he Independent Electoral and Boundaries Commission (IEBC) is now meeting political parties to seek their backing as the electoral body moves to redeem its tainted image ahead of 2017 general

elections. Only yesterday, IEBC chairman Isaac Hassan met with opposition leader Raila Odinga where the Cord leader told the polls body to prove its commitment to conduct free, fair and

credible elections. Today, Mr Hassan met with TNA chairman Johnson Sakaja as he lobbies for the good will of political parties in redeeming IEBC’s image. The public confidence in IEBC has waned considerably since 2013, a fact that vice chair Lillian Mahiri-Zaja acknowledged last week when they unveiled a strategic plan for reforms. “By the time we were going for the 2013 elections, public

confidence in the commission stood at 90 percent. That number has since dropped because the country was divided along political lines. Politics affect the work of the commission although we are independent,” she said. And it is this politics that IEBC now wants to positively affect its work.

IEBC seeks parties’ favour for confidence From Page 1 In today’s meeting held at Serena Hotel, IEBC chairman also explained efforts the commission is making towards addressing issues that had arisen during the process of the launch of the IEBC Strategic Plan. Most political parties including the Jubilee Coalition and Opposition Cord did not attend the launch saying they were not consulted especially on the content of the strategic plan. Sakaja reiterated the coalition’s earlier stated position that Kenya needs a strong and independent electoral management body that will not pander to the whims of any political party. He said that the IEBC should be confident in its execution of its mandate and should be inclusive in all its processes.

With respect to the IEBC’s strategic plan, he noted that receiving input from political parties was welcome but the IEBC should not seek validation of its plan from political parties as this would raise questions if the input of one coalition is adopted at the expense of another. The TNA Chairman said the Jubilee government is committed to strengthening of institutions mandated with ensuring the growth and maturity of democratic processes. He also stated that there was need for increased budgetary support to the IEBC so as to undertake massive voter registration, which should be continuous so as to net in new youthful voters who have become eligible since 2013 general elections. Cord leader Raila Odinga has always insisted that IEBC

as currently constituted cannot be trusted with the next general elections. Odinga during his meeting with Hassan said the actions by the commissioners had betrayed their trust and their confidence in the electoral body was at an all-time low. Odinga listed partisan issuance of identity cards, skewed voter registration, poor compilation of voters register, existence of unofficial polling stations and failure of electronic equipment as part of the glaring issues that affected the 2013 general election saying these were among the concerns they expected to address during their meeting with the electoral body. Hassan assured CORD that they would incorporate their concerns before the 2017 General Election.

Although governor Kidero has condemned the hooliganism, the events have already threatened to rock Cord’s harmony with the senator demanding that the coalition’s top leaders intervene or he leads western leaders in quitting. He made the remarks Thursday when he appeared at the Milimani Law Courts during the mention of a case in which Dr Kidero sued him for linking him to the collapse of Mumias. The Governor accused him of defamation during a presidential function at the Mumias Sports Complex where Senator called for his arrest alleging that he was among those behind the collapse of Mumias Sugar Company, where he worked as a Managing Director. Senior Magistrate Joseph Surgeon today extended temporary orders restraining the senator from making statements linking Kidero with the collapse of Mumias Sugar Company.

Probe launched on Communication Authority over hefty allowances The office of the Ombudsman has opened investigations into claims of irregular allowances in the Communications Authority of Kenya (CA) board. Commission of Administrative Justice chairperson Otiende Amollo (pictured above) says the board used over Sh10 million in allowances alone in four months between July and November 2014. “The Authority has been making irregular payment of allowances to the board members of the CA. This is a practice that started with the defunct Communications Commissions of Kenya (CCK) and it has led to the swindling of millions of shillings in the form of payment of allowances to the board members,” Otiende said in a letter he wrote to ICT Cabinet Secretary Fred Matiang’i asking him to give his views on the matter. The probes heaps more woes on the board which has since been disbanded by the High Court.

