resident Uhuru Kenyatta left Addis Ababa, Ethiopia for Nairobi last evening, skipping an impending historic address to African Union leaders by US President Barack Obama.
Mr Obama was set to become the first US leader to deliver a speech at the 54-member body, which is headquartered in Ethiopia on the last day of his trip to East Africa. However, President Kenyatta who flew to Ethiopia
yesterday morning only attended the multilateral meeting on South Sudan and counterterrorism, which Obama had convened. He then flew back to Kenya after the meeting arriving at the Jomo Kenyatta International
Airport in Nairobi shortly before 9pm. “Received by Deputy President William Ruto at JKIA when I arrived from Addis Ababa, Ethiopia this evening,” a post on his Facebook page said. CONTINUED ON PAGE 2

But he could have preferred to skip the address after Mr Obama himself spend three days in Kenya on the first leg on his tour during which he was hosted by President Kenyatta and already discussed key issues around his speech in Addis Ababa. Mr Obama’s address, which was
scheduled to be delivered at 11am today, was expected to revolve around accelerating economic growth, strengthening democratic institutions and tackling insecurity. All these are issues he already addressed in Kenya prior to visiting Ethiopia. There had earlier been conflicting reports that AU chairman, Zimbabwe’s Robert Mugabe would not attend the session. Mugabe had last month sharply criticised
IGAD earns Obama praise in tackling S. Sudan conflict US President Barack Obama has commended the InterGovernmental Authority on Development (IGAD) and the African Union for their steadfast push for a lasting solution to the South Sudan conflict. The US President said IGAD and AU have shown extraordinary leadership in trying to address the devastating situation in South Sudan. “I want to thank IGAD for the outstanding work they’re doing, the African Union for their leadership as well. And as a consequence of this discussion, our hope is that we can actually bring about the kind of peace that the people of South Sudan so desperately need,” he said yesterday after convening a meeting in Ethiopia to seek an end to the 19-month old conflict.
The meeting was attended by Ethiopia’s Prime Minister Hailemariam Desalegn, President Kenyatta (Kenya), President Yoweri Museveni (Uganda) and AU Commission Chairperson Dlamini Zuma. President Kenyatta affirmed Kenya’s commitment to a speedy resolution of the South Sudan conflict even as he expressed concern that it had dragged for longer than expected. He said IGAD member states have been at the forefront in efforts to end the South Sudan conflict and have engaged the warring parties in talks both in Nairobi and Addis Ababa. The Addis Ababa meeting exuded optimism that the South Sudan warring parties will strike a peace deal that will end the suffering of the citizens of Africa’s youngest nation by August 17.

the ongoing conflict in Burundi, just a day after Burundian Parliament held its first sitting after the disputed elections. Obama during his visit to Kenya said that the US will not recognise the outcome of the election in Burundi after President Pierre Nkurunziza was elected for the contested third term in office. Only yesterday during the talks on South Sudan, Obama warned President Salva Kiir and his
nemesis Riek Machar that time is running out for them to find a breakthrough. “We don’t have a lot of time. The conditions on the ground are getting much much worse. The humanitarian situation is worsening,” he said in Ethiopia yesterday. He called to tougher sanctions if the warring parties fail to end the conflict by mid-August.

A planned grilling of Devolution Cabinet Secretary Anne Waiguru’s by a parliamentary committee was cancelled today after the minister excused herself saying she had prior engagements. Waiguru was set to appear today morning before the Finance, Trade and Planning Committee but she wrote to committee saying she had some prior engagements hence could not make it for the session. Early this month, Waiguru attended a similar session with the same committee over the National Youth Service projects and government programmes under her docket but the meeting turned political as Cord and Jubilee legislators exchanged barbs. The legislators, who were
meant to hear Waiguru out, instead turned the heat on each other, prompting throwing out of two legislators from the session. Waiguru has been at the centre of a multi-million scam surrounding the NYS procurement process with the opposition calling for her suspension and that of the NYS Senior Deputy Director General Adan Harakhe. Statehouse through spokesman Manoah Esipisu said that Waiguru has not been implicated in any scandal and is not being investigated by any state agency. The Devolution CS was scheduled to appear before the committee today to respond to queries by Bura MP Ali Wario, Majority Leader Aden Duale and Laikipia North MP Mathew Lempurkel.
‘German-Somali’ behind hotel blast in Mogadishu A German of Somali origin is suspected to have been the suicide bomber who struck in Somalia’s capital, Mogadishu, on Sunday, a Somali intelligence officer has said. The male bomber was believed to be from the city of Bonn, said the officer, who spoke on condition of anonymity as investigations were continuing. The attack on the five-star Jazeera Palace Hotel killed 15 people. Al-Shabab, which is linked to al-Qaeda, said it carried out the bombing. A number of people from the US and Europe are known to have previously travelled to Somalia to join the group. And the revelations increases the notion that foreign jihadists are now active members of the militants
following last month’s botched attack in Lamu where Kenyan military killed 11 terrorists, among them western fighters. Kenyan ambassador to Somalia Lucas Tumbo survived the latest attack in which a local MP was killed alongside his guards. Two Kenyans were injured during the incident which occurred over the weekend. US President Barack Obama, who is in Ethiopia has condemned the attack. Foreign experts are at the site of the blast to help with investigations. The Somali intelligence officer said the bomber was a Somali-German. Germany has not yet commented on the allegation.
The officer said they were still trying to establish how the bombing was masterminded. A lorry was used to carry out the attack on the hotel near the heavily secured airport - and the blast was one of the largest to have hit the city in about eight years. It is the third time the Jazeera Palace Hotel, which was opened by a Somali who returned from the US, has been the target of al-Shabab militants. It is popular with international diplomats and also accommodates several embassies including those of China, Qatar and Egypt. A Chinese embassy worker was among the dead as well as three members of the hotel staff.

