hree senior police officers have been sacked following a fresh vetting by the National Police Service Commission. Five others have been reinstated. They were among a group of 10 senior police officers that were vetted afresh in June following their successful appeal against an earlier decision
to send them home. Among those sacked is Senior Deputy Commissioner of Police Francis Omondi Okonya who engaged NPSC chair Johnstone Kavuludi in a verbal exchange during his vetting when he accused him of infringing on his rights. Others are Assistant Commissioner of Police Stephen Kiptanui Arap Soi and

Jason Wilfred Mbithi, who is also an assistant commissioner of police. “The three failed to convince NPSC they were fit to go back to service and hence have to go,” a source at the police commission said. Mr Okonya was sacked under regulation 20 for failing to co-operate with the vetting panel of the
commission while Mr Mbithi was found guilty of professional misconduct in a case involving the defilement of a minor eight years ago. Mutua daring to oust Kalonzo as Ukambani political supremo TUESDAY, AUGUST 11, 2015
Machakos Governor Alfred Mutua says he will convene a meeting of all leaders from Ukambani to decide the region’s political and economic future in a move likely to oust Wiper Party leader Kalonzo Musyoka as the region’s political king pin. Dr Mutua’s move was announced yesterday after five MPs from the region called on him to unite the community and spread his development record. Mutua told a public rally in his Machakos County that the time has come to either choose development or rhetoric. “I have listened to the appeal from my fellow leaders that I should bring all our leaders together and I have accepted that I will convene a meeting of all leaders so that we deliberate and agree on our destiny as the Kamba people,” he stated. Mutua reiterated his agenda is to see Machakos residents access basic needs such as water and enjoy better livelihoods. He added: “I will go to Kitui, Makueni and I will go around the Ukambani region as a leader who has been called upon by other leaders in order that I can talk to people about our destiny.” In a thinly veiled attack on former Vice President Kalonzo Musyoka, the Machakos Governor said that
political leaders from the region are panicking due to his strong development agenda. Mr Musyoka is widely seen as the Ukambani strongman. “Some leaders are saying I am dividing the Kamba Community. I ask you is bringing ambulances to serve the people dividing the Kamba? Is digging boreholes and bringing tapped water dividing the Kamba? Is bringing medical equipment to our hospitals so that people get better services, dividing the Kamba? I want to tell them that my development agenda will go on, whether they like it or not,” declared Mutua. the few cases that have been brought forward witnesses shied away from swearing affidavits making it difficult to make any progress. “The commission would like to appeal to the members of public and human rights orgainisations to come forward with specific information on human rights abuses. The commission gives the assurance that it is committed to ending impunity in the service,” Kavuludi said. So far, close to 2000 officers have been vetted in the exercise that started in December 2013 aimed at checking police suitability and so far more than 20 have been sacked.