Three suspects shot dead in Kayole Three suspected thugs have been shot dead by police after a botched robbery on a petrol station in Kayole. Police say they recovered an AK47 rifle and pistol from the gang. They had attacked and robbed a dealer of several gas cylinders and escaped. But police launched a chase and caught up with them and killed the three in what was a largely one-sided gunfight. Their killing come in the wake of increased police patrols ahead of US President Barack Obama’s arrival into the country next week. Four other suspects were killed by police in the same area two weeks ago.

Gunman leaves four US marines dead Gunman leaves four US marines dead A gunman has killed four US Marines and injured several others at two US Navy buildings in Chattanooga, Tennessee. A local district lawyer said the shootings were being investigated as an “act of domestic terrorism”. The gunman, who was shot dead, was named as 24-year-old Mohammad Youssuf Abdulazeez by the FBI and local reports said he was born in the Middle East. President Barack Obama said the attack was “heartbreaking” and said the suspect appeared to be a “lone gunman”. Abdulazeez is believed to have been born in Kuwait, but has lived in the US for several years. He was arrested earlier this year in Chattanooga for driving under the influence of alcohol.

US Ambassador to Kenya Robert Godec says Obama’s itinerary will be limited to the capital, Nairobi where he will officiate the opening of the Global Entrepreneurship Summit (GES). “I can confirm that unfortunately President Barrack Obama will not travel to Kogelo during his visit to Kenya,” Godec said on Thursday night during a live television program on KTN. His revealation came just hours after President Obama himself hinted that it would be difficult for him to visit his father’s rural home during his visit that begins next Friday. “With respect to the visit to Kenya, it’s obviously something I am looking forward to. I will be honest with you, visiting Kenya as a private citizen is probably more meaningful to me than visiting as president, because I can actually get outside of the hotel room or a

conference centre,” he said. When pressed further to explain why he might not make it to Kogelo, Obama cited ‘logistical issues’ which may not allow him the opportunity to move about freely without security. And ambassador Godec’s confirmation now puts to rest speculation that Obama would visit Kogelo. It has also crashed the hopes of jubilant villagers who were eagerly awaiting for the symbolic return of their son. Mr Godec did not give reasons why Obama would not visit Kogelo. There have been pleas from the residents for Obama to pay them a visit, including his grandmother Mama Sarah Obama who recently placed the request to the ambassador. Worrying trend as election mood engulfs e.africa A worrying trend is setting in East Africa as countries in the region gear up for elections. While Tanzania has remained true to its democratic practices, Burundi, Rwanda and Uganda seem to be stuck in tendencies that limit democratic ideals. And Rwanda’s President Paul Kagame is the latest to make an attempt that will see him extend his rule of the landlocked country beyond the required two terms. Early this week, MPs voted for constitutional changes that will remove the two term limit imposed on Presidents and allow Kagame to vie for a third term in office. Mr Kagame however said he was just responding to the desire of over 3.7million Rwandese who signed a petition urging him to go for a third term and that he was not initially interested in another term in office. Kagame, 57, has been at the top of Rwandan politics since 1994, when an offensive by his Rwandan Patriotic Front (RPF) rebels put an end to a genocide by Hutu extremists that left an estimated 800,000 people dead, most of whom were Tutsis. Kagame was widely seen as the power behind the throne even before he took the presidency in 2003, winning 95 percent of the vote. He was re-elected in 2010 with a similarly resounding mandate. As much Kagame has been credited for stabilizing the economy of Rwanda after the devastating genocide of 1994, he has also earned criticism in equal measure as he has been accused of silencing the opposition and the media. South Sudan ambassa-

dor Mariano Deng in an interview said that not all efforts to extend power are necessarily bad especially for a country that has been ravaged by war and needs stabilization. “In democracy there is no third time, it is the majority that decides the fate of the President. Any president has no power to extend its term but if it is the wish of the people there is nothing wrong” Deng said. The Ambassador however said that there is a problem if a leader deemed not to be popular forces himself to the people. And