Poor people commit the most crimes Poor people are responsible for most of the crimes committed in Kenya. Poverty and income inequality are, in fact, the major causes of violence, conflict and general insecurity in the country, a study from the Development Policy Management Forum dubbed “A Profile of Crime and Insecurity in Kenya”, has revealed. Regardless of corrupt officials and numerous fat cats that often embezzle public and private funds, the majority of crimes are caused by the underprivileged members of society. Wealthy criminals may still millions but poor criminals have the monopoly on the number of crimes committed. From theft, to acts of vandalism, intimidation and robbery, poor people account for many of the crimes committed across the country. “Inequality, in terms of access to
social amenities and economic opportunities, is also a big contributory factor in exacerbating crime,” says an excerpt from the published study. It adds that most crimes committed are poverty-related with crimes such as stealing and robberies forming the bulk of recorded offences. The research sourced its conclusions from quantitative data, statistical abstracts and Kenya Police records. Recent studies have shown that the high levels of crime evident in the country are caused not only by poverty but by urbanization and low levels of education as well. Uneducated Kenyans tend to become career criminals in cases where they have no other means of supporting themselves or their families. Other criminals pick up the trade when they move to urban parts of the country with no way to feasibly support themselves.
Academic bar for police recruits to be raised Radical reforms aimed at changing the tainted police image in the country is in the offing, National Police Service Commission has said. Candidates willing to join police service from next year will now be required to have a minimum education qualification of a C (plain) from the current D (plus). National Police Service Commission Chairman, Johnston Kavuludi said that they will continue to raise the academic bar every year so that the service can get the right people. “We will continue to raise the minimum grade every year so as to get the right people into the police service,” Kavuludi said. “The recruits will also go through four stringent stages over the 90-day period to ensure that only people with the required qualifications and integrity make their way into the service. We want an untainted police service so that we can get rid of vices like corruption and indulgence into crime by some
elements, Kavuludi added. Kavuludi said the raising of the entry education level is part of the reforms that the police service is set undergo. He said that joining police service will no longer be a walk in the park as has been the norm as in future, those willing to join the police service will be required to apply just like in any other job. “We want an untainted police service made up of people of high integrity and good morals so that we can get rid of vices like corruption and indulgence into crime by some elements, “Kavuludi said while in Ikolomani during the constituency education day. “We shall start the process by advertising for the positions. Those interested will then apply just like any other job and after going through their letters, CVs and testimonials, we shall publish names of those who will have succeeded for oral interviews,” he added. Kavuludi said recruitment into the service will no longer be ‘a walk in the park’.
8 out of 10 businesses started by youths likely to fail: UNESCO Thousands of youths who have access to funds lack entrepreneurial skills and cannot engage in successful ventures, United Nations Educational, Scientific and Cultural Organisation (UNESCO) has said. UNESCO now wants the Kenyan government to partner with institutions of higher learning to provide youths with skills on how to make it in the business front. Speaking during the Association of African Women for Research and Development meeting at the University of Nairobi’s Gender Research and Documentation Centre, UNESCO programmes specialist Addul Lamin said thousands of youths who are beneficiaries of government funds lack practical entrepreneurial skills, thus are unable to engage in successful business ventures. He observed that eight out of 10 businesses started by youths are likely to fail due to lack of effective skills on business management

The county government of Lamu is set to install CCTV cameras along the beaches and the sea to improve the security of tourists visiting the beaches. The move is aimed at monitoring the operations at the beaches as a result of insecurity that has hit the coastal county. Lamu county Tourism Executive Samia Omar says plans have been completed to ensure that tourist who visit the area feel secure. The county government has also done a pilot project along Shell and Manda islands and the Kipungani Channel where a number of tourists were kidnapped about three years ago. “We are confident that this will provide a lasting solution, and we can confirm that all plans have been complete to ensure that we are through with this exercise by the end of this year,” she said. Omar said that the project has received the support of the national government which is also building a wall along the sea to improve security in the area.