OWINO RETURNS AS POLICE SPOKESMAN Charles Owino has been returned to police headquarters as the Kenya Police spokesman and he will replace Ziporah Mboroki who has been moved to the stores section as the officer in charge. The outspoken Owino is well known in the police corridors for being firm and standing for justice especially for the police officers. Owino was been in charge of security in Kisumu County. He was moved there from Ndhiwa last year. Before then he had served as the OCPD Njoro from mid-2013 in controversial changes effected under former police boss David Kimaiyo. The position is not new to Owino who had earlier occupied the hot seat. While being interviewed with the National Police Service Commission early this year, Owino told
the Kavuludi led Commission that he is the only solution to the problems facing police officers in the country. He told the panel that one day God would make someone see that he is the only change the Kenya Police Service needs. “Not unless I die, I hope God will make someone see that I am the only living solution to the problems bedeviling the service,” he told the Johnstone Kavuludi-led panel in Nakuru during the vetting process in March this year. Owino further told the panelists to expect more millions in his bank accounts in case he is interviewed again in a year’s time. The public will now wait and see if Owino will use his position to change the image of the police service. Kenyans are afraid of ‘powerful’ corrupt officials Kenyans despise corruption but are afraid of confronting the people who practice it. Most of the population agrees that corruption has increased over the past year and the government has performed poorly in fighting it, states the latest survey from Afrobarometer, an African-led, non-partisan research network. In Kenya, government officials, members of Parliament, business executives and the police, are most widely perceived as corrupt, says the survey. In their 2015 report, Afrobarometer researchers have dis-
covered that nearly 1 in 3 Kenyans have had to pay a bribe at least once in the past year. However, most people did not report such incidences to the authorities. “The main reasons for non-reporting are fear of consequences and perceived inaction by authorities,” states an excerpt from the survey. Meanwhile, 70 per cent of Kenyans insist that the government has handled the fight against corruption poorly. The survey indicates that ordinary citizens and the media are key allies in the fight against corruption.
North Eastern leaders want teachers hired Two leaders from the former North Eastern Province now wants the national government to allow them hire teachers in bid to assist the scholars in the region suffering after over 800 non-local tutors were transferred away from the region. “Our mandate as a union is to protect the plight of teachers and if we have done that then we should be commended not condemned” Nzili said. Chairman Kenya Union of Post Primary Education Omboko Milemba said teachers too desire to work in a safe environment just like any other Kenyan. “Let teachers also enjoy the security that people have, let them be sent to areas that are secure” Milemba said. Tenant shoots landlord in South B rent row A tenant shot and injured a landlord in an argument over payment of rent in South B area, Nairobi. The tenant has since been arrested and would appear in court. Police say the landlord had asked him to pay the rent and when he failed he locked his house. This prompted the tenant who had arrived home late last evening to go for his pistol and shot the landlord once in the elbow as he escaped for his safety. It was theºn that police were called and disarmed the assailant. Police have since said the tenant is a licensed gun holder and had pleaded with the landlord to give him time to clear his bill. The injured victim is in a stable condition in hospital.
DPP loses bid to get evidence in 1.7bn case The Director of Public Prosecutions (DPP) has lost a bid to secure evidence from eight witnesses from Japan in the Sh1.7 billion criminal case facing former Permanent Secretary Thuita Mwangi and two others. While dismissing the application, the Anti-Corruption Court stated that it lacked the jurisdiction to admit the legal request to have the evidence taken in Japan. According to trial magistrate Maureen Mulekyo, the court does not have the capacity to order that testimonies be taken outside the country. The DPP had been seeking mutual legal assistance from the government of Japan for examination on oath of the witnesses who are unable to travel to Kenya to testify.
High Court suspends MP Mwiti’s rape case The High court has suspended criminal case against Imenti Central MP Gideon Mwiti pending application seeking to stop Director of Public Prosecution from proceeding with the rape case before the trial court. This is after Mwiti’s lawyer John Khaminwa sought temporary suspension of the case in the lower court pending hearing and determination of his application before the High court. President Buhari sets up anti-corruption team Nigeria’s President Muhammadu Buhari has appointed a committee to advise him on how best to tackle corruption and reform the legal system. The seven-member Presidential Advisory Committee on Anti-Corruption is mostly made up of academics. Mr Buhari was elected in May, largely on a promise to tackle corruption. He has said he believes government officials have stolen about $150bn (some Sh12 trillion) from the public purse over the past decade.
UK dismisses Rwanda spy chief case A UK court has rejected a bid to extradite Rwanda’s spy chief to Spain to stand trial for his alleged role in massacres after the 1994 genocide. Karenzi Karake was on bail in the UK following his arrest in June on a warrant issued by Spain. His arrest strained diplomatic relations between the UK and Rwanda. A Spanish judge indicted Gen Karake in 2008 for alleged war crimes. The UK ruling has been welcomed by Rwanda’s Justice Minister Johnston Busingye.
Cameroon ‘child captives freed Military police have raided a house in Cameroon and freed around 70 children who were being held captive and were suffering from disease and hunger. Some of them had spent three years in chains and had scars inflicted from beatings, officers told local media. The head of an Islamic school who owned the house in the northern town of Ngaoundere has been arrested. The arrested man denies any wrongdoing, saying parents willingly sent their children to his “correctional centre”.
NACADA: 50% of students addicted to drugs and sex Over 50 percent of students in the country are addicted to drugs and sex, the National Authority for Campaign against Alcohol and Drug Abuse (NACADA) has said. The revelation of the disturbing figure comes in the wake of the Embu incident where 41 students were nabbed with drugs. And NACADA Chairman John Mututho adds that the trend is worrying as more students get addicted to drugs which he said has contributed to the wave of schools unrest currently being witnessed in the country. “We must ask ourselves as a country, parents and teachers what our children turn to when are emotionally stressed. Three students held over the arson attack at the Stephjoy High school are to spend ten more days in custody as police gather more evidence to charge them with murder. A Judge yesterday rejected their request to be released from custody pending the outcome of the investigations due to the public outcry that the incident provoked and the demand for justice for the three students who perished in the pre-dawn arson attack. “The right of a suspect to be presumed innocent does not preclude the need for fair and conclusive investigations,” Justice Ngenye Kariuki said. She added that investigators also required time to locate and preserve the evidence of key witnesses who have since traveled to their respective homes following the tragedy. However, she gave the police an ultimatum to charge the suspects whose names cannot be divulged as they are underage, not later than August 21. The judge also directed the police to make the suspects stay in cells conducive after their lawyer Eric Kinyua