that seems largely to be the case in Burundi which is in political turmoil since April when President Pierre Nkurunziza announced his bid to stand for a third term. The opposition termed it unconstitutional and a violation of a peace deal that paved the way to end civil war in 2006. Burundi’s constitution only allows a president to be elected for a maximum two terms of 5 years each but Nkurunziza argues he has only been directly elected by the people once. For his first term, beginning in 2005, he

was selected by parliament. Ugandan President Yoweri Museveni is also poised to be a life President of Uganda as he has over the years come under increasing criticism for his reluctance to cede power after more than 27 years as president. Only last week, he arrested opposition candidates before releasing them hours later. Eleven countries: Burkina Faso, Cameroon, Chad, Gabon, Guinea, Namibia, Niger, Togo, Uganda, Algeria and Djibouti have all seen term-limit laws repealed.

Eid Shoppers killed at twin explosions in Gombe, Nigeria Two explosions at a market in Nigeria’s north-eastern city of Gombe have killed at least 49 people and injured dozens of others, officials have said. The market was crowded with people doing last-minute shopping on the eve of the Eid festival marking the end of the Muslim Holy month of Ramadan. Witness said many of those killed were children. The Islamist militant group Boko Haram has stepped up attacks since President Muhammudu Buhari took office in May. It has not yet commented on the latest attack. A trader in the market, Ali Nasiru, told the AFP that he saw “people lying lifeless on the ground” and traders and shoppers helped in rescue efforts. The cause of the blasts was not yet known a shopper in the market told the BBC Hausa service, but reports say it was caused by a bomb planted inside a plastic bag. The attack comes two days after new military chiefs were appointed by President Buhari, who has promised to stem the violence that has plagued the north-east of the country for the last six years. Boko Haram has targeted markets and bus stations in Gombe city in the past.

In 1973, the school was once more upgraded to a Technical secondary school and the terminal examination became East African Certificate of Education. In 1985 the secondary cycle started being phased out so that it became a Technical Training Institute in May 1986. It admitted the first artisan’s students and ACNC (Accounts clerk National Certificate) students. The first craft students were admitted in 1997 and the first CPA students were admitted in 1988. In 1997 the first diploma students were admitted. At present the institute has more than 20 Diploma courses, 12 Craft courses, 4 Artisan courses. Currently the institute has over 120 members of teaching staff and over 50 NonTeaching staff members and a student Population of close to 2000 students. Currently, the institute is among the few Institutes identified for upgrading to a National Polytechnic. September 2015 Intake The institute has state of the art equipment for teaching and learning. Wanted terrorist Gamadhere not among those killed Wanted terrorist Mohamed Kuno who is believed to have masterminded the Garissa University College attack in April was not among 53 al-Shabaab militants who were killed in two separate military raids in Somalia. It had been earlier reported that Kuno, alias Gamadhere was one of the commanders killed in the Thursday drone attack. But Interior ministry spokesman Mwenda Njoka says the wanted former Garissa teacher was not among the casualties. “The 2AM drone strike killed over 30 terrorists including one Jamaa Adhere but he is not the Gamadhere of Garissa varsity attack,” he said. The attack took place in Junungal, somewhere between Baardhere and Buur Hajje in southern Somalia at around 2am before Amison troops on the ground also launched an offensive at Jungaal killing several other militants. Gamadhere remains one of the most wanted al-Shabaab terrorists and the government has since placed a Sh20 million bounty on

his head. He has been on the run since December last year, when he was identified as the Shabaab commander who oversaw the killing of 58 Kenyans in Mandera. In April, al-Shabaab militants massacred 148 people, most of them students in Garissa in an attack he is believed to have orchestrated. According to the interior ministry, Gamadhere al-Shabaab’s leader for the Juba region, Soma-

lia, and is currently in charge of operations against Kenya. Juba shares a vast border with Kenya, and touches Mandera, Garissa, Wajir and Lamu counties. “He commands the militia along the border and is responsible for cross-border incursions in the country. In the recent past, he has intensified attacks in northern Kenya and the Coast region, particularly Garissa, Mandera and Lamu,” the ministry said in a statement in April.