President Barack Obama will visit the Maasai Mara Game reserve and Lamu in his next visit to Kenya. In an exclusive interview with Capital FM on Sunday afternoon, Obama disclosed that he has set his sights on visiting the coastal county where he once went on a fishing expedition upon leaving office. He also plans to visit the Serengeti National Park in Tanzania and climb Mt Kilimanjaro. “I still love going to the Masai Mara and the Serengeti, it’s magical” President Obama said, “Lamu is also high on my list.

The impact of GES 2015, what’s next for Kenya, Africa? As the Global Entrepreneurship Summit came to an end and, US President Barack Obama praised Africa for its economic advancements, as one of the fastest growing regions in the world, what’s next? While co-hosting the summit with President Uhuru Kenyatta, in Nairobi, Mr. Obama said, “Africa is on the move”. “People are being lifted out of poverty, incomes are up, the middle class is growing and young people are harnessing technology to change the way Africa is doing business,” he told the summit. The GES according to Mr. Kenyatta was aimed at promoting businesses that promise to lift many more Africans out of poverty and help insulate societies against radicalization. Kenya is the biggest economy in Eastern Africa, it is one of the perceived stars, having grown out of its people’s ingenuity in the absence of oil or other natural resources. The country’s thriving technology sector, for example, has produced world-leading mobile money and crowdsourcing applications. Consequently, Kenya and the rest of Africa were not underscored as Obama announced new commitments to promote

entrepreneurship as a driver for economic growth, social inclusion, and secure communities. The U.S. Government will commit significant new resources to advance entrepreneurship in sub-Saharan Africa: the Overseas Private Investment Corporation (OPIC) will support up to $200 million for Equity Bank Group lending of $450 million in foreign currency, with a focus on youth and women, to small and medium enterprises (SMEs) over the next five years. OPIC signed a memorandum of understanding to explore OPIC financing of $100 million in Goldman Sachs, 10,000 Women and the International Finance Corporation’s Women Entrepreneurs Opportunity Facility, extending debt investments to help support financial institutions supporting women-owned small and medium enterprises worldwide. USAID will provide a $25 million Loan Portfolio Guarantee to support Deutsche Bank’s newly launched $50 million Essential Capital Consortium (ECC) Fund, a debt fund focused on lending to social enterprises targeting the financial services, energy, and health sectors around
the world, including sub-Saharan Africa. The Department of State’s successful Global Innovation through Science and Technology (GIST) initiative will launch Africa-focused GIST TechConnect, GIST Startup Boot Camps, and GIST STEM Women’s Village Workshops to train, mentor, and connect more than 10,000 young African science and technology entrepreneurs, with a focus on women, by July 2016. The Department of State’s African Women’s Entrepreneurship Program (AWEP), Caterpillar Inc., Caterpillar Foundation, and Startup Cup will open the third new Women’s Entrepreneurship Centers of Resources, Education, Access, and Training for Economic Empowerment (WECREATE), in Mali this year, in addition to the centers already open in Zambia and Kenya. The centers are expected to create 7,194 new jobs and 630 certified female mentors by October 2016. President Obama has called upon the private sector to lend their support to entrepreneurs around the world through capital mentorship, training, and partnerships. At GES 2015, private sector companies around the world
committed to train and mentor over 1 million burgeoning entrepreneurs and pledged nearly $700 million of capital to the next generation of entrepreneurs: Over the next three years, Chase Bank Kenya will lend over $580 million to entrepreneurs with small and medium enterprises, with a focus on youth and women, ensuring that formal credit lines can be extended to entrepreneurs who would otherwise not have access to formal financing. Village Capital announced $13.2 million to supporting entrepreneurs at the critical seed-funding stage who are solving major problems in society. VilCap Investment anticipates that over the life of the fund, 25 entrepreneurs in Kenya will receive critical seed-stage support. The Coca-Cola Africa Foundation (TCCAF) pledged $4.5 million towards a new youth empowerment initiativethat will provide life skills training, business skills training and access to employment and mentoring for 25,000 young Africans. The Youth Empowered for Success (YES!) program will empower marginalized youth in six African countries, leveraging technology and strategic partnerships.

The Nairobi beautification process, which began along major highways of the city, will go on despite the end of US President Barack Obama’s visit, the County government has said. Environment County Executive, Evans Ondieki stated earlier yesterday that the initiative was a long-term process, which did not end with Obama’s visit. He stated that the beautification of the City will be ongoing and called on all city residents to be cooperative as City Hall does its work. “This was a long-term project, which was not taking place because of Obama. We will still be doing it moving forward and we might
extend it to other areas of the city,” he said. Ondieki added that the beautification process will continue to be undertaken on all major highways and open spaces. “All the major road corridors means Lang’ata, Ngong Road, Limuru, Waiyaki way Mombasa Road, Jogoo roads Juja and Karen roads among all these other roads,” he said. “The bottom line is, we are going to beautify all these areas and not only the major road corridors but also all the open spaces of which we have got more than 120 in the city,” Ondieki stated. He emphasized that the program will ensure that the city becomes a destination of choice, especially to tourists.

