he deal Kenya signed with Uganda to allow for the importation of sugar from its landlocked neighbour has stoked political fires which the Jubillee coalition is now fighting to put out. The deal which has elicited a strong opposition from western Kenya leaders is now threatening to roll back all the political
gains the ruling coalition had previously made in the region considered as an opposition stronghold. President Uhuru Kenyatta and Cord leader Raila Odinga have publicly disagreed over the deal. Mr Kenyatta told Mr Odinga that the deal was good as it will see Kenya import cheaply from Uganda unlike doing so from far flung countries like Brazil.
The opposition chief had hit out at the President saying the agreement will spell doom on local sugarcane growers. Only two months ago, President Kenyatta toured western Kenya where he gave out a Sh1 billion bail-out for Mumias Sugar Company to revive the giant miller. CONTINUED ON PAGE 2

However Geoffrey Andati, also a political analyst says that it’s a loselose for both the government and the opposition. According to him, Odinga is also part of the problem bedeviling the sugar industry in the country. “The opposition cannot purport to come out strongly at this time
trying to potray themselves as part of the solution to the sugar industry, Odinga has never publicly talked about the allegations of massive looting by Nairobi Governor Evans Kidero,” Andati said. Andati said when Uhuru bailed out Mumias Sugar company he was just playing his role as the head of State and it should not be seen as favor. “President Kenyatta has an obligation to make sure the country is economically stable and by bailing out Mumias, he wasn’t doing anyone a favour,” he reasoned. Kenya blows up ship seized with Sh20m heroin The Kenya Defence Forces today sunk a Sh28 million luxury yacht found with narcotics in the Indian Ocean. Kenya Navy patrol vessels impounded the ship in April this year trying to sneak narcotics off the Kenyan coast. Five suspects among them four Kenyans and a Seychellois were arrested in the vessel with heroin worth Sh20 million. A Briton allegedly owns the yacht. Interior Cabinet Secretary Joseph Nkaissery led a team of government officials including Chief of Defence Forces General Samson Mwathethe, Inspector General of Police Joseph Boinnet, Navy Commander Major General Franklin Mghalu and PS Monica Juma among others in witnessing destruction of the vessel. According to police, the yacht that sailed between Seychelles,
Tanzania and Kenya is in what they suspect as part of an international drugs syndicate. This will be the second ship to be destroyed off the Kenyan Coast for involvement in the illegal drugs trade. Last year President Uhuru Kenyatta witnessed the destruction of another ship as a sign of the government’s commitment to eradicate the drugs menace in the country. President Kenyatta witnessed destruction of the ship from a helicopter overflying the Indian Ocean in August 2014. The ship had been carrying heroin worth Sh1 billion when Kenya Navy officers intercepted it off the Kenyan Coast near Lamu. President Kenyatta said the incident will serve as a lesson to those bent “on ruining our children. We do not care who owns the ship or the drugs.” “We will not allow drug
barons to destroy the future of our young people. We will track and deal with them decisively,” he said last year. On April 25, 2014 Australian Navy sailors patrolling the coast of Africa seized another haul weighing more than one tonne of heroin on a suspicious sailing boat. The estimated the street value of that heroin haul was put at $290 million (over Sh20bn). Crew from HMAS Darwin boarded the wooden boat east of Kenya and discovered 46 sacks of heroin hidden among bags of cement. The Navy said the drugs from the dhow were taken aboard HMAS Darwin. President Kenyatta has vowed to enhance the war against drug trafficking where Mombasa is worst hit among other major towns in the country.

