uditor General Edward Ouko today expressed surprise over the outrage sparked by his report, which queried the use of some Sh67 billion by government ministries. Mr Ouko has however defended his report and asked the individuals in charge of the mentioned departments to
wait and offer their explanations to MPs when the National Assembly begins further scrutiny on the report. According to the Auditor General, the report was presented to all the affected government departments in May but did not get any explanations by the time he was signing the report at the end of June.
“I’m surprised that some ministries are offering explanations that I needed before I signed the report on June 30! I presented the report to all government departments upon completion of my investigations but did not get any response,” Ouko said. CONTINUED ON PAGE 2

Ouko: Outrage against report is insincere

From Page 1 “The ministries have been with the report since May, I did not present it last week as it appears. It is the speaker that got the report on July 6,” he explained. He defended his work saying he only carried out his constitutional mandate and that his report has no political witch hunt as suggested by a section of legislators allied to the government. “I don’t know why this particular report has caused many jitters among government officials. I was only doing my work and it has no political connotation in it,” Ouko said today at Cheche show on Citizen TV. Deputy President William Ruto is among top government officials who have called for caution when he asked the Auditor General to reconcile his figures with those of the parties disputing the accuracy of his report. Ruto said it’s only then that the
submitted report can represent a true picture of the situation on the ground. However Parliamentary Accounts Committee on Monday has since defended the Auditor General saying those adversely mentioned in the report should wait to give explanation when called by the committee. “It’ not good for MPs and the accounting officers in the mentioned ministries to condemn the Auditor General for doing his work, let them wait to be called and offer explanation on the missing cash,” PAC chairman Nicholas Gumbo said. Ouko said that explanations offered later by government departments did not change the facts in the report hence he did not factor them in his final report. Among the reasons Ouko said he received is that some money was missing because they sent it
to the counties but there were no supporting documents to the same. “The explanations I received did not change the facts my team received on the ground hence I did not factor them in but the various government departments mentioned in the report can offer their explanations to the Parliamentary Accounts Committee when they start probing the report further,” he said. Ouko also outlined that his office is understaffed that’s why he released the report seven months later than the required time. “I don’t have enough staff and budgetary allocations, I have to evenly distribute the few people I have to counties and that delayed the release of the report at the required time” Ouko said. PAC is set to discuss the report next week before presenting its findings to the National Assembly.
CHILDREN DROWN AS BOATS COLLIDE IN LAKE VICTORIA At least two people died after two boats collided near Remba Island in Lake Victoria. A passenger boat headed for Kiwa from Remba (both in Homa Bay County) collided with a fishing boat at about 1am last night. It had ferried 200 passengers to Remba and was on its return
journey with another 23 passengers when the accident occurred. The fishing boat had four people and have all been accounted for. So far, 21 of those who were in the passenger boat have been rescued. This means only two died in the accident and no one is missing, according to the police.
Ministry seeks time to assist Kenyans detained in S. Sudan
The families of the five Kenyans held by the South Sudan authorities now say the ministry of Foreign Affairs has asked for a week to ascertain the status of their loved ones. The families met with officials from the ministry on Tuesday after the media highlighted the issue. They had accused the ministry of failing to intervene and ensure either the release or expeditious trial of their sons, brothers and husbands who they say have been detained by South Sudan authorities without charge for 66 days despite numerous attempts at engagement. But even after the Tuesday meeting, the families still
accused the Foreign Ministry of failing to honour their obligation to those Kenyan citizens abroad. “They told us they can get us a good lawyer but we’d have to raise the Sh6 million to pay him,” Nicholas Nyakeri whose 27-year-old-brother Peter Mukiri is among those detained said. His brother Nicholas Nkonge also accused the ministry of failing to ensure their loved ones were detained in humane conditions and that their families could gain access to them. “They are being held in a military compound; we have been unable to see them. MP urges caution on KDF Bill Rarieda Member of Parliament Nicholas Gumbo has cautioned his colleagues in the National Assembly over contentious clauses in the proposed Kenya Defence Forces Amendment Bill 2015. The proposed amendments seek to bar members of the public and lawmakers from scrutinising budgetary allocations for KDF. However, Gumbo says the role of KDF is clearly spelt out in the constitution and any attempts to change it will only be possible through a referendum. Rampant bribery and fraud encourage African universities to offer courses on anti-corruption As bribery, fraud and dishonesty run rampant across the continent, the academic community has seen fit to add anti-corruption courses to their curriculum. Recent data from the World Bank indicates that across the globe, roughly $1 trillion (Sh101 trillion) is paid in bribes each year. Meanwhile, The Conversation reports that Africa is home to several of the most corrupt countries in the world based on Transparency International’s corruption perception index (CPI). The latest index shows that on a scale of zero to 100, with zero perceived to be highly corrupt and 100 perceived to be very clean, Kenya scored 25. The Conversation, which serves as a database for news, research and analysis, states that education could be a “valuable weapon in the continent’s fight against corruption.” Three business schools in Africa have intro-