Proposed World Bank procurement framework approved The World Bank’s Executive Directors have approved a new policy governing procurement in projects financed by it. She shoots fashion and runway shows and thus is able to pair the dresses on the runway with pictures of nature. Thereby opening the eyes of people by giving them a different perspective of art. The photos of the dresses and nature when paired together look seamless. It will look as if the designer borrowed inspiration from nature. In some cases that may not be the same as the designers may have had a totally different idea and thought to the dress. The Ameru death rituals
T
raditionally the Meru people had a great taboo about death, and strongly believed that a corpse was defiled and was not to be touched. They referred to this as rukuu (detached from the living). For instance if people in the community realised that someone was about to die, they would take him to the forest and shelter him in a hut called “hut of death” and his name was not to be mentioned anymore. If someone died at home, the hut had to be destroyed and the body dragged out by a rope to the bush where it was abandoned. The fear was too strong in that, whoever disposed of the body was required to undergo a cleansing ritual, ‘kwenja rukuu’.The ritual involved shaving of the family members and vice versa. This was then followed by a sexual ritual, which symbolised having found a replacement for the deceased. If a child was not married, after the death of one’s parents, the council immediately proposed a girl or a boy for marriage, leaving the arrangement for dowry and the marriage to a later time. However, the corpse of a barren woman was viewed as a curse and no member of the family would want to touch her. A close relative of the deceased would give out a goat to ‘a ritual cleanser’ who would in turn carry out the sexual act. If the deceased was a widower, the public undertaker had to go somewhere else to look for a woman whose husband had passed away, or a public woman undertaker.

azarine Nato is not your average girl. She has a degree in engineering and is not afraid to get her hands dirty; she can draw and paint. It all started in her younger years when she asked her cousin to help her draw the Jonny Bravo cartoon but her cousin mocked her by telling her that she couldn’t draw because she was a girl. “I got so mad, I went and drew all the cartoons from Cartoon Network and Disney to show him the next holiday.” She tells X Access. Her art can be described as dynamic and versatile because she started from painting and drawing and she has now extended to designing logos, t-shirts, posters and even dresses. “Now that I have an engineering degree I tend to look for opportunities to create art with a different perspective. I believe that I was made to create and leave a few beautiful things behind.” She says. Nato loves to work with charcoal, ink and acrylic paints as they make her art come alive. The time she takes on a painting depends on its complexity “I have painted a mural within a day and drawings of great detail in just 4 hours.” For Nazarine, beauty inspires art and art captures beauty. “The beauty can be obvious or not, I may see an old woman and the kindness in her eyes moves me to paint, I may see a beautiful girl or a shy boy and feel moved to capture their personality.” She says. What
makes her art unique and different is the fact that she is very creative and she also draws with ease. She is not afraid to take risks even if it means improvising so as to get the perfect drawing or painting. The stereotype that females cannot be artists is one of the challenges that this artist faced when starting out. The belief that money cannot be made using art is also another challenge according to Nazarine, who also adds discouragement from family members and friends when one decides to pursue arts to the list of challenges. Perhaps her biggest challenge is that art materials are expensive and financial support is often not forthcoming. Though many artists still lack resources, knowledge and capital to develop their career based on their talents, she thinks that the art industry in Kenya is at a good place as most of the cash is being made using art in advertising, fashion and photography but she quickly adds that it can be better.
Her future plans include building a creatives institute. “My hopes are to combine art, science and entrepreneurship to promote scientific research, artistic talent and entrepreneurship to create products that the world needs while providing a platform for creative, innovative young minds through training exposure scholarships. “ That’s what happens when girls mean business err art.

NHIF is like a pyramid scheme that doesn’t serve the people of Kenya I am sick and tired of paying for the National Hospital Insurance Fund! Aside from helping a few Kenyans get sub-standard medical care in abysmal medical facilities, it is utterly useless. Why do you think so many people have private medical insurance? I urge the government to allow us to choose alternative healthcare covers, which we all know are better than the NHIF scheme! I can get a cover from Resolution Health, Madison Insurance, Jubilee, Heritage or Safaricom’s Linda Jamii cover, which stemmed from a partnership with Britam and Changamka Micro-Insurance Ltd. I can get a better cover for less than 250 shillings a month! NHIF is a pyramid scheme! I don’t want my money wasted. It has been half a decade and the Fund has never helped