CNN apology revives hopes on tourism ad deal Thursday’s public apology by Cable News Network (CNN) to Kenya has rekindled hopes of renewing a multi-million shilling advertisement agreement with the country. Kenya and CNN entered the agreement under the Magical Kenya campaign, which was to promote the country as a tourist destination of choice. However, last month’s gaffe in which the American TV channel described Kenya as a terror hotbed sparked acrimony between the two parties, later forcing the government to cancel the deal. But yesterday, CNN Global Executive Vice President and Managing Director, Tony Maddox, flew to Nairobi from Atlanta to personally deliver the apology to President Uhuru Kenyatta on behalf of all Kenyans. Maddox admitted that Kenya did not deserve the description ‘hotbed of terror’ as the term annoyed many Kenyans. “It wasn’t a deliberate attempt to portray Kenya negatively, it is regrettable and we shouldn’t have done it. There is a world at a war with extremists; we know what a hotbed of terror looks like, and Kenya isn’t one,” he said. Maddox oversees CNN’s global editorial policy, and manages CNN news content globally. In his apology Maddox said: “We acknowledge there is a widespread feeling that the report annoyed many, which is why we pulled down the report as soon as we noticed.”
That apology now brings an array of hope the lucrative deal could be rekindled. President Kenyatta expressed deep disappointment at the story not only on behalf of the government, but also because it angered the people of Kenya. He reiterated that the war on terror was a global threat, not exclusive to Kenya, and that Kenya’s troops and her people have made great sacrifices and still do, to keep Kenya and the region safe. President Kenyatta added that CNN’s misrepresentation of Kenya was unfortunate and ill timed, since it came at a critical moment in Kenya’s history, just two days before US President Barack Obama visited the country. Uhuru termed the timing of the report ‘a mockery of the sacrifices of Kenya’s men and women in uniform’. “In one stroke, CNN’s description of Kenya as a ‘hotbed of terror’ undermined the sacrifices made by our Kenyan troops, and the value of hundreds of lives lost, and relegated them to nothing. That’s why Kenyans, as expressed by those on Twitter, were so angry. Kenya is nothing like the countries that have real war. There was no reason to portray Kenya in that way,” the President said. President Kenyatta added that while he didn’t expect Kenya to be showered in praise, it remained the duty of a credible press to stick to factual reporting and honest critique.

Kenya Women Parliamentarians Association (KEWOPA) chairperson Cecily Mbarire has asked the women to take advantage of their persuasive skills to get men to support their quest for the two thirds gender rule. Speaking during the launch of the twothirds gender rule campaign at the Kenyatta International Convention Centre (KICC) Mbarire said it was unfortunate that in the last election, only 16 women were elected to the National Assembly while no women were elected as Governor or Senator. She urged women to take advantage of their numbers to push for their agenda. “All of us here are the ones who make those men win the elections at the grassroots. As you leave here, go and talk to your MP; tell him, if you want to be re-elected support the two-thirds Gender Bill – and do not insult them, talk to them gently,” said Mbarire. Her sentiments were reiterated by President Uhuru Kenyatta who challenged women to use their numbers and voting power to boost gender equity. He said women, who constitute over 50 percent of the country’s population possessed the ability bring about positive change in Kenya. “Any delay in the empowerment of women is a delay in the development of the nation. We can chose to either live in the past or we can together forge ahead to create a new future,” Uhuru said. He further challenged men to support women in the quest for representation emphasizing that everyone, regardless of gender had a role to play. “Gone are the days when empowering women was viewed as a favour to our women and an attempt to make us look good. More than anywhere else in the world, our African women must be given the prominence that they so rightfully deserve,” he said amid cheers and ululations from women. Mbarire who passionately narrated the challenges experienced by African women even moving the President to tears in the funny narration challenged the government to invest in the ‘rural’ woman. “We want more training for women so that they can fill those tender documents and register companies – this is the kind of empowerment we need,” she said. She lauded the government for the efforts it had made to allocate women leadership positions further pledging the support of women come the 2017 general elections. Most of the housing development will be done through Public Private Partnership contractual agreements.

The Ministry is therefore re-advertising to have an additional 2,000 housing units constructed through the same PPP framework at Shauri Moyo site. Eligibility of Applicants For determining the eligibility of Applicants for their pre-qualification hereunder, the following shall apply: (a) The Applicant for pre-qualification may be a single entity or a group of entities (the “Consortium”), coming together to implement the Project. The term Applicant used herein would apply to both a single entity and a Consortium. (b) An Applicant may be a natural person, private entity, or any combination of them with a formal intent to enter into an agreement or under an existing agreement to form a Consortium. (c) An Applicant shall not have a conflict of interest (the “Conflict of Interest”) that affects the Bidding Process. Any Applicant found to have a Conflict of Interest shall be disqualified. An Applicant shall be deemed to have a Conflict of Interest affecting the Bidding Process as prescribed in the pre-qualification document.