The Attorney General is the major impediment in preparation of constitutional Bills on the two-thirds Gender rule, Constitution Implementation Commission (CIC) chair Charles Nyachae has said. Appearing before the parliament’s constitutional Implementation Oversight committee yesterday, Nyachae said CIC has already approved all the nine pending Constitutional Bills which must be passed by the 27th of this month. The committee members led by Chair Njoroge Baiya have also accused Muigai’s office of delaying the tabling of crucial Bills like the Gender Rule Bill which must be approved by National Assembly by the 27th of this month or Parliament risks

Solicitor General Njee Muturi, who represented the AG during grilling by the National Assembly, said the pending Constitutional Bills will be ready by the end of this week. Already, a new bill seeking to create special seats for women for a period of 20 years has been published. The proposed law that seeks to meet the two thirds gender rule comes less than a month to the August 27th deadline set by the courts to work out a formula for the constitutional requirement. The formula to achieve this constitutional requirement appears to have largely been agreed upon, with Attorney General Prof Githu Muigai forwarding to the National
Assembly the Constitution of Kenya Amendment Bill 2015, which Majority Leader Aden Duale has already published. The Bill seeks to create special seats that will ensure the gender principle is realized for a period of twenty years starting from the 2017 General Elections. The Bill also seeks to introduce new clauses in the constitution under articles 97 and 98 to ensure that the special seats are allocated proportionate to the number of seats won by a political party. If the bill sails through, those holding special seats will serve a maximum of two terms under the affirmative action clause. However, there runs the risk of a bloated Parliament, putting the number of MPs at 400.

Dagoretti students arrested over arson Three students at Dagoretti High School have been arrested over a fire incident that burnt a dormitory at the institution two weeks ago. Two of those arrested are form four students while the other is in form three. Police said they could be arraigned in court today to face charges of arson. They are accused of starting the fire on July 22, in their dormitory. Property of unknown value was destroyed in the incident. Police were sent to the school last night after tension mounted amid claims of fresh arson plan.
Four gunned down in city robberies Four suspected thugs have been killed by police in the city in the war against armed crime and pistols recovered from them. Three were killed in Komarock in a botched robbery today morning. Police say the suspects had attacked motorists when an alarm was raised. They were all riding on motorbikes. Two pistols were recovered during the 5am incident. A fourth suspect was killed in Industrial Area along Kampala Road where a gang had tried to raid a tyre shop. Police say they recovered a machete from the suspect. Bodies of the slain suspects were later taken to the mortuary.

The policemen were on an operation to try to arrest one of the leaders of the Usuga Clan, a powerful drug-smuggling gang that operates in the region. The Black Hawk helicopter crashed in a remote mountainous area of Antioquia, some 450 kilometers northwest of the capital Bogota. Colombian Defence Minister Luis Carlos Villegas said it probably “crashed against the side of the mountain, possibly due to low cloud cover”. An initial police investigation had blamed the loss of the aircraft on technical failure. But the presence of criminal gangs and left-wing rebels in the area of the crash led to rumours that the helicopter had been shot at. However, the minister said two other aircraft taking part in the operation didn’t report any gunfire.