Idd Aziz: I have come of age

Who is Idd Aziz? Idd is an artiste who has been there for many years. I decided to come up and be the musician. Previously I was behind the scenes writing and playing for other artistes. Now I want to be the one behind the mic. How would you describe your sound? I fuse all tribal and modern sound to create world music. I don’t think i can classify my sound because i do not have a specific sound. Anybody can listen to it. Briefly tell us your music journey I was born in a music family so i have always been in the music train since i was born. My dad is a percussionist and my mum is a really great singer so i kind of t o o k both

sides, singing and playing different instruments. Tell us about your song Come Dada and how the link up with Khaligraph happened. I went to the studio and my producer gave me a beat, I got into the booth and sang. I never write down my music, I get into the booth and sing what I feel. It talks about a young man from the coast who is being shown around Nairobi by a lady. I have always admired Khaligraph and one day i messaged him on Facebook and said i would like to work with him one day when i am back in Kenya. When I came back we linked up and did the song. He did his part well. Where do you get inspiration for your music? Anywhere and everywhere. My inspiration comes from the things that happen around or affect me. Who do you look up to in the industry? I look up to my dad because he is an amazing musician. I also look up to Sirleaf Keita, Angelique Kidjo and Baaba Maal. I respect their work and their music and I have also had the privilege of sharing a stage with them. What Challenges did you face while starting out? There was no exposure. People did not take art as a career path seriously until recently. They have started

appreciating art as a career choice and more and more people are venturing into art. Parents are letting their young ones venture into art and that is a good thing. Let the industry grow. Highlight of your career? They are many and I am looking forward to many more. The journey still goes on. My most memorable moments was the UPLIVE event last week and playing with Sirleaf Keita and the late Whitney Houston. Which artistes have you worked with and would like to work with? I have worked with Necessary Noize, Mercy Myra, Yunasi, Suzanne Kibukosya and many many more. I would like to work with an artiste who is good enough and ready to work hard. There are people who want to be famous without putting in the work. Parting shot? Upcoming artistes, work hard love what you are doing and you will get there.

He explains he was called to the ministry when he was in primary school and was supposed to join a Seminary instead of a normal high school. It never happened, In the late 80s, he undertook further studies in the University of Cambridge in England. And his journey has had challenges. He says, the present world is a big horror chamber and a theatre of spiritual wickedness. There are evil acts around the world as depicted in the Bible, which tells us that as the end draw nearer, the wicked will do more wickedly. And church ministers have to be whiter than white. He has chosen to stand firm, saying the church should provide an asylum for those who need it most. “There are many people who are actually finding refuge in the consumption of alcohol, drugs and other substances” he warns. “There are others who are following unnecessary forces like witchcraft thinking that they will get their refuge there.” Opinions on the LGBT community in Kenya

Ahead of US President Barrack Obama’s visit and in lieu of the Head of States stance on lesbian, gay, bisexual and transgender (LGBT) relationships, the Presiding Bishop his opinions are quite clear. “As I have already said, there is an up-charge of wickedness and evil in the world today and people should not be surprised by this,” says the Presiding Bishop. “We need to love the church more because that is where we can get equipped for the challenges that are taking place today,” he adds. President Obama has been vocal regarding his support for the LGBT community on US soil, a stance that many African leaders have been reluctant to take, owing to the continent’s conservative position on what many term as ethics and morality. ‘Since taking office, the President has demonstrated his vision is for a brighter future on equality for LGBT Americans, read a statement from the White House. African leaders and many groups within the regional clergy have criticized the US President for his bearing. “Well actually, this is a western kind of phenomenon. But in terms of Church, God and creation in general, it is something abnormal,” He said. “To promote something like that is to totally ignore the teachings of the Bible, something that is an unacceptable and a phenomenon which is to be rejected by all sound Christians.” “I don’t see how homosexuality can possibly be promoted by anybody objectively and there must be other forces behind this. We are promoting equal rights for everybody and this is an area where people should really be very careful about because when we read our scriptures; ‘Sodomism’