To be eligible for pre-qualification and short-listing, an Applicant shall fulfil the following conditions of eligibility: (A)
Technical Capacity: For demonstrating technical capacity and experience (the “Technical Capacity”), the Applicant shall, over the past 5 (five) financial years preceding the Application Due Date, have: (i) Completed at least one housing project as detailed in the RFQ document. (ii) Completed projects of similar nature as detailed in the RFQ document.
(B)
Financial Capacity: For demonstrating financial capacity (the “Financial Capacity”), the Applicant shall demonstrate having the equity available for deployment with the applicant to the extent of USD 15 Million. In case of Consortium, the Applicant has to declare the contributions of each member and demonstrate the equity available for deployment of each member towards its contribution.

Managerial Capacity: For demonstrating managerial capacity, the Applicant shall provide the organization structure along with the profile of the people responsible for implementation. In case of a Consortium, the combined technical, Financial and managerial capability of all Members, should satisfy the above conditions;
(D)
Facilities Management (O&M) Experience: The Applicant shall be a member of a Consortium with experience in operation and maintenance of Project(s) of similar nature in conformity with the provisions of the PPP Contract.
(E)
Applicants should indicate their strategy for supporting economic growth details of which event they should indicate such nature of such association.

Local and international investors may associate to enhance their qualification, in which event they should indicate the nature of such association.

Cutting fat from your diet leads to more fat loss than reducing carbohydrates, a US health study shows. Scientists intensely analyzed people on controlled diets by inspecting every morsel of food, minute of exercise and breath taken. Both diets, analyzed by the National Institutes of Health, led to fat loss when calories were cut, but people lost more when they reduced fat intake. Experts say the most effective diet is one people can stick to. It has been argued that restricting carbs is the best way to get rid of a “spare tire” as it alters the body’s metabolism. The theory goes that fewer carbohydrates lead to lower levels of insulin, which in turn lead to fat being released from the body’s stores. “All of those things do happen with carb reduction and you do lose body fat, but not as much as when you cut out the fat,” said lead researcher Dr. Kevin Hall, from the US-based National Institute of Diabetes and Digestive and Kidney Diseases.
Peshawar School Massacre militants sentenced to death Seven Taliban militants involved in a series of deadly attacks, including one in a Peshawar school that killed 145 people last December, have been given the death penalty. The Pakistan military said another militant has been sentenced to life in prison. The seven have been found guilty of being linked to the deadly school attack although they did not participate in the attack in which all the gunmen were killed. An army statement said the militants had been tried in Pakistani military courts and have the right to file an appeal before the country’s court of appeals. The Taliban attack on the Army Public School and Degree College in Peshawar killed 145 people including 132 children, 10 staff and three soldiers. More than 100 others were injured in the siege that deliberately targeted the school’s 1,100 students, most of whom were the children of army personnel. Pakistan lifted a seven year moratorium on the death penalty a day after the massacre and amended its constitution to allow military courts to try those accused of terror attacks.
Confusion reigns over fate of Kenyans held in South Sudan There is confusion over the fate of the five Kenyans who have been detained in South Sudan for the last 75 days, with the Ministry of Foreign Affairs and their families giving conflicting information. The families claim that they were informed by ministry officials on Thursday that their kin were no longer suspects but State witnesses. But foreign Affairs Principal Secretary Karanja Kibicho told Capital FM News that if that were the case, the Kenyans would no longer be in detention. He maintained the ministry could not “arm twist” the South Sudanese government into releasing the five, as their families had been demanding as it is a sovereign state. And the families have now renewed their pleas to President Uhuru Kenyatta to get involved and secure the safe return of their loved ones. “If he has managed to secure the release of South Sudan political prisoners. What about five of the 40 million he has sworn to protect?” a family member who wished to remain anonymous posed. The families said they were advised by ministry officials to seek audience with Foreign Affairs Cabinet Secretary Amina Mohamed. He gave the order at a swearing-in ceremony for the new service commanders he appointed last month. When Mr. Buhari took office in May, he vowed to tackle the sixyear Islamist insurgency “head on”. He has made a boosted multinational force of 8,700 central to his strategy in tackling the crisis. At least 17,000 people have been killed since Boko Haram launched its insurgency in northern Nigeria 2009, according to Amnesty International. Although the militants have lost their strongholds, they are still active and there has been an upsurge in suicide attacks since Mr