Sudan accused of bombing civilians Amnesty International has accused Sudan’s army of committing war crimes by bombing and shelling civilians in its South Kordofan region. More than 374 bombs, including cluster bombs, were dropped in 67 locations between January and April, killing at least 35 people, the human rights group said. Sudan’s army has not yet commented on the allegations. It has been battling rebels demanding more rights for the region since 2011. At least 1.4 million people, or a third of South Kordofan’s population, have fled their homes because of the conflict, Amnesty said in a report. African Union chief mediator Thabo Mbeki is currently in Sudan’s capital, Khartoum, where he is expected to discuss the conflict with government officials, the AFP news agency reports. “War crimes cannot be allowed to be committed with impunity and a
population facing a protracted humanitarian crisis can no longer be ignored by the world,” Amnesty said. It added that its research team had visited South Kordofan, and found cluster munitions at four sites. “The use of prohibited weapons - such as cluster bombs - launched from high-flying aircraft has resulted in civilian casualties,” the group said. The rise in revenue was driven in part by the success of “Avengers: Age of Ultron”, one of their most popular films to date. Consumer rights 70 percent of Kenyans can access internet, number to surge higher Internet users in Africa constitute 9.8 per cent of the global population according to internetworldstats.com. The site places Kenya at 47.3 per cent penetration rate in the continent. Latest statistics by the Communication Authority of Kenya (CAK) indicate internet users in Kenya has jumped to 11.4 per cent to hit 29.15 million. According CAK, 2.5 million subscribers have been added to the market between January and March 2015, thanks largely to a steady growth of mobile data. “Mobile data continued to dominate the data market with the number of subscriptions registered at 18.6 million up from 16.3 million subscriptions during the last quarter,” states the CAK quarterly sector report. The report further indicates data subscription have pushed internet penetration to 71.1 per cent from 64.1 per cent of the population that has access to the internet. Terrestrial wireless data registered a decline of 7.9 per cent due to an upward trend expansion of Fibre optic subscription by 8.1 per cent to stand at 87,828 subscriptions. Both Safaricom (65 per cent) and Airtel (18.5 per
cent) lost market share to Fibre optic operations and Equitel which acquired 3.6 per cent market share from 665,661 subscriptions. Equity posts Sh12.1 billion in 2015 half year pre-tax profit Equity Group Holdings has registered a 12 percent pretax profit growth in its half year trading results released to Sh12.1 billion up from Sh10.8 billion posted within the same period last year. The Group CEO, James Mwangi, ascertained that increased earnings from its banking subsidiaries across East Africa and its strategic initiatives geared to revenue diversification were the key factors to its growth. “Through the Equity 3 growth strategy, the group is pursuing a clear strategy to become one of Africa’s most respected diversified business Groups.’’ Mwangi said. The group maintained a 32 per cent growth on assets to Sh 400.9 billion this half year up from Sh 302.9 billion booked same time last year resulting to a net profit of Sh 8.6 billion
from Sh 7.7 billion recorded last year. Customer deposited Sh 301 billion which is a 40 per cent increment from Sh 214.9 billion which further geared its growth. “The growth in deposits was coupled by the steady rise of the loan book representing a 27percent growth to Sh236.8 billion from Sh186.5 billion,” he said. However, expenses grew by 12 per cent to Sh 14.2 billion on the back of costs associated with strategic investments made to enhance the enterprise resource planning capacity. “This was geared at creating a robust Information technology capability, convergence of banking, telecommunications, channels and products backed by a commitment to fully digitize the Group’s operations.” He closed.