is associated with rebellion which is severely punished by God (think of Sodom and Gomorrah).” Separation of Church and State For decades now, the church has also been vocal in matters of government, especially when it concerns teachings that have been indoctrinated within her holy books. In the United States, there are edicts that separate the teachings of the church and the laws that govern the nation. The Presiding Bishop believes that Kenya will not benefit from these barriers. “Religion in general, is part of people’s culture and the church is at the centre of every aspect of life so we should never actually even contemplate separating the two. The Church members should fully participate in the essential state matters and it should be remembered that Church leaders have Devine mandate to give prophetic instructions to the nations. So why should some people be feeling that we should not be involved in those decisionmaking forums?” Insecurity in Kenya His support for the government in its recent move to protect the country following a spat of terror attacks is evident. “During the first incidences, we thought the government was not doing enough. Chatthe going for jugular as KNRC heads to Machakos

Series leader Jaspreet Singh Chatthe will be facing two herculean tasks within a space of a week as the Rallye Sports Club (RSC)-organised sixth round of the KCB Kenya National Rally Championship (KNSC) heads to Machakos County on the weekend of August 7-8. The indefatigable driver is lined-up for ARC Rwanda Mountain Gorilla Rally on the first weekend of August and it will be more than interesting to observe what’s up his sleeves in a potentially explosive KNRC combat that will be coming only a week after the former event. The extravaganza in Machakos will incorporate among others defending champion Baldev Singh Chager and Ian Duncan, who is second on the log. Rwanda Mountain Gorilla race will also provide an ideal forum for Jaspreet to make amends after his EVOX car rolled during the Africa Rally Championship round of Tanzania 2015. Jaspreet who has since put the memories of the mishap behind him leads the ARC 2015 series and is still on the driving seat on the KNRC log at 113.5 points with three more rounds to spare.

With Duncan (74.5 points) trailing Jaspreet by a massive margin of 39points, the former hopes to make up for the gremlins that saw him retire in Eldoret. Also in the groove will be defending champion Chager who is lying a distant third with 64.5 points. Duncan and Chager will both be driving Group “N” Evolution X cars unlike Jaspreet who will be behind EVOX R4 wheels. As drivers brace themselves for some hair-raising thrills in the scenic and hilly landscapes while steering highpowered machines, it’s obvious that majority of them will have very little room for errors. The surprise package in Division 2 is current leader Dennis Mwenda from whom a lot will be expected and especially given that this is his first ever season in a 4WD rally machine. Mwenda who is 2013 2WD champion has shown quite a lot of character and has condemned closest challenger Asad “Kalulu” Khan to the second position with three points separating the two, which implies that it will be a fierce battle of sorts in the chase for KNRC points.

Australia make mockery of English ‘home advantage’ The 2nd Test of the 2105 Ashes series between England and Australia commenced on Thursday in London at the Lords cricket ground also known as “The home of cricket’. After the euphoria of Cardiff, it was a day of drudgery for England. The home press rarely missed an opportunity to suggest that the arrival of the ‘snarling, aggressive, win at all costs’ Australians would be somewhat less ingratiating. The England and Wales Cricket Board, on the other hand, was busy working to ensure that the playing surfaces for the summer gave the English a significant home ground advantage and nullified the fearsome Australian fast bowlers who had terrorized England in the previous Ashes series. As Jarrod Kimber, cricket columnist for ESPN noted, “The English call this home ground advantage, I call it cheating”. The plan appeared to work in Cardiff, where Australia were slow to adapt to the conditions and suffered a heavy defeat in the opening match of the series on a pitch that rarely gave the bowlers

Luckily the English at least provide a coin with two sides for the pre-match toss, to determine which team suffers most in the game of attrition.

The government has given the Special Olympics team 68 return air tickets worth Sh17 million for the summer games in Los Angeles in California, USA) scheduled for July 25-August 2. “The better part of the budget had been taken care of by corporates and well wishers with the government coming in handy with the tickets to make the trip possible. I express my gratitude to all those made this undertaking a dream come true,” Special Olympics Kenya (SOK) National Director John Makathimo. The government and other sponsors boosted the team to meet its Sh50 million budget for preparations and travel.