He instead wanted them detained in a children’s home. However, the prosecutor said the suspects were acquaintances to key witness and may seek them to interfere with the case. She said they may be charged with murder. The suspects have been held on the strength of an affidavit stating that they were ‘seen hovering around Dormitory Number 8 while they ought to have been asleep in Dorm 4.’ The affidavit further states that preliminary investigations have revealed that Dorm 8 housed 37 students and that the door was latched from outside when the fire started inside the ill-fated dormitory.

Safaricom set to launch initiative to target the youths, the poor With approximately 2.5 million slum dwellers in about 200 “settlements” in the Nairobi area, representing 60% of the Nairobi population, the Safaricom Foundation is to launch a fund that will benefit the youth and economically marginalized members of the public. “The Foundation supports initiatives and projects that provide sustainable solutions to the most pressing social challenges,” they stated. Established in 2003, it provides a formal process for charitable contributions to communities, community groups and NonGovernmental Organisations (NGOs) in Kenya. With more than 60 percent of the Kenyan population expected to reside in urban areas by 2030, the foundation is known for working with groups that are key partners in responding to social and economic
development issues in the country. Its specific focus areas are education, health, economic empowerment, environmental conservation, arts and culture, music and sports while it also responds to disasters and humanitarian emergencies. One of the initiatives, dubbed the Youth Empowerment Project, aims to increase access to youthtargeted temporary employment programs and to improve youth employability. They unveiled last year, an initiative, to provide Sh250 million in microloans to young entrepreneurs and innovators. “When you provide loans you challenge the youth to create businesses that are sustainable through which they can be able to pay back the borrowed capital unlike when it is given to them as a grant,” Bob Collymore, Safaricom CEO said in an earlier statement.

Scotland is to prohibit the growing of genetically modified crops, the country’s rural affairs secretary has announced. Richard Lochhead, said the Scottish government was not prepared to gamble with the future of the country’s £14 billion (Sh2.2 trillion) food and drink sector. According to a BBC report, Lochhead will ask the government to exclude Scotland from any European consents for the cultivation of GM crops. Stakeholders and leaders from the country’s farming sector said they were disappointed by the move. Under European Union (EU) rules, GM crops must be formally authorised before they can be cultivated.
An amendment, which came into force earlier this year, allows EU member states and devolved administrations to restrict or ban the cultivation of genetically modified produce within their territory. Scotland’s proposal to be free of GM crops would cover an EU-approved variety of genetically modified maize and six other GM crops that are awaiting authorisation. Scotland is known around the world for its “beautiful natural environment” and banning the growing of genetically modified crops would protect the country’s “clean, green status”, Mr. Lochhead said. “There is no evidence of significant demand for GM products by Scottish consumers and I am concerned that allowing GM
crops to be grown in Scotland would damage our clean and green brand, thereby gambling with the future of our £14bn food and drink sector. “Scottish food and drink is valued at home and abroad for its natural, high quality which often attracts a premium price, and I have heard directly from food and drink producers in other countries that are ditching GM because of a consumer backlash,” Mr. Lochhead added. The announcement was welcomed by Scottish Green Member of the Scottish Parliament, Alison Johnstone. She agreed that the cultivation of GM crops would harm the country’s environment and reputation for high quality food products.