Expensive greenhouses inspire low cost innovations Local innovators are mushrooming to provide a low cost alternative to the highly priced greenhouses in the country as its demand by agripreneurs delve into new age farming. The local innovators are aiming to ensure they get year round supply of yields since unreliable rainfall patterns and unpredictable weather are becoming a hindrance to most smallholder farmers. “We have made over 140 greenhouses across the country, but the greenhouses
made of wood panels are becoming particularly famous with most of the farmers especially smallholder who cannot keep up with spiralling charges on conventional greenhouses,” said Harun Munuve the Chief Operating Officer at the company. Initially greenhouses were believed to be owned by large scale farmers because of the imported materials used like steel gutters, films and panels which were much expensive and this made them more expensive for smallholder
farmers to own. Thanks to the local innovators who have cut the cost of the phenomenon as an 8 by 30 metre greenhouse can cost less than Sh 50,000 unlike traditionally where the same sized greenhouse could cost more than Sh 200,000. Equitel, Equity Bank’s mobile phone network has registered a total of 665,661 mobile subscribers since its launch, the Communications Authority of Kenya reports.The jump has given the telco a market share of 1.9 per cent of the country’s total mobile subscriptions.“The entry of Mobile Virtual Network Operators in the mobile telephony subsector has and will continue to stir competition and growth in the sector,” states the Communication Authority report. Mobile phone subscriptions have grown 3.6 per cent to reach 34.8 million up from 33.6 million recorded during 2015’s last
quarter. Over the same period, the Authority noted that mobile penetration also expanded by 2.9 per cent with an average of 8 out of 10 consumers now possessing handsets. According to the report, the number of mobile money transfer subscribers increased by 3.0 percent to reach 26.7 million up from 26 million recorded during the last quarter. luntly, ‘Art’ could be easily defined as a diverse range of human activities and the products of those activities, usually involving imaginative or technical skill with most general form of these activities including the production of works of art, the criticism of art, the study of the history of art, and the aesthetic dissemination of art. At the mention of H_ art the band, the first thing that stands out in connection with them is their awkward sense of fashion that has often brewed negative and positive opinions in equal measure. For a band that was formed at a theatre set, Mordecai Kimeu, Kenneth Muya and Wachira Gatama who make up H_art the band registered into the music industry when their style was
difficult to sell and many of their current audience were not into afro-poetry. Even though, the trio shared a similar passion for music, spoken word/poetry, comedy, dance, fashion and generally, life, they needed a mantra that would instantly catapult them to fame thus the obdurate fashion sense was born. The cradle… It was not until the trio appeared in a national TV interview that their fortunes changed for the better and they literally hit the music industry by storm. Their style was different, the delivery was unique and their dressing style was to talk home about. Many a times when ordinary people are seeking fame, they simply engage in an extraordinary act that will define them for the rest of their lives. Their dress code did the job, the colors were bright, the coordination was poor, and the trousers barely went further down below the knees. They captured the attention of many with that and made it their signature look. Other Kenyan Poets have explored afropoetry performance and have not been as successful as the trio. Stuck in the past… Their fashion sense is picked up from somewhere in the 19th century and notably colorful. With various emerging fashion trends of the 21st century, the trio is stuck in the past and adamantly portray their fashion style as of the future. Interestingly, a section of youth who make a big part of their followers have joined in on the fashion craze. H_ART’s music is heavily inspired by spoken word poetry which they are undeniably
good at. The style is abstract, Africanpop, urban-colored vintage and uniquely comical. Their performances leave a lasting impression, especially when one thinks of their dress code. It is not every time that this trio go to extreme ends to cut a niche for themselves, but most of the time they appear in public to perform or at a red carpet event, their style often just doesn’t work for them. A few times here and there they have made fashion statements but it is evident that this group needs a stylist to guide them through their vintage wear. A stylist who will soulfully blend the colors without a color clash and at the same time ensure the style appeals for all the right reasons. With super hits such as Uliza Kiatu and Nikikutazama the all boy band is set for the skies even as they seek to popularize afropoetry. Vintage is all good and glamorous but there is a limit to every good deed. The extreme would be good for a while but is not as sustainable as the works of poetry and music. Celebrities’ world over have time and again committed fashion crimes and malpractices but have in good time redeemed themselves in makeovers that have often stunned the world and colleagues alike. Remember Nikki Minaj without the booty and class? Who remembers Lady Gaga? How about the boy band one direction? Someone needs to step up and create fashion style stars out of Hart the band that we reckon, will be the last piece of the puzzle.