SMILING IN THE BANK: Barclays Bank Kenya Managing Director, Jeremy Awori. Under his leadership, the bank posted a Sh 4.6 from Sh 4.2 billion increase in its profits for year ending June.
Barclays Bank of Kenya reported an 8 percent increase in profit after tax for the half year period ending June 2015. Data shows the non-interest income lines supported by revenue, streamlined the increased net profit from Sh 4.2 billion to Sh 4.6 billion by June 2014 reflecting to 12 per cent increment. The Bank’s Chief Finance Office Yusuf Omar said, “Total assets grew by 10 percent to Sh235 billion compared to Sh213 billion in the corresponding period in the previous year while impairments remain well controlled amounting to Sh586 million which is 0.9 percent of the average gross advancesunderscoring the quality of the asset book.” According to Omar, despite the pressure of declining interest margins, net interest grew by 4 per cent to Sh 10 billion up from 9.7
billion within the same period. To boost the balance growth, the bank’s investment included a mortgage center, an asset finance center, exellence bancassurance, and agribusiness though the board recommended the payment of an interim dividend of 20 per cent share. “The launch of the Barclays Mortgage Centre in the first half is already yielding positive results for the bank. Heinz to ‘waste’ 2,500 employees US-based food manufacturer, Kraft Heinz has announced plans to fire 2,500 employees following its recent merger in which executives hope to save $1.5 billion (Sh153 billion) in annual costs by 2017. The Kraft Heinz Company is a result of the merger of Kraft Foods with Heinz that made the firm worth about $46 billion (Sh4.7 trillion) earlier in July. Kraft Heinz is the third largest food company in North America following the merger between the two firms. The deal was engineered by 3G Capital, a Brazilian investment firm and billionaire
investor Warren Buffett’s Berkshire Hathaway Company, the BBC reports. The job cuts will affect workers in both the US and Canada. A spokesmen for the group said that about 700 employees would be sacked at Kraft’s headquarters in Illinois. The company’s Chief Executive, Bernardo Hees, has already overseen job cuts on the Heinz side of the business. “The new structure eliminates duplication to enable faster decision-making, increased accountability and accelerated growth,” company spokesman Michael Mullen said in a statement.

ho Is Juliana? A musician from Uganda but I am sure Kenyans and East Africans also know me well since I was judge at Tusker Project Fame. What is your sound? Typically Afro pop although I experiment here and there with other genres. What is your musical journey? I started like everyone else at a tender age and grew into it. As you know in Uganda it is all about the lyrics. What has challenged you most? The changes in audiences. There is always a new act and if you are stuck in the past you remain irrelevant. Also the language barrier because I do (did) most of my songs in vernacular but it is no longer an issue. How have you dealt with your very unfortunate public loss of
your own child? I have said this many times before. When the only option you have is to remain strong, you find it and embrace it. It was not easy, it is still not easy. I am taking one day at a time. Is there a plan to collabo with Bebe Cool or Chameleone? Never say never. They are both good musicians with a great following. Maybe when the opportunity presents itself, why not? What is your most memorable musical experience? They are many but I must confess being a judge at the Tusker Project Fame put me in touch with so many talented artistes and watching them grow week by week gave me so much hope for the craft. I was heartbroken sometimes when a favorite left but most times I was happy to see them grow from
nothing to everything. How do you deal with the tabloids and especially the rumours about your love life? You take it in stride. People always have to talk and sometimes it is ok.My love life has always been a point of discussion… So are you dating? There you go again! I like my love life private. I am not in a hurry. Kenya’s health sector needs serious overhaul Top Health Officials are doing great work in the Health sector. Now it is up to the County Governments to do their part and invest more on healthcare and infrastructure. There are still some parts in the country that are leaving in the old age where to get a health centre is kilometres away, and not forgetting some health conditions require immediate medical attention.
It is time that our country gives more attention on the health sector. County Government should provide more affordable and quality medicines. On top of this I am waiting for that day that patients will be treated with high regard, people will stop staring at an injured person on the road, instead take them to a health facility. — Derrick Musyoka, Kasarani
Dr. Alfred Mutua is doing a great job...no matter what I am really jealous of the people of Machakos County. They are lucky for I think they elected a great leader, governor Dr. Alfred Mutua. He has been taunted and goaded for his visionary projects, which other people think are simply grandiose and unrealistic. But really, what he has done in just two years after his election tells a lot. Frankly, Mutua has delivered what many leaders have not been able to deliver since
independence. The people of Machakos are feeling changes. He has not also given politicking a chance and has ignored and shut out his rival Senator Johnstonne Muthama, who has only been a spoiler and an enemy of the county. Zambia’s Kazembe makes Kenya Open u-turn, Mugabe to miss out