one are the days when art was considered just that, art. A new dawn has been established by players in the industry that has seen the growth of artiste’s earnings over the years. Even as such, the music industry has continued to experience bottlenecks. Kenyan artistes have thus risen up in a revolutionary move that could see them strike a better pay deal from royalties and get more local airplay. In a final bid to push for a 70% local music airplay in Kenyan stations and elimination of middle men in payment of royalties, members of MCSK and Kenya National Union of Musicians yesterday held peaceful demonstrations in Nairobi streets and at Parliament buildings seeking legislative support for local artistes. An earlier agreement was to see royalties earned from Skiza Tunes channeled directly to the three CMOs, MCSK, KAMP and PRiSK, on behalf of the artistes. This would give artistes a bigger bargaining power for their collections when their music was downloaded by users of various platforms. The agreement was expected to scale higher earnings from Skiza Tunes, however artistes saw it fit to move to court to stop the Music copyright society of Kenya and telecommunications provider
Safaricom from implementing the pact. “...a temporary injunction be and is hereby issued against the 2nd defendant (Safaricom) restraining it from remitting, paying or in other way transmitting the applicant’s (Irene Suji and Daniel Masivo) royalties to the 1st defendant (MCSK) for 14 days,” read the Court Order in part. Solidarity… Unlike in the past when artistes’ unity was questionable, the new generation artistes are coming together to fight for their rights in a way never experienced before. Artistes drawn from all walks of life took to the streets to condemn with placards the basis on which their royalties were distributed and sought to have the issue tabled in Parliament through Mathare constituency legislator. The court ruling that has halted the signing of the deal also ordered the two defendants to be restrained from implementing
the royalty payment deal relating to ringtones. The application was made by the two on behalf of 31 other artistes among them gospel music artistes Ringtone Apoko, Ben Githae, Mbuvi and Gloria Muliro. Artistes are now seeking to lobby support for a fifteen percent (15%) direct royalty payment plan that would see them earn more as compared to the current six percent (6%). This new development is to be spearheaded by MCSK and Safaricom who would then eliminate irrelevant middlemen who have time and again masqueraded as persons with interest of the industry at heart yet their main agenda is to reap from the artistes’ hard work. With pressure piling on local radio and TV stations to support the local art industry especially the music industry, the future looks bright for artistes. Hopefully if a bill is tabled in parliament, a law could be established that would protect artistes from exploitation thus spurring the music and entertainment industry to greater heights. Earlier today,the CEO’s and Board of Directors of MCSK, KAMP and PRISK had a joint meeting and resolved to work together in collecting royalties. A joint press conference will be held next week on Monday.

The Somali woman’s dressing style
T
he Somali culture allows dressing for comfort. This is because their weather is mostly hot and dry. As a daily outfit, the traditional costume for the women of this community is the gutiino, long cloth that is draped around the waist and over the shoulders. For day to day clothing, they wear a baati. A baati is a long loose cotton dress usually made in many colors and patterns. Seeing as the Somali culture is a conservative one, the dress usually covers the entire body including the ankles and the shoulders. The women of this community also cover their hair with a scarf which most but not all times matches with the material of the dress. For special occasions such as wedding, Eid or a party, the women usually wear a Dirac. A Dirac is a silky, shiny, highly decorated top-dress which is transparent. One must wear an under dress with it. Other times, the women wear a jilbaab which is an outer dress that covers the entire body. A jilbaab is worn with a niqab which is used to cover the face. Somali women love jewellery which they usually receive during weddings. The jewellery worn by these women include necklaces, bracelets, earrings and rings. The men of this community usually wear long loose over shirt referred to as a khamiis. With this, they also wear small hats to aid with the hot weather. While relaxing at home, you will find most of them in a macawis which is a long cloth wrapped around the body and tied at the waist.

or Nyambura Kariuki, using pen and paper to make her thoughts come to reality is not a foreign concept because she started the art of drawing while in secondary school. “I used to draw everywhere I could including charging to draw on envelopes for other students when they were sending mail to loved ones or recently acquired love interests.” She says. She became serious about the art in the past year as she found her niche in the seemingly crowded sector. Nyambura is a unique artist as she does not do the normal sketches and portraits. Her art involves drawing cartoons and freelance illustration work. For this artist entertainment and laughter is what she hopes to achieve with any given piece. Her work comprises of cartoons, where she aims at telling stories and particularly the funny and silly ones. She uses a variety of materials ranging from pencils, ink pens, colouring pencils and a computer for digital art work. She does not have a particular time frame in which she completes her pieces as every story has its own complexities and challenges. Some of the work that she does takes under an hour while others can take more than two days or even weeks. Every day we get to learn something new as we interact with different people in different parts of this society. In the interactions, we are bound to get some sort
of inspiration from one of the aspects of environment and diversity. Nyambura draws her inspiration from her life in general “There are a lot of interesting observations to be made about human nature. They are the source of the stories that I like to tell.” She tells X Access It has not been smooth all the way for this female cartoonist. Some of the challenges that she has faced include obtaining material and work. Networking and marketing her work is the other big challenge but she is learning the curve slowly but surely. Kenyans have learnt to appreciate art but they could do better. “Mostly in remuneration and people taking the work artists do seriously enough to pay them what they deserve. Labour is intensive and the materials we use can be expensive.” She says. For this artist, all hope is not lost as the country’s economy is getting better and so is disposable income and people have more time to appreciate art. Nyambura says it is encouraging to see that art is no longer considered to be a talent embraced exclusively by the boys. Each passing year sees the budding of young promising female artists who if given a chance would become people of great influence. A few years from now artists will probably be the doctors and lawyers of today and hopefully the world will be a better place with art being one of the better paying careers.