X Access has unearthed an extraordinary way to use punctured tires in the house; as a sink in the kitchen or bathroom. By following the procedure outlined here, you will have a unique and classy sink in less than an hour using only an old tire, some screws and bolts, a pre-installed water faucet, a dirt-water drainage pipe and a strainer. First, mark and cut out the space in which you want to install the new sink adjacent to the pre-installed faucet either in the kitchen or bathroom according to the diameter measurements of
the tire. Line the inside of th tire with a hollow metallic ceramic rim for smooth flow water and to prevent spillag leaving a small round spa at the narrow end of the rim where you will then attach th dirt strainer. Next, place the modifie tire inside the cut out spa ensuring that the faucet directed inside the tire. On th lower side of the tire, tigh fasten the drainage pip using the screws and bolts prevent water passing fro the sink into the drainage pip from dripping. Lately, there have been agitations by education experts and other stakeholders to review the current secondary school syllabus. The dominance theme in the just concluded secondary school heads meeting in Mombasa was a call for changes in the current syllabus, where every guest speaker expressed fear over the surging As in the KCSE results. By the way, is there anything wrong with a student scoring an A in an exam? No there is isn’t. Neither should they be disparaged per se. Nevertheless, can the As earn them a
perpetual enthusiasm in life or they are just ephemeral and short-lived? How far can these As take them? Three things are supposedly possible with these grades. First, it can be that the current syllabus is nothing more than result- oriented and not for any general knowledge. Second, the world is producing brilliant children than it ever was with other generations. Third, the grades are as result of conglomerated efforts within and without the students. Markets illuminate Africa It is great that Africa’s energy infrastructure is evolving, and tapping more private capital. However, most of the increase in generating capacity will serve the existing transmission and distribution system, and do little to help the huge numbers of people living beyond the grid. The economics of trying to provide universal grid coverage for poor areas with sparse population densities just do not work. The International Energy Agency estimates that 600m people in sub-Saharan Africa do not have access to mains electricity; only 40% of these would benefit from extending the grid. The other 60% would be better served by
small-scale solutions; solar power for single dwellings, for example, and mini-grid power systems for rural communities. For this off-grid electricity market to succeed in Africa we need access to financial capital, more human capital, good market regulation, consumer awareness and effective routes to market. These are all challenges that the private sector probably cannot fix alone. But we think it is a good model for shifting from traditional donor-driven aid to a more market-oriented approach for achieving development objectives.

Witness in Lance Armstrong drug case tests positive American cyclist Tom Danielson has tested positive for synthetic testosterone - but denies doping. The 37-year-old CannondaleGarmin rider has been suspended by his team pending the result of his B sample results. “I have not taken this or any other banned substance,” he denied the wrong doing on his twitter page. He has admitted to doping earlier in his career and gave a testimony during the US Anti-Doping Agency’s (Usada) investigation into Lance Armstrong. A spokeswoman for Usada told BBC Sport: “We can confirm what Mr. Danielson has already reported, that he has had an adverse analytical finding. “It is important to note that it is very early in the process and all athletes are innocent until proven otherwise through the established legal process. “We appreciate Mr. Danielson voluntarily removing himself from
competition at this time.” Danielson tweeted about his positive test before the authorities confirmed it, saying: “I would never ever take anything like this, especially after everything I have gone through the last years. This makes absolutely no sense. “I will now, as I wait for the B test, have the supplements I take tested to see if this is what caused it. “I feel incredibly hurt, frustrated, and angry by this. Olympic committee loses jurisdiction case National Olympic Committee of Kenya (NOC-K) lost its case where they were challenging the jurisdiction of the Sports Dispute Tribunal to hear any case involving the Olympic body in Kenya. NOC-K had challenged the jurisdiction of the tribunal, which is hearing a case filed by Former Kenya Bowling Association official, Francis Kariuki. Mr. Kariuki is demanding monetary compensation from the local Olympic body after he was axed from the Team Kenya delegation to the 2013 world Championship.
NOC-K had argued that they do not operate under Kenyan laws, but under those of the International Olympic Committee (IOC). The tribunal threw that objection away last Tuesday evening paving the way for the full hearing. NOC-K which received a backlash last week from Sports Cabinet Secretary, Hassan Wario over the matter during the launch of ‘Road To Rio; further argued that any matter involving Olympic games should be handled by the Court of Arbitration for Sports (CAS).

Steeplechase veteran Kiptanui not surprised by recent Doping claims Kenya’s former steeplechase world champion Moses Kiptanui is not surprised by the recent claims made about doping in athletics. Kiptanui who has been campaigning against doping for the last three years said ‘there is something wrong going on’ in the local Athletics that is slowly creeping from the doping claims that resurfaced last weekend after a German TV leaked IAAF confidential information that points fingers at Ken alongside other countries like Russia as a possible dope zone. “I can feel that there’s something wrong going on in athletics,” Kiptanui told the BBC’s Newsday programme. “These things now have to be stopped by the authorities.” According to the evidence from blood tests, third of the medals in long distance events at the Olympics and World Championships between 2001 and 2012 were won by athletes who recorded suspicious readings. Athletics Kenya has denied the claims released on the day Kenya held its trials for the world championship, saying that the timing is suspect. The International Olympic Committee (IOC) chairman Thomas Bach said they will act with “zero tolerance” should allegations of widespread doping in athletics be proven.