Zambian Edgar Kazembe has rescinded his earlier threat not to honour the 2015 Britam Kenya Open. Kazembe who was irked by the ‘small prize money’ at the annual tennis event had warned that he may stop taking part in the future if the Kenya Open if the organisers don’t increase the prize money sum. Kazembe who was knocked out at the semifinal last year by defending champion Ishmael Changawa also cited ‘lack of respect to players by officials and sponsors’ as the main reason why he may miss the next edition. “This could be my last Kenya Open,” Kazembe said last year after he crashed out of the tournament in the semis. “Why should I travel all the way from Zambia to come here only to be given Sh13, 000.Why should I leave Zambia open to come and play here then, it doesn’t make financial sense. The organisers should travel to other countries and see how things are done otherwise this could be my last year here,” Kazembe said in 2014 after his mixed double prize he won when he teamed up with Caroline Oduor. Currently, the winner of the men’s category takes home Sh100,000 and

Chris Froome: Athletics should borrow from cycling anti-doping lead Kenyan-born Britain’s double Tour de France champion Chris Froome has urged world athletics body IAAF to follow cycling’s lead and invest a lot more money in anti-doping. Cycling’s problems with drugs are well documented but the sport’s blackest days appear to be way behind it. But the ongoing doping allegations in athletics threaten to overshadow this month’s World Championships in Beijing. “From what I understand, the testing hasn’t been at the level that it is in cycling,” Froome told BBC Sport. He said the International
Cycling Union (UCI) spends about four times what the International Association of Athletics Federations (IAAF) does on testing. “It is going to have to invest a lot more heavily in antidoping,” he added. “That would be a step in the right direction.” Track and field’s governing body spends about £1.3m a year on anti-doping, whereas its cycling equivalent spends closer to £6m, although much of that comes from the professional teams as a condition of their licences to race in UCI competitions. “I believe some things have changed quite substantially
[for cycling] since the dark ages of 10 to 15 years ago when the sport was really dirty,” said Froome, in an exclusive interview with the BBC’s sports editor Dan Roan. “The testing has really evolved and the UCI has now implemented 24hour testing. I have every confidence that the system now really works.” The 30-year-old Briton, who confirmed this week he will be lining up at the Vuelta later this month, revealed that he had been tested at his Monaco apartment on Sunday night and had no problem.

Former Sofapaka FC coach Ezakiel Sachi Akwana will test his coaching muscles against on-form Gor Mahia side in a ‘Mashemaji Derby’ on August 23 after taking over as head coach of financially crippled AFC Leopards yesterday. This follows the resignation of stand-in coach Yusuf Chippo yesterday. Chippo who joined Leopards as assistant coach from Tanzanian side Coastal Union, cited difficult working conditions’ at the club as the main reason for his resignation. Akwana now takes over the leadership of Leopards Thursday from Croatian Zdravko Logarusic who has gone AWOL (absent without official leave) from the team’s camp after the club failed to pay his salary on time.
