’s pavements? I’m not an engineer but I assume that every road needs a pavement so that pedestrians have a path to walk on without the fear of getting run over by passing vehicles. I’m sick and tired of living in an urban area that looks like a rural disaster every

Liverpool have confirmed the signing of Burnley striker Danny Ings. The England Under-21 international is out of contract at Turf Moor and will join the Anfield club on 1 July subject to a medical. Ings, 22, scored 11 goals in the Premier League this season but could not prevent the club from being relegated. KCB to field youthful side for 7s series Reigning Champions of the five-leg Sevens Series KCB are planning to field a youthful squad, albeit in the initial stages for the 2015 Seven’s series set to kick off sometime in July. According to KCB Team Manager Ronney Kangeta, bringing in young vibrant players will be a
way of guaranteeing continuity in the team, as well as cultivating the much-required depth. “We are focusing on the Seven Series ahead and this time we want to field a young squad in the initial tournaments. Towards the end we will bring in the experienced players. With a blend of the two
we are confident that we can still win the series as we will have built the necessary depth required,” he said. Kangeta’s sentiments were echoed by Strength and Conditioning Coach (S&C) Mike Shamia. “Fielding young players is part of our continued plan to expose as

Manchester United most valuable football brand Manchester United is the world’s most valuable football brand, replacing Bayern Munich, according to a report from consultancy Brand Finance. Despite winning no trophies again last season the Old Trafford club’s brand is estimated to be worth $1.2bn. Six of the top 10 most valuable club brands were English. Barcelona, who won the champions league final on Saturday, slipped two places from last year to sixth most valuable club, worth $773m. A recent report in Spanish newspaper Sport had suggested that Man Utd’s global fan base had fallen because of its couple of barren seasons. But the Brand Finance report said: “Even if recent reports of fan losses are to be believed, United retains legions of followers in India, South East Asia and China, contributing to a total of over half a billion individuals and the news certainly does not appear to have deterred sponsors.” They point to the club’s lucrative shirst sposnroship deal with Chevrolet and “record breaking” kit supply deal with Adidas, which was signed in 2014 and is worth £750m to United over 10 years. They added that “the huge windfalls that Man Utd can expect, will see both revenues and brand value continue to increase in the coming years”. They also say that the club’s brand value has increased by 63% since 2014. “The most critical success factor in the Manchester United brand’s renewed financial potency has been this year’s record-breaking, £5.1bn deal for the UK broadcast rights of the Premier League.”

egan Rapinoe scored twice as the USA started their Women’s World Cup campaign with a 3-1 win over Australia. The number two ranked team in the world are early leaders of Group D, following Sweden’s 3-3 draw with Nigeria. Rapinoe opened the scoring for the USA and - despite Lisa De Vanna’s equaliser for Australia - she had her second after the break, before Christen Press put the game out of reach in Winnipeg.