However, no formal arrests have been made and no high profile politician has stepped down from their position of power. Is this just a political game that warring parties are playing? Loreto Convent’s Mbaya out of EA School Games Stephanie Mbaya has pulled out of this weekend’s East Africa Secondary School Games to be held in Rwanda starting this weekend. The Loreto Convent High School tennis star who had booked a ticket to the regional games set to kick off this Saturday pulled out of the games to concentrate with her studies as she prepares to write her final examinations later in the year. The player, while speaking to X Sport termed the latest development as ‘heart breaking’.

she turns 18 later in the year. Mbaya who won her first and probably the last East Africa title while in form one also missed last year’s edition held in Tanzania. “This year has been very tough for me. Juggling between School work and playing is taking a tall on my programme and I will have to put my tennis on hold to concentrate with my School work,” Mbaya said. She is targeting quarterfinal stage in the forthcoming Britam Kenya Open Senior championship next week where she’ll be making her
debut to the senior rank. Mbaya beat Nkatha 6-1, 6-3 in the final, which she termed as ‘not one of her best matches’. “I was trying new things which didn’t work for me but am hoping to improve in the next matches next week. I want to play deep balls and chase my services and I will be happy if I get past the quarters in my debut,” said the 17 year old. Former IPL chief Modi planning breakaway cricket body Former Indian Premier League (IPL) chief Lalit Modi has admitted his involvement in a plot to overthrow cricket’s establishment and create a new world governing body affiliated with the Olympic movement. The International Cricket Council (ICC) began investigations in May after company names and Internet domains similar to major cricket authorities had been registered. Modi, banned for life from cricket administration in 2013, said he walked away from plans for a breakaway
group. But he has now admitted: “It’s got my rubber stamp on it.” Speaking to the Australia Broadcasting Corporation, Modi said the group could “take on the existing establishment”. The 49-year-old added: “We’re talking about another cricketing system. It requires a few billion dollars, I don’t think it would be a problem.” As well as a new governing body, which would be affiliated with the Olympic movement, Modi’s plan includes new Test and Twenty20 competitions but

Premier League, NBC strike new TV rights deal The English Premier League has announced a new deal with American broadcaster NBC Universal to show live games for the next six years. US rights are already with NBC Universal at $83m (Sh8.3billion) a season. The Premier League has been negotiating its latest round of overseas television rights, having secured a record £5.1B (Sh5.1trillion) three-season domestic deal with BT Sport and Sky Sports, which starts in 2016-17. That dwarfs the existing £1.B (Sh1 trillion) agreement currently in place. The new US agreement is in addition to the domestic rights deal and covers all Premier League matches in seasons 2016-17 to 2021-22. Premier League chairman Richard Scudamore said NBC Universal’s coverage of the previous two seasons had driven interest in clubs, and the competition as a whole, to unprecedented levels. The total overseas rights, which include lucrative regions such as the Middle East and North Africa (Mena), will be worth about an additional £2bn in the current deal cycle.

Reigning Motocross champ Ngungi dominates round 5 Reigning East African champion Ngugi Waweru won MX125 class on the fifth Kenya National Motocross Championship round five at Jamhuri Park racetrack over the weekend. Riding a KTM 125cc two-stroke bike, Ngugi dominated all the three heats to eclipse a hard-charging former MX85 Champion Elias Sherman and Orobia Malungu who tied on 47. Ivan Guya won the MX1 class, which attracted six riders. KTM rider Jaiden Takkunen sped to MX50 victory amidst stiff opposition from Neo Wahome.
